The exclusion of coal fly ash from regulation as a hazardous waste has led to increased interest in returning ash to the coalfields for co-disposal. A multi-year column study used coal refuse with high potential acidity (4% total-S), and two alkaline ashes in various bulk-blends. The unamended refuse acidified rapidly, producing acidic (pH 1.7) leachates, high in dissolved metals. Treatments blended with sufficiently high amounts (20 to 33%) of alkaline ash produced alkaline (PH >8.4) leachates with low metal levels, while lower ash blending rates acidified over time to produce metalliferous leachates. Examination of solid materials indicated that pyrite oxidation was occurring to some extent in all treatments. A regression equation (r = 0.95) was developed to estimate time to net acid release for mixtures of these materials. Ash alkalinity and refuse potential acidity must be balanced to insure water quality for co-disposal environments, or the ash materials should be isolated away from acidic drainage waters.

In 1996 a KBR (Brown and Root) led international JV was appointed to design and supervise an underground and surface package. The design of 6 km of tunnels, plus enlargements, deep shafts in glacial and sandstone deposits for the conversion of the existing LEP underground laboratory at CERN, Geneva adjacent to the Jura Mountains/Lake Geneva had to be undertaken in an operational environment and in conjunction with other underground constructions associated with the US$3bn refurbishment.

For many reasons it appears that deep-rooted, perennial shrubs offer potential for improved stabilization and provide maintenance-free vegetative cover to harsh sites where perennial grasses have not been successful. The very fact that a drought-adapted shrub has a massive root system that can use moisture from a greater volume of mineral waste soil materials suggests that long-range arid environment resource development may be greatly enhanced by utilization of desirable forage shrubs. An effort is underway to assemble information and plant materials of promising species from many arid regions of the world. Surprisingly, many of the better plants for arid sites are quite high in protein content, and with proper management, breeding, and selection may prove to be very desirable livestock feed. Advancements in arid-land solid waste stabilization hold favorable promise for many industries that mine and mill in arid regions for effective reclamation of disturbed areas. Particularly exciting is the possibility of establishment of high density maintenance-free vegetative cover of climax vegetation that reclaims the disturbed area back to its original land use. Because of high shrub productivity, stabilization potential, nutritional quality, and reclamation success, greater use should be made of shrubs in disturbed land reclamation associated with mining and milling operations in harsh arid environments.

In order to filter small amounts of fine slimy solids the reversible cake-filtration process was developed. The filterable solids contents lion in feeds can range from less than 1 ppm up to about 5%. The relative advantages of this process, are usually the greatest in the range of 0.05% to 1.0% filterable solids. Filterable solids that average in particle size about 20 microns& are non-compressible are very easy for this filtration process. Some feeds have been all sub-micron in particle size. A 1/8 inch thick cake is considered to be very thick. The usual cake is between 13/2 and 1/16 inch thick. A new line of injection molded plastic filter plates were developed for use with the reversible cake filtration process. The first commercial sized installation of this system was made 3 years ago in the Wakefield Y.M.C.A. swimming pool. Over 70 filters ranging in size from one plate to 63 plates have been produced. In addition to the process advantages there are the low cost and corrosion resistance advantages of the plastic plates.

The surface coal mining industry in the United States employs over 50,000 people and is responsible for 60% of domestic coal production. This represents a very significant contribution to our national economy and an important source of highly skilled and well paying jobs. The U.S. Bureau of Mines (USBM) has targeted surface mining as an important research priority to reduce the social and economic costs associated with surface mining injuries and fatalities. USBM safety research focuses on the development of technologies that can enhance productivity and reduce mining costs through a reduction in the number and severity of mining accidents. This report summarizes a number of completed and ongoing research programs that address a broad range of surface mining safety problems. Research methods are described, and research products which are suitable for industry implementation are highlighted.

Over the last fifty years, the treatment of enargite concentrates has not received much attention, primarily because of the availability of other clean concentrates suitable for processing with existing smelting and/or leaching technologies. As traditional copper ores have become scarcer, copper-arsenic ore deposits have garnered more interest. Arsenic release is a significant concern during the treatment of enargite concentrates by pyro or hydrometallurgical methods. Enargite is also very refractive in standard leaching procedures. Thus, economical treatment options for enargite concentrates are needed. Preliminary experiments have shown that the acid bake-leach process could be adapted and used for the treatment of enargite concentrates. In this study, low-temperature (100-400º C) sulfuric acid baking of an enargite concentrate followed by water leaching has been evaluated. The results indicate the thermal transformation of enargite to copper sulfate happens during sulfuric acid baking, with most of the arsenic being released from the concentrate into the gas phase when baking at 400º C. The condition for maximum copper extraction (~100%) from the concentrate was found to be 400º C, a sulfuric acid concentration of 0.5 mL/g and two hours baking time. Part of the arsenic was captured in the form of arsenopyrite (FeAsS). X-ray diffraction (XRD) analysis proved the presence of some arsenic in the form of claudetite (As2O3) in the baked concentrate. Acid baking of pure enargite behaved in a similar fashion.

Cemented tungsten carbides are a sintered powder - metallurgical product essential to modern industry. Because of their moderate unit price and our dependence upon foreign sources for the component raw materials, a growing recycling industry has developed in the United States. There are two basic approaches taken to recycling cemented carbides; those which leave constituting materials unaltered or direct-reuse and those which separate the constitutes back to the raw components. To separate the carbides back to their raw components usually requires expensive chemical processing and is thus confined to the lower value materials such as grinding sludges. The direct-reuse methods recycle cemented carbides back to an intermediate level, a powder capable of being recompacted and resintered into a functional end-product. The three most commonly used methods of direct-reuse recycling, the coldstream process, bloaching and the Bernard or zinc process, are reviewed,

Asbestos production in the United States is no match for the vast operations of Canada and the U.S.S.R. The majority of U.S. production is limited to the states of Vermont, California and Arizona, and the type of asbestos is limited to the variety of serpentine known as chrysotile. What little production of other varieties of asbestos such as tremolite and anthophyllite that has occurred over the past 100 years since asbestos became a useful commodity is of practically no significance. However, new developments in the field of environmental and occupational health hazards has startled the mining industry in this country and has already given a few particular companies reason to be concerned about the profitability and probability of their continued operation in the business of mineral processing. At the heart of these developments is the question and controversy over just what constitutes asbestos and what exactly is the definition of a fiber. To the mineralogist or, in fact, to practically anyone engaged in the process of mining and separating minerals there is little or no question about asbestos. It is not a distinct mineral but rather a commercial product serving specific applications for which a number of fibrous mineral types can qualify. To the hygienist pr health authority this definition is too general. They demand something they can detect, measure and control. To suit their purposes and simplify their task of detection, they have labelled the minerals chrysotile, crocidolite, amosite, tremolite, anthoph-yllite and actinolite as asbestos, and any particle of these minerals with an aspect ratio of 3:1 as an asbestos fiber. "The Central Bayside System Improvement Project (CBSIP) is a critical element of the Sewer System Im-provement Program (SSIP), a 20-year, $6.9-billion investment by the San Francisco Public Utilities Commis-sion (SFPUC) to upgrade San Francisco’s 100+ years old seismically vulnerable combined sewer system. The CBSIP’s centerpiece, a proposed 10,000-foot-long (3,048-meter-long) Channel Tunnel, will provide reliable and redundant gravity conveyance and storage of combined wastewater flows from the northern and central parts of San Francisco to the Southeast Water Pollution Control Plant (SEP) while ensuring compliance with regulatory requirements for combined sewer discharges to the Bay. A tunnel with a diameter of 23 to 30 feet (7 to 9 meter) is being planned using pressurized-face tunnel boring machine technology. Project challenges include tunneling through Franciscan Bedrock, mixed ground conditions in close proximity to the Bay, connector tunnels and shafts, construction in congested urban environment, and challenging real estate issues for shaft access. BACKGROUND AND NEED FOR TUNNEL The City of San Francisco is one of the most beautiful cities in the world. About 850,000 people live in the city and many more come to work, for tourism, and for attending conferences. The SFPUC is a department of the City and County of San Francisco that provides energy, drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydro-electrical and solar power to San Francisco municipal departments. The SFPUC wastewater system includes tunnels, large storage/transport boxes, 1000 miles of collection sewers, 28 pump stations, and three wastewater treatment plants. San Francisco’s combined sewer system collects both wastewater and stormwater in the same sewers, which is then pumped, treated to stringent state standards and discharged into the San Francisco Bay and Pacific Ocean. After decades of service, much of the sewer system is nearing end of its working life. During the 1989 Loma Prieta earthquake, damage to SFPUC water and wastewater infrastructure was extensive. The 11,200-foot-long (3,400-meter-long), 66-inch-diameter (1,676-mm-diameter) Channel Force Main, built in 1976, and a critical component of the SF wastewater system was also damaged. This force main carries 70 percent of the bayside dry weather sewage flow from the northern and central part of the city to the SEP. The force main is at the end of its life and was not constructed to the current seismic code; in addition it has no redundancy. Figure 1 shows the project background and the force main that will be provided redundancy by the new gravity tunnel."

Twenty-six insitu analyses of cubic galena crystals from a Mississippi Valley-type deposit were undertaken with a laser microprobe spectrograph to study the variation of nine trace elements from the crystal center to its periphery, both along the diagonal and vertical. The general trend is an increase in the concentrations of Ag, Ga, Ge, and In with As showing the opposite trend Bi, Cd and Sn did not show any pattern. Sb was not detected. These variation patterns nay serve as a model for similar studies of other Mississippi Valley-type deposits.

Watertightness is of central importance in hydraulic and underground structures but has always been associated with a risk, as demonstrated by the very high impact that water inflows have on the damage of linings and infrastructure (Howard, 1991; Sandrone and Labiouse, 2011). Concrete is vulnerable to groundwater and chemical contaminants in the soil. These can leach into the pores and cracks of the concrete and degrade its integrity, causing spalling and corroding the reinforcing steel. Moisture migrating into the building can also degrade structural elements over time and lead to mold and other hazards to occupants’ health. In this connection, the demands placed on the setup and detailed design of the seal depending on the negative influence by water on the one hand and on the other hand on the function of a construction in view to its watertightness classification. Thus, the reliable functioning of a seal is of particular significance in the case of traffic tunnels, which are not easily accessible for all subsequent repairs after the construction in seepage water and especially when located in a pressure water zone (risk–cost assessment). Requirements for the long-term efficiency and quality of underground structures have increased in recent decades. Today, the standard lifetime requirement for an underground infrastructure project is 100 to 120 years and, in some cases, even higher. This calls for high increased attention to the durability of the whole structure and of each individual element. Standards, which started as application guidelines given by the manufacturers, are available in the market since the 1980s and are constantly adapted to the current developments in various technical committees. Differentiations are made between: Manufactures application guidelines, case studies or published articles Test standards for the laboratory to guideline the testing procedures (air temperature, type of test equipment, dimensions, test speed, test duration, concentration, type of liquids, monitoring, tolerances, interpretation of results, documentation, etc.), developed by committees based on material and laboratory experts Application standards, which include test standards but also the related minimum performance requirements (values) for material, processing, and quality assurance (practical tolerances), developed by committees based on a wide range of experts (e.g., designers, construction companies, applicators, manufactures, owners, test institutes, quality engineers) and therefore also based on a wide field of experience, different views and up-dated case studies. The new Los Angeles, California JWPCP effluent outfall tunnel will transport secondary-treated effluent from the Joint Water Pollution Control Plant in Carson to White Point Manifold. The tunnel will be approximately 7 miles (11 km) long with a finished internal diameter of 18 ft (5.5 m). The TBM is designed to cope with high water pressure up to 10 bar. The geotechnical challenges are due to the heterogeneous subsurface conditions: in the first half of the alignment, the tunnel runs through soils with a low overburden under urban areas, and, in the second half, the tunnel runs through extremely weak, intensely faulted rock masses with high overburden. Following an overview of the project, this paper focuses on the northern portion of the alignment and presents a decision-making procedure developed during pre-excavation phase in order to cope with the expected heterogeneous conditions during mining. The risk assessment and the TBM operational design of the southern portion will be dealt with in a future paper.

With new mineral deposits found in areas of difficult terrain, and annual production capacity increasing in mines over the last decade, the aerial ropeway is proving to be a viable, economic method of transportation from mine to processing plant. Of the more conventional designs, a bicable ropeway is more suited to difficult country than the simpler monocable. The bicable, however, does have limitations in the difference in levels it can accommodate in one section at a given capacity. This is noticeable where hilly terrain and high capacity imposes a limit on the length of each section. Increasing the number of sections for a relatively short conveying distance tends, in the case of conventional bicable, to unbalance the normally favorable economics of the ropeway. In addition to analyzing hauling rope stresses, other areas have to be considered when looking at high capacity ropeways. Bucket capacity, speed, and the wheel load on track ropes are examples. These and other factors led British Ropeway Engineering Co., of Sevenoaks, Kent, UK, to produce the twin-track system. Using twin track ropes, larger capacity buckets, and, if the height differential warrants, the installation of twin hauling ropes, BRECO produced a ropeway design for areas of hilly terrain and at higher capacities than had been considered suitable for aerial ropeways. Designs have been produced for systems handling 1.5 kt/h (1,650 stph), and the potential exists for expansion to above 2 kt/h (2,200 stph). The arrangement of ropes provides high stability of the cars and is especially suited to areas where high winds occur during normal operation. This development allows the aerial ropeway to be applied economically in difficult areas and at the increasingly high capacities demanded by engineers. Ropeway Transports Limestone to Sudan Cement Plant Maspio Cement Corp. of Atbara, Sudan, will soon use an aerial ropeway to deliver its entire limestone requirement 20 km (12 miles) from quarry to plant. The Atbara plant is located north of Khartoum, near the east bank of the Nile River. The quarry is west of the river, in hills rising from flat desert country. The original transport system was a 24-km (15-mile) railway from the quarry to the west bank and a monocable ropeway that crossed the Nile and continued to the fac¬tory, a distance of about 2.5 km (1.5 miles). This original ropeway had a capacity of 60 t/h (66 stph). With the extension of cement-making capacity in the late 1970s, 2.5 kt/d (2,755 stpd) of limestone was required and a new mono-

The adsorption of uranium onto Wyoming bentonite was measured in carbonate media over the range pH 8-11. Uranium was removed from solution onto the solids by a rapid reaction, proposed to be adsorption of the anionic uranyl tricarbonato complex onto edges of the clay platelets, and a slow reaction which may be precipitation of a hydroxide. The changes in uranium content of the aqueous and solid phases of a uranium ore carbonate leach slurry were also measured as the slurry was progressively diluted. There was an increase in the uranium content of the solids as the pH of the suspension was lowered, as was observed with the Wyoming bentonite. The results indicate the conditions that should be met with respect to pH control in order to prevent the problem of excessive uranium adsorption in the counter-current decantation washing circuit of a conventional leaching process, as well as in the leaching and restoration phases of carbonate solution mining.

Phosphate rock is the primary source of phosphorus, an element necessary to all forms of life--plant, animal, and human. While phosphorus finds many uses in everyday life, it is an irreplaceable ingredient in all complete plant foods. With the present need for intensive farming, the fertility of the soil can be maintained only by external additions supplied by mines or other sources. A major consideration in any mining operation is to establish the economic and ecological impact of the development on the local population as well as the national interest. The Commodity Data Summaries, as published by the U.S. Bureau of Mines (USBM), is a ready reference concerning the importance of phosphate to the national and local interest. The summary of domestic and world pro¬duction is given in Table 1. During 19722 the demand for marketable phosphate rock exceeded the supply in the United States and the rest of the world. Domestic and world reserves are more than adequate to meet furture demands. Phosphate rock prices firmed and export prices increased, reflecting the change from oversupply to a shortage of phosphatic fertilizers. Demand is expected to exceed supply through 1973. New fertilizer plant capacity planned for 1973-74 will increase the production of phosphate rock by more than 5 million tons in the United States. Morocco and Spanish Sahara are scheduled to increase their production to 18 and 3 million tpy, respectively, within 2 to 3 years. The domestic phosphate rock production for 1972 was 40.8 million tons and 1973 was 42.1 million tons.' Industry, with government-supported programs, will emphasize restoration of mined land and solution of the colloidal slime disposal problem in Florida. The foregoing information comes by courtesy of The Division of Nonmetallic Minerals of the U.S. Bureau of Mines, January 1973. The summary gives a great deal of information but does not give a complete picture. There are many supporting industries which contrib¬ute to the area in which the mines are located. The figures shown in Table 1 deal with concentrates. To produce such concentrates many more tons of waste overburden and ore must be moved. Because of the competitive nature of the phosphate rock industry, data on concentration ratios not only are difficult to obtain but also are not for publication by companies. The concentration ratios vary from one mine to the next in Florida as well as in Tennessee and the western United States. To produce 42.4 million tons of phos¬phate rock in the United States required moving about 350 to 400 million tons of material. Domestic Industry. In 1972 some 26 firms and the Tennessee Valley Authority produced phosphate rock, with several firms produc¬ing from more than one mine. The distribution of marketable phos¬phate rock production was: Florida and North Carolina 82%; Idaho, Montana, Utah, and Wyoming 13%; and Missouri and Tennessee 5%. The value of this production was $223 million. The principal consuming classifications were: agriculture 75%, soaps and detergents 5%, plating and polishing 3%, animal feed supplements 4%, and miscellaneous applications 13%. Over 5,000 firms processed end-prod¬ucts for agricultural purposes. Uses of Phosphate Rock. The tendency in the United States has been to produce more phosphoric acid by the wet process, while the production of electric furnace phosphorus, triple superphosphate, and ordinary superphosphate has been on the decline. Exports of phosphate rock have been on the increase for several years and in 1971 reached 33% of total production. However, export sales of phos¬phate rock are expected to decline in the years ahead, both in total tons of sales and in percentage of production as domestic sales increase (see Table 2). The description and chemistry involved in the production of phos¬phate fertilizers is too complicated to be presented here. The Waggaman13 book is a very thorough reference on the subject involv¬ing production, utilization, and chemistry. The various operations generally have chemical plants near the dry plants or ship to associated chemical plants for further processing. Wet rock, dry rock, and ground dry rock of various grades are sold. In addition various grades of calcined phosphate rock, including defluorinated phosphate rock for animal food supplements, are pro¬duced. Various grades of phosphoric acid, superphosphate, triple suerphosphate, as well as diammonium phosphate, are produced. "Control of fugitive dust in high latitude open-pit mines is challenging due to unique atmospheric phenomenon resulting in complicated flow regimes, and atmospheric inversion due to lack of adequate solar insolation during prolonged winter seasons. In this study, two idealized (One conical and one trapezoidal) three-dimensional open-pit mine geometries are simulated for differing seasonal conditions using the CRADLE-CFD package. The airflow is modeled using Standard Kappa-Epsilon Turbulence Model solved by RANS equations. The concept of particle tracking is used to predict the flow pattern of dust particles. For various climatic conditions, and two different pit geometries, fugitive dust particles varying in size (PM0.1 to PM10) and concentration are generated at various locations of a mine and dispersed by the airflow pattern inside the open-pit mine. The amount and location of dust particles inside the pit is reported at various time intervals. The development of atmospheric inversion during the winter season significantly affected the amount of dust retention inside the open-pit domain. While during the summer, airborne dust particles were transported outside the open-pit domain in a short time. INTRODUCTIONComputational fluid dynamics (CFD) modeling of open-pit mines is challenging. In a recent paper, Bhowmick et. al. [1] presented different constraints and challenges in developing a 3-Dimensional CFD model. In order to obtain realistic results from a simulation, however, appropriate values of various inputs are required. Simulation results of a 3D non-hydrostatic model by Shi et al. [2] showed that both the mechanical and thermal forcing are important mechanisms, controlling the development of the atmosphere inside an open-pit. Alvarez et al [3] used a CFD model for predicting dust dispersions in a medium sized limestone quarry, and presented several iso-surfaces of varying dust concentrations using ANSYS CFX. A similar study by Torno et al [4] introduced a more sophisticated parameterization of the dust sources. Flores et al. [5] used an OpenFOAM CFD simulation package to simulate and predict pollutant dispersion in an idealized and an actual open-pit mine in Chile with an intense insolation condition. The model was simulated for three different conditions: (i) air advection (10 m/s) driven mechanical turbulence; (ii) surface heat flux (240 W/m2) driven thermal buoyancy; and (iii) both air advection and surface heat flux driven conditions. The results of the simulations showed that the buoyant currents contribute to the removal of a large percentage of the dust particles. The buoyant currents modify the purely mechanical-turbulence induced flow pattern and reduce the particle residence time, commonly observed in a purely mechanical turbulent flow (non-buoyant case)"

Permanent reclamation of tailing and acid forming mine wastes in the western United States has been largely a losing proposition. There have been few if any successes without actual burial of wastes with soil, overburden, waste rock or other material more amenable to reclamation. Rather than major breakthroughs, development of new techniques has been slow and steady. Revegetation of acid forming wastes with little or no soil cover is now probably feasible. Three key elements include the use of adapted plant species which are now becoming commercially available, lime and selective bactericide for controlling acid, and organic amendments such as manure or sewage sludge. Benefits of this type of reclamation often include reduced mobility of toxic metals and improvements in water quality. With a stringent regulatory regime for mine wastes impending under Strawman II, the importance of good, economical reclamation techniques will become critical to successful and profitable western mining operations.

This paper presents the challenges of the Homestead Avenue Interceptor Extension (HAIE) project in downtown Hartford, Connecticut. The new 72-inch (1,830 mm) sewer pipeline project consists of installing approximately 3,010 linear feet (920 m) of PVC lined reinforced concrete pipe using pressurized face microtunneling. The entire alignment is located within soft to very soft, varved silt and clay. To the extent possible, the alignment was selected to avoid bedrock, glacial till, miscellaneous fill,buried steel piles, and utilities. Challenges for this project include low ground cover, crossing major transportation routes, and limiting settlement to prevent damage to historical buildings and critical utilities. The machine was selected for the ground conditions. Design calculations were performed for selecting the reinforced concrete pipe class and for evaluating settlement. The potential for settlement damage was evaluated using both conventional analysis and finite element analysis

Tectonic activity in northern New Mexico during late Oligocene and early Miocene time presaged events which led to the development of molybdenite deposits at Questa. East-northeast directed crustal extension produced north-northwest striking tensional fracture systems paralleling the early Rio Grande rift. A sequence of Oligocene andesite flows and breccias is overlain by a thick early Miocene rhyolite ash-flow tuff. Eruption of the tuff initiated collapse of the Questa cauldron: the south margin of which occurs as an east-northeast striking, north-dipping structurally weak zone. Continued east-northeast post-cauldron extension permitted the high level emplacement of granite stocks with coeval rotational deformation of fault blocks composed of cauldron fill and [ ] floor. The stocks occupy north-northwest fracture zones in the south margin of the cauldron, and porphyry dikes occupy east- northeast striking faults that define the south margin. These two fracture systems have played a dominant role in localizing the intrusive porphyries and associated mineral deposits at Questa. A molybdenite-bearing breccia matrix and related stockwork mineralization generally occur within volcanic rocks. Mineral deposits are spatially related to fault zones and the upper con- tact of their source intrusives. Deposits are localized in fault zones up to several thousand feet long and 100 to 500 feet in diameter. Magmatic-hydrothermal solutions from the source aplite porphyries have produced potash metasomatic alteration which is strongly centered on the mineral and ore zones. Alteration in ore is represented by orthoclase, quartz and secondary biotite. This pattern grades into secondary biotite and propylitic zones forming successively weaker alteration assemblages away from ore. Younger phyllic and argillic assemblages are particularly widespread only where strong north-northwest extensional fracture zones cross the south cauldron margin.

Peabody Coal Company is the nation's largest producer of coal and is headquartered in St. Louis, Missouri. In 1978 Peabody divisionalized its operations to establish more responsive and effective mine management. Peabody Coal Company's Arizona Division operates two large surface mines, the Black Mesa and Kayenta Mines. Both are located in northeastern Arizona, approximately 30 miles from Kayenta, Arizona, on the Navajo and Hopi Indian Reservations. The Black Mesa Mine produces 4 to 5 million tons of coal per year and the Kayenta Mine produces 7 to 8 million tons per year. Coal from the Black Mesa Mine is transported 274 miles by coal slurry pipeline to the Mohave Generating Plant located on the Nevada/Arizona border at Bullhead City, Arizona. This plant is jointly owned by Southern California Edison, the Los Angeles Department of Water and Power, Nevada Power Company and Salt River Project Agriculture Improvement and Power District.
