The recent upswing in mining coincided with increased environmental concern. These trends have significantly increased regulation, but have not always provided sound environmental protection. Throughout, mining has remained passive, reacting to initiatives from outside. The high road to environmental protection must be an active strategy. The mining industry must take the lead and develop an environmental program effective in price and protection. It must involve all levels of mining. The mining industry should be the real environmental activist. We have the most to gain by sound environmental protection and the most to lose if the environment decays.

Reconciliation of production information is critical to evaluating the effectiveness of predictive models that would allow for the optimization of mining operations. Whether mining open pit or underground, mine-to-mill reconciliations can be one of management's better tools for the performance of proper accounting. Such reconciliations can also be a very useful tool in evaluation and optimization. This paper proposes a set of criteria and objectives for a typical reconciliation program. This paper also presents a stepwise, logical approach to performing reconciliations and discusses the benefits associated maintaining good information. It also highlights some of the potential pitfalls involved and the methods used to avoid collecting misleading information. These issues are illustrated with an example of a model-to-mine-to-mill reconciliation program that is being implemented at an operating mine. The program involves multiple predictive models (long-term and short-term block models), feed from three open pits and one underground mine, in addition to intermediate stockpiling, for a total of 23 mill streams. This paper presents a summarized version of this reconciliation program and its initial results as implemented at Minera Michilla S.A.

The concept of sustainable development is be-coming present in the policies of increasing number of industries and governments. The complexity affects not only production aspects, but has also special relevance for environmental decision making. Not only producers are re-evaluating the services they expect from the environment and concomitantly increasing their willingness to sacrifice other consumption in favour of enhanced environmental services, but the character of environmental issues is becoming more complex as well. Incomplete information, uncertainty, system wide change, trans-frontier impacts, current causes that have far reaching future effects, irreversibility, and possibilities of catastrophic change all complicate the environmental decision making process. Non-ferrous metals production, due to a relatively low level of metals content in ore, results in generating huge amounts of tailings, exceeding usually 90% of the mine output. They must be stored in special facilities, which have the significant impact on the environment both during tailing management facilities (TMF) operation and after their closure. One of the most essential impacts of operating and closed TMFs is their eolic activity, displaying in worsening air quality, aero-sanitary conditions in the neigh-boring villages and contamination of soils close to the facility by heavy metals.

"INTRODUCTION Successful management of megaprojects, meaning delivery within budget, on time and according to expectations, is a fundamental requirement. Many projects have been successful, some have not. This paper reviews megaprojects1, drawn from the author’s projects over the last 50 years, with “lessons-learned” and a summary of recommendations that, if implemented, would improve megaproject management and delivery. Characteristics of these projects are summarized – including outcomes related to key factors such as politics, management, organizational structure, contracting methods, cost estimates, risk and other elements. The projects include the Washington D.C. Metro, Boston Southwest Corridor, LA Metro, Toronto Rapid Transit Expansion Program, BART San Francisco, MARTA Atlanta, London Underground and the Washington State Highway megaprojects – including the SR520 Floating Bridge and the Alaskan Way tunnel. Other projects that illustrate successful, innovative management and contracting methods include the Madrid Metro (low-cost delivery), the Sydney Northside Storage tunnel (outturn cost, alliancing) and the Lake Mead tunnel (working in partnership, risk management). KEY ISSUES A characteristic of megaprojects is that their complexity increases exponentially with size (Reilly 2010, Galloway et al. 2012). These projects are very visible politically, have many stakeholders who must be satisfied and generally span many years and political election cycles. To be successful they must meet expectations, function efficiently, and be delivered under, at or close to budget and schedule. There is a widely-based perception that large, complex projects are always delivered late, over budget and with problems. Specific examples include projects such as Tren Urbano in Puerto Rico – $1.28 billion over initial budget (+133%), the Silver Line Transitway Project in Boston – $286 million over budget (+90%), the London Jubilee Line Transit Project – 2 years late and £1.4 billion (+67%) over budget, the Channel Tunnel Rail Project – £3.7 billion (+80%) over budget, Denmark’s Great Belt Link rail and road link (54% over budget), the 2003 Woodrow Wilson bridge tender in Virginia (72% over estimate) and Boston’s Central Artery Project – several billion (perhaps 100%) over what would have been a realistic initial budget and years late (Reilly 2001c, 2004a; Salvucci 2003)."

AVAILABLE MACHINES Machines discussed in this section include only rubber tire mounted kerf cutting machines of a self¬propelled electrically powered design. Such machines handle bars up to 4.6 m (15 ft) in length, cutting kerfs of from 115 to 191 mm (4.5 to 7.5 in.). The basic design concept of all machines currently in production is very similar. The chassis features dual driving wheels on the cutter-bar end, fixed directly to the main frame. The steering wheels on the outby end of the frame are articulated in some manner to keep all four wheels on the floor over uneven bottom. Machine power for tramming, and all other functions except powering the cutting chain, is furnished from a pump motor that drives the specific pump or pumps required by a given machine. The cutter chain is driven through a mechanical drive train from a separate electric motor having no duty other than driving the chain. The general arrangement of a cutting machine is shown in Fig. 1; two types of machines, with their specifications are shown in Figs. 2 through 5. A hydraulically powered cable normally is included to eliminate the need for manual cable handling and make this a one-man machine. A bug duster, though optional, is needed for most applications. The bug duster is an hydraulically driven scroll conveyor located directly behind the cutter chain drive sprocket. Its function is to move the cuttings away from the sprocket to prevent them from packing up in this area and consuming a lot of machine power to further pulverize them. Available machines vary from models 610 mm (24 in.) high that can cut horizontally only from 203 mm (8 in.) below ground line to 229 mm (9 in.) above, to machines 1143 mm (45 in.) high that can cut in any plane from 178 mm (7 in.) below the ground line to 3.7 m (12 ft) above it. Most currently manufactured machines fall in the 17 200 to 20 400 kg (38,000 to 45,000 lb) weight range, but can be dis¬assembled for underground installation where weight and size are a problem. Maximum teardown results in all pieces having a weight of 5400 kg (12,000 lb) or less and a size allowing passage through a 1.2 x 2.1-m (4x7-ft) opening. Further reduction in either size or weight of the parts becomes a serious problem. Machines currently being manufactured are avail¬able for use with power supplies of 250 v dc; 500 v dc; 440, 550, or 950 v ac (60 Hz). Also available are machines for use on 415, 500, and 950 v 50 Hz. De¬signs to allow operation on other voltages of either 50 or 60 Hz can be made available without any serious problems. As of September 1977, a typical medium-seam ma¬chine without the extra options needed for unusual conditions, but fully equipped to operate, was selling for about $185,000. Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau's responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau's mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman's appointment as acting director, he has spent considerable time on the road explaining his agency's redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau's 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau's history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency's eventual demise. We felt the Bureau's mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow's technologic advances. Don't confuse us with policymakers, we're not. But we are policy analysts; we're scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I'm biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. The risk of TBM jamming because of squeezing rock mass or excessive caving (instability of the cavity) conditions is always a focal point while boring long and deep tunnels with shielded TBMs. Mechanized excavation provides a large amount of real-time data, for each machine’s parameters. Several analyses have been executed to assess the correlations between different sets of TBM parameters for the exploratory tunnel. Instead of analyzing the full dataset, a different approach is proposed, with data processed sequentially to simulate the real excavation situation. The probability distributions are recalculated together with their statistical parameters while advancing. This approach is extended also to the training of a Machine Learning model able to foresee the behavior at future rings based on past rings (using a Recurrent Neural Network). The predictions show a promising first step toward creating practical tools that can assist contractors and designers to correlate and predict TBM excavation data. These tools will assist to predict and quantify high risk situations that could arise during excavation.

The Bacterial Oxidation (BIOX®) process for the pre-treatment of refractory ores for gold recovery developed by Genmin, the mining division of Gencor, has been operating successfully at the Fairview mine since October 1986. The continuous operation of a pilot plant at Genmin Process Research has resulted in further process developments to improve plant operating efficiencies. These new developments which include a higher solids content of the pulp feed to BIOX®, lower retention times, higher operating temperatures, lower power utilization for oxygen dispersion .and reduced nutrient addition have all been successfully implemented on the Fairview plant.lt has furthermore been confirmed that the arsenic precipitate formed in the neutralization of effluent solutions complies to the United States of America EPA standards. Continuous cyanidation pilot plant work conducted on BIOX® product has indicated that cyanide consumption can be drastically decreased if a continuous flowsheet is implemented in preference to a batch leaching system.

Various countries around the world have testing and manufacturing standards in place for steel cord belting. These standards are very comprehensive in what they allow the end user to specify, however, their practical significance in terms of belt life is more difficult to quantify. Such testing standards will be briefly reviewed in this paper in relation to the implication for end user expectancy. Since there is no US standard of manufacture, the end user is left with writing their own specifications. In addition, such standards do not address the effect on belt life of manufacturing faults, such as cord plane buckles, or lateral cord movement. Some new technology used to test steel cord belting will be described as an aid to both manufacturer and end user. Since coal has been designated as the short-term answer to the threatening world energy crisis, improved surface mining techniques, along with improved extraction and handling equipment, are needed to increase the amounts that can economically be mined by open pit methods. A dwindling supply of low cost oil and gas have dictated a major rethinking of our energy sources and their use. New methods for open pit coal mining have to be found to increase coal production and to meet more stringent reclamation laws. Modern twin-engine elevating scrapers can play a vital role in meeting these needs. They are readily available, with short delivery times, from several experienced manufacturers of earthmoving equipment. Recent developments of the elevator system have extended its working range to include many of the materials commonly encountered in open pit mining. The paper deals with the advantages of using twin-engine elevating scrapers in the performance of various mining tasks. These tasks range from utility work to the major task of using the scrapers as a primary stripping toot and, of even more importance, a stripping- reclamation tool for, with scrapers, the overburden can be moved and redeposited in the same strata sequence or soil horizon as in its natural state. A recap of current applications of the elevating scraper will be presented, along with proposed uses.

INTRODUCTION Virtually every sector of society in our country feels the impact of tunnels, either through the transportation of water, commodities, or people. The economic implications are staggering. The Committee on Rapid Excavation (1) reported that during the near future, 1968-1975, underground excavation activity will comprise 946 miles of tunnels (subways: 85 miles; underground urban highways: 123 miles; intercity highway tunnels: 210 miles; water supply tunnels: 528 miles) and 5,119 million tons of crude ore; metals: 874 million tons; nonmetals: 899 million tons; and coal: 3,346 million tons. It is estimated that the cumulative demand for underground excavation in the decade 1970-1979 will be 13 billion dollars for construction-oriented demand and 16 billion dollars for mining-oriented demand. The respective figures for the decade 1980-1989 are estimated at 22 billion dollars and 18 billion dollars. Of the many advantages claimed for tunnels (2, 3, 4, 5) the environmental considerations are becoming increasingly important. Transportation tunnels particularly for rapid transit systems, offer reductions in noise pollution and air pollution while improving aesthetics and optimizing land use (fewer problems of right-of-way and disruption of utilities). Considerable interest has been shown recently in sub-surface construction and mining (6, 7, 8). Recognizing the future demands for tunnels has led to considerable study of methods to improve rates of tunnel advance per day, safety, and the overall economics. A coal's size distribution clay content and moisture content can affect its handling behavior. But the combined effects of these properties and the effects of other properties are not known. Research underway at CQ Inc.'s (formerly EPRI's) Coal Quality Development Center (CQDC) and at Iowa State University (ISU) will answer these questions as part of a four year project to develop a coal handleability index for utilities to use when specifying coals. This paper will present preliminary data from the first year of the project, which focused on obtaining data on the chemical and physical properties of carious coals and their measured handling properties. Additionally, size, ash and moisture analyses and shear test data for several coals used at one power plant will be presented along with correlations between these physical and chemical properties and the measured handling properties. These data lead to the conclusion that while moisture content is the most important variable, the amount of -44 µm (-325 mesh) coal fines is a significant factor in determining coal handling behavior.

"The global mining industry is facing increasing challenges in terms of geological, technological and social aspects. Potential exploi-tation of deposits shows a tendency to increasing depth with complex ores and decreasing grades. A promising approach to deal with these constrains is by applying alternative extraction methods like (bio-)hydrometallurgy as in-situ leaching (ISL) technology. The Bergakademie Freiberg University of Mining and Technology established the “Biohydrometallurgical Center for strategic Elements” (BHMZ) to foster the interdisciplinary research along the entire biohy-drometallurgical process chain to extract indium from sulfide ores. The involved Department of Underground Mining Methods deals with the design and implementation of a pilot-scale underground testing facility for microbial in-situ stope leaching in its “Research and Educational Mine”. This paper discusses the potential of in-situ bioleaching under technological aspects. In addition, different conditioning approaches based on hydraulic and explosive methods for enhanced permeability in the formation are introduced and the gathered data will be presened. INTRODUCTION A reliable, substantial and sustainable supply of raw materials is of crucial importance for any industrialized country. This dependency applies to “strategic elements” including rare earth elements (REEs), platinum group metals (PGMs) as well as a variety of other metals like indium and germanium which are needed for high-tech industry and products such as electric and electronic devices, fibre optics and laser technology (Barakos et al., 2016; European Commission, 2010). Due to the economic growth of the BRIC-countries (Brazil, Russia, India, China), the resource policy of China as well as the volatile world mar-ket prices of different metals the availability of these critical raw materi-als and therefore the dependency of the high-tech producing countries has become increasingly important (Barakos et al, 2016). Adequate supply is often affected by the increasing depth of de-posits, lower metal concentrations and more complex ore mineralogy. In addition, mining activities are increasingly restricted by their envi-ronmental and social impact and footprints. As a consequence, con-ventional mining and processing methods are limited by high energy consumption and technical constraints."

As the 2011 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2011 issue of the Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 330. A significant portion of the contribution that we as a professional society make is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2011 Transactions is the second Transactions to take advantage of new publication technologies. It appears solely in electronic format. The decision to go to an all-digital format for this longstanding publication was a difficult one, but one which will better serve the mining community. Based on the feedback from the 2010 Transactions in e-book format, I believe that the transition to the all-digital format was the proper decision. The 2011 Transactions contain some of the most interesting research from the past year, including a 10-year profile of roof and rib fall trends from the National Institute of Occupational Safety and Health (NIOSH) and a new cross-disciplinary application of the tools of epidemiology to assess and mitigate risk in coal mines . This 2011 Transactions comprise of a total of 82 technical papers (626 pages including index), including all 19 papers published in 2011 in the Technical Papers Section of Mining Engineering magazine (Vol. 63) and all 32 papers published in 2011 in Minerals & Metallurgical Processing (Vol. 28). Additionally, this volume contains 31 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 82 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2011 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Conditions affecting minerals investments are continuing to change at an increasing rate, and in this paper we will attempt to predict the course of mine financing in the future. We will first review the situation historically and then examine the problems and constraints that are now making the financing task more difficult. Suggested solutions are discussed, and a new method of financing a group of mining projects is hypothesized.

"The paper presents dimensionless design diagrams for estimating the stand-up time of a tunnel face in saturated ground of medium-low permeability. The diagrams cover a wide range of ground parameters and apply to shallow tunnels (overburden less than two diameters). As the time-dependency of the face stability in water-bearing ground is associated with the consolidation process in the soil ahead of the tunnel face, the stand-up time is determined by means of hydraulic-mechanical coupled spatial stress analyses. The results presented are important for tunnel engineering practice, e.g. when estimating the feasibility of atmospheric interventions in the working chamber of a closed shield. INTRODUCTION The response of water-bearing medium-low permeability ground to tunnel excavation is time dependent. The time-dependency is due to a transient seepage flow process that is triggered by the excavation and develops slowly over the course of time. Experience shows that the short-term behavior the ground is more favorable than the long-term one: the deformations increase with time; the tunnel face may be stable initially and fail only after some time. The time over which the tunnel face remains stable is called the stand-up time. This paper investigates the time dependency of the tunnel face stability assuming that all time effects are due to consolidation rather than creep. This assumption is reasonable for shallow tunnels crossing water-bearing soils. In the problem under analysis, the unsupported tunnel face remains stable under the undrained conditions prevailing after excavation, but collapses before reaching the drained conditions prevailing at a steady state. The assessment of the stand-up time is important from an economical point of view for both mechanized and conventional tunneling through weak water-bearing ground, as a long stand-up time removes the need for face support or ground improvement works during standstills, thus saving time and money, while short stand-up times require hyperbaric interventions or the implementation of costly and time-consuming auxiliary measures."

The Montana Operations of the Anaconda Company constitute an integrated, though geographically separated, non-ferrous metal production complex. The mines are located at Butte and consist of one large open-pit mine, two small underground mines, a precipitation plant for both underground and pit-dump leach water, and the Weed Copper Concentrator. The smelter, located at Anaconda, Montana 25 miles to the west, processes all Butte copper shipments as well as copper materials from both Anaconda and private mines. Copper and zinc are refined at Great Falls, Montana, 165 miles to the north. Other facilities developed over the years include the Anaconda Forest Products Division, the Butte, Anaconda, and Little. Chicago Water Companies, and the Montana Hardware Company. Data processing for these operations has been performed on an IBM 360 Series, Model 30 computer, utilizing a Disc Operating System. This was replaced in September 1970 with a 360 Series, Model 40 128K unit. In addition, some data processing is also done for Anaconda Company operations located at Britannia Beach, British Columbia; Columbia Falls, Montana; Yerington, Nevada; and Twin Buttes and Tuscon, Arizona. The material under discussion in this paper will be concerned primarily with the mining operations at Butte.

Because of the Chilean Ministry of Mining's interest in the development of industrial minerals, the Chilean Geological and Mining Service (Servicio Nacional de Geología y Minería, SERNAGEOMIN) has carried out a research program during the last two years to identify projects that represent interesting investment opportunities for small- to medium-scale operations in Chile. Most important of these projects are: (1) Quebrada Lluta aluminum sulphate, for drinking- and industrial-water treatment, with a potential domestic and foreign mar- ket of almost 43,000 tonnes per year and investments of about US$1.8 million; (2) Quebrada Lluta-Quebrada Cardones pumice, for abrasives, filters, fillers, and light- weight aggregates, with a potential market of about 30,000 tonnes per year, and in- vestments of US$2.0 million; (3) El Maule dolomite, for soil conditioner and iron smelting, with a total potential domestic market of some 60,000 tonnes per year, and estimated investments of US$2.0 million; (4) Las Escaleras bentonite, for animal feed, pelletising, and oil absorbents, with a potential market of almost 6,000 tonnes per year, and investments of about US$2.4 million; (5) Laraquete-Carampangue andalucite, for alumina refractories, with a future total domestic and foreign demand of about 15,000 tonnes per year, and estimated investments of US$2-2.5 million; (6) Rio Lía garnet, for fillers and sand-blasting abrasives, whose domestic market represents 10,000 tonnes per year, with investments of US$2.3 million; and (7) Munilque pumice, for building bricks and panels, with a potential domestic market of 250,000 tonnes per year, and investments of US$1.4 million. The development of these projects will represent an important increase and a significant diversification in Chilean industrial-minerals production.
