Hong Kong has a dense distribution of utility services laid under its road network. Utility undertakers frequently demand road openings to install new services and/or maintain existing ones. Road openings can cause troubles to the road network and negatively impact the public interest. Highways Department is responsible for managing road openings in Hong Kong under the Land (Miscellaneous Provisions) Ordinance. Highways Department has spent a lot of efforts to computerize excavation permit processing and utility management. The computerized system has gone through several generations and the current one is called the excavation permit management system (XPMS). On the one hand, the XPMS handles various excavation permit processing functions including permit application/approval/refusal/issuance/extension/termination, fees/costs, permit conditions, and permit period assessment; on the other hand, the XPMS accounts for some important utility management issues such as spatial check, coordination of multiple openings, traffic management, audit inspection, and defect liability. This paper discusses how the application, coordination, and other administrations of an excavation permit are eased by using the XPMS in Hong Kong. Background information such as the governing legal and regulatory framework, and Highways Department?s administrative structure is introduced. The system architecture and advantages of the XPMS are presented. The work procedures and various functions of the XPMS are studied in detail.

Orano Mining Somaïr uranium treatment plant (Niger) uses a pugging-curing process to leach uranium. Sulfuric acid, nitrates and water are added to the finely grinded ore in a rotary drum to leach uranium bearing minerals and solubilize uranyl sulfate ions. Reagents, sulfuric acid and nitrates, are the main OpEx of this process step. The economical optimization of their addition requires a thorough knowledge of the ore behavior in solution with these reagents. Orano Mining technical direction and Somaïr laboratories developed a model to predict the curing process uranium recovery surface with a limited number of parameters. Experimental laboratory work to fit the model needs to be done for each type of ore which can require a lot of metallurgical tests and would be time consuming. In order to optimize the required number of tests, an innovative experience plan was designed in parallel to the development of this model reducing the required number of tests to only eight. Once the parameters of the models are correctly fit, the comparison between the estimated values and the actual values for the uranium recovery is excellent (less than 0.5% error in average). Associated with an updated cost model of the curing process, this new recovery model helps the plant operator find the best set of reagents to maximize curing process profitability in the Somaïr plant day after day.

One of the first important questions that should be settled on the opening of a mine or the development of a new deep is the system of haulage to be used, since the layout of the haulage-ways at the pit bottom, or, in case of a slope mine, the arrangement of the surface works, depends largely upon the type selected. Should it later become desirable to install a system of haulage of a type other than that for which the mine roadways were originally laid out, considerable difficulty would likely be encountered in its installation and with the result that it would in all probability be most unsatisfactory and expensive in its operations. It therefore becomes very necessary that full consideration be given the haulage problem at an early date in order that the type best suited to the mine conditions and the required outputs can be intelligently planned for. It is sometimes found, however, that no matter how well the mining engineer explores the seam to be developed, or how accurately he anticipates its eccentricities, there will still remain some unrevealed or unsuspected conditions, or shall we say obstacles, placed by Nature to prevent the too easy winning of her treasures and incidentally to frustrate or modify the application of the plan so painstakingly laid down on paper, and to adversely affect the cost estimate.

"The Geological Survey of Canada Paper 88-21, A Standardized Coal Resource/Reserve Reporting System for Canada, is referenced by National Instrument 43-101 for the preparation of resource and reserve estimates on coal deposits. However, for all disclosure of mineral resources or mineral reserves for coal, issuers are required by NI 43-101 to use the equivalent mineral resource or mineral reserve categories set out in the CIM Definition Standards and not the categories set out in Paper 88-21. “Because the framework is based on Canadian deposits and their tectonic regimes, the Canadian Securities Administrators believe it is not reasonable to apply Paper 88-21 to foreign coal properties. The “Resource Links” at the end of this volume provide website links to guidance documents for preparing coal resource and reserve estimates in Australia, South Africa, and the USA.”This report discusses definitions, concepts and parameters used to determine coal resource and reserve quantities, and provides a framework to facilitate consistent categorization of coal quantities found within various depositional and tectonic regimes in Canada.Coal deposits, or portions thereof, are first categorized in terms of their geological complexity <Geology Type), and probable recovery method (Deposit Type). Methods for determining quantification parameters including seam thickness, areal extent and bulk density are outlined for each geology/deposit category. Within each geology/deposit category, coal resources are further divided, based on their assurance of existence, into measured, indicated, inferred and speculative subdivisions and, according to their feasibility of exploitation, into immediate and future interest subdivisions. Coal reserves within each geology/deposit category are subdivided according to whether they are within or outside active mining areas, and may be reported on in place, recoverable and saleable bases.A wide cross-section of the coal industry in Canada contributed to the development of this reporting system. To ensure that the parameters and concepts expressed in the system continue to reflect technological and economic realities in the future, the Coal Association of Canada has established a committee to facilitate periodic reviews."

During the repair of turbine blades by a laser cladding process, it is observed that interdendritic cracking occurs in the heat affected zone (HAZ). Auger electron spectroscopy, performed on sample broken at high temperature, reveals interfacial sulfur segregation, which is known to be one of the main causes of microcraking in the HAZ during welding processes. Moreover, thermal gradients generated by the process are responsible for important thermomechanical stresses. In the present work, the finite element code Comsol Multiphysics is used to simulate the laser cladding process in order to determine both the thermal field and, using an elastoplastic law, the stress field inside the component. The originality is that the temperature history calculated in the thermomechanical model is extracted then injected in a segregation model in order to calculate the local segregation behavior. This model can be eventually used to predict the risk of cracking as a function of process parameters and alloy chemistry.

Brunswick No. 12 is a vent-proximal massive sulfide deposit that formed above a feeder pipe with associated hydrothermal alteration. Because of the replacement of bedded sulfides deposited above the hydrothermal vent, individual sulfide lenses show the following vertical and lateral zoning outward from the vent complex: massive pyrite-pyrrhotite-ehalcopyrite core interlayered pyrite-sphalerite-galena (pb-Zn ore zone) - bedded pyrite. The feeder zone which underlies the Cu-rich core consists of an anastomosing network of pyrite-pyrrhotite-chalcopyritequartz veins with variable and generally minor contents of ferroan carbonate, Fe-rich chlorite, sphalerite, galena and arsenopyrite. Hydrothermal alteration of felsic igneous rocks hosting and adjacent to the feeder pipe is represented by an inner zone (zone I) characterized by sulfide stringers, Fe-rich chlorite, muscovite, quartz, and ferroan carbonate that formed at the expense of feldspars and what was probably glass; outer zones (II and III) are represented by Mg-rich chlorite and muscovite formation, and the albitization and silicification of K-feldspar. Accompanying these alteration trends is a marked decrease of Na + Ca, and an increase in Fe + Mg + C03 in zone I, and increases in Mg + Na in the outer zones. The classic zoning of metals within the sulfide lenses, the formation of a feeder pipe below the vent-proximal sulfide core, and the hydrothermal alteration of felsic volcanic rocks cut by the feeder pipe all support a vent-proximal origin for the Brunswick No. 12 deposit. Furthermore, restriction of sulfide stringer mineralization to the footwall sequence, the folding of the stringer zone by an F, fold, and the difficulty of long distance mass transfer of metals from the sulfides into the host rocks all argue against a tectonic origin for the stringer zone. All of the evidence indicates that the feeder pipe formed during the ore forming hydrothermal event, but has been distorted and in some areas detached from the overlying massive sulfides during subsequent deformation.

"CANMET has been operating as a Government Technology Centre for two years. Many of CANMET&apos;s programs involve long-term research and require special expertise, often available at Canadian universities. CANMET&apos;s involvement with universities ranges from research grants and contracts to exchanges of scientists and joint use of research facililies. Examples of CANMET - university cooperation in mining are presented. IntroductionIn the last two years or so CANMET has undergone a significant metamorphosis, resulting in greater emphasis on applied research to enhance Canada&apos;s industrial capability. CANMET&apos;s new mandate is reflected in the types of projects undertaken and their categorization, (Fig . I). Emphasis is being placed on two project categories: strategic R&D, to enable CANMET to serve the changing technological needs of the industry; and incrernental R&D, to serve the more immediate industry needs through modifications to existing technologies and knowledge. The balance of CANMET&apos;s e ffor t is devoted to providing Mandated and Specialized Services, and to Exploratory Research.CANMET interaction with universities can involve one of several available vehicles : contracts, research grants, exchanges of scientists , student employment and nomination of professors on CANMET&apos;s advisory council. The key tangible benefits are substantial productivity increases with a given fleet of equipment or, alternately, significant reductions in equipment required to meet production quotas. "In describing the alteration of porphyry systems, the term ""secondary K-feldspar"" appears to be an oversimplification. A better term would be ""alkali feldspar"" alteration, because in actual fact the replacement feldspars show gradational changes from an albite, which is important in some systems, to an alkali feldspar containing minor orthoclase molecule, to true orthoclase.There are several textural varieties of secondary alkali feldspar present in the porphyry systems studied from British Columbia, Australia and New Zealand. These include, in apparent increasing order of alteration intensity: clear albite (An10); patchwork albite (An5-10); chessboard albite (An0-10); ""irregular albite "" (An0Ab100 to Ab90Or10); untwinned ""anoralbite"" (Ab90Or10 – Ab70Or30); and orthoclase (Ab40Or60 - Or100)·The exploration significance of these varieties of alkali feldspar is that their gradation in composition, from sodic to potassic, may be linked to a corresponding increase in intensity of alteration. Thus, there is a tendency for more sodic alteration feldspars to characterize weak, sub-economic deposits, or the fringe zones of stronger deposits; the more potassic alteration feldspars may provide an exploration vector toward more highly mineralized zones."

"Hundreds of diamonds have been found in the United States. The majority of the discoveries occurred during the 19th century as a by-product of placer gold mining. Most of these early diamond finds have no known source, and in many cases are situated in areas unfavorable for diamond exploration based on current models that require kimberlite or lamproite to be emplaced in a stable Archean craton or Proterozoic craton margin.Diamonds have also been recovered in situ from lamproite at Murfreesburo, Arkansas, from kimberlite in the Lake Ellen region of Michigan, and in several kimberlites in the Colorado–Wyoming State Line district. Unverifed reports also suggest that diamonds may have been recovered from other related intrusions at a number of localities in the United States.IntroductionTo date, diamonds have been recovered in situ from kimberlite in the Colorado–Wyoming State Line district and from a kimberlite in Michigan. Additionally, diamonds have been recovered from lamproites in Arkansas. Diamonds have also been reported from kimberlite in Kansas, and from peridotite in New York and Maryland. However, these latter reports have not been verified."

"Draft income tax amendments aimed primarily at certain carve-out arrangements prevalent in the oil and gas industry could have devastating results for long standing royally arrangements in the mining industry . Whether or not this potentially damaging effect is intended is largely beside the points-the point is that the mining industry would be well advised to become familiar with the draft amendments and make sure that the potential damage to existing and future royalty agreements is minimized.The draft amendments fail to take into account the nature of mineral royalties and app ear to reflect a lack of understanding of the characteristics of the mining industry.IntroductionOn July 19, 1985 Finance Minister Michael Wilson released draft amendments to the Income Tax Act which are intended 10 effectively thwart the use of so called “carve-out arrangements"".Unfortunately, the proposed amendments are so broad and far- reaching that countless ""innocent"" royalty arrangements in the mining industry, and in the oil and gas industry, are threatened. The potential harshness of the new rules would be compounded by the retroactive application to the amendments to longstanding royalty and similar agreements."

Abstract -The volcanic-dominated Tetagouche Group in northern New Brunswick contains numerous massive-sulfide deposits and intimately associated metalliferous sediments. The massive sulfides are generally hosted by Llanvirnian-Llandeilian volcaniclastic sedimentary rocks of the Nepisiguit Falls, Patrick Brook, and Boucher Brook formations. These formations are intercalated or closely associated with rhyolitic-dacitic flows and/or domes, and minor continental tholeiites of the Flat Landing Brook Formation. Pyroclastic rocks are relatively scarce in the silicic volcanic complex. Tuffites and epiclastic sandstones, of the Nepisiguit Falls and Patrick Brook formations, respective­ ly, generally occur along the fringes of the silicic volcanic complex. The flows and tuffites are intruded by quartz- and feldspar-phyric rhyolite (porphyry) dykes, sills, and domes. Although the volume of the silicic volcanic complex is large, evidence for a previously proposed collapsed-caldera model is lacking. On the basis of host-rock type and stratigraphic position, the sediment-hosted massive sulfides have been divided into three groups: the Brunswick-, Caribou- and Halfmile Lake-type deposits. Syngenetic feeder pipes and asociated alteration zones are generally not present beneath the Caribou- and the Halfmile Lake-type deposits and, if present at all, are poorly developed underneath the Brunswick-type.

"Since there was no representative from Wesfrob Mines Limited, the information on their infra-red concentrate drying operation, which had been prepared by Mr. K. Blower, was presented by Mr, Dorland. Mr. Blower, in submitting the information, emphasized that their objectives in this operation were (a) to guarantee less than 90%, of flow-moisture in their copper concentrates and thus satisfy marine shipping regulation• and (b) to minimize capital costs, The infra-red dryers have satisfied these objectives.To control final moisture in the copper concentrate, current practice is to preheat the filter cake with steam in the disc filter hood and then conveyor-0r7 the concentrate with infra-red calrod heaters. The application of steam aids the system as follows:1) Improves vacuum pump efficiency.2) Lowers viscosity of filtrate (increased temperature},3) Preheats the cake prior to radiant heating. (150°F)The hot cake discharging from the filter ranges from 10.6 to 10.9% moisture. After radiant heating the moisture level is reduced to 8.5% - 9.7% depending on production rate. Further moisture loss occurs during conveying and transferring to the stockpile for a final shipment moisture ranging from 8.1% to 9.5%. Production rate is frail J to 5 dry short tons per hour.1) #23 Conveyor 18"" flat belt covered from filter discharge to transfer point with 7 heaters end-to-end. Drive - Reeves Vari-Speed, 31:4 ratio, type 332-10-18, class ""D"", driving through a 24:1 ratio Dodge reducer. Speed of Conveyor - 3,9 feet per minute to 19.6 feet per minute. "The mill at Noranda Mines Limited, Geco Division in Manitouwadge, Ontario went into production in 1957 treating 3,500 tons per day of copper, zinc, silver, lead ore. It was not until 1964, however, that the zinc concentrate drying plant was constructed. In 1970, milling capacity was increased from 4,000 to 5,000 tons per day. The zinc content of the ore is quite variable so that the tonnage of zinc concentrate dried varies from 200 to 650 tons per day.The drying plant was designed to dry 25 tons of zinc concentrate, dry basis, per hour from an initial moisture of 8.5% to a final moisture of 2%. Major components were selected so that capacity could be increased to 35 tons per hour with minor modifications.The rotary dryer is a Hardinge type ""XH-12"" with a diameter of 80"" and a length of 50 feet. The all welded construction shell is 1/2 inch thick mild steel plate with 3/4"" thick reinforcing bands under the tires arranged for operation at a slope of 1/2 inch to the foot. The 3/8"" x 12"" radial flights are welded to the shell. There are no flights in the last ten feet of the shell in order to reduce dusting. This unit is driven by a 50 HP motor through a Hamilton type CD250 double reduction helical gear speed reducer. The shell speed is 5.8 RPM.The standard Peabody horizontal air heater has a rated capacity of 10,000,000 B.T.U. 's/Hr. The combustion chamber is lined with high temperature refractory brick and is air cooled. The conical outlet section of the air heater is lined with insulating fire-brick. The burner is a type AT wide range mechanical atomizer fired by a type ""CR"" gas-electric ignitor.The Bunker ""C"" fuel is supplied by a Compower duplex pumping, heating and straining unit, including tank hotwell, Powertronic oil line heating system with a 550/24 volt transformer."

Among other products steel mesh has been used successfully for many years to support strata and minimise loose material from falling into the mine opening. Installation of steel mesh has proven to be difficult to automate and many other products, such as Thin Spray-on Liners (TSL), have been proposed as a replacement. Ideally, the mechanical properties of these products should be superior to those of the steel mesh, however, most TSL trialled in mines to date have been weak and in addition have had slow cure times, as a result none of these materials can seriously compete with steel mesh. Now a new polymer product that cures in seconds and forms a stiff strata binder that surpasses the properties of steel mesh is under development at the University of Wollongong. To enable selection of a suitable polymer material for roadway skin reinforcement several numerical models were constructed to investigate the role of interface roughness and the influence of polymer stiffness on load transfer along the rock-polymer interface. Laboratory tests indicate that the shear adhesion of the rock-polymer interface can be substantial while the tensile adhesion can be much lower. The models indicate that the natural stone roughness and surface waviness plays a major role in shear adhesion while the elastic properties of polymer liner can significantly influence the polymer ability to resist fracture opening.

Modern surface mines are among the world&apos;s largest single consumers of diesel fuel. A typical mine site can consume in excess of 200 million liters of diesel fuel per year. Delivered diesel fuel is not necessarily clean. Depending on the mode of transportation, handling practices and local climate, incoming bulk fuel can contain up to 20 mg/L suspended solid contaminants and also significant quantities of free water, which can amount to substantial quantities ? for a typical mine site 200 to 400 kg of dirt per year. Standard on-board fuel filters are not designed to handle high levels of contamination, and most engine manufacturers have specific fuel cleanliness requirements to ensure reliable engine operation. New developments in fuel injector technology, such as high pressure, common rail injectors require even cleaner fuel. In order to ensure reliable operation, it is therefore recommended to control particulate contamination throughout the entire Diesel supply chain - from the bulk storage on mine sites to the injection systems on-board through the use of particulate filtration and liquid coalescence technologies. In this work, the author introduces a comprehensive approach to contamination control for the entire fuel supply chain, and discusses the benefits of using advanced filtration and separation technologies, with a particular focus on the requirements of modern high pressure, common rail (HPCR) fuel injection systems.

INTRODUCTORY THE earliest known case of transmission of natural gas by pipe lines was early in the Christian era when the Chinese used bamboo pipes to transport natural gas from surface seepages to heat brine for the recovery of salt. Since that time many materials have been used as conduits-hollow wooden legs, wood stave pipe, day tile, cast iron, and, finally -since about 130 years ago - steel pipe. Even then, this new material came into use rather . slowly for, as recently as 80 years ago, wood pipe was still being used. However, as techniques were developed to take advantage of the properties of steel, this material gradually replaced all ethers for the transportation of gas for longer and longer distances at ever increasing pressures. In 1912, one of the longest pipe lines of its size at that time was built-this was a 16-inch line bringing gas from Bow Island to Calgary, a distance of 170 miles. We have been able to find records of only two ether such lines at that time-one a 185-mile 16-inch line from Vivian, Louisiana, to Little Rock, Arkansas, completed in the summer of 1911, the ether a 280-mile line from West Virginia to Toledo, Ohio. This last ? mentioned line was reported in a magazine article of September, 1912, but no indication was given of its size on completion date. It is apparent, therefore, that modern high pressure transmission of natural gas is a technique less than forty years old.

"The stability of calcium arsenate is discussed in relation to the possible misuse of lime in the treatment of gold processing waste waters. Stability diagrams have been derived and experimental results cited to show that calcium arsenate has a higher solubility in neutral to alkaline solution than has previously been recognized and this solubility is further enhanced by the presence of carbon dioxide, bicarbonate or carbonate.IntroductionThe removal of arsenic from gold mine waste waters has been of interest for more than thirty years, but with the recent emphasis on clean water standards there has been renewed activity in relation to that problem. The processing of gold-bearing sulphides which contain arsenopyrite and other complex arsenic sulphides is well established. Initial roasting to oxidize the sulphides leaves the arsenic in the form of both arsenic and arsenic, in which forms it is soluble in the subsequent leaching stage. Further oxidation of the leach liquors is required before the well-established procedure of precipitating calcium arsenate with lime, which is carried out despite an immense lack of knowledge of the calcium-arsenic-water system.The solubility product and free energy of formation for Ca3(AsO4)2, which are to be found in recent and reliable sources of data, originate from the work of Chukhlansev, whose experimental determination of the concentration of calcium from the solubility of calcium arsenate in solutions of various pH yields the results plotted in Figure 1. This is the work which has resulted in a wide acceptance of the ""insolubility"" of calcium arsenate and the use of lime to stabilize arsenic in that form.Laguitton attempted to further elucidate the chemistry of the lime addition method for treating arsenical waste waters from gold processing operations. The low solubility product for Ca3(AsO4)2 was the basis for his examination of likely chemical equilibria in the system. Laguitton and other workers have not considered atmospheric carbon dioxide as an important component in this system."
