A new mine has begun production of antimony ore and concentrates in Serbia, Yugoslavia. The mine is operated by the mining and metallurgical enterprise "Aajaca." Initial production is running at approximately 45 thousand tons of ore per year, yielding about 1,500 tons of concentrate. The mine is located on the mountain Kopaonik-Raiceyoj Gori. It is planned to expand production eventually to approach the level of 300,000 tons of ore per year. This level will be a significant addition to the world supply of antimony and will place Yugoslavia among the world's major producers. Currently the United States produces only about 6 percent of its primary requirement for antimony. COBALT -Anglo American Corporation, Ltd. reportedly is considering restarting the Tenke-Fungurume copper-cobalt project in Zaire. Construction on the project was suspended in January because of inadequate financing and political uncertainties. Technical feasibility and financing on a smaller scale than previously envisioned are now being considered. However, an increased copper price may be necessary before any decision to proceed is made.

There is strong evidence that many major oil and gas (O&G) projects are plagued by large cost and schedule overruns, or significant underperformance in productivity. Similar evidence exists for large mining projects. This paper claims that uncertainty is the underlying reason why projects fail to deliver the metrics used to justify their investment, or to deliver the economic value possible if alternative decisions had been made.Most technical and economic analyses are performed to reduce uncertainty to help make decisions. Decision-making is about ranking alternatives and choosing the best; rarely are precise predictions required, if this is even possible. Better uncertainty assessment is one of the keys to better decisions, thus better business outcomes. To get better decisions it is suggested that the focus or reward/penalty incentives be shifted away from the quality of outcomes to the quality of decisions. High-quality decisions are those that are generated from the skilled use of the tools, methodologies and processes from the discipline of decision analysis.Uncertainty is quantified by probability, which is a degree of belief in the truth/falsity of some proposition about a quantity relevant to a decision, such as volume of in-place resource, future price or action of a competitor. The probability a person ascribes to a proposition depends upon their information set; hence probability is subjective – it is not an inherent attribute of the quantity of interest or the physical system.The above simple observations have profound implications for modelling approaches, how they deal with uncertainty, the use of data to help assess uncertainty and the reliability of information provided by subject-matter experts. The limited circumstances under which frequency data (from spatial or temporal variables) can be used to assign probabilities is also reviewed.People, in general, are subject to a range of biases and cognitive errors. Research with O&G subject-matter experts shows that their expertise offers little or no protection from making errors in probability assessments and other judgements.CITATION:Begg, S H, 2016. To prove to .the satisfaction of all concerned that electrolytic manganese from our low-grade domestic ores could be substituted satisfactorily for ferro-manganese made from high-grade foreign fires, an extensive series of tests was conducted in cooperation with industry, in which electrolytic manganese pro-duced by, the Bureau of Mines at its Boulder City, Nev., Station was substituted for the ordinary ferro grades in the production of ferrous and nonferrous metals and alloys and welding-rod coatings. Over 1,200,000 pounds of manganese was given out for this purpose. The objectives of the tests were accomplished, and for some purposes electrolytic manganese was shown to be superior to other grades because of its high purity. The only serious objection that can be raised against electrolytic manganese is its price, which puts it out of reach for most purposes. Even if the price were to be lowered to a point where it would be in line with ferro grades, it is questionable whether electrolytic manganese from domestic ores could supply more than a small part of the needs of American industry because of the large volume of domestic ore that would have to be processed to supply a satisfactory feed for the electrolytic process. Thus, although electrolytic manganese is highly desirable from a metallurgical standpoint, it could not be expected to substitute for more than a fraction of our domestic manganese requirements.

Although nickel was in use in alloys long before the Christian era, the metal was not discovered until 1751, when Cronstedt recognized it in niccolite from Sweden. The Chinese apparently used a nickel alloy, known as "pahfong" thousands of years ago and Persian coins dating farther back than 200 B.C. consist of a copper-nickel alloy similar to some of those now in use in coins. The pure metal was first prepared about 1775 and the metal was refined for commercial purposes some years later. The nickel industry did not attain much prominence until the ores in New Caledonia were discovered. Exports of ore from that country began in 1875 and since that date there has been an ever-increasing world output of nickel and a great expansion in the uses of the metal except during short periods of commercial and industrial depression. Previous to 1875, for a number of years, Norway was the chief producer, although the metal was mined also in Sweden, Finland, Italy, Germany, Austria, France, China, the United States and other countries. With the discovery of nickel deposits in the Sudbury district, Ontario, a new factor was introduced into the nickel industry and Sudbury has since become the overwhelmingly dominant feature in the world's nickel markets. Although nickel was first discovered in Canada as early as 1848 near the north shore of Lake Huron and nickel-copper sulfides were found in 1856 by surveyors working close to the present location of the important rnine at Creighton, in the Sudbury field, it was not until 1883 that any importance was attached to this field. In that year copper sulfide attracted attention where the main line of the Canadian Pacific railroad was being projected across Canada to the Pacific coast. Mining began near this discovery in 1889 but in the meantime operations had begun in 1886 in other parts of the field and by 1890 about 100,000 tons of ore had been raised. The role of the precious metals is changing rapidly. They are becoming primarily materials of modern industry, and their decorative and monetary functions are diminishing in relative importance. Certainly gold is still the premier metal for jewelry, as silver is for silverware. But these uses are not growing nearly so fast as are the uses of these metals in a variety of industries. This is even more true of the platinum metals. Moreover, this is true despite the fact that the precious metals are highly expensive and liable to substitution by the base metals in cases where this is feasible. For the fact is that the physical and chemical properties of the precious metals make them relatively invulnerable to substitution; where they can be replaced by the base metals, they have been, and the opportunity for further substitution is, therefore, limited. SILVER In November 1969 the United States Treasury stopped minting the only remaining coin with any silver content. That was the silver-clad Kennedy half dollar, which had a silver content of approximately 40%. The step was taken out of necessity, because of the rising shortfall between world mine production and consumption. It was important to divert the 35 to 40 million oz of silver per year used for the minting of this coin into the open market, where it would be available for industrial consumption. This decision was important, not only for its practical effect but also for what it symbolized. Only four years earlier, in 1965, the Treasury had used 320 million oz of silver" for the full range of coinage. Now not an ounce of silver goes into the United States coinage. The reason is simple and yet complicated. For many years the U.S. Treasury had purchased silver at prices which provided a subsidy to domestic producers. As a result, silver producers were eager to sell to the Treasury, and that agency built up a huge supply of the metal -almost 2 billion oz by- 1961. But, as the free-market price neared $1.29, the basic melt value of the coinage, the Treasury became a seller of silver, not a buyer, and its stock was depleted rapidly. The Treasury lost more :than a billion ounces of silver in the years 1962 through 1965, and it continued to lose silver, both through coinage and through sales to consumers, through 1969. The Government continued to sell silver to consumers at the rate of 1.5 million oz a week, even after terminating the 40% silver Kennedy half dollar. It is a pleasure to submit to the National Critical Materials Council (Council) some of my thoughts concerning the important tasks which lie before you. It long has been my belief that America's economic health and national security may depend to a substantial degree on whether we have available to us an adequate supply of critical and strategic materials at reasonable cost. To the extent the Council can contribute to the identification and implementation of wise public policies which facilitate the achievement of that goal, we and our children should be grateful. Even before assuming office, President Reagan warned of the danger of undue dependence on imported materials essential to the Nation's defense and economic well-being. After his election, he appointed a transition task force on strategic and critical materials, and he later directed the Cabinet Council on Natural Resources and Environment to prepare .a National Materials and Minerals Program Plan and Report to Congress, which he forwarded to the Congress in April 1982. In 1984, my predecessor, Secretary Clark, established the National Strategic Materials and Minerals Program Advisory Committee, popularly known as the "Mott Committee" because of its distinguished chairman, retired Admiral William C. Mott.

Recent data indicate a marginal decline in overall growth in world economic output from 3.1% in 1985 to 2.9% in 1986 (table 1),2, 3 Many nations experienced slower economic growth because of the huge trade imbalances existing between the United [ ] States and Japan and the Federal Republic of Germany, the U.S. budget deficit, and the growing Third World debt. Some developing nations, however, experienced booming growth. Declining prices for energy and nonenergy commodities and the fall of the dollar against the currencies of major industrial countries benefited several developing countries--energy importers and exporters of manufactured goods with currencies tied to the U.S. dollar, which were able to expand markets in the industrialized nations. The drop in commodity prices increased demand in industrial countries and depressed it in developing countries. Lower demand in the developing countries contributed to a decline in the real net exports from industrial countries. As a result, output growth in industrial countries declined from 3.0% in 1985 to 2.4% in 1986, despite growing internal demand, Average output growth of developing countries increased from 3.296 to 3.596 during the same period, however, primarily because of the low prices of their products and the strength of demand in industrial countries for those products. Developed country output growth was extremely uneven, however. For example, the economic output of nonfuel exporters grew 5.4% in 1986, while that of fuel exporters dropped 0.7%.

Since early July, domestic producer listings in primary aluminum ingot have been at 53¢ per pound. Dealers, however, lowered their August quotes by 1.8¢-2¢ to 47.5¢-48¢ per pound. BITUMINOUS COAL AND LIGNITE -The wildcat strike of UMWA coal miners which began on June 23 in protest of cutbacks in medical benefits appears to have ended. According to the West Virginia Coal Association on September 7, 1977, all mines in West Virginia were back in operation on September 6 and again on September 7. The Kentucky Coal Association reported approximately 2,500 miners were on strike in eastern Kentucky on September 6, but there was full employment on September 7.

Pebble grinding was used at Lake Shore Mines in 1949. A full description of experimental evidence and test plant results was published in 1952 1 and further operating details in 1954.2 In more recent years the term autogenous grinding has been coined and is now frequently seen in the technical literature. Autogenous crushing and/or grinding covers any grinding mill in which the larger of ore are made to grind the fine pieces; the crushing and grinding may be either dry or wet. This discussion deals only with wet autogenous grinding, and only in the fine grinding part of the circuit, i.e., from 6 mesh to 92 pct -325 mesh. The term pebble milling could apply to fine autogenous grinding in which the pebbles are made from the ore itself, or it could also refer to grinding with pebbles, such as flint pebbles, from a source outside the mine.

Data is the most valuable commodity in the information age. The use of data enables productivity, opportunity, and safety in various sectors and industries. In the late 1950s, Alan Turing coined the term artificial intelligence (AI) to describe the ability of computing machines to think and behave like humans through simplified reasoning and logic (Turing, 1950). This concept of mimicking human behaviour is the building block of machine learning algorithms used in most AI software. The ‘learning’ aspect in machine learning requires data, that is, information on the environment or the objective, to be modelled or predicted using AI. An AI-enabled system aims to predict the unknown faster and intuitively. Intuition in software algorithms can be described as probabilistic, learned through the data that the AI system is trained on; indeed, the AI software cannot predict the future, but it can provide the likelihood of an event/action occurring, thereby enabling decisions or responses to prevent it or take action. Just as various industries have adopted AI as the tool of choice to seek new opportunities (examples: medical research, self-driving cars, financial modelling), the mining industry, too, has been receptive to embracing AI for problem-solving and maximising the value of its business.

Since mid-July, most domestic producers have been marketing 99.5 percent unalloyed aluminum ingot at 53-57 cents per pound. Dealers in the United States have recently quoted ingot at 52.3-52.8 cents. On October 2, London Metal Exchange will trade aluminum, selling contracts on a cash and a 3-month basis. New York dealers were quoting August ingot at 52.3 52.8 cents. The Bonneville Power Administration announced that, effective December 20. 1978, electric power rates charged primary aluminum producers in the Pacific Northwest would be increased The increase (equivalent to about 4 cents per pound of aluminum produced) will raise the average rate to about 8.7 mills per kw-hr compared to 3.2 mills per kw-hr.

The U.S. economy continued to grow moderately in the third quarter, but at a slightly higher rate than in the previous quarter. According to the Department of Commerce's preliminary estimate, real gross national product (GNP) grew at a seasonally adjusted annual rate of 3.3% during the third quarter of 1985, compared with a revised 1.9% for the second quarter and 1.6% for the third quarter of 1984 (table 1). Civilian unemployment dropped from the constant 7.3% rate between February and July to 7.0% in August and 7.1% in September. Employment on nonagricultural payrolls continued to increase (table 2), resulting in a continued rise in personal income, which in turn supported growing consumer purchases. Although purchases of services continued to provide the underlying foundation for the economic growth, the manufacturing sector received additional stimulus from significant increases in consumer purchases of durable goods, particularly automobiles. The increased demand for durable goods resulted in significantly higher industrial production for August and September, compared with levels attained previously this year (table 3). Capacity utilization increased to 80.5% in August but returned to 80.2% in September, matching the 1985 low previously reached in July (table 4). The real net export deficit grew only $0.2 billion in the third quarter; at $34.0 billion, however, it continued to exert a negative influence on the economy. On September 22, in an effort to reduce the deficit and make U.S. goods more competitive on world markets, the U.S. Government agreed to cooperate with the Governments of France, the Federal Republic of Germany, Japan, and the United Kingdom in attempting to lower the-value of the dollar in relation to other world currencies. Low inventories, rising factory orders and construction spending, the possibility of a lower U.S. dollar, and aggressive automobile production plans announced by domestic producers for the fourth quarter indicate the potential for an increase in manufacturing activity in the United States.

A large wedge failure had occurred in the study area which was under construction. Therefore, in order to analyze the potential instability for this rock slope, the authors conducted numerical analysis with DEM and then the behaviour of rock mass was analysed after appropriate reinforce-ments were applied. The combined value of production of natural abrasives, which includes tripoli, special silica stone, garnet, staurolite, and emery, increased about 21070 in 1989. The increase in the value of staurolite and tripoli production was the result of an increase in the quantity of materials produced and an increase in the unit value. Emery decreased due to the significant decline in the volume of the material produced. Special silica stone experienced both a decrease in unit value and quantity produced. Garnet showed a small increase in quantity, but a decrease in unit value. The silicon carbide industry saw a slight decrease in the quantity produced and a 12070 increase in the value of production. The fused aluminum oxide industry showed a 5070 decline in the quantity produced, but enjoyed a 15070 increase in the value of production. Combined production for both industries decreased 4070 in quantity but increased 13070 in value compared with those of 1988.

The value of domestic raw nonfuel mineral output in 1985 was estimated at $23.7 billion, 2% above the 1984 value of $23.1 billion. This crude mineral output was the basis for approximately $244 billion worth of processed materials of mineral origin. [ ] A U.S. company permanently closed its alumina plant in St. Croix, U.S. Virgin Islands, reducing domestic alumina capacity by 10%. Another U.S. company sold its 26% interest in an alumina plant in Jamaica to its two U.S. partners. On completion of the purchase agreement, the two remaining partners promptly closed the plant for an indefinite period, citing a world oversupply of alumina and unacceptably low prices.

La largeur de la table de forage peut être modifiée selon les besoins du client entre 48" et 96". Cette particularité permet une meilleure stabilité, et plus de précision dans le forage (2). Il y a 4 pattes hydrauliques à chaque coin pour la stabilisation lors de forage (3). La table de forage a 360° d?angle de forage sur 3 côtés du transporteur. La table peut sortir de chaque côté du transporteur de 40 ½" à partir du centre du transporteur pour faciliter la mise en place de la foreuse dans les endroits difficiles d?accès. La plage de forage est considérablement agrandie. Cette caractéristique qui fonctionne hydraulique, permet à l?opérateur de forer sans être obligé de changer la position du transporteur pour des changements de trous. Tous les types de foreuse peuvent être installés sur cette table de forage (4). Sa petite dimension lui permet d?accéder, par des monteries de 30" de diamètre, à des sites de travail de 2,5 mètres de hauteur et largeur. C?est un équipement adapté aux gisements filoniens. Ce genre de gisement est de moins en moins rentable pour les compagnies minières. La mécanisation des ces gisements va permettre de les rentabilisés en augmentant la productivité et la santé du travailleur, en réduisant la dilution (5). Les manettes de contrôle de la foreuse, les mouvements de la table de forage ainsi que le déplacement du transporteur ont été installés selon les recommandations d?un ergonome. Des recherches ont été effectuées par ce spécialiste sur les cas d?accident survenus avec l?utilisation de ce genre d?équipement. Il a déterminé les positions le plus confortable que l?opérateur doit prendre pour éviter les douleurs prolongées (6). Le système de roulement est composé de 4 roues pleines installées sur 4 planétaires de 9000 à 15000 livres de capacité munis chacun d?un moteur hydraulique. Des freins ont été installés sur les planétaires pour assurer la sécurité de l?opérateur et faciliter le positionnement du transporteur lors du forage. Des roues rétractables peuvent être installées pour faciliter l?accès sur rail (7). Ce transporteur peut être alimenté par une puissance électrique plutôt que par une puissance pneumatique. Cette puissance électrique est fournie par un Power Pack qui transforme l?énergie en puissance hydraulique. Ce type d?alimentation est employé lors du forage de développement, mais il peut aussi être utilisé pour le forage long trou. Cet avantage permet au client qui a un problème de pression d?air d?utiliser l?électricité. Par contre si vous utilisez l?électricité mais que dans un secteur isolé le gros courant électrique n?est pas accessible vous pouvez utiliser votre équipement en utilisant la puissance pneumatique. Cet équipement est construit pour effectuer 4 types d?activités : forage de développement de niveau et sousniveau avec l?installation d?un bras porteur, forage et pose de câbles d?encrage pour soutènement de terrain, forage de production long trou et forage de monterie ascendante et descendante. L?avantage est que vous investissez dans un seul équipement au lieu de 2 ou 3. Cet avantage vous fait économiser dans votre budget d?équipement. The global shift towards decarbonisation is driving competition for the extraction of critical minerals such as nickel, lithium, and copper. To meet this demand, new mines are being developed while mines approaching closure are being reimagined as sites of potential resources. This reimagining challenges how mine closure is being conceptualised. In the conventional case, when a mine reaches the end of its economic life, it is closed or put into care and maintenance until it transitions to the next land use, such as agriculture, native ecosystem corridors, solar farms or integrated eco – precincts (Murphy et al, 2019; Holcombe, 2020) (the authors acknowledge that unplanned mine closures have left a devastating legacy of contamination, safety and cultural heritage impacts). Extracting minerals from closed or closing mines will extend mine life and, therefore, delay relinquishment and transition. In this context, innovative technologies are needed to make mining economically viable. In the first year of her doctoral research on improving stakeholder engagement in mine transitions, Lee Zhi Yi has coined the term ‘mine life extension technologies’ (MLETs) to describe a class of technological solutions that optimise extraction of resources after a mine reaches the end of its economic life. Examples of MLETs include agromining (van der Ent et al, 2015), in situ recovery (Robinson and Kuhar, 2018), and reprocessing or reuse of tailings (Gou, Zhou and Then, 2019). MLET extraction offers several benefits compared with conventional mining processes, such as waste remediation, value recovery of minerals, a smaller footprint and less environmental impacts (Sellers, Picorelli and Salmi, 2022). What requires further investigation is the consequences of MLET implementation to host communities or community perspectives towards the proposed technology and subsequent delays in transition.

It is indeed a privilege and honour to deliver the keynote address at this 15th APCOM symposium. APCOM has played a significant role in my own career and I am sure in the careers of many of the thousands of other participants over the years since its inception as a short course on "Computers and Computer Applications in the Mineral Industry" at the University of Arizona in 1961. The technical papers and addresses presented at the 14 past symposia provide an imposing record of sustained pro- gress and achievement in the field of computer applications. I will not attempt to analyse this technical side of APCOM but rather endeavour to provide you with a broad popular perspective of the road travelled to date and that lying ahead of us. The name of the series of symposia has changed from time to time, with titles such as Mathematical and Statistical Techniques, Mining and Exploration, and Decision Making being used at various times until in 1972 the name APCOM was coined and the present loga designed by the South African organising committee for the 10th symposium. It can conveniently be accepted as standing for:

Contributions made by mining have played a much more significant role in the development of civilization than is generally conceded by historians or recognized by ordinary citizens. In modern society, mined products pervade all industry and the lives of all civilized people. Early man relied largely on stone and ceramics, and eventually metals, to fashion tools and weapons. Civilization was advanced by discoveries such as abundant supplies of high-quality flint in northern France and southern England and firesetting to break rock. Middle Eastern cultures flourished not only because of agriculture and trade, but also because of mineral-rich deposits nearby. The earliest miners date back perhaps to 300,000 BC; their quest was for nonmetallic minerals (chert, flint, obsidian) suitable for utensils and eventually for weapons. Other rocks and minerals (ceramics, clay, salt, meteoric iron) attracted the miners for jewelry, cosmetics, construction materials, food seasoning, and coinage. At first, their excavations were confined to the surface, either pits or placers. But by about 40,000 BC, mine workings had been extended underground as short adits or shafts, and by 8000 BC as elaborate interconnected openings 300 ft (90 m) in depth.
