This name is applied to the present mining law, as enacted in 1872 and since, to indicate its leading characteristic—in which it differs from all previous mining laws of this or any other country. The earlier act, passed in 1866, was practically the first attempt of Congress to deal with the question of mining titles upon the public domain. It was framed after nearly twenty years of acquiescence on the part of the Government in the self-constituted tribunals, officials, rules, and customs of the mining districts. In its recognition of these, and in several other particulars, the act of 1866 was open to serious criticisms. It is the purpose of this paper, not to trace the history of legislation on this subject, or show in detail what were the faults of the earlier law, but rather, by a discussion of certain aspects of the present law, to point out how great a revoluition it has effected in the rights of mining locators, and to indicate some of the difficulties attending its application. In the attempt to correct the vagueness of the act of 1866 an entirely new elernent was introduced into the law, bringing with it a new set of difficulties. Under the act of 1866 and the miners' customs which it followed, the lode was the thing claimed and subsequently acquired by patent. And the claim to a given number of feet on the longitudinal course of the lode was rooted in 'a discovery of any part of the lode in any part of the claim. ("Extensions" could in many districts—perhaps universally—be located and claimed on the strength of the discovery in the principal claim to which they referred; but this is a point not essential to the present discussion.) It was not necessary to find the outcrop or the upper edge of a lode in order to lay a valid location upon it. An explorer, sinking a shaft and intersecting a lode not already discovered and claimed by another, could claim by that discovery the number of feet along that lode which the local laws might permit (not exceeding the maximum set by the United States statute) whether his sur-

PYRRHOTITE has long been considered a gangue mineral to be eliminated as tailing in the treatment of various sulphide ores. However, in recent years the world-wide lack of sulphur resources has called attention to this mineral as a potential source of both sulphur and iron. Its importance as an economic mineral, however, has not been particularly emphasized. For this reason very little is known about its response to flotation, except that it can be depressed easily in alkaline circuit, by long aeration,1,2 addition of oxidizing agents3 or by starch.4 The object of this work was to study the floatability of pyrrhotite. This includes the effect of oxidation by aeration, of copper activation, and of change in pH.

An experimental investigation of the thermal and mechanical responses of rock materials to laser radiation is described. Specifically, the following three topics have been studied in detail: 1. Temperature measurements on thin discs subjected to laser radiation. 2. Strain measurements on thin discs subjected to laser radiation. 3. Observation and evaluation of cracking and spalling phenomena in constrained and unconstrained thin discs respectively, subjected to laser radiation. In conjunction with the experimental work done, use was made of a heat flow analysis and a stress analysis program developed for this purpose. It was possible to theoretically predict the thermal and mechanical responses of a rock specimen to laser radiation and then compare them with experimental observations. Good correlations were obtained.

In Europe, water infusion is used widely to reduce generation of respirable dust during mining. Its use in the US is limited to a few plow operations in the deeper parts of the Pocahontas No. 3 Coalbed. The technology for infusing water into retreating longwalls is described and results of a recent Bureau test in the Lower Sunnyside Coalbed demonstrated dust reductions ranging from 47% to 64%. Because water infusion increases moisture content of the coalbed, face air velocities in excess of 2.5 m/s (500 fpm) are possible, further diluting dust levels before dust entrainment occurs. An economic analysis shows a 23% reduction in operating costs when coal production is increased by changing from unidirectional to bidirectional mining with water infusion.

The instrumentation, monitoring, and prediction of a major slope failure at the Chuquicamata mine are described. In December 1967, preexisting tension cracks on the south end of the east wall of the mine began to open. Various forms of instru¬mentation were installed for continuous monitoring. These systems included tension crack stakes, crack extensometers, linear extensometers, tape and transit lines, sliding wire contacts, and a seismograph. From the information obtained, the failure date was accurately predicted some five weeks before failure, enabling the mine to reroute truck and rail access; hence, causing a minimal mine shutdown of 21/2 days and preventing any injuries to person or damage to equipment. The shape and form of the sliding mass are analyzed, as are possible modes of failure.

As recently as the mid-1930's, steam and rail haulage were still the primary means of moving large quantities of rock. However, 2- to 5-ton standard on-highway trucks were beginning to be used in the mining industry's efforts to lower haulage costs. It was quickly obvious that rubber-tired equipment was more flexible, faster and more maneuverable. The trend towards haulage trucks had begun. Now while savings were being realized, the severe operating conditions encountered in open pit operations proved too much for the lightly constructed frames, gasoline engines and highly inflated tires. As a result, a few years later, the first 10 to 15-ton, two-axle heavy duty trucks were designed specifically to operate under off-highway conditions.

The place of the young engineer in the mining industry has been the subject of a large number of keynote addresses, magazine articles, and papers in the past year. One of the best of these was the keynote address given by Mr. J. C. Kinnear, Jr. at the Fifth Annual Intermountain Minerals Conference in Vail. Colorado. Mr. Kinnear presented as part of his address the statistics of a Canadian survey Instigated to find out why young engineers and geologists are leaving the mining industry. The results of the survey showed four main reasons for leaving: 1) insufficient money 2) slow promotion 3) lack of association with senior engineers, as well as insufficient opportunity to keep abreast of technological development 4) geographic isolation

The South Works high-tonnage billet caster was started in late March 1971, with the first heat being successfully cast to completion. Currently, over 31,500 tons per month are being produced. U. S. Steel designed and built this caster with the objective of producing quality-steel billets for critical bar, rod, and wire applications. The essential design parameters were based on studies conducted on the Research Laboratory's pilot caster, also located at South works. 1,2,3)* The caster is a four-strand, straight-mold machine that produces 7.5-inch- square billets at rates exceeding 300 tons per hour. An in-line-reduction mill reduces each strand to either 6-inch-, 5-inch-, or 4-inch-square billets.

Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (I), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profit- ability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus mini- mum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12 ) Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-low- grade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). The DIAGRAM computer program has been used to develop stability diagrams such as Eh-pH, log [CNI-pH, and log [Me]-pH for the systems Me-CN-H 0 where Me = Au, Ag, Fe, Zn, Cu, Ni, Co. More complex 2 diagrams involving sulfur- and arsenic-containing species are also presented. With the aid of these diagrams, a discussion is presented of the solution conditions (e.g. pH, [CN], [CNS], Eh) vhich influence gold and silver extraction in cyanide solutions. Special emphasis is given to the effects of ore minerals or calcination products, such as pyrrhotite, pyrite, arsenopyrite and hematite on gold-silver dissolution. Application of the stability diagrams to solution treatment operations such as cementation is also indicated.

Knowledge of the state of stress at the bottom of a drillhole is of practical importance in rock drilling, since the induced stresses must exceed the strength of the rock in order to cause fracture. This note reports on a numerical method to determine the stress distribution at the bottom of a borehole induced by a static bit load and overburden and fluid pressures. The procedure adopted is similar to that for the plane-strain, discrete model employed by Harper and Ang.1,2 The rock medium is considered to be homogeneous, isotropic, and elastic-perfectly-plastic. As the Seminole area, Seminole and Pottawatomie Counties, Okla., appears to be the chief danger zone of overproduction in the United States, it may be of interest to review the production records of the various pools which make up this area; also to dis-cuss the future prospects of these pools, together with the structurally "high" points which may develop into new pools. It is also of interest to appraise the effect of the curtailment program in this general area, which was agreed to in principle by the various Seminole op-erators at a meeting held on May 23 at the offices of W. C. Teagle in New York. There are four large pools in the greater Seminole area. They are, in the order of their importance Seminole City, Bowlegs, Earlsboro, and Searight pools. A glance at the accompanying general map of the area will show their relative situation. The detail maps show the extent and area of these prolific spots. Seminole production comes from the Wilcox sand of Ordovician age, found at a depth of 3900 to 4300 feet. Semninole City Pool:-This pool was discovered in Wilcox sand in July, 1926. By Jan., 1927, there were 123 wells completed, making 146,000 bbl. per day. The field reached its peak of 253,000 bbl. per day the last week of Feb., 1927, with 211 completions and a per well average of 1200 bbl. On July 4 there were 304 wells completed, producing 102,000 bbl., with a per well aver-age of 336 bbl. per day. This pool will cover an area of approximately 3500 acres. It has produced approxi-mately 38,000,000 bbl. to. July 1. Estimates of total ultimate production are around 55,000,000 bbl. or somewhat better than 15,000 bbl. per acre. Some of the individual leases have already yielded 30,000 and 40,000 bbl. to the acre. Bowlegs Pool:-This pool shows 175 drilling wells and 131 completions making 180,000 bbl. per day, with an average per well production of 1380 bbl. It appears that this pool will develop into nearly as large an area as Seminole City. The wells, however, do not give up

Coal's participation in the domestic energy market depends to a very large extent upon the cost of coal delivered to consumers. Today the principal use of coal in the U.S. is in steam-electric generating stations. Generally, it is the delivered cost per million Btu's that is given the greatest weight in choosing either oil, natural gas or coal as the fuel used in these power plants. There are three major cost components of generating electric energy in steam-electric plants. These expenses expressed in terms of "dollars per kilowatt year" are: (1) operation and maintenance of necessary facilities, (2) fixed charges of necessary capital investment, and (3) fuel. Bupyung Silver Mines daily treats average 14 tons of concentrates containing 9,000 g Ag per ton. Bupyung Silver Refinery uses Merrill Crowe process to recover the silver from the leach solution containing 1.0 g/l Ag; Series of experiments were carried out to recover the silver from the solution by means of direct electrowinning in place of Merrill Crowe process. The recovery of the silver was 99% when the cell voltage and the retention time were 1.9 v and 3.0 hours, respectively. Power consumption was 3.2 Kwh/kg of Ag. It was found that impurity buildup was not significant during the recycling. The direct operating cost for the electrowinning was evaluated to be $ 0.35/kg of Ag.

Instrumentation is not a stranger to the minerals processing industry. In fact, very few plants now exist that haven't to one extent or another adapted operations to instrumentation. But with the rapid growth of such controls has come the need for effective departments composed of men trained to maintain and repair the instruments; here is where many firms fall short. The importance of the role an instrument department should play is underscored by the omnipotent effects which instruments often exert over an operation. Reserve Mining Co. is an example: while instrumentation at this taconite plant represents approximately 2% of the process equipment cost, a breakdown of instruments may result in the ineffective use (or complete shut-down) of the other 98% of plant investment.

The object of the construction and operation of the 80-ton leaching plant was to test out the leaching of sand tailings on a large scale and, if possible, determine a definite method of operation, and the best construction for the larger unit which is now being built. It was also of importance to obtain some practical data as regards cost items. The 80-ton plant was not expected to be a commercial success. A leaching process on such low-grade material necessitates the treatment of a very large tonnage. Such a cost item as labor, for instance, is entirely out of proportion in such a small plant. The amounts of acid, salt, scrap iron, and fuel for roasting, however, are the same per ton in an 80-ton plant as in a 2,000-ton plant. These costs were definitely established. Also the percentages of extraction and grade of tailings were definitely determined for a large-sized unit. Following will be found the description of the plant, the method of operation and the- results obtained. A general view of the plant is given in Fig. 1. The bins consisted of one coal bin with a capacity of 30 tons, one salt bin with a capacity of 20 tons, and a "mill tailings" or feed bin which held 70 tons. The coal and salt bins were placed with their floor level even with the firing floor of the roasting furnace. The feed bin, to give it greater capacity, discharged about 12 ft. below this point, to a 12-in. conveyor belt, which in turn discharged into a pug mill. This fed another conveyor belt, which discharged into the top hearth of the furnace. The furnace was an ordinary six-hearth MacDougall roaster, 20 ft. in diameter. It was equipped with two fire boxes, on opposite sides, the flames entering on the third hearth. An induced draft was obtained with a Buffalo blower, worked as an exhaust fan. Just above the top hearth was an annular flue around the whole circumference of the furnace. Slots at intervals of about 18 in. led from this flue down into the top hearth. The slots were 2 in. wide by 6 in. long. This annular flue proved rather unsatisfactory, as it tended to fill up with flue dust and choke the dots, thus cutting down the draft. Explanations of the basic procedure for making earth-conductivity studies by the Eltran method have already appeared in several placeS. 1,2,3 In its essentials, this method consists of applying step functions of voltage to one pair of earth grounds and measuring the transient potential resulting at a separate pair of ground points. As previously pointed out,' the transient potential resulting from a suddenly applied steady voltage is the indicia1 transfer function of Carson1 6 which has been extensively studied in network theory. The discussion here, with one special exception, will ignore the problem of how the physical configuration of the earth affects the transient response voltage; it appears that this phase of the problem has been solved in only a few special cases having any direct bearing on the prospecting problem. Entirely distinct from the potential-theory aspect of the conductivity problem is the interesting material that can be had from studying the well-known network relations between cause and effect in linear circuits, and thus deducing criteria for the application of the several experimental methods available. To do this, only one assumption need be made about the nature of the earth. The earth is to be considered a linear conductor within the tolerance of ordinary measurements. The discussion will be restricted to collinear electrode configuration like that of Fig. I, since this is the only type of spread practical for use with driving currents that vary with time. Here one pair of grounds carries the driving current, and in line with these and external to them is a RECORDING Fair of potential probes. The problem will be to consider the relation between the different voltages appearing between the potential circuit terminals when various types of driving voltage sources are inserted in the current circuit. Suppose that the grounding points G, and G2 make good contact with the earth, and that a battery of sufficient voltage to produce one ampere of direct current is introduced into the current circuit by the closing of a switch. The potential transient response to such a voltage can be measured by taking an oscillogram at the potential Directors terminals, giving the time function that has been called A(l).4 This time function has been solved for analytically in the case of a homogeneous earth,"' and the
