Colorado has recorded more than 100 years of industrial mineral production. Much of the state's history, culture, and economy is based in mining, but the industrial minerals and construction materials comprising the nonmetallics sector of the industry very often are overlooked or overshadowed by mineral fuels and the metals. Indeed, many of these materials find use in seemingly unimportant industrial applications essential to our economy and life style and yet are not so recognized by the consumer. Unlike many other mineral resources, the numerous industrial minerals occur in many different and often exotic geologic environments, some of which are characteristic only of the western states. In Colorado only a few of these minerals have continued production through the years; many saw only "boom" periods or other critical times of need, such as the world wars. The changing needs and demands of our society in the 1980s will stimulate yet another era of intensive activity in our industrial minerals storehouse. Researchers are finding new uses and applications for these materials in dealing with the energy crisis and fuel shortages, the need to develop domestic mineral reserves of all kinds, and the goals of reuse and recycling. Some of Colorado's little-used and unused industrial minerals hold extraordinary promise in solving some of these problems on the regional and national levels. In this paper we will look at the history of development of Colorado's more prominent nonmetallics and especially at current research on and future potential of several other commodities among which Colorado contains the largest known reserves.

This paper discusses the conceptual design of cut-and-cover tunnels currently being considered as one of the replacement options for the earthquake damaged, elevated double-deck highway and seawall built in downtown Seattle 50 years ago. The 4.8 km (3 mile) long, 6-lane improvement consists of 1.6 km (1 mile) of at-grade roadway with aerial interchanges, 1.6 km (1 mile) of large two-level cut-and-cover tunnels along the Elliott Bay waterfront, and retrofit of the 50-year old, 1.6 km (1 mile)long Battery Street tunnel and north transition to grade. Construction of deep cut-and-cover tunnels, in complex glacial geology overlain by hydraulically placed fill immediately adjacent the existing sea wall, will require extensive use of concrete diaphragm walls, ground improvement and dewatering. The potential liquefaction and lateral spreading of the fill materials in this active seismic region pose significant design challenges and risk.

The mining industry has recently been. - experiencing a difficult period. Escalating costs, lower grades and deeper level mining, are a few of .the reasons' why interactive graphics or CADD (computer aided design and draughting) systems are increasingly being used. CADD systems which support powerful and flexible mining applications have great potential for making all forms of mining more efficient and effective. There are many application programs which address almost every aspect of mining. Most of these programs originated to satisfy a particular need. Graphics and other features were added until they, reached a point where they were commercially viable as a mining package. Because of their evolution these packages, lack many CADD-type features. Today there are powerful personal computers (PC's) and engineering workstations running the best CADD systems available. These systems, support hundreds of applications in almost every discipline. Mining was until recently not well supported by interactive graphics vendors because of the highly variable nature of mining and the lack of common standards. Users of CADD systems have experienced the benefits of CADD and come to expect similar features from graphic mining packages. Several developers of mining packagers have either attempted to include some CADD features or make their packages compatible with one or other CADD system. Mining can benefit greatly From a combination of interactive graphics (or CADD) and the right mining application software.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. The rock laterite was first discovered and described in the State of Kerala, India in 1800 A.D. by Francis Buchanan. It had been used here, and elsewhere in India, for many centuries as a building stone, but in Buchanan's time it was not known that some of these laterites were highly aluminous and could be processed to produce alumina. After World War I India started searching for bauxite reserves with a minimum grade of at least 50% A12O3. By 1960, it was estimated that India had a potential reserve of 245 million tonnes of bauxite, about 10% of which was in the "Proved" category. Subsequent geological exploration now reveals that India has an overall resource of more than 2 billion tonnes of aluminium ore, not all of it bauxite, as defined by earlier geologists. In this paper, the geology, resources and distribution of bauxite and aluminium ore throughout India are described. The generalised stratigraphy, typical laterite and bauxite profiles and summary of the resource position are shown in the attached Tables 1 to 8. It is generally agreed that a tropical to sub-tropical climate, intermittent wet and dry season, good permeability of country rock and suitable drainage, as well as physiographic and ground water conditions are important in the development of bauxite.

Mine workers using diesel-powered equipment experience the highest occupational exposure to diesel particulate matter (DPM). This problem could be aggravated in underground stone mines due to their unique ventilation challenges with the large openings for airflow. Hence, adequate ventilation in these mines requires a combination of effective ventilation planning and delivering needed air quantities using auxiliary fans and stoppings. To meet this challenge, the National Institute for Occupational Safety and Health (NIOSH) developed the Air Quantity Estimator (AQE) software as a mine planning tool to help underground mine operators estimate the air requirements necessary to dilute DPM in the main air stream to statutory levels. The major parameters required for the calculations are the engine’s horsepower, DPM emission rate, the percentage operating time, catalytic converter efficiency, and filter efficiency. In efforts to provide major updates to this software, this study describes the recent development of a revised version of the Air Quantity Estimator (AQE 2.0). With the revised version, users have access to a comprehensive database of over 40,000 pieces of equipment, can define their specific target DPM level, and can create specific equipment for a customized database, in addition to having an improved easy-to-use interface. The software output provides an estimated total airflow necessary to dilute DPM based on the projected emissions, and the user can generate a related results report. The results also provide the mine personnel with a tool to identify vehicles that are high DPM contributors and could further be used to optimize the ventilation requirement by making changes to the percentage operating time of the engine. This software provides the mine with a user-friendly tool that could help reduce the DPM exposure of workers.

Despite numerous empirical, numerical, and hybrid studies conducted on the subject of coal rib failure, mine fatalities related to rib failures continue to occur. To date, a standard methodology for the design of coal rib supports which can accommodate the wide range of unique conditions found in coal mines in the United States has not been developed, forcing mine operators to rely on the trial-and-error process or industrial legacy practices for the design of coal rib support patterns. In this study, to better understand the support systems' effectiveness, various rib bolting scenarios were investigated. A coal mass constitutive model is implemented to a Distinct Element Method (DEM) code, and rib factor-of-safety (RibFOS) analyses were performed by applying strength-reduction for the coal matrix and explicitly modeled face cleats. Ribs with various overburden depths and mining heights composed of solid Banded-Bright coal (BBC) were considered in this study. Different scenarios such as rib bolt length and the number of bolts were studied to quantify the effect of primary rib support density on rib stability. As a result of the unsupported coal rib analyses, a decaying exponential relationship is proposed between the mining height-overburden depth and the RibFOS. The developed coal rib models clearly show the coal-rib bolt interaction and illustrate how the addition of rib bolts restricts the movement of the coal rib. The results reveal that the strength reduction method in DEM code with the coal-mass model can aid in the development of practical primary support charts, which can help in the rib support design process. They directly Impact revenue and hence operating philosophy. The mineral engineer needs to develop an optimum operating strategy to meet his overall objectives, One would expect that, In the modem era of complex computer models, it would be easy to develop an economic model to maximize profits and/or cash flow. Discussions with mill managers Indicate that one mine/corporation's optimum operating strategy is not necessarily optimum for another. This paper approaches the problems from basics "Economics 101" and Illustrates the complexity of developing a universal model which can be applicable to all mines. Case examples are used to illustrate the need for better communication to avoid the basic economic fallacy “that optimization of segments leads to optimization of the whole system.” TECHNICAL MODELS Technical models are a prerequisite to the development of economic models because they provide the necessary Input data to these models, The flow of material from a mine through the sale of the finished product is shown In Figure 1. The ore Is mined and milled, and the concentrate can be stored for sale or smelted and refined In-house or at a toll facility. The finished product(s) are held In Inventory until sold either through existing contracts or in the spot market. [ ] Fairly reliable technical models have been developed for mining, milling and smelter operations. Mine plans are developed to provide a good Indication of the relationship between production and cut-off grade. It is easier to change surface mine plans than plans for underground mines. However, there are limits to maximum production that can be achieved with existing equipment. It Is possible that mine benches may not be developed to handle additional equipment, even If It was purchased to enhance production. More often than not, the cut-off grade Is lowered to Increase throughput goals.

The Westside Light Rail Project, a major 19.3-km (12-mile) extension of Portland, Oregon's light rail system, includes 4.6 km (2.8 miles) of twin 5.8-m (19-ft) diameter running tunnels, a binocular type station which, at 80 m (260 ft) below the ground surface, will be the deepest mass transit station in North America, two 9.4-m (31-ft) diameter station access shafts, and a 5.2-m (17¬ft) diameter ventilation shaft. The tunnels are being excavated by TBM and conventional rock, soft ground, and mixed-face methods. Geologic conditions, alignment, underground opening design, excavation method selection, and payment provisions for excavation and initial ground support are discussed.

In each chapter an attempt has been made to describe the more common commercial mineral involved with the commodity and the processes used to recover and concentrate the minerals, as well as geographical areas where these processes are utilized.

Since the turn of the century the mining industry in the United States has had a number of serious mine explosions, fires and ground fall disasters that have led to a major re-evaluation of mine communication and rescue practices. One of the hindrances of current underground communication technologies is the potential of lost or cut connections when a serious accident, such as an explosion, fire, inundation or major ground fall, takes place. The Mine Improvement and New Emergency Response Act of 2006 (MINER Act)1 mandated that each underground coal mine in the U.S. must provide for two-way wireless, post-accident communications between underground and surface personnel as well as electronic tracking of underground workers One area that has gained renewed attention in the mining sector is Through-The-Earth (TTE) communication. TTE technology has a major advantage in that transceiver devices can be carried by miners and set up quickly during an emergency, since they require no wire connection to the surface. TTE technology uses ultra-low frequency (1 to 4 kHz) electromagnetic waves, requiring relatively large wire loop antennas and highly sensitive receivers. The signal bandwidth is narrow and the permissible antenna currents in coal mines are restricted, which has led to limited usability of TTE technology in the past, as evidenced in research studies conducted by the U.S. Bureau of Mines in the 1970s. Yenchek (2012)2 pointed out that recent advances in receiver and signal processing technology have enabled voice and text communication capabilities and much improved sensitivity that offers new possibilities for TTE communication in mining applications. One company that has been developing such technology is Vital Alert Communication Inc. Vital Alert has been providing TTE communications since 2003 with a growing focus on emergency response and portable systems. The company?s Canary® Go System is one such product that looks to provide reliable communication capabilities in a portable, user friendly unit that can be utilized both for normal operation and mine rescue scenarios. Researchers at the Colorado School of Mines (CSM) have tested the Canary Go TTE communications system in the CSM Edgar Experimental Mine to determine signal propagation distances, signal quality and aspects of practical application.

Sustainable development is a principle for the way we should act in the present. It ensures also options for the future to achieve a balance between social, economic and ecology development. The efficiency of raw material utilisation is being enhanced through technological developments, starting from extraction through all the following stages of the value creation chain. The use of domestically produced resources helps to assure the technological know-how. Additional indicators being collected and published by individual companies are questionable in countries with a tightly regulated legal framework such as in Germany, but make sense in developing and threshold countries. Sustainability in terms of efficient use of raw materials will manifest itself at the next stages of the value creation chain. Examples for efficiency improvement can be found in the steel, the power generation and agriculture industries. The approval procedures for German mining operations entail an internationally extremely strict assessment of the potential impact on the environment. All the mining activities include remediation and recultivation where the practise in Germany has become model character by international levels.

The wide scale acceptance of the heavy media separation is due to its simplicity and efficiency. The two most important variables of the process are specific gravity and consistency of the medium. The latter is a function of the settling rate of the media solids. The almost always present clay in the feed and conse¬quently in the medium acts as a stabilizing agent, and its optimum concentration varied between 3-4%.(1,2) Since polymers essentially perform the same function in oil well drilling muds - i.e. to suspend cuttings during drilling - as the fine clay in heavy media separation, this led to the investigation of whether polymers could be used in heavy media separation as supporting agents. During the first phase of the work, it was found that by the controlled addition of polymers, the stability of the heavy media increased without unduly increasing viscosity of the suspensions, thus yielding conditions for more effective and efficient separation. The results of the experiments were reported in a paper at the AIME Centennial Annual Meeting, March 1971.(3) This paper presents the results of the experiment carried out during the second phase of the work.

Conductive metal powders are important building blocks for today's micro-electronic circuitry. Formulated into inks, they provide the interconnects needed to complete a complex integrated circuit and the means to enter the world of miniaturization. Traditionally, the inks have been based upon expensive metals such as silver, palladium, platinum and gold because of their excellent electrical conductivity and resistance to corrosion and oxidation. The use of a copper based ink, as an alternative to precious metal inks, recently has received considerable attention. Instability in the prices and limited supply of certain precious metal systems have driven up production costs, making the development of a lower cost copper system more attractive to manufacturers. However, lower production costs are on1 y real ized if performance and reliability can be maintained. While the development has been driven by cost, copper does offer some significant performance advantages over noble metal systems: conductivity as good as silver and 4W better than gold; leach resistance better than silver and equal to gold; stability at high frequencies better than gold or silver; strong film bonding characteristics; and compatibility with most solders. These benefits, however, do not come without cost. The inherently reactive nature of pure copper, while providing unique performance properties, makes it difficult to process. Unl i ke precious metals which can be fired in air, copper would oxidize and so requires special furnaces and atmospheres. Despite these difficulties, the transition from precious metal thick film systems to copper is gaining momentum. Manufacturers of high density, high performance circuitry are exploring the performance advantages of copper over gold and silver and the manufacturers of consumer products are considering the potential cost savings of copper over silver-palladium. Sherritt has developed a fine copper powder for this industry. Through association with the ink manufacturers, it has been found that performance properties of the ink vary with the physical and chemical characteristics of the powder. Production Process The production of very fine copper powders at Sherritt is based upon the disproportionation of cuprous ions as outlined in Equation [1] (1).

In this paper, a number of novel hypotheses that provide a fresh perspective on the characterization of strata movements associated with longwall mining are developed by analyzing subsidence measurements with an influence- function-based computer program. With this influence-function technique, easily obtained surface displacements can be used to determine some of the complicated, expensive, and difficult to measure movements of the immediate roof strata in a longwall panel. The primary hypothesis developed by this analysis proposes the existence of an area of partial roof caving near the edge of a panel called the "edge effect." A second hypothesis, interrelated with the first, promotes the importance of the effect of gate-entry closure on the observed strata movements. Both the primary edge effect hypothesis and the secondary hypothesis concerning gate-entry closure are justified and quantified in an extensive analysis of surface subsidence that uses supporting information from related theories, design criteria and insitu measurements. Next, the edge effect and the gate closure hypotheses are extended further and used to provide an explanation of the complex subsidence interaction of adjacent longwall panels in what is termed a "redisturbed" effect. Finally, in the conclusions of this paper, the importance of accurately understanding these longwall strata movements for proper subsidence prediction or gate design is stressed.

Petro-diesel is a common collector for fine coal froth flotation but partitioning of diesel range organics (DROs) in process streams has not been widely studied. Preliminary research suggested that under normal dosing schemes total residual DRO in process waters should be limited to the sub-ppm water-soluble fraction (WSF). Further, polycyclic aromatic hydrocarbons (PAHs) should partition proportionately with DRO. The purpose of this study was to confirm these findings in laboratory flotation tests. Total DRO and specific PAHs were measured in tailings and concentrate streams, and coal recovery and ash rejection were tracked. Results show that concentrate waters consistently had higher DRO than tailing waters, and DRO in both streams generally increased with increasing diesel dosage. DRO again appeared to be limited to the WSF and PAHs tended to partition proportionately with DRO. Results indicate optimal flotation performance should generally coincide with minimal DRO partitioning to process waters. Under typical operating conditions residual DRO should not present an environmental concern; however, conditions should be avoided that allow significant overdosing of diesel.

The valuable Maximum Utilization Factor (MUF) concept has been extended to other rotating excavators beyond stripping shovels and draglines. In this concept the boom reach and bucket capacity are multiplied to get an MUF, then normalized by dividing by the equipment weight. Statistical analyses were applied to the remaining shovels (hydraulic and cable), draglines, and backhoes. Positive correlations were found. Stripping shovels and draglines were also re-examined. The results provide an estimate of equipment diggability and encourage versatility by the interchange of the boom and the bucket. The concept further clarifies the existing equipment classification by delineating general excavating, loading, and stripping kinds. The results also forecast trends, and noted innovative advances and possible retrogression. Extension to other boom excavators, such as front-end loaders is recommended. The MUF concept provides one of the few indices of gross external characteristics available to the engineer-user of equipment.

Seismic geophysical methods have long been used by geologists and geophysicists to delineate subsurface features. These techniques work because different types and strengths of soil and rock transmit energy at different velocities. The Crosshole-Downhole tests (CH-DH) and seismic refraction survey (RS) are among the most used methods in engineering applications to obtain the elastic properties of subsurface layers. As a result, seismic methods have evolved into a cost-effective tool for rapidly determining depth to bedrock in engineering and construction projects. The seismic methods are best suited to sediment thickness analysis, bedrock quality determination and detection of the presence of weaknesses in the bedrock before the erection of any civil engineering structures such as bridges, tunnels, dams and portals. Seismic methods are also useful in estimating the rippability of bedrock ahead of construction. These methods are particularly useful for large-scale projects that require a significant number of drill holes, resulting in a substantial investment of time and costs for drilling. The CH-DH and RS methods are typically comparable in total cost to drilling, but provide significantly more information in 2-D and 3-D and therefore reduce the likelihood of conceptually oversimplifying the subsurface conditions. The above mentioned methodologies were considered to be the most appropriate geophysical methods for investigating the shallow structure and the dynamic soil properties of the area where the Ilarionas Dam is scheduled to be constructed. The main target of this work was to prove the potential of geophysical methods in providing accurate information to the civil engineer and to obtain information on the dynamic soil and rock properties for earthquake design analyses for the dam construction. Specifically, nine refraction seismic profiles and three cross-hole-downhole seismic tests were implemented to determine the subsurface conditions of the study area. The tests determined the shear and compression wave velocity profiles versus depth and other crucial parameters such as Young and Rigidity modules. Furthermore, they allowed the detailed 2-D mapping (along several profiles of the study area) of the subsurface variation of the soil and rock dynamic moduli.

Subsurface strata movements and deformations associated with longwall mining operations in underground coal mines could cause various disturbances to subsurface mine structures, ground water bodies, and coalbed methane reservoirs. In order to assess those disturbances correctly and to design effective and efficient mitigation measures, it is necessary to develop an accurate prediction model for subsurface strata movements and deformations. Decades of research have demonstrated that variations of stratification and lithology in the overburden have significant influence on the subsurface strata movements and deformations during ground subsidence process. The key strata theory states that the thick and hard key strata serve as the backbone of the overburden and control the movements of the thin and soft weak strata located above them. From an engineering standpoint, the overburden strata are subdivided into several individual groups by the key strata with each group consisting of a key layer at the bottom and weak layers overlying it. A new subsurface subsidence prediction model considering the key strata effects on subsurface strata movements and deformations has been proposed. In this method, elastic modulus, specific weight, tensile strength, and uniaxial compressive strength (UCS) of each layer are used to identify the key layers and to determine the needed subsurface subsidence parameters. The influence function method, proven to be accurate and versatile for surface subsidence prediction, was employed to predict the subsidence on each of the overburden layers from mining horizon progressively upward to ground surface with the assumption that the predicted subsidence on a given layer serves as the subsidence source for the layer immediately above. The enhanced subsurface subsidence prediction model has been demonstrated with an actual case to show its applicability and improvement.

A column flotation system was designed to conduct release analyses of a very finely disseminated, stratiform, copper ore from the Denali Copper Prospect, Alaska. Chalcopyrite is finely disseminated in a carbonate matrix and pyrite is disseminated in both the chalcopyrite and gangue, requiring grinding to 20 microns for adequate liberation. A 25 mm x 2.4 m glass flotation column was designed. The ore and its flotation tailings were repeatedly floated to obtain a rougher concentrate, which was repeatedly floated to produce release fractions. These were analyzed for copper, iron calcium and magnesium. Release curves were plotted. The procedure was replicated at each of two grinds; 99% and 88% passing 37 microns (400 mesh), and should find application for flotation characterization and process selection. Bond grindability work was also conducted.
