Introduction Many discoveries have been made during the-past decade of low grade gold-silver deposits in the western US. This has stimulated development of low cost cyanidation procedures for precious metal extraction. Heap leach cyanidation techniques possess considerable potential for application to these low grade ores, small ore bodies, mine strip waste, and tailing materials where fine grinding is not necessary for good extraction. For heap leaching to be successful, these resources must have good permeability to achieve uniform distribution of the cyanide solution throughout the heaps. Some of the most difficult of the gold and silver ores to treat successfully by heap leaching are those containing excessive amounts of clays, or fines generated by crushing. Presence of excessive amounts of slimes, -50 µm (-270 mesh), in the heap leach feed will slow percolation, cause channeling, or produce dormant or unleached areas within the heap. This may result in unreasonably long leaching periods and poor extractions. In extreme cases, the clays or slimes can completely seal the ore heap. This causes the leach solution to run off the sides of the heap rather than penetrate the ore bed. The problem of heap leaching ores with fines can be aggravated while preparing ore heaps because of the natural sorting of coarse and fine material that occurs. This phenomenon results in concentration or ore fines in the center of individual ore piles and concentration of larger rock fragments of the lower slopes and base of the pile. When the individual piles within the heap are leveled off for the installation of the sprinkling system, additional segregation occurs as the fines sift through the coarser ore particles. This results in localized areas or zones with marked differences in permeability. Consequently, the leach solutions follow the course of least resistance. They percolate down through the coarse ore regions and bypass or barely wet areas that contain large amounts of fines or slimes. Effective use of marginal gold and silver resources by heap leaching required development of new methods to achieve more uniform size distribution when preparing ore heaps and better slime control during leaching. Early methods Agglomeration and balling of crushed ore to produce a porous and more uniform feed material for heap leaching is a viable method for treating clayey ores. Researchers from the US Bureau of Mines in Reno, NV began agglomeration pretreatment research in the mid-1970s for applications to and exploitation of these poor percolating feed materials. Little attention had been given to such methods before the Bureau's research. In 1905, T. C. Scrutton developed a unique technique for obtaining rapid vat leaching of a clayey ore where the gold was finely disseminated. His technique consisted of rolling the ore down a chute inclined at 60° to form agglomerates or balls readily permeable by the cyanide solution. However, these agglomerates lacked rigidity. And, to ensure good percolation leaching and washing, they could not be bedded in layers more than 1 m (3 ft) deep. If this depth was exceeded, it is difficult to obtain uniform leaching and washing. This results in reduced gold recovery. Shepard and others in 1937 studied the addition of lime and carbon dioxide or calcium carbonate to gold-bearing tailings to form agglomerates suitable for vat leaching. Satisfactory percolation flow rates were achieved in 90 g (3 oz) scale experiments, but the reagent requirements were cost prohibitive. Although Disputes Review Boards have been used for some time, they had not received wide publicity at the time Monroe County first used one. Public owners frequently resist adopting new contracting practices. This paper discusses an owner's experience with Dispute Review Boards, from learning about them to their use on two (2) projects. The experiences of potential and actual contractor claims are compared to a claim on an earlier contract and the ensuing litigation. Suggestions for possible use for Owner-Engineer disputes and recommendations for use are provided.

"Separation of different calcium minerals have long been an interesting and challenging problem. In this investigation calcium mineral separation is examined by: microflotation, zeta potential measurement and adsorption, using novel collectors having two functional groups instead of one. In theory, by varying the distance between the functional groups, it could be possible to preferentially target one calcium mineral by matching the spatial distance between the sites on the mineral surface. In this investigation two new surfactants have been tested to estimate their ability to float apatite and/or calcite. Preliminary findings show that an increase in distance between the functional groups favors one mineral over the other, and this might be due to differences in the mineral surface structure. INTRODUCTION Apatite is a strategically important mineral which has both great value for industrial use as a precursor to phosphoric acid; and in the agricultural industry as an important source of phosphorous in fertilizers. This has led both the European Union and the United States to recognize it as an important resource for the future. Currently there is no lack of apatite in the world, but it is important to develop the beneficiation to ensure future supply. A common problem in apatite flotation is the selectivity towards calcite, which it is commonly associated with. Although calcite is an important industrial mineral its abundance makes it not usually worth to extract from apatite ores unless it is easy to separate1,2. Both apatite and calcite are semi soluble minerals with calcium as one of their constituents. The most common way to separate apatite and calcite is to use flotation. A process that involves making the mineral particles to extract from the system hydrophobic by adsorbing a collector on the mineral surface. One way to study collector adsorption on a mineral surface is by zeta potential measurements. The zeta potential is the charge at a slip plane a short distance from the surface. By measuring the zeta potential with and without the presence of collector it is possible to investigate if the collector is present at the surface or not, a change is indicative of collector adsorption. The zeta potential of fluorite, apatite and calcite without collector can be seen in Figure 1. The small difference in zeta potential between apatite and calcite shows the similarity in their surface properties and gives an indication of their separation difficulty. One additional problem with semi soluble minerals is their tendency to slightly dissolve in the pulp and thereby change the ionic composition of the solution. This makes separation and research problematic as the freed ions may readsorb on the mineral surface and interfere with the collector adsorption on the mineral surfaces3–5."

Gold is easily mobilized at temperatures within range 600-11OO°C by gases such as Cl2, CO, H2S, in gas mixtures, at low pressures. Such gases are relevant to conditions of granulite facies metaomorphism in environments of magma underplating. These observations suggest an efficient mechanism for moving gold to the upper crust during major thermal events. The efficiency of precipitation of gold at lower temperatures is related to available mineral surfaces and pyrite appears to be an excellent substrate for gold precipitation.

A comprehensive project has been completed at the University of British Columbia that focused on the development of a commercially competitive composite cable bolt. Laboratory evaluation consisted of pull tests, preliminary shear tests, grout column testing and scanning electron microscope evaluation of the composite cable bolt. Field implementation at five underground mines throughout Canada were completed for technical and overall performance evaluation of the new product. The project began in 1989 under the sponsorship of HDRK Ltd., a consortium of mining companies including Inco, Noranda and Falconbridge Ltd. The objective was to develop a cuttable cable bolt that would serve as support for a continuous miner within a hardrock environment (Mah, 1994). The bolt was required to be cuttable by a continuous roadheader without adverse effects to equipment, personnel and the milling process. From the beginning, the focus was to employ existing cable bolt installation technology (Goris et al., 1994) whereby the cable bolts are grouted within a 4.8-cm-diam (1.08-in.diam) or larger employing a portland cement grout having a water:cement ratio between 0.35:1 to 0.4:1.

Production reporting is a natural computer application and is often one of the first applications implemented by new computer users. Automation of a manual reporting system is a good place for new computer users to gain computing experience because generation of basic reports - is fairly straightforward, and automation can often be justified easily on the basis of clerical cost savings. Computers are particularly well-suited for reporting applications which generally satisfy the criteria for effective computerization. Three characteristics must be present to effectively utilize a computerized system: 1) The potential application must be precisely definable. If an algorithm for data processing cannot be developed, data cannot be processed. 2) The operation to be performed must be repetitive. If a particular function is only going to be performed once, computerized systems development is probably not justified. 3) The volume of the data to be processed must be relatively large. If only a few items of data must be manipulated, manual methods are probably adequate. Although a computer can perform only a few functions (it can compute; it can make comparisons; it can rearrange data), it can perform these functions much faster and more accurately than a human being can. The ability to classify and reclassify data in a variety of ways and the ability to summarize data make the computer an ideal tool for production reporting. Production reports can be classified into three major categories, depending on their purpose. Reports can be used for (1) informative, (2) analytical, and (3) control purposes.

During the past decade, international mining companies have descended on South America. Countries like Chile, Brazil and Peru have seen billions of dollars in exploration and development funding turn their once meager mineral industries into mining giants that have become the envy of the world. Part of this outpouring of foreign investment in those countries has been because each has privatized its state-owned mining companies and has liberalized its foreign investment laws. In addition, they have rewritten their mining codes to encourage minerals development and passed new tax laws that have made natural resource development more attractive. Now these same international mining companies are turning their attention to Argentina. This a country that, like Chile, Brazil and Peru, has a wealth of largely un- tapped mineral resources. And Argentina wants its share of the foreign investment that its neighbors have enjoyed. With that in mind, ministers of Argentina's natural resource agencies came to Denver, CO to meet with mining executives and pitch their country's mining industry. The meeting, attended by about 200 people, was sponsored by the US Trade and Development Agency and organized by the World Trade Center Denver. Others involved were the Colorado Mining Association, the Colorado International Trade Office and the Secretariat of Industry, Commerce and Mining of Argentina. The following is a summary of a report on Argentina's mining industry. It was prepared by Anderson & Schwab Management Consultants and distributed to attendees as part of the meeting's program.

The most important event affecting the United States coal industry in 1993 was the strike by the United Mine Workers of America (UMWA). This was a series of selective strikes, beginning with a strike against four Peabody Holding affiliates on Feb. 2, following unsuccessful contract negotiations between the UMWA and the Bituminous Coal Operators' Association (BCOA). Although that strike ended on March 3, the failure to reach a new contract agreement led to walkouts at several Midwestern mines on May 10. During the summer, the strike expanded to include mines of 13 companies in seven states including Ohio, Pennsylvania, Illinois, Indiana, Kentucky, Virginia and West Virginia. About 17,000 miners were idled during the strike. As the prospects for a settlement diminished, the Secretary of Labor appointed a federal mediator. The mediation resulted in a five-year contract. In addition to increases in wages and pensions, it was agreed that 60% of new job openings would be filled by laid off and active UMWA miners. In return, companies won the right to establish more flexible work rules and scheduling of miners. While some health care benefits were expanded, the agreement established a new health care system that was designed to reduce costs. Preliminary Energy Information Administration (EIA) data indicate that US coal production fell by 5% in 1993, to 859 Mt (947 million st) (Table 1). The strike was one of the primary causes of the decline in production. Another significant cause was a 27% decline in coal exports. Also, a very small displacement of domestic coal production resulted from a rise in coal imports.

In 1991, US mine production of barite decreased 3.4%. Barite consumption, sold or used by grinding plants, decreased by 11.7%. Imports also decreased by 15.4% over 1990. World mine production increased I%, according to the US Bureau of Mines. The value of domestically produced barite, f.o.b. mine, increased 3.3% according to the Bureau. The declared value c.i.f. US port of all imported crude barite during 1991 increased from $40.61/t ($36.84/st) in 1990 to $42.35/t ($38.42/st), the Bureau stated. Nevada was the leading producer of barite with 78% of the total, followed by Georgia and Missouri. It is estimated that 75% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 25% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Tennessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 93% was used in drilling fluids. The remaining 7% was in the non-oilfield sector, including barium chemicals and fillers in paper, plastics and glass. Tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1990. The average number of rotary rigs operating was 860. That was 14.9% less than the 1990 average of 1010 in the US. Crude barite imports were 138 kt (152,000 st) less than 1990 or 15.4%. Imports accounted for 70% of the (ap¬parent) barite consumed in the US. During 1991, China continued to be the leading exporter of crude barite ore to the US with 85.1 %. India followed with 14.8%. About 97.5% of the imported barite ore was used in the oilfield sector. Ground barite imports decreased from 56.7 to 46.2 kt (62,500 to 51,000 st) 1991. Mexico was a major exporter to the US, accounting for 75.3% of the total ground barite imports. Canada shipped 23.7%, while other countries accounted for less than 1 %, primarily for the nonoilfield market. During 1991, the number of grinding plants supplying the drilling fluids market along the Gulf Coast was reduced from 12 to 10. Baroid Drilling Fluids completed its mining program at the Rossi Mine near Dunphy, NV.

The U.S. Bureau of Mines (USBM) pioneered the development of disposable filters for reducing diesel particulate emissions from permissible mining machines. The USBM is now evaluating filter media that can withstand the high exhaust temperatures on nonpermissible machines. The goal of the evaluation is to find an inexpensive medium that can be cleaned or disposed of after use, and will reduce particulate emissions by 50 % or more. This report summarizes the results from screening tests of a lava rock and woven fiberglass filter media. The lava rock media exhibited low collection efficiencies, but with very low increases in exhaust back pressure. Preliminary results indicate a collection efficiency exceeding 80 % for the woven fiber media. Testing of both media is continuing.

The U.S. National Committee on Tunneling Technology under the aegis of the National Academy of Sciences has long recognized that productivity in major underground construction projects could be increased through better contracting practices and better management. Between 1974 and 1978, this Committee has prepared three reports on these subjects. This paper reviews these reports and their recommendations. It covers the extensive actions by the U.S. National Committee on Tunneling Technology to bring the recommendations to the attention of leaders in the underground construction industry and thus further their adoption and implementation. These activities are continuing. Visibility in this session will give these reports and recommendations increased exposure.

The lawyer's role in underground construction, certainly for the past 20 years, has been principally that of the advocate in disputes resolution. Disputes in underground construction have been steadily increasing, making the lawyer a more prominent participant in the underground construction process. It is widely believed, however, that this is not a salutory state of affairs. It is our thesis that lawyers ought not be eliminated from the process, but rather that their role should be changed. They should function as prophylactics rather than as swords, i.e., they should be used to prevent or reduce disputes rather than, after the fact, to champion their clients' causes. a. Mr. Rubin is a partner in the New York law firm of Postner & Rubin. He has litigated and arbitrated numerous complex construction disputes. He has also participated in efforts to improve contracting practices on committees of ASCE and the National Academy of Engineering. b. To model the zinc pressure leach, equations have been written that describe the rates of individual reactions taking place, including (a) oxygen mass transfer, (b) ferrous oxidation by dissolved oxygen, and (c) ferric reactions with ZnS and other minerals. In the continuous process, at steady-state, these take place at the same rate, and so the equations can be solved simultaneously. Model calculations using simultaneous equations are shown in graphical form to demonstrate the effect of different variables on the leach performance.

A multimine mineral value chain (MVC) consists of multiple mines in the upstream supplying raw materials to multiple destinations in the downstream. The short-term mine production scheduling problem of a multimine MVC aims to determine the optimal extraction sequence and destination allocation of blocks from all the mines collaboratively to meet the quality and quantity requirements of all the processing plants in each period, subject to all relevant technical and operational constraints of the mining system. It is carried out at shorter scales of days/weeks/months under the purview of long-term production scheduling. An optimal short-term production schedule for MVC involving multiple mines that share the same infrastructure (processing units, stockpiles and waste dumps) requires coordination across the network of mines. Optimizing the short-term production schedules independently at each mine fails to capture the benefit of collaboratively generating schedules for all the mines, resulting in suboptimal schedules. Additionally, in short-term production scheduling, the operations are modeled in greater detail with additional decision variables and constraints to model the more complex multimine MVC situations. This makes the large-scale instances of the problem computationally intractable for standard mixed-integer programming (MIP) solvers. This work presents a customized genetic algorithm (GA)-based heuristic approach to obtain near-optimal solutions to the industrial-scale instances of the short-term production scheduling problem of multimine MVC within a reasonable computation time.

The U.S. Bureau of Mines has completed a laboratory evaluation of exhaust emissions from a diesel engine using an oxygenated diesel fuel. The fuels tested were soy methyl esters in a neat (100%) form and low sulfur, petroleum number 2 diesel fuel (D2). The engine tested was a Caterpillar 3304, indirect injection, naturally aspirated, 75 kW, diesel engine that is typical of engines used in underground mining applications. The objective was to determine the extent to which oxygenated fuels, such as methyl esters, reduce diesel particulate matter (DPM), and their influence on upon gaseous emissions such as total hydrocarbons, CO, NOx, NO2, formaldehyde, and other exhaust emissions. Heavy- and light-duty transient tests were used to simulate load cycles typical of mine applications. The soy methyl ester fuel produced greater amounts of volatile DPM (organic material) but much less nonvolatile DPM (carbon soot) for overall DPM reductions. A diesel oxidation catalyst (DOC) typical of the type commonly used in metal and nonmetal mines was tested with both fuels. The DOC further reduced the volatile and total DPM when used with the soy methyl esters, but increased the total DPM for D2 due to sulfate formation. The soy methyl ester fuel reduced CO and hydrocarbon, and NOx emissions. The DOC further reduced CO and hydrocarbon emissions.

INTRODUCTION Geophysical applications to engineering projects are usually considered for reconnaissance exploration, and for some preliminary design phases. Recent experience indicates a growing need and a greater number of requests for measurements during construction. This is particularly true where seismic velocity values are related to strength properties of rock. Typical project objectives during construction are: dike and tunnel realignments required by surprise conditions encountered during foundation preparation; checks on grouting effectiveness which require velocity measurements before and after grouting; and dynamic moduli measurements along the walls of tunnels and deep excavations. This paper considers one of the on-site seismic applications that is rather simple and straightforward, and yet has few references in the literature. The specific objective is the measurement of seismic velocities (both "P" waves and "S" waves) for determining the thicknesses and dynamic moduli values of loosened zones of tunnel wall rock. A brittle solid broken by crushing or impact, results in a mass size distribution curve having a straight line segment when plotted on log-log paper. Depending on the mineral, the slope of this straight line segment ranges from a maximum of one for materials like glass and quartz to values of one half or less. Theoretical derivations of the size distribution, such as the Gaudin-Meloy model, yield a slope of one and only one. When the Gaudin-Meloy model is modified to assume that not all cracks terminate on a preexisting surface, the new model predicts that size distribution slopes, depending on the type of brittle solid, will be less than one. There is a measurable physical parameter that will predict the slope. In addition the model predicts that particles from such a size distributions will have negative corners and peaks - indentations. Moreover the model predicts that particle shape will systematically change with decreasing particle size. Finally, this new physical model of comminution may be experimentally tested.

INTRODUCTION The literature on project management considerations and techniques for large rail rapid transit projects in mid-1979 was fairly large and getting larger. UMTA was establishing special organizational elements to deal with the subject as it related to those properties requesting capital assistance, and comprehensive project management plans were being requested from those properties as an early step to build confidence in UMTA that the particular project could be planned, designed, and executed efficiently and effectively, thereby using critically short capital assistance funds to best advantage. In the late 60's and early 70's, the choices of models for heavy rail construction would have been quite limited.., and perhaps much simpler than was the case in 1979. One of the writers was with an agency in 1979 in the process of finalizing its organization for project implementation after several years of study and had the opportunity to review the experiences of others at length, presumably to build on the success and to try to avoid the pitfalls and failures. The properties that were surveyed all reported more or less success stories. One could only conclude that there are many ways to organize for a major transit (construction) project and that there is a great variety of viable management structures, but it seemed that chances for success were best where the executing property had prepared a comprehensive project management plan, then resolved to follow it. Perhaps more important, a commitment or prior approval had been sought from UMTA as to the validity of the project management plan, and the property was allowed to proceed without detailed prior UMTA review or approval of all specific intermediate steps. Most important, however, an early overall UMTA funding commitment had been obtained that permitted some reasonable expectation of the rate of funding, perhaps by commitment

"Durability design for underground structures is an increasing focus of designers and owners in the underground construction industry. Many owners have expanded their requirements for durability design, with specific requirements for structure lifecycle and designer certification of structural durability. This paper describes current trends and best practices including: defining the underground structure lifecycle, historically durable underground structures, design methods for underground structure durability built of reinforced concrete, and durability of materials. Criteria to be used for defining end of structure life and owner’s maintenance responsibilities are crucial to lifecycle contract requirements. Current practices of several major owners are presented. Design methods are presented including United States code requirements. Current best practices for enhancing the durability of materials used in underground construction are discussed including: low permeability concrete, steel reinforcement concrete cover, the use of steel fiber, and testing for verification. INTRODUCTION Durability design is increasingly being recognized as an essential component of good design practice. Infrastructure owners recognize that to serve the public interest, constructed facilities must be lasting and durable. The public understands that structures with limited service life result in increased costs and add to their daily inconvenience with frequent repair and reconstruction. Engineers are increasingly asking not only is the structure strong enough but will it last for generations. Durability design requirements are no longer just adherence to some accepted practices, but are based on analytical approaches, with results that can challenge our beliefs in what construction materials and details result in a durable structure. This paper describes current industry requirements and practices for durability design of underground structures, and offers some suggestions regarding future trends and developments. SERVICE LIFE DEFINITION The service life of a structure is the sum of the time to onset of deterioration, called initiation period (ti), and the subsequent time period of deterioration ending when the structure is no longer functional, called propagation period (tp). Figure 1 shows a conceptual service life diagram. These time periods can be substantially affected by the level of maintenance performed during the life of the structure."
