IN 1897 I published a proposed explanation t for the variation in color and specific gravity of Pennsylvania oils. A resume of this subject was also presented at the First International Petroleum Congress, in Paris, in 1900. Since that time much experimental work bearing upon this explanation has been carried on by myself, in the United States Geological Survey, and under my direction, by Dr. J. Elliott Gilpin, Marshall P. Cram, and 0. E. Bransky, at the Johns Hopkins University. The experimental results thus accumulated seem to throw considerable additional light upon the variations in color and specific gravity of petroleum, as found in different parts of the world, and also upon the variations in chemical composition. Therefore, it seems as if a, summary of the evidence thus obtained might be of value to those members of the Institute who are interested in the examination of oil-fields. The summary is here presented for that purpose. The phenomenon has often been observed in many oil-fields that oils of different color, specific gravity, and chemical composition may be found within short distances of each other. A conspicuous example of this is the occurrence at Jennings, Welsh, and Anse la Butte, La., of petroleum chemically somewhat similar to Russian petroleum; that is, characterized by the presence of naphthenes. TO THE BOARD OF DIRECTORS AND THE MEMBERS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS GENTLEMEN: Herewith are submitted the report of the Treasurer for the year 1936 and the reports for the same year of the following committees: Admis¬sions, Membership, Papers and Publications, Library, Student Relations, and MINING AND METALLURGY. To these reports you are referred for details of the year's activities. Finances.-Income for the year was $173,091 including an appropria¬tion of $2500 from the Rocky Mountain Fund earmarked to defray expense for official visits to western Sections and student societies. This compares with $141,754 in 1935 and exceeds by more than $50,000 the income of 1933 wherein the low point during the depression was reached. The major items of increase were: $6,700 from current dues; $10,600 in initiation fees and dues of newly enrolled members; $10,800 from the monthly magazine MINING AND METALLURGY. Sundry small declines were offset by minor increases. Expenditures for the year totaled $176,007 compared with $148,361 in 1935. Major increases were $5,700 for MINING AND METALLURGY; $4,000 for TRANSACTIONS and TECHNICAL PUBLICATIONS; $1,500 for meetings; $1,300 for Local Section appropriations; $6,500 for Technical Division expense; $5,000 for Increase of Membership expense; and $2,500 for visits to Local Sections and educational institutions. Comment on several of these items will appear under subsequent heads. Net deficit for the year was $2,915, this sum being made up from the accumulated surplus. It is interesting to observe that the net excess of income over outgo for the five-year period 1932-1936, inclusive, is $760. Membership and Dues.-During the year there was a net gain in membership, including Members, Associates, Junior Members and Junior Foreign Affiliates of 755 (from 7116 to 7871). In addition there was a gain of 616 in Student Associates (from 1004 to 1620). Taking account of small losses totaling 5 in the other grades, the net increase was 1366 bringing the total to 9607, the highest figure reached in the history of the Institute except at the end of 1921 when the total was 9850. The saddle-point activation energy for the nu-cleation of a pair of kinks is estimated as a function of the applied stress, the lattice constants, and the height and shape of the Peierls' hill by employing the line-energy model of a dislocation. The kinetics of disloration motion by the Peierls' mechanism are discussed and the microscopic dislocation velocities and macroscopic strain rates are formulated by the Arrkenius type of approach in terms of the activation energy for the formation of pairs of PEIERLS was the first to illustrate that a straight-dislocation line has its lowest energy when it lies in a potential valley parallel to lines of closest packing kinks. The log of the dislocation velocity is found to be approximately proportional to the log of the local applied stress. It is also shown that the low-temperature mechmical properties of several bcc metals might be explained in terms of the Peierls mechanism, good agreement being obtained between theory and experiment for the flow stress us ternperature, activation energy vs stress, and activation volume us stress curves for these metals. of atoms on the slip plane. In December, 1879, I was sent to the Bassic mine of Colorado and then to Lone mountain, near Silver City, N. M., and to various copper-camps in Arizona. I staged from Glorietta, N. M., to Tucson, Ariz., stopping at Silver City to see the Cosette mine. This mine led to the opening of the Lake Valley mines, and is a deposit of similar formation. New Year's day, 1880, found me crossing the Rio Grande above the Jornado del Muerto. At Aleman, Victorio's band crossecl four hours ahead of us. We picked up four wounded soldiers to take to Fort Bayard, for during the day the colored troops under General Hatch had been driving the Indians back through the San Andreas mountains. The traveler of to-day little realizes the dangers of these trips, when over very rough roads we made about 100 miles in a day and a night. I subsequently made this trip six times, up to 1882, and each time I missed an Indian attack by from one to four days. The day I arrived at Silver City news had come of the massacre of 75 women and children at the San Francisco ranch. The fighting-men of' Silver City had gone to rescue others. I was the only passenger from Socorro, N. M., until we picked up the soldiers. The next day we came suddenly on 5 of Victorio's band, but we had picked up several miners, so our stage bristled with guns, and we mere let alone. At or near my stone quarry, 6 miles from Socorro, 9 men, were killed by the band that, a day or two after, killed George. Daly, Lieutenant White, and all their men. The Bureau of Mines developed a detector for controlling sorting devices to separate the copper-bearing fragments from the barren portion of Michigan native copper and western prophyry copper ores. A successful sorter could be used to preconcentrate the ore and eliminate costly hoisting or hauling of waste. An induction balance unit was developed and used in sorting tests on crushed sized - 2.5 + 1. 3-cm (- 1 + 1/2- in.) ores from the Kingston (0.9% Cu) and Centennial (1.6% Cu) mines of Upper Michigan. On the basis of experiments con- ducted on quartz using a bubble pick-up method, it was shown in an earlier paper1 that this mineral will preferentially adsorb hydrogen, calcium, or sodium ions, depending on the relative concentrations of those ions in the solution in which the quartz is immersed. For quartz particles ranging in size from 0.2 to 1 mm, it was demonstrated that the concentration of calcium in solution (assumed present as ions) necessary to completely activate quartz for flotation is given by the expression: In this expression, ionic concentrations are in mols per liter. It was further shown that the pick-up method is apparently more sensitive to changes in reagent concentration than the standard captive-bubble method, and that induction times are apparently much reduced. Since completing these earlier tests, a new type of cell has been constructed; this is shown in Fig 1 and 2. In Fig 1, A is a ground joint, B is a ceutral tube reaching to within a few millimeters of the bottom of the cell, and C is a stopper which may be removed for re- agent addition, and serves the further purpose of excluding carbon dioxide from the air during the test. The entire cell is constructed of Pyrex glass, and does not give the trouble experienced with the earlier cell, in which activating ions were released from the glass at high pH values. The three mines are located approximately twenty miles east of Carlsbad. The deposits have been found ideal for mechanized mining methods. This summary has been compiled from information made available by the three operating companies.

IN present-day flotation practice, grinding of the flotation feed is carried to extremely fine sizes, 70 to 80 per cent minus 200 mesh being customary. The greatest flotation losses occur in the coarsest and finest sizes, but the losses in the very fine sizes are, of course, much the more important because of the large proportion of fines in the feed. These losses are particularly high in zinc ores so a study of the effect of size on the flotation of sphalerite has been made. The mineral used in these experi¬ments was a pure sphalerite, especially free from copper, from the Joplin district in Missouri. The sizes coarser than 200 mesh were separated by screening, the sized mineral then being deslimed on a Wilfley table. The sizes finer than 200 mesh were obtained by water elutriation as described by H. R. Bradford (M. S. Thesis, University of Utah, 1932) ; particles finer than 6.5 microns could not be obtained with the apparatus used.

The St. Joe Minerals Corporation Lead Smelter and Refinery have been in continuous operation at Herculaneum, Missouri since 1892 as the Herculaneum Lead Smelting Division. Over the years, the plant has undergone many changes to increase production, improve the technology, reduce the cost of operations, and produce the highest grade of primary lead. The latest alterations were begun in 1950 and completed in 1970 and have resulted in the Herculaneum Smelter capacity being increased to in excess of 200,000 tons per year (180,000 metric tons). This increase has made the Herculaneum Smelter the largest in the United States, and second largest in the world. This paper will describe the Herculaneum Smelter equipment, processes, and material balances. Particular emphasis will be given to the McDowell-Wellman 10' x 100' (3 x 30 meter) up-draft sinter machine and ancillaries; to the new Heavy Smelting Department (blast furnaces and drossing section); to the new Lead Refinery and its automatic casting equipment and to the gas handling system including the 340 tons per day (305 metric) Sulfuric Acid Plant utilizing a -four pass converter. The description will include photographs, flow sheets, tonnages and assays where applicable.

X-ray diffraction, differential thermal, ad rnetallo-graphic methods were used to establish the Dy-Pb Phase diagram. Lead additions lower the 1377°C transformation temperature of dysprosium to 1360°C leading to an inverted peritectic reaction. The 327°C melting point of lead is lowered by dysprosium additions to about 326°C yielding a eutectic reaction. A second eutectic reaction occurs at 13.3 at. pct Pb and 1200°C. The dysprosium-richest intermetallic compound DysPb3 melts congruently at 1695°C and crystallizes in the hexagonal Mn5Si3 (D8,) type structure. The peritectic decomposition temperatures for the remaining compounds are Dy5Pb, at 1555C, DyPb2 at 955C, and DyPb3 at 880°C. A fifth compound near the DyPb stoichiometry exists over a 310°C temperature range decomposing at 1130°C by means of an inverted peritectic reaction and melting incongruently at 1440°C. The crystal structures of the compounds are discussed. A systematic study of the rare earth-lead alloy systems is underway in an effort to supply information concerning the alloying behavior of the rare earth metals. The Dy-Pb phase diagram is the fourth system to be investigated in this study. The Yb-Pb,1 Y-Pb,2 and Eu-Pb 3 diagrams have been published recently. Utilization of the rare earth series of metals as a research tool in this manner should yield a better understanding of alloy formation. EXPERIMENTAL PROCEDURE Materials. The lead used in this investigation was obtained from Cominco Products, Inc., and was specified to be 99.99 pct pure. The dysprosium was prepared in this Laboratory by the calcium reduction of the fluoride followed by distillation of the dysprosium. The major impurities in the dysprosium in ppm are: A1 (<40), Ca (400), Er (<50), Gd (<200), Ho (<200), Mg (<50), Si (30), Ta (400), Tb (<100), Y (<50), 0 (651, H (15), N (not detected), F (430), C (35). Alloy Preparation. Most of the alloys were prepared by melting weighed amounts of dysprosium and lead in sealed tantalum crucibles. The tantalum crucibles were sealed by are-welding in a He-Ar atmosphere welding chamber. Thus the alloys are in contact with He-Ar at about 1 atm pressure. Homogenization was achieved by holding them in the liquid state for about 1 hr, cooling, inverting the crucibles, remelting, and repeating the process at least twice. Since these alloys were prepared in sealed tantalum crucibles, chemical analysis for final composition was thought to be unnecessary. No detectable reaction of these alloys with the tantalum crucible was observed by metallographic examination. Metallographic evidence was also used to confirm the homogeneity of some of the alloys prepared in this manner. The compositions of a few alloys, which were prepared by nonconsum-able are-melting, were corrected for the small weight losses involved by assuming that the weight loss is due to vaporization of lead. The specimens obtained from the alloy samples were prepared under a dry-argon atmosphere because they were rapidly attacked by air and moisture. Thermal Analysis. Differential thermal analysis methods were used to determine the liquidus curves and reaction horizontals of the system. Both Pt vs Pt + 13 pct Rh and W + 5 pct Re vs W + 26 pct Re thermocouples were used to measure the temperature. An X- Y recorder was used to record the specimen temperature and differential electromotive force between the specimen and molybdenum standard. The arrest temperatures were measured potentiometri-cally. The accuracy limits (* values) associated with the reaction temperatures obtained by this method were estimated on the basis of both the reproducibility of the particular temperature value and the accuracy of the thermocouple at a given temperature. Liquidus temperatures were obtained from cooling arrest data while both heating and cooling arrest data were used to establish the horizontals of the diagram. Heat treatments during the thermal analyses of the alloys between 40 and 70 at. pct Pb were necessary in order to approach equilibrium conditions. The samples were held at temperatures between the various peritectic horizontals for l to 2 hr before the thermal analyses were continued. The entire range of compositions was investigated at the expense of a minimum amount of materials by adding appropriate amounts of lead to master alloys. More than sixty alloys were analyzed by this differential thermal method and for each alloy the results given herein are taken from two or three heating and cooling cycles. X-Ray and Metallographic Methods. Slice specimens for metallography and powder specimens for X-ray diffraction were prepared from rod-shaped samples which had been melted in sealed 0.62 5-cm-diam tantalum crucibles. The specimens were heat-treated in sealed tantalum crucibles which were protected by sealing them in argon-filled quartz ampules. Quenching was accomplished by breaking the ampules in ice water after heat treatment. X-ray powder specimens were sealed in 0.3-mm-diam glass capillaries under a dry-argon atmosphere. Copper, iron, and chromium radiation were used to obtain the powder patterns for these alloys. More than 150 powder patterns were obtained for specimens of various compositions and heat treatments. Discussion of the paper of William H. Emmons, presented at the Canal Zone meeting, November, 1910, and printed in Bulletin No. 46, October, 1910, pp. 767 to S37. CHARLES R,. KEYES, Des Moines, Ia. (communication to the Secretary*) :-It is not in a spirit of criticism that I offer a supplemental suggestion or two on the subjects covered by this valuable and highly instructive memoir. There are two points which, in my opinion, should have received greater emphasis in Mr. Emmons&apos;s excellent paper. One is the fundamental role played by the chlorides under certain conditions in ore-formation. The other is the possible establishment of geographic relationships among the four phenomena of (1) excessive chloridic content of mine-waters; (2) the abundance of chloridic compounds of the precious metals ; (3) the presence of. manganese oxides; and (4) the diminishing importance, in ore-genesis, of the metallic sulphates. Although Mr. Emmons&apos;s notes refer to gold alone, it may be pertinently asked whether the same principles do not hold good for silver and copper also, since these metals form, together with gold, a distinct and well-known chemical group. That the reactions involved apply equally well to the other two metals mentioned, is shown by a number of recent observations and discussions. Chloridic ores of silver are, as I have lately endeavored to show, mainly worked in. arid or desert regions only ; and the great deposits of disseminated copper-ores are similarly characteristic of such regions, in which both classes doubtless owe their formation to the abundance of saline materials derived from desert dusts, and to the .plentiful and almost universal presence of manganese oxide. Under these climatic conditions, silver is somewhat more abundantly deposited than copper and gold, because its chloride is so much * Received Nov. 11, 1910.

The Taconites Are Ready, the editorial appearing on P. 933 of the September issue, has provoked comment from several informed engineers to the effect that the indicated profit margin was considerably exaggerated. The cost figures in the editorial, taken from the Congressional Record, were characterized as inaccurate by some correspondents. The theme of the story was, however, substantiated in the announcement (P. 1023, October) that Republic and Armco had joined forces in a $160 million project for taconite development. Chief among the dissenters was E. W. Davis, , Director of the Mines Experiment Station at the University of Minnesota. Mr. Davis has worked up the following set of cost figures:

This story of the salting of a supposed diamond mine is a part of our Western history and deserves to be recorded in this book. It was more than a local affair, because it was concerned with persons in London and New York, as well as San Francisco. Part of the story has been told by Asbury Harpending in a little book published 12 years ago. Harpending (who died at New York in 1923) was in London in March, 1872, when he received a cable dispatch from William C. Ralston, the president of the Bank of California, stating that "a vast diamond field" had been discovered "in a remote section of the United States". Before starting for San Francisco, Harpending had an interview with Baron Rothschild, who showed a lively interest in the story, which was as follows: two weather-beaten prospectors went to the Bank of California and deposited some uncut diamonds and rubies for safe keeping; these precious stones were estimated to be worth $125,000. The men said that they had found the gems in "a desert portion of the West". They departed quietly, but the story was told in business circles; whereupon George D. Roberts, a mining engineer of wide experience and an associate of Ralston, sought an interview with the prospectors. One of them proved to be a man that had been in the employ of Roberts. Both prospectors, named Slack and Arnold, appeared "coy and cautious"; they were "simpleminded fellows", and were "afraid to trust anyone with the momentous secret ". They refused to divulge the place of discovery and declined "to part with their rights", but later "they became more amenable to reason" and expressed willingness to sell a half interest to

The oil and gas lease is the basic contract of the oil and gas industry; it is the foundation stone upon which the producing industry, particularly, is based. As the industry is precarious and highly speculative, the foundation contract should be of the utmost integrity and certainty. But right there an anomaly exists; the oil and gas lease is the most obscure, most uncertain, doubtful contract in the realm of law today. That is a condition that must be considered when taking oil and gas leases, and when buying, selling, and holding them. It may fairly be asked why should this industry rest upon so insecure a foundation. Why should not the oil industry rest upon the contract that is the basis of all industry, the warranty deed? There are many contributing reasons, but the principal one is business expediency. The Anglo-Saxon idea of ownership of land is that every land owner owns from the center of the earth to the sky—all that is above and all that is below—consequently the oil and gas are owned by the person who owns the surface. That idea is not exactly true with reference to oil and gas, for many states have adopted the doctrine that oil and gas are like wild animals; they are fugacious and migratory and belong to the man that traps them. But, except for that doctrine, we believe that oil and gas are owned by the owner of the surface, wherein we differ from the Latin-American countries where the mineral rights are owned by the government. The United States was settled largely by homesteading. The owners of land were, in the main, farmers, who did not have the means or the faith to drill for oil or gas. The operators or speculators did not want to buy the land on the mere possibility of finding oil; hence a compromise resulted by which the land owner gave the speculator or the operator what he called an oil and gas lease, or a right to go upon his land and drill for oil and gas. What is supposed to be the first oil lease placed on record reads as follows: Agreed this 4th day of July, a.d. 1853, with J. D. Angier of Cherrytree township in the county of Venango Pennsylvania that he shall repair up and keep in order the old oil springs on land in said Cherrytree township, or dig and make new springs, and the expense to be deducted out of the proceeds of the oil, and the balance, if any, to be

IN a technical civilization, that is. one whose major difference from past civilizations is its enormous development of technology, in transportation, communication, labor saving, centralized control, and mass production, it is natural that the most critical problems should be those that arise out of technologic advances; it is natural also that a. man who understands these advances should be chosen as the leader to meet these problems. This was done in the selection of Herbert Hoover as President of the United States. Mr. Hoover was a good, and perhaps a great President. But he was not a great politician and that ensured his defeat when a crisis came.

MY first article on Canadian Gold, published in the Canadian Mining Magazine in 1911 expressed the view that the Hollinger mine would repay all the money invested and that other mines would be developed in this area. Many published forecasts have since been made. Quoting from the Northern Miner of Oct. 29, 1931: "It will be noted in studying the chart prepared by this engineer that his forecast for 1931 at $50,000,000 was too modest, as the output for this country this year will be closer to $54,000,000."

It is apparent that repressuring of the oil measures is becoming increasingly important to the oil industry, and is a matter that warrants the best efforts of the petroleum engineer charged with applying this method of operation to a producing property. Considerable attention has been directed to repressuring in various California oil fields, such as Dominguez and Seal Beach, which have served to sell the more progressive operator on this idea and also to keep him sold. The projects that have received most attention are in comparatively young fields where the fluid levels are high, the wells, perhaps, still flowing, where the wet gas production is of considerable volume, and where there is vital need of immediate conservation of gas, which otherwise would be blown to the air. The new State of California Gas Law, which prohibits the waste of gas, has served to interest the oil industry in means of conserving the gas that is now being blown to the air because of lack of markets. This vitally affects the operator in the older, well-depleted oil fields of the state, because in many cases he has a limited market for gas, on account of the flush production from the more active oil fields. While the waste of gas is relatively small in these older fields, such as the Midway-Sunset area, it now attains considerable importance, since under the new State Gas Law it must be put to some bcneficial use. Repressuring in the older fields of California has not received the attention of the petroleum engineers that is warranted by the present situation. This paper was prepared with the view of presenting the salient features connected with repressuring in the well-depleted oil measures of the older fields, and to show what results have already been obtained in these fields by injecting the unmarketable gas into the sands, particularly in the Midway-Sunset field in the San Joaquin Valley of California. Other projects in the older fields of the state offer some supporting data in this connection, such as the Shields Canyon and the Brea Canyon fields. Edgar Hall, Silverspur, Queensland, Australia (communication to the Secretary*):—Dr. Douglas has written on this subject before, and his influence has had a powerful effect on the eide of freedom among the&apos; younger generation of engineers. Moreover, it is not the first time that he has attributed the decline of the copper-smelting industry in Swansea to the secrecy maintained by the firms there engaged in smelting-operations. In this latter statement I think his conclusions are open to criticism. Whether the firms mentioned have suffered by their secrecy is their own business—I hold no brief for them ; but that the decline of the copper-industry at Swansea was inevitable seems to me to he proved conclusively by Dr. Douglas&apos;s own writings. In his paper on The Copper Situation,&apos; Dr. Douglas says : "In comparing iron and copper mining,...it must be remembered that 2 tons of average iron ore from the most prolific source now available ... will make 1 ton of metal; whereas from 33 to 75 tons (say an average of 50 tons) of copper ore must be mined to produce 1 ton of copper." And further: "Last year&apos;s production of iron was made from approximately 50,000,000 tons of ore. Our copper mines, to yield a production of 900,000,000 pounds, must have handled approximately 22,000,000 tons of ore, or nearly half the quantity raised from our iron mines." Is not this the key to the whole situation ? In transporting the 50,000,000 tons of iron-ore, 25,000,000 tons of the metal iron were carried so much nearer to the market, but the transportation of 22,000,000 tons of copper-orc would have carried only 450,000 tons of the metal copper nearer to its ultimate destination.
