The usefulness of simulation as a technique for metallurgical process design and optimization studies has been greatly extended over the last few years by the development of a number of general purpose simulation packages. The packages, or simulators, all have the common objective of presenting the mathematical models and simulation methods in a form which is readily usable by plant engineers and metallurgists. To date, most simulators have been concerned with steady state simulation, but packages capable of dynamic simulation are now becoming available. The paper outlines the essential features of versatile steady state and dynamic simulators. Typical applications are presented by considering examples of design and optimization studies. Limitation on the use of simulators are also presented.

INTRODUCTION Deformation measurements are some of the simplest and most useful measurements that can be made by the mining/rock mechanics engineer in assessing the sta¬bility of openings in rock. A number of tools and tech¬niques are presently available. This chapter will de¬scribe the most common instruments, their application, and present the equations needed for data reduction. MECHANICAL STRAIN GAGE Description of Instrument A mechanical strain gage of the Whittemore type shown in Fig. I is a useful instrument for measuring deformations of pillars, sidewalls, and roofs of under¬ground mines. Measurement gage lengths typically range from 51 to 254 mm (2 to 10 in.), and the dial indicator reads to 0.0025 mm (0.0001 in.). The instru¬ment measures the deformation between precision gage points which are anchored in the rock. The anchor points are typically grouted in small holes drilled 12.5 mm (1/2 in.) or so deep into the rock. Strain a is calculated from the measured deformation AL with the equation [ ] where L is gage length. A necessary accessory for the instrument is a master bar normally made from invar steel having a low co¬efficient of thermal expansion. This bar allows one to check the instrument for changes in the mechanical zero point and to correct for temperature effects on the measuring instrument. The instrument is available from Soiltest, Inc. for a cost of approximately $340; the cost of the master bar is approximately $55; and nonreusable brass inserts which are anchored in the rock are nominally priced at $0.27 each. All prices are for 1978. Applications Two classes of applications may be considered, one where only one measurement direction is involved and the second where three measurement directions are em¬ployed. Applications where only one measurement di¬rection is necessary include: monitoring crack or frac¬ture separation or shear movement with anchor points on opposite sides of the discontinuity; measurement of vertical strain in a pillar or sidewall; and measurement of steel support deformations with anchors in the steel members. The more general application involves a strain ro¬sette consisting of three measurement directions which for convenience are oriented 1.04 rad (60°) apart to form an equilateral triangle as shown in Fig. 2. The conveyor belt is the basic building block of a broad range of material handling applications in modern mining systems. The mining plans and site conditions dictate basic system requirements but this is only a part of total design evaluation. The total system in the typical mining situation can encompass all the activities from the excavators at the mining face to the processing plant, site loadout facilities and/or a power plant. The number of alternative configurations which must be evaluated including subsystems and components is limited only by analytical time and creativity. The constraints and issues which must be addressed continue to expand, driven by reliability, environmental impact and cost competitiveness. All of the system requirements must be translated into specifications for costing, final design and construction.

The goal of mine planning is to determine "the best" strategy to exploit an ore deposit during its workable life. Such strategy must be consistent with the objectives of the company and must be subject to the contraints imposed by economical, physical and geological conditions. Mine planning process may be broken down into three categories, according to the planning horizon: Long range, Short range and Operational. The shorter the scope of planning, the higher the level of details and the lower the degree of freedom associated to each plan. A long range plan defines the economic limit of mining at the mining life end of the deposit; it also can be used as an aid in the evaluation of the economical potential of a mineral deposit and as a guide for short range plans.

This paper examines the methods available to improve climatic conditions around a deep, high production longwall district of a British coal mine using results from a computer model. Such methods include the provision of increased ventilation quantities, the application of refrigeration, the reduction of heat input at source and the use of alternative ventilation systems. An approach to the solution of a climatic problem is explained with reference to other coal mine contaminants and a cooling strategy for deep high production British coal mines is described.

Water only cyclones, sometimes referred to as hydrocyclones, are one of the newest types of coal processing equipment. These devices have achieved wide acceptance as fine coal cleaners in the past decade. Many metallurgical coal plants employ water only cyclones to process 0.5 mm x 0 size coal. Some of these plants have as many as 40 to 50 305-mm-diam units with each unit receiving as much as 9 t/h of raw feed. The growth in the utilization of hydrocyclones is due partly to the energy shortage, partly to the general increase in over-all coal preparation, and also because of a need for a simplified fine coal (0.5 mm x 0 size) gravimetric separator. Large diameter water only cyclones are also available and in use to process feed sizes up to 32 mm in size. However, the size normally employed for cleaning 0.5 mm x 0 coal are 356 mm or 305-mm-diam for single-stage circuits. In two-stage circuits, the secondary units are normally the same diameter as the primary units or smaller, such as 203-mm-diam. By using the small diameter cyclones and treating a closely sized feed, 0.5 mm x 0 only, it has been found that the probable error or imperfection of the water only cyclones is comparable to that obtained on the same size fraction treated in a large 610-mm-diam heavy media cyclone washing 38 mm x 0. The water only cyclone can approach the efficiency of a heavy media cyclone when cleaning fine solids because it creates its own dense media by accumulating high specific gravity particles in the wide angle conical section of the cyclone. A cut-away cross sectional view of a water only cyclone is shown in Fig. 1. It is also true that when treating a wide range of sizes (38 mm x 0) in heavy media cyclones, the smaller size particles (0.5 mm x 0) separate in proportion to the split of the media through the cyclone rather than by particle density.

In order to continue improving the quality of telecommunication services to meet the expectations of the people and to increase reliability in the case of emergency such as disasters, Nippon Telegraph and Telephone Public Corporation (NTT) is now constructing cable tunnels which connect main urban telephone offices. However, almost all the large cities in Japan are built in river deltas, so that their chief underground features are low strength fluvial deposit and a high ground water level. In this saturated soft ground, the ground surface at an installation site has occasionally subsided through deep excavations for cable tunneling construction. As these settlements have sometimes caused accidents, especially in densely populated large cities, NTT has made much effort to avoid such accidents. These accidents have occured mainly in flexible sheeting due to its inward movement. Therefore, after the investigation into forecast method of sheeting deflection with accuracy, NTT has reserched a system which forecasts ground surface settlements. This paper describes an outline of the ground settlement forecast system and practical example on the site.

The Eskay Creek deposit, located in northern British Columbia, is a high-grade gold/silver ore associated with complex polymetallic sulfides. Process development began in 1989 and continued through 1993. Because of the refractory nature of the ore, options including roasting and smelting were investigated. The selected process of pressure oxidation was the basis for basic engineering design until a re-evaluation of economics and risk indicated a preference for toll smelting. Although well proven in many industrial applications, pressure oxidation of the Eskay Creek ore dictated several innovations to solve problems associated with silver jarosite formation, preg-robbing, and high soluble copper and zinc concentrations.

Two groups of computer programs are described in the paper. First one is the OWEN system containing software modules designed for air flow distribution analysis and prediction within the whole ventilation network of a mine. The second group is a set of programs commonly used in a routine design work connected with chosing the optimal ventilation schemes and equipment for individual areas of a mine (headings. longwall districts etc). All the programs are designed for running on the IBM PC/XT, IBM PC/AT and compatible computer systems.

This report describes a smoke particle detector which utilizes a novel three electrode configuration and 5.0 [] source of Americium 241. The detector operates on the principle of diffusional charging by a region of unipolar molecular ions. The detector is sensitive to particle concentrations in the range of 10 to 5 20 ug/m3. The detector is intended for use primarily as an early warning fire detector but has the potential for other applications of particulate monitoring. In particular, this report adresses the potential use of the detector for monitoring diesel particulate matter (DPM). To assess the viability of this application, particle size data obtained from in-mine sampling of both DPM and dust were used to derive detector sensitivity functions for DPM and dust as a function of their mass concentrations only. These sensitivity functions are dependent upon the average diameters and size distributions of the DPM and dust. Using the derived sensitivity function for DPM, experiments were conducted in a ventilated tunnel where the true DPM mass concentrations, measured using a Tapered Element Oscillating Microbalance (TEOM) were compared to the mass concentrations calculated using the detector sensitivity function. The agreement between the two measurements was good, indicating that with additional experiments, coupled with in-mine evaluation of the detector, refinement of the device for use as a continuous monitor for DPM appears feasible.

Control of coal dust has long been an important aspect in the conventional mining of coal; the main reasons being from a health and disaster standpoint. With the advent, of mechanized longwall mining, the control of dust has required more attention due to the high extraction rate common to most longwall systems. The purpose of this paper will be to describe the dust abatement activities of the longwall operation at Sunnyside. Kaiser-Steel Corporation has three mires located at Sunnyside, Utah, with a total production averaging 6,800 tons of clean coal per day. Of this 6,800 tons, 71 % is mined with continuous miners, the remaining 29% coming from one longwall unit located in No. 3 Mine. Our first longwall panel was started in November, 1961. In October, 1966, we started mining our seventh panel. The present panel is located in the Upper Sunnyside Seam which averages five feet in thickness, but does get as low as 51 inches. The seam pitches 5.5% in this vicinity. The roof is generally good and is comprised of 10 inches of shale cap rocs overlain with sandy shale and sandstone. The floor is sandy shale and is quite undulating in nature. The present panel is 3,800 feet in length with a face of 670 feet. The major equipment employed on our longwall unit is a 125 H.F. Anderton Shearer-Loader, British Jeffrey Diamond armored conveyors and a Dowty self-advancing-roof support system. The Anderton Shearer in use on our longwall unit has a 60" diameter x 27" cutting drum. During the shearing cycle, it traverses the face at 20 feet per minute with a cutting rate of 7.5 tons/minute.

The leaching characteristics of non-homogeneous ores have traditionally been difficult to assess in laboratory tests. A result of the large sample size necessary to ensure representativity, this difficulty is most acute for ores containing nuggets or other irregular occurrences of precious minerals. Consequently, small-scale leaching tests are often regarded as indicative rather than conclusive. The predictive nature of leaching tests can be improved by applying the experimental design concepts of blocking and randomization. In the case of column leaching, experimental 'blocks" are constructed with the same number of columns as there are separate test conditions. These blocks are treated identically throughout the test, with differences between columns within each block being the variables of interest. To maximize the uniformity of the blocks, randomization procedures are employed in the preparation of the sample and conduct of the test. The initial ore sample is screened and individual column charges composited from randomly selected increments from each size fraction. The leaching order, daily solution analyses, and processing of leach residues are similarly randomized. The observed differences in leaching performance between the columns in each block are compared to determine the over-all outcome of the test. A statistical analysis using t distributions gives a quantitative measure of the reproducibility of the outcome.

Although coal mine tunnels such as the main haulageways or roadways are the lifelines of coal mines, little attention has been paid to them in terms of pre-construction planning and design. This paper presents the results of research aimed at improving design methods for coal mine tunnels. Studies of the current practice and design needs in the United States were performed for coal mine development entries. A design approach evolved for coal mine tunnels is presented. It is based on field investigations and laboratory model studies aimed at integrating into reinforcement guidelines for coal tunnels. An up-to-date bibliography on coal mine tunnels is provided.

The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

INTRODUCTION Hydraulic sand fills have been extensively used in the United States in deep metal mines since 1940, and hydraulic fills have been placed in coal mines in Europe for many years. Numerous surface hydraulic fills exist in Appalachia for the disposal of coal mine waste and throughout the United States for the disposal of other mining, manufacturing, city, and paper company wastes. Hydraulic fills, as they are now deposited in stopes in mines, are often deposited at near minimum density and hence provide very little support to stope walls and pillars. If the support strength of fills could be increased, perhaps ground conditions in deep mines could be improved making them safer and more efficient. Surface fills deposited at higher densities could be covered with top soil upon which grass could be planted. The purpose of this paper is to describe procedures where the support strength of hydraulic fills can be considerably increased, and the focus of the paper is on applications to deep mines. In deep mines the objective of increased fill strength is to reduce heavy ground problems, improve destressing techniques, reduce or eliminate rock burst incidences, provide better working conditions, provide wall support so that more or all ore pillars can be removed, and improve mine safety, efficiency, and reduce surface environmental problems. The authors have shown that it is possible to improve fill strength used in deep mines. INTRODUCTION A rail rapid transit system called the "Metro" system is presently under construction in the Nation's Capital area. The agency responsible for the design and construction of the Metro system is the Washington Metropolitan Area Transit Authority, an independent tristate organization set up under an Act of Congress and financed by federal, state, and local public funds supplemented by revenue bonds. When completed, the Metro system will comprise nearly 100 route miles. About fifteen percent of this mileage is now under construction, while designs for the-remainder are in progress. The system is scheduled for completion in about eight years at a cost of approximately 3 billion dollars. The Metro system will involve nearly all types of construction generally used for rapid rail transit projects. About half of the mileage will be underground, comprising approximately 16 miles of rock tunnels, 10 miles of earth tunnels, and nearly 21 miles of cut-and-cover construction in earth (see Figure 1.). The remaining 51 miles of the system is planned to be constructed on the surface as at-grade or elevated structures. The system includes 86 passenger stations, 53 of which will be underground structures. Twelve of the underground stations will be large size chambers in rock while other underground stations will be constructed in earth as cut-and-cover structures. Thus, about one-fifth of the system will be designed as underground structures, namely tunnels and stations, in rock. INTRODUCTION Frontier-Kemper Constructors, Inc. is an Evansville, Indiana based heavy construction contractor engaged in projects for both the public and private sectors of the underground construction industry. Construction activities range from conventional shaft, slope, tunnel and chamber excavation through state-of-the-art mechanical excavation, ground freezing, standard support and structural concrete operations. Conventional excavation and concreting equipment, as well as raise boring machines, road headers, tunnel boring machines, and freeze plants are owned, operated, maintained and modified "in-house" to suit the needs of individual projects. The balance of this paper wilt present a general overview of the Frontier-Kemper planning and construction operations on the recently completed Phase II of the U.S. Army Corps of Engineers, John Day Dam, Juvenile Fish Bypass Project. General Project History The U.S. Army Corps of Engineers is responsible for designing, constructing and maintaining various navigation and impoundment structures on the nation's inland waterways. Maintenance involves both the work required to maintain the structure in fully-operable condition and the ongoing work required to maintain a positive impact on the environment. John Day Dam is located on the Columbia River approximately 95 km (60 miles) upstream of The Dalles, Oregon. It was constructed to: provide electric power to the Pacific Northwest; provide Locking for up-and-downstream bound commercial and private watercraft; act as a water impoundment structure to control flooding conditions; and to provide a source of irrigation water

The preoccupation with cyanide as an environmental issue has been described as virtually an obsession for state and federal agencies enacting regulations for environmental protection. This seems likely to continue in legislative planning, as well. This is despite the fact that the only significant group of cyanide-related incidents has been the bird-mortality occurrences, predominantly in arid areas, and these have been greatly reduced by a concerted effort by operators. What follows is a brief list of areas for which the industry may need either additional information or plans for defensive strategies over the next two to five years.

Research over a period of ten years resulted in the development of an efficient automatic ore feed regulator for mill grinding circuits. The facilities that a large mining company gave the inventor made it possible to develop the control apparatus under actual mill operating conditions. The Littlewood Regulator automatically determines the optimum power input at which a mill should operate, and controls the rate of ore feed to maintain this optimum power for any predetermined operating conditions. It is to be noted that the optimum power varies with many factors such as ball, rod, and mill liner wear, therefore the regulator is designed to automaticall keep itself properly calibrated. To efficiently control the rate of ore feed of a mill grinding circuit the regulator analyzes and interprets all power changes of the mill motor. The critical electrical measurements for this type of control are made possible by a patented device that has the ability to detect and integrate minute changes in power. In ball mill operation the small but significant changes in power serve to select the rate of ore feed in accordance with the rate at which ore accumulation takes place within the mill, and in rod mill operation they serve to select the rate of ore feed in accordance with the degree of rod spread.

INTRODUCTION The small mining company faces the dilemma of how to finance the development of its properties because it doesn't have the financial resources to pay for the development costs from its own funds and doesn't have the financial strength which will enable it to borrow the money needed for development. However, with a little imagination and the right set of circumstances, a financing can be arranged for the small mining company. This paper is an attempt to describe the fundamental steps on how such financing can be obtained --in other words--what is required to provide ad- equate capital at a low cost for developing and bringing a mining property into production. Innovative financing follows from this. The basic keys for building and maintaining a successful mining company are "the four M's": Management, Market, Mine, and Money. The writer believes their order of importance is as presented and each is a building block required in order to obtain the type of financing that best suits the borrower and lender. MANAGEMENT Management must be experienced, highly organized, realistic, able to take advantage of opportunities and fulfill promises. Mine financing requires a variety of skills and concentration on the part of management. Management should have a thorough understanding derived from experience in geology, construction, mining and metallurgy and environment, marketing, and financial matters. Management must realistically visualize what will be produced at what cost and truly evaluate the risks associated so the proper security can be correctly designed. Since risk cannot be eliminated, the objective of management is to identify the risk which will be present in a given venture and assess the level of that risk which will be acceptable to the firm. Generally the risk which is present is subject to little or no modification. After management identifies and measures the acceptable risk the firm will proceed in a way that it will be least exposed. Management must determine its long-term objectives and strategies within the context of a constantly changing world. This question must be addressed before examining the sorts of risk which affect the development and operation of a specific property. The compilation and interpretation of "hard data" by competent people is good to a point but the experience and instinct of seasoned individuals are the important factors in management choosing a long-term direction for the corporation. The attitude towards risk greatly affects the goals of the corporation. Major risks in a mining project can be placed in four categories: 1. Market - Price, demand, substitution. 2. Costs - Capital, operating, financial. 3. Regulation. 4. Taxation. The feasibility study for a project is the fundamental tool used in the management of risk. Management should employ an experienced team with an established and well-understood set of ground rules for the preparation and assembly of a feasibility study. The necessary degree of realism is built into all levels of the study and if the project is technically feasible, the company's hurdle rate is then used to discount the base-case project cash flow in order to determine its financial viability. Understanding the geological significance of the mineral deposit is critical. There should be strong interplay among the pure regional geologist, the detailed mine geologist, the mining engineer, and the metallurgical engineer. The collaboration among these different disciplines will yield a feasibility study that is more reliable. The essence of this work must be appreciated and understood by the executives planning the financing. It is vital that they thoroughly understand the risks and make the proper risk assessments to cope with our rapidly changing market environment. Projecting future revenue values is paramount and is subject to much estimation. One way to mitigate fluctuations and the risk of falling prices is by selling production for future delivery. MARKET Since mining is a worldwide industry it is mandatory that bankers be aware of what is occurring in the marketplace, both foreign and domestic.
