THE Musconetcong tunnel is situated in New Jersey, near the line of the Central Railroad of New Jersey, about twelve miles from Easton, on the Easton and Amboy Railroad, the latter being the extension of the Lehigh Valley Railroad to tide-water. Up to the present time, the terminus of the Lehigh Valley Railroad has been at Phillipsburg, N. J., opposite Easton, passengers connecting there with New York by the Morris and Essex (D. L. and W.) and New Jersey Central lines; freight and coal being forwarded by the Morris and Essex to tide-water at Hoboken, and by the Central Railroad to Elizabethport and Port Johnson ; also, by the Belvidere and Delaware connections through Trenton to South Amboy.

SELECTIVE SERVICE must meet three important demands for man power: (1) Activities concerned with production of war goods. (2) The armed forces. (3) Civilian activities and institutions the continuance of which are essential to maintaining the structure of our American democracy. In the above enumeration of demands I have placed everything, including most of our most prized possessions and activities, after the demand for men for war production and the armed forces. To establish an order between the latter two is difficult. For the time being, at least, the Selective Service policy is to make sure that we avoid the risk of "too little and too late." No soldier, sailor, or marine should be sent from these shores to risk his life without the assurance of having a gun, clothes, food, and medical supplies. Therefore, the premium is now being placed on man power for war production and in our process of selection no stone is left unturned to see that our agencies are fully informed of the needs of war production. Our procedures set up recourses for employers of war-production man power so that their activities need not be disrupted, at least not until they have had time to train replacements.

Much has been written about the energy fuels including their standing with respect to reserves, their delivered Btu costs, their potential in the electrical generating market and their capabilities to meet a burgeoning demand. Yet, when all factors are placed in their proper perspective, the spiraling electrical energy market alone should guarantee each fuel a better than average market for the foreseeable future. In fact, a study made by the U.S. Federal Power Commission on the spare capacity utilities have on hand indicated that 39 of the 181 major utility systems had less than 10% reserves on hand at the end of 1969. Fuel supplies are critically low in some areas, especially in the Southeast, South Central and Midwest areas of the U.S. In other systems equipment shortages resulting from faulty equipment or delays in getting new equipment deliveries causes power failures during peak loads. In addition, lack of labor curtails the erection of some new facilities and prevents many other facilities from operating at capacity.

Electrochemical measurements have been carried out in an auto- clave to investigate the electrochemistry of hydrogen precipitation of nickel from acetate buffered solution. After having previously obtained the rate equation for this reaction we have now made a concentrated effort to explain the rate equation electrochemically. A saturated NaC1-type Ag/AgC1 reference electrode has been improved so that it can be used in an autoclave. Polarization curves for the reaction, [H2=2H+ + 2e,] on nickel electrode were measured in solutions free from nickel ions at 185°C, and the parallel curves were obtained by changing PH2 and pH for normal and reverse reactions, respectively. Polarization curves in nickel solutions were complex, probably because the potential of hydrogen electrode is close to that of nickel and of the nickel surface altered during polarization. Then the nickel electrode potential and the reaction rate were measured simultaneously during pressure reduction at various hydrogen pressures and at various nickel concentrations. The reaction rates in terms of current density were plotted to obtain the local polarization curves for reactions Ni2+ + 2e ? Ni and H2 ?2H+ + 2e. The anodic and cathodic local polarization curves exhibit potential dependency. Therefore it is likely that the pres- sure reduction can be regarded as a coupled electrodes reaction.

BY far the most conspicuous of the Pennsylvania slate districts is that extending from the New Jersey line at the Delaware Water Gap westward almost to the Schuylkill River. This covers parts of three counties in east-central Pennsylvania: Northampton, Lehigh, and Berks. The most important development, both in geographic size and product importance, is in Lehigh and Northampton counties. The greater part of the region is underlain by only one formation-the Martinsburg, consisting of slates, clay slates, and sandy shales, all of the Ordovician period. The slate-bearing Martinsburg formation is underlain by Cambro-Ordovician limestones. Immediately overlying the Martinsburg formation is the Tuscarora quartzite of the Silurian period. The Martinsburg formation itself is divided into three distinct divisions, termed simply: the upper, the middle, and the lower members. Commercial slate has been extracted from all of these members, but the formation of greatest importance is the upper member, representing 2600 ft of the total formation thickness of nearly 11,000 ft. The upper member is commonly referred to as the "soft slate" and consists of three facies: 1) beds of blue-gray, very sandy, almost quartzitic slate, in many places, approximately a medium-coarse sand- stone with calcareous cement; 2) blue-gray sericitic slat-the dominant rock type of this member-with occasional chloritic beds; and 3) dark gray or virtually black, highly carbonaceous beds, referred to locally as "ribbons."

A new device based on a constant rate of loading has been developed for the compression testing of green and dry pellets. This device has a lower test variation for green pellets than the existing constant deformation rate tester. While the test variations for dry pellets are similar for both types of machine, the new tester is sensitive enough to measure dry pellet deformations of 15 µ in. for cyclic loading studies. In the study discussed here, the compressive load at which a pellet breaks proved to be a normally distributed random variable, and the load-deformation relationship was found to be linear for dry pellets but not for green pellets. The paper emphasizes the need for a standardized test procedure throughout the industry. For many years the green and dry compressive strengths of pellets have been considered as possible criteria of pellet performance during induration. Little attention, however, has been given to standardizing the unfired pellet compressive strength test or to determining the characteristics of this test. The recent concern for the recovery of even the finest fractions of coal preparation plant feeds has created needs for new equipment. Thermal dryers currently available have difficulty reducing the filter cake moisture on down to the desired point. This difficulty involves 1) the physical problem of handling this wet, sticky material and making each particle accessible to the hot gases, and 2) removing the extremely fine dried particles from the cooled gases. The dryer described in this paper handles the first of these problems, and eliminates the second by the substitution of steel balls for air as the heat transfer medium. As a general statement, the cost of preparing coal for market is inversely proportional to the size of the lumps or particles. In the not too distant past the finer sizes were discarded as being uneconomical to treat and this practice might be still continuing if it were not for the insistence of the public that this material be kept out of our streams. This being the only cost-free outlet, the disposal of fine refuse became a significant item of expense in every preparation plant. When this happened it was only reasonable to look to the recovery of the values in this material, not only to defray this expense, but to reduce the tonnage which had to be wasted. There seemed to be no device available suited to reducing the moisture in this material to what the market requires. All of the fine coal dryers commonly employed make use of air to bring the heat of combustion into contact with the coal particles. Any device employing air as a heat transfer medium, has the following two strikes against it in attempting to handle 28 mesh by 0 filter cake: 1) It is practically impossible to bring the hot air into intimate contact with the enormous number of fine particles stuck together in the cake. 2) Even if this can be effected, it is impossible to remove the dried coal from the air. A wet scrubber must be employed, the discharge of which must go back to the filter and dryer as a circulating load of the most objectionable sort, being the extreme fines. Various compromises have been used to cope with the problem of drying this relatively small tonnage of high moisture coal. Often some of the dried coal is mixed back with the feed to the dryer in an attempt to make the mixture more handleable and more available to contact with the hot air than the filter cake alone would be. This may help to some extent with the first problem but it does nothing about the second and a dryer operated in this way has to be oversized. Sometimes the filter cake is mixed with a coarser fraction for the same reason. Here again, while this may make a mixture (the particles of which are more readily brought into contact with the hot air), the problem of getting the fine coal out of the air remains and a larger percentage of the total coal to be dried is handled by the most expensive means. Mechanical dewatering has accounted for more and more of total coal drying lately and in many cases would satisfactorily handle the whole load, down to 28 mesh, if there were a means available for doing a good job on the —28 mesh by itself. The dryer which is the subject of this paper was designed expressly for doing this job — drying fine material by itself regardless of how wet it may be to start with, how fine it may be, or how gummy and sticky these properties in combination may make it. THE system molten copper-oxygen-sulphur is of interest from both the practical and theoretical standpoints; practically, because oxygen and sulphur play an important role in the commercial production of copper, and theoretically because it offers a chance to study the reaction between an oxide gas, SO2, and a molten metal. Reactions of this type, such as that between CO or CO2 and molten iron, are important in many metallurgical operations. Again, the determination of any gas-metal equilibrium is of theoretical interest and value insofar as it contributes to the general development of the laws for solution of gases in metals. This problem is being given an increasing amount of attention in modern metallurgy. This paper is the first of a series and presents the results of a determination of the solubility of sulphur dioxide in molten copper at temperatures from 1100° to 1500°C., and pressures from about 20 mm. of mercury to somewhat above atmospheric. REVIEW OF PREVIOUS WORK The solubility of gases in most liquids has been found to obey Henry's law, which states that for a fixed temperature the amount of gas dissolved is directly proportional to the pressure. However this law does not hold for liquid metals. Instead, it appears that for many gases, particularly the simple diatomic ones such as 02, N2 and H2, the amount dissolved in liquid metals is directly proportional to the square root of the pressure. This is known as Sieverts' law. It may be recognized as a special case of Henry's law, which applies when the solute gas is dissociated into atoms or when it reacts with the solvent metal to form solute molecules containing single atoms of the gaseous elements, as, for example: [(MG) l 2M +G2 = 2MG K = Ma X Pa, [I]] which, if the solubility is not too high and the concentration of metal therefore nearly constant, can be simplified to: [MG = Kl Pa,[2]] Following the same reasoning, it would be expected that the solubility of SO2 in copper would be proportional to the cube root of the pressure, the reaction being as follows: [6Cu + SO2 = Cu2S + 2Cu20[3] K _ Cu2S X (Cu20)2 (Cu)6(Pso2)[4]] or, neglecting the change in metal concentration and considering that the concentrations of sulphur and oxygen are both proportional to the volume V of gas absorbed: [8 =KI = Pte, or VSO2= K2 '~/PeO, [S]]

Synopsis.-A new feature in coal mining, where the coal is to be conveyed from a high to a lower elevation and the topography of the country is such as to preclude surface haulage. The distance from the mine to the tipple inn this instance is about 3,000 ft. and the difference in elevation between the terminals 321 ft., of which 225 ft. occurs in the first 1,300 ft. from the loading terminal. A mine car was designed especially for this plant consisting of two tramway buckets on one pair of trucks, the buckets being lifted from the truck, attached to the train line automatically, and conveyed to the tipple. THROUGHOUT eastern Utah, in the Book Cliff range and the Wasatch plateau, the coal-bearing measures are admirably exposed, in the bold and for the most part bare escarpments. The geology is simple, the rocks being almost flat, or at the most dipping not more than 10 per cent. The coal beds occur in a formation, or group of strata, consisting of sandstone and shale, 600 to 800 ft. thick, which has been correlated with the Mesaverde formation of the Cretaceous. Above this occurs about 2,000 ft. of alternate layers of buff-colored sandstone and shale. Below the coal lie the Colorado shales, which are estimated to be about 1,500 ft. thick, below which are the red rocks of the Jura-Trias. As a rule the coal beds all clip in a northerly direction and under the high mountain. The canyons opening out into what is known as Castle valley all cut the coal beds, and the beds rising in the direction of the valley are found frequently high up on the escarpment, often as much as 1,000 ft. above the valley. The surface features of the region have an economic bearing on the availability of the coal. The valleys and gulches in the Colorado shale extend out from the coal areas across the edge of the plain, so that it is impracticable to build transportation lines parallel with the boundaries of the field within several miles of the coal land. It will be necessary, therefore, to build branch lines up to the coal lands from points on the Denver & Rio Grande Railroad traversing Castle valley.

DEVELOPMENTS respecting beryllium during the past year have been sufficient to center attention on it as likely to be the most important of any of the chemical elements that have recently found a place for themselves in technical industry. This importance is only potential, however, largely because adequate supplies of beryllium ore will be necessary. The beryllium industry will be only as great as the mines which support it. To find and develop large mines will be the problem. Chief of the immediate commercial developments in the United States is beryllium-copper and its espousal by Anaconda and Riverside even at present high prices. According to the pamphlets of these companies, it ap¬pears that beryllium is to copper nearly what carbon is to iron. When one considers that the tensile strength of pure copper is about 33,000 lb. per sq. in., but that the addition of 1.5 to 2.5 per cent of beryllium produces a heat-treatable alloy with a maximum tensile strength of 220,000 lb. or over, the analogy to carbon and iron is made strikingly, clear. Striking among the properties of beryllium-copper is its resistance to fatigue, claimed to be equal or superior to that of spring steel. It needs little imagination to foresee a great industry for this alloy alone.

For many years, geologists have inferred a connection between the evolution of the earth's crust and ore deposition, a connection coming under the heading of metallogeny. In recent years the concept of metallogeny has assumed major importance in the exploration planning of Russian geologists in their quest for new mineral sources. As defined by Radkevich, metallogeny is "the science which studies the laws governing the distribution of ore deposits in the earth's crust." However, since it can be argued that metallogeny does not contain enough certitude to be classified as a "science," it would be more appropriately defined as the study of metallogenic provinces, and metallogenic epochs.

F. C. HENDERSCHOTT,* New York, N. Y.-I am going to take, as the text of what I shall discuss, a portion of the second paragraph of Mr. Stanford's paper. It read as follows: "The most vital need of the management is for more brains. The logical course for an engineer ;in charge of an industrial organization is, therefore, to direct whatever forces may be at his command toward the development, training and guiding of-all the brains in his organization. This is easier said than done, for it involves the carrying on toward two objectives, the maximum of productive work and the development of the individuals, who perform it;" and the last sentence of the paper; "Industry has no greater asset than an intelligent workman." The United States of America, at the outbreak of the present war, had the best equipment of any nation in the world. That statement holds not only for our -shops and our transportation systems and our stores and our farms and our homes, but it holds generally.. There was no other nation in. the world that had so good equipment as the United States. There was no other nation in the world that could be called progressive that has such poorly trained workers as the United States. Even Norway, Denmark, Sweden and New Zealand ranked ahead of us. Now that is the, problem, generally speaking, and there was recognition of that fact, a growing recognition which-took form, and one of its forms was what we call the corporation school. Now obviously a corporation has no particular educational functions, but as is said in the closing sentence of Mr. Stanford's paper, or as is implied, an industrial institution is, after all, the reflection of the aggregate of the efficiency of the individuals who compose that organization. There is no way of getting away from that. If your individuals, from your president down, are efficient, if your individual has developed his brains, if he is a trained man, you have got an efficient organization, and if you haven't that condition, you have got weaknesses and your organization is no stronger than those weaknesses. I maintain that the same thing holds for a nation; .a nation is as efficient as the collective efficiency of the individuals who compose the nation, and no more so.

TWENTY-FIVE DOLLARS for nothing at all except a sheepskin. That to me is the effect of the New York State law for registration of engineers and the same may be said of any of the state licensing laws. Of course, if one has to practice in more than one state, he must pay a more or less equal amount for every state he works in; and yet there has been little effective protest against these laws. It would seem that the spirit which animated the Boston Tea Party is non-existent amongst engineers. Undoubtedly a good many consider, through their failure to understand the law, that the matter does not affect them. In New York State it is provided that "any person practicing or offering to practice profes-sional engineering or land surveying . . . shall be licensed as hereinafter provided." To quote further from the law: "A person practices professional engi-neering . . . who holds himself out as able to do, or who does, the work that an engineer does . . . " The cunning of the wording of this article can only be appreciated by considering that anyone calling himself an engineer falls within the definition; its liberal inter-pretation (I have not quoted the whole of it) would embrace many who do not consider themselves engi-neers. The state authorities may not construe it to include such individuals; indeed, they may possibly consider it inexpedient to extend it to include engineers of subordinate grade, but the possibility is always there and, even though an engineer be of the grade of assis-tant, he may at any time be called upon to substitute for his principal in responsible charge of the work. It is therefore clear that anyone calling himself engineer and practicing engineering must, for his own protection, apply for registration or run the risk of violating the law. Now, what is the sense of all this? We have done very well without such restrictions on the means of gaining our livelihood. If one only stops to think, there is hardly a minute of his modern existence when he is not dependent for his safety on the engineering by engineers of yesterday or today. How often is one in jeopardy through failure of engineering works, work done under the supervision of those same engineers? If all of us had to wait for our ends by such means, our average life would probably be some thousands of years. Where, then, is the point to the object declared in all these laws that the need for licensing is "to safeguard life, health and property?" Bosh!

TOTAL global war is making extraordinary demands on the oil industry. Huge quantities of 100-octane gasoline, extreme service lubes, toluene and other miscellaneous products are required. 100-octane gasoline is blended from isopentane, base stock, and alkylate. Isopentane is fractionated from natural or refinery gasoline; but since only limited quantities of base stock can be made in this way, catalytic cracking is rapidly becoming the major source of base stock. Alkylate, the most important component, is synthesized from isobutane and an olefin. Extraordinary demands are forcing the full utilization of all present sources and the development of new supplies of feed stocks. Fortunately, the United States finds itself with well-developed processes already available, and this is true of the manufacture of lubricating oil as well. Toluene is now being produced by new methods from special cuts fractionated from selected crudes or from catalytically processed naphthas. Designers of refinery equipment are modifying past practices to conserve every bit of material possible.

Crude oil stocks were some 10,000,000 bbl higher on June I, 1947, than at any time during 1946 but the extremely heavy refinery runs the last half of 1947 cut crude inventories to approximately the 1946 closing level of 225,000,000 bbl. Many refiners were seriously short of crude oil during the year. This shortage was reflected in numerous advances in the posted price of crude, justified in part as an incentive for more production but more generally due to competitive bidding. Some purchasers of crude, endeavoring to keep their plants running, resorted to the payment, either directly or indirectly, of premiums above the posted price. Another common practice employed by some suppliers of crude oil was to demand refined products in exchange or trade for their raw material. The refined products picture has darkened in spite of record throughputs. Stocks of gasoline and light and heavy fuel oils were uncomfortably low at the beginning of the year and were in general still lower at the close. The rationing of some products, principally gasoline, to dealers and stations? initiated during the year, gained momentum as stocks continued to diminish. The emphasis placed by the manufacturers of oil-burning equipment on the convenience and economy of heating with oil, together with the tight situation in coal, has developed a tremendous demand for burning oils. Consumption of liquefied petroleum gas for domestic and household fuel had more than doubled in 1946 over 1943, and the demand seems to be limited only by the ability of the equipment builders to furnish necessary storage. transportation, and burning equipment. The supply situation is likely to become more acute in 1948. Demand for petroleum products is being pushed to new heights not only by the unprecedented domestic market but by a sudden and drastic upswing in estimates of military and governmental requirements. Additionally, oil exports are running far below the volume requested, amounting to less than forty percent in a recent quarter, and export licenses are reportedly being approved on the basis of urgent need *only. AX recent White House release sees little likelihood that estimated requirements of the sixteen nations participating in the proposed Marshall Plan can be met in full over its projected life—1948 to 1951. Present demand dictates maintenance of refinery operations at the highest possible level and the Bureau of Mines has forecast daily average crude runs in 1948 of 5,265,000 bbl. The Economics Advisory Committee of the Interstate Oil Compact Commission recently estimated the 1948 demand for petroleum products at nearly 6 pct above 1947. They further estimate daily average crude runs of 5,375,000 bbl in 1948, some 2 pct higher than forecast by the Bureau of Mines. Projected demand exceeds supply to the extent that Capitol Hill is reportedly investigating ways of enabling oil companies to act in concert without danger of antitrust prosecution, such as elimination of crosshauls, pooling of products, and lowering of octane.

A consideration of the literature shows the inadequacy of Fick's Laws to describe the diffusion of hydrogen in steels below 400°C. These laws are modified an the assumption that hydrogen is delayed at fixed sites in the lattice. Approximate and exact solutions of the resulting nonlinear system are derived for simple geometrical shapes. The results qualitatively account for the observed anomalous behavior. Experimental methods for verifying the theory are suggested. 1 HIS paper presents a new analysis of the diffusion behavior of hydrogen in steel based on a physical model which supposes that hydrogen atoms wander in a random manner through the crystal lattice, but tend to get trapped or delayed at certain fixed sites uniformly distributed throughout the metal. These sites, which will be called traps, are regarded merely as potential wells of significantly greater depth than those encountered in regular regions of the crystal lattices and no assumptions are made concerning their nature or origin. The results of experimental studies of the diffusion of hydrogen in iron and steel have usually been reported in the literature in terms of a diffusion constant D derived under the assumptions that the hydrogen concentration C is governed by Fick's laws.1 Fig. I is a composite of published graphs of the man. ner in which the values of D, so derived, vary with temperature. It is convenient to consider this material in two categories; the high temperature results above 400°C, and the results at lower temperatures. The graphs 2, 3, 4, 5 in the first class lie within a factor of three of each other and are relatively consistent compared with the low-temperature values. There is an increasing divergence in values of D with decreasing temperature till at room temperature they are spread over three orders of magnitude. Small values of D have been obtained for work-hardened specimens.' It is evident that D is a function of other variables besides temperature in this range and that these neglected variables are in some way connected with the work hardening experienced by the specimen. In view of evidence for an interaction between hydrogen in solution and dislocations9'10 and adsorption on crack surfaces,' some doubts must be entertained about the validity of Fick's laws and their associated physical model of noninteracting particles in random motion through the medium. More direct evidence of their inapplicability to the diffusion of hydrogen in steel was first produced by Darken and smith."
