"Current understanding of the mechanisms by which glassy and crystalline thin ribbons are formed in high speed continuous casting processes is considered. A computer model of the combined heat and momentum transfer during melt spinning has been developed. The influence of roll velocity and of heat transfer coefficient (between the melt and the roll) on the temperature and velocity distributions within the melt puddle is analysed and the thickness of the extracted ribbon computed. The relative importance of heat and momentum transfer under different conditions is assessed and differences between the casting of crystalline and amorphous strip highlighted.IntroductionHigh speed continuous casting of thin metallic ribbon and strip is currently of considerable interest both to metal processers and to those studying process mechanisms. The practical interest arises both from the potential economic benefits to be gained from a shorter and more energy-efficient production route and from the ability to obtain extended and uniform thin strip having a metastable microcrystalline or amorphous structure with enhanced or unique properties. The latter arise from the rapid solidification associated with the cooling of very thin sections of melt brought into intimate thermal contact with one or two rapidly moving heat sinks.The principal processes for casting thin strip include free jet, chill-block melt-spinning (GBMS) (1), melt drag (MD) (2), planar flow casting (PFG) (3) and twin-roll casting (TRG) (4). For the first three of these, all essentially variants of melt-spinning, melt flows through a nozzle onto the circumferential surface of a rapidly rotating roll, whereas for TRG the melt passes into the nip between two contra-rotating rolls. We shall be concerned in this paper with the single-roll melt spinning processes only. For these, a puddle is established where the melt contacts the roll surface and the length of this puddle l is a function of the process conditions, notably the circumferential velocity of the roll Us and the volumetric flow rate of the melt Q. The contact time between any point on the roll surface and this puddle, or residence time eR(= l /Us) determines the thickness of ribbon t extracted from the puddle. This thickness, in turn, partly governs the cooling rate T and the amount of undercooling in the melt and thus the microstructure of the solidified ribbon."

As a safeguard against excessive clinker troubles, specifications for the purchase of coal can be drawn to include the "softening" or "fusing" temperature of the ash. The value of such information has been recognized by the Bureau of Mines and has induced the bureau to investigab~ laboratory methods of determining the fUSIbility of coal ash, and the bearing of the results on clinker formation in fuel beds. The bureau realized that the fusibility of a mixture of oxides and silicates snch as is comprised in coal ash ,'aries according to the conditions under which tests are made, and that in the absence of any generally accepted method, no agreement is to be expected among tests made in differ«:-nt laboratories. Indeed, Marks a has recently called attention to differences as great as 3900 C. that were obtained with the same sample of ash by two different laboratories. Therefore if a fusion-temperature clause is to have any place in specifications for coal, a standard m('thod of t('sting should be adopted in order to insure comparable results by different laboratories and to obtain the softening or fusing temperature of the ash unde:'r conditions similar to those of a fuel bed. After a consistent method has been devised for obtaining comparable:' results at different laboratories, there will remain the correlation of these results with those from the burning of coal in furnaces before the value of fusibility tests in coal specifications can hE' finally determined.

This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

The effect of longwall mining on streams and shallow aquifers has been the subject of numerous research studies for more than twenty years. As a result of these studies, it has become common to consider an overburden thickness of 400 feet as the lower limit at which longwall mining methods may be used with little or no effect on hydrologic systems. This paper presents the results of a study documenting the response of a large high order stream to shallow cover undermining by longwall methods in the northern Appalachian coalfield. The field site is located in a narrow stream valley where the overburden, composed primarily of limestone and sandstone units interbedded with shales and siltstones, ranges in thickness from 340 to 285 feet above the main bench of the Pittsburgh coal seam. Streamflow monitoring and monitor well measurements indicate that no significant loss zones or water table lowering resulted from undermining the stream or the adjacent valley bottom area. Additionally, hydrographs for shallow near-stream wells exhibit fluctuations related to natural seasonal variations, which are nearly identical to those observed in a non-undermined control well in the same watershed. Environmental factors affecting streamflow were monitored through the use of a control stream in an adjacent non-undermined watershed to differentiate between natural and mining induced changes in flow.

MOST recently elected to the limited group of Honorary Members in the A.I.M.E. is the distinguished Australian metallurgist, Guillaume Daniel Delprat. His citation reads: "in recognition of his distinguished achievement as metallurgist, engineer, and administrator in the production of ferrous and nonferrous metals," Mr. Delprat's ability and experience in both the ferrous and nonferrous fields at once distinguishes him from most of his professional brothers. Mr. Delprat's nativity was neither Australian nor English, for he was born in Delft, Holland, in 1856, and educated in Amsterdam. At the age of 22 he went to Spain, as metallurgist for the Tharsis Sulphur and Copper Co., Ltd. Afterwards he spent some time with the Bede Metal and Chemical Co., which had mines in both Spain and Norway, and of which company he became general manager. Other positions of responsibility held by Mr. Delprat before he went to Australia included the managing directorship of the Cordova Exploration Co., with properties in Spain and Canada; of the Rincon Silver-Lead Mining Co., in Spain; and of the Deloro Gold Mines, in Canada.

It is now generally conceded that coal is the product of deposition and transformation of debris of forests and swamps.29 Ample data are available to illustrate the metamorphosis of biochemical substances through biological action; other data show the progressive regional metamorphism existing in coal beds;25 and numerous examples of change effected by intrusion of igneous dikes into coal deposits have been established.23 However, often the relative importance of the biological and the geological factor in determining the character of the various natural coals is a debatable question. Since both biological and geological factors are ever present in nature, the problem, at first glance, would appear to resemble certain probability problems: specifically the simultaneous toss of two coins, with the biological factor as heads and the geological as tails. The probability is 2:I for the combined effect of both factors, as compared to the exclusive effect of either one, if the a priori probability is the same for each factor. This condition can be analyzed by a thermodynamic treatment of data, which may be obtained from a consideration of pertinent biological, chemical, geophysical and geological facts. Synopsis of Biological and Chemical Facts The biosphere is not sterile; i.e., microorganisms are always present. Microor- ganisms have been established in the ocean deep, under the ice of the polar regions, in the sand of the deserts, and in swamps far below the surface. The various biological media may be acid, neutral, or alkaline, and they may or may not be readily accessible to air. Microorganisms are encountered almost everywhere, except where the temperature is not within the range tolerable by microbial life. Of course, with changing conditions, the type of microorganisms will change. All chemical products of life—proteins, fats, carbohydrates, lignins, waxes, resins— may serve as a habitat of microorganisms. In the decomposition of a medium, some microorganisms macerate organic matter mechanically and remove certain constituents for their own nutrition; others decompose a large part of the organic matter but may leave certain constituents undecomposed. Some attack only certain specific ingredients of the organic matter. All of them build up cell substance. The nitrogen content of the medium largely determines the degree of decomposition. Below 1.7 per cent nitrogen, growth of microorganisms and hence decomposition of organic material is retarded; consequently organic material will accumulate.17,32 Such accumulations of organic material may give coal eventually. Coals differ in type and rank. The nature of the original vegetation and the conditions attending the transformation of the accumulated debris determine the type of coal such as bright, splint, cannel, and algal or boghead coals. "For decades, pillar recovery accounted for a quarter of all roof fall fatalities in underground coal mines. Studies showed that a miner on a pillar recovery section was at least three times more likely to be killed by a roof fall than other coal miners. Since 2007, however, there has been just one fatal roof fall on a pillar line. This paper describes the process that resulted in this historic achievement. It covers both the key research findings and the ways in which those insights, beginning in the early 2000s, were implemented in mining practice.One key finding was that safe pillar recovery requires both global and local stability. Global stability is addressed primarily through proper pillar design, and became a major focus after the 2007 Crandall Canyon mine disaster. But the most significant improvements resulted from detailed studies that showed that local stability, defined as roof control in the immediate work area, could be achieved with three interventions:• Leaving an engineered final stump, rather than extracting the entire pillar;• Enhancing roof bolt support, particularly in intersections, and• Increasing the use of Mobile Roof Supports (MRS)A final component was an emphasis on better management of pillar recovery operations. This included a focus on worker positioning, as well as on the pillar and lift sequences, MRS operations, and hazard identification. As retreat mines have incorporated these elements into their Roof Control Plans, it has become clear that pillar recovery is not ""inherently unsafe.""The paper concludes with a discussion of the challenges that remain, including the problems of rib falls and coal bursts.INTRODUCTIONPillar recovery has always been an integral part of underground coal mining in the US. When room-and-pillar methods are employed, large blocks of coal in the form of pillars are initially left in place to support the weight of the overburden. "An increasing number of mobile phones is increasing the number of the discarded mobile phones. Many efforts are thus being made to collect and recycle these devices. This paper is a short introduction of the recycling system of precious metals from the discarded mobile phone, currently available in Japan. Moreover, an attempt has been made to compare the energy recovery and the mechanical recycling of plastic wastes from the discarded mobile phone. The assessment has been carried out in the context of the life cycle assessment methodology (LCA). The environmental impact of each option was assessed by calculating the following impact indicators: depletion of abiotic resources (ADP), and global warming potential (GWP). 1. Introduction In 2003, the demand for mobile phones was increased since the camera was included in a mobile phone and the 3rd generation of mobile phones was introduced. In turn, the number of discarded mobile phone is rising sharply. Generally speaking, all the metallic parts of mobile phones can be recovered and recycled by using smelting and purification techniques. The recycled materials are then used to fabricate other new products."

This discussion is concerned with the method of manufacturing, the design possibilities, and the properties of pole pieces for direct-current electric . motors and generators made from iron powder. In such applications as pole pieces, the electric and magnetic properties of the material are of major importance, therefore they are discussed somewhat more fully. However, the main advantage in making pole pieces from powders lies in the rapid and inexpensive method of manufacturing these pieces, and in the flexibility of design, rather than in their superior electrical properties. As a matter of fact, pole pieces from iron powder have found their principal field of usefulness in small electric motors for controls and similar applications where the highest possible flux density in a given design is not required. Fig. I shows a number of different designs for pole pieces made from iron powder. The steps involved in fabricating them are: (I) briquetting—with each stroke of the briquetting press a complete . pole piece is produced; (2) sintering, and (3) sizing, which is a one-step coining operation in a hand-operated punch press. Conventionally small pole pieces are made from laminated electrical sheet steel stock by punching out the laminations and riveting them together (Fig. 2). The powder method has the advantage of being rapid and inexpensive; also, it makes possible the molding of pole pieces with a round hub, which are better from a design standpoint, as will be shown later. It is difficult to make such round-hubbed pieces from laminated stock. The pole pieces could, of course, be machined from solid stock, but this method is not widely used. The raw material for making pole pieces from powder is straight iron powder without the addition of any alloying ingredients. However, the grade of powder used is of considerable importance, as will be shown later when the influence of the grade of iron powder upon the magnetic properties is discussed. Pole pieces are briquetted in the same way that other iron-powder machine parts are made. Because the pole pieces are flanged—i.e., they have a hub and a wing section—they are made in presses that apply pressure from both ends. For best mechanical and magnetic properties, the density throughout the piece should be even and also should be constant from piece to piece. For that reason a powder of constant compressibility from batch to batch is needed for briquetting pole pieces. One method of obtaining the required magnetic properties is to sinter the pole pieces at temperatures higher than are used for most iron-powder parts. A temperature of 2400°F. and an atmosphere of hydrogen has been found satisfactory. No automatic furnaces of the roller hearth or mesh-belt type have yet been developed for such high temperatures. If it does, frontal displace- ment occurs in the laboratory experiments, and oil INTRODUCTION Thc puposes of this paper are to present theoretical and experimental evidence for occurrence of macroscopic instabilities in displacement of one viscous fluid by another immiscible with it through a uniform porous medium and to compare available experimental data with some predictions of a theory of instability developed by the first author. The instabilities are referred to as macroscopic in the sense that spatially quasi-sinusoidal, growing fingers of the displacing liquid are formed, the width and peak-to-peak separation (wavelength) of which is large relative to a characteristic length of the particular permeable medium such as grain size. Visual models of two kinds have been used to obtain observations: displacement of oil by water-glycerine solutions through the flow channel formed by closely spaced parallel plates and displacement of oil by water with and without initial interstitial water through unconsolidated glass powder packs, employing the technique of matching indices of refraction. In all cases we have observed macroscopic instabilities or fingers under conditions predicted by the theory to be favorable for their occurrence. The phenomenon discussed here is not the production of streamers due to gross inhomogeneities such as permeability stratification of the porous medium. It is our object to show, on the contrary, that a quantitative prediction of finger spacing is possible in a porous medium known to be macroscopically homogeneous and isotropic throughout. The importance of the phenomenon in its influence on the configuration of oil and water with respect to oil production behavior was noted earlier by Engel-berts and Klinkenberg' who coined the term "viscous fingering". While the income tax changes are taking shape, much work still needs to be done on the sales tax side of the coin.IntroductionOn December 16, 1987 Finance Minister Michael Wilson tabled measures to implement the changes to Canada's income tax system that were proposed in the June 18, 1987 White Paper on Tax Reform. The measures were set out in a Notice of Ways and Means Motion; draft legislation relating to preferred shares, research and development expenditures; and draft regulations regarding capital cost allowance, certified films, flow-through shares, and the resource sector. The reaction of the government to the recommendations made by the Finance and Economic Affairs Committee Report on Tax Reform (the Blenkarn Committee), the Report of the Standing Senate Committee on Banking, Trade and Commerce and through consultations with interested groups and organizations, business, labour and individual Canadians is set out in a booklet of supplementary information.The basic features of the reformed income tax system set out in the White Paper remain. However, a number of significant changes have been incorporated in the Notice of Ways and Means Motion and other material. The established crown pillar extraction method at Gold Fields Australia Ltd.’s Crusader Mine, leads to the significant dilution and poor recovery of ore due to caving of the overlying loose rockfill. The application of selectively injecting specifically developed ‘FB200’ ettringite (calcium sulphoaluminate hydrate) type cement grout into loose rockfill to form a stabilised rockfill material, enables an artificial crown pillar to stabilise the surrounding rock mass and prevent caving of the overlying loose rockfill during crown pillar extraction. Investigation of the geomechanical criteria for crown pillar extraction beneath stabilised rockfill has enabled the safe and efficient extraction of two crown pillars at the Crusader Mine. La méthode actuelle d'extraction des piliers horizontaux à la mine Crusader dont la propriétaire est le Goldfields Australia Ltd amène à une dilution sensible du minerai, à cause de l'effondrement du remblai peu compacté qui se trouve au-dessus. This paper reviews progress in equipment design and in the techniques applied to mine lighting in Great Britain. The incidence of the disease miner's nystagmus, which was a major source of concern only a few years ago, has now diminished, largely owing to improvements in standards of lighting in mines. The reorganisation of the coal mining industry, involving increasing mech-anisation, together with new safety legislation, has brought about the widespread use of mains electric lighting underground. An account is given of some of the results of research to determine the lighting conditions needed for compliance with the compulsory legal requirement of "sufficient and suitable" general lighting at specific localities in British mines. Some details are given of the techniques applied and the results of recent research in the problem of glare from miners' cap lamps. Of the various factors in the working environment of the miner, it is true to say that lighting is seldom given attention comparable with that devoted to other factors, such as dust, heat and humidity, or atmospheric gas content. No doubt one reason for this lies in the ability of the human eye to adapt itself to low brightness levels. Be that as it may, the fact is that at the turn of the 20th century the miner's working light improved little throughout the centuries during which mining technology has developed. Indeed, in coal mines which encounter a methane explosion hazard, flame safety lamps, with a luminous intensity less than one candle power, were virtually the sole means of lighting during almost the whole of the 19th century. The 20th century has witnessed a substantial improvement in lighting techniques underground in coal and metalliferous mining. In Great Britain the general pattern has been one of standards periodically raised by the implementation of Statutory Regulations imposed under successive hlines Acts, but it is fair to add that the more progressive mining companies usually anticipated the Statutory Regulations, which when they have been put into effect have served to turn into general practice what was already being done at the better mines. In earlier years, official requirements were limited to the specification of approved lamp designs, with stipulated minimum values of luminous intensity and light output, but more recently the necessity of satisfactory maintenance of standards during service has been recognized, and the current regulations not only require that a maintenance organisation should exist, but also specify a maximum permissible depreciation below initial approval standards.'

"Significant progress has been made over the past few years on characterizing and understanding the hydrodynamic properties of frothers and collectors and their effect on flotation performance. This new understanding of the relationship between chemistry and hydrodynamics has dramatic implications for how flotation circuits should be controlled and optimized. Previous work has shown that choosing a frother of the right ‘strength’ is critical to the optimization process, and the work and discussion presented here serve to strengthen the argument. In addition, we know that collector chemistry will also influence hydrodynamic properties and needs to be taken into consideration. To achieve the desired outcome, the overall system of reagents and operating parameters must be considered. This paper describes and discusses some of the findings from recent research on frother and collector chemistry effects (on hydrodynamics), and how this knowledge can be used to improve flotation performance. Examples from plant experience are discussed.INTRODUCTIONFrothers perform various functions in flotation but the primary ones are control of bubble size in the pulp zone and stabilization of the froth zone. Laskowski (2003) was among the first to try to capture both roles in characterizing frothers in order to provide a basis for frother selection for a given duty, as well as to explore the link between function and frother chemistry (structure). The method he used requires bubble size data and a frothing index; the procedure has been simplified by Cappuccitti and Finch (2008) using gas hold-up to substitute for bubble size, and froth height (without overflow) as the froth stability metric. The gas hold-up/froth height relationship will be referred to as ‘hydrodynamic characterization’. Essentially, the gas hold-up parameter reflects the sum of the hydrodynamic conditions in the pulp phase (water in this case), i.e. the effect of bubble size plus the apparent impact of the water surrounding the bubble due to the frother (Finch, Nesset and Acuna, 2008). Similarly, the stable froth height parameter reflects the sum of hydrodynamic conditions in the froth, i.e. the effect of bubble size undergoing coalescence plus the influence of the water in the lamellae and Plateau borders between bubbles. It could be argued that the gas hold-up/froth height relationship is a superior one to simple bubble size/froth index for discerning differences in frother behaviour"

The studies herein reported were begun as a part of researches undertaken by the United States Geologü;al Survey looking to the more effcient utilization of the coal in the United States through the reduction of waste in its extnidion, and were continued as part of further researches having regard to the conservation of the fuel resources of this country and to the lessening of injuries and fatalities in coal mining. Among other phases of the general problem to be studied were the origin of the gas whidi escapes into coal mines, its modes of occurrence in the coal and rock strata, and the conditions governing its outflow into the mines. The subject of relative danger from destructive explosions due to gas and coal dust in different mines belonging to different coal fields was to be one of the principal lines of investigation. But this work was barely under way when the series of unusually disastrous explosions in the Naomi, .Monongah, and Darr mines of Pennsylvania and West Virginia, in December, 1907, afforded an exceptional occasion to observe the behavior of explosions on a large scale. Because of the opportunities for study afforded by these terrific explosions, the inquiry originally planned was d ¡verted to the more specific investigation of the conditions in tl10SC mines, and the examinations have been directed toward finding those qualities of gas and dust which were concerned in these explosions. The following discussion, therefore, consists essentially of a report on that subject; but it is far from being exhaustive, and is to be regarded as a preliminary outline of investigations which are still in progress. The first of the three mine explosions mentioned occurred in the Naomi mine of the United Coal Company, near Bellevernon, Pa., on Sunday, December 1, at 7.40 p. m. All the men who were within the mine at the time, fortunately only 34, were killed. Less than a week later there occurred in mines Nos. fì and 8 of the Fairmont Coal Company at Monongah, W. Va., the most disastrous mine explosion yet recorded in the annals of American mining. The mines were comparatively new and well laid out. Mine No.8 had been in operation only about two years and was the pride of the Fairmont Coal Company. Mine No.6 was first opened ahout four years earlier. In order to make it possible, in case of emergency, for either mine to be ventilated by the ventilating system of the other, the two sets of workings were connected underground. The F face heading of mine K o. 6 led direetly into No.2 north heading of No.8 mine. On Friday, Dcccmber 6, at about 10.30 in the morning, an explosion of unusual violcnce swept completely through both mines, pursuing its course throughout the numerous ramifications and bursting out of the two pit mouths, located It miles apart, nearly simultaneously. The slope of mine No.6 was only slightly damaged, but at the mouth of No.8 the destruction was very great. The fan was wrecked, the engine house was demolished, and mine timbers were blown across Monongahela River: As nearly as can be determined, 361 men were killed in the two mines by the explosion. .While the inspection of the Monongah mines was still in progress, on Thursday morning, December 19, at about 11.20, a similar explosion wrecked the Darr mine of the Pittsburgh Coal Company ut Jacobs Creek, Pu.; 238 men lost their lives in this explosion, which in number of casualties is second only to the :Monongah disustcr in the history of American mining. Of ull thc men in the mine at the , time of the explosion, only one mun, who happened to be within 100 feet of the ~iUrface on an old manway in a wet, unexploded portion of the mine, succeeded in escaping alive. The underground investigation of these mines was made in cooperation with Clarence Hall and ""Valter O. Snelling, of the United States Geological Survey, and James ""V. Paul, now of the Survey but at that time chief of the department of mines for vVest Virginia, to all of whom the author is greatly indebted for valuable assistance, suggestions, and advice. Mr. Paul will rcport on the nature of these explosions, the precipitating causes, their destructiveness, and the general cüliditions in these mines following the disasters. The present report is confined essentially to the laboratory examination of some of the explosive materials collected from these mines directly ufter the explosions.

This evening I would like to speak about men for the mineral industry.It is trite to say that the mining industry is expanding rapidly and that technically trained men are in short supply. How short is difficult to assess and impossible to quantify.The industry has been traditionally managed by technically trained men experienced in the ways of their fellow men. Let us start with the assumption that men with this training and experience are essential to management of mining and metallurgical enterprises.I suggest that we do this as it avoids argument with those who are beginning to suggest that such men are not so important as they used to be; who are suggesting that the latest sophisticated business management schools can produce managers who can straight out of school join the upper echelons of an organization and successfully manage it by the use of modern systems and techniques without the need to rub shoulders with men of all callings and get their hands dirty in the process.This kind of thinking brings to mind the modern cargo ship which is equipped with all the latest gadgets of science. It can find its way from Sydney to Auckland with no one in the engine room and the man on the bridge spending most of his time writing to his wife or reading the latest novel.How often do we read of this ship being tied up in Sydney because the crew sympathizes with the cook who has been slighted by some uncomplimentary remark about his toheroa soup? Here is a pieceof sophisticated machinery stopped through no technical fault, but held up by the whim of man. The understanding of man by man can spell the success or failure of any endeavour. A single man can leadan organization to the pinnacles of success, or doom it to utter failure in spite of modern systems and techniques.So let us start from the point that people matter.Through the years our Institute has been fortunate in having many members who have felt strongly...

The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

The patent issued to Sulman, Pickard, and Ballot, November 6, 1905, and assigned to Minerals Separation and Minerals Separation American Syndicate, for new and useful improvements in ore concen- tration, its object being to separate metalliferous matter from gangue by means of oils and fatty acids that have a preferential affinity for such metalliferous matter, the principal feature of which is "agitat- ing the mixture to cause the oil-coated mineral to form a froth," was clearly anticipated by other patents, and each step in the process described in the Sulman, Pickard, and Ballot patent is fully described in more than one of the prior patents, with the single exception of the reduced quantity of oil used; but the discovery that the small fraction of oil is sufficient to produce flotation of the metalliferous matter can not be made by itself or in combination, the subject of a patent. (communication to the Secretary*) :-Any one who has observed the increased efficiency of the Wilfley tables in a mill when fed from a reasonably good hydraulic classifier, as compared with tables fed from a spitzkasten., which is a very poor classifier, will agree to the advantage of ? better classification." It must be gratifying to Dr. Richards to know that, directly or indirectly, maim mill men are responding to his persistent advocacy of correct principles of ore dressing and are accepting the results of his investigations. As he says, these principles mean much for both the conservation of resources and the profit of operators. When Dr. Richards gives us accurate figures as to the maximum size of free mineral grains in the tailings of the Wilfley table and of the vanner, they will be of a good deal of practical value in delimiting the proper fields for the Wilfley, the vanner, and the round table. He has coined the terms ? free settling" and "hindered settling."' The series may be completed by adding "crowded settling," the main principle of action on both the vanner and the Wilfley table, which is the principle of separation in a mass of grains crowded as closely together as they can be and yet continue free to move between one another; and the occurrence of larger mineral particles in the Wilfley tailing than in that from the vanner is apparently caused by the more violent agitation, due chiefly to the purposely sudden reversal of the stroke. It seems likely that the agitation caused by the wash water dropping directly upon the concentrate on the vanner is more harmful than that due to the shake. For the very finest material that can be concentrated by usual methods, the round table is superior to the vanner because it does not, have even, the gentle agitation of the latter. The action on round tables is, not crowded settling," but "film sizing," 2 but agitation is harmful in the latter action. George Gates proved this harm 20 years ago : in slaking the first successful large-scale application of canvas tables in California gold mills he abandoned all shaking motion, although he had patented canvas tables to which such motion was applied.
