I would like to first summarize the relevant health information relating to the workers and general populations around uranium mining as a basis for understanding the hazards associated with these operations and their available remedies. This discussion will summarize the literature on Radon and its daughters, among the most toxic uranium decay products. Second, I will discuss waste handling in the uranium industry: past, present and future, discussing exploration, mining, and milling and the volumes of water and solid and gaseous wastes which are associated with these various phases of uranium operations. This paper will also include a discussion of the various past and present materials handling technologies and their responsiveness to the concern for uranium waste isolation. I will then conclude with a summary of recent modifications in the relevant standards as applied to uranium mining and milling. Joseph Wagoner, a research epidemiologist with the U.S. Public Health Service has summarized the literature on uranium mining and its health effects in his written testimony as a commissioned witness in British Columbia Royal Commission of Inquiry into Uranium Mining in January of 1980, entitled Uranium, The U.S. Experience: A Lesson in History.1 Briefly summarizinq his report, as early as 1546, miners of uranium bearing ores in Central Europe were reported to have unusually hiqh frequencies of fatal lung disease2. As early as 1879, the real nature of pulmonary disorders among these miners was first diagnosed to be malignant neoplasia or lung cancers. Of 655 miners dying between 1875 and 1912, 40% or 276 of these Central Europe miners died of lung cancer.4 By 1939, it was reported that lung cancer mortality rate for miners in these Central European mining districts was several times (9.7 per 1000) higher than that for similar populations in Vienna, Austria (0.34 per 1000). Thus, before uranium mining began in the U.S., there was a considerable body of information linking uranium mining to lung cancers. The U.S. experience can be summarized in Table 1 also from Wagoner's B.C. The Bureau of Mines' Tuscaloosa Research Center is conducting research to develop a basic understanding of solid-liquid separation in order to improve the dewatering of fine particle slurries. In the present investigation capillary suction time (CST) of kaolin slurries was determined. The average specific resistance of the cake was also determined by fitting the CST data to the theoretical equations used in this paper. The experimental data were analyzed by a powerful computer-based method, chemometrics, that uses statistical techniques to remove error and to find the number of physically significant factors contributing to the data. Results showed that two significant factors explain the CST data.

Developing a laboratory procedure for the determination of coal-seam compressive strength has been a subject of discussion for many decades, and the reliability of laboratory determinations is often the subject of debate. A coal seam’s characteristics, the method of sample collection, the specimen preparation method and the testing procedure can often result in drastic variations in the test results. In this paper, the development of a laboratory testing procedure for the determination of coal-seam compressive strength is presented. Two samples that were collected from different coal seams were tested in this study. First, the inherent characteristics, i.e., coal structure. Hardgrove grindability index (HGI), Slake durability index, proximate analysis and mechanical properties (Young's modules and Poisson's ratio), of each coal were determined. The results were used to categorize the coal scams in terms of the characteristics liable to produce variable strength data in typical laboratory tests. Second, two commonly used laboratory specimen shapes, cylindrical and cubical, were tested to determine which shape produced the most reproducible strength values. Third, four loading rates within the static testing range, i.e., 0.007, 0.07, 0.34 and 0.7 MPa/s (1.0, 10, 50 and 100 psi/sec), were used to determine the ideal loading rate. Finally, the number of test samples required to produce strength data within the acceptable standard deviation, considering coal seam characteristics, were established. Background Laboratory testing of coal specimens for the determination of seam compressive strength has been a subject of discussion since the early 1900s. Many researchers have tested coal specimens to estimate coal-seam compressive strength for use in pillar design to insure the safe operation of [ ] mines (Unrug et al., 1986; and Hirt et al.. 1992). Yet, there is a lack of a universal procedure, and, no matter which approach is used, it becomes the subject of intensive debate. A great deal of work has been performed on the subject, and there is much information available in the literature. Some of this work concerns quantifying the influence of specimen shape and size on compressive strength (Bieniawski. 1968: Barron et al.. 1992: Khair and Xu 1994; and Khair 1994). As indicted in the literature, coal is a heterogeneous material, consisting of discontinuities such as cleats and bedding planes, which are likely to produce variable strength results (Holland, 1964; Unrug et al., 1986). Kuroko deposit is a stratabound massive sulphide and sulphate deposit associated with Miocene submarine volcanics and has been considered to be a prototype of meta- morphosed Palaeozoic and Precambrian equivalents. Since the discovery of Uchinotai deposit of the Kosaka mine in 1959, Dowa and other mining companies have conducted intensive exploration work in the Hokuroku district of northeastern Japan. Dowa has been placing its first priority on the exploration of Kuroko deposits and made a series of remarkable successes in finding the Kuroko deposits, i.e. Uchinotai, 1959; Matsumine, 1963; Uwamiki, 1966; Fukazawa, 1969 and Ezuri, 1975. It is emphasized that our successes have resulted from the proper application of exploration technologies accumulated through our experiences. Firstly we defined the Kuroko horizon and favourable felsic volcanism based on the detailed structural and volczno-stratigraphic study of the Hokuroku district, and then delineated the promising areas by means of the quantitative evaluation of geophysical, geochemical and mineralogical parameters such as the magnetic susceptibility and contents of alkaline and alkaline earth metals in the foot wall dacites and clay mineral assemblages of both hanging and foot wall pyroclastics and dacites. Practical application of these techniques is essential to our routine Kuroko exploration.

The MSHA prescribed method for the determination of quartz in airborne respirable dust samples from underground coal mines is the P-7 method, a combination of low temperature radio-frequency ashing (LTA) and infrared analysis (lR). There is no prescribed procedure for quartz analysis in bulk samples of coal and host rock. Dispersive Infrared (IR), Fourier-transform Infrared (FTIR), and X-Ray Diffraction (XRD) methods are most commonly used for quartz analysis in powders. Several aspects of the experimental procedures such as the analysis sample preparation from bulk samples, ashing techniques, scanning procedures, peak measurement location, calibration techniques, sample amounts, size consist, and data interpretation affect differently the results from each of the methods. Significant differences in analysis results from X-ray diffraction (XRD) and infrared spectroscopy (IR) on the same samples are reported. All these studies point to the need for reliable quartz analysis methods. In a recent research, a procedure for preparing bulk coal and host rock samples for quantitative quartz analysis was developed. Further the results from X-ray diffractometry and infrared spectroscopy for quartz content on identical samples were compared. Calibrations with pure and mixed standards were used to assess the influence of particle size distribution, matrix, and calibration on analysis results. In this paper, several issues with the measurement of quartz in the samples of coal, host rock, and airborne respirable dust from mines are outlined and quantified.

The importance of properly designed and calculated performance factors for the BWE systems cannot be overemphasised. They are used by all levels of management in any mining organization for a wide variety of purposes, in particular for budgeting, for selecting new equipment, for monitoring current equipment and for comparison with other operations.

Recent investigations on fine grinding with jet mill miprototypes of original design, constructed at the DIMM and Centro Studi of the National Research Council at Cagliari University, have led to the realization of a third generation micronizer characterized by large capacity and high efficiency. The new model and its distinctive features are described here and the results are presented of grinding tests on typical, high grade Sardinian minerals used for quality products. The operating principles of the jet mill are described in relation to the mechanico-elastic properties of the minerals treated. In particular the efficacy of the comminution process is demonstrated in terms of both solid treated and of impact, attrition and shearing forces generated in the micronizer. Particle size distribution of the finished products are reported, that satisfy the most stringent market specifications for the different minerals, as well as energy consumptions. The alternative operating options for solving particular grinding problems and minimizing energy consumption are discussed. Lastly, the main developments of the jet mill for a possible application at industrial scale are suggested.

An extensive program of marked ball wear testing (MBWT), laboratory corrosion studies, and worn ball surface analyses has been used to gain insight about the role of corrosion in the overall wear process. In some environments, localized corrosion is observed; the actual wear mechanisms in such cases are pitting/spalling and abrasion. Factors affecting the occurrence of pitting include the abrasiveness of the ore, corrosivity of the slurry, corrosion resistance of the media, and galvanic coupling effects. Elimination of pitting substantially improves overall wear resistance. When pitting is not observed, the contributions of general corrosion are significantly less.

The research reported here characterizes ultrasonic ranging sensors for autonomous navigation on underground mine mobile equipment. Because ultrasonic rangers are inexpensive, have no moving parts, have no lenses to clean, are small and unobtrusive, and can measure distances in dusty environments, they are especially sui ted to underground mi ne environments. The investigation began with laboratory tests of field of view, angle of incidence, intersensor variation, and ranging accuracy of individual rangers and a ring array of 24 sensors. The results showed the sensors have good accuracy and low variability. Additional experiments at AHAX' s Henderson mine Showed the sensors could accurately and reliably measure rib features, convex and concave corners, and drift intersections. The results showed that when used and analyzed properly, the sensor data may be used reliably for underground mobile equipment navigation.

In most current practice, the methods that are employed in technical evaluations of cement raw materials are deterministic; i.e., decisions among alternative raw mixes and alternative plant designs are reached with the aid of only "average" compositions and "representative" samples of the available raw materials. Nevertheless, cement plants are sensitive to raw-material variability, and uniformly high-quality raw materials are not so abundant as they once were. Some simple examples will illustrate how geological techniques can be combined with geostatistical and operations-research approaches to customize mining and processing systems to deal with variable raw-material compositions.

The paper reports laboratory results from the bioleaching of chalcopyrite ores and concentrates using a mixed moderate thermophile culture. Copper dissolution in excess of 95% was achieved in all cases with the majority of tests indicating copper dissolution in excess of 98%. Aspects of downstream processing are discussed in relation to iron rejection by precipitation. The laboratory results indicate the need for careful control of the pH value to prevent co-precipitation of the copper with iron. A comparison of capital and operating costs is given indicating potential differences between the use of toll smelting and bacterial leaching on site. A discussion is given highlighting the sensitive cost areas of these two process routes.

In underground coal mines, three types of roof failure (2)*, tensile, local, and shear, occur in the development entries and in room-and-pillar extraction areas. Most of the tensile failures in the roof at the center of the mine opening as well as those local failures due to fracture or jointing can be controlled by roof bolts, trusses, and timbering. However, control of the shear failure at the sides of the roof (or the cutter-roof caving) has not been successful with ordinary roof control methods. The only effective method, when there is an indication of cutter-roof caving, is to use cribs, which are costly and make transportation, ventilation, and production difficult. Frequently, the operator allows the cutter roof to cave and then cleans it up rather than trying to stop it. This shear type of roof failure is often associated with large areas which may progressively involve several hundred feet of roof caving at one occurrence. At times, this shear failure occurs suddenly with little or no warning. This can result in buried equipment and great danger to the safety of personnel. This shear failure may be due to one or more of the following: high stress concentrations at the corner of the roof from (1) high horizontal to vertical load ratio, (2) orthotropic elastic properties of rock and coal, (3) greater stiffness of the immediate roof layer than of the secondary roof layer, (4) viscoelastic behavior of rock and coal, and (5) geometry and material properties of the geologic setting. The impact generated by old abandoned mines in Peru have produced mining environmental liabilities, which can generate an impact on the environment. In the search for long-term sustainable solutions, Phytoremediation is presented as an interesting alternative, since it allows the use of Peruvian native plant species for the accumulation of heavy metals. In this paper, we present the results of native high Andean species: Stipa Ichu and Cortaderia Nitida. The final metal concentration in the aerial parts and in the roots of each plant show that Stipa Ichu is more efficient to recover Fe, reaching almost 278 times its initial value. In the same way, this plant is efficient to remove Zn, Cu and Cd, reaching maximum values of 64, 39 and 12 times its initial concentration respectively. Cortaderia Nitida turned out to be more efficient to recover Fe, Zn, Cu and Cr, with highest recovery of 250, 117, 39 and 13 times its initial value respectively. Finally, based on translocation factor, Stipa Ichu has better capacities of hyperaccumulation of Fe, Cu, Zn, Pb and Cr. Cortaderia Nitida only shows hyperaccumulation of Cr.

Large reserves of high-purity Permian gypsum crop out and are at shallow depth in three regions of western Oklahoma, Gypsum beds in the Blaine Formation are 10 to 30 feet thick and are generally 95 to 99 percent pure, whereas the massive Cloud Chief Gypsum is 20 to 100 feet thick and is 92 to 97 percent pure. Reserves are estimated at 48 billion short tons. Eight companies in the State currently mine about 1 million tons of gypsum each year for wall- board, for plaster, as a retarder in portland cement, and as a soil conditioner. Future uses, under more favorable market conditions, may be in the chemical industries, largely because of gypsum's potential as a source of sulfur. Three thick sequences of Permian rock salt underlie most of western Oklahoma at depths of 30 to 3,000 feet. Individual salt beds 5 to 30 feet thick are interbedded with thinner layers of shale and anhydrite. Five large salt plains, fed by natural springs of saturated brine constitute additional resources of salt. Reserves, estimated at 20 trillion short tons, are virtually untapped, and, ironically, about 90 percent of the salt used in Oklahoma is imported. Chemical data on the rock salt are lacking, but evaporated salt produced from brines is generally 97 to 99 percent pure. Current production from three solar-evaporation plants is used mainly for stockfeed, recharging water softeners, and deicing roads. Potential uses are in the chemical industries, where salt or brine is a necessary raw material.

From the earliest use of crushed and broken stone as landfill for eroded gullies in trails and roads, to the mixing of sand and gravel with cement to make concrete, men and women have found mineral aggregates to be useful materials in satisfying human wants. Crushed stone, sand and gravel, volcanic cinders, pumice, manufactured lightweight aggregates, slag, cinders, expanded perlite and vermiculite, and a great array of recycled materials such as grog (broken or crushed brick) and fly ash have served as mineral aggregates. These materials have provided bulk and strength in portland cement concrete, bituminous concrete, road base, fill, concrete block, and plaster and stucco finishes. Mineral aggregates provide many special characteristics such as compressive and tensile strength, surface textures, weight and density, thermal and acoustical insulation, abrasion resistance, and impermeability to various concrete products and mixes. While most materials used as mineral aggregates are consumed on the basis of their low unit values, the large volumes extracted in the United States each year make them one of the most valuable mineral resources in current production. In 1960, US production of construction aggregate was just over a billion tons per year (Meyer and Zelnick, 1991). Two decades of accelerated interstate highway, residential, and commercial construction brought the total annual production of mineral aggregates to roughly 1.4 Gtpy by 1970 and just over 1.6 Gtpy by the late 1970s. General economic and related construction slowdowns in the early 1980s saw annual US production of aggregates fall to below 1.1 Gt in 1982, and then rise to just over 1.7 Gtpy in 1990, a new peak in mineral aggregate production and use. Per capita annual consumption of mineral aggregates was approximately 5.68 t/capita in 1960, 6.89 t/capita in 1970, rose to a high of 7.25 t/capita in 1979, and has since settled to just under 7 tpy for every man, woman, and child counted in the United States Census of 1990. The value of these materials came to approximately $9 billion in 1990. During the period 1960-1990, roughly half of all mineral aggregates were used in the construction of residential, commercial, and industrial structures, and the remainder was consumed in highways, bridges, and other transportation facilities such as railway roadbeds, airports, and water-related projects (Meyer and Zelnick, 1991). During the period 1988-1992, public works (highways, waterway projects, road maintenance, etc.) represented closer to 60% of annual mineral aggregate demand with residential and non-residential construction approximately 40%. The growing market share of public works projects has been mostly due to the dramatic slowdown in residential, commercial, and industrial construction during the 1988-1992 period.

A comprehensive flotation study has been carried out on a Chinese fluorspar ore using the packed flotation column developed at Michigan Technological University. The results are compared with that of a conventional mechanical flotation method on the same feedstocks. Key factors controlling flotation performance of both methods are evaluated based upon a simple statistic design. The flotation concentrate produced in one stage of the packed column has 4-S% higher recovery and much lower silica impurity content than that produced by up to six stages when a conventional mechanical cell is used. The results also show that the packed column flotation process is particularly suitable for recovery of finer fluorspar particles.

Large mining companies use a number of sophisticated analytical techniques for introducing the element of risk into the valuation of mineral reserve sites. These methods include, but are not limited to, sensitivity analysis, computer simulation, conditional probability, and portfolio theory. Such techniques enable the managements of these large companies to have an awareness of the many possible ramifications of their investment decisions. On the other hand, small mining companies and individuals in the mining business, due to limited financial and technical resources, still rely primarily on single point estimates of the value of mineral reserves. These small miners introduce the aspect of risk only through the application of an appropriate "speculative" discount rate. This paper illustrates the application of a technique for the introduction of risk into investment analysis. The method appears to be most suitable for use by small mining companies and individuals contemplating a large investment in a new mineral reserve site.

It is often alleged by mine ventilation engineers that no reliable method exists to forecast the levels of radiation to be encountered in future uranium mines. It results that the design of uranium mine ventilation systems is based on factors other than radiological hazards, such as radon and radon daughter concentrations, for which permissible limits are set. Ventilation has been used to date as the main control mechanism for radon and radon daughters. Although it has become increasingly difficult to provide enough ventilating air to reduce the radon gas and its daughter products to safe levels in some mining arrangements, it is not the object of this paper to discuss alternatives to ventilation. This paper will describe a methodology followed by the authors over the years to estimate the levels of radiation to be encountered in underground and open pit uranium mines. Ventilating air is used to maintain working level concentrations within safe limits. The sources of radon and radon daughters and the quantities of each which will be produced, will be of great value in planning and designing a ventilation system to control them. This information can afterwards be integrated into the overall mine design. The methodology to be outlined can also be used to estimate, given a mine design format, the radiation levels to be encountered. If levels are not acceptable, modifications in the mine design can be made at an early stage. The emphasis is placed on an integrated effort where the ventilation engineers and the mine design engineers work in close collaboration from the very start of the mining project. Estimation of radon and radon daughter levels can be initiated as soon as core samples are obtained from the exploration programmes.

Thank you Mr. Chairman. For more than 15 years a debate has been taking place among students of massive sulphide deposits as to the origin of these deposits. Prior that time it was widely accepted that the deposits were of hydrothermal, epigenetic and even replacement origin (Wilson, 14). Kinkel, Knight, Stanton and others advanced hypotheses which would explain the, formation of the deposits by different, largely syngenetic, volcanogeric processes. I was fortunate in having become involved in exploration for these deposits at about the time the debate was beginning and thus had an opportunity to apply with some success, some of the new and old ideas for formation of massive sulphide deposits. The deposits which I will discuss today are all located n northwestern Quebec, in the Abitibi orogenic belt. Mattagami Lake Mines is about 100 miles due south and Noranda's Horne Mine about 200 miles south of James Bay. In 1959 I prepared a talk which was presented to the 1960 CIM Convention calling attention to the spatial and possible genetic relationship between the ore sulphides of the Mattagami Area, Quebec and the tuffite, as well as the structures which controlled the ore. In this present paper I would like to cover the following points: (1) The general criteria used by the epigeneticists to support their contention that the deposits were formed after the enclosing rocks.

The Port Radium mine of Eldorado Mining and Refining Limited, located on Great Bear Lake only a few miles from the Arctic Circle in north-western Canada, is the oldest uranium producer in Canada, The first concentrates were produced in 1933 and except for a period between 1940 and 1942 the mill has operated continuously. Although it is located in a remote area, and compared to more recent mines in other areas is a small tonnage operation, nonetheless the relatively high grade of the Port Radium ore has permitted operation to date on an economical basis. The mill process at Port Radium includes the original gravity concentration mill, and since 1952 an acid leaching plant which treats tailings from the gravity mill and tailings recovered by dredging of residues from underwater dumps in Great Bear Lake. The pregnant solution from the leach plant has to date been processed through aluminum reduction to yield an intermediate grade uranous phosphate-arsenate precipitate, Because of the rising costs of the aluminum reduction process, and its sensitivity to ore composition, Eldorado became interested in possible application to Port Radium of the solvent extraction processes of which we were obtaining increasing information in the latter part of 1954 and during 1955.
