The United States Cement, along with other industries, is being devastated by an unprecedented penetration of domestic markets by imported products. The overriding questions are: 1. Have foreign manufacturers improved their processes to an extent they can outperform U.S. producers in their home markets? 2. Is it gross inefficiency on the part of the U.S. producers that is allowing foreign producers to be capable of replacing a local U.S. producer in his normal home market? 3. Is there a combination of the first two questions that economically justifies this type of market overrun? The answer is a simple NO!. In a fair trade market atmosphere, U.S. producers are definitely competitive.

Underground mining operating costs consist pri¬marily of direct costs such as labor, supervision, ma¬terials, and supplies, plus indirect costs. The material and supply costs vary substantially between mines but commonly range from 35 to 60% of the total direct costs. As part of the preparation of accurate operating cost estimates for a project, information must be as¬sembled to select the material and supply items and to determine the quantities of these items that will be required. Cost data then can be incorporated with the estimated material and supply requirements to determine the total material and supply costs for the project. Estimated quantities will vary considerably between mining projects depending upon factors such as the type of material being mined, the mining method, the equip¬ment selected, drilling and blasting techniques, mucking and haulage methods, ground support requirements, number of men employed, etc. Valuable information often can be obtained from suppliers and manufacturers, including data on current operating practices for similar projects, recommenda¬tions for the specific project, and preliminary cost quota¬tions. However, quotations obtained for estimates are generally higher than the prices paid at the time of purchase. Mines operating in the area, or those mining under similar conditions, also can provide essential design information, but it often is difficult to obtain cost information from the operators. Estimated costs for the most common major items of underground materials and supplies are presented in the accompanying tables. They represent current costs or cost ranges and are intended to be used only as a guide when preparing budgetary estimates for materials and supplies. Cost data were obtained mainly from suppliers and manufacturers, with up to three quotations being ob¬tained for each item whenever possible. In most cases, as noted in the table footnotes, prices were based on quantities representing normal requirements for me¬dium-size mine operations. Every attempt was made to assure accuracy. However, the cost for most items, especially those with multiple sources, can deviate sig¬nificantly for various reasons such as geographical loca¬tion, current market conditions, quantities ordered, size of the customer (which could influence the ultimate quantities purchased), and the ability of the purchasing department. It is also for these reasons that the actual amount individual mines are now paying for specific items may vary from the estimated cost in the tables. The cost for specific sizes of items that do not appear in the tables often can be factored from the data pre¬sented. Costs for many items can be converted easily to a unit that sometimes is more basic, but not as com¬monly used, such as from a length to a weight unit. Other items not listed, such as repair parts for equip¬ment, will involve contact with suppliers to determine specific recommended requirements and to obtain costs for these items as related to each individual project. Costs are expressed in terms of US dollars as of 1978 unless otherwise specified. All measurements, sizes, and weights are expressed in conventional units (i.e. feet, inches, pounds) ; applicable metric conversion fac¬tors follow each table. Costs are represented for drill steel and bits; mining explosives; blasting caps; blasting supplies; ground sup¬port items; ventilation equipment; utility pipe, utility hose, and accessories; mine track and accessories; tires for underground equipment; lubricants and fuels; and miscellaneous supplies.

Reliable prediction of wall pressures in a coal silo demands careful characterization of the stress-strain properties of the coal. This paper describes the results of triaxial compression tests on a typical fine-ground coal used in power generation and describes the fitting of several different constitutive models to the data. The fitted parameters for the constitutive models are well suited to application infinite element analyses. The different models are used to give the reader flexibility in choosing a model and to show the shortcomings of some models. To explore the quality of the fitting process, the fitted results are compared with finite element predictions of the triaxial test itself.

The American Mining Congress International Coal Show, this year’s largest gathering of coal industry leaders, convened May 5-8 in Chicago. Against a 73 000-m2 backdrop of the coal industry’s most productive equipment,* some 23 000 people heard government and industry executives give guardedly optimistic reports of coal’s near future gains. Although a rocky road lies ahead, operators and suppliers still continue their search to improve efficiency. Among the ideas discussed at the show were better underground communications systems, continuous on-line coal analysis, and recovery of hard-to-float coal.

INTRODUCTION The inelastic stress-strain behavior of rocks has urged engineers to seek for the possible application of plasticity to engineering pro¬jects such as tunnels, oil wells, dams, etc. for a long time. Early efforts in this direction have tentatively used the classical theories to solve some axisymmetric problems, in which the rocks were treated as perfectly plastic and nonfrictional materials (Talobre, J. A., 1957). Meanwhile, one of the fundamental assumptions is that the volume strain of elastoplastic material is purely elastic. Drucker and Prager (1952) developed a perfectly plastic and frictional model with a generalized form of Mohr-Coulomb law, which serves as both failure criterion and yield criterion. Although the associated flow rule gives unacceptably large dilatancy, this model is a very important step to deal with the frictional behavior of geological materials. As a further step, Roscoe et al (1963) and Schofield and Wroth (1968) proposed a Cam-clay model, which accounts for the yielding before the material reaches a failure envelope and reflects the plastic volume strain as a strain hardening factor, and the open end of the Drucker-Prager envelope is capped by a family of yield surfaces, the envelope is made conforming with crit¬ical void ratio line. The proposed shapes of the cap have been based on experimental data and on convenience of mathematical descrip¬tions. Drucker, Gibson and Henkel (1957) introduced a spherical cap for soils, while in Cam-clay model the cap is semi-logarithmic yield function derived from the result of triaxial tests. DiMaggio and Sandler (1971) proposed an elliptical model for sand, in which the hardening function depends exponentially on plastic strain. Sandler et al (1976) used a plane cap model to express the behavior of a wide range of geological materials of which the nonlinear hysteretic nature is significant. Mizuno and Chen (1982) illustrated the physical mean¬ing of cap models and their adaption to finite element calculation. In recent years, Carroll et al (1972, 1980) have studied the com¬paction of porous materials under hydrostatic pressure and discussed the mechanism of the nonlinear response thoroughly. Analytical and numerical analysis of the hollow sphere model by Curran and Carroll (1979) predicted an initial yielding surface, dependent on the initial porosity, and showed a strong coupling between hydrostatic and deviatoric effects. All these main features from the abovementioned theoretical research are visualized by the experimental data on Boise sandstone (1984). The combination of such previous work would be logically the construction of a plasticity model for porous rocks which, following the tradition of assigning the name of birthplace to a special model, is called Cal-Rock model (Carrol, M. M., 1984). The results of triaxial tests along different loading paths reveal the compaction characteristics for deviatoric and hydrostatic stress separately. the fitting of the nonlinear stress-strain curves leads to a construction of yield surfaces. Moreover, an uniaxial strain test gives the strength envelope which is the critical state line. The whole model is composed in the frame of elasticity theory. The concept and representation of plasticity used here are in the spirit of Naghdi¬Casey theory (Casey and Naghdi, 1984 and 1984, Naghdi and Trapp, 1975). In order to find the way of using such a plasticity model in engineering problems, the stress field in a thick-walled cylinder of porous material is calculated. This is an axisymmetrical problem with plane strain, which is an idealization of oil well in an infinite medium. Because the constitutive relation is highly nonlinear, a numerical method has been utilized to obtain the solution. CONSTRUCTION OF CAL-ROCK MODEL (1). Machine learning in the form of artificial neural networks was applied to investigate whether specimen load evolution can be predicted as a function of acoustic emission (AE) signals in the case of three-point bending (TPB) marble specimens instrumented with piezoelectric sensors. The ultimate objective of this study is to develop a model that can quantify rock behavior under loading that can lead to rock-failure prediction in underground structures subjected to bending, such as roof failure in development or production openings.

With no doubt, Peruvian mining potential is great as well as the energetic one. Unfortunately, this potential is threatened by social unrest. Several methods and strategies from different standpoints have been rehearsed with respect to unrest in Peru, however, the problem goes on without getting the right conflict interpretation and most of all, effective solutions are not achieved. The mining unrest dates from ancient times and has not always had the same stages nor the same demands. In the 20´s and 30´s, conflicts focused on workers’ rights and demands. In the 70´s, conflict focused on mines nationalization that were under foreign control. In the 80´s, conflicts took place because of requesting better wages, better working conditions, better mining profits distribution and more investment in communities that surround mining projects. It is very important to highlight those transversal demands such as land purchase, agricultural property, impacts and water reduction as well as pollution, impact on water systems and disappearance of springs have always been present over the historical period.

The Conveyor Equipment Manufacturers Association (CEMA) specification B105.1 "Welded Steel Conveyor Pulleys" adequately defines pulley assembly standards for light material handling applications. However, most mining applications demand pulleys of higher reliability and load capacity than that offered by CEMA standard pulleys. Various sources have published specifications for "Engineered" conveyor pulleys. Typically, these specifications require T-section type pulleys applicable to operating belt tensions exceeding 439 N/mm (2,500 lb./in.). This paper examines the application of CEMA standard pulleys, T-section pulleys and also a mining duty pulley design. The mining duty pulley fills the void between CEMA standard pulleys and T-section pulleys and can eliminate the high cost and long lead times associated with T-section type pulleys.

The lining of a mine shaft is one of the most important considerations in the planning and operation of an underground mine. Generally, the function of a shaft lining is to preserve the shaft opening in a manner compatible with the expected mine life and -the other shaft operations. Where shafts are the only means of surface access in a mine, they also serve a critical function for the safety of the entire underground operation. Routine repairs and maintenance work on the shaft linings are only possible in stable strata with only minor interruptions to the shaft operations.

This paper presents the results of an investigation into the effect of pore pressure regime on the factor of safety (FS) and the anticipated critical failure mechanism for a fly ash storage facility. In this study, pore pressure measurements from standpipe piezometers and pore pressure estimated from seepage analysis were used for a comparison of the estimated FS for a fly ash slope. This comparison was applied for static and seismic scenarios. To account for the uncertainties resulting from the limited data available and support a qualitative risk assessment evaluation, a probabilistic analysis was performed. The slope stability analysis was conducted in 2D and 3D, adopting the limit equilibrium analysis approach, and a finite element seepage analysis. The results suggest consistency of failure surfaces for 2D and 3D and an increase in FS values of 5 percent for the 3D approach, limitations of standpipe piezometers. The study demonstrated the sensitivity of the FS value, and the implication of adopting representative material properties, and water table levels, especially in cases where limited data are available, and assumptions need to be made to assess the long-term stability of a fly ash dam facility.

Accurate modeling of the semivariogram is an extremely important step in the geostatistical analysis of mineral deposits. Automatic fitting of a mathematical model is often possible but not necessarily desirable. Significant geologic and statistical information must be taken into account in the fitting process, which is not always available to the computer. Manual fitting of the model is, on the other hand, extremely time consuming. Interactive graphics are best suited to optimize the process. A number of interactive methods are described, which are adapted to the modeling of semivariograms in one-, two-, or three-dimensional environments.

Corporations today must comply with an ever growing number of complex and increasingly stringent environmental laws and regulations. An environmental audit program is an effective means in which to uniformly and systematically assess compliance, and to assure management that environmental liabilities are being minimized. This paper describes the design and implementation of Homestake Mining Company's environmental audit program, which has as its primary focus the objective verification of compliance with external requirements and internal good management practices. Major elements of the audit program discussed in the paper include: pre-audit preparation; on-site audit activities; and the post-audit report.

1.1 Biological Process Description Pintail Systems, Inc. (PSI) has developed and in partnership with their clients in the mining industry has applied biological remediation processes for detoxification of spent ore and process solutions from heap leach operations. Contaminants that are treated to mine closure levels or drinking water standards include cyanides (weak acid dissociable and total cyanides), thiocyanate, nitrates and heavy metals. Biological processes are both site-specific and ore-specific processes. PSI specializes in isolating indigenous microorgan­isms from spent ore and process solutions and augments them in the laboratory for enhanced bio-detoxification in the field. Bioaugmentation in the lab is a key to successful heap bio-detox in the field. In PSI's bioaugmentation processes native microorganisms are isolated from the spent ore environment and are tested for contaminant remediation capacity. A majority of the indigenous microbes will be tolerant of the spent ore environment but will not contribute to contaminant metabolism. Indigenous enrichment or biostimulation of these non-working microbes by adding trace nutrients can competitively inhibit the working microbes. For this reason PSI focuses on the bioaugmentation process where non-working microbes are discarded and the working population is enhanced through stress, mutation and exogenous enrichment before it is re-introduced to the heap and process solutions.

The 1980 Mine Dewatering Act was enacted to protect water rights and to allow mine dewatering to proceed where impairment of a water right might have otherwise created a bar to mine development. In New Mexico, new appropriations for beneficial use are subject to the State Engineer's jurisdiction and are granted only upon a showing of non-impairment. Before 1980, mine dewatering was not considered a beneficial use, nor was it considered waste. The Act brings mine dewatering under the jurisdiction of the State Engineer, makes it subject to the same requirements as an application for appropriation for beneficial use, grants the right to replace the water of users whose rights would be impaired by mine dewatering without a plan of replacement, and extends the right of replacement to non-mining appropriations of water for beneficial use, Application of the Act requires determination of the definition of impairment (the threshold of significant impact on existing water rights), hydrologic evaluations to determine the impact of the proposed dewatering, and preparation and execution of a plan of replacement to avoid impairment of existing rights.

A hybrid boundary element-finite element model was formulated to model roof-bolt reinforcement of roof strata with bedding planes. This model was used to analyze the stress distribution around a rectangular opening, with variables such as opening width-height ratio, number of bolts installed, number1 location of bedding planes, in-situ stresses, etc. The most critical areas are identified, and the number and length of roof bolt required are then determined. Two case examples are illustrated.

The platinum group metals (PGM's) are typically recovered by flotation, smelting of the flotation concentrate to matte, and matte leaching. Concentrates too low grade to be processed economically by the conventional process require a new treatment route. PLATSOL, a new pressure leach process, was developed for the Northmet deposit and dissolves in one step base and precious metals (PGM's and gold). Various options exist to recover all pay metals from the leach liquor. The preferred option to date involves a solid-liquid separation, followed by sulphide precipitation of gold and the PGM's, and copper solvent extraction using commercial solvent extractants. This paper briefly summarises the process and the effect of the main leach parameters. Application of the PLATSOL process to various feedstocks is also presented.

Land management planning is an important issue in all jurisdictions, especially as it relates to mineral development. These planning documents are prepared at different intervals and reflect the realities at the time that they were prepared. The Seven Questions to Sustainability developed during the North American Process of the Mining, Minerals and Sustainable Development (MMSD) project are proposed for the evaluation of Land Use Plans as they relate to Mineral Development. This paper provides the background to the Seven Questions to Sustainability and how it can be applied to the evaluation of land use plans with specific reference to Resource Management Plans developed by the U. S. Department of the Interior?s Bureau of Land Management in Nevada. While this paper is focused on Nevada, the approach is broadly applicable and may be used in other planning regimes.
