Unlike previous gold mining booms in Nevada's Great Basin, the current boom includes a serious commitment to mine reclamation. Many of the smaller mines began reclaiming in the late 1980s but met with limited success due in part to poor soil characteristics. Public land managers and the mining industry began looking for ways to improve reclamation success. One promising technique is suggested by an ongoing research project using sludge biosolids, the solid residue of municipal waste water treatment. During the 1980s, limited space in landfills led municipal governments to search for alternate ways to dispose of their biosolids. The cities of Reno and Sparks, NR and the US Bureau of Land Management (BLM) searched for ways to combine these needs to everyone's mutual benefit. Yet barriers remained. The federal government had major concerns about potential bioaccumulation of metals and contamination of drinking water from the land application of municipal biosolids. The barriers were lifted late in 1991 when an interagency task force led by the Environmental Protection Agency (EPA) issued a new federal policy on the use of biosolids on federal land. The policy encouraged biosolids as a soil amendment to reclaim degraded minelands and invited federal agencies to develop biosolid pilot projects. In response, BLM enlisted the help of American Resources Corp. (ARC) and the University of Nevada, Las Vegas for a pilot study at ARC'S' Butcher Boy Mine near Wadsworth, NR. Although biosolids have been used in mine land reclamation in the eastern United States for 20 years, before this pilot study, none had been used on public lands in the arid Great Basin. Land application of biosolids improves soil conditions by improving nutrient uptake, increasing water retention, permitting easier root penetration and enhancing soil fertility. Biosolids increase ecosystem productivity and can lead to significant improvements in the structure and diversity of plant and animal communities. Thus, land application of biosolids promotes biodiversity.

Pursuant to the Federal Surface Mining Act of 1977 and the Illinois Surface Mining Act of 1980, Illinois has adopted revegetation success standard regulations that include the Agricultural Land Productivity Formula. The Formula establishes yield goals and standards to measure the success of meeting yield goals for reclaimed prime farmlands. The formula compares the quality of the pre-mining soils in the permit area and the county, to the crop production achieved on the reclaimed permit area and the county crop yield in a given crop year. The regulations also specify acceptable crops, erosion control requirements and time frames for demonstrating success.

Application of shallow seismic reflection to problems associated with mineral exploration, mine planning, abandoned-mine detection, and environmental evaluation has been successful in a variety of geologic settings. Increased dynamic range of recording equipment and decreased cost of processing hardware and software have made shallow seismic reflection a cost-effective means of imaging geologic targets significant to mining operations. Seismic data possess sufficient resolution in many areas to detect faulting with displacement of less than 3 m in coal seams as thin as 2 m at depths of 200 m. Subsurface voids associated with abandoned mines at depths of less than 20 m can be detected and mapped. Seismic reflection has been successful mapping disturbed subsurface associated with dissolution mining of salt Complex geologic features associated with deposition of various hydrothermal minerals have been effectively mapped with high resolution seismic reflection at depths from 80 to over 300 m. Faults in sulfur-bearing cap rock over salt domes have been accurately located, allowing improved efficiency of the dissolution mining process. Shallow high-resolution seismic reflection has the potential to significantly enhance the economics and safety of mine operations.

INTRODUCTION The potential health impact from uranium milling operations is mainly associated with long-term releases of radioactive contaminants from the mill tailings.(1,2) The major mechanisms for mitigating these potential releases focus on increasing the tailings containment with the addition of migration barriers such as thick earthen covers and clay liners. Some limited investigation has also focused on reducing the radionuclide source terms. This alternative approach has some desirable features, but stringent cost requirements are placed upon source removal methods in order for them to be economically favorable. A cost effectiveness evaluation is presented herein, in which costs for containment methods are used to establish maximum cost guidelines for the source removal methods. The 230U decay chain, shown in Figure 1 contains the radioisotopes of major concern, 230Th, 226Ra, 222Rn and its short-lived alpha-emitting daughters, When the uranium is removed in the milling process, these isotopes, which are normally not removed remain in the tailings solids. The general pathways to the environment from uranium mill tailings are depicted in Figure 2. The dominant pathways are radon to the atmosphere and radium and thorium to a groundwater aquifer. The magnitude of the contaminants released into these pathways can be characterized by the following parameters: 1. The 230Th and 226Ra content. 2. The emanating power for radon. The fraction of radon generated that is free to migrate. 3. The leach rates. Source reduction methods seek to reduce the magnitude of any or all of these parameters. In general the dose rates are proportional to the source terms. For radon production the source term is proportional to the product of the radium concentration, R, and the emanating power, E, so that the risk is reduced by the same factor that reduces RE. For example, if the radium content is reduced by 95 percent, but E is increased by a factor of two, then the dose rates are reduced by an order of magnitude. The market for thermal coal has recently been growing rapidly and it is projected to continue to do so in the foreseeable future. Both the national and international markets often demand high Btu low sulfur thermal coal in order to minimize the cost of utilization and meet the environmental restrictions. High quality thermal coal can be prepared to compete in the utility market by desulfurizing the high Btu midwestern coal and blending it with low sulfur western coal which is usually low in Btu content. The methods that can be used for optimizing the coal preparation plant operating parameters for physically desulfurizing coal is presented.

This paper demonstrates the method of approach for the optimization of such filters. This does not only incorporate the proven and simple recently developed equations for the calculation of the solids throughput, the residual moisture and gas throughput, but also introduces equations for the calculation of the specific product costs for both vacuum and hyperbaric filtration under consideration of the influences exerted by the filter compressor and a possible thermal drying. An easy-to-use method is offered which incorporates a special graphic representation concerning the plotting of the target parameters in dependence of the pressure difference with which the optimal process pressure difference can be established, independent of the specific cake permeability or product fineness. Finally, the optimization method is exemplarily demonstrated for a concrete application.

A prototype remote placer drill (RPD) has been designed and successfully tested in the offshore gold district of Nome, AK. The RPD system is unique in its design and in the cooperative support that was provided during its development by industry, academia and government. The RPD was conceived as a low-cost, rapid drill sampling system for the reconnaissance of marine precious metal placer deposits. The drill functions as a counter- f lush system. It incorporates a dual wall casing and a rotating percussion bit driven by way of a drill rod through the central eductor casing by a heavy duty pneumatic rock drill. The cost of drill sampling in the exploration of marine precious metal placers has traditionally been high due to the technical difficulties imposed by the environment and the remoteness of the sampling target. The objective was to reduce capital and operating costs of a drilling program through the development of a portable system incorporating drill compoments having a high power-weight ratio that could be deployed from work vessels of opportunity. A principal design requirement was to operate the system remotely from the sea floor with only flexible connections to the surface. This includes cable for deployment and retrieval and hoses for air supply and sample recovery, thus making the drill system semi-independent of the vessel's sea-induced motion. The prototype RPD underwent full operational test off Nome, AK in late summer 1988. It was deployed from the landing door of a modified LCT vessel, and rigged for a single pass of 5 m (16.5 ft). More than 50 holes were drilled in a wide variety of bottom materials typical of the off shore Nome submerged beach placers. The prototype RPD proved to be an overall success, recovering representative samples throughout the section in all but the heavy boulder ground. Compared with a conventional drill system on board that was assigned to a production drilling system, the RPD was capable of reliably sampling moderate ground less than 6 m (20 ft) in thickness, using a smaller crew and operating in higher sea conditions.

This paper describes experiments conducted to evaluate the effectiveness of jet fans for ventilating blind headings in under- ground mines. A laboratory model of a mine heading was built by using dynamic similarity criteria, and water as the fluid medium. In order to verify laboratory test results, field experiments were designed and carried out in a full scale mine model and in a coal mine in West Virginia. Using CO, as the tracer gas and in combination with a computerized gas monitoring system, tests were conducted to evaluate jet fan performance. The results highlight the flexibility and versatility of jet fans for ventilating blind headings. Numerical modeling of a jet fan in a typical coal mine heading was carried out to evaluate the potential of computational fluid dynamics.

The combination of froth flotation and hydraulic classification can facilitate the production of a high-quality pozzolan that meets or exceeds ASTM specifications. This combination has been rigorously evaluated and results of pilot-scale testing are presented. Pilot-scale testing was conducted on fly ash from two active electric utility storage ponds. The tests demonstrated that a high-quality and consistent pozzolan could be produced using Advanced Pozzolan Technologies' Fast Float™ Process. Along with the pozzolan, the additional production of aggregate for masonry mortar and the production of a low sulfur, medium-Btu fuel were also demonstrated. The Fast Float™ Process incorporates several simple unit processes to ensure pozzolan consistency. Classification controls the particle size distribution, which is critical for achieving early strength;flotation controls the grade with respect to L.O.I.; and dewatering controls the moisture content.

Attapulgite and sepiolite are the clay minerals used to thicken ionically contaminated watzrs in the preparation of drilling fluids. They are nonsweliing clays that can be dispersed and reflocculated by mechanical means to increase the viscosity of fresh water and salt and gypsum contaminated waters. Those gelled in fresh water do not become excessively thick when contaminated with high salt concentrations or polyvalent cations encountered during drilling. Gels formed exhibit thixotropy and yield pseudoplastic rheological behavior due to the particle interactions and mechanical interferences of the flocculated gel structure.

Bentonites and bentonite containing sealing materials are used since many years for sealing purposes in foundation, dike construction, hydraulic engineering and landfill construction, especially for encapsulation of old waste deposits In the near future compacted bentonites will be important components of multi-barrier systems for dry charge of old mines, for underground disposal of hazardous or radioactive wastes. Because of their exceptional physical, structural and chemical properties, bentonites are offering manifold possibilities to protect the environment against the negative effects of dumping grounds. Often the compliance with legal regulations for waste dumping or the isolation of contaminated areas is possible only by using bentonite containing sealing systems. The essential properties of bentonite, bentonite containing building materials and the different techniques of making horizontal technical base liners and vertical cut-off walls are explained. For horizontal technical base liners the adsorption ability, the ion exchange capacity and the swelling behavior of bentonites are important. For cut-off walls bentonite controls the rheological behavior of the slurry and is responsible for the low permeability of the hardened bentonite-cement-wall. In the multi-barrier systems of repositories for chemical or radioactive wastes compacted bentonites are considered to be favourable sealing and backfilling materials because of their high swelling capacity, their adsorption and ion-exchange ability and their plasticity in water saturated state.

The Code for Environmental Management of Marine Mining (the Code) was adopted in 2001 by the International Marine Minerals Society (IMMS) following extensive and wide-ranging consultation, and updated in 2002. The Code provides a framework and benchmarks for development and implementation of an environmental program for a marine exploration or extraction site by marine mining companies, and for stakeholders in governments, NGOs and communities in evaluating actual and proposed applications of environmental programs at marine mining sites. The Code provides for its review by IMMS after five years, with a focus toward possible modifications based on experience with its implementation and in light of developments in the field of marine mining and associated environmental practices, in consultation with the marine mining industry and with other stakeholders at marine mining operations. As the review of the Code is now due, to begin the process, this paper will present an analysis of the Code and initial suggestions for its modification. Thin aqueous equilibrium film studies and surface tension measurements on a mixed surfactant system consisting of polyethylene oxide (a model frother) and potassium ethyl xanthate (a model collector) enable the interaction between the two surfactants at the air/solution interface to be elucidated. For the film containing the non-ionic frother, the interface was charged and addition of low concentrations of xanthate acted as a common electrolyte and reduced the thickness of the film inducing rupture. However, at high xanthate collector concentrations, the negative charge xanthate was found to interact with the non-ionic and caused a build-up of negative charge at the air/solution. Higher frother concentrations were necessary to produce non-rupturing thin films upon increasing the xanthate concentration.

On July 1, 1999, most domestic metal mines will have to report releases of toxic chemicals into the environment for the first time as required by SARA Title 313. Some of these reportable releases will appear huge in relation to reports by other industries. The reasons for the potentially large reportable releases, special considerations for mining operations, and strategies for dealing with the reports are described. Data composited from experience with several mining companies is presented in the context of a typical goldmine.

One of the major concerns of ground control in a coal mine is the prevention of roof, pillar and floor failures of the mine entry. To better design and evaluate the stability of a mine entry within a certain level of confidence, a reliability approach is introduced. The advantage of using the reliability approach, rather than the conventional safety-factor (SF) method, is that it not only takes variability of both rock/coal properties and stress into consideration but also assesses the stability of each component and the mine entry as a whole. Therefore, it is anticipated that by using this approach the current ground-control technology in a coal mine will convey a better sense of confidence. The results of a case study show that there is a significant difference in mine entry stability between the current design method and the reliability approach.

A new one-step process was developed to completely eliminate iron and directly obtain pure Ni, Co, and Cu chloride catholyte from nickel rich matte by low temperature (400 0c) chlorination roasting of Ni, Co, and Cu with HCl and leaching with water (PH 7). The effects of roasting temperature, time, oxygen potential and HCI addition and leaching temperature, pH, H2S04 addition and residue sulphur on the recovery of metals and purity of leaching solution were investigated. More than 99 % of Ni and Co and 95 % of Cu in the matte was directly extracted into the solution while 99.995 % of Fe remained in the residue. The iron concentration in the leaching solution was less than 3.6 X 10-5 mol/L.

This paper focuses on formulating a practical procedure for forming long-range production and development schedules in underground mining. A computer program developed to be run on a microcomputer is presented and discussed in detail, and a practical case study is analyzed to demonstrate the suitability of the procedures discussed in the paper. The intent of the computer scheduling model is to have quick access to vital information when changes in development and production are under consideration by management.

Acid rock drainage is one of the most complex issues facing regulators and mining companies for management and remediation of mining wastes. All mining waste units, including open pits, underground workings, tailings, waste rock and leached spent ore have the potential to generate acidic leachate based on the acid generation or neutralization potential of the material. This paper uses a case study of the Walker Mine in northern California to give an overview of the available control and mitigation methods. Wetland design is emphasized as a low-cost alternative treatment option for wastewater remediation. The Walker Mine is located on the eastern flank of the Sierra Nevada, 20 miles north of Portola in Plumas County, California. The Walker Mine was an active copper mine between 1915 and 1941. During active mining, tailings were discharged into an area 1 mile west of the site at the confluence of Dolly Creek and Grizzly Creek. In addition, there were two main sources of metal-rich, acid waters impacting Dolly Creek: discharge from the mine tunnel portal, and seepage and surface runoff from waters contacting mine waste downslope from the portal area. A mine portal seal was installed in 1987 which prevented the majority of mine water drainage from further contaminating the area. Minor drainage from the portal and seeps discharge into a holding pond which overflows into Dolly Creek when elevation exceeds 6,200 feet. A site characterization study was performed to evaluate the potential water quality threat to Dolly Creek from mine tunnel discharge and waste rock seeps. Based on the results of this study several remedial options were investigated, both on a design and cost basis, to determine which abatement alternatives could be realistically implemented. The remedial options considered include both in situ containment (landfill, waste pile) or removal (backfilling into underground workings and/or sinkholes) of solid wastes. Waste water remedial options include long-term, seasonal treatment of the portal mine water, or long-term, passive treatment of portal discharge and waste pile leachate.

The Minerals Availability Program is a Bureau of Mines Program to systematically measure and classify identified worldwide nonfuel mineral resources according to their respective extraction technology, economics, and commercial availability. The program is designed to identify, collect, compile, and evaluate information on worldwide active mines as well as on developed and explored mineral deposits, and on mineral processing plants. Objectives are to classify domestic and foreign resources, to identify by cost evaluations resources that are reserves, and to prepare analyses of the availability of these resources for 34 commodities and secondary minerals. Availability analyses consider such factors as geographic location, the type of producible material, the technology and time required to produce a marketable product, and the productive capacity and unit cost for each deposit. These factors, reflected in the aggregated tabular and graphical data in the study for each commodity, are developed for consideration in the formulation of both domestic and foreign mineral policy. To date, the data have been collected for the 34 commodities and the availability analyses are in various stages of completion; expected first cycle completion date for all 34 is early 1986. Raw and aggregated data are available to the public in the form of computer-generated listings, tapes, and maps as well as in published reports. Also, systems developed to assist in performing the engineering and economic c analyses, including the computerized economic evaluation program (MINSIM) and the cost estimating system (CES), are available.
