The Indian Mining sector is subjected to a number of trends including call for global transition towards the route to sustainable development. Several regulations were enacted by the Government departments, from time to time, in order to identify the problems faced by the mining industry, including small-scale mining operations and to suggest appropriate mitigation measures in the form of environmental standards and certifications. During this process, a pursuit of sustainable development is regarded as an important area responding to socio-economic conditions, priorities and thus guides eventually corporate policies and practices. Thus, there is a need to formulate strategies for sustainable development. Based on these strategies some environmental indicators were developed in order to track down the progress and to evaluate its success. A case study pertaining to a group of iron ore mines in North Goa and Chromite mines in Sukinda, Orissa was selected for this study. Base line environmental data has been generated in the respective study sites. A core set of environmental indicators monitoring environmental progress based on the P-S-R model pioneered by OECD is linked with indicators for assessing the integration of environmental concerns.

This paper discusses some of the problems involved in predicting the productivity of a shovel and truck fleet in a new set of operating conditions. More specifically, it concentrates on the problems of predicting the travel times on the haul and return portions of the truck cycle under new profile conditions and the prediction of the interaction effect between the shovel and trucks at the loading point. The ability to calculate the travel times for a new road profile is not new. Additional corrections of these calculated times for expected actual operation can be made. In considering the interaction between the loader and the hauler, there are two approaches that can be taken. Probably the most accurate method of predicting the shovel-truck interaction is a simulation of the step-by-step operation considering the variation in cycle times of the shovel and trucks. This is usually called a stochastic simulation and requires input describing how these cycle times vary. However, by understanding the causes of this shovel-truck interaction it is possible to make sufficiently accurate predictions with much simpler methods. For the purpose of this discussion let us assume that the problem involves trying to predict the productivity of a single shovel-truck fleet at some future time in an existing operation. Let us also assume for simplification that the new operation to be simulated has the same loading and pit conditions and the same dumping conditions as did the existing operation. Therefore, the only difference would be the difference in the hauling profile for the new operation. The problem then becomes one of predicting the change in the travel times on the haul and return portions of the cycle, and in determining the change in interaction between the shovel and trucks with the new truck cycle times.

From the aspect of economic feasibility of mining, ineffective use of expensive mechanization investments is becoming a problem. In many cases, the machinery is in operation only 50 - 60 % of the total working time. The lost time when the machines are idle means a considerable over-investment in machines. The lost time, with LHD equipment in particular, accumulates from the following constituents: - the needs of the person operating the machine trips to the work site, lunch, coffee and other breaks, want for comfort, etc. - deficiencies in the monitoring and control systems for machine operation waiting periods at loading and unloading stations, unnecessary and erroneous actions, inefficient work, etc. - deficiencies in the machine condition monitoring system , and inefficient service and maintenance work The data transfer and computer technology of today provides means for resolving problems in several areas - including the area of underground loading operations. In the paper those areas of automation and data handling are considered which make possible an improvement in the usage and monitoring of LHD equipment. These fields are: remote control of equipment, use of TV cameras and monitors in remote control, locating equipment and data transfer down the mine, measurement of the load and the data storing system, systems for following the condition of the equipment, unmanned operation of equipment.

This paper presents an evaluation of the tailings dam incidents included in the 1994 US Committee on Large Dams (USCOLD) Committee on Tailings Dams report. Also, comparisons are made to water storage dam incidents from USCOLD reports, as well as to more recent tailings dam incidents. The evaluation results show that tailings dam incidents result from a number of factors, including overtopping, static and seismic instability, seepage and internal erosion, and foundation conditions. The results also show that no particular type of tailings dam or operational condition is more susceptible to incidents. In addition, the results confirm that tailings dams should be located, designed, operated and reclaimed with a thorough knowledge of site conditions, mill operation, site monitoring and tailings characteristics.

Lithium bearing lepidolites from three deposits in the province of Goias in Brazil were investigated to determine whether there is a correlation between the lithium content of the mineral and the colour of lepidolite and associated tourmaline. Such a correlation can be a useful guide to field geologists for outlining high grade ore zones. It was found that mauve-pink lepidolite associated with pink tourmaline, and brownish lepidolite associated with black tourmaline have high lithium contents, but the colour of lepidolite is not due to lithium. The pink colour of lepidolite and tourmaline is likely to Mn3+, and the brownish tint of lepidolite and black colour of tourmaline to Fe3+. Lepido lites appear to be lithium-rich when the lepidolite and associated tourmaline contain relatively high amounts of Mn3+ and/or-Fe3+.

Renewed interest in the vast reserves of anthracite coal in eastern Pennsylvania led to the use of a numerical model for simulating the hydrologic effects of constructing an open-pit anthracite mine. The proposed mine would be approximately 1800-m (5900-ft) long, 1000-m (3300-ft) wide, and 300-m (1000-ft) deep. A two-dimensional, finite-difference, ground-water flow model was used to calculate ground-water seepage rates into the proposed mine, to evaluate the effectiveness of various deep-well dewatering systems, to calculate drawdown in adjacent wells and properties, and to estimate the capacity of the water-treatment plant. Site-specific values of pertinent hydrogeologic parameters were used in the simulations.

Diesel particulate matter (DPM) is a common and well-known health hazard in the mining environment. The current approved method for monitoring both the organic and elemental carbon (OC, EC) portions of DPM is a laboratory method with a turnaround time of approximately one week. In order to evaluate exposure levels and take corrective action before overexposures occur, a portable real-time device capable of quantifying both OC and EC is needed. To that end, researchers from the National Institute for Occupational Safety and Health (NIOSH) designed and tested a device based on narrow bandpass optical filters that is capable of targeting infrared absorbance bands associated with DPM. Five optical bandpass filters were chosen based on previous work quantifying DPM using Fourier-transform infrared (FT-IR) spectrometry. The resulting device, referred to as a filtometer, is optimized to exclusively determine DPM and could serve as a cost-effective, field-portable alternative to laboratory-grade FT-IR analysis and instrumentation. The performance of the filtometer was investigated by calibrating FT-IR data from DPM (dependent variable) to the filtometer spectra (predictor variables) using a partial leastsquares (PLS) and ordinary least squares (OLS) approach. During the cyanide leaching process of gold and silver, ores that come from the transition zones which typically con-tains low levels of sulfide may produce one or more of the following reduced sulfur species: sulfide (HS ), polysulfides (Sn ), thiocyanate (SCN ), thiosulfate (S2O3 ), trithionate (S3O6 ), tetrathionate (S4O6 ), pentathionate (S5O6 ) and hexathionate (S6O6 ). The actual speciation of the reduced sulfur species in the circuits will primarily depend on the re-dox potential, pH, cyanide levels and existing sulfur species in recycled process water, as well as the presence of other reac-tive metal species. Development of an accurate analytical method for sul-fur species in cyanide leaching units of gold ores where sul-fur speciation occurs has an important role in explaining the metal recovery deviations. This study presents the speciation of sulfur species and development of an ion chromatography method to analyze the reduced sulfur species thiocyanate, thio-sulfate, trithionate and tetrathionate in cyanide leaching circuits for gold ores. The method developed has resulted in the precise quantification of target sulfur species in leach solutions.

Surface collapse over abandoned sub- surface coal mines continues to be a problem in many parts of the world. High-resolution P-wave reflection seismology was successfully used to locate water-filled cavities in a 1-m (3-ft) thick coal seam at depths of 9 m (29 ft) in southeastern Kansas. A dominant frequency of 275 Hz was attained enabling us to delineate the top of the coal seam. To our knowledge, this study is one of the first to locate water-filled coal mine cavities at depths of less than 30 m (100 ft) wing high-resolution P-wave seismic reflection techniques.

A high-altitude (2,900 m [9,500 ft]) historic underground copper mine in Wyoming is discharging copper-laden water with a neutral pH into an otherwise pristine creek. The Wyoming Abandoned Mine Land program is reclaiming the site under a CERCLA deferral agreement. The clean-up goal is to reduce copper in the mine discharge so that the creek can eventually support a trout fishery. A pilot-scale passive treatment test utilizing sulfate-reducing bacteria has been conducted at the site beginning in summer 1997. Test results show significant reduction in copper concentrations in near-freezing mine water at flow rates ranging to 19 liters per minute (5 gpm)

INTRODUCTION The flotation of minerals from their ores in flotation cells involves understanding many chemical and physical processes ranging from electronic events in the bulk mineral and in the mineral surface regime. molecular events at interfaces, the statics and dynamics of thinning and rupture of microscopic to molecular intefacial films, the fluid mechanics of bubble- particle events, the dynamics of air-water-solid colloid states in a flotation machine, etc. etc. D.W. Fuerstenau, whom we honour in this symposium has made unique contributions to many of these diverse physico-chemical and technological sub-processes. The present paper is concerned with a number of observations of the behaviour of minerals in flotation cells and the surface science of some mineral sulfide-water systems. We do not intend to be comprehensive in our analysis, but rather to highlight the challenges that face the scientific masochist who chooses to understand "froth flotationn. In what follows, emphasis is placed quite deliberately on technologically relevant, dynamic or realistic flotation processes i.e. the recovery in a froth of a given sulfide mineral particle of a given size and history from synthetic or actual ores in a flotation cell. In-mine Continuous Wave (CH) Radio Imaging method (RIM) instrumentation has the capability of measuring EM wave propagation constants in layered formations. The RIM method is based upon the fact that seams of coal, trona, potash, quartzite, gilsonite and oil bearing sands form natural waveguides for low loss transmission of electromagnetic (EM) waves. The waveguide forms whenever the seam is bounded by more conducting claystone, mudstone, shale or in the case of oil/gas traps, by a floor of saline water. Disturbances caused by faults, shear zones, paleochannels, sills and dikes significantly alter the propagation constant. The analytical values of the EM wave propagation constants depend on the physical and electrical parameters of the seam. The values are presented in this paper in a graphical form to assist in the interpretation of RIM tomographic images. This paper compares in-mine geologic mapping obtained during mining to tomographic images of the geologic disturbance zones in a Central Utah coal mine.

Investigations show that injuries and fatalities in mining workplaces in developing countries are increasing. In Turkey, the number of workers killed in occupational accidents in the Zonguldak Hard Coal production region per 100,000 tons of coal production is 2.83 in the private sector and 2.03 in the public sector. For this reason, it is important to conduct risk analyses in terms of occupational health and safety and to implement measures quickly. Risks are evaluated with reactive and proactive approaches. Because hazards and events are often unpredictable in high-risk areas such as coal mining, it is not practical or meaningful to plan proactively in advance for every possible situation underground, especially psychosocial risks. However, it is important to develop protective strategies and measures for unexpected events or to take a reactive approach to prevent future incidents or accidents and to identify psychosocial risks. Therefore, reactive risk assessments based on the tactics and strategies of criminology can be conducted and spatiotemporal geographic information system (GIS) techniques can be utilized, enabling managers in mining workplaces to correct assessments.

The use of surfactants as wetting agents to suppress sulfide ore dust has been investigated. Numerous surfactants were examined to determine their characteristics and to investigate their ability to improve the wetting of the sulfide ore dust. However, the surfactants selected as suitable dust suppressors proved to have a negative effect on the flotation of ore contaminated with such reagents. A method was developed to eliminate the detrimental influence of dust-suppressing surfactants. It consisted of surfactant adsorption on activated carbon and separation of loaded carbon prior to flotation. The technique is simple and requires minimal changes in the plant flowsheet.

Human operators, geological conditions, equipment changes, mining sequences, and roof conditions are some of the continually changing operating conditions that drive a dynamic mining environment. These dynamic characteristics make it difficult to automatically analyze mining data because attributes change as the mining environment changes. Mine monitoring systems could provide mine managers with much more useful information than they do presently, if automatic analysis were possible. Automatic analysis of sensor data is also key to autonomous mining systems. This paper describes artificial intelligence (AI) and sensor fusion based sensor data analysis techniques developed over the past four years. These techniques were used to classify machine operating events by continuously monitoring machine power usage in a continuous miner section at an under- ground coal mine. The result is a report similar to an industrial engineering time study. First, numerical pattern classification techniques broadly identify operating events. However, domain knowledge about inter-machine and intra-machine interactions is necessary to identify and refine dynamic event boundaries. By implementing AI and sensor fusion based techniques we are able to classify machine events more accurately and recognize more specific events. The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration (MSHA) has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and re¬sponse of mine personnel in mine emergency situations. The MERD program simulates problems that may occur in underground mine fires and explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, industry, labor and state government personnel. This versatile program is easily adapted to suit various training requirements. In 1992, a Mine Simulation Laboratory was built at the Natinal Mine Health and Safety Academy, Beckley, WV, to improve training for mine emergencies and prevention and fighting of mine fires. This facility is capability of simulating a coal mine and metal-non-metal mine for training purposes. It has been included in the MERD program to provide realistic and practical training for mine rescue teams and MERD partici¬pants in advanced mine emergency operations. The objectives of the MERD program are to improve the organizational and management skills of the participants in a rescue and recovery operation and provide a better understanding of the importance that various roles have on the overall organization and the importance of their interaction. The MERD program is not intended to provide the participants with all of the abilities and knowledge required to respond effectively to a mine emergency. Rather, it is intended to give the participant an opportunity to experience the emotions, frustrations and successes of a mine emergency without having to actually be involved in one. The participants are expected to return to their regular jobs with a greater appreciation of the environment in which emergency operations take place. Experience in mine emergencies is extremely limited in the industry today. The participants are encouraged to use the knowledge gained during a MERD program to develop or enhance a mine emergency plan suitable to their needs.

Freeport Minerals Co.'s Ertsberg East underground operation typifies the cliche that all the "easy" ore deposits have already been found. Despite its location, in a remote Indonesian rain forest, and the effort and expense required to develop the ore body, the mine was developed on schedule, under budget, and with minimal disruption of the adjacent open-pit mining operation. Development of the Ertsberg East copper, gold, and silver ore body took less than two years after exploration drilling and feasibility studies were completed. In addition, the project came in well under its targeted budget of $101.5 million. Initial block caving and underground ore production took place last year. About 3 kt/d of Ertsberg's total 8.6 kt/d ore production is currently mined underground. This will increase to 5.4 kt/d by year's end. Underground operations will eventually account for all of Ertsberg's production, as the open-pit ore body is depleted. Freeport Minerals is currently studying the possibility of increasing total Ertsberg East production tonnage to 10.5 kt/d by 1983. The equipment, work practices, and development methods at Ertsberg East (Gunung Bijih Timur or "GBT"), while typical of other block caving mines, were modified for rapid mine development and maximum ore recovery. Located in the Irian Jaya province, "Gunung Bijih" is the Indonesian expression for the Dutch "Ertsberg" that in English means "ore mountain." "Timur" means "east" and relates to the fact that the new underground ore body lies about 1 km east of the open pit. The area surrounding GBT is mountainous, with peaks from 4.2-5 km. The underground mine adit and surface plant are located at a 3.6-km elevation. The mine, 4° south of the equator, gets 5.1 m/a of rain, but has an average daily temperature of only 13°C because of the mine's elevation.

Introduction Preparing a report on fluorspar economics in the US could have been somewhat complicated at one time. This was because the number of producers, both large and small, derived production from different locations through-out the western US and the southern Illinois and western Kentucky fluorspar districts. Companies, such as Allied Chemical and Williamson Mining, operated in the Jamestown district of Colorado. In Walden and Salida, CO, the Colorado Fluorspar Co. operated mines and mills. In New Mexico, both Du Pont and Allied had mines and mills. In the Illinois-Kentucky district, US Steel, Rosiclare Lead and Fluorspar, Minerva Oil Co., and Marathon Oil all produced spar for the US market. Now all of the companies are out of the fluorspar business and, with the closing of the Seaforth Mineral Co.'s Inverness Mining Co., only Ozark-Mahoning Co. survives as a domestic producer. History Ozark-Mahoning Co., as it now exists, was formed in 1946 by the merger of Ozark Chemical Co. and Mahoning Mining Co. Ozark Chemical Co. was started in the 1920s to produce sulfuric acid for two refineries located in Tulsa, OK. Mahoning Mining was originally formed by the founders of Ozark Chemical Co. and the Youngstown Sheet and Tube Co. to produce fluorspar and associated minerals from properties in the southern Illinois and western Kentucky fluorspar district. In 1937, Mahoning Mining started an exploration program, employing contractor-operated churn drills to look for reserves in Hardin and Pope Counties in southern Illinois. Based on known reserves in the area and the results of the exploration program, work was started in the fall of 1938 to build a selective flotation plant at Rosiclare, IL. The mill was completed and put into operation in August of 1939. The company's first mining efforts were in the Cave-In-Rock district just north of Cave-In-Rock, IL. The deposits in this area were of the Manto or bedded type. They have been the mainstay of the company's operations in the Illinois-Kentucky fluorspar district. In 1950-51, the company expanded its operations by purchasing fluorspar properties from Colorado Fluorspar Co. at Walden, CO. This location was operated from 1952 through 1958 and from 1968 through 1973 when it was closed permanently. In 1974, Ozark-Mahoning Co. was purchased by Pennwalt Corp. Presently, it is a wholly-owned subsidiary of that corporation. As the only major domestic producer of fluorspar in the US today, the company's ability to survive under the flood of imported material is directly related to the four major segments of its operations. These are: exploration, mining productivity, maintenance, and marketing. All are done in-house. Exploration The Southern Illinois fluorspar district is located in the most complexly faulted area of the central US. The formations are sedimentary in nature and range in age from Devonian through Pennsylvanian. The deposits are small, they range in size from a few thousand tons up to 900 kt (1 million st), with the average minable deposit being around 544 kt (600,000 st). The ore occurs in both nearly vertical vein deposits and in Manto or flat lying bedded deposits. Due to the relatively small size of the deposits and the depth at which they occur, a good low-cost exploration program is essential to ensure that new finds of ore are equal to the mining extraction rate. Ozark maintains a leased land position in Pope and Hardin Counties that will fluctuate somewhere between a low of 40 km2 (10,000 acres) up to a high of 129 km2 (32,000 acres), depending on total size of tracts leased. Most all lands are obtained through a standard lease purchase option, with a small minimum royalty per acre during the normal 10-year option period. The effects of bacterial adaptation and partial replacement of leaching solution on the rate and extent of bioleaching reactions of a complex sulfidic gold ore were investigated. The ore was first concentrated by bulk sulfide, flotation, and the sulfide concentrate was treated by bioleaching using Thiobacillus ferrooxidans. The residues from bioleaching were treated by cyanidation to extract the gold and silver. Bacterial adaptation before bioleaching significantly increased the rate and extent of bioleaching reactions. Similarly, the daily partial replacement of leaching liquor enhanced to a great extent the leaching rate, and in some cases, increases of up to ten fold were observed. Both bacterial adaptation and solution replacement increased the gold recovery by about 2-fold and that of silver by about 1.3-fold. In this work, more than 95% of the gold and more than 98% of the silver could be recovered from the sulfidic gold ore when bioleaching was used ahead of cyanidation, compared with 18.3% and 52.3% by direct cyanidation.
