It seems to me that uniformity of mining law in North America must of necessity start with uniformity in each country. I understand that the Provinces of Canada have the right to make their own individual laws and conditions, to prescribe the terms under which the prospector or the applicant for mineral titles may secure the same. That is not true of the states in the United States. In this country, the Federal Mining Law was made applicable to the public domain, which, at the time of the adoption of this Act in 1872, was chiefly west of the Missouri River; it is impossible to locate a mining claim in most of our eastern states. It is true, however, that there are certain holdover rights, mostly obsolete, arising from the fact that at the time of the formation of the Confederation of States, the land that belonged to each state became the property of the Federal Government. I am not quite correc-t in that, it was sometime after the adoption of our Constitution, I think it was 1778, but those rights were largely, by agreement, surrendered to the Federal Government; but it is a fact that the great acquisitions of territory in the West, with the single exception of Texas, were of domain that came into the possession of the Federal Government and our Federal Mining Law applies to that territory. No state has the right to (by legislative enactment) enlarge upon the rights given by the Federal Mining Law, governing the acquisition of mining claims in its territory, within its boundaries. Each state, however, may, and some of them do, limit somewhat the rights given to the prospector. For instance, the Federal Mining Law provides that a claim may be taken, staked upon the public domain, of 600 ft. in width and 1500 ft. in length. Some of the states, like South Dakota and Colorado, have at times said "that is an excessive amount of land for a single mining claim; we will therefore limit it to 300 ft. or 200 ft. in width." There is, therefore, not any direct and immediate need for uniformity of mining laws in the United States, such as there might possibly be if it were considered at all desirable upon the whole in Canada. The initiation of mining rights under the Federal Mining Act is the act of discovery of valuable mineral in place, referring now to the lode mining claims, but the same is true of the placer claim. Analysis of acidizing techniques, in correlation with reservoir data and a backlog of past treatments, has resulted in the development of a valuable engineering guide for planning acidizing treatments. Such treatments fall into three categories: (I) acid injection into the pores of the matrix; (2) acid injection into natural formation fractures at less than parting pressure; and (3) combination acidizing-fracturing treatments in which acid solutions (without propping agents) are injected at treating pressures sufficient to open and extend fractures through which the acid flows. Because the spending tirnze of acid during a specific well treatment does not change appreciably, maximunl penetration is attained when the first increment of injected acid is completely spent. Additional acid injection cannot be expected to further extend the benefits of the treatment. Depth of penetration will depend upon the reaction rate of the acid under treatment conditions, the injection rate of the acid into the matrix or fractures and the area-volume relationship existing in the flow channels. Based on Darcy's flow formula, extremely low injection rates must be used in order to keep bottom-hole injection pressures below formation fracturing pressure. As a result, only limited penetration of unspent acid will occur. Treatment records indicate that, in most acidizing treatments, formation parting pressures are exceeded, greatly extending acid penetration. Under these conditions, stimulation benefits are limited to the fracture area produced during the spending time of the first increment of acid injected into the formation. This area may be calculated from laboratory and well data to estimate depth of penetration. This, in turn, may be correlated with productivity data to assist The art of gas and oil well acidizing has been characterized by many changes in treating materials and techniques since its inception. These developments have been designed to provide greater production increases. prolong production declines and shorten payout time. Such improvements have been based primarily on data derived from laboratory research and field experience. As more of the variables influencing these treatments have been recognized and evaluated, acidizing has become less of an art and more of a science. Recent studies of fracturing treatments,' in light of individual well conditions and the results of thousands of fracturing treatments, made possible the formulation of an engineering guide that is now being used to select optimum treating techniques and to forecast probable results of such treatments. A similar analysis of the factors controlling acidizing treatments has been made and is the basis for this paper, The findings herein can be used as a guide in the selection of acidizing solutions and techniques, tailored to fit specific well conditions and to provide optimum stimulation per dollar cost. Acidizing treatments may be classified into three basic categories—(1) treatments in which the acid is injected uniformly into the pores and flow channels of the matrix, (2) treatments in which the acid enters natural fissures and fractures in the formation at less than fracturing pressures and (3) injection of acid into the formation at a pressure sufficient to open and extend fractures into the rock through which the acid penetrates (without the inclusion of a propping agent). These studies have shown that the evolution of geophysics has proceeded along lines that differed from those marking the advance of classical geology. The latter science developed as a descriptive one, dealing with directly observable terrestrial phenomena, and the elementary, rational explanations that could be offered therefor. The fact that these phenomena were also chemical and physical in nature was seldom given more than passing acknowledgment. During the last half century, however, a new approach to problems of terrestrial phenomena has become of greater significance. This new attack has come through the sciences of physics and chemistry, as the people trained therein have investigated the facts of the earth as problems in their respective sciences. This development has been chiefly at the hands of European investigators, and European universities have long recognized it by establishing departments or institutions of geophysics. In the universities of North America, their arbitrary departmentalization into fields of physics, chemistry, astronomy, geology, etc., has prevented the academic recognition of such domains of science as geophysics and geochemistry. In consequence, the development of these subjects in the United States has been largely at the hands of nonacademic institutions, while the universities themselves are evidently in a state of confusion as to how the subject should be handled. In some places an attempt to teach geophysics is made in the physics department, in others in the geology department, in some in the engineering school, and occasionally as a cooperative effort; a Department of Geophysics is seldom found in North America. In some instances, proper academic plan. ning has been precluded by interdepart. mental jealousies, or by lack of appreciation of the significance of the subject. The American Institute of Mining Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers have established the . Engineering Societies Employment Bureau under the management of their Secretaries. One of the purposes of the Bureau is to keep in touch with all engineering firms with a view to supplying them with desirable men. Plans are under way to assist in placing men who are retiring from the government service. The Bureau is not intended to be exclusively for the benefit of unemployed members, of the Founder Societies; non-members who are introduced properly will be registered. NATURAL GAS was secured in the Trenton limestone near Findlay, Hancock County, in 1884, and oil in the following year. Drilling was rapid so that the production increased by leaps and bounds; in 1896, it exceeded 25,250,000 bbl., the maximum for the field. Since that time, the yield has decreased steadily and in 1921 was only 1,447,243 bbl. The territory extends as an arc of a circle from near the western end of Lake Erie southwest into Indiana, which it enters in Adams and Jay Counties. Sixteen counties are listed in Ohio but five of them combined had a new production of only 264 bbl. and they might well be omitted. Progress in the Trenton limestone field of northwest Ohio in 1923 is shown in Table 1.

At the spring meeting of the Open Pit Division of AIME's Arizona Section, I was asked a question which indicates the acceleration of technical advancement. The question was: "How does an engineer at a properly keep abreast of what is new?" The fact that some 200 Arizona AIME members were at the meeting is a testimonial to the desire of these men to do just that- keep abreast. There is a great deal of talk in academic circles about the built-in obsolescence of an engineering or scientific education, too. About 100 commencement speakers every spring are sure to admonish the graduates that education is a continuing thing. Mining engineers are a small fraternity. We keep informed by talking to one another. Talking shop is valuable but there is no substitute for reading.

In our investigation of the Behavior of Calcium Sulphate at Elevated Temperatures with Some Fluxes,' we incidentally studied the decomposition of ferric oxide when heated in a current of dry air. We found that at 1,500° C., with 15-min. periods of heating, Fe²,O³, hardly changed in weight, the greatest loss being 0.23 per cent., and we therefore concluded that the compound remained unchanged at 1,500° C. in a current of dry air. In a more recent experiment we heated Fe²,O³, in a current of dry air and found that there was a decided loss in weight. A new investigation upon the behavior of Fe², O³, using a larger amount of substance and heating for a longer period of time, revealed the fact that a measurable dissocia-

Two separate but closely related projects now under construction on the St. Lawrence River- the Seaway and the St. Lawrence Power Project- are providing the impetus for what may become one of the most significant economic expansions in the Northeast. By 1959, or even earlier, electric power will be flowing from the largest single hydroelectric installation east of the Rockies. Simultaneously there will come into existence a great new commercial waterway which will provide cheap transportation from the farm and industrial heartlands of the U. S. and Canada to the markets and resources of the world. When the Seaway is completed, vessels with five to ten times the capacity of those now using the Canadian canal system will be able to move from the Atlantic Ocean to Lake Superior.

This paper covers the theory and present state of development of an apparatus for the nonmathematical analysis of complex problems of reservoir and well behavior. At the present stage of development of this apparatus, it is capable of solving the water-drive problem of any reservoir performance for which a mathematical solution has been presented in the literature, either on the basis of steady or unsteady-state flow analysis. The theory is presented for the extension of the scope of this analyzer along the lines of the present development. The resulting apparatus should be able to solve reservoir-performance problems previously thought too difficult for practical solution by mathematical means. As an illustration of its operation and present scope, the analysis of a reservoir problem and synthesis of expected performance is presented. Introduction In this method† of analyzing problems of petroleum-reservoir and well behavior, the porous continuum of the reservoir is assumed to be divided into small blocks, or units. Each block is assumed to be small enough so that for a material balance on the fluids in the block an average pressure for the block can be used. In analyzing reservoir behavior from this point of view by mathematical means, a set of simultaneous difference equations would be obtained (two for each block), which must be solved or combined into a partial differential equation. In the method to be described here, instead of solving these sets of equations analytically, electrical units are constructed, which will behave in respect to the flow of electricity exactly as the reservoir units behave under various conditions of fluid flow. The electrical units are then wired together in the same way that the reservoir units are connected naturally by virtue of their geometrical locations and shapes. Fluid-Flow Equations Consider a block in a reservoir. Assume that reservoir fluid (or fluids) is flowing in at one face and out at the opposite face, and that the block is small enough so that at all points the stream lines are within one degree of perpendicular to the face. Furthermore, assume that the pressure, pi, at the upstream face (Fig, I) is not more than one per cent greater than P2 the pressure at the downstream face. A material balance will show that the mass of fluid flowing out less the mass of fluid flowing in will equal the change in density times the fluid volume. This is expressed in the equation:

"The Butte, Anaconda & Pacific railway extends from Butte to Anaconda. The electrification comprises 30 miles of main line single track, and includes sidings, yard and smelter tracks. When complete the electrified trackage will total about 90 miles on a single track basis.The traffic conditions are unusually severe as they consist principally of hauling copper ore from the Butte mines to the smelters at Anaconda, as well as hauling all the mine supplies, lumber, etc., in both directions; this traffic amounts to approximately 5,000,000 tons of freight per year. The maximum grade against the load is .3 per cent and the maximum train consists of 50 loaded steel ore cars, weighing 3,400 tons. .The locomotive units, two of which will be used for freight trains, weigh approximately 80 tons each. In addition to the freight business, there will be a certain amount of passenger traffic.The power for operating the Butte, Anaconda & Pacific railway is generated by, the Great Falls Power company, and is transmitted to the sub-stations at 100,000 volts. The synchronous motors are supplied with power at a potential of 2,300 volts, 60 cycles, 3-phase. Voltage regulators are installed in each sub¬station to secure the benefit of synchronous condenser effect of the motors.The passenger and freight locomotives are exactly similar, with the exception of the gearing.The roller pantograph mounted on the top of the cab is operated by air from the engineers position.The adoption of the 2,400-volt apparatus for so important a system, where the conditions of operation are so severe, is interesting of itself, as indicating the trend that future electrifications of importance may follow. A trolley potential of 2,400 volts was only adopted after a thorough investigation of other systems already in operation."

National Minerals Advisory Council A meeting of the National Minerals Advisory Council on August 3rd in Washington, D. C., indicated the vitally important part that the mining industry is to play in the mobilization program. Director James Boyd of the Bureau of Mines told the Council that the Department of the Interior would review the recommendations of all the Council's commodity committees with regard for mobilization planning in the light of the changed international picture. The Council was requested to reactivate its commodity committees and have them gather all available data on supplies, their sources and availability and present and potential production of the minerals and metals represented on each committee. Data on labor, machinery, transportation, automotive and stationary equipment, power, fuel, lumber, water supply are a few of the important items called for in the reports, which are to be presented at a meeting of the Council on September 1 at Salt Lake City. The material in the reports will become the basis for discussing metal and mineral requirements at that time. Discussion at the meeting bared several $64 questions, probably the most important of which are the following: 1. Which of the war-essential metals and minerals and in what quantities can we reasonably expect to get them from abroad under threat of submarines? 2. How are we going to meet the manpower problem posed by (a) migration of labor from mining to manufacturing since the end of World War II and (b) the draft and the calling up of reservists? Opinion was expressed by industry spokesman at the meeting that the function of complying with mobilization requirements be left to those in the industry itself; that is, those having the "know how." This view contended that any administrating governmental agency should be kept as small and streamlined as possible. There was general sentiment against the reactivation of the wartime Premium Price Plan or other bonus plans as a stimulus to production. The thought was emphasized that what was needed was a change in the basic conditions which have fostered the decline in domestic mining activity in the postwar years. One such condition, long overdue for correction, is the tax structure as it applies to mining enterprises. Many quarters both in industry and in government favor tax relief along the lines suggested in the six tax recommendations by the Council to the Secretary of the Interior last December. The Council adopted a resolution expressing a feeling that the following tax recommendations are still feasible and desirable and will accomplish as much toward increasing exploration for new deposits (thereby subsequently increasing production) as will government loans for exploration: (1) Losses from unprofitable ventures should be allowed corporations, partnerships, or individuals as ordinary deduction against current income. (2) Development costs after discovery should be recognized as operating expenses. (3) Allowance for depletion should be made to the stockholder as well as to the corporation. (4) Income should not be taxed without full allowance for losses of loss years. (5) Adequate allowances for percentage depletion should be made. A discussion of the manpower problem led to the Council's acceptance of a resolution advising that "military authorities should proceed with caution in depriving the mining and metallurgical industry of its manpower." The resolution strongly urged that no personnel "directly engaged in exploration, development, production or supervision (of strategic and critical materials) should be drafted for the armed forces, at least until the anticipated demands upon these producers are clarified." Stockpiles The Munitions Board's "Stockpile Report to the Congress" of July 23, 1950 revealed: (1) The total estimated value of the stockpile objective is $4,051,714,510 at the close of fiscal year 1950. (2) The total value of the stockpile on hand, at the close of fiscal 1950 was $1,556,154,352 or 38.4 pct of the total stockpile objective. An additional $494,948,060 was on order, making a total of 50.6 pct on hand plus the amount on order. (3) Materials obtained for the stockpile by the ECA from January to June 1950 amounted to $13,112,085, while development projects by ECA during this period involved the expenditure of $9,322,000, mainly with counterpart funds. Shortly after the start of the Korean conflict it was felt that Congress ould appropriate greatly increased sums for the purchase of materials for the stockpile. This stimulus to the program may increase the dollar earnings of those European nations that are present or potential contractors in our stockpiling program. Such a development would mean that these nations could add to their gold reserves, thereby stabilizing their respective economies and hastening recovery. This seems to be the picture for the next six months anyway. The "bug" appears when it is realized that the increased threat of total world war actually may retard recovery in Europe as nations on the continent may feel inclined to devote more of their resources to defense programs. Industries Essential to Defense The Department of Commerce in response to a request by the Department of Defense issued on August 3, 1950 a "Tentative List of Essential Activities" as a "guide for calling up for active duty members of the civilian components of the Armed Forces." The list includes the following: Primary Metal Industries. Included herein are establishments engaged in the smelting and refining of ferrous and nonferrous metals from ore, pig, or scrap. Metal Mining. This category includes establishments primarily engaged in mining, developing mines or exploring for metallic minerals (ores). This group includes all ore dressing and beneficiating operations. Anthracite Mining, Bituminous Coal and Lignite Mining, Crude Petroleum and Natural Gas Extraction, Mining and Quarrying of Nonmetallic Minerals, Except Fuels. Challenge to the Mining Industry The source of our country's great strength lies in its capacity to produce. In times of stress such things as national morale and manpower are all-important but without a capable industrial machine we would be helpless. That machine must be fed with minerals and metals in order to generate and maintain momentum sufficient to insure success. Consequences of the lack of adequate supplies of essential metals and minerals to increase and sustain our industrial power are not pleasant to contemplate. It is absolutely imperative that we put forth Herculean effort to guarantee ample supplies of such essential materials as copper, lead, zinc, manganese, antimony, mercury, tungsten, tin, chromite, nickel, cobalt, iron ore and rubber. The mining industry faces a challenge more serious than ever existed before in the history of our country. The industry must be equal to the task.

Recent studies of creep have made it apparent that plastic deformation may occur in metals under stresses less than the elastic limit as determined from short-time tests. In summarizing conclusions drawn from creep tests by various investigators, Tapselll said: "It is evident that if a material has a true elastic range, the elastic limit must represent the maximum stress for no creep." The presence of a definite elastic limit, represented in single crystals by a critical or threshold shearing stress, is claimed by Schmid2, Elam3 and others who have investigated the plastic deformation of single crystals. However, this "law of critical shearing stress" was determined2 from short-time tests, and the measurement of the deformation was made with apparatus primarily designed to observe large amounts of plastic deformation, not to detect elastic changes. Experimental data recently obtained with highly sensitive instruments by A. W. Hanson4 on zinc and by Podaschewsky5 on rock salt indicate that the elastic range in single crystals is considerably narrower than formerly was supposed. Moreover, a theoretical possibility of permanent deformation, under the influence of even the smallest shear stress in single crystals above a certain temperature (Td), has been developed by G. I. Taylor6. This evidence seemed to warrant an examination of the elastic limit in large single crystals by means of creep tests. The first metal chosen for examination was zinc. AppaRatus The creep-testing apparatus developed for this work is shown in Figs. 1 and 2. The extensometer A is sensitive enough to detect changes in length of 3.3 X 10~6 in. per in., and yet can be used into the plastic range without injury to the apparatus. The specimen,

Aluminum alloys containing magnesium and silicon are susceptible to strengthening and hardening by suitable heat-treatments, and they constitute a class of alloys of considerable commercial importance. Generally, they contain these two elements in the proportions required for the formation of the intermetallic compound Mg2Si, or an excess of silicon; no commercial wrought alloys are made with an appreciable excess of magnesium. The reason for not having excess magnesium is obvious from the results given in this paper, since it is shown that excess magnesium results in a proportional decrease in the solubility of Mg2Si. This is the eighteenthl of a series of papers from the Aluminum Research Laboratories dealing with the equilibrium relations in aluminum-alloy systems; most of the previous publications concerned binary aluminum-alloy systems; this is the fourth of a group pertaining to ternary aluminum-alloy systems. The work on this system was completed in 1930, but the results were not published because of the pressure of other work. Hanson and Gaylor2, in 1921, presented the results of an extensive investigation of the aluminum-magnesium-silicon system. Their results indicated that an excess of magnesium over the amount required to form the compound MgzSi caused a noticeable decrease in the solid solubility of MgzSi in aluminum. A more recent investigation3 in these laboratories showed that the solid solubility of MgzSi in aluminum was 1.85 per cent at 595' C. and decreased to 0.30 per cent at 300' C. The results of the latter investigation were used as the basis for the present work. IN modern practice the major portion of an ore is reduced to flotation size by fine grinding. As the result of grinding fine enough to liberate most of the minerals, a substantial portion (generally 5 to 15 per cent) of the ore is inadvertently reduced to a size much finer than that necessary for liberation. This portion of most flotation pulps is very refractory to recovery by flotation. A reduction of one-quarter or more in recovery in this range of extremely fine particles can be observed. The loss in metals caused by overgrinding is appreciable. That this loss is characteristic of very fine particles has been suspected for some time;(l)† however, it was definitely quantified only recently.(2) Definite reduction in float-ability with reduction in particle size beyond a critical size of maximum floatability can be accepted now as an established fact. Formulating the Hypothesis In looking for the cause of the ill behavior of the finest particles it may be well to consider the essential differences between fine and coarse particles. A difference that immediately comes to mind is their intrinsic difference in size and consequently in relative extent of surface. If one agrees that attachment of mineral particles to bubbles must follow direct encounter of particles with bubbles one is forced to conclude(3) that the probability of encounter between a mineral particle and a bubble varies directly as the size of the particle, provided the particle is small compared to the bubble. In other words, the finer the particle the poorer its chance of being recovered in a given time of flotation. There is an effect, implicit in this theory, which should overcome the effect of excessive fineness of the particles; namely, flocculation of the particles. The floccules can be conceived as being simply larger particles and therefore capable of becoming attached to bubbles. And, indeed, in all the cases in which a sulfide mineral of near-colloidal size was successfully floated the mineral (but not necessarily the gangue) was flocculated. THE investigations described were made on a portion of Clear Creek basin near Golden, Colo. (A portion of the area under survey is shown in Fig. 1. The photograph was taken in the vicinity of station No. 2 of Line II.) Three principal purposes were in the minds of the investigators: 1. To repeat with modern, more sensitive and more reliable instruments magnetometric placer investigations previously made. 2. To disprove the recently advanced theory that deposits of the glacial period have no pronounced magnetic effects. 3. To develop in detail the theory of the magnetic effects produced by placer deposits. Six years ago, the first magnetic observations were published, which proved that it is possible to locate gold-bearing channels with relatively crude instruments.1 Two years ago, K. C. Laylander published results obtained with similar instruments.2 The measurements of the latter were discussed by the senior author of this paper.3 At that time, however, the material available for such a discussion was somewhat scarce and not made with the most modern magnetic instruments, although very brilliant results were obtained. Therefore, the senior author felt that magnetic investigations should be made on very clear geologic conditions with the most modern instruments.

HARDNESS is one of the most common properties of metals and alloys but is one of the most difficult to define or express in terms of the fundamental units. In the Brinell or Vicker's hardness test, the hardness number N is defined as N = L/A where L is the load in kilograms and A is the area in mm'. This does not necessarily imply that a pressure of N kilograms per mm2 actually acts on the specimen.' It is essential that for a true comparison of hardness values the angle of indentation be kept constant,' a which is not done in the Brinell test. For this and other reasons, the Brinell hardness value is not based on a satisfactory physical concept.' The concept of hardness based on the work done per unit volume of indentation3-6 offers a simple and scientific definition. An attempt has been made here to develop this concept (at constant angle) and to compare the values so obtained with the Bhn for different metals and alloys. In Fig. 1 a vertical load L is applied to a compara- tively hard ball of diameter D creating an indentation of diameter 6 and depth h on the specimen S. The work done, W, is then given by W = So Ldh. [I] Since L is not independent of h, Honda and Takahasip and Matsumura" assumed different functions leading to equations which do not apply equallye to a wide variety of metals and alloys. A better relation is obtained from Meyer's Law L = ad" [2] where A and n are constants depending on the nature of the material but independent of the ball diameter D. From Fig. 1 it is obvious that h = R(l — cosq) and d = 2R sin 8.
