With mining development on hold and other underground works in a slowdown, the develop- ment of nuclear waste repositories takes center stage on the American rock engineering scene. Three repositories for commercial spent fuel -- in salt, tuff, and basalt -- are in the phase of site characterization and conceptual design, and one pilot project for defense high-level waste in salt is under construction. A repository design for crystal line rock has recently been postponed. Because of strict quality assurance requirements throughout design and construc- tion, and because of the need to predict and ascertain in advance the satisfactory perfor- mance of the underground openings, much intellectual energy has been expended to analyze underground openings in the unusual circumstances of the repository environment. In the long term, these efforts will lead to an improved understanding of rock behavior and improved methods of underground analysis and design. For the shorter term, a formalized ground control plan was developed, the princi- ples of which may be applied to other types of projects. This paper summarizes the status of underground design and construction for nuclear waste repositories and presents some details of the ground control plan and its individual elements.

Narrowly sized samples of synthetic chalcocite (Cu2S) and covellite (CuS) were leached in oxygenated acidic sulphate-chloride solutions. Chalcocite leaches via a two-stage process, the first stage being much more rapid than the second. The apparent activation energies are 42.7 kJ/mol and 68.2 kJ/mol respectively, indicating that both stages are controlled by surface chemical reactions. The leaching of covellite is also chemically rate limited with an apparent activation energy of 77.0 kJ/mol. The shrinking core model is able to be used to describe the leaching processes of both copper sulphides. Over 97% of copper present in chalcocite dissolved in 0.5 M H2SO4i0.5 M NaCl solution under one atmosphere pressure of oxygen at 85¦C in three hours from particles 36 pm in diameter while only 85% of the contained copper in covellite particles 13 pm in diameter dissolved in the same solution under the same pressure at 90¦C in six hours. About 99% of the sulphide sulphur in chalcocite was oxidised to elemental sulphur while only 90% of sulphide sulphur was converted to elemental sulphur during covellite leaching. The mechanism proposed for the two-stage leaching of chalcocite particles is as follows: in the first stage, cuprous ions rapidly diffuse to the external reaction surface where they lose electrons and go into solution as a complex cupric chloride ion CuCl'. The second leaching stage begins when covellite is formed at the external surface. Copper again goes into solution as the CuCl* ion. The mechanism for leaching synthetic covellite is similar to the second leaching stage for chalcocite except that the leaching rate of synthetic covellite is substantially lower than that of the newly formed 'covellite'. Elemental sulphur formed on the particle surface retards the dissolution processes during both chalcocite and covellite leaching. The presence of chloride ions is necessary if essentially all of the copper from chalcocite is to go into solution. When no chloride ions were present, the leaching rate of both newly formed and synthetic covellite was almost zero. The main role of chloride ions in both chalcocite and covellite leaching appears to be to disrupt the passivation film of sulphur on the particle surface.

Background BHP Iron Ore Pty Ltd is one of the major iron ore producers in the Pilbara Region of North Western Australia. The company manages three separate joint ventures; the Newman, Goldsworthy and Yandi joint ventures and two 100 per cent owned operations, Yampi and Jimblebar. The Newman operations constitute a mine site at Newman and a 426 km railroad to Port Hedland where there is an ore processing/port site. The Goldsworthy operations currently constitute a mine site at Shay Gap/Nimingarra, a developing mine site at Yarrie, a decommissioned mine site at Goldsworthy and an ore processing/port site at Finucane Island (Port Hedland). The Yandi operations include mining and processing facilities at site and a spur line to join the Newman Hedland railroad. Jimblebar operations are scree and bedrock mining near Newman and include mining, processing and a spur line to Newman where it joins the Newman-Hedland railroad. The Yampi operations constitute a mine/port site at Koolan Island (which is presently being decommissioned). The combined BHP Iron Ore operations produce approximately 46 Mtpa of iron ore. This paper will concentrate on the processes developed and applied for the decommissioning of the Goldsworthy site. The Goldsworthy site is on the northern boundary of the Pilbara Region and adjacent to the western extremity of the Great Sandy Desert. It is located approximately 110 km east of Port Hedland (see Figure 1). The area is generally of low relief with isolated low ranges. The mine site being within the Mount Goldsworthy range area. The geology of the area is essentially Archaean granite with Archaean banded iron formation becoming dominant within the ranges. The chief soils are hard alkaline red soils. The vegetation is essentially shrub steppe with the main hummock grass species being spinifex (Triodia sp). The climate for the region is semi arid tropical. The temperature ranges from a mean low of 15¦C in winter to a mean high of 40¦ in summer. Rainfall is episodic, occurring mainly throughout the summer as a result of tropical depressions or cyclonic activity. The average annual rainfall is approximately 300 mm and annual evaporation may exceed rainfall by up to 2500 mm. Goldsworthy Mining Ltd commissioned the Goldsworthy site in 1965/66. Goldsworthy was the first iron ore operation and associated town site in the Pilbara region. The mine development peaked in 1977 with the town population reaching 1400 people. In 1982 mining ceased and the mining operations were relocated to Shay Gap, 80 km east of Goldsworthy. The Goldsworthy town continued as the base for the railing operations between Finucane Island and Shay Gap. BHP Minerals acquired Goldsworthy Mining Limited in 1990. The population for the town of Goldsworthy at this stage was around 450 people. An assessment of the Goldsworthy site operations concluded that it was uneconomic to continue the operation of the site. The decision was made to transfer the base for railing operations to Port

FOR some years past it has been usual to specify high-grade copper for use for many purposes, but the practice of specifying zinc of a high degree of purity for certain purposes is of comparatively recent origin. It is a practice, however, which is extending ag the effect of the impurities in zinc on products manufactured therefrom becomes widely recognized.The notes hereunder are intended to briefly survey the principal uses to which high-gr.ade zinc is being put, and, wherever possible, to indicate the effect of the impurities normally present in the lower grades of zinc.In the United States zinc is graded into five divisions, known respectively as "High-grade" "Intermediate" "Brass Special" "Selected," and "Prime Western." Up until June 1988, Mount Thorley Coal Handling and Preparation Plant disposed of tailings by two methods. Approximately half of the plant tailings was mechanically dewatered by solid bowl centrifuges mixed with plant reject and was subsequently disposed in mine overburden spoils; the remainder was pumped to tailings ponds. Both future mine planning and environmental constraints could not allow for the long term construction of more tailings ponds so, following evaluation of available dewatering technology, belt press filters were selected for the treatment of tailings in excess of the capacity of the existing solid bowl centrifuges. Commission of the four 2.5 metre wide belt press filters soon showed that marked differences in performance were experienced when treating different coal seams. Further analysis showed that the coal tailings from different seams were quite different in terms of clay mineralogy, and these differences could be correlated with varying degrees of filter performance. Poor filter performance was experienced with coal tailings rich in sodium montmorillinite clays. A number of variables were investigated including in-line mechanical mixing of flocculant and feed slurry, cation exchange reagents such as gypsum, and upstream addition of cationic flocculant. In order to achieve satisfactory performance on the worst tailings, a combination of all of the above was required. In this paper, the reasons for selection of belt press filters and the program of investigations and testwork required to arrive at satisfactory belt press filter performance for the treatment of troublesome bentonitic rich tailings are discussed.

Ore Reserves estimation for the two producing copper orebodies at Isa Mine, Mount Isa, Queensland is discussed. The principal estimation techniques used and discussed are first, a computer based inverse power distance weighted assay meshing technique, and second, a manual arithmetic averaging technique. The principles involved in these techniques are compared, and their areas of application indicated. A general comparison of the estimation of reserves with eventual production is presented.

The development of a process for the extraction of antimony from materials produced by Greenbushes Tin Limited has been carried out based on theoretical and laboratory studies. The materials treated have included concentrates of tantalite and cassiterite containing antimony at levels ranging from 0.3% to 2%. Roasting under controlled atmospheres is required to stabilise Sb203 rather than the low vapour pressure metal or higher oxide. Sulphidising additives such as pyrite, pyrrhotite or sulphur give enhanced antimony removal from tantalite and cassiterite at roasting temperatures of 900¦ to 1100¦C. Substantial elimination of antimony to levels of 0.1% or less was Achieved.

The ash content of coal can be determined using radioisotope X-ray techniques. A number of overseas applications of X-ray techniques are described; however these suffer from the disadvantage of either not compensating for iron variations or, if compensation is used, using X-rays of low penetration with consequent sampling difficulties. Current Australian Atomic Energy Commiss- ion (AAEC) research on X-ray techniques is aimed at overcoming the limitations of these methods. The AAEC method involves making measurements proportional to mass absorption coefficients of X-rays in coal at two energies. Calculations and experiments with X-rays up to 35 keV have shown that ash content can be determined to about 1 wt.%. This work is being extended to higher X-ray energies to enable the technique to be used directly on a conveyor belt or in a hopper. Neutron techniques can be used to measure the concentration of specific elements such as carbon, hydrogen and silicon in coal. Their con- centration is correlated to the coal parameters of interest. Methods of moisture determination based on hydrogen measurement and ash determina- tion based on silicon and aluminium measurement are described. This paper concerns a pragmatic approach to a problem that is common to many operations in the mining industry: how, over the short-term, to grasp the extent and distribution of long-term financial risk from environmental causes and reduce these risks strategically, in order to maintain stability and flexibility in the operations. Surprisingly, many companies operate without an environmental master plan or tools that can help managers measure and reduce financial risks. Such companies may be subject to unknown unacceptable financial risks from environmental causes. While many companies have some kind of internal system of environmental standards, it is often the case that such systems have uneven or limited effect, and offer no opportunities for visualising, measuring or managing aggregate financial risks from environmental causes. `Aggregate risks' are defined here as the calculated total expected financial costs to a company, or a subdivision of a company, from environmental causes at nominated operations over a defined time period. Aggregate risks take into account the type and magnitude of an environmental problem set, the likelihood of occurrence, and the time frame during which the problems will develop or solutions are required. For the large corporation, the 'amount of' aggregate environmental risk is a statistic that can be managed, along with other financial parameters, at the corporate level to improve the stability and predictability of operations, and protect the interests of shareholders. This paper concerns development of a management framework and a tool for the large corporation that responds to the need for managing aggregate environmental financial risks. The logical framework proposed to overcome the need for strategic vision is the Environmental Master Plan, and this is described in the next section. The analytical tool proposed to measure aggregate risks and provide relevant data and insights to managers, is called an Environmental Risk Management Information System, and its mechanics are described in a subsequent section.

Benchmarks of mine equipment involved in the excavation process of coal mines would suggest that such equipment is not always operating at an optimum level. Dragline operations and truck/shovel operations rely on efficient use of their plant in order to maintain high mine throughput. The first process which affects the material to be excavated is the drilling and blasting process. Drilling and blasting delivers a fragmented material with a given disposition ready for excavation by mine equipment. As mine operators demand more productivity from their major excavating equipment, many sites are considering the use of productivity monitors to measure their outputs. Some of these productivity improvements will be directly related to the drilling and blasting process, so that as the monitoring systems improve, the opportunities to evaluate all drilling and blasting variables will also improve. This paper reviews current and newer methods for monitoring equipment productivity in mines. These include simple time and motion studies obtained by either manual timing of processes or by automated data collection equipment being adopted by the industry. Case studies for truck/shovel operations are discussed and the productivity improvements are compared with typical industry standards. These improvements relate specifically to parts of the load, haul and dump cycle and the potential for significant improvements are identified. Particular opportunities for drilling and blasting improvements are also presented.

The ready availability of powerful desktop workstations, which combine 3D real-time graphics and processing speed better than that of supercomputers of a few years ago, now allows the cost-effective solution of real world geomechanics and underground mining strength simulations. The inclusion of geotechnical factors such as rock joints and porous flow on strength and stability are discussed together with the range of available deformation and failure models for soil, rock and concrete. This paper describes the capabilities provided by finite element graphics and analysis software for modelling and sequential investigation of both excavation and lining, or rock bolting, construction sequences. Examples of the use of finite element models in mining are also included in the paper, together with a discussion of the required people, software and computer hardware resources required to achieve timely and productive results.

Although developed primarily for sintering tantalum, the unit to be described can be used to heat-treat metals in the form ofa bar, wire or strip, by passing a current through them. The upper temperature limit with this type of heating is the melting point of the metal being heated.The unit was designed for vacuum work, but. various gases can be used if required.Briefly, the vacuum sintering furnace consists of a bell which is counter-balanced and may be lowered onto the brass base plate which holds the electrodes. A rubber ring seal is used for vacuum work. The lower flexible grips are bolted to the brass base plate which is at earth 'potential, while the other electrode passes through the plate by way of an electrically insulated vacuum seal. This upper electrode, the height of which can be altered as desired, the lower grips, and the bell are water cooled. The vacuum line to the pumps and a line to the vacuum gauges also lead from the base plate. The more important sections of the unit are described below.THE BELLThe unit was designed so that the bell could be lifted clear of the base plate and the electrodes, thus facilitating adjustment of the latter and the mounting of the specimen to be heated. Akita Zinc Refinery of Mitsubishi Metal Corporation (MMC) started operation in 1953 with a capacity of 560 tons of electrolytic zinc per month. Its capacity has been expanded gradually and reached 8,100 tons per month in 1973. However, present production level is about 6,500 tons per month due to the depressed zinc market. In 1963, newly developed sulphate roasting was incorporated for residue treatment. Since 1973, electric power from Ohnuma geothermal power station of MMC has been supplied in addition to hydroelectric power from Komata power station of MMC. At present, about 40% of power is supplied from our company's power station and the rest is from the power company. Recent customers' demands for zinc prod- ucts include various kinds of shape, weight and chemical composition of galvanizing zinc alloy. It is necessary for zinc producer not only to meet the requirements of customers but also to enhance the value of zinc product in order to expand the market of zinc.

The Mt Lyell Mine, situated in Queenstown on the west coast of Tasmania, has a production history of more than 100 years. Previous mining activities have resulted in substantial modifications to environmental conditions at Mt Lyell and disposal of sulphidic waste rock across the lease has left a legacy of on-going environmental impacts including acid drainage (AD). In 1995 Copper Mines of Tasmania (CMT) was granted a mining lease Irons the Tasmanian State Government for redevelopment of Mt Lyell and indemnity from actions concerning pollution from previous occupation and use of leased land. The Environmental Management Plan (EMP) for the Mt Lyell redevelopment committed CMT to be responsible for waste rock dumps generated from their activities and to ensure that management is in-line with best practice environmental management principles. CMT commenced commercial production in December 1995 with sulphidic material from development of the underground Prince Lyell mine reporting to a single waste rock dump constructed according to a management plan developed in July 1995 and superseded by a management plan for extension in May 1997. The CMT waste rock dump currently has a total capacity of 220 000 m- and approximately 120 000 m3 of rock have been placed to-date. Material reporting to the dump is placed in a densely compacted state to a controlled surface profile. The dump is clay capped and a final revegetated soil layer placed on top. A rock pitched drain extends down to a wetland area in order to remove stormwater and minimise possible soil erosion on the revegetated sections. An integral part of the management plan for the waste rock dump involves characterisation of waste rock to identify geochemical rock types according to acid forming potential with provision for selective placement within the dump. High-risk materials are selectively placed and covered within the core of the waste rock dump, where possible, to control sulphide oxidation. Monitoring equipment has been installed in the waste rock dump by the Australian Nuclear Science and Technology Organisation (ANSTO) and an on-going monitoring program has been established to demonstrate the integrity of the dump cover as a barrier to the influx of atmospheric oxygen into the dump. The overall objectives of this program of work are to control the oxidation of sulphidic waste rock in the waste rock dump, minimise the risk of AD, prevent pollution of the aquatic environment and thereby demonstrate the integrity of the CMT waste rock dump management Strategy.

Slow seismotectonic movements along the in-clined deep fault zone under the compressional horizontal stresses are supposed to be the prin-cipal mechanism controlling the structure and processes in the active ocean margins. Within the scope of the plane strain problem a simple 2-D geomechanical model for the evolution of an island arc system is investigated. We consider a homogeneous elastic half-plane with a shea-ring surface crack. The key element of the model is viscous interaction between the crack sides, the viscisity varying with depth. The model dif-fers from the classical steady-state mode of subduction by nonstationary creep processes on deep faults and by possibly cyclical development of the transition zone.A numerical modeling of the stress-strain state within the island arc system through time was carried out using a semianalytical approach. The results of simulation are in good agreement with geological, geophysical, and seismological data.

A number of ideal detonation codes are used internationally for estimating the strength of explosives compositions. Important and far reaching decisions by explosives users are ofen based on the predictions of these codes, but since different codes can deliver very different answers for the same composition, there is a strong possibility of decision makers being misled. In order to both provide a sensible basis for comparing the theoretical energy from explosives from different manufacturers and to prevent the entire rating system from slipping into disrepute, it is in the interests of all to reach agreement on fundamental criteria used by detonation codes for detemtining strength. The problem is illustrated by a case history and basic conventions are proposed, specifically the adoption of energy of reaction as a fundamental and code independent indicator of explosive energy, and agreement on disclosure by suppliers of key non-proprietary information. These measures would assist explosives customers in assessing the true strengths of explosives from the strengths calculated by the different ideal Codes.

The Jacobs Sliding Floor (Floor) is experiencing a surprisingly long competitive life. The first Floor was used on the Camino Tunnel in California in 1960. At that time the Robbins Company had built only seven TBMs, and the future for such machines was considered doubtful by many, as compared to drill and blast methods. This was then, and still is, commonly called the "conventional" method. Robbins' TBM No. 8 was for the Hydro Electricity Commission of Tasmania (HEC) for their Poatina Hydro Project in 1961. In this writer's view, the Poatina experience was the start of successful hard rock boring machines. But, by coincidence, the HEC is using the newest Floor for their King River Hydro project, where driving with the Floor started in July 1986 on the King Tunnel. This paper examines the history and developments in both Floor design and other "conventional" tunnelling equipment, and the site specific conditions that have allowed this old concept to still be competitive in certain select situations. Parametric costing data and some actual progress records are included.

The CSIRO Division of Mineral and Process Engineering in Melbourne has been developing on-stream analysis sensors based on neutron and gamma radiation for better control of quality and process operations. This has resulted in the development of Ironscan, an on-stream analyser that measures the iron content of both lump and fine iron ore on conveyor belts. It can be mounted under existing conveyors with minimal modifications to the conveyor structure and can cope with steel cables in the belt. An interface gauge and an on-stream coal ash analyser have also been developed, both based on measurement of natural radioactivity. The interface gauge monitors the interface between liquor and mud in thickeners and washers, provided the natural radioactivity of the mud is sufficiently high to detect it above background. The natural-gamma ash gauge is a valuable addition to the Coalscan range of ash gauges. It is applicable to heavily laden coal conveyors or bins where the coal bed thickness exceeds 30 cm, and also to lightly laden conveyors, provided the coal is profiled on the conveyor.

Middle-to-Late Proterozoic stratigraphy and metallogeny in the eastern part of the Canadian Cordillera and in South Australia are strikingly similar. In both areas, thick, predominantly shallow-water strata and their contained mineral deposits can be divided into three sequences (A, B, C) that record episodic and prolonged continental rifting. It is proposed that Adelaidean strata of Australia were deposited adjacent to Belt-Purcell, Mackenzie Mountains and Windermere strata of the Canadian Cordillera within an epicontinental trough of a "Hudsonia" regacontinent. With the final rifting of this trough, the paleo-Pacific ocean was born. By Early Cambrian time, Australia- Antarctica was on the trailing "east" side of the nascent megacontinent, Gondwana, and was being modified on the "west" by accretion in the Pan-African event. North America, more or less surrounded by trailing edges at this time, was analogous to the Cenozoic African plate. This hypothesis accommodates the available paleomagnetic and radiometric data. It has implications for pre-Pangean plate tectonics, paleogeography, and the predictive metallogeny of both areas.
