Mineral Development Agreements (MDA?s) are a cooperative mechanism in Canada by which the federal and individual provincial governments can coordinate their scientific, techno- logical and market development resources in order to implement measures designed to stimulate mineral exploration and development by the private sector; the objective, ultimately, being to increase the mineral industry?s contribution to provincial economies. In the latest round of MDA?s, which was initiated in 1984, a significant number of planned activities relate to industrial minerals. This paper will describe the nature and importance of MDA's in Canada and will outline the wide range of activities taking place with respect to industrial minerals.

The centennial celebration of the AIME provides an opportunity to review some aspects of developments in mineral exploration since 1871 and to reflect on the changes that have occurred. During this period seven Factors have fundamentally altered the procedures, techniques and philosophy of mineral exploration. Although most of these developed gradually, and unheralded, they have drastically altered the art of exploration and discovery. 1. ADVANCES IN MINING AND MILLING The development of huge shovels, draglines, trucks and track-mounted drills, to replace the wheelbarrow and single Jack has drastically expanded the rate of production for both underground and surface mining. The development of selective flotation has had a far-reaching affect on mineral exploration and has made it possible to extract metals from the metallurgically complex deposits discovered years before. These developments have reduced the costs of mining and treatment, and have transformed material into ore that was considered waste one hundred years ago. These advances have permitted exploration for progressively lower grade and larger mineral deposits.

Grupo Acera, HYLSA originated in 1942 when Hojalata y Lamina began operations to supply steel strip for the Cuauhtémoc Brewery, the parent company. Production began in April, 1943 with growth accelerated because of World War II. By 1948 the company was producing its own steel from electric furnaces charged with scrap iron. Further expansion was hampered by the fluctuations in availability, price and quality of scrap iron. As a result, a search was made for a suitable process to enable HYLSA to satisfy its need for a reliable source of feed for its steel-making facilities. Their relatively low iron requirements at the time did not justify the very high capital investments required using the conventional blast furnace method. Processes which by-passed the blast furnaces were very much in their infancy and were not commercially tested. HYLSA then undertook an investigation of the direct reduction processes, knowing full well that much larger companies in other countries had investigated several processes but their work had not established a trend toward direct reduction or any particular process. However, after much effort and persistence HYLSA arrived at a process which suited their conditions. By using Mexican iron ore and natural gas they developed the now well-known H. y L. Process to produce sponge iron. Concurrent with the start of investigations which led to the H. y L. Process, HYLSA began an exploration program for a suitable source of iron ore. Thus in 1951, Cia. Introduction The mining industry is perhaps best characterized by the numerous and abnormally high risks associated with the business of mining and by its most basic assets - ore deposits, people and technology. At the most fundamental level, it is the quality and effective utilization of these basic assets that determine a mining company's ability to compete efficiently in the international market place. The gold industry has received much attention in recent years and especially in recent months, for good reason. This commodity serves as an excellent platform for the subsequent discussion of these three basic assets and their role in mining's future. Facets of the gold industry The fate of this noble metal in recent times illustrates some of the various risks associated with the mining industry and the importance of high-quality assets, whether they be ore deposits, people or technologies. The following comments pertaining to the gold industry help place proper focus on subsequent discussions. All monetary amounts given are in US dollars. Throughout 1997, falling gold prices broke record after record: first hitting three-year lows, then a 12-year low in July and finally an 18-year low at year's end. From Jan. 1 through Dec. 31, 1997, the price of gold fell by more than $2.57/g ($80/oz), or some 22%. The decline in gold-mining profitability and stock prices was even more dramatic. At the beginning of 1997, the 20 largest gold producers in North America had a market capitalization of approximately $44.5 billion. At year's end, this market cap had fallen to $26.2 billion, a reduction of 41%. The total market cap of all the world's gold companies fell from $71 billion to $46 billion, a 35% drop (Serwer, 1998). Analyses suggest that, at a spot gold price of $9.65/g ($300/oz), only one, or possibly two, North American gold-producing companies can make money when break-even or "total costs of production" are considered. While strong hedge positions mitigate this situation in the short term, clearly, this is an industry in desperate straits. For example, write-downs for North American producers in 1997 were approximately $2.5 billion. Speculative short positions in 1997 were near historical record highs and generally exceeded long positions by factors of 9:1 or 10:1. Much of this is driven by some US commercial banks, hedge fund managers and commodity speculators who can significantly move gold prices sharply over short periods of time by selling gold they do not own in the expectation they can buy it back at a lower price before they have to deliver. These signifcant short positions are likely to continue as long as central banks are willing to sell or loan gold to financial institutions that in turn make the gold available to speculators who hope to capitalize on price fluctuations. The Far East accounts for approximately 26% of the annual demand for gold. Including India, the region accounts for 43% of total demand. More than 85% of the physical demand for gold is for investment jewelry in Asia and the Middle East. This demand is extraordinarily price sensitive. The fairly recent turmoil in Asian markets and economies, combined with currency devaluations throughout the region, have made gold more expensive (30% to 50% in local currencies) for those peoples most likely to treat gold as a safe investment haven. Higher interest rates also have reduced the amount of money they have to spend on consumer goods such as jewelry. All of these recent Asian events are deflationary in nature. The results of laboratory characterization of tailpipe emissions for three “clean” engines that meet U.S. EPA Tier 4 final emissions standards were used to assess the viability and effectiveness of repowering existing engines and powering new mobile equipment with those engines as a control strategy for reducing exposure of underground miners to diesel aerosol and criteria gases. The evaluated engines were representative of those that achieve the emission standards through implementation of various in-cylinder emissions control strategies, use of crankcase filtration, and use of three types of exhaust aftertreatment systems: (1) diesel oxidation catalytic converter (DOC), (2) combination of DOC and the full-flow wall flow monolith diesel particulate filter (DPF), or (3) combination of DOC, diesel exhaust fluid (DEF) based selective catalytic reduction (SCR) system, and ammonia slip catalyst (ASC). The study showed that the highest reductions in concentrations of diesel aerosols in underground workings, in terms of both mass and number, could be achieved if the engines, preferably in all power classes, are fitted with viable DPF systems. The use of U.S. EPA Tier 4 final engines equipped with DOC and DOC/SCR/ASC systems could help operators to considerably reduce mass, but not number concentrations of aerosols. The emissions of two of the evaluated engines, one equipped with DOC and the other equipped with DOC/DPF systems, were characterized by substantial secondary NO2 emissions that would limit the viability of those engines for underground mining applications. It appears that the catalyst formulations used in the exhaust aftertreatment systems of the “clean” engines marketed to the underground mining industry need to be formulated to minimize the potential for generation of secondary NO2 emissions. The results indicate that the engines fitted with viable SCR/ASC systems present a low-NO2 alternative. All three “clean” engines were found to have low CO output. Therefore, due to nuances associated with the use of diesel-powered mobile equipment in underground mines, special attention needs to be paid to the selection and potentially optimization of “clean” engines for underground mining applications.

Rare earth elements (REE) and critical minerals are increasingly becoming more important in our technological society and are used in many of our electronic devices (such as cell phones, computer monitors, wind turbines, etc.), batteries, and magnets. Measuring REE and critical minerals in ashed coal approximates the REE and critical minerals in the fly or bottom ash remaining after coal is burned at a power plant, where REE and other critical minerals could be leached. In New Mexico, there are 26 coal fields in Late Cretaceous rocks in the San Juan and Raton Basins. These rocks are being characterized as part of the DOE’s CORE-CM (Carbon Ore, Rare Earth, and Critical Minerals) program. Higher concentrations of REE (as much as 2103 ppm total REE) are found locally in ashed coals from the basins. More chemical and mineralogical analyses are required to fully understand the distribution and origin of REE in these deposits. As the demand for REE increases because of increased need and short supplies, the dollar value per ton of ore rises, enhancing deposit economics, perhaps even from coal.

Numerous articles have been written about the coal mine ; he has been compared with brave men who have gone out to conquer some unknown hazard throughout the ages. Now, however, modern mining is no longer something to be avoided, but a vocation that anyone can be proud of, with remuneration equal to or above that of almost any industry. A concerted effort is being made each day by both the operators of most mines as well as the state and federal inspectors to see that coal mines are as safe or safer than work places in any other industry. How- ever, it is true that mine fires and explosions have occurred in the mining industry since its inception. One of the earliest accurate references to such an occurrence is found in the transactions of the Royal Society of London. In the Colliery Managers' Handbook, 1898, Caleb Pamely writes of an explosion that occurred at Fatfield, England in August 1708, resulting in the deaths of 69 persons. He states: "Three of them, viz, two men and a woman, were blown quite up from the bottom of the shaft, fifty-seven fathoms deep, into the air, to a considerable distance from the mouth of the pit." It is interesting to note that women were employed as miners in England during that period. In the United States, the first record of coal mined was in 1702 by the Jamestown colonists. In 1786, about 20 years after Pittsburgh, PA was first settled, a charter was granted by William Penn to mine coal on the banks of the Monongahela River. Then in 1803, the first important coal company, the Lehigh Coal Co., was established. From this beginning, the mining industry continued to grow in importance and the first state mining law was formulated in 1870. The Pennsylvania state mining law was followed in 1873 by Ohio's, and in 1876 by Maryland's. A mine explosion at Avondale, PA in 1869 stimulated state legislatures to formulate these early laws. In 1907 near the town of Fairmont, WV, there were, within three days, two explosions resulting in a total of 597 deaths. Because of this, the federal government took action and by 1910, the US Bureau of Mines had been established. This was perhaps the most significant change in health and safety for miners during the first half of the 20th century as the USBM concentrated its entire efforts in the study, research, and testing of methods totally directed towards improvement of the health and safety of the miner. After a mine disaster in Illinois, a federal law was passed in 1940 calling for federal coal mine inspectors. Then in 1969, Congress enacted the Federal Coal Mine Health and Safety Act following a mine explosion near Farmington, WV. In 1977, the law was revised and included noncoal mining operations.

During the past ten years, the US coal industry has experimented with various ways to extract methane from coal seams. Drilling long horizontal boreholes in solid coal from mine workings and vertical gob degas boreholes are becoming standard techniques for methane recovery from coal seams. Prime motivations for such work have always been safety and productivity in mines, but the commercial value of gas so produced is encouraging utilization. The paper reviews various ways to produce methane from coal seams and discusses some utilization projects extant in the industry.

"Water is a primary commodity for most industrial processes. It has become a global focus in light of climate change and population growth. Reuse of process water has two major benefits - minimize the amount of fresh water added now and minimize the amount of discharge water that requires treatment later.Mining and mine product processing has its share of reused water. For example, reclaim water from a tailings impoundment, overflow from thickeners and leach solution to raffinate and back again all demonstrate the use and reuse of water in mining circuits. Eventually, a mine reduces production or ceases operations completely, eliminating the option to reuse the impacted water and, thus, requires treatment of the remaining water.Current methods of water treatment remove the impacts, providing clean water for discharge, but leaves behind a concentrated waste that requires further treatment or disposal of a hazardous waste. Freeport- McMoRan is currently testing three water treatment technologies specific for sulfate and/or metal removal from mine impacted water with the approach of transformation not concentration. These technologies provide clean water for alternative use while creating byproducts that could be marketable, or disposed as a nonhazardous material, thereby reducing the cost and longterm liability of disposal.The selection of a water treatment process is site-specific. The volume of water, contaminant to be removed, disposal options, length of time for treatment, location of plant and reagents and discharge requirements are some of the factors that need to be considered when selecting a water treatment process. Common water treatment technologies for mine impacted water consist of low- or high-density sludge (LDS/ HDS), reverse osmosis (RO) and evaporative technologies. In addition to operating costs, these processes require additional handling of the concentrated sludge or brine. Advanced water treatment technologies include ion exchange, solvent extraction and metals precipitation with or without the aid of a biological system. Some of the more complex systems have a series of unit operations to achieve required discharge regulations."

It was recently proposed to use the pastefill technology as a surface tailings management method. Surface paste is an economic and safe storage method that respects current environmental regulations. There are many problems related to accidents that occur in conventional tailings damps. In this study, the applicability of the surface paste disposal (SPD) method for a Pb-Zn mine in western Turkey was examined. Density was 3.084 and specific surface area was 0.899 m2/g. The mill tailings have very low plasticity and show characteristics of clays and silts in terms of the Unified Soil Classification System. The particle size distribution of the tailings was 39.2% particles finer than 20 µm. The results of this study showed that the physical and chemical properties of mill tailings make them suitable for SPD.

This study provides an effective determination process of the interface microstructural parameters in the numerical modelling of the mechanical interaction between two different geomaterials involved with frictional-bonded interfaces, such as the interaction between backfill columns and the surrounding rocks, or the soil-structure interaction, by using the coupled finite-difference and discrete-element (FD-DE) method. Three-dimensional numerical direct shear tests were conducted on the coupled FD-DE model of the combined rock-cemented rockfill (R-CRF) specimens with the frictional-bonded interface. With the microstructural parameters determined, the macro-mechanical properties of the interface of the coupled model were calibrated to well fit with the theoretical values of the combined specimen under the direct shear condition assumed according to the Mohr–Coulomb strength criterion. Evident elastoplastic shear behaviour was observed on the interfaces, and excellent agreement was attained between the shapes of the theoretical and simulated shear stress-displacement curves of the coupled models at different servo-controlled normal stresses. Particulate-scale force chains inside the DE model of the CRF specimen were highly consistent with the force contour on the FD model of the rock specimen, demonstrating the shear stress evolution of the coupled model at different shear displacements. Parametric studies verified the effects of the deformation properties of the interface parallel bonds on the shape of shear stress-displacement curves of the coupled models. The test results validated the feasibility and rationality of the coupled FD-DE method for modelling the combined specimens with frictional-bonded interfaces or joints. Furthermore, this study provides valuable numerical modelling experience for investigating the shear behaviour at the interface between cemented backfill columns and surrounding walls by using the coupled FD-DE method.

"First Majestic Silver Corp. (FMS) is a silver mining company founded in 2002 that operates exclusively in Mexico. It has six producing silver mines, one of which is the La Encantada silver mine (La Encantada) located in the state Coahuila. La Encantada is located near the southern United States border and 708 km (440 miles) north of the city Torreon.La Encantada is located in the Sierra Madre Oriental and is a high-temperature carbonate replacement deposit. Mineralization in La Encantada occurs in many different forms such as veins, chimneys, breccia pipes and reefs (mantos). Mineralization is mainly oxides of iron, zinc, lead and manganese, with high concentrations of sulfides at depth relating to two main intrusive events: the Milagros Intrusive and the La Prieta Skarn.Mining began in La Encantada during the 1950s with small vertical shafts, drifts and raises. It focuses on the high-grade silver zones using traditional hoists and extraction methods, before branching into two main separate mining camps: El Plomo and Penoles camp. Penoles, the previous owner, focused mainly on large ore bodies using post pillar cut-and-fill mining method to extract the higher-grade material. Due to the type of ground, irregularity of pillars, and rock conditions, large amounts of high-grade pillars had to be left in situ to ensure the stability of the excavations. The mined-out areas would then be filled with lower-grade material to assist in the stability of the secondary level. These room-and-pillar development entries were 2.5 m x 2.5 m (8.2 ft x 8.2 ft) and spaced every 10 m (32 ft), leaving a vertical pillar of 7.5 m (25 ft). First Majestic acquired La Encantada in 2006. After the acquisition of the mine, the company began the conversion of the surveying reference system from a local grid (Maria Isabel Shaft as 0,0) to the Nav27 coordinate system, and subsequently converted to the WGS84 coordinate system in 2015. Due to the extensive history of the mine, different areas were surveyed with different systems, causing significant challenges when designing the principal extraction levels, pillar heights and ramp locations. To overcome this difficulty, the entire mine was resurveyed and the old workings transposed to the new coordinate system, except for some inaccessible areas due to poor ground conditions or ground collapses. To further ensure pillar height and the safety of the mine workers, probe holes were drilled during the development process."

The influence of bacterial growth phase on the flotation behavior of malachite has been investigated in a well-controlled Hallimond tube system. The microflotation tests were conducted for malachite (45?53 µm) using different amounts (bulk phase concentration=1×108?5×109 cells/mL) of Rhodococcus opacus (R. opacus) as a collector, which was grown at mid-exponential versus stationary phase, at a constant speed (340 rpm), pH (6), and malachite-bacteria interaction and flotation time (each 10 min). Hug differences between R. opacus cells in mid-exponential and stationary phase was observed from the results for electrophoretic mobility and flotation tests. Specifically, the isoelectric point of the cells in the stationary phase was lower than that in the mid-exponential phase, suggesting that the amount and distribution of surface functional groups onto cell surfaces are likely different. Additionally, the cells in stationary phase led to significant increase in the flotability compared to those in mid-exponential phase over the background bacterial concentration level of 1×108?5×109 cells/mL. Furthermore, the flotation efficiency tended to increase with increasing cell dosage for stationary phase cells while no distinct difference was observed for mid-exponential cells.

The Esmeralda mine is located about three miles west of the town of Parral, in the State of Chihuahua, Northern Mexico, and about 400 miles south of El Paso, Texas. The area is serviced by the Interamerican Highway and a branch line of the National Railways of Mexico. The Parral district is quite typical of the semidesert of Northern Mexico, lying near the western margin of the Chihuahua basin and range province known in Mexico as the ?Mesa Central? In the immediate mine area, low rounded hills and rolling plans slope toward the Parral River. Surface elevation at the mine is 5,800 feet. The Esmeralda vein outcrops strongly, but was too low grade to be of interest to the Spaniards, The first claims were staked in 1897 and limited exploration work to a depth of 550 feet was carried out prior to 1912, at which time work was suspended. The Eagle-Picher Company acquired the property in 1944 and by surface diamond drilling outlined an orebody to a depth of 800 feet, Minas de Iguala, S. A, de C.V., one of Eagle-Picher?s totally owned subsidiary companies in Mexico, then unwatered the old workings, developed the mine, installed a modern differential flotation plant and started production lage in 1948. To the present, more than two and ahalf million tons of ore have been mined and milled producing lead and zinc concentrates.

The Otjikoto Gold Mine in the Republic of Namibia is located approximately 300 kilometers north of the capital city of Windhoek. The project features surface mining with a modern gravity/carbon-in-pulp mill for ore treatment and recovery of gold. Initial mill design capacity was 2.5 million tonne per annum but then expanded after 9 months of operation to 3.1 million tonne per annum. The technical steps to establish the Otjikoto mill design from process selection in the due diligence stage, through flowsheet development in the feasibility study followed by detailed engineering design are reviewed in this paper along with mill performance during start-up and in 2019.

Compliance with the EPA's emerging Clean Water Act regulations can be challenging. Open pit copper mines in Arizona have found themselves in a tangled web of changing rules, regulations, and guidance documents regarding storm water and process water discharges. Large mining properties must come up to speed on a myriad of issues including the definition of zero discharge, what constitutes a process related spring or seep, and tailings and waste rock Best Management Practices. The example of the Pinto Valley Mine in Arizona is used to illustrate National Pollution Discharge Elimination System regulatory issues.

Longwall mining has not received a great deal of attention in the United States; however, this system offers many advantages over the conventional room-and-pillar methods now being used. In order to conserve the coal resources of this country, the U. S. Bureau of Mines has investi¬gated the feasibility of adapting European longwall mining methods to American coal seams. Their studies showed longwall mining to be well suited to thinner seams and, greater depths; and, in addition, permitted almost 100 percent recovery of the coal. Most, experiments with this method resulted in higher overall production-costs than were commonly obtained with highly mechanized room-and-pillar techniques This high cost-was largely due to the excessive amount of labor required to maintain adequate roof support with conventional longwall mining techniques. With the substitution of hydraulic-powered, self-advancing roof support systems for conventional supports, this excessive labor cost has been decreased, and longwall mining costs are now competitive with those of modern room-and-pillar mining.

"Cast blasting is the primary means of overburden displacement in a surface coal mine. It serves two purposes; fragmenting the rock and throwing it directly to its spoil pile using explosive energy. Increased throw minimizes costs by reducing the amount of material that needs to be rehandled. Prior studies have shown that by only changing blasthole timing with the same blast design, fragmentation and throw alter. It is necessary in cast blasting to optimize both fragmentation and throw, since larger fragments will require more wasted energy to throw the same distance. In an operating mine in Georgia, an optimum interhole delay for fragmentation has been found by studying timings from 0 millisecond (ms) to 45 ms. Instantaneous timing between holes increased the throw by more than 31 m (100 ft), but fragmentation was poor. Shock and detonation wave collision is a potential reason for this increased throw.Explosives are utilized extensively by the mining industry in order to break rock, as either ore or overburden, for hauling, loading and crushing. An effective production blast strives to achieve optimum rock fragmentation in order to increase the efficiency and reduce the costs of those downstream operations, while simultaneously meeting environmental regulations. The goal of blasting with respect to fragmentation is, according to Hettinger (2015), “to decrease the average particle size of the fragmented rock without overly increasing fines or, in other words, improve fragmentation.”Additionally, the distance the rock is transported by the explosive energy from the blast, also known as throw, can increase efficiency by reducing the amount of material that is rehandled by mine equipment. The primary situation in which this is desirable is the cast blasting of overburden across the narrow pit of a surface coal mine. A key variable in a blast design pattern that can be manipulated to optimize both fragmentation and throw is delay timing between detonations. The invention and increased utilization of electronic detonators have allowed for precise delay timings to be used between rows, holes and even multiple primers within the same hole. These recent developments in the blasting community have also provided an opportunity to investigate whether or not the mechanism of shock or detonation wave collisions caused by short timing delays are responsible for any increased fragmentation or throw. This experiment attempts to demonstrate if an increase in throw can be achieved while maintaining optimum fragmentation."

The percentage depletion deduction on Federal Income Tax Returns under the provisions of the 1939 Internal Revenue Code and of Sections 611 to Section 615, inclusive, of the revenue act of 1954, have created innumerable administrative difficulties, and a new interpretation of "gross income from the property" in that the Courts have expanded the ideas of what constitutes "gross income from the property" to a degree unheard of and unthought of prior to the enactment of these two codes. Originally, under the Revenue Acts of 1917, 1918, and 1920 depletion was allowable, based upon mine valuations as of March 1, 1913; if the mine was owned prior to March 1, 1913; upon cost, as of the date of acquisition if purchased subsequent to March 1, 1913; and upon a "discovery" basis if the mine was discovered after March 1, 1913, The "jab" for mine valuations as of March 1, 1913 and for discovery valuations and depletion was not as bad as it has been made out to be. Thousands of valuations and estimates of reserves were made and agreed upon between taxpayers and Internal Revenue Service engineers and as the years went on the answers have been found to be "reasonable." However, human nature being what it is each case was a battle of wits - of a sort - and many resulted in severe differences of opinion and litigation. As tax rates increased the situation was not bettered. I could talk for several hours on this phase of depletion but it is all past now andwould not give any real service or better understanding of the matter.

Electrowinning is a process by which metals, such as copper or nickel, are recovered from aqueous electrolyte solutions resulting from the extraction of the metal ion from an acidic or basic leach solution. The electrolyte or “pregnant” solution is customarily forwarded to an electrowinning "tankhouse." In the tankhouse, the metal ions are deposited on cathode plates by electrodeposition and then recovered from the cathode plates. Other processes may be employed with other metals, such as nickel, zinc, among others, to produce an electrolyte from which their respective metals are obtained. During the electrowinning (electrodeposition) stage, elemental metal is plated out at the electrowinning cathode and oxygen evolves at an insoluble anode. The evolution of oxygen gas forms bubbles which entrain strong acid electrolyte, carrying it into the air above the electrowinning tank in the form of a fine mist or spray when the bubbles break. An acidic mist is generated above the electrolyte. This mist or spray then spreads throughout the electrowinning tankhouse. The acidic mist is corrosive and a health hazard and can cause extreme discomfort to the skin, eyes, and respiratory systems of tankhouse workers, especially during hot weather conditions. Polyfluoroalkyl based products (PFAS) have been widely applied as anti-misting agents in the electrowinning of metals in an acidic electrolyte. Functionalized PFAS compounds, however, have come under increased scrutiny by the EPA due to their impact on human health and the environment. There remains need for improved acid mist suppression agents for electrolysis and electrodeposition, particularly for products free of fluoroalkyl components.
