M.S. Azun I do not at all agree with the basic points of the author's conclusion. The use of lognormal or normal model to respond to the attribute distribution function should be carefully questioned. If fitting a distribution function of regionalized variables is the main purpose, one may employ one of certain well-known families of distributions, such as Tukey's lambda functions. For instance, the distribution function of gold assay values studied by Krige (Krige, 1978) may fit the lognormal model well, but one should not exclude that the basic idea of using the distribution function of observed data is to have insight of the physical mechanism that gives rise to the regionalized variables. In Applied Geostatistics, there are many examples considering only lognormal or normal model for the distribution function of geostatistical data even if the observed distribution function has more than one mode. Of course, using lognormal or normal model always brings easy computation for the statistical properties of attribute under investigation. Still, I object to adopting any of those models without having any "statistical inference." As seen from the author's paper, lognormal and normal model produce the same average grade (0.746% copper) and almost the same sample variance. Therefore, which model explains the probabilistic behavior of ore deposit is always an important question that should be replied by the geostatistician using not the common sense but the statistical and probabilistic methods. For kriging procedures, such as linear kriging, one should describe either second order stationary properties or bivariate properties of regionalized variables. Second order properties, such as correlogram function or semivariogram function, are the inputs of the so-called kriging equations. Selecting one of any useable models for the observed second order properties, such as spherical model, is not easy since the models are not based on the correlations structure of the regionalized variables. How those models being used in Applied Geostatistics can be distinguished is another important problem. One may develop many fitting models to respond to the observed second order properties of regionalized variables. However, I suggest that the model should be based on the probabilistic behavior of geologic process. The author used spherical model for copper, wolfram, and silver grades from isotropic sector (Fig. 2, 4, 3b) and exponential model for silver grades obtained along raises in isotropic sector (Fig. 3a). It seems that those semivariograms given in Fig. 3b for isotropic sector and Fig. 4 may be described by the random model implying that regionalized variables do belong to renewal process (Azun, 1983). If I knew the total number of data points used in estimation, I may prove that my conclusion is correct. Recalling the test for the first order sample correlogram value, the test procedure is introduced such that the independence is rejected if [ ] where Za/2 is the a/2 percentile of standard normal random variable and N is the total number of samples used in estimation (Azun, 1983). For the other observed semivariogram functions I suggest the author might try to use the so-called "Markovian model" describing not only the correlation structure of regionalized variables, but also the physical mechanism that produces the regionalized variables. The Markovian model for correlogram function is, [ ] The Markovian model for the other second order properties of ReV are also derived. T ve B, in the above equation, show, for example, structural change and mineralizational variation in a considered deposit, respectively (Azun, 1983). In selecting any model, it is not easy to search for the "best" response to the observed second order properties of ReV's. The Markovian model, based on a theoretical understanding of underlying mechanism, gives more information about the occurrence of regionalized variables and respond to all properties. Random model and the so-called hole effect structure can be easily defined as a special form of the Markovian model (Azun, 1983). An estimation of any second order properties of regionalized variables may be computed through (N-1) lag. However, the dependency between the regionalized variables may be deemed to have "died out" after the so-called stationarity width (range). In practice, the estimation is carried out through 25% of the total number samples available. Therefore, the large fluctuations around the zero level and variance for correlogram or covariogram function and semi-variogram function, respectively, cannot be observed. Since the number of pairs involved in the estimation of higher second order properties is small, the estimation variance at those lags is large. There is no need to show higher order estimated second order properties. "Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

It is only recently that automation has been applied to mining analytical laboratories. This paper describes the use of automation in the laboratory analytical process of hard-rock mining and geological samples and slurries in mining concentrator plant process control laboratories. Types of analysis include fire assay, XRF, ICP and wet chemistry. The benefits of automation are reduced unit cost of analyses, greatly reduced staff requirements, higher quality of data and very fast turn-around times.

A dump edge and vehicle proximity warning system is being developed at the Colorado School of Mines using GPS and wireless local area networks to improve the safety of off-highway trucks in open pit mines. After two years of research, software development, and testing in the laboratory, field tests are currently being carried out at operating limestone quarries and open pit mining operations to evaluate the effectiveness of the system under rugged operating conditions. This paper describes the progress made on this NIOSH-funded project and discuss, tests carried out recently, at the Morenci open pit copper mine in Arizona.

Analytical and computer models are used to evaluate information obtained from existing data and investigation programs so mine water control systems can be designed and developed. These models allow the geohydrologist to predict the amount of groundwater inflow and the impact of dewatering and stream diversion on the hydrologic regime, and to determine the schedule and equipment needed for mine dewatering. This article describes uses of the model and the essential components necessary to construct an effective and practical one. Hydrologic models are constructed to determine the extent that mining activities will affect the ground water and surface water hydrologic regime. These models range from basic analytical, mathematical models to the more sophisticated finite difference and finite element groundwater models. Many factors determine the degree of sophistication, including the mining stage, the complexity of the hydrologic regime, the mining process, and regulatory requirements. Model Uses The geohydrologist and engineer construct models so the entire ground and surface water handling and supply system can be integrated and optimized. These models can provide the following data: • Information for water balance studies-the entire hydrologic regime for the area, including precipitation, transpiration, evaporation, infiltration, runoff, and the effect of geologic features. • Data on seepage rates during mining. • Information to design the depressurization and dewatering system, including water well spacing, location of sumping systems, need for grout curtains, and possible horizontal drain and underdrain locations. • Data needed to schedule dewatering and mining operations. • Prediction of initial and long-term impacts of mining and dewatering, including local and areal drawdowns, effects on existing wells, and modifications to the surface-subsurface hydrologic regime. Potentiometric surface maps and hydrographs can be prepared from these data. • Prediction of the effect of discharge from the water control system on the surface hydrology and data input to design systems for water discharge, storage, recharge, or reinjection. The results of a computer study that illustrates the effect of dewatering and reinjection into an aquifer to confine the cone of depression are shown on the accompanying figure. • Information to forecast potentiometric surface recovery after mining ceases. The accompanying figure shows the pumping and reinjection rates in a program that is adequate to dewater a mine and permit the recovery of potentiometric levels to approximate premining levels after mining ceases. • Documentation and design information for monitoring systems to be installed during all mining phases. • Water quality predictions and geochemical changes, including the possibility of brackish or saline water intrusion because of extensive dewatering or depressurization operations. • Documentation and data for acquiring permits from regulatory agencies. Model Input Program For any model to be effective, detailed hydrologic and geologic data must be gathered from a review of existing information and from an investigative program. These data should cover entire model limits. Data updating, revising, and refining should occur as new information is received from the investigation and monitoring programs, and from the mining operation as it progresses through the pre-mining, mining, post-mining, and reclamation

Frontier/Traylor is presently completing construction of twin tunnels for the Tri-County Metropolitan Transit District of Oregon’s (Tri-Met) westside lightrail system. The tunnels are each 4,550 m (14,935 ft) in length and 6.48 m (21.29 ft) in diameter. The 1/3 of each tunnel was driven from the west portal using drill and blast methods and the remaining 2/3 was driven from the east portal using a TBM. The paper describes: The difficulties encountered by the TBM mining the weathered Columbia River Basalts. The execution of drill and blast work despite challenging ground conditions, stringent noise and vibrations specifications, and public relations problems. The excavation and lining of the Washington Park Station 79 m (260 ft) below the park zoo.

Particle beneficiation tests are often conducted to determine how the recovery of a key component of a particle mixture varies with overall product yield, i.e., the separation curve. The results can be misleading when an attempt is made to determine the effect of feed grade by comparing separation curves representing different feed grades or key component concentrations. This is a shortcoming of the conventional recovery versus yield diagram, which may not appear to be affected by feed concentration. To overcome this shortcoming, a method is presented for transforming and normalizing the recovery and yield coordinates so that the separation curves representing dif-ferent feed concentrations are directly comparable.

This paper describes the successful management and construction of the 5.18 m (17 ft) diameter, segmentally lined, North Dorchester Bay CSO storage tunnel in Boston, MA. This 3,300 m (10,830 ft) long tunnel was mined through variable soft ground with only 6 m (20 ft) of cover, using an earth pressure balance tunnel boring machine. These extensive data collected from the projects unique automated and internet accessible geotechnical and TBM monitoring system, will be examined and used to explore the relationships between geological conditions, TBM operating parameters and measured settlements. The paper will also discuss the use of screw revolutions as an indicator of muck volume.

Interest in the western oil shales of the US began in about 1908, with the first retort in Colorado constructed in 1917. The most successful early developments were near Elko, NV, where the Catlin Shale Products Co. produced more than 1.9 dam3 (12 000 bbl) of shale oil during 1920-1924 and at Rulison, CO, where a US government operation produced about 570 in 3 (3 600 bbl) of shale oil during 1926-1929. Plentiful low-cost crude oil was developed about this time and shale oil was of little or no interest until after World War II. From 1944 to about 1972, several companies, and the US government, operated shale oil mines and recovery plants in Colorado. While technical successes were achieved and an estimated 40-56 clam' (250 000-350 000 bbl) of shale oil were produced, economics were not favorable and commercial production was not achieved. In recent years domestic production of crude oil supplies has not kept pace with US consumption. The growing shortfall has been met with imports. The cost of imported oil has continued to escalate and increased US dependence on petroleum imports are national concerns, because of the negative impact on US balance of payments and an increasing dependence on other nations for US energy needs. In 1978, petroleum imports equaled about 44% of demand, up from 23% in 1970, but down from 48% in 1977 because of availability of Alaskan North Slope crude oil. Reduced domestic consumption and other factors have reduced current imports to about 40-45% of de¬wand-but at ever increasing cost. The growing shortage of crude petroleum and its increasing cost have resulted in renewed worldwide interest in oil shales. In the past, the main obstacle to oil shale development (progress toward commercial production) has been economics-shale oil cost too much to develop and thus could not compete with conventional petroleum crudes. Even with today's inflated energy prices, some experts say the production of synthetic crude oil from oil shale is, at best, marginally economic. To achieve compliance with 2015 EPA Tier 4 Final regulations, which permit only around 10% of Tier 3 particulate matter (PM) and NOx emissions, a number of technologies are being implemented. Use of a fuel borne nanoparticle combustion catalyst reduces the level of PM and unburned hydrocarbons exiting the combustion chamber, alleviating the burden on downstream exhaust after-treatment systems. The impact of an iron-ceria combustion catalyst (GO2) on carbon oxidation kinetics and on diesel engine emissions is presented. The iron-ceria nanoparticles catalyze carbon oxidation at lower temperatures and increase the oxidation rate by a factor of 18 at 400 °C. Engine tests on a generator powered by a John Deere Model engine and field tests on a Cummins ISC 330 tractor truck and CAT 3508B propulsion engines are presented. Use of GO2 resulted in a reduction in PM10 (particulate matter under 10 um) emissions of up to 26% and a hydrocarbon emission reduction of up to 41%. NOx emissions did not increase in these trials and the amount of change depended on engine type. Application of this fuel borne technology for emissions reductions in mining equipment offers significant benefits.

To keep Homestake's Bulldog Mountain silver and lead mining and milling operation in southwestern Colorado workable, natural ground water and decant water from the mine's sand backfilling operation must be continually pumped from the workings. Left untreated, this water exceeds maximum allowable levels for various contaminants that may be discharged to the environment. To comply with regulations, a National Pollutant Discharge Elimination System (NPDES) permit was obtained and a mine water treatment plant for heavy metals removal was constructed in 1977. Due to equipment capacity and operational problems, and the lack of on-site technical personnel and analytic equipment, the first water treatment plant could not consistently meet permit limits. In 1979, Homestake entered into a consent decree with EPA and the Colorado Department of Health, calling for the construction of a water treatment facility to meet NPDES permit limits. Initial construction began in the spring of 1980 and the plant now produces effluent acceptable for discharge.

The Mojave Desert is a particularly fragile ecosystem that faces several significant impacts. These include rapid housing development, overdrafted water supplies, and loss of wildlife habitat as a result of mining, industrial activity and urban sprawl. Over the past three years, a diverse group of educators, natural resource managers and business leaders has been assembled under the auspices of a local college to provide unique natural resource education opportunities for the region. By leveraging the collective experience of these present generation natural resource professionals, the Mojave Sustainability Project hopes to provide the next generation of professionals with that knowledge and those technical skills upon which tomorrow’s community can rely. This paper is a case study of how partnerships between academia, government, industry and the community can serve to address the regional social, environmental, and economic needs of today, while investing in the development of those professionals who will balance these needs tomorrow.

Unmineable coal seams present an opportunity to sequester carbon dioxide emissions from power plants, while enhancing the recovery of coalbed methane. Injected carbon dioxide is adsorbed and stored on the coal surface while releasing methane that can be commercially recovered. Carbon sequestration, therefore, allows the utilization of unexploited mineral resources while reducing “greenhouse” gas emissions. This paper presents the feasibility, efficiency and enhanced recovery potential of coalbed methane production using carbon dioxide sequestration in the Central Appalachian Basin. The focus of research is on geological characterization of unmineable coal seams in Central Appalachia and the corresponding carbon dioxide storage capacity. Virginia Tech and Marshall Miller & Associates, Inc. conducted this research under the Department of Energy’s Southeast Regional Carbon Sequestration Partnership program.

Various methods have been developed through US Bureau of Mines research to remove gas in advance of, during, and subsequent to mining. These include drilling horizontal or cross-measure boreholes from a mine opening, and vertical boreholes stimulated for drainage in advance of mining or for gob gas drainage. Techniques and equipment now exist that allow drilling a borehole at any angle to the vertical, and even along an arc. Stimulation treatments have also been developed that provide for increased gas production capability. This paper describes the long-term production history of five select gas drainage installations. The Bureau of Mines conducted or participated in four studies. The remaining study was conducted by the Equitable Gas Co. Principles of storage, release, and migration of coal bed gases The amount of gas contained within any given area of a coalbed depends on the coal's inherent storage capacity and the physical conditions of the coalbed. The gas storage capacity of coal is primarily a function of rank. As such, it cannot be affected by the presence of drainage holes (Kim, 1977). Certain physical conditions of the coalbed can, however, be changed that will affect the release and migration of gas. By pumping water out of the coalbed through the vertical boreholes, two important changes occur - pressure is reduced and water saturation is lowered. Reducing reservoir pressure releases gas as the coalbed adjusts and equilibrates gas to the change. Increasingly large amounts of gas are released for each incremental decrease in pressure. Lowering the water saturation level raises the permeability of the coalbed to gas and allows the gas to more readily migrate to the wellbore (Kisse and Edwards, 1975). For horizontal boreholes completed near mine openings, the coalbed has already undergone a pressure or water saturation reduction phase. This condition thus allows such boreholes to be highly productive with minimal water production. Low-rank coal (LRC) drying processes are generally categorized by operating temperature, drying environment and type of feed (either sized or ground coal). Within these broad categories, drying processes differ according to the type of drying equipment and methods of quenching and stabilizing the dried products. This paper focuses on the produce quality of various LRC drying processes including conventional low and high temperature evaporative drying and non-evaporative, hydrothermal drying. The former may be preferred if the dried product can be utilized immediately, but moisture reabsorption, spontaneous heating and fines production during handling are problems associated with longer term storage, transportation and utilization. Methods for reducing these problems are discussed. Hydrothermal processing is an advanced technology featuring high pressure, non-evaporative drying, which solves stability problems by producing a liquid feel.

Based on X-ray phase analysis and exploratory experiments, a new technology was developed to recycle multiple valuable elements in spent Al2O3-based catalyst. The experimental results showed that after roasting at 750°C for 30 minutes at an Na2O:Al2O3 mol ratio of 1.2, the leaching recoveries of alumina, vanadium and molybdenum from the spent catalyst were 97.2%, 95.8% and 98.9%, respectively. Vanadium and molybdenum in sodium aluminate solution can be recovered by barium hydroxide and barium aluminate. The precipitation recovery of vanadium and molybdenum was 94.8% and 92.6%, respectively. Al(OH)3 is prepared from sodium aluminate solution using the carbonation decomposition process. The purity of Al2O3 is 99.9% after calcinations, and the recovery of alumina can reach 90.6% in the whole process. The Ni-Co concentrate was leached with sulfuric acid, and a nickel recovery of 98.2% and a cobalt recovery of more than 98.5% were obtained under the experimental condition of 30% (w/w) H2SO4, 80°C, a liquid: solid ratio of 8:1 (by weight), a reaction time of 4 hours and a stirring rate of 800 rpm.

This paper addresses the challenges experienced by the designer and three government agencies during implementation of major improvements for the Turkey Creek Tunnel in Kansas City, Kansas. The tunnel serves as a vital stormwater conveyance system for upstream flood control. Major structural deficiencies were identified within the tunnel including complete loss of sidewall and invert. Without immediate attention, complete loss of the tunnel arch could lead to blockage and extensive remedial repairs under difficult conditions. Considering that tunnel flows must be maintained during construction, a phased design and construction process has been implemented to expedite stabilization of the erosion cavities followed by tunnel liner repairs.

Iron oxide nanoparticles (Fe3O4 NPs), despite their small size, are stable and have a large surface area that allows for absorption and removal of ions as well as turbidity in a short period of time. Thus, the present study addressed the synthesis and characterization of Fe3O4 NPs synthesized using the co-precipitation method and evaluated their effect on the coagulation process in water treatment. The Fe3O4 NPs characteristics were evaluated as follows: magnetic properties were measured using a vibrating sample magnetometer (VSM), surface area using Brunauer–Emmett–Teller (BET), crystal phase using X-ray diffraction (XRD), and morphology using field emission scanning electron microscopy (FESEM). In addition, the effects of the synthetic Fe3O4 NPs on the turbidity reduction of water in various pH levels were evaluated. The synthesized Fe3O4 NPs were without any impurity in the sizes of 22–32 nm, surface area of 99.6 m2/g, pores’ mean diameter size of approximately 10.6 nm, and maximum magnetic saturation of 66.21 emu/gram (emu/g). Using 0.2 g of synthetic Fe3O4 NPs with an initial turbidity of 17 NTU and pH of 6 could reduce all water turbidity (100%). Considering the cheap and facile production and separation, as well as the possibility to reuse them and reduce the sludge water content, iron oxide Fe3O4 NPs can be effectively used for turbidity reduction in the water treatment process.

The efficiency of heap leaching is reduced by poor solution flow characteristics (i.e., channeling and ponding) that result from fines migration. Agglomeration of the ore can immobilize fines, but for agglomeration to be successful in copper leaching, an acid-resistant binder is needed to stabilize the agglomerates. Until now, there has not been a satisfactory method to evaluate whether a binder was effective, other than squeezing a handful to see if it ?feels right.? This paper reports on several procedures that have been developed to quantitatively determine whether a binder gives good performance in an acidic solution. These procedures have been used to identify binders that would be suitable for copper heap leaching.

In late 1994, EPA and OSM acknowledged that efforts by any one agency or by the many different agencies to remedy the water quality impacts of decades of contamination from abandoned coal mine lands in Appalachia would not be successful if their disjointed efforts were not unified and if the local watershed organizations were not included. The result of the collaboration between EPA and OSM was the creation of a statement of mutual intent which was a pledge by government agencies, watershed organizations, and the industry to restore watersheds degraded by acid mine drainage from abandoned coal. The presenter will describe the evolution of this pledge from a paper promise to on-the-ground remediation projects.
