INTRODUCTION East Side Access (ESA) Contract CQ028 is located in the New York City Borough of Queens. The contract involves construction of a 230-meter (760-foot) long open-cut excavation with a permanent deck supporting Amtrak yard tracks over a semi-circular TBM launch wall on the east end, and the 36.5-meter (120-foot) long Northern Blvd. Crossing on the west end. The Northern Boulevard Crossing will be mined under an existing New York City Transit (NYCT) five-track subway tunnel; Northern Boulevard, a heavily traveled five-lane truck route; and an existing NYCT three-track elevated line; connecting to an existing open-cut shaft adjacent to the existing 63rd Street Tunnel bellmouth. When completed, Contract CQ028 will provide access for future Manhattan and Queens tunnel contracts. The footprint of the open-cut was determined by the geometric requirements of the future Plaza Interlocking facility to be constructed within in another future ESA contract. See Figure 1. This paper discusses design risk mitigations for the key elements of the contract, namely the Northern Blvd. Crossing and the semi-circular TBM Launch Wall. PROJECT OVERVIEW The Metropolitan Transportation Authority Capital Construction Company—East Side Access Project for the Long Island Rail Road will provide Long Island commuters with direct access to Manhattan’s East Side via a new rail line between the Harold Interlocking in Queens and Grand Central Terminal in Manhattan. The project connects the unused lower level of the existing tunnel under the East River at 63rd Street to new connecting tunnels in Queens and Manhattan. Contract CQ028 Scope and Construction Schedule This contract consists of the excavation of an open-cut from the east side of Northern Boulevard, through an existing MTA-owned rail yard and into the western limits of Amtrak’s Sunnyside Yard. An overview of the evolution of computerized mine planning and design has been given, emphasizing the need for a knowledge-based system for planning and design of underground coal mines. An outline for the development methodology and procedure has been provided. Problem structuring guidelines have been used to incorporate intelligence and integration to the design modules. A skeletal model for a mine planning and design expert system has been prescribed, and the development process has been documented in detail. A feasibility prototype has been developed to test the structure of the skeletal model and to ensure completeness of the design process. The feasibility prototype development and its contribution toward proto typing has been addressed in this paper. At present, prototype development is underway. The prototype is expected to be avail-able for testing and implementation in early 1991.

Acid rock drainage (ARD) is produced when sulfides are exposed to oxygen and water. Oxidation reactions typically result in a depression of pH and leaching of solutes and metals. Many oxidation models have been developed based on oxygen diffusion, but in environments with high permeability, other transport processes (i.e., convection and advection) can play an important role. Multiple sulfide mineral phases with differing oxidation rates should also be incorporated. WROC, a finite-difference model, was developed to account for these factors in predicting ARD. The program includes sulfide mineral oxidation using a shrinking core mechanism, heat transfer by conduction, heat of reaction, and oxygen transport by diffusion and advection. The model was validated using data from the literature. After validation, the WROC model was used to simulate several different waste rock scenarios including different forms of sulfide mineralization and the effect of implementing a waste rock cover. The results demonstrate that including specific sulfide mineral phases can have a significant effect on oxidation and that implementation of a cover can also aid in reducing waste rock oxidation. In 1943, the Federal Bureau of Mines began a program of thermodynamic investigations of petroleum constituents and related compounds. These systematic, long-range studies, which were conducted in the thermodynamics laboratory of the Bartlesville Petroleum Research Center and are still continuing, have resulted in a substantial quantity of data valuable to the petroleum industry and science in general. As separate phases of these studies were completed, the findings were promptly reported in the scientific press. During the past 16 years, 89 journal articles, giving the results obtained for individual compounds and small groups of related compounds, were published, mainly in the Journal of the American Chemical Society and the Journal of Physical Chemistry. In addition, members of the Bureau staff have contributed six chapters to specialized reference books. This circular, prepared in response to many requests, lists these 95 published papers, giving an abstract of the contents of each, as well as titles, authors, and literature citations. The journal articles are listed in the order of their preparation, which closely approximates the chronological order of their publication; hence, the item number to the left of each citation corresponds to the assigned contribution number. For the convenience of the reader, the abstract section is followed by a condensed bibliography, arranged alphabetically by senior author and keyed to the abstracts by appropriate contribution numbers in parentheses after the entry.

Platiniferous horizons such as the Merensky Reef that are mined chiefly for their PGE contents constitute one end member of a continuum of Ni-Cu-PGE sulfide deposits; Ni-(Cu) sulfide deposits in which the PGE may or may not be by-products represent the other end of this continuum. Although it has long been thought that PGE-rich sulfides can only be developed by magma mixing in large magma chambers, new PGE data for the Bushveld Complex suggests an alternate model to account for origin of mineralization in the worldÆs most important Pt producer. Briefly, this model suggests that PGE-rich sulfides were initially deposited at depth below the Bushveld Complex as a result of interaction of a S-undersaturated mantle magma with S-rich crustal rocks. These PGE-rich sulfides were subsequently re-dissolved by a second magma, which introduced the PGE into the Bushveld Complex magma chamber, where the PGE-rich reefs were formed due to cooling of these magmas. If this model is correct, it means that large layered mafic/ultramafic intrusions are not a prerequisite for the formation of economic PGE-rich deposits. Exploration for Merensky Reef-type PGE deposits can be greatly facilitated by documenting variations in the background PGE contents of non-mineralized rocks collected on traverses across mafic/ultramafic intrusions; the mineralized horizons occur at cross-overs in ratios such as Pd/Cu, Pd/Se and Pd/S.

An experimental evaluation of a selective agglomeration process in which an agglomerated coal rich phase was produced as a result of mixing light oil to various raw coal slurries is described. The beneficiation achieved by this method is compared to that obtained bv conventional froth flotation. The results suggest' that oil agglomeration is a more selective process than froth flotation and is less sensitive to variations in feed pulp density. Selective agglomeration has the additional advantage of producing a low moisture content product. The effect of replacing flotation filter cake with an equivalent amount of selectively agglomerated product in coke-making was studied with the aid of a pilot-scale coke oven. The results suggest that the principal effect of such a measure is to increase the bulk density of the charge.

"The Eglinton Crosstown Line was conceived as the Eglinton Crosstown LRT, a partially underground light rail line, announced in 2007 as part of the Transit City plan, which included the implementation of six other light rail lines across Toronto.There were 43 stops planned for the Eglinton Crosstown LRT, 13 of which would be underground . For those underground stations a lot of specialty foundation works needed to be carried out. King piles, soldier piles with lagging and secant piles were mainly required fulfilling the tasks of installing the retaining wall system.The paper will focus on the original design and alternative solutions, discussing the benefits and limits of these. It will also explain the installation process in general as well as some specific features related to specific site conditions, e.g. limits in installation depth, soil characteristics etc. The required equipment will be explained showing the benefits and limits.INTRODUCTIONThe Eglinton Crosstown project is a 19-kilometre LRT line that will bring much needed relief to the transit woes of Torontonians. Traversing the city in an east-west slice across the midtown artery of Eglinton Avenue, the Crosstown rail line involves a combination of 15 underground stations and 10 atgrade surface stops. It is one of the largest transit infrastructure projects under way in North America today. Aecon has joined partners ACS Infrastructure Canada, Ellis Don, and SNC-Lavalin to form Crosslinx Transit Solutions (Crosslinx).As with many of today’s mega public transportation projects, the Crosstown LRT follows the Public- Private Partnership (P3) model. Aecon is an equal partner in the $5.3-billion Crosslinx consortium to develop the Eglinton Crosstown LRT project in Toronto. Upon the LRT's completion in 2021, Metrolinx, the region’s transit authority and also the project client/owner, will turn to the Toronto Transit Commission (TTC) to operate it. The impact of this highly anticipated LRT line on commuters in the Greater Toronto Area (GTA) is expected to be dramatic and immediate once the first train leaves the station five years from now. In fact, Metrolinx is estimating that within its first 10 years of service, the Crosstown line will be carrying 5,500 passengers per hour (in peak direction) and making 100 million passenger trips annually."

Tunnel contracts in New York have in recent years had few bidders with the bids received being much higher than anticipated. Since 9/11, security has become a key issue in planning key infrastructure projects in New York. This is especially true in the case of large water supply tunnels. Striking the right balance between cost and security was the major factor in determining the best configurationfor the Kensico-City Tunnel. This paper outlines the efforts made to determine realistic probable bid costs for the tunnel contracts, and the innovative approaches taken to deal with security issues.

In the paper the method for estimation of settlement of vertically loaded piles in a group is presented. The method is generally based on the hybrid procedure with non-linear solution for single piles and with interaction between them for the low-strain shear modulus. Some attention is paid to the influence of deformation and strength parameters used in calculations. The applied model is verified in the framework of the research programme carried out recently in the Geotechnical Department of Gdansk Technical University. It concerns monitoring and analysing the settlements of the existing structures on piles. A comparison of calculation and measurements results for two tested buildings is presented as an example.

During the coming decade, many of the first generation of ‘super-pit’ gold and base metal mining operations in North and Latin America will reach the end of their economic lives. The closure of such pits in a manner which is environmentally sustainable presents a considerable challenge to the minerals industry. Pit closure often results in the partial or total inundation of formerly dewatered mining operations, and the resultant formation of lakes. The development of techniques for predicting, and controlling, the chemistry, groundwater discharge characteristics and long term hydrospheric impact of these lakes has become a critical aspect of pit closure planning. In this sense, the paper point out that Sleeper Mine was the first of a new generation of open pit gold mines developed in Nevada, USA. The closure of the Sleeper pit exemplifies the use of a range of pragmatic approaches to pit flooding, with applicability to mine closure at many other sites throughout the Américas.

The El Pe±on gold-silver deposit comprises four epithermal, low-sulfidation veins, which contain 2.9 million oz Au and 48 million oz Ag. Provisional data on alteration mineralogy, fluid inclusions, and vein textures constrain the chemistry and hydrology of the hydrothermal system responsible for ore mineralisation at El Pe±on. Alteration minerals include quartz, adularia, albite, illite, smectite, calcite, chlorite, and pyrite. Alteration minerals suggest the existence of near neutral pH, low salinity hydrothermal fluids, which circulated over an area greater than 18 km2. Complex mineral zonation patterns result from variations in host rock permeability and composition, overprinting alteration possibly produced by thermal waters from surficial and peripheral parts of the hydrothermal system, and supergene weathering in the hyperarid environment. The Bureau of Mines, through a memorandum of agreement with the State of Ohio, tested a method of constructing seals in abandoned mine openings in Ohio by means of pneumatic stowing of crushed limestone and gravel with sand. A total of five openings and one shaft were back-filled. Pneumatic stowing uses compressed air to convey material through a pipeline and into the mine opening. The stowing equipment consists of a power supply, a blower, a feeder to inject the material into the pipeline through an airlock, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. Well-graded aggregate up to 2 inches in diameter and having sufficient fines is used as fill. The stowing method is safer and faster than conventional methods, is cost competitive, prevents trespass into abandoned mine openings, and eliminates or reduces the exposure of workers to possible hazards since the discharge nozzle can be kept at the mouth of the opening. The equipment is mobile, and, with some modification, the technique could be widely used for sealing abandoned and active mine openings, even in remote locations and during severe weather conditions.

"The year 2011 witnessed a major surge in rare earth prices as China, supplier of +95% of the world’s rare earths, reduced export quotas and increased export taxes and duties. In response, companies around the world are scrambling for alternative sources. In Canada too, there is a race to be the “first” rare earth producer. Something that is not generally realized is that Canada has a long history of rare earth production and was a major supplier from the early 1960’s to 1990. At one stage, Canada was said to be supplying more than one third of the world’s yttrium and probably supplied even more than that. Five decades ago, thorium was a key element in many non-nuclear applications and Canada became a major supplier of thorium from the late 1950’s to 1968, first as a by-product of uranium and then as a co-product of rare earths. This paper reviews the development of Canada’s original rare earth and thorium production facilities, which were located in the Elliot Lake uranium camp in Northern Ontario. The uses of these elements, geology, mineralogy, markets of the time, and processing are all discussed. Some of the lessons learned from these pioneering operations might be useful in today’s race to develop the next generation of rare earth production plants.INTRODUCTION The rare earths and thorium were first identified in the early 19th century but were little more than curiosities for the next century. However, in the mid-1960’s the invention of rare earth-based phosphors for the cathode ray tube in colour television sets launched a major demand for certain rare earths. The use of thorium as an alloying agent in aircraft and missiles grew rapidly in the late 1950’s. In the same period, demand for uranium for both weapons and power production soared. Also in the late 1950’s, the Elliot Lake uranium-thorium-rare earth deposits (also known as the Blind River deposits) were discovered. This conjugation of events led to uranium production in the Elliot Lake camp, quickly followed by the co-production of thorium and, later, the rare earths. Uranium production in the Elliot Lake camp continued from 1955 to 1996. Thorium was produced continuously from 1959 to 1969. Rare earths were produced, intermittently, from 1965 to 1990. Complete production records are not readily available for thorium and the rare earths but unquestionably Elliot Lake production made a significant contribution to world production. This paper is intended to present as much of the information that is available."

Following extensive trials on a 100 000 tpa Research and Development facility at Kwinana, Western Australia, Hismelt Corporation (wholly owned by Rio Tinto) are confident of the future commercial success of this technology. The Hlsmelt process uses iron ore fines and non-coking coals to produce molten pig iron suitable for feeding to BOF and EAF steelmaking vessels. The unique process configuration combines direct injection of raw materials into the molten iron bath, high rates of metal and slag mixing, and effective post-combustion of the bath gases to achieve efficient coal utilisation. This is the key to the strong economic performance of the process.

Sandsloot open pit is situated on the northern limb of the Bushveld Complex, 250 km north east of Johannesburg, South Africa. Sandsloot is currently the largest open pit platinum mine in the world and is one of six potential open pits in the area. The geotechnical strength properties of the Platreef have posed significant mining and processing challenges to the PPRust operation since inception in 1992. In order to optimize the whole business as opposed to isolated cost centres a mine to mill initiative was embarked upon in 1997. Initial work focused on ore characterization and an entire suite of data was collected for each rock type. This included mineralogy, geochemistry, geotechnical, blast ability indices, as well as metallurgical strength data. The second phase involved the clear definition of customer requirements, namely the optimum performance criteria for the plant and mining departments. This involved extensive field trials and data capture to measure the interaction and influence of the mine to mill value chain. Once the design targets were defined, a 3D geotechnical model was constructed to ensure that the targets were consistently achieved. The model is very similar to an ore reserve model; however, it is populated with geotechnical, metallurgical and blast index data. Through software queries the appropriate blast powder factor for each mining block can be obtained, thereby ensuring the correct fragmentation is blasted for the plant and mining operation. The initiative has delivered significant results showing improvements across the mine to mill value chain. These include increased loading rates, reduced electricity and crushing consumables, as well as higher plant throughput. Additionally, the initiative has benefited both brownfield and greenfield projects on the PPRust operation

INTRODUCTION Behavior of clay soils in response to tunneling is reasonably well understood by reference to the tunnel stability factor NT = Pz/su (Peck, 1969; Heuer, 1974). With this analysis tool, care must be taken to use a value of clay shear strength which represents the actual mass strength, considering such factors as slickensided fissures often found in stiff and hard clays. Behavior of clean sand and gravel soils is also reasonably well understood. Above the water table these soils must be assumed to act as running ground unless they are known to have significant cementation or have a very dense and angular interlocked grain structure. Below the water table they must be tunneled using some form of groundwater control such as dewatering, grouting, freezing, or internal fluid pressure in the tunnel such as compressed air or a slurry tunneling machine. The internal fluid pressure must approximately balance the external water head. Without such precautions these soils behave as flowing ground and may yield large volumes of water flow into the tunnel. A wide range of very fine sand, silty sand, cohesionless silt, and clayey sand soils exist in nature in a variety of geologic environments. The behavior of these soils in response to tunneling, and guidelines for anticipating their behavior, are not well described in the literature. Because of their content of fine particles, these materials may behave as if they initially have appreciable cohesion and moderate to low permeability. They may exhibit significant standup time, and require tunnel internal fluid pressure (compressed air or slurry pressure) less than the full external water head. It is important to be able to estimate the behavior of these soils when planning construction methods. For example, if the external water pressure is 140 kPa (20 psi), but soil stability at the tunnel face can be achieved as a compressed air pressure of 80 kPa (12 psi), a large cost savings may result.

Professional sport venue construction follows a very simple rule. Once the decision has been made to move the team to a new place, construction shall begin immediately, so that not more than one or two seasons pass by stuck in the old home. Such tight construction schedules require a different approach than traditional design-bid-build contracts. Design is mostly done on the fly, the construction schedule becomes a main risk factor and an early contractor involvement is desired. As specialty contractors become more and more sophisticated, owners, their construction managers or the general contractor have realized the value of ideas and modern technology they can bring to the table for a successful and fast project completion. Local knowledge and experience in a variety of solutions play a key role in the specialty contractor’s ability to provide added value to the project. This is also true for the specialty foundation contractor, who needs to understand the complexity of such modern structures from its integrate foundation, over the delicate concrete structure to a potentially fancy movable stadium roof. Not to mention all the modern high tech equipment which shall make such a place a great customer experience. His expertise shall enable him to propose the most suitable foundation element for the given ground condition and application. Rather to build what others have designed, his strength is to propose alternate concepts which will be faster and (hopefully) more cost effective. This paper highlights different value engineering (VE) input a specialty foundation contractor had on 3 major sports arena projects in California. Together with the entire team from owner to GC, including the Geotechnical (GEOR) and the Structural Engineer of Record (SEOR), the most efficient and best performing foundation solution can be found every time. But such an approach also requires the open mind of the owner to entertain last minute changes when the permit drawing set has already been submitted for approval.

A computer program was written for design and cost of a shell and tube heat exchanger in which the total cost, which includes annual fixed charges and annual operating costs, was minimized. The program was written for the type of heat exchanger in which only the tube side pumping costs were significant and for triangular pitch, single or multiple pass, heating or cooling, and no change in phase. Tube diameter was not optimized since the tube dimensions do not affect the cost very much. However, the tube dimensions do affect the shell diameter, number of tubes, and length of tubes; and price optimum design was obtained for four standard tube diameters. Standard heat exchangers having at least the required area are also listed. The program was made adaptable to various fluids and to various tube dimensions by including many of the required data such as physical properties of the fluids, tube data, and standard shell data as input data.
