The Two Rivers Water Reclamation Authority (TRWRA) in Monmouth County, New Jersey, is replacing its aging Pleasure Bay Interceptor (PBI) with a new 54-in interceptor in a 3,250-foot long 8 to 10-foot diameter tunnel and a new 50-mgd main pump station (MPS). A comprehensive phased geotechnical investigation was performed, including SPTs, CPTs and geophysics. A channel filled with soft marine sediments was identified. The tunnel is set in stiff to hard marine soil to enable using a less expensive open-face TBM. The thickness of tunnel cover under the channel is optimized through numerical analyses to avoid a deeper pump station yet maintaining tunnel stability with controlling seepage.

Within recent years portable seismic refraction units have found their place in the industry for shallow investigations, Completely portable, relatively inexpensive and of proven accuracy, the portable refraction seismograph is an electronic tool in an electronic age. The age of electronic instrumentation has seen the development of seismic reflection and refraction equipment for deep exploration, especially in the petroleum industry. Large, expensive units, normally truck-mounted and utilizing explosives, are being used successfully for this type of sub- surface investigation. The portable seismograph utilizes the same theory for shallow work as that applied to deep refraction seismology.

The two most stringent parameters for in place fracturing of rock are the lack of any initial void space in the rock which to expand into and the ability to gain access only through drill holes. These two restrictions have proven so severe that as of today the only proven techniques for efficient fracturing are the contained nuclear detonation and hydrofracing. Both of these methods have highly developed technologies for their application. Hydrofracing has been a standard oil field practice for two decades, and the experience gained from a couple hundred underground nuclear detonations has resulted in a thorough understanding of the phenomenology of cavity and chimney formation. What is still lacking is a practical method to create a suit- able degree of fracturing for those ore bodies which do not meet the application criteria for either the nuclear explosion or hydrofracing. Nuclear applications must be restricted to thick ore deposits so as to take advantage of chimney collapse height--preferable in excess of 200 feet thick. Other requirements such as ground shock, containment, and radioactive contamination further reduce the number of sites that prudently can be selected.

Over the past couple of decades several endeavours have been made to develop lixiviants with the intention of replacing cyanide in gold leaching. In 1980s these endeavours were largely economically driven, due to cyanide shortages at that time. In more recent times, the driving force has shifted to occupational health and environmental considerations. It is often argued that the high acute toxicity of cyanide alone makes it worthwhile considering to replace it completely by less toxic alternative lixiviants. This has led to having to consider more criteria in the choice of any alternative lixiviants, which have often not been taken into account in the past. The intention of this paper is to review these alternative lixiviants and also review the criteria, which have ultimately led to most of these lixiviants never having found any large scale application, if they passed laboratory stage at all. It is also intended to show, that by handling and treating cyanide in a proper manner, the overall profile for the use of cyanide compared to these alternative lixiviants is very favourable. The question to really be answered is whether there is actually any chemical or process applicable to gold leaching that does not show the high toxicity potential of cyanide and that is still favourable with regard to looking at a broader spectrum of criteria and not only acute toxicity.

The possibility that a hypothesis explains almost all observed facts may be satisfying. Yet the almost gives a distinct sense of uncertainty. Moreover, overlooking the almost, reliance on the favored hypothesis may close our eyes to the discovery of new information and, in the field of mineral exploration, to the possibilities of finding new and hidden ores. A case in point is that of mines such as the Elizabeth and Ely, along the copper belt in eastern Vermont, principally in Orange County. The geology of the Strafford Quadrangle, where the Elizabeth Mine is located, has been described by Doll (1944). Two informative papers (McKinstry and Mikkola, 1954, Howard, 1959) present much valuable information about the geology of the Elizabeth Mine. Both reach the conclusion that the ores were emplaced after the peak of metamorphism, through the agency of metal-bearing hydrothermal solutions. Both, therefore, conclude that the source of the ores was somewhere below the outcrop area, presumably in some hidden intrusive mass. Neither yields a satisfactory guide for further exploration. Howard (1959) cites geophysical observations which show that there is a mass with a density similar to that of granite under the Strafford dome, adjacent to the Elizabeth Mine on the West. Yet examination of gneissic granite in the Chester dome, 25 miles to the South gives no suggestion of a young, near-surface intrusive capable of carrying or mobilizing large quantities of sulfur and metals. INTRODUCTION The support of openings in weak sandstones can be achieved by spraying on a liquid grout which will soak in and harden to form a shell. In the St. Peter sandstone of the Minneapolis-St. Paul area of Minnesota compressive strength is increased from about 0.7 MPa (100 psi) to over 7 MPa (1000 psi) to depths of 152 mm (6 in.). A shell of this strength and thickness can pro¬vide support much as shotcrete does but at lower cost. If the spray-grouted shell is inadequate for the support needed, it provides a good base for shotcrete application, which is often difficult in weak or friable sand¬stones because the fresh shotcrete peels off along with a thin layer of sandstone. The spray-grouted technique was initially developed at the Civil and Mineral Engineering Dept. of the University of Minnesota using funds provided by RANN Div. of the National Science Foundation. It was used as temporary support in a 3-m (10-ft) wide, 3700-m (12,000-ft) long storm water drain tunnel by the Minneapolis Sewer Construction Dept. Much of the field development at this construction project was carried out with the cooperation of the personnel of the city of Minneapolis. It also was used for temporary support in a 3.3-m (11-ft) wide, 1800-m (6000-ft) long storm water tunnel built in 1978-1980 for the Minnesota Dept. of Transportation in Minneapolis. In 1975, 2000 m (6500 ft) of 1.5-m (5-ft) wide utility tunnels were spray-grouted for final lining. A 50-m (150-ft) long, 1.2-m (4-ft) wide test tunnel built at the university in 1974 was sprayed for half its length and is being observed for long-term behavior which to date (1981) is good. GROUT MATERIALS The requirements for the liquid grout are more severe than those for injection grouting. Besides being able to penetrate the rock and develop sufficient strength, it must have the following properties: (1) be nontoxic, noncombustible, and have a low odor for spraying under¬ground; (2) have controllable viscosity and setting time for adjusting to the permeability of the sandstone and the required depth of penetration; and (3) must "wet" the sandstone and develop capillary "draw" to penetrate to the required depth. A sodium silicate-based grout with the proper setting agent meets these requirements in the local St. Peter sandstone which has a uniform grain size dis¬tribution curve with D,,, = 0.1 mm, permeability of about 10 to 20 darcys, a porosity of about 25%, and less than 5% of silt size or smaller. It is 97 to 99% pure SiO2. The grout mix consists of Philadelphia Quartz Co. Type N sodium silicate and Celtite 55 Terraset Spray Grade (SG) distributed by Celtite Inc., Cleveland, OH. A volume mix ratio of 100:9:125 for sodium silicate to setting agent to water produces a grout with two to four centipoise viscosity, and initial set at 20°C of 20 min. Setting time is temperature dependent, being longer at lower temperatures, but can be adjusted by varying the setting agent concentration a few percentage points. APPLICATION The application is simple. Spray the grout on the surface until the desired penetration is achieved. Penetration rates of about 5 mm (0.2 in.) per min. are realized in the St. Peter sandstone for up to 152 mm (6 in.) of penetration (30 min. of spraying). The set time must be longer than the spraying time. The spray nozzle should be moved back and forth at a rate that minimizes runoff due to surface buildup. Both a single large hand-propelled nozzle and multiple small machine propelled nozzles have been used successfully. The pumping and mixing equipment used consisted of: (1) a hand-held, hand-pumped, 11-L (3-gal) gar¬den sprayer for test patches (mix by shaking); (2) 76-L (20 gal) batch mixing in barrels with small electric pumps for spraying and mixing; (3) two component pumps consisting of Hypro Model 5300 piston pumps (Hypro Pump Co., St. Paul, MN) on a common shaft driven by an electric motor. The sodium silicate is premixed with a portion of the water and the setting agent is mixed with the rest of the water. The two components are combined and mixed just before the nozzle; and (4) a proportioner metering the setting agent just before the nozzle with the water and sodium silicate premixed and pumped from the surface. The proportioner permits the bulk of the grout to be pumped through a single pipe or hose with only the setting agent stored underground. This is efficient and low in cost. COST The grout mix costs about $0.20/L ($0.75 per gal) in 1978 dollars. Filling all the voids 100 mm (4 in.) deep (25% initial porosity) would have a materials cost of about $5.40/m2 ($0.50 per sq ft). The labor cost of application is usually less than the material cost for normal tunnel jobs. A pump and proportioner cost less than $1000. Oxides are important for use in the production of metals, ceramic hardware, paints, permanent magnets, magnetic recording tapes and many other uses. In some of these applications, particle morphology, degree of crystallinity, purity, and homogeneity are relatively insignificant, while for other uses, these same properties are of critical importance. Many conventional processes are based upon recovery of the oxides from aqueous solutions by processes which include neutralization, evaporation of solvent, and precipitation of a complex salt. Consequently, many of these techniques lead to oxides of low quality. There is a growing demand for oxides of high quality, i.e., materials with narrow particle size distribution, controlled particle morphology, high purity, few structural defects, and high degree of crystallinity and homogeneity. This demand has prompted industry to search for new approaches for the manufacture of these special materials. One new approach for preparing high quality oxides is hydrothermal precipitation. This process has been used for preparing simple oxides such as ZrO2; mixed oxides such as ZrO2-SiO2; and complex oxides such as BaTiO3. These oxides were prepared in a high state of purity with a high degree of crystallinity and., in many cases, without the addition of precipitants. Many impurities- that are normally precipitated by conventional methods such as neutralization present no problem since they remain in solution. Nature of the process and its applications are discussed in this article.

Selective fatty acid flotation of carbonate gangue from sedimentary apatites was achieved under acidic pHs without a specific apatite depressant and without conditioning the pulp with the collector. Concentrates (35% to 38% P2O5, 0.8% to 1% MgO) with high recoveries (80% to 85%) were produced from Indian and Chinese dolomitic ores. The calcareous and/or dolomitic-siliceous phosphate ores of South Florida and Utah required two flotation stages: one for carbonate removal, as mentioned above, and the other for phosphate recovery from siliceous gangue. Preliminary tests on the South Florida ore gave concentrates analyzing 29% P2O5 and 0.8% MgO, with a P2O5 recovery of 76%. A concentrate obtained from the western US phosphate ore from Utah assayed 30% P2O5 and about 1% MgO, with a P2O5 recovery of 89%.

Federal and State surface coal mining regulations require special handling of prime soil materials which result in additional costs, and no actual benefit when prime and non-prime soils are similar. The Coteau Properties Company proposes to mix both prime and non-prime topsoil and subsoils at the Freedom Mine in Mercer County, North Dakota, based on an analysis of soil physical and chemical characteristics which show these materials to be comparable.

Major societal and industry changes over the last four decades have influenced the management of technology in the minerals industry. From the authors' experiences in both private and public sector R&D, the paper analyzes the range of strategic and structural changes and provides examples of some key technology delivery responses. For those charged with managing technology, the two key challenges facing them over the next decade are (I) moving technology development from a cost focus to a value focus (that is, from "how much long-term research can we afford?" to "identifying and capturing the value created from R&D”) and (2) the recruitment and retention of key talent. THE NEED TO ADAPT "Change is slow and gradual. It requires hard work, a bit of luck, a fair amount of self- sacrifice, and a lot of patience (Greene 1998)." Since the 1960s the world has changed and the minerals industry has had to adapt to the changing circumstances. In the '60s, minerals were there to be discovered and fortunes to be made; in Australia, the World War I1 embargo on exporting iron ore was lifted and the Western Australian iron-ore boom commenced, to be followed by the exploitation of the Darling Range bauxites; copper, lead, zinc and nickel were discovered and mines developed. The Australian dollar was worth US$1.11 whereas today it is around US$0.65. The oil crisis of 1976 sharpened focus on the sensitivity of the minerals industry on energy costs. Taconite tailings reclamation, especially the stabilization of tailings ponds, .dams, and slopes, can be effectively accomplished through the use of appropriate vegetation. Utilizing vegetation provides both aesthetic and ecological enhancement of a site while at the same time protecting tailings structures against wind and water erosion. Generally, the methods and techniques for establishing vegetation are well known; however, there are many site-specific factors that can alter a particular reclamation approach. Those factors include slope gradient, tailings material size, solar exposure, and physical and chemical properties of tailings. In addition to the site-specific factors, variations in climate, geography, and physiography of a region can have a pervasive influence on the success or failure of a revegetation program. Both the site-specific and regional factors control reclamation planning in such areas as plant variety selection, methods and times of plants establishment, maintenance techniques, and subsequent monitoring methods. As a result of this multifactor relationship, it is important to establish a data base that identifies both the site-specific and location conditions in order to tailor the reclamation plan to the specific area. When an appropriate data base has been collected, detailing the various site-specific and regional factors that will influence a revegetation program (in the absence of previous testing), it is very beneficial to apply experimental techniques to develop the reclamation plan for a specific site. The reclamation plan for a specific site may include several techniques adapted for the differences found within the specific site as the result of topographic or other influences. Considering this, the Reserve Mining Company and Dames & Moore undertook to develop a successful reclamation plan based on a detailed test plot program conducted at the Mile Post 7 location.

The power industry throughout the world is in the midst of a significant transition that will result in a major restructuring. Deregulation of utilities in the United States is continuing, resulting in increased competition among power providers. The traditional ways that electric power is globally bought, sold and delivered will also change. However, according to the Department of Energy's (DOE) Pat Godley, one thing is clear: "Those who provide the power during the 21 st century will be those who are willing to change - those who are willing to accept new ways of doing business and willing to employ new technologies." Godley is assistant secretary of fossil energy with DOE. Her comments came during the opening remarks at the Fourth Annual Clean Coal Technology Conference, held in Denver, CO, Sept. 5-8, 1995. The conference was sponsored by DOE and the Center of Energy and Economic Development. Under the theme "Global Opportunity," more than 300 coal and utility executives spent three days discussing the new face of the electric-power industry throughout the world and the new, mostly clean coal technologies (CCT) that will be available to power providers.

Ilmenite-rich lunar deposits can be converted to liquid oxygen to support lunar base operations and space transportation propulsion needs by a Carbotek-developed process. Iron oxide in ilmenite is reduced at elevated temperatures by hydrogen in a fluidized-bed reactor to water vapor which is electrolyzed to product oxygen and recycle hydrogen. Reaction rate, thermodynamic equilibrium, and lunar-gravity fluidization behavior are key factors which have been considered. Fluid-solids behavior has been modeled from data taken at lunar gravity conditions aboard NASA KC-135 flights. Large-scale pilot plant operations are planned to complete the development.

A mathematical model of the industrial hydrocyclone based on fluid dynamics is a better alternative to the currently existing empirical models. The swirling-flow velocities are determined by solving the Navier-Stokes equations with an appropriate turbulence model. The solution of the momentum-balance equations yields the flow field inside the hydrocyclone which determines the particle trajectories, and subsequently the classification curve. The essence of the model is that the physical dimensions of the hydrocyclone and the slurry characteristics can be incorporated, and the influence of these parameters reflects on the flow predictions. The predicted tangential and axial velocities in a 250-mm hydrocyclone are in good agreement with the laser-Doppler velocimetry measurements. Finally, the predicted classification curves show good agreement with experimental data measured on a KREBS Dl0B hydrocyclone.

Unmodified pneumatic rock drills may have noise levels of 115 to 130 dB at the operator's position. Experimental modifications have been made to a standard drill to suppress the noise from the three main sources: the air exhaust noise, the noise radiated from the drill, and the resonance noise of the steel drill rods. A prototype model developed at the Bureau of Mines, Rolla Metallurgy Research Center, operates at a noise level below 100 dB. A close-fitting case and muffler unit, consisting of a metallic skeleton filled with viscoelastic absorber and having a durable cover, provided both muffling and noise absorption. Damping alloys were used at strategic points in the drill. Drill steel resonance noise was reduced by a constrained-layer treatment on the outside of the drill rod. The singular and combined effects of the treatments are presented in detail.

Selective Agglomeration experiments carried out to clean ultra-fine coal are examined. Effect of feed size, pulp density, coalescing agent dosage, and mixing intensity and duration on the kinetics of agglomeration are principally evaluated. A computer coded population balance model governing agglomerate size distribution and composition utilizing coalescence and breakage mechanisms is developed. Model calibration, verification and extension are analyzed.

Iron Mountain Mines, Inc., (IMMI) ore de- posits are located in the southeastern portion of the Klamath Mountains in the West Shasta copper/Zinc Mining District in Shasta County (Figure 1). The original massive sulfide ore deposits totaled 22,895,000 Mt (25 million st). The remaining ore deposits contain 12,875,000 Mt (14,183,000 st) of proven massive sulfides and 2,769,000 Mt (3,050,000 st) of proven gossan deposits. The addition of magnetite deposits and tailings (now marketable) brings the total of proven and probable reserves to 20,433,000 Mt (22,508,000 st). The massive sulfide ore bodies are generating a natural flow of acid mine water which has been slowly leaching minerals out of these deposits. This flow varies in volume, depending on rainfall, and contains variable concentrations of copper, zinc, iron and precious metals. This mine water has been treated for the past 50 years at the mine site to remove copper. The treatment process, utilizing scrap iron precipitation, continues at a production rate of approximately 54,430 Kg (120,000 pounds) of copper precipitate annually.

Many factors must be considered when designing a heap leach pad. Geotechnical properties of the ore, can and will affect how well an ore leaches, the solution recovery, stability of the heap, and settlement. As a heap is stacked some of these properties will change due to the increased load. In order to properly design a heap these properties should be determined beforehand so that the heap performs as intended.

Within ten to fifteen years, coal-fired power generating stations will be producing over 40 million tons of coal-ash annually in the United States. The largest part of this ash will be emitted from the boilers, entrained in the off-gas stream and trapped as flyash. However, about 15 percent (six million tons) will he removed from furnace bottoms as bottom ash or molten coal-ash slag. In current practice, the molten coal-ash slap is generally water quenched and then transported either as a slurry or in granular form to storage or disposal areas. Although a small amount of this slag is marketed as abrasive grit or as roofing granules, most of it is considered a waste material which must be disposed of at considerable cost to the power companies and therefore to the public. The accom¬panying economic loss in terms of unused raw materials and displaced land is not as obvious but is just as real. The Coal Research Bureau at West Virginia University under the sponsorship of the U. S. Bureau of Mines has been examining the possible utilization of both coal-ash slag and flyash in the mineral wool industry as a method of partially alleviating the growing national problem of solid waste disposal. The potential marketing situation for mineral wool manufactured from coal-ash is illustrated in Figure 1. This bar graph depicts the growth in value of mineral wool shipments1 from 1949 through 1966. In this 17-year period, the value in¬creased by over 350 percent, more than 20 percent per year, despite a decrease in unit cost of mineral wool. It therefore appears likely that coal-ash could find a steady market as a supplement to existing sources of raw materials for mineral wool production.
