What is prime farmland? Can such land, once it has been strip-mined for coal, be restored so that it will produce corn, soybeans, wheat, and alfalfa? What methods or practices are necessary to bring about restoration within a reasonable time so that crop yields will be equivalent to or higher than those of unmined prime farmland under high levels of management? These questions concerned land use researchers in Illinois as early as 1948 when the Illinois Agricultural Experiment Station experimented with growing cultivated crops on strip-mined land in St. Clair County (1). This research was done almost 30 years before requirements of Public Law 95-87 were passed by the United States Congress and signed August 3, 1977.

INTRODUCTION The selection of the optimum coal preparation plant flowsheet is a vital part of the development of a new plant or the expansion of an existing facility. Selection of an inappropriate flowsheet or individual equipment items can result in costly production losses, or needless expenditures or redundant or oversized equipment. The accuracy of the flowsheet selection process is, like most decisions, heavily dependent upon the amount, reliability, and quality of the database. A flowsheet which is based on simple borehole information from an area that has experienced little or no previous mining activity must necessarily include significant allowances for uncertainties. However, a plant which is to be built at an existing mine with good information on run-of-mine (ROM) coal quality, as well as bulk washability data and accurate projections of future quality, can be optimized. The following chapter will describe the processes which should be followed to select the most appropriate flowsheet for each unique operation. They include: 1. Examining and adjusting the washability database to reflect the ROM feed. 2. An evaluation of clean coal specifications. 3. Selection of the level of washing required. This includes no washing, if the coal is already at the desired specification, all the way through to complex total washing circuits for metallurgical grade coals. 4. Selection of the appropriate circuit such as dense medium bath vs. Baum jig. The most appropriate circuit is generally determined on the basis of economics. An approach for performing the evaluation will be desired. 5. The steps that need to be followed to develop a balanced plant flowsheet. ADJUSTING WASHABILITY DATA It is not unusual to have as many as 10 to 20 sets of washability information available for a particular mining property. These may be a combination of core and bulk samples or all bulk samples. In the latter case, they may also be face and/or ROM samples. It is necessary to reduce all of this information to a single set of washability data that is representative of the mean feed to the proposed preparation plant. This set is used to compare the clean coal yield and quality characteristics of the various flowsheet options. The term "representative" has some serious negative connotations. It is recognized that ROM coal quality will vary throughout a mine. However, over a period of 250 to 350 days per year, certain trends can be established. If possible, this "representative" sample should be close to the coal quality of the mean daily sample in terms of raw ash and sulfur contents, clean coal yield, and clean coal ash and sulfur content. "The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Mining Research Division (PMRD) has recently developed a series of models utilizing computational fluid dynamics (CFD) to study gas distribution around a continuous mining machine (CM) with various fan-powered flooded bed scrubber discharge configurations in an exhaust curtain working face. CFD models utilizing species transport model without reactions in FLUENT were constructed to evaluate the redirection of scrubber discharge toward the mining face rather than behind the return curtain. The study illustrates the gas distribution in the slab (second) cut. The following scenarios are considered in this study: 100% of the discharge redirected back towards the face on the off-curtain side of the continuous miner; 100% of the discharge redirected back towards the face, but divided equally to both sides of the machine; and 15% of the discharge redirected toward the face on the off-curtain side of the machine, with 85% directed into the return. These models were compared to a model with a conventional scrubber discharge where air is directed away from the face into the return. The models were validated based on experimental data and accurately predicted sulfur hexafluoride (SF6) gas levels at four gas monitoring locations. One additional prediction model was simulated to consider a different scrubber discharge angle for the 100% redirected, equally divided case. This paper describes the validation of the models based on experimental data and the gas distribution results of the CFD models. INTRODUCTION To control methane gas and dust concentrations on continuous mining operations, it is important to provide sufficient quantity of fresh air from the end of tubing or curtain to the active face. In this region, operating machine-mounted water sprays and fan-powered, flooded bed scrubbers can significantly increase the amount of airflow reaching the face [1-3]. However, when an entry is large, especially in higher coal seams, the water spray configuration and the scrubber capacity may not be adequate to maintain sufficient forward airflow to confine the dust cloud to the face. Dust can roll back toward the machine operator as a result [4]. Currently, several coal mines having negligible gas emissions in higher coal seams (2.4 to 3.0 m [8 to 10ft.] thick) with exhaust tubing systems redirect the scrubber discharge back towards the face in an effort to improve dust collection. NIOSH studied the redirected scrubber exhaust techniques for dust and gas control in a full scale CM gallery to assess its potential for industry-wide application [5]. For a CM face, previous studies have concluded that the behavior of gas and respirable dust is a complex process. The distribution/dispersion and transport of gas and respirable dust after they are liberated at the face are governed mainly by their mass properties, the movement pattern of the ventilation air, and interactions with the mining machine and water droplets created by the external water spray systems used for dust control [6-10]. To understand these behaviors in a complex CM environment and to evaluate the effectiveness of various control techniques, numerical modeling has become a necessary supplement to laboratory experiments and field studies."

Can the mining industry in the United States accept the change and challenge of the "Now Generation" of entirely new high-performance automated transportation systems? Good Question! While there has been some revolutionary new thinking and product testing in mining, none has taken place in transportation of ore and waste. With one notable exception - DASHAVEYOR - not a single really new and 'unconventional' system has even been tried on a small scale in the hardrock mines in our country. Admittedly, U.S. equipment manufacturers share the responsibility for the slow progress in mine transportation systems in our country, since they have provided very litte leadership in design innovation or education. First, let me give you my definition of what is meant by the term "Advanced Transportation Systems". Then I will describe and compare such systems, emphasizing the strong and weak features of each as they apply to vertical and horizontal haulage. I will conclude by establishing the principal requirements for implementation of these types of systems in the mining industry in the United States.

Up to the middle of 19 14, when I had reached what seemed like the advanced age of 30, I had enjoyed far more than my share of success and a lot of minor adventure. But the exciting experiences in distant lands that Soldiers of Fortune had made me long for had not yet materialized. And I had not accomplished the two goals that Mrs. Hughes' geography class at Belmont had set up for me. They were to see In its tropical home the enormous yellow bill of the toucan bird and to ride on a straw "bolsa" on Lake Titicaca. These aims were gratified In the next five years that were the epitome of "romance" in its German connotation of facts seen through the rosy glasses of imagination. Dr. Louis Ricketts was to a large extent responsible for my opportunity. I had been lucky enough to do a lot of work for and with the Doctor, as he was affectionately called by the mining men of the southwest. My association was in connection with his work with John Greenway on the complex metallurgical problems at Ajo. Soon after the Ajo investigation Ricketts had been made chief consultant for the Anaconda Copper Co. When Anaconda decided to undertake a cam- paign of exploration of the west coast of South America Dr. Ricketts thought of me and arranged with Greenway to give me a leave of absence from my Calumet and Arizona job. It took three days in New York in June 1914 to arrange the expedition. Ben Thayer, executive vice president of Anaconda, did most of the planning and I was to report to him. T.H. France, a 45-year-old mining engineer who had been driven out of Mexico by the Madera Revolution, was to accompany and help me. He spoke excellent Spanish and his years of Mexican experience had taught him how to get along with Latin Americans. He went ahead to Bolivia, our first target, to get an idea of the country and the problems. This was lucky as I hardly knew where Bolivia was.

In an underground coal mining environment, a frictional ignition may be defined as the ignition of an explosive air/ methane/coal dust mixture by mining machinery. As the use of power loading equipment has become more widespread, frictional ignition incidents have increased. There have been many fatalities and injuries from this cause including the death of eleven miners in Sydney coalfield of Nova Scotia, Canada in 1979. This paper reports on the findings of a preliminary study carried out under the auspices of the Coal Research Laboratories, Department of Energy, Mines and Resources Canada. The objective of this study has been to identify a Longwall face cutting system that is inherently safer than the conventional shearer loaders used in Nova Scotia.

In 1986, a subsidiary of Echo Bay Mines Ltd. purchased the McCoy property, 55 km (35 miles) southwest of Battle Mountain, NV. Echo Bay then launched a two-year, $1 15-mil lion capital program to build a mill to extract gold and silver from high-grade ore mined in two open pits - the original McCoy pit and a more recent discovery, the Cove. Engineering on a new mill began in 1987 with the facility coming on line in 1989. It was comprised of a semiautogenous (SAG) mill and ball mill grinding, leaching, flotation, counter current decantation (CCD) and Merrill-Crowe processes. The mill started up on McCoy ore, a rocky material that settled very well in the new CCD thickener system. Production levels were maintained at about 7.2 kt/d (8000 stpd). The situation changed as the McCoy ore played out and increasing amounts of material from the Cove pit-with its oxide, sulfide and carbonaceous ore - were fed to the mill. The problem was the high clay content of the Cove ore. The new ore immediately created production problems, mainly loss of control on the CCD thickeners. With the McCoy pit slated to be shut down in early 1991, it was essential to find a way to efficiently process the Cove ore. Initially, the only way to regain control of the thickeners was to slow down the processing rate and increase flocculant usage, thereby getting the solids to settle in the thickeners. But this had its cost. Production dropped to about 5.9 kt/d (6500 stpd), additional operators were needed and flocculant costs, on occasion, would reach an unacceptable $80,000 per month. Often an in situ leach is the only practical economic method for copper recovery from small low grade oxide deposits. The decision to develop a copper property by an in-situ blast and leach is strongly dependent on ore grade, tonnage, hydrology, and the copper extraction and acid consumption rates. The inherent "leachability" of the ore will in part determine the desired amount of fracturing of the ore deposit by the blast in order to obtain a copper extraction rate that is economical. For the last several years Occidental Research Corporation (ORC), the corporate R&D for Occidental Petroleum has under-taken a modest effort to address the question of "how to best identify and determine the information necessary to predict and control the operation of an in-situ leach for the economic recovery of copper."

INTRODUCTION Today, auxiliary fans, or boosters as they are sometimes called, are commonly used underground to provide ventilation for safe working conditions for personnel. Fans are installed in many ways and for many purposes; however, their use falls into three main categories depending upon the application. Auxiliary Face Ventilation For Coal Mines Usually the application of auxiliary fans underground in coal mines presents problems not normally encountered in other types of mining. Two of the major problems deal with liberation of methane at the coal face and the production of coal dust in the mining process. For these conditions it is necessary to use permissible (explosion-proof) type of equipment. As a result, these fans are discussed in a category by themselves. Auxiliary Fans For Tunnel and Drift Ventilation Tunnels and drifts present unique ventilation requirements. For instance, tunnels and drifts can be developed for considerable distances into virgin territory. Since they are generally dead-ended, the only way to obtain ventilation at the face is to use ventilation pipe to establish one leg of a ventilation circuit. The ventilation of tunnels and drifts therefore falls into another natural category. Other Uses of Auxiliary Fans For Mining Purposes Fans can be applied to mining applications in many ways other than those discussed under the other two categories. For example, many times auxiliary fans can do a much more practical job of proper air control and distribution that can be achieved with any other mechanical means; therefore, these other uses are discussed as a special category. AUXILIARY FACE VENTILATION FOR COAL MINES After 1936, federal and state coal mining laws prohibited the use of auxiliary underground fans in coal mines since such equipment had been widely misused. In certain cases, recirculation of face air had been allowed to occur thereby creating a serious potential explosive hazard by the possible buildup of excessive methane concentrations. By the late 1950s, mining machines with rapid face penetration were commonly being used in coal seams which liberated higher quantities of methane than in earlier years. As a consequence, in the late 1950s and early 1960s, the use of auxiliary face fans was again allowed under strict experimental conditions because conventional methods of face ventilation control without fans were becoming inadequate. Today, auxiliary face fans are widely used under strict federal and state control. Such auxiliary ventilation does not reduce the need for the amount of primary air from the main mine fans; however, it does help to distribute primary air more efficiently at the face. The present trend is toward an exhaust system of ventilation utilizing 406- to 610-mm (16- to 24-in.) diam tubing extending from the face to an outby auxiliary fan. Since the tubing is normally applied with negative pressure, spiral wire reinforced tubing has been replaced largely with metal and, more commonly, fiberglass tub¬ing. Additional auxiliary blower units are often used at the mouth of the room being developed, or installed on the miner or loader near the face, depending upon the amount of gas liberation present. Often one (or more) of the fan units is equipped with an integrally mounted hopper and feeder which automatically adds a continuously metered amount of rock dust to the exhaust air. The combination unit tends to make the mixture of discharge particles noncombustible and reduces to some extent the need for additional rock dusting of return airways. In this part of the chapter, typical auxiliary ventilation systems are described including curves and photograph of typical/applicable equipment. Reference will be made to "blowers" and "ex¬hausters." Both are fans and are basically the same units. They take on their name through the manner in which they are used. A blower usually has an inlet bell on the inlet side to help to obtain good air flow into the blades. An exhauster often has a discharge cone added to reduce the discharge loss. Any basic fan unit can be used either as a blower or an exhauster. Description of Auxiliary Ventilation Systems Several auxiliary ventilation systems and modifications of basic systems have evolved over recent years. Some of these systems are described and illustrated. System No. 1, an exhaust system for faces with comparatively low gas liberation, is shown in Fig. 1. Here

In recent years the widespread problems of air and water pollution generated by both population and industrial expansion have become a major public concern. Therefore, many municipalities are striving to achieve more efficient wastewater treatment processes so these wastewater's can be reintroduced into the waterways of our nation with little or no detrimental effects on the future beneficial use of that water. With this, improved treatment comes an ever increasing volume of wastewater sludge which must be disposed of in a manner of minimal impact on the environment. Furthermore, with demand for energy continually accelerating in this nation, our concern over high oil prices and our increasing dependency on foreign oil sources, there has been an ever growing interest in the largest energy source that are nation has, coal. However, surface mining of coal can cause many environmental problems when adequate precautions are not faithfully adhered to. These problems include water pollution from silt and/or clay erosion and acid runoff, produced by oxidation and hydrolysis of pyrite; i.e., FeS2 + 3/02 + H20 + FeSO4 + H2SO4. One method of wastewater sludge disposal which can utilize large volumes of sludge for a beneficial project that may not compound our environmental problems is spray irrigation, to either depleted farmland or to abandoned strip-mined soils. Sludge is characteristically high in organics, as well as having near neutral to alkaline pH properties. With these two qualities it possesses a potential for neutralizing acid strip mine spoils, which would enhance the establishment of a vegetative ground cover. Best known for its extensive bauxite and alumina exports, Jamaica also has a small but active industrial minerals sector. The island has for many years been a net exporter of small tonnages of gypsum, metallurgical-grade limestone and marble products. As bauxite and alumina earnings have declined the government of Jamaica has made extra efforts to promote growth of overseas sales of these nonmetallics. The nearby U.S. market is a natural first choice for new exports. Overview In 1984, Jamaica quarried an estimated 3.2 million cu m of marble and fill and an additional 3.5 million cu m of sand and gravel, for use in domestic construction. These amounts are in line with the production in earlier years of the 1980s but are not a factor in the export pattern and need not be considered further. Similarly, annual production of 15 million ton of silica sand for the manufacture of glass bottles is principally consumed by the domestic market.

A description is given of an experimental ventilation control system designed, built, and tested by WVU under United States Bureau of Mines sponsorship. A description is given of the control, system used and the mine-wide microcomputer-based ventilation monitoring system used with it. Test results of experiments conducted with this system at Eastern Associated Coal Corporation's Federal No. 2 underground coal mine are presented. In addition, a brief description is given of a new microprocessor based system presently being tested.

In 1989 natural industrial diamonds counted for 55% of the world's natural diamond production. Australia is currently the leading producer (35%). Zaire is the second largest producer (19%). of what is primarily industrial grade rather than gem grade. Botswana (17%) is third, with the former USSR (15%) fourth, and the Republic of South Africa (8%) fifth. Diamonds are also mined in Angola, Namibia, the Ivory Coast, the Central African Republic, Ghana, Tanzania, Guinea, and other African countries. In the Western Hemisphere, Brazil is the principal producer, with some production from Venezuela and Guyana [(Fig. 1)]. A very small output of diamonds is mined today in India, which was the first source of commercial production. In the United States, efforts at commercial diamond mining have been confined to a small area near Murfreesboro, AR. The first diamond was found in a pipe there in 1906. Small scale trial mining has not, however, proved economical. Since diamonds were first discovered more than 2,000 years ago, only about 380 t have been mined. In order to obtain 1 g (5 metric carats) of diamonds, it is necessary to remove and process approximately 25 t of rock. Recovering this small percentage involves a combination of highly developed techniques in mining and extremely sophisticated processes in diamond recovery. END USES Diamonds are used for two unrelated end uses: gem diamonds are jewels of great beauty, while industrial diamonds are essential materials of modem industry. Although imitation stones are substituted for the gem diamond, none of these matches its properties sufficiently well to offer real competition. Synthetic industrial diamonds are now of a quality and size that permit them to be substituted for natural diamonds in numerous industrial applications. For example, synthetic diamonds are available today in sizes up to 100 stones per carat (1.2 to 1.4 mm). In addition, polycrystalline synthetic diamond inserts, such as De Beers Syndite", General Electric's Compaxa and Stratapax", and Megadiamond's Megapax" have replaced natural diamonds in turning tools, mining and oil drilling bits, and dressing tool applications. Industrial Diamonds The diamond is by far the most important industrial abrasive. As recently as 50 years ago, consumption of industrial diamonds was less than that of gem diamonds, but since that time, industrial use has grown to a position of great dominance. During the six-year period 1929 to 1934, the material produced for industrial use amounted to about 74% by weight of the world's total output of diamonds. In 1989 the percentage of natural industrial diamonds mined in the world was 55%. When synthetic industrial diamonds are added to the natural industrial diamond figures, this percentage becomes 87% of total world diamond production including gems, near gems, industrial, and synthetic stones. The many uses responsible for these significant increases are dependent on the properties of the diamond, including hardness, cleavage, and parting, optical characteristics, presence of sharp points and edges, and capacity for taking and maintaining a high polish. The utilitarian role of the diamond was confined primarily to lapidary products until the industrial revolution, which created the first demand for diamond as an industrial tool. In 1777, a British inventor and instrument maker, Jesse Ramsden, used a diamond to cut a precision screw for an engine that he had invented. The first authentic description of industrial diamonds being set in a saw was recorded in 1854 by a Frenchman, Durnain. Eight years later a Swiss watchmaker, Jean Leschot, developed the first diamond drill bit for use in a hand operated machine, which was employed to drill blastholes in rock. In 1864, diamond bits were put to their severest test up to that time in the construction of the Mont Cenis Tunnel in the Alps. A few years later a steam-powered diamond drill with a speed of 30 rpm was able to penetrate rock at the modest rate of 0.3 m/hr. As the industrial revolution gained momentum on both sides of the Atlantic, metal replaced wood and machines replaced people. Thus the foundation was laid for precision engineering and the recognition of diamonds as an indispensable tool of industry. The next major demand for industrial diamonds came after World War I with the development of cemented carbide cutting tools. Diamond was found to be the most effective medium for finishing and grinding the new ultrahard metal. This discovery rapidly increased the demand for industrial diamonds. The availability of inexpensive diamond material inspired tremendous research into applications. By 1935, the first successful phenol-resin grinding wheel containing diamond had been marketed. Soon afterward, the metal-bonded and vitrified diamond wheels were produced, and, as the matrices and bonds that held the diamond grit in place began to improve, the popularity of diamond grinding wheels grew. The outbreak of World War II, and the accompanying increase in use of hard-metal tools in the munitions industry, increased the demand for industrial diamonds. Since about 1950, the development of ultrahard ceramics, semi- conductor materials, plastics, and exotic metal alloys has further consolidated the diamond's position as an indispensable tool of industry. Only diamond is hard enough to cut these superhard materials with the precision, speed, and economy that industry demands today. Special machines equipped with industrial diamonds are used to remove bumps from concrete runways and highways and to modify highway surfaces in order to prevent skid accidents. Many skids are caused by hydroplaning, a phenomenon that occurs when the roadway is wet. Tires mount a film of water and virtually lose contact with the road surface. Attapulgite is a magnesium aluminosilicate clay mineral which exhibits unique, processing-enhanceable physical and chemical properties that are related to its current commercial uses. Properties of commercial interest are gelling, absorption, adsorption, binding, acid neutralization and many others. Major industrial applications are: (1) absorption by heat treated grades utilized in industrial oil and grease absorbents and in agricultural pesticide carriers; (2) gelling of aqueous liquid products by colloidal grades for stabilization and viscosity control in salt water drilling fluids, suspension fertilizers, liquid animal feed supplements, paints and tape joint compounds; (3) adsorption by heat treated varieties for the removal of catalysts, color bodies and other polar compounds from hydrocarbon streams; (4) gelling of organic liquids by colloidal attapulgite/surfactant blends in oil-type paints, fibrated and nonfibrated asphaltic coatings and mastic compositions, and (5) the binding of feeds and molecular sieve sorpents with colloidal type attapulgite products. These applications and other less common uses and potential uses will be discussed along with, the necessary selective mining and plant processing features related to each property and application.

Large reserves of coal pond fines are found in the Illinois Basin-over 40 million tons in Western Kentucky, over 65 million tons in Southern Illinois, and over 35 million tons in Southern Indiana. If these fines are used to produce coal-water slurry (CWS), fuel costs, NOx. emissions, and pond closure costs can be reduced. Coal fines from this region that are used to produce CWS for co-fire or re-burn may require processing, however, to attain proper particle size distribution and fuel quality. To evaluate the effectiveness of using coal cleaning technologies to control these CWS quality parameters, a simple flowsheet for recovering and processing coal pond fines was designed and tested. Coal fines processing consisted of using classifying cyclones to size at nominal minus 200 mesh, cleaning the classifying cyclone underflow using spirals, and cleaning the overflow using column froth flotation. Ash content of the dean coal from the spiral was reduced to about 10 percent, which is satisfactory to use for CWS co-firing in a cyclone-fired boiler. The clean coal from column flotation may be used for re-burn in a cyclone-fired boiler or as co-fire fuel in a wall-fired or tangentially-fired boiler. Heating value recovery during laboratory-scale, pilot-scale, and commercial-scale coal cleaning testing was about 80 percent.

Significant strides have been made in optimizing the design of filtration and pressurization systems used on the enclosed cabs of mobile mining equipment to reduce respirable dust and provide the best air quality to the equipment operators. Considering all of the advances made in this area, one aspect that still needed to be evaluated was a comparison of the efficiencies of the different filters used in these systems. As high-efficiency particulate arrestance (HEPA) filters provide the highest filtering efficiency, the general assumption would be that they would also provide the greatest level of protection to workers. Researchers for the U.S. National Institute for Occupational Safety and Health (NIOSH) speculated, based upon a previous laboratory study, that filters with minimum efficiency reporting value, or MERV rating, of 16 may be a more appropriate choice than HEPA filters in most cases for the mining industry. A study was therefore performed comparing HEPA and MERV 16 filters on two kinds of underground limestone mining equipment, a roof bolter and a face drill, to evaluate this theory. Testing showed that, at the 95-percent confidence level, there was no statistical difference between the efficiencies of the two types of filters on the two kinds of mining equipment. As the MERV 16 filters were less restrictive, provided greater airflow and cab pressurization, cost less and required less-frequent replacement than the HEPA filters, the MERV 16 filters were concluded to be the optimal choice for both the roof bolter and the face drill in this comparative analysis case study. Another key finding of this study is the substantial improvement in the effectiveness of filtration and pressurization systems when using a final filter design.

At the Sierrita mine, 40 km (25 miles) south of Tucson, Arizona, Duval Corporation is rapidly gaining operating experience with its new Portable Crushing and Conveying System, (PCCS). As of November 23, 1983, over 4.5 million tons (5.0 million st) of ore have passed through the system. Mining cost per ton for the months of July, August and September was 83% below the average for the first five months of 1983. Although all the cost reductions experienced cannot be attributed to the Portable Crusher, it was a major contributing factor. The Sierrita ore deposit has several natural topographic and geologic conditions which are not favorable to mining. It is not a sidehill deposit and therefore no low-level exit points exist to facilitate truck haulage. The ore is very hard. Quartz diorite, hardest of the three major rock types, averages 172-207 MPa (25-30 000 psi) unconfined compressive strength and may run as high as 345 MPa (50 000 psi). Blasting in this rock produces oversize material which runs approximately 20% 51 centimeters (20 inches). The ore is low grade, averaging slightly better than .30% contained copper and .035% contained molybdenum, with small amounts of silver. These conditions, plus high design production tonnages, make the Portable Crushing and Conveying System (PCCS) practical for Sierrita. Without crushing and conveying, truck haulage would be prohibitively expensive. A typical, October, 1983, ore haul from the bottom of the pit would involve a vertical lift of 260 meters (850 ft) and a horizontal distance of 3 860 meters (12 200 ft) were not in-pit crushing and conveying available. The corresponding cycle time would be nearly 32 minutes.

This report covers laboratory experiments simulating in situ copper recovery from primary sulfide ores in sulfuric acid systems pressurized with oxygen. Copper extraction and acid consumption data are correlated with temperature in the range 50-150°C and quenched pH in the range 0.25-2. Adverse changes in the chemical composition of the leach solution and the formation of gangue-mineral alteration products and secondary sulfides can severely limit the extraction of copper above 90°C. Keeping the pH below the self-buffered value of about 2 and the temperature below about 110°C produces the maximum extraction rates. Forcing the pH too low not only results in excessively high acid consumption but may also limit the extraction of copper at temperatures above 100°C.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands.
