Abstract - A shiploading terminal near Punta Arenas, the southernmost city of the world (lat. 53°-10'S, long. 70°-54' W) is described. Strong winds, choppy seas, frequent gales, rain, and snow make it difficult to load ships at an offshore berth in this area. Detailed site investigations, including a wind-recording program, supplied sufficient information for the analysis of operating conditions. The weather pattern of the entire region, including the predictability of gales, was utilized in the analysis. The results showed that a bulk loading terminal at this location is feasible, provided that the design takes into consideration the specific problems of the site. The final layout shows a terminal that can be approached from several different directions, depending on the direction of the wind. The mooring system is arranged to allow alter- native ways of attaching and casting off mooring lines and executing docking and departing maneuvers. The berth is supported on piles and contains the minimum of structures, relying on a slewing shiploader to reach the ship in any position, with only limited fore and aft shifting of the vessel for loading the extreme hatches. Results of wind recording, statistical analysis of wind and wave data, operating criteria, and the results of berth availability analysis are included in the paper.

The Resource Conservation and Recovery Act, commonly known as RCRA, which amends the previous Solid Waste Disposal Act, was signed into law on October 21, 1976. Members of the mining industry began their contacts with EPA in this area two to three years before the Act finally was passed, and that seemed and probably was all to the good. We reviewed and commented upon their studies and in general tried to acquaint them with the peculiarities and the uniqueness of the wastes generated by our industry, of which they were abyssmally ignorant. I suppose we thought that through the bureaucracy we might have some influence upon the provisions of the solid waste legislation that was being bandied about on the hill. Certainly the industry, in general, did very little direct lobbying, as I recall, and there were several reasons for that. For one thing we conceived that the legislation was aimed at the chemical industy and believed that if their people looked after their interests, ours would be safeguarded automatically. Also, the Federal Land Policy and Management Act (FLPMA) was heating up at the same time and, in fact, was signed into law on the same day. In addition, a great deal of lobbying activity was required by amendments of the Clean Air Act and Federal Water Pollution Control Act that were being put together in Congress. These were conceived to be of far greater importance to our industry than a bill to control mostly chemical wastes and, in fact, new bills in both areas became law the following year. Finally, the solid waste bill, RCRA, was patched together by committee staffs over one weekend and was reported out by a conference committee rather hurriedly. Some little goodies about mining were almost after-thoughts in this process.

In the past three years there has been a great amount of attention given to phosphates world wide, and in particular to the Florida Phosphate Industry. I would like to relate some of the most recent history of the industry and give you a personal outlook for the future. Phosphate rock has been produced in Florida since its discovery on the Peace River in the 1880's. Through 1976, approximately 720 million ST of rock had been mined from Florida reserves, and it is my opinion that there are at least 1.2 billion tons remaining which are consolidated, accessible and can reasonably be expected to be permitted for mining. Over half the 1.2 billion tons will be deeper, more scattered, leaner and will produce lower grade rock than the Bone Valley of Central Florida has tradition-ally produced. In 1973, '74, '75 and '76 the Florida Phosphate Industry produced 32.6, 34.0, 38.2 and (38.0) (P) million ST of phosphate rock respectively. This rock was produced by ten mining companies, Agrico, Borden, Brewster Phosphates, Gardinier, Grace, IMC, Mobil, Occidental, Swift, and USS Agri-Chem; mines are located -17 in Polk County, one in Hillsborough County and two in Hamilton County, Florida. Phosphate rock is used by local companies in Florida primarily to produce phosphoric acid from which DAP and TSP is manufactured. Florida acid producers use about 15 million STPY in acid plants in Florida, and another 7.5 million STPY is consumed by acid producers in plants on and near the Mississippi River. Somewhat

"Within the framework of the European project NeTTUN, the Laboratory of Civil Engineering and Building Sciences of ENTPE in Lyon (France) is in charge of a large experimental campaign to investigate the impact of tunneling on neighbouring piled structures. For this study, an original reduced-scale (around 1:10) physical model of EPBS is used. This ""1g"" laboratory model is able to reproduce the main features of the excavation method. For this new experimental program, the miniature EPBS advances inside a large tank filled with a model soil (dry sand), in which instrumented piles were pre-installed. In this paper, the authors describe briefly the original 3D device and present results concerning the impact of tunneling on a single pile located above the tunnel. Different tunneling face pressure are studied in connection with the practice. Machine parameters, pile solicitations and stress-strain behavior of the soil mass monitored under real time conditions are discussed. INTRODUCTION When tunnels are constructed in urban areas, they often come close to pre-existing structures, such as pile foundations. Perturbations of tunnel construction on these neighbouring structures must be considered during design and construction of the tunnel. Ground movements due to tunnelling may induce bending moments, lateral and vertical loads, settlements and lateral deflections in the piles, which may lead to structural damage or failure of the piles or the supported structure. The interaction between piles and a tunnel in construction is a complex three dimensional problem. To date, several experimental approaches have been carried out to analyse the effects of tunnelling on piled foundations (Bezuijen et al., 1994, Loganathan et al., 2000, Jacobsz et al. 2004, Lee and Basset, 2006, Marshall and Mair, 2011, ). These different studies carried out in the laboratory on 1 g or centrifuged models aim at a better understanding of tunnel - piles interaction and a quantification of the influence of each dominating parameter on the structural responses. Parameters like foundation type (single pile, group of piles) and geometry, relative tunnel – pile position, volume loss induced by tunnelling, ground characteristics, pile loading history were considered. However, most of these experiments were carried out under plane strain conditions by modelling the volume loss due to tunnel excavation by decreasing the tunnel diameter or the radial support pressure. As a result, these models do not adequately account for the variations of settlements both in the longitudinal and the transverse direction, which can induce significant flexional and torsional effects on the structures. These effects are particularly critical and detrimental in the case of historical monuments."

The most serious problem for on-line coarse particle size measurement from a conveyor belt by image analysis is the overlap phenomenon that occurs between adjacent particles. A methodology is developed and described in this paper to estimate the sieve size distribution from the overlapped projected particle images as might be obtained from a conveyor belt. Two aspects of the overlap problem have been taken into consideration. First, several image processing algorithms were studied to find the most suitable technique to separate the projected overlapped particle images for narrow sized particles. These image segmentation algorithms include two-dimensional thresholding, edge detection and Watershed discrimination techniques. The other aspect of the overlap problem is related to the determination of the general kernel function for the partial particle images obtained from the projection of the overlapped particle bed. In this regard, a computer simulation technique was applied to mimic the overlapped particle bed for narrow sized particles, then the general kernel functions of the partial particle images were determined.

Basic laboratory tests initiated the. Rock Mechanics program. The stress-strain curve, modulus of elasticity, Poisson's ratio, the uniaxial rock strengths, Mohr's envelope, the stress at failure, and creep were investigated. A series of underground problems were then approached using this information; and various field measuring devices, most of which were developed by the Bureau of Mines. Initially, stress concentrations near mine openings were evaluated using the stress relief technique. This required an accurate determination of the pre-mining stress field. Later, stress concentrations associated with the cave line .sere studied. After about thirty stress reliefs over an appropriate time interval the effects of one type of mining could be compared against another. The microseismic technique was used to investigate a possible application of warning devices near the cave line. A study of mane reorientation was made Problems related to the shape and size of pillars and barriers were studied. Partial extraction mining systems were evaluated. The effectiveness of roof bolting patterns were examined. Control of roof stresses was attempted. A new system of mining in heavy ground has been developed using the information secured in the Rock Mechanics program without this system, mining in more than one instance would Nave been next to impossible. Indeed; from this one discovery alone, the Rock Mechanics program has paid off in improved safety as well as in dollars.

Groundwater Monitoring is typically required by regulatory agencies at potentially hazardous landfills or surface impoundments. Agencies have often required an arbitrary number of wells with limited evaluation of the effectiveness of the network to detect a leak. A Monitoring Efficiency Model (MEMO) has been developed to improve the design and cost effectiveness of monitoring well networks. MEMO 15 an analytical model that simulates the migration of hypothetical contaminant plumes from a site and quantifies the efficiency of alternative well network designs in detecting the plumes. The computed monitoring efficiency provides a quantitative measure of the well network adequacy based on hydrogeologic considerations. The model was recently used to design the groundwater monitoring well network for a heap leach pad at the proposed Beartrack Project.

Mine valuation is a multifaceted, interdisciplinary process by which the economic viability of an old, existing, or new mining property or venture is determined. The problems associated with arriving at a representative and accurate value for a mining property are complex and numerous, and the procedures utilized in determining these values vary from simple, back-of-envelope calculations to sophisticated mathematical manipulations requiring computer modeling and analysis. Regardless of the complexity or the degree of sophistication associated with any particular project, the evaluation process must ultimately provide management with two basic types of information. First, the evaluation process should indicate whether or not the mining project is economically viable after careful consideration of all engineering, environmental, geologic, and other variables pertaining to the project. Second, the evaluation process should provide management in- formation on the relative attractiveness of the project when compared to other alternatives. In some cases, it may be extremely difficult to supply this information for a project directly. Nonetheless, the evaluation process should and must present all information necessary in a format which can be incorporated into the decision-making process as expeditiously as possible.

Coal mining today is confronted with numerous problems, all of which affect in some way the ability of the operator to produce profitably. The major endeavor, therefore, is a quest for cost lowering techniques. Complete belt haulage from shuttle car to river barge appeared to be a step in such a direction. A deep look into all aspects proved this to be more involved than just the installation of such a belt line. With this paper, we will attempt to present to you the problems and requirements of design and installation of an all-belt haulage system, believed to be the longest underground belt installation in the world at this time. The first and most important item is the justification of an all-belt haulage system. The following is a brief history of the coal property and the facts affecting our decision.

INTRODUCTION At present, the capability of production planning software based on Linear Programming (LP) is still limited to the optimization of the single LP-run. This is due to the LP-model itself which cannot consider the interdependencies between individual LP- runs. With regard to planning of selective mining this limited way of optimization frequently leads to situations, where the remaining and accessible ore blocks do no longer allow to produce ROM-ore in the qualitative composition required by the ore processing plant. However, many of the aspects taken into consideration when setting up production plans built from mutually dependent LP-runs cannot be modelled in a system of linear equations. They are thus unsuited for treatment with LP and have to be taken care of by the planning engineer without any assistance by the system. The KBS currently under development is intended to assist the planning engineer in designing a production plan under special consideration of the combination of consecutive LP-runs and blending beds. It is not necessarily intended to find the optimum solution within a given planning situation which is, anyway, hard to determine due to the multitude of influences. The objective is rather to work out a good and - from the practical point of view - feasible production plan. The new aspect with respect to mine planning is the integration of expert knowledge and experiences via the KBS into the planning process in order to support the planning engineer. The planning system is being developed in close cooperation with an iron-ore open pit mine. COMPONENTS OF THE PLANNING SYSTEM The software is being developed on a workstation under UNIX and comprises the components LP, CAD-module and the KBS. The applied multi-goal LP-algorithm is an in-house development of the Department of Mining Engineering at Technical University Berlin. It was already successfully implemented within other mine planning programmes and was only slightly adapted to the specific needs of the present system. Within individual LP- runs it finds the optimum qualitative composition of ore production in the sense of the selected optimizing criterion and under the given restrictions: i.e. it determines tonnages to be mined from blocks in order to optimally meet the requirements of the ore pro- cessing plant. A CAD-module based on the commercial SURPAC package in combination with a simulation device is used to graphically depict the block model and progress of mining. Both LP-algorithm and CAD-package are integrated in the KBS. It has been decided to use the shell NEXPERT OBJECT as it is a hybrid system which supports both rule-based and object-oriented knowledge representation. MINE-MODEL AND LP-MODEL KBS have to be tailor-made for specific planning problems. Therefore, it had to be decided which specifications of the iron-ore mine should be represented in the model. As the limited possibilities of a university institute do not allow to develop a KBS for mine planning which is ready to use in industry, it was decided to concentrate on those characteristics that can be regarded as typical for iron-ore surface mines and that seemed to be suited for treatment with knowledge-based techniques. The following chapter summarizes the most important features of the mine model. The description of the requirements to the mine's sales products is followed by an outline of the applied LP-model. Mine model • The model of the mine as it is used for planning consists of • the block model of the deposit, • the mobile equipment, • stockpiles and blending bed and • the requirements to the sales products. The deposit is described by a block model which contains data on the chemical composition, LOI, grain size and tonnages. Grain size was included as it is important for the two sales products of the mine. Furthermore, it is known whichs blocks require and which don't require blasting; this is relevant to the assignment of loading equipment to individual blocks. The blocks are devided in three categories: • ore, which will directly be taken to the blending bed; • waste, which will be put on the waste dump; and • blocks which will be either transported to the blending bed, to stockpiles or to the waste dump depending on the specific planning situation. This decision is made during planning. Neighboring blocks are combined in mining areas to which the loading equipment is individually assigned. Mobile equipment comprises shovels and wheel-loaders as well as trucks. The characteristics of the loading equipment are important for their ability to load different blocks and for the permissible degree of their re-positioning etc. The mine disposes of a blending bed for homogenization of the production, of a waste dump, and of several stockpiles with different ore qualities. The requirement to make only limited use of the stockpiles for economic reasons is included in the KBS. According to long term planning two commercial products have to be produced, which differ both in grain size and qualitative composition (TABLE 1). Their mass-proportions in the blending bed have to be within a fixed range. Not considered in long term planning is the occasional need for lump ore, which occurs at very short notice and has to be produced in a "campaign-like" manner. The Nucoalyzer (On-Line Nuclear Analyzer) is a new method recently made comercially available for monitoring the elemental composition of a process stream. Applications for the Nucoalyzer include grading ore on a conveyor belt before or after it has gone through primary crushing, monitoring the slurry being transported in a pipe to the concentrator, and monitoring the stream of concentrate or the tailings from the concentrator. The Nucoalyzer may also be used at the smelter to monitor elements in the feed that include copper, sulfur, iron and silicon where a uniform feed is desired. The advantage of the Nucoalyzer over most other techniques are (a) it performs the measurement directly on the process with no sampling necessary, (b) the analysis can be performed on streams of particulate and slurries, and (c) the system does not have to make contact with the material it measures. These Nucoalyzers are operating at coal fired power plants and several more are about to be placed in service. This paper discusses the principles of operation of the Nucoalyzer, our experience in the field, application of minicomputers to data reduction, and potential applications in the ferrous and non-ferrous industries.

Mineral processing technologies are being used in the environmental arena for remediation and secondary recovery. Comminution and/or scrubbing for liberation, coupled with separation of the liberated particles, is known as soil washing. Other metallurgical unit operations have found application in remediation and recycling: size classification, gravity concentration, flotation, magnetic and electrostatic separation, eddy current separation, and liquid/solid separation. This paper presents specific examples of the use of these technologies to clean up contaminated soils and plant residues, and to recycle valuable materials from waste streams.

The Upper Diamond Fork Project, as part of the Central Utah Project Completion Act, conveys water six miles from the existing Sixth Water Aqueduct to the Diamond Fork Pipeline. During design, a Value Engineering team proposed a single-tunnel alignment that would be less destructive on the environment and might have a lower life cycle cost than the proposed design of two tunnels connected by two pipelines on steep hillsides. A decision was made to include this option in the bid process as a design-build alternative. The bid for this option was the lowest and a contract was awarded. During the TBM excavation a segment of tunnel wall caved in containing large quantities of water saturated with extremely high levels of hydrogen sul?de (H2S)gas (measured at 380 to 520 ppm in the air). The Central Utah Water Conservancy District (District) in consultation with Obayashi/Clyde (Contractor) quickly developed anew plan to finish the system by incorporating parts of the original tunnel/pipeline concept and re-bid the remainder of the project as a Phase 2 Design-Build contract.

The Bellavista Gold Deposit lies 75 Kms north west of San Jose, the capital of Costa Rica, Central America and 3 Kms north east of Miramar, in the Province of Puntarenas. The total road distance from San Jose to the deposit is 120 Kms all paved road except for a 2.5 Km graded, gravel road on the property (Figure 1). Infrastructure services in the Miramar-Puntarenas area are well developed with electrical power distribution, a modern port facility and community services being available. The deposit lies on the south west flank of the Tilaran Mountain Range between an elevation of 550 and 800 meters above sea level. The local topography is steep, originally covered with pre-montaine, tropical wet forest vegetation which has been largely destroyed due to clearing for cattle grazing. The annual rainfall is approximately 2,950 mms, 90% of which occurs between May and October.

The U. S. Department of Interior, Bureau of Mines (Bureau) has developed a prototype version of a computer application that combines hydrologic analysis with object-oriented graphics. This software is unique in that it presents analytic element analysis within an object-oriented CAD environment. Its user interface employs mouse handling, scrolling windows, dialog boxes, palettes, and pulldown menus. It can import scanned images of maps and overlay these images within the same window. This application was developed using object-oriented programming techniques. Several programming issues concerning graphics had to be resolved during development of this system. These include (1) how to represent hydrologic elements as graphical objects, (2) how to translate screen coordinates to map coordinates, (3) how to implement ?zooming? (changing the magnification level of a window), (4) how to overlay layers of images, and (5) how to import scanned images of maps. An object library was used to implement graphical user interface features such as scrolling windows and pull-down menus. Algorithms for CAD features such as map coordinate translation, zooming, and the layering of images were developed by Bureau researchers. The application has a modular source code structure and can be modified for use in other research applications.

Processing nonmagnetic taconites by selective flocculation-desliming and flotation requires large volumes of water. If impounded without treatment these off-process waters require excessively large areas for containment. To discharge the waste water into natural waterways would contribute to stream pollution and likely would not be permitted. In Bureau of Mines experiments conducted in the Twin Cities Metallurgy Research Center&apos;s 900-lb/hr pilot plant, approximately 85 percent of water requirements for the flotation-based treatment of a Michigan nonmagnetic taconite were met by reclaimed water. Water reclamation of the off-process streams from flotation was accomplished by controlled additions of lime, sodium carbonate, and a synthetic flocculant to reduce turbidities to <1,000 ppm equivalent Si02, while maintaining a Ca(II) content of 516 ppm in the finished effluent. Flotation concentrates of good quality were obtained using the reclaimed water. The cost of chemicals used in water reclamation was approximately equal to the savings in flotation reagents attributed to recycling of the water.

One aspect of long-range mine planning in an open-pit mine is first to define the ultimate pit limit, i.e., the projected size and shape of the pit at the end of its life. This chapter is concerned with various techniques that are currently in use today in determining the ultimate pit limits using the computer. Prior to the early 1960&apos;s, open-pit limits analyses were entirely performed manually. This manual technique has been well explained by Soderberg and Rausch in Surface Mining (1968). Soderberg and Rausch also explain clearly the need for establishing the ultimate pit limits in long-range mine planning, i.e., location of surface facilities, dumps, etc. Consequently, the need for ultimate pit limit design will not be reiterated here. Nor will the definitions of the most commonly accepted terminologies such as break-even stripping ratio, economic cutoff grade, ultimate and working slope angles, preproduction stripping, etc. be repeated here. Briefly, the objective of the ultimate pit limit design (which is also frequently referred to as pit design in short) is to determine the projected final pit limits of an ore body and its associated projected grade and tonnage, which will maximize some prespecified economic criteria while satisfying practical operational requirements.

Fluorine is a lively element in both its chemical and economic behavior. It was not isolated as an element until 1886 by Moissan. However, its principal source to this day, fluorspar, was known and its special merits recognized long before that time. Our own mining brother, Agricola, is credited with having named fluorite, the mineral name, in 1546 from the Latin, "fluere", to flow. It made things melt and was already being used as a flux. Because fluorspar has been found as a relatively common gangue mineral in metal ore veins, it has long attracted the attention of geological thinkers seeking to, explain the whys and wherefores of veins. Fluorine has been thought of as one of the principal mineralizers, holding metals in ascending vein solutions for deposition close enough to the eventual surface to be accessible for profitable mining.

The Massachusetts Bay Transportation Authority (MBTA) has undertaken an under-ground transit project to extend public transportation service from downtown Boston to the South Boston Piers area. This new system, known as the Transit way, will connect existing subway lines to this area which is comprised of approximately 300 acres, in light of the potential for 21 million square feet of development by 2010. This system includes construction of a concrete immersed tube tunnel crossing of Fort Point Channel. The crossing will be accomplished in the highly congested setting of down-town Boston and will be located just to the north of the famous Boston Tea Party ship exhibit and amid major Central Artery Construction activity. The most recent concrete tube constructed in the United States was in 1962. The Fort Point Channel Crossing will employ current design and construction methods commonly utilized in the Netherlands, Australia, Hong Kong and elsewhere. This paper will present the design philosophy, planning, and evaluation of alternative crossing methods which led to the selection of the concrete immersed tube tunnel and construction techniques envisioned for this particular application.

The desire to minimize gaseous effluent in smelting and maximize gold yields from refractory ore are driving the nonferrous and gold refining industries to demand more and more oxygen. This, coupled with an increasingly competitive marketplace, forces the investigation of alternate methods of oxygen supply. Current progress in both the non-cryogenic and cryogenic fields is making the use of low-purity oxygen much more attractive. The benefits of on-site production are now available to most oxygen users. Historically, these on-site advantages could only be achieved by relatively large plants using high-purity cryogenic technology. The evolution of low-purity cryogenic and non­cryogenic oxygen production has added a new method of delivering on-site production. Specifically, the advent of oxygen Vacuum Swing Adsorption (VSA) technology has brought these benefits to smaller-volume customers by cost-effectively supplying oxygen requirements as low as 20 tons per day, (tpd). Low-purity cryogenic plants have also made an impact on the market, yielding cost reductions for larger-volume customers with oygen requirements greater than 70 tpd. This paper reviews the advantages and disadvantages of current supply methods for users having varying volume, purity and other requirements.
