BACKGROUND OF TARP The first settlement in Chicago in the 1830's was only 0.61 m (2 ft) above the level of Lake Michigan. The area was flat and swampy with local streams and rivers generally flowing to Lake Michigan. Repeated outbreaks of cholera and typhoid fever in the middle and late 1800's led to the reversal of the river system (away from Lake Michigan to the Mississippi River). As a result of this reversal, the Chicagoland area has had to restrict water withdrawals from Lake Michigan and has had to develop and implement water management programs in compliance with orders set down by the Supreme Court of the United States. In order to comply with restricted lake diversion requirements and to compensate for a natural setting which was essentially hostile to human habitation, it has been necessary to embark on the construction of massive public works which include the world's largest water filtration plants, the world's largest wastewater treatment plants and finally the construction of TARP. The rivers and streams in the Chicago area are the headwaters of the Illinois waterway system. These headwaters are heavily polluted from combined sewer overflows of the area. Present pollution control laws require that combined sewer overflows be eliminated so that the rivers and streams can be used by the citizens of Cook, Du Page and Will Counties and other downstream communities. Fifty-three of the older most densely populated communities including the City of Chicago, covering an area of 971 sq km (375 sq miles), are served by combined sewers. Direct costs such as medical, legal, administrative, and worker’s compensation costs, property damage, lost earnings, and lost benefits are typically used to compute the economic impacts of occupational injuries. However, there are also a number of less obvious, indirect costs that substantially contribute to the overall loss costs. In fact, for every $1 of direct costs an estimated $3 to $5 of indirect costs are also incurred. This paper presents a systems approach that incorporates engineering, economics, psychology, and sociology in order to evaluate the total value of investments in safety. By studying the interrelated system comprised of the injured worker, their family and coworkers, as well as the organizational structure that was the setting for the incident, a methodology can be developed that will more accurately capture the true costs of mine injuries.

High brightness clays are produced from Georgia kaolin by flotation. Fatty acids are used commonly as collectors for anatase, which represents the major colored impurity in the crude. This process requires activation of the minerals with divalent cations such as Ca2+, in which case proper control of the activation step is crucial to the success of the flotation process. In the present work, laboratory tests have been conducted using alkyl hydroxamates as the collector for anatase. A major advantage of using hydroxamate is that this new collector requires no activator. The laboratory tests show also that the hydroxamate collectors produce consistently better products with higher yields from a variety of kaolin clays.

The use of controlled recirculation can be dated back to the early 1930s. Although this method has been applied in many mines since then, a generalized comprehensive network analysis is still lacking. This paper presents a unique approach in which the ventilation network with a controlled district recirculation is divided into two subsystems: a main subsystem and a recirculation subsystem. The subsystems are analyzed individually and the results and their relationships are then integrated into discussions of the total ventilation system. The analysis of the recirculation subsystem is facilitated by introducing a non-dimensional parameter A, which represents the ratio of the air quantity for the working face to that for the subsystem. As a result, fan and regulator pressures and air power for various recirculation arrangements can be effectively expressed as a function of A and the subsystem air quantity. Numerical examples are included.

Acid Mine Drainage (AMD) is the most serious environmental problem facing the Canadian Mineral Industry today. Acid Mine Drainage results from oxidation of sulphide minerals (e.g. pyrite or pyrrhotite) contained in mine waste or mine tailings. It is characterised by acid effluents rich in heavy metals that are released into the environment. A new acid remediation technology is presented in this paper by which metallurgical residues from the aluminium extraction industry are used to construct permeable reactive barriers (PRB) to treat acid mine effluents. It describes column tests performed to simulate a PRB using Bauxsol?, a chemically and physically treated bauxite refinery residue, as a reactive material. This experimentation shows promising results for the Bauxsol? PRB method in neutralizing pH and removing metals from acidic mine effluents.

INTRODUCTION In a very real sense, Butte, Montana is where the copper came from that won two world wars. The price for that unrestricted mining and smelting of copper came due in 1983 when Butte was declared a Superfund site. One of the most complex remnants of this mining history is the Parrot Tailings site. The Parrot Smelter operated from 1881 to 1910 moving Upper Silver Bow Creek to the south and depositing approximately 370,000 cubic yards of waste material adjacent to Upper Silver Bow Creek. Additional mixed waste from other processing sites deposited below the Parrot Tailings at the Northside Tailings, Diggings East and Blacktail Creek Berm total approximately 224,000 cubic yards of contaminated material. As part of the Superfund remedy, EPA proposed leaving all these wastes in place. This proposal prompted a detailed criticism by several geoscientists familiar with the site. The EPA’s 2006 Record of Decision (ROD) did in fact leave these wastes in place which set the stage for a series of studies which continue to refine how best to protect extensive completed Superfund Remediation downstream of Upper Silver Bow Creek. HISTORY OF THE PARROTT MINE AND TAILINGS Placer gold was discovered in Silver Bow Creek, the headwaters of the Clark Fork River only a few miles from the Continental Divide in 1864. This discovery lead to a stampede of placer and lode claims. One of the first lode claims located was the “Parrot” lode, located in the fall of 1864. Progress for developing a mine at the Parrott was slow and it wasn’t until 1876 that one of the original locators encountered a rich vein of chalcocite. Butte had its first copper mine! The Parrott mine was patented in 1879 and by 1881 the Parrot, having lost a “t”, concentrator and smelter were built. The smelter and concentrator were an immediate success with a considerable market for processing the District’s rich copper ore. In 1885 the employees of the Parrot Smelter bought the Butte Reduction Works, another smelter. In 1885 dams were built on Silver Bow Creek to contain various tailings and related processing byproducts (Figure 1).

Stratiform uranium deposits occur in Canada along the north shore of Lake Huron near the base of the Middle Precambrian Huronian Supergroup. Outcrop of the Buronian Supergroup extends for over 400 km from Sault Ste. Marie in the west eastward through Sudbury and then northeastward to Cobalt. Maximum stratigraphic thickness exceeds 5 km. The predominant Huronian rock type is metamorphosed sandstone (quartzite), with sub- ordinate argillite, conglomerate, mixtite (possibly tillite), volcanic rocks, and minor limestone, Much of the quartzite is highly feldspathic. Substantial uranium ore was first discovered in Huronian rocks in 1953 and has been exploited continuously since the initial mine-mill plant was constructed at the Pronto ore body, 30 km south of the present townsite of Elliot Lake. Only one ore body remains in production, however. It is shared by Rio Algom and Denison Mines 14 km north of the town of Elliot Lake.

Ventilation and refrigeration for mine climate modification, contributes significantly to the operating costs of a deep hot mine. Mine climate simulation programs can be used to minimize the impact of these costs. There are several computer codes available including CLIMSIM?, to assist in this work. Whichever simulation program is used, it is the mine ventilation engineer who must supply the input data. This paper raises and answers the following question, namely: what accuracy is required of the basic input parameters, in order for a certain precision to be obtained in the predicted air temperatures? In the first part of the paper a new approach is described to estimate the dry and wet bulb temperature of the airflow, either in a dry or wet roadway. The calculation procedure allows an arbitrary temperature change with time, using Duhamel's superposition solution. Matrix-vector representation is applied to simplify the computational structure. In the second part of the paper the sensitivities of the dry and wet bulb air temperatures are analyzed to the changes of the rock thermo-physical properties, the heat transfer coefficient and the wetness factor.

Discrete element is a numerical technique for describing the collision dynamics and motion of an assembly of particles. In particular, calculations are done on full three-dimensional space with a force-contact law for collisions and Newton’s law for subsequent motion. It may be said that there is no empiricism in this approach. The paper describes the full scale simulation of large diameter semiautogenous grinding mill of size 40X24 ft. It is shown that the simulation predicts the power draft of plant size mill extremely accurately. Also these simulations have been adapted uniquely to assess the motion of pebbles and slurry in pulp lifters. The passage of slurry from pulp lifters into trunnion is extremely important since flow-back and carryover must be avoided at all cost. The dynamics of slurry flow through pulp lifters is also described in this paper.

"For his pioneering contributions to the understanding of the geology of porphyry copper systems" Recipient Of The 1997 D. C. Jackling Award SPENCER R. TITLEY Introduction The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for continued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade" copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950: the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. This paper proposes a new approach for calibration of dual gamma-energy transmission (DU-ET) ash analyser for improved online analysis of run-of-mine lignite. An adaptive neuro-fuzzy inference system (ANFIS) was developed to model the relationship between the intensities measured by the scintillation counter of the analyzer and the measured ash. Samples collected from Megalopolis lignite mines were measured for their ash content by using standard laboratory methods as well as by DUET. Obtained data was divided into training, testing and validation sets. A first order Sugeno type ANFIS was used in conjunction with early stop training. The calibration performance obtained by this approach was significantly better compared with that obtained by standard calibration methods based on multiple linear regression analysis.

The recommendations resulting from a Dispute Review Board (DRB) hearing of a contract dispute are being challenged more and more frequently. This paper explores possible causes based on the authors’ experiences. Challenges facing the DRB process include: The DRB process is starting to lose some of the informality and flexibility. Both owners and contractors appear to be putting too much weight on a board recommendation on a dispute. DRB’s do not make “decisions,” they provide recommendations for dispute resolution to both parties. The DRB process is not just for contractors to present an unresolved issue to a board hearing. Owners can also initiate a request for a hearing on a disputed issue. For the DRB process to remain a viable element of the successful construction project, confidence must continue to be maintained in a process that is intended to work on behalf of both parties to the construction contract.

As we are all aware, the impacts of the 1977 Surface Mining Act and the implementing OSM Regulations require application of new, as well as existing, equipment and technologies. Our firm recently completed (June, 1979) a study for the Department of Energy titled "Analysis of the Impact of Public Law 95-87 on Mining Performance." The objective of the study was to analyze the impact of the Act and its regulations on mining performance in order to provide recommendations to alleviate the impacts identified, including identification of research needs. This paper presents some of the highlights of that report: projected cost increases; additional equipment needed for compliance; review of methods currently practiced or those which can be modified; and will focus particulary on equipment and technology applications.

There is a large preoccupation concerning the development of expert tools (ET) in the mining industry, in order to minimize the impact from waste dumps and processing residues on the environment. In this paper, the authors present a new approach for the development of an expert tool for each area under study, in order to minimize production and disposal of mining wastes on the environment, by taking into account the DKRControl method as well as the Ecomining principles, regarding among others hazard identification, impacts and monitoring. Due to the complexity of this topic a reliable ET requires input from a number of interested stakeholders. The design and management of a mining waste disposal site over its entire life cycle is also considered very important.

In spite of our deep conviction that it would be wrong for the United States to enter World War II, when, after Pearl Harbor, we were actually in it, I felt that I must do all I could to help. The country had been so good to me that I could not decently stay on the sidelines. My first thought was that I might help with supply and administration in the Air Force, as in World War I. So on the evening of Pearl Harbor I wired the chief of our Air Force in Washington saying that I had been on Gen. William Mitchell's staff in World War I and was offering my services again. I received a noncommital answer, but after a couple of weeks was told to take my physical examination. I passed it, but nothing further happened. After helping to make plans for the wartime operations of Summit King and Desert Silver, Dorothy and I went to New York to spend Christmas with Molly and Peter, both of whom were in college in the East. I had to complete a report on the Argonaut mine in California first, though the war made my recommendations of dubious validity. Before Christmas I received wires from Temple Bridgeman, Phil Wilson, and other friends who had taken positions with government agencies responsible for securing mineral products needed for war use. They urged me to join them. It was evidently a case of not whether but how I could be most useful. After six uncertain days with the family in New York I took the night train to Washington on the 28th of December. I had a hectic day there. First I saw Arthur Bunker and Phil Wilson at what became the Aluminum and Magnesium Division of the War Production Board. Their office was in an old converted barracks. They asked me to examine magnesium deposits in Nevada at once, and then to look at other magnesium and aluminum properties. After leaving

Variations in ore grade, mineralogy, and copper pricing structures over the life of the Inspiration mine have mandated many modifications to the treatment methods to maximize process economics. In the 1970's, copper prices generally declined, while inflation, wages, and interest rates increased. A metallurgical treatment route had to be developed for this continuing economic climate which would be capable of minimizing labor, energy, and capital cost requirements. After many years of development, the patented "Ferric Cure" process was introduced to satisfy these requirements. This dump leach process for treatment of mixed oxide/sulfide ore includes: strict mineralogical control of ore placed for leaching, controlled leach pad construction, solution saturation and curing of the pads with higher acid concentrations, and, finally, rinsing of the cured pads for removal of dissolved copper. Leach solutions, high in sulfuric acid during the cure application and low in sulfuric acid during the rinse, contain sufficient ferric iron to enhance the leaching of chalcocitic sulfide minerals.

Rheological models are widely accepted as a means of describing the mechanical behavior of geologic materials. It has been found, however, that rheological models developed for a specific stress level on the basis of linear visco-elasticity generally are not satisfactory at other stress levels. It has been suggested that the parameters of such models should be functions of stress level (Hardy, 1965; Kim, 1971). In this paper, continuous functions of stress have been utilized to obtain the required variation of Burgers model parameters with stress level. The model developed using these functions provides a constitutive relation which reflects the real time-dependent behavior of rock materials. The new model is capable of predicting the creep behavior over a wide range of stress levels and also predicts mechanical behavior under different loading condition (e.g. constant stress rate). It is also interesting to note that the mechanical behavior of individual elements in the model appear to reflect the different stages of brittle fracture in rocks (Bieniawski, 1967), namely; crack closure, elastic deformation, stable fracture propagation and unstable fracture propagation.

The U.S. Department of the Interior, Bureau of Mines, is investigating methods for recovering tungsten from domestic resources. A calcine-quench-leach (CQL) technique was developed for the extraction of tungsten from the Golconda, Nevada, hot springs ores. The deposit contains disseminated tungsten, which cannot be beneficiated by conventional techniques and must be treated by hydrometallurgical methods. The CQL procedure consists of calcining the ore at 900° C for 3 hr, quenching in a solution containing 1.5 parts of NazCO3 and 1.5 parts of NaOH per part of WO3 in the ore and at a solution- to-ore ratio of 3 to 1, leaching at 200° C and at 250 psig for 3 hr, and filtering and washing the residue. A series of closed-circuit batch tests showed that 92 pct of the tungsten was extracted from a sample containing 2.32 pct WO3. The pregnant solution contained 11 q of W03/1.

Differential reduction and expansion or shrinkage of hematite under the influence of intimately associated foreign oxides may be a source of stress formation and sinter degradation during blast furnace reduction. To study specific effects, synthetically pre-pared hematite powder evenly doped with 1% by weight of several elements present as oxides, was pressed into tablets and sintered at high temperature prior to reduction. Continuous thermo-gravimetric and dilatometric analyses were per-formed on the sintered tablets as these were being subjected to reduction under simulated blast furnace time/temperature/gas composition conditions up to 1183 K. These findings were coupled with observations on the microstructure of tablets removed from various stages of the reduction process.

Researchers at the U. S. Bureau of Mines have developed a control algorithm to efficiently manipulate chaotic systems. The control, based on both fuzzy logic and genetic algorithms, prescribes actions that drive the chaotic system to acceptable regions of state space. The use of fuzzy logic enables a person who has limited experience with a chaotic system to establish a set of rules for manipulating the problem environment, and a set of membership functions that define terms used in the rule-set. Genetic algorithms are search algorithms based on natural genetics, and are used in the control algorithm to select membership functions that provide for a suitable level of control. The Bureau-developed algorithm controls the computer simulation of a ball bouncing on an oscillating table, a system that exhibits chaotic behavior.
