We propose an advanced truck dispatching system which uses mathematical optimization approaches including integer programming, non-linear networks and the assignment problem. The system produces better operation control than existing algorithms. Furthermore, it provides planning tools for choosing equipment and finding an equilibrium between the quality and quantity of production.

As part of an effort to provide basic data on the fundamental scientific and engineering principles of minerals beneficiation, the Bureau of Mines is conducting research on the flocculation of mineral fines. This paper presents results of studies using crosslinked starches containing carboxyl, diethanolamine, iminodiacetic acid, and xanthate groups to flocculate hematite, goethite, chromite, manganrte, pyrolusite, cuprite, and cassiterite fines. The carboxyl and xanthate derivatives flocculated all minerals except cassiterite; the latter was flocculated by only the diethanolamine derivative. The iminodiacetic acid derivative flocculated hematite, goethite, chromite, cuprite, and pryolusite fines. Zeta potential measurements were made to help define the reaction mechanism responsible for flocculation. These measurements indicate that electrostatic attraction probably is not involved, except possibly in the case of the diethano lamine derivative. The separation of hematite from quartz by selective flocculation with chelating cross- linked starches under two pH conditions and with two dispersing agents is described. Best recoveries and grades were found when either the carboxyl or xanthate derivatives was added at the natural pH of the pulp in the absence of a dupersing agent.

This paper will describe briefly the steps taken in the development of a Central Florida phosphate ore deposit from acquisition to mining. Further, the design and early operation of the mining and beneficiation facilities will be depicted. During the 1950's, with confidence in the continually increasing requirement for phosphate fertilizer materials essential for producing food, I'. R. Grace & Cc acquired the Hookers Prairie tract containing approximately 45 million metric tons o. (50 million short ton~ of potential phosphate rock product. In 1973, at a point when the Grace captive need for rock was being greatly enlarged by a planned doubling of its Bartow phosphate chemicals plant capacity, the decision was made to expand existing phosphate rock production by building a new mine and plant. The initial annual capacity was to be 2.3 million tons (2.5 million st); however, subsequent investigation pointed to a higher than estimated dragline operating factor 'and the forecast of annual capacity was set at 2.5 million tons (2.8 million st).

This paper will describe the excavation of a 5.4 percent decline at the Montanore Project for Noranda Minerals Corporation. The 5.3 m by 4.9 m tunnel was driven to provide access for the exploration of a major copper-silver deposit. Soft ground and conventional drill-blast mining were used on the 4,270 m tunnel. Ground support consisted of steel sets and concrete in the soft ground and pattern rockbolts providing the majority of the rock support. A special feature of the project was the use of conveyor haulage in conjunction with the drill-blast excavation.

A new extraction method which includes a combination of gravity and alternating electromagnetic fields with interfriction of mineral particles was proposed (Tikhonov O.N., 1979) and tested in lab conditions at Mineral Processing Department of St. Petersburg Mining Institute. At the beginning of the work the main goal was to find an efficient alternative to traditional extraction methods (like shaking table, etc.) used for concentration of fine alluvial gold particles. After the method and a series of gradually improved lab separators (Tikhonov, et al., 1983) were positively tested for gold (Tikhonov, et al.. 1986) the efficiency of the method was also proved for extraction of and other heavy minerals from alluvial and ground ores in experimental work at the St. Petersburg Mining Institute. The fine heavy minerals were separated to concentrates with high technological indices (Andreev et al., 1987), (Tikhonov, Gladkov, 1987), (Tikhonov, Gladkov 1989). In parallel a semi-industrial gravi-electro- magnetic separator was made and several technological flowsheets were designed for testing the method in industrial conditions (Tikhonov O.N., Miazin B.N., 1987), (Tikhonov O.N., Tolstunov S.A., Jebelev V.V.,1989). A series of industrial tests accompanied with complete sampling and standard technological measurements were performed at several alluvial deposits, with good technological indices. Thus the method and the flowsheets displayed high additional recovery of fine alluvial gold particles during elkrated industrial experiments in Siberia (Aldan province). At higher concentrate grade this method, even in one-stage operation, increased gold recovery more than by 25% compared with shaking table (for particles -0.10 mm gold recovery was 82% vs. 55% by shaking table, for particles - 0.25mm the recovery was 97.5% vs. 61.8%). Experiments were performed by joint team of St. Petersburg Mining Institute and the Irkutsk Institute of Rare Metals (Tikhonov O.N., Gladkov S.A., Tarasova T.B., 1991).

Gob holes are routinely used by the mining industry to vent methane from gobs and to prevent it from entering the mine ventilation system. In some cases, flows from gob holes are measured by centering an anemometer on the end of the discharge pipe. These measurements are erroneous and tend to be high by as much as 30%. The Bureau of Mines determined correction factors (method factors) for anemometer measurements taken in this manner. Method factors for 10.2, 15.2, and 20.3 cm (4, 6, and 8 in) ID pipe are 0.68, 0.71, and 0.78, respectively. Comparisons between horizontal and vertical flows indicated no significant change in method factors. Consequently, the method factors for horizontal pipe flows can be applied to vertical upward flows.

The measurement principle of the Coulter Counter for particle size analyses is described. The application of the Coulter Counter to cement particle content and size analysis and to the size distribution of clinker from standard grindability tests are described. Methods of calibration, sample preparation and data reduction are presented. The results of the analyses obtained are compared with characteristics associated with performance showing both concordance and non-concordance of test data., Future uses of the Coulter Counter for particle size analysis in research and plant control adaptations are indicated.

During Hurricane Harvey over 60% of the 39 WWTPs, including the low-lying 25 MGD Sims North WWTP, and one third of the 382 lift stations owned and operated by the City of Houston were flooded resulting in extensive facility damage, loss of service and uncontrolled release of untreated wastewater into bayous and creeks. In response, the City has embarked on an effort to improve system resiliency by consolidating at-risk facilities with a network of deep sewer tunnels. These tunnels will provide secondary benefits to the collection system of augmenting the capacity of the existing 6,000 miles of sewer mains and lowering the collection system profile in poor performing areas. Investigations on the cost to mitigate the flood damages by raising the liquid stream processes at the Sims North WWTP is estimated at nearly $450 million. Instead of spending $450 million to raise the plant, the funds will be directed to providing a more robust and resilient wastewater system for the Sims basin area of Houston. The backbone of this new system is a 4.5-mile-long, 110 inch diameter deep gravity sewer tunnel that will convert a system heavily reliant on distributed lift stations to a majority gravity system with a deep consolidated lift station at the Sims South WWTP. This will also allow the City to address the flood prone infrastructure at Sims North and consolidate its operations into a single permitted outfall for this collection system. This approach is the outcome of a team effort focused on maximizing system resiliency and sustainability for the next 100 years. By thinking outside the box, the City of Houston will not only mitigate the flooding risk at Sims North WWTP, but also solve regulatory and operational challenges throughout the sewershed and deliver a winwin on multiple levels.

This paper describes the results of a comparative study of the geostatistical ore reserve estimation method over three conventional methods; the polygon method, the inverse of the distance squared (IDS) method, and ELIP which is similar to IDS. Each method was evaluated on its ability to accurately predict individual block grades for one bench of the Pima Nine, located near Tucson, Arizona. Results at the Pima Mine indicate that the geostatistical method is no better nor worse in predicting block grades and total tonnage than the ELIP or IDS methods in contrast, the polygon method is clearly inferior. All of the methods would have given better results if geology had been included in the block model. At already producing mines ELlP or IDS may be good choices since they involve substantially less cost in computer time. For prospective or new properties, the geostatistical model is more attractive, due to its ability to construct confidence limits on the estimates.

Case studies are presented in this paper to illustrate the usefulness and applicability of using conditional simulation in under- ground coal mine planning. Conditional simulation is a technique developed in the last five years that allows the building of a simulated ore body (or coal deposit) model. Construction and validation of the simulated model is described in order to show how well the model reproduces the essential characteristics of the deposit. In the model, the thickness, ash, and sulfur content are known everywhere in the deposit and each variable has the same mean, variance, and spatial variability (variogram) as that variable has in the real deposit. Use of the simulated deposit in the design of drilling strategy for long range mine planning is demonstrated in me case study. Determining the potential of short term production scheduling to reduce the fluctuations of sulfur in run of mine coal is described in the second case study.

INTRODUCTION The Endako deposit was first explored in 1926, but development waited until the early nineteen sixties. It first came under the control of Placer Development in 1963, and early in 1964 a decision to bring it into production was reached. The deposit is located near the geographic center of British Columbia, and is served by an east-west communication system including a paved highway, mainline railway and good telephone, teletype, and computer facilities. The plant area is shown in Figure 1. The operation is known as the Endako Mines Division of Canex Placer Limited of Vancouver. First production was achieved in June, 1965, at a nominal rate of 10,000 tons per day, but it soon was closer to 15,000 tons per day. In 1967, two new grinding and flotation sections brought capacity to the present rate of approximately 27,000 tons per day. With mill heads of around 0.15 percent MoS2, production is about 14,000,000 pounds of molybdenum per year. A flowsheet of the operation is given in Figure 2. A legend for this flowsheet is given in Table 1. Published ore reserves are estimated at 214,500,000 tons at an average grade of 0.143 percent MoS2. A 200 pound per hour Magnex Pilot Plant was designed and constructed. A non-compliance Eastern Coal which would generate more than 2.0 lb of SOZ per million Btu upon burning was brought into compliance (less than 1.2 lb of S02 per million Btu) during continuous operation of the pilot plant. Approximately 85 percent of the pyritic sulfur was removed while recovering 86 percent of the Btu of the feed coal. Pilot plant operation is summarized and preliminary economics presented. Present status of the Magnex Program is reviewed.

Introduction Cross borehole seismic tomography (CBST) is a geophysical technique that allows definition of the distribution of some physical rock property between two boreholes. The method is similar to the computer-assisted tomography (CAT) scans used by the medical industry. This paper describes the method, its applications and the developing trends in its use that interest the mining industry. The idea of using tomography in connection with geophysical methods for measuring rock properties between boreholes has been around for three or four decades. Until the advent of high-speed, large-capacity computers, the necessary calculations were too formidable for production use. Another factor in the development of the technique has been the refinement of a mathematical base to meet the needs of the medical industry. The geophysical applications have benefited from this refinement. An extensive discussion of the basic theory is given in Kak and Slaney (1988). CBST, although widely researched and written about, is still not extensively put to use in mining and engineering projects. Most real world examples in the literature have come from research carried out by government laboratories or by large companies. An exception is the regular use by Prospection Geophysique Francaise (Cottin et al., 1986) in damsite investigations. The Japanese appear to be doing extensive research and testing of CBST's uses in civil engineering projects (Saito et al., 1988). Canada is researching the use of the method in connection with nuclear waste site investigations (Wong et al., 1987). Finland has tested the method in connection with a foundation investigation for a nuclear power plant (Cosma et al., 1984). In the US, the US Bureau of Mines has taken an interest in using CBST as a means to enhance in situ mining operations (Tweeton, 1988). Major oil companies are examining the method as a tool in oil field development (Justice et al., 1989). Description of the method CBST involves placing a series of receivers down one borehole and recording transmissions from an energy source placed successively at a series of positions in another hole. The objective is to generate a dense network of seismic raypaths between the holes. The denser the network of raypaths, the better the features between the boreholes are resolved. Either seismic travel times or sine wave amplitudes are measured by the receivers. Analysis of travel times between boreholes develops a picture of rock velocities between the holes. Analysis of seismic wave amplitudes develops a picture of the distribution of energy transmission characteristics between the holes. These seismic properties can be used to define occurrences of fracture zones, lenticular sequences or other important geologic data not apparent from examination of the borehole logs. When longitudinal (compressional) and transverse (shear) waves are analyzed, the physical properties, such as elastic moduli, can also be mapped. When wave amplitudes are measured, rather extensive corrections to the data are necessary. There is some disagreement among researchers as to the feasibility of making some of the corrections. For this reason, this paper will concentrate primarily on travel time analysis. Wave amplitude analysis will be mentioned occasionally only in passing. This does not mean that amplitude analysis does not provide important data on rock parameters, only that for the present there are limitations on its uses. Vertical seismic profiling (VSP), extensively used in recent years in oil exploration, is similar to CBST. Instead of using two boreholes, however, the VSP method uses an array of seismic sources or detectors down one hole and an array of detectors or sources along the surface radiating outward from the hole. While adequate for determining vertical velocity distributions, the VSP method is not, by itself, suitable for most engineering or mining projects. The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. Investigation of mined land characteristics, evaluation of irrigation systems and evaluations by the mining industry determined that irrigation is a feasible method for aiding the revegetation of coal mined lands in the western arid and semi-arid regions (Sherman, et al. 1980). The various regions studied displayed a commonality of characteristics which enables, independent of the site or region, the recommendation of solid-set irrigation. Irrigation should be supplemental by complimenting natural precipitation and should be implemented on a temporary basis. For germination, the vegetation requires application of small amounts of water in a gentle, frequent, and timely manner. For the establishment phase of growth, moisture should be applied and stored in the soil either through pre-irrigation or deep irrigation.

The Mojave Desert province is comprised of a diverse group of mountains that range in elevation from about 2,000' (600 m) to 3,000' (900 m), separated by tracts of alluvial cover. The province is bounded on the southwest by the San Andreas fault, on the north by the Garlock fault, on the east by the Death Valley- Granite Mountains fault. Rocks preserved in the Mojave Desert Province collectively record a rich assemblage of Precambrian crystalline basement' ranging in age from ca. 1.8 to 1.35 Ga, upper Precambrian and Paleozoic Cordilleran miogeoclinal sediments and platform rocks, Mesozoic backarc and interarc shallow marine and continental sequences, locally emplaced Permian- Triassic syenitic plutons, extruded hypabyssal volcanic rocks of the ?Jurassic "Sidewinder Volcanic Series," and regionally intruded late Mesozoic granitoid batholithic rocks (Dokka et al., 1988). The Mojave block apparently was a high-standing element for much of the early Tertiary, with strata of Late Cretaceous or early Tertiary age preserved only on its margins. Beginning about in the late Oligocene an intense episode of regional north-south extension was developed in a roughly east- west trending belt that traversed the central part of the province. This extensional belt has been termed the Mojave Extensional Belt. The extensional regime lasted from about 22-17 Ma, and is generally divided into two phases. The first, from about 22-20 Ma records intense extension via the activity of crustal-scale, simple shear, low- angle normal faults, high-angle normal faults, and extensional fracturing, along with intrusion of intermediate to silicic volcanic rocks, including episodes of explosive volcanic activity. The Peach Springs Tuff, a major regional marker unit that extends across the Mojave from Arizona to about Barstow, forms an effective stratigraphic lid on the extensional interval, (i.e., is not rotated) and is dated isotopically at about 18.5 Ma. The extensional episode was followed by an interval of high- angle normal faulting and dike emplacement from about 19 to 17 Ma, and was accompanied by at least local uplift and volcanism. Most volcaniclastic and epiclastic sedimentary units of the central Mojave block post-date the interval of extension and normal faulting, and occur as a complex of marginal alluvial and more interior lacustrine facies that formed as recently as late Miocene (ca 13 Ma). Local sequences (e.g., Lava Mountains) record deposition up to about 8 Ma, but there appears to be a regional "gap" from then until at least local successions record Pleistocene deposition. Magnetic and isotopic age studies indicate a complex history of crustal rotations, distributed across a number of discrete domains, during the past 10 Ma. Some of the youngest volcanic and geomorphic features apparently developed at "holes" formed at the edges of rotated blocks.

The history of mine safety legislation in this country is also a history of mine explosions. Nearly every piece of safety legislation that has been introduced or amended has resulted from some type of a disaster. When coal was first discovered and mined, it was extracted from along outcrops. As the coal became depleted near the surface, underground mining developed. When the first mine penetrated the outcrop, a great number of problems developed, many of which remain with us today. One of those problems is the potential for mine ignitions and explosions. Naturally, when underground mining progressed a few feet into the outcrop, some type of artificial light was needed. Early accounts of mining in Spain, Italy, Japan, and Great Britain indicate that torches served to light the mines. Later, candles were used, and still later, earthern oil lamps containing fish oil were used. As workings got deeper, explosions began to occur. When one did occur it was thought to be the work of goblins or the devil. As explosions became more frequent, it became very obvious that the use of open flames for lighting was very dangerous. A substitute was sought. Dried fish skins which gave off a weak phosphorescent light were tried. A mixture of flour and lime made from oyster shells called Canton phosphorous was also tried unsuccessfully. Fireflies in a bottle were also used.

The Royal-Mountain King Project is 7.2 kilometers (4.5 miles) northwest of Copperopolis, California. Reserves of 8,250,000 t (9,100,000 st) at 2.32 g/t (0.068 oz/st) gold will be processed at 2500 t/d (2750 st/d) from three pits. Production is scheduled to begin the first quarter of 1989. District geology consists of northwest trending sequences of Jurassic meta-sedimentary and meta-volcanic rocks. Three ore bodies are located along the Hodson fault which trends northwest and dips 40 degrees northeast. The Gold Knoll and North Pit ore bodies are hosted in carbonate and silica altered meta-volcanic rocks whereas the Skyrocket ore body is hosted in quartz stockwork zones in meta-sedimentary rocks. Gold is present as inclusions and micro-veinlets in pyrite.

Rail access to Ontario International Airport (ONT) has long been a goal of San Bernardino County Transportation Authority (SBCTA) to increase public transit options to ONT and provide incoming ONT passengers improved access to San Bernardino County and the greater Southern California region. This paper describes the planning for the Design-Build-Operate-Maintain (DBOM) delivery of an emerging technology tunnel connection between the Rancho Cucamonga Metrolink station and ONT. The paper discusses key technical considerations, challenges, and opportunities; conceptual configuration development; and construction planning and establishment of the footprint for the underground connection.
