The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

Modern smart phones include accelerometers based on MEMS (Micro Electro Mechanical System) technology giving the possibility to measure both acceleration and orientation. The widespread use of such phones has driven technological development to such a degree that it is now possible to obtain a triaxial accelerometer unit, that also include signal conditioning and analogue to digital conversion, in a package smaller than 1 cm2 (1/2 sq.in) for a relatively low cost.

A liquid metal flow generated by a magnetic field whose traveling direction is periodically reversed, the Reversed Traveling Magnetic Field (R-TMF) is studied. The modulation frequency ranges from 0 to 6 Hz. Ultrasonic Doppler velocimetry probes the generated fluid flow. Depending on the modulation frequency, a number of characteristic flow features are exhibited. A transition frequency (approximately 4 Hz) exists, above which the flow is no longer sensitive to the force modulation. Below this transition point, the amplitude of the velocity oscillation increases, and then below fm = 0.05 Hz, it saturates around a value close to that observed without any modulation. A theoretical model to obtain an analytical solution of electromagnetic force and to predict flow motion is developed, which is fairly in agreement with the experiments.

Graphite occurs in many places in the United States, but previous to 1914 the domestic production amounted to only 15 to 20 per cent of the natural graphite consumed in this country. Including artificial, graphite, the proportion was about 25 per cent. During the World War the production of both natural and artificial graphite increased until, in 1918 it, contributed more than one-half of the available supply, and since 1919 the proportion has not fallen below 40 per cent. Except during the war period, however, this apparently increasing independence has not been due to any large increase in production from domestic mines. It simply reflects a larger output of artificial graphite and reduced imports of Ceylon lung and chip, grades which have never been produced in substantial quantity in the United States. DOMESTIC DEPOSITS3 American graphite deposits, though numerous and often large, are characteristically low-grade. They constitute an abundant source of potential supply, but in normal times they have proved relatively costly to work, and even at the same price the various products have never been able wholly to displace certain imported qualities, notably crucible grades from Ceylon and pencil graphite from Mexico.

The importance of timbering, not only from a financial point of view but from an actual mining point of view, is so often overlooked or slightly glossed over by the average expert and investor, that I have thought it would prove interesting to go into the matter and to invite discussion upon the subject. We will first take small veins, or reefs as they are termed in some mining countries; and by small veins it is intended to denote fissures from a few inches to three feet. The ore body is supposed to be confined within well defined walls free from gangue matter, unless the casing can be defined as such. Now, if the walls are smooth and moderately hard, no timbering is required other than the stulls, which are braced from wall to wall in order to form platforms or stages to stope from. Should the reef from wall to wall prove payable, or should the vein be of a character to prohibit cleaning or sorting; and it be determined to send the whole of the stone to the, reduction works, the stuUs should be left in place until the section or block of ground is worked out, in order that if a weak spot in the walls (especially the hanging) occur, it would be possible, without any particularly extra expense or difficulty often times accompanied by danger to brace and secure the slabs. After the block became entirely stoped, it would pay where labour was cheap to remove the majority of timbers to stull another section.

Blasting is often required in urbanized areas to allow for economical execution of construction, demolition, and mining. Several examples of operations that require blasting in built up areas include: rock blasting for foundation and utility excavations; surface and underground mining for mineral extraction; and explosives demolition. Although explosives demolition is an engineering discipline, not at all like rock blasting, it still uses explosives for the felling of structures that have outlived their usefulness. Through the use of modem technology and implementation of extra safety precautions, explosives are used safely in congested areas to make the performance of critical work economical and feasible. This paper discusses several precautions required when undertaking various types of rock blasting and explosives demolition in congested areas. It also presents the adverse effects that must be considered when blasting in congested areas. The effects identified include flyrock, vibration and airblast, fumes, and non-elastic (permanent) ground deformations/overbreak. Measures for mitigating and controlling these adverse effects to provide on-site and public safety are presented.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

Ammonium Nitrate (AN) - based commercial explosives are non-ideal explosives. This is because the chemical and physical structure is heterogeneous on a distance scale comparable to, and in many cases larger than, the reaction zone in the detonating explosive. Such systems consist of inter-molecular fuel-oxidizer systems. Attempts have been made to minimize the heterogeneous nature (inter-molecular distances) of these explosives; emulsion systems are the latest examples of these commercialized AN-based explosives which balance cost, utility and performance. This latter factor (increased performance) is a direct result of increasing the contact between oxidizer and fuel.

Drilling accuracy is the foundation to any successful blast operation. Even the best blasting practices cannot overcome poor drilling and still obtain desired results. Inaccuracies in boreholes can result in flyrock, increased vibration, uneven floor, and other undesired effects. As depth increases, variation in actual burden and spacing is expected even if collars are located precisely. Problems arise when this deviation reaches a point where it adversely affects the function of the blast design. Not only can unsafe conditions such as insufficient burden at the face develop, but poor fragmentation can compound adverse effects. As with any troubleshooting, problems cannot truly be fixed if they cannot be measured. As a result, significant work has been done in the past on this subject. Currently, there are both cheap and expensive methods used to quantify deviation for a given borehole. However, implementation of these techniques is limited. In general production blasts, little is known about the variance in designed versus true borehole geometry. This is especially true if the blaster does not see telltale signs of drilling deviation. However, losses in blast performance may exist and provide an opportunity to obtain better fragmentation and reduce fines. As drill and blast operations strive for better optimization, greater focus is being placed on drilling accuracy and solutions to this problem. The following paper details the use of several current methods for deviation measurement in order to help prevent compromises of safety and improve overall blast performance.

Relatively infrequent use by metallurgists of the term "sponge chromium" as contrasted to more than occasional reference to "sponge iron" may be ascribed to the fact that the former material is not a commercial product, while the latter has been known and used, at least in one form (Swedish sponge iron), for several decades. It is doubtful whether a true sponge chromium ever has been prepared heretofore in the laboratory by more than one or two investigators. Nature presents a much. more difficult problem to the investigator endeavoring to make sponge chromium than pertains to the production of more easily reducible elements such as iron or nickel. Recent widespread interest among metallurgists in the possibilities of powder metallurgy is ample incentive to explore the feasibility of producing pure chromium metal in finely divided form. The shift in terminology of this statement from "sponge" to the "finely divided form" is deliberate in emphasis of distinction between terms that occasionally have been used loosely. It would seem desirable that a uniform usage descriptive of finely divided metals be adopted. While to some it might seem preferable that the terra "powdered" metal be reserved for a finely divided form produced by mechanical means, as, for example, chromium produced by the mechanical comminution of electrolytic sheets or flakes, current usage of the term "powder metallurgy' involves no distinction as to source type of material. It is usually accepted, however, that a sponge metal is one reduced from oxide or other combined form at temperatures below the melting point of metal or oxide so that the particles of metal are pseudomorphic, at least macroscopically, with the source material, and, in consequence of the loss of material without change of external shape of the particles necessarily have an open, porous, or "spongy" structure.

I had the opportunity recently to visit a magazine site of a major explosives company. It was fun to see the storage areas again and it was really interesting to see one of the old magazines that probably dated back before my time. Now that’s an old one. As son Tom says, “When Dad was young the Dead Sea was just sick.” While the magazine has been upgraded with a modern lock to match today’s standards it still has the old tumbler lock that is opened with the large bronze key. Those old tumbler locks were just about standard on magazines years ago. Those bronze keys were heavy and would make a good display item today or maybe a substitute for a blackjack. I don’t think the old locks would stop the modern criminal but then in those days we were all less sophisticated. And maybe I shouldn’t say this but honesty was a bit more prevalent then. Maybe ‘cause old fashioned police brutality still prevailed.

"The St-Honoré carbonatite complex, located 8 miles north of Chicoutimi, Quebec, was discovered in September 1967 as abnormal radioactivity was detected in the course of SOQUEM's aerial surveys. The complex, covered by a shallow layer of Trenton limestone, has been explored by aeromagnetic, ground gravimetric and magnetic surveys, and 12,013 feet of diamond drilling. Its age, from potassium-argon dating, is 650 million years. The carbonatite is approximately kidney-shaped and has a surface area of 6 square miles, 20 per cent of which is explored. It shows a central core of coarse-grained massive dolomitic carbonatite and an outer ring of foliated dolomitic carbonatite.The exploration work to date has resulted in the discovery, in the foliated carbonatite, of an incompletely drilled niobium (columbium) zone of pyrochlore-bearing carbonatite, at least 1,000 by 800 feet in size. This zone contains 5,000 tons per vertical foot grading 0.86 per cent Nb205 or at least 15,000 tons per vertical foot grading 0.66 per cent Nb205 or 45,000 tons grading 0.48 per cent Nb20s. The pyrochlore contains an average of 64 per cent Nb,Os. The central core contains a zone of rare-earth-bearing carbonatite (as monazite), grading up to 4.5 per cent rare-earth oxide, 3,500 ppm zinc and 290 ppm molybdenum. Stocks of nepheline syenite and magnetite diorite accompany the carbonatite. The total analysis and trace-element contents of typical rocks are presented."

"Sluggish prices for commodities and a glut of oversupply of many commodities did not stop the world’s largest mining equipment makers from showing off their latest and greatest machines and technology starting with the world’s largest equipment trade show, bauma 2016 in Munich, Germany.From April 8-14, an estimated 580,000 visitors from 200 countries visited the show that featured 3,423 exhibitors from 58 countries. While primarily a show for construction equipment, the mining footprint has grown over the years. Among the largest exhibits was that of Liebherr, which brought more than 100 products, had an outdoor exhibition stand, a stand for the components division and a career stand under the motto “Be Part of Something Bigger.” One of the biggest aspects of the exhibit was its mining products where the company staged the first-ever professional table tennis match in the 130 m3 (170 cu yd) dump body of the T 264 mining truck. The top German players Timo Boll and Patrick Franziska with their trainer Jörg Robkopf faced Austria’s singles world champion from 2003, Werner Schlager, and the reigning Team Europe champions Chen Weixing and Stefan Fegerl.“Bauma 2016 was an absolute success for Liebherr. With this year’s appearance we were once again able to show our innovative strength, performance and technological diversity to a very large and international audience from the industry. We conducted interesting discussions with numerous customers and partners from various countries and discussed new projects,” said Stefan Heissler, Member of the board of directors of the Liebherr Group.Likewise, Caterpillar, the world’s largest maker of construction and mining equipment had a large presence at the show with more than 60 products and 12,000 m2 (129,000 sq ft)of exhibit space. Investigations show that Co-based melts embedded by glass flux in a crucible can be under- cooled nearly as strong as samples processed containerlessly by electromagnetic levitation. This allows to measure magnetic susceptibility on undercooled melts while combining the use of a Faraday-balance and undercooling technique. The magnetic susceptibility of Co and Co-based alloys (such as Co-Pd and Co-Cu) is investigated as a function of temperature from superheated to undercooled state. This is done by measuring the change of magnetic force F, on a sample in a constant magnetic field Bo and an additional gradient field by means of a Faraday-balance. When liquid Co-based alloys are undercooled the magnetisation steeply rises if temperature approaches the Curie temperature. The magnetisation is measured for some Co-based alloys in liquid state as a function of alloy system and its concentration. The results show that the magnetic susceptibility of the liquid undercooled samples follows a Curie-Weiss behaviour, from which Curie temperature and magnetic moments for the liquid state are inferred.

"The purpose of this paper is to introduce to the minerals processing marketplace a viable alternative to conventional mechanical agitation and pachuca airlift agitation. What follows is a brief introduction to the Atara Corporation and the fundamentals of how an Atara ""cannon"" mixer operates. The main body of the paper is concerned with the results of a study to evaluate the cannon mixer for a gold cvanide leach application. A brief summary of research and testing for other metallurgical applications is also presented.1. 1 THE COMPANYThe Atara Corporation is a privately owned Canadian company, headquarted in Dorval, Quebec. Its subsidiary, Atara Incorporated, located in Paramus, New Jersey services the municipal wastewater treatment market in the United States. Dorval focuses on industrial mixing applications in Canada and the US. The Atara Corporation provides design, engineering and specifications of agitators for mineral land other) processing applications. Fabrication of mixers is pursued in either Canada or the US, depending on the ultimate destination.Although Atara and its unique static in-tank mixer are relative newcomers to the mining industry, the cannon mixer has demonstrated its value over the past 20 years in municipal wastewater treatment services. In the past four years the Atara unit has been developed for industrial applications; the bulk of the development work has been for metallurgical applications. To-date the cannon mixer has been evaluated for mixing slurries in the following applications: nickel-copper concentrate storage, copper concentrate storage, coal slurry storage, gold cyanide leaching, uranium acid leaching, silver leaching and zinc acid leaching. "A young private R & D organization, COREM celebrated its 10th anniversary in 2009. Managed by a consortium of nine mining and metallurgical companies, COREM has the mandate of increasing the competitiveness of its member companies through the development and transfer of mineral processing innovations. Typical technologies developed by COREM include alternative mineral processing techniques, novel operating strategies, innovative sensors and process simulation software. Many of them were developed in partnership with universities and selected research organizations.Because the COREM membership base is broad (from ferrous to base, to precious metal industries), its R & D program must deliver technologies with applications within a wide spectrum of mineral processes. Comminution, physical (gravity and magnetic) separation, flotation, cyanidation, pelletizing and thermal processes are the main topics of the R & D program. A number of new technologies have been developed and transferred to the plants of member companies. These examples of transferable technologies demonstrate the capability of COREM to impact the bottom-line of its member companies.INTRODUCTIONCOREM is a private mineral-processing R & D organization that operates from its own laboratories and pilot-plant with its own staff of professionals and technicians (about 95 persons). It is managed and financially supported by a consortium of nine mining and metallurgical companies and three provincial and federal ministries. This progress has paid divi¬dends in increased production and in lower accident-frequency rates. The trend has been toward more efficient use of mechanical and electrical power and abolishment of many of the backbraking tasks formerly required of min¬ers and trammers.ScopeTransportation of iron ore as described in this paper covers (1) movement from the working place to ore raises by scrapers, shaker,conveyors, and belt conveyors, and, loading underground cars from chutes or-by scraping from loading drifts; (2) underground haulage, which includes underground cars trains, locomotives, and tracks; (3) shaft station's and hoisting shafts, which. Includes dumping cars, storage-pockets; auxiliary storage trenches, and shafts; (4) hoisting, which consists of skips, cages and hoists; and (5) head frames, loading into railroad cars, and stock-pile haulage.The 19 underground iron-ore mines discussed in this paper, situated in the Menominee, Marquette, Gogebic, Guyana, Mesabi, and Vermilion iron ranges of Michigan, Wisconsin, and Minnesota., shipped about 9,000,000 tons of iron ore in 1945, which constituted 56 percent of the underground iron ore taken from the Lake Superior district."

Cyest Corporation has been involved in economic modelling and optimisation with various mining clients within South Africa, and internationally, for the past 5 years. In the mining industry in particular, the relationships between variables that are controllable, and those that are not, and the physical and economic outcomes are complex and often non-linear. These relationships constitute an economic system. In the mining context, although many of the relationships can be accurately quantified on a ?single variable to single variable? basis, such simplistic relationships will not suffice in order to understand the dynamics of an entire mine. One has to specify and quantify the relationships between hundreds, if not thousands, of variables. Furthermore, in reality, these relationships change over time. This is the role of an economic model where all the relevant cause-effect relationships, within pertinent constraints, are accurately represented. Models that are used for optimisation must therefore capture the dynamics of the economic system in question as well as anticipate changes to the relationships between these variables. An accurate economic model is a prerequisite for successful optimisation. Optimisation entails the allocation or configuration of resources, within control of management, which will maximise (or minimise) a desired objective function. An optimal configuration (implying trade-off) of controllable variables therefore exists for a given set of assumptions that will yield a maximised objective function. Due to the multi-variant trade-offs required for optimisation, the concept of the ?Economic Surface? or ?Hill of Value? has been used to represent these optimisation outcomes and to discern the route to an optimal configuration. A good example of this is the volume versus cut-off grade trade-off that yields an optimal value for a particular shaft with its unique geological and economic assumptions. More recently, Cyest has extended these economic models to incorporate risk associated with variance in assumptions and inputs. This is termed DFA (dynamic financial analysis) and incorporates stochastic modelling and some of the latest actuarial techniques around modelling global assumptions (such as pricing and exchange rate). This paper will cover the theory around mine optimisation through some example case studies, and also explain the latest thinking regarding incorporating DFA.

Almost every form of iron ore and carbon material has been used as a raw material in the production of pig iron in electric reduction furnaces. Experience derived from the operation of the large 33,000-kva. Tysland-Hole furnaces, however, indicates that production results are very much influenced by the raw material conditions. The author presents the principle pattern of the metallurgical structure of the interior of an electric pig iron furnace. On the basis of this, he discusses the variations of electrical and metallurgical conditions for the process which will take place with changing raw materials. The formation of a coke bed underneath the electrodes, and its influence on the furnace operation, is illustrated. Quality and grain size of the coke added to the charge will influence the build-up of the coke bed and will thereby also affect the electrical re-''Elektrokemisk A/S, Oslo, Norway. resistance and reduction potential in the furnace.

The performance of the V-Day Mine near Danville, Illinois has been evaluated from data extending over about a 20 year period. The area included in this study involves over 16 acres. Essentially this entire area has progressively subsided. Extensive data has been collected on the geologic and mining conditions, the subsidence movements, as well as on the response of the surface structures to the subsidence. In this paper a detailed summary of the site conditions is given, and the mechanics of progressive failure of the studied room and pillar mine is postulated. These progressive long-term failures of the V-Day are then compared to other similar mine failures in Illinois. Some overall, but tentative, long-term strength evaluations are presented as well.
