Senator Henry M. Jackson t D. Wash.) recently tossed a live grenade into the hardrock mining industry with proposed legislation to change provisions of the law governing Federally owned mineral values. Title Two of the measure would place hardrock mining agreements on a leasing basis similar to that which has applied to oil and gas since 1920. Known as the "Public Domain Lands Organic Act 01 1971" or S.921, the bill would monitor exploration by heavy machinery which ran destroy fragile ecology without any requirement for restoration or rehabilitation." Jackson said. Abandoned mining claims, lie continued, dot the public domain, "casting clouds upon the title to property which belongs to all the people.” and a minerals leasing system is "the most practical way of achieving the proper balance."

The mechanisms of corrosion and corrosion fatigue damages to sucker rods are examined from a fundamental electrochemical viewpoint, and the relationships of sucker rod microstructures to these damaging effects are defined. The common corrosive agents in crude oil production and storage are discussed as to types of attacks that they cause. The variations of fatigue strength with alloy content, surface preparation, and stress ranges are analyzed. Finally, conclusions are drawn as to how microstructures largely influence and control sucker rod performance. INTRODUCTION Greater than 90 per cent of the crude oil produced by artificial lift methods is produced through sucker rod pumping systems. In the USA each year more than $14 million is spent for sucker rods in new and old pumping installations. It is important to make this investment a wise one. Essentially, the sucker rod system is a long series of steel rods, operating under alternating stress loadings and under mechanical vibrations, which connect the surface power source with the subsurface pump. These rods often operate in a variety of corrosive media, including water, brines, carbon dioxide, hydrogen sul-fide, and air. Basically, this paper is concerned with the problem of the behavior of certain steels in various corrosive media under high and dynamic stress patterns. The main objective of this paper is to show how, once the stress effects and the corrosive environments are defined, one can still realize structural control and beneficial influence upon corrosion and corrosion fatigue. FUNDAMENTAL DEFINITIONS AND ANALYSIS In the corrosion and stress behavior of this solid state mixture of iron and iron carbide called steel, one must analyze upon what major factors does its service life depend and of what, exactly, is steel composed. The former question can be referred to two external factors and two internal factors. The two major external factors are: 1. the nature of the stress patterns — size and range of stresses present 2. the nature of the corrosion — erosion environment — the corrodent and/or wear involved The two fundamental internal factors that govern the strength and useful life of a steel both in normal duty and in heavy-duty corrosion service are: 1. the nature of the steel volume properties 2. the nature of the steel surface properties For the latter question normal steel is defined as a solid mixture of iron and iron carbide particles, generally with certain accidental and intentional elements present. (The amount of iron carbide present is determined by the carbon content of the steel.) These additional elements generally dissolve into either the iron (ferrite) or the iron carbide (cementite) components.

THE complete statistics of zinc-ore production in the United States for 1916 are not yet available. The following figures are, therefore, only approximate. The total production of concentrates for this year, including New Jersey and Tennessee, amounts to 1,280,000 tons. Of this tonnage, five mines produced approximately 536,000 tons, or about 42 per cent. The remaining concentrates came mainly from the "Valley States," Missouri, Wisconsin, Kansas, Oklahoma, and Arkansas. The 1,280,000 tons of concentrates represent about 25,000,000 tons of crude or run-of-mine ore. Of the five mines producing the 42 per cent., the dimensions of three are approximately 25 by 1,500 by 2,000 ft. (7.6 by 457 by 610, m.) or more. Tour of the five mines are undoubtedly veins in the common acceptance of the term. They are located in great vein systems. The mines of "Valley States" have not, so far, been classed as veins; simply as "secondary deposits." The origin of these secondary deposits has been a warmly debated subject. Many geologists contend that they are the results of leaching from overlying and from adjacent rocks carrying but traces of zinc, these traces leached out and deposited in favorable loci. If this theory is correct, deposition is strictly limited to shallow depths. No volume of ore comparable to that of "true fissure veins" is to be expected. Just what this means to the future of zinc mining in these States is here indicated. The total zinc areas of these States amounts to about 9,124- sq. miles (23,631 sq. km.).- Assuming that 10 per cent. of this total will be more or less productive, there are 912 sq. miles (2,362 sq, km.) of "mineral? ground. The average depth of the operated mines is something like 100 ft. or less. In Bulletin 606, U. S. Geological Survey (1915), p. 202, Siebenthal makes the following statement: "The writer is informed by William Waugh, one of the drillers of the Stone City well, that cuttings from other wells which he drilled in the vicinity of Pittsburgh, Kan., have shown galena and sphalerite taken from a depth of 591 ft. (180.14 m.) and that the showing of ore at some places would be considered good enough to justify the sinking of a shaft had it been found in the Joplin district and at shallower depths." Book Review Mexico, TODAY AND Tomorrow. By E. D. Trowbridge, Detroit. The McMillan Co., New York, 1919, 353 pp., 7;2 X 5 in. $2.00. The first eight chapters are devoted to an historical narrative of the Mexican peoples from the earliest times to the close of the war with the United States in 1345. "In dealing with events antedating what may be termed modern Mexico" the author has "made no attempt at original research, and so far as concerns anything prior to 1900, the work here presented is a repetition, a reflection, of the findings of opinions of Fiske, Prescott, Bancroft, Luis Perez Verdia and other authorities." The remainder of the hook deals with Mexico during and since the Diaz regime. It is interesting throughout but is not always convincing or consistent. Social conditions are described in a way illuminating and possible only to one who is familiar with the peon and his hitherto seemingly hopeless position in reference to the wage system and church oppression. In fact, the author makes the hold accusation that the "primitive rather than immoral" condition of the peons in the matter of their marital relations is due to the disregard of the church for their welfare and capabilities. The true accounts of the Madero revolution and the Huerta regime read like fascinating medieval fiction. The reason given for men remaining in the Madero army is still the controlling one regarding any of the armies there. "They had horses, arms, all the food they wanted, money to spend and no work." The discussion of Mexican financial schemes is wholly from the Carranza viewpoint. To meet a monthly deficit of ten million pesos the author says "the government forced loans from the National Bank, and Bank of London and Mexico, and repeated the operation several times, finally practically exhausting their bullion and cash reserves. Hostile foreigners refer to this operation as the looting of the hanks! Drastic as this action was, there was good ground on which to justify it." However, that necessity knows no law is never an acceptable tenet except to him who applies the screws. The discussion of the economic problems and their solution is rather chimerical and presupposes a civil and national virtue in the present government not discernible except to one ultra friendly. The book is an interesting exposition of the very much involved situation from the viewpoint of approval of both the Carranza government and the attitude of the United States in its dealings with him. The editing of the book leaves something to he desired. P. E. B.

Test work conducted in the 6.4 and 10.5 m (21 and 34 ft) Aerofall mills at the Iron Ore Co. of Canada Carol project showed that conventionally used "deflector" type liners, which form the basic principle of Aerofall Mill grinding, did not necessarily provide the best grinding performance. A new design, using low profile liners incorporating radial ribs of proper height, actually improved the mill throughput 9-20% without sacrificing grinding efficiency. In addition, the new design reduced liner weight and scrap losses, resulting in a 25% reduction in liner consumption. It provided better protection to the mill shell and reduced the overall maintenance cost for the mills.

TWO shafts have been completed since the spring of 1948 when underground development started, and three are now under construction. The new program provides two main ore shafts, Nos. 3A and 3B, spaced 195 ft apart and located on the south- western end of the orebody. It is planned that eventually 35,000 tons of copper ore per day will be hoisted by these identical four-compartment shafts. The third shaft of this new group is 600 ft from the present No. 1 shaft and will provide caged sup- plies for the underground mining operations. This No. 4 shaft has the largest cross-section of any shaft in Arizona.

On July 25, the first copper ore From American Smelting & Refining Co.'s Mission open pit nine was sent into the new 15,000-tpd concentrator : three clays later, the first rail cars containing the Mission concentrate were sent north to the smelter at Hayden, Ariz. Thus two y,ears after stripping was started, Asarco's new mine, located south of Tucson. went on stream several months ahead of schedule. The plant, designed and constructed by Western Knapp Engineering Co., is expected to be operating at full capacity about September 1. with present plans calling for the copper concentrate from Mission to be shipped to Asarco's smelters at Hayden and El Paso.

PRACTICAL PROBLEMS AND BASIC PRINCIPLES ranging from ore testing to cost estimation get a working over from top men in the minerals beneficiation field. The Minerals Beneficiation Division developed this symposium for presentation at the 1953 Los Angeles General Meeting to assist the many people who think that having a new plant necessitates a lot of trouble and dismay. The papers and free discussion from the floor give ways and means of approaching a new plant that will relieve the strain on the organization, if adequate attention is put on the program before work begins - that is if thought is given to the program itself, before tackling the actual mill design.

The purpose of this paper is to review the more important developments in the production of petroleum during 1930 in Texas, excluding the Panhandle and Gulf Coast districts, giving emphasis to trends rather than to statistics. Outstanding Developments Aside from increasing curtailment of drilling operations and general prorating of production by state authority the most noteworthy developments for the year appear to have been: 1. Demonstrations of the fictitiousness of potentials as shown first by Darst Creek pool, rated at 180,000 bbl. and having actually 78,000 bbl. daily, and especially by the Hendricks pool of Winkler County, with potential of about 1,000,000 bbl. daily in mid-year and production of only 52,000 bbl. daily when opened to continuous full production in December. 2. Rapid development of the Darst Creek pool under competitive drilling. 3. Orderly and highly successful development of the Van pool under unit operation. 4. Failure of several highly rated structures southwest and northeast of Van. 5. Extension of the deep Simpson production at Big Lake and increased interest in these pre-Mississippian pays in North Central Texas and West Texas. 6. Discovery of prolific wells in northwest Rusk County from sands of Upper Cretaceous age, portending a rapid and extensive development campaign around the northwest margin of the Sabine uplift. AT the New York meeting of the Institute, April, 1907, I presented a paper entitled, The Formation and Enrichment of Ore-Bearing Veins,1 in which paper I advanced the following propositions (1) That the majority of mineralized veins are the product of expiring vulcanism ; (2) that most of these veins were primarily mineralized by comparatively rich solutions in comparatively short periods of time; (3) that the solutions gained their metal-values from a comparatively rich source; (4) that there is a barysphere containing large amounts of the useful metals; (5) that eruptions spring from various depths and bring various kinds of magmas towards the surface; and (6) that only those eruptions which disturb the barysphere and bring a magma rich in metals sufficiently near the surface to be leached by vein-making solutions are productive of valuable ore-deposits, other eruptions producing barren veins. Ore-deposits due to magmatic segregation were not included in this general survey. As a result of considerable further study I have modified my views in some respects, while in others I feel more sure than ever of the ground taken at that time. That ore-bodies are infrequent occurrences and born of extraordinary conditions I think is now generally accepted. The theory that persisted for a time-namely, that ore-bodies were formed by the ordinary ground-water, which consists of extremely dilute solutions, derived from leaching extremely lean surface-rocks, and which must occupy enormously long periods of time in concentrating the values so leached, is, I think, now pretty generally regarded as not applicable to the great majority

The results of a series of analyses extending over a period of three weeks at the Cedar Point Iron Company's furnace, Port Henry, New York, are given in Tables I and 11. This furnace uses a very pure magnetite and Lehigh and Lackawanna anthracite. The flue leading the gas from the "down-comer" to the boilers was tapped by a 2 inch gas pipe, which carried the gas to the Orsat apparatus. The pressure of the gas not always being sufficient, owing to the small amount made, to force it into the apparatus, I omitted taking samples several days, and with the exception of the last three days of the campaign, made the analyses whenever opportunity offered. I find the Orsat apparatus, as described by Prof. Egleston," to work very well, with one exception. The CO is not absorbed as readily in the ammonia-copper solutiou as he states in his description of the apparatus, as many as 50, and sometimes GO, passes being necessary to absorb all the CO. The power of absorbing rapidly increases as the solution is used, and this would indicate that the more oxygen it contains the quicker will it do the work. Probably the addition of a small amount of some oxidizing agent would remedy this. When the furnace was working in its normal condition, I had no occasion for using the filter, the amount of fume being so small as not to canse any inconvenience. The gas burned with the flame peculiar to CO, and contained just enough solid particles to give it a slight reddish tinge.

The application of the color-method for the estimation of manganese in iron and steel, based upon the depth of the characteristic purple color of permanganic acid, was first made in this country, the writer thinks, by one of the members of the American Institute of Mining Engineers, Mr. Samuel Peters, in 1874, at the laboratory of the Bay State Iron Company, and was published by him in the Chemical News. The method is credited to him in the new edition of Crooke's Select Methods. This paper deals with the responsibilities of an operating geologists and the relationship of operations to exploration. It should be of interest to those soon to enter the profession, those new to mining geology and as a review to more experienced geologists. Subjects discussed include detailed geologic mapping, sampling, core logging, assaying, selection of proper map scale, posting geological and assay data, section preparation, identification of ore controls, delineation of development drill targets and geologic hazards, models and the very important topic of salesmanship. Methods and ideas, proven valid in vein, pyrometasomatic replacement and porphyry copper deposits are presented. Hopefully, these will smooth the path for new members of our profession.

In view of the unfavorable discovery trend that has set in during the past few years, it seems permissible to infer that the large, more easily found crude reserves in Louisiana are now known. Without doubt, many new producing areas will be located, but in the light of development during the past few years the majority of new areas probably will be found at greater depths and from relatively poorer sands. f Although sufficient reserves exist in Louisiana to last at the present rate of production for a considerable period, additional reserves must be found in more intensive development of the presently known structures. In order to ensure the greatest ultimate recovery from such structures, the most advanced technical methods must be employed in their exploitation. Wherever possible, cycling and repressuring plants should be installed. 'here are presently in Louisiana, especially in south Louisiana, a great many fields that contain gas-condensate reservoirs. These reservoirs cannot be produced for their liquid hydrocarbon content under present conditions without wasting an enormous quantity of gas and creating underground waste. Although some of these reservoirs are being produced, such production must be considered in the nature of a salvage operation rather than as a sound economic proposition. Such reservoirs, however, can become profitable ven- tures through the use of cycling and repressuring plants. Cycling operations now operating in Louisiana have increased the ultimate recovery from gas-condensate reservoirs anywhere from 10 to 30 per cent. Cycling operations will also provide a considerable reserve of gas, without which Louisiana cannot hope to develop any program of industrialization. During the past year, Louisiana attained the rank of third among the oil-producing states of this country. With a proper program of exploitation and development, and with emphasis on conservation, Louisiana can maintain this position for a great many years. Production On Dec. 31, 1943, oil and/or gas were being. produced in 52 parishes, or 81 per cent of all the parishes in the state. Thirty-three of the parishes produced oil and gas, 14 produced oil, and 5 produced solely gas. Tensas Parish in north Louisiana and Assumption Parish in south Louisiana formerly contained no producing fields but during 1943 joined the ranks of the producing parishes. Twenty-three new fields, including one rediscovery, were found during 1943-—a rate of discovery almost comparable to that of the preceding year. Eleven of these new discoveries were either gas or gas-condensate fields. Thus, the trend of development in finding new reserves was also comparable to that of 1942. Many reasons of considerable merit have been advanced to account for the discouraging lack of crude-oil reserves found during the past year. None are, however, completely satisfactory.
