Mr Colin M. Spence took office as President of The Federation of Societies of Professional Engineers on 1st July, 1984. Colin Maynard Spence was born in November 1921, and was educated at the Durban Preparatory and High Schools, in both of which he was a Dux Scholar. He graduated from the University of Natal in 1942 with a B.Sc. degree in civil engineering. In 1958 he received a Diploma in Town Planning from the same university. Cessation of Membership In accordance with Clauses 7.6.1 and 12.1 of the Institute's Constitution, Rules and Policy, the following members have been struck off the Membership list.

Ticor South Africa is currently involved in the mining and processing of a heavy mineral oredeposit at Hillendale Mine on the KwaZulu-Natal north coast. The orebody is characterized by a high ultra fine fraction (-45µm) that has a variable rheological behaviour when subjected to shear and hydration. Experience at Hillendale has shown that the ultra fine mineral tailings are sensitive to shear history in terms of shear intensity and shear duration as well as hydration history. This phenomenon expresses itself right through the primary beneficiation process influencing the mineral separation, but is especially prevalent on the residue disposal i.e. slurry transport and deposition on the tailings impoundment. Tube viscometer test work was conducted on the flocculated fine tailings that indicated that there was a change in rheology as a result of shear. This paper presents the results of the on-site test work conducted at the mine to measure the rheology at various stages in the process.

"Over the last six years, the Kansanshi copper/gold mine has continued to process significant quantities of complex transitional mixed ores. The effect of the complex mineralogy on the flotation performance is depicted. Initially, ore treated came predominantly from accumulated stockpiles. In the ensuing years, ore treated shifted to primarily freshly mined ore that generally showed less tarnish with better float kinetics but with the downside of producing lower concentrate grades. A number of changes were made to improve the efficiency of the roughing circuit and quality of concentrate produced. These changes were as a result of initial mineralogical studies and laboratory float test work done and discussed at length in a previous paper. Salient among the adopted recommendations from previous work were increasing circuit capacity and modifying configuration to increase the residence time and the number of sulphidisation stages. These modifications were completed and commissioned in 2011. This, however, resulted in significantly low rougher concentrate grades and subsequently below-specification final concentrate product. This was primarily due to higher mass pulls resulting from the extended rougher bank with multiple concentrate discharge streams. This necessitated the need for an enlarged cleaning capability to offset this. The extra cleaning capacity came on-stream in 2014. Of note was the development of a recovery model, based on the strong correlation between the total copper and acid-soluble copper ratio, as a tool for monitoring plant performance. INTRODUCTION The Kansanshi mine, the largest copper mine in Africa, is 80% owned by Kansanshi Mining PLC, a First Quantum subsidiary. The remaining 20% is owned by the state through the parastatal ZCCM. The mine is located approximately 10 km north of the town of Solwezi and 180 km to the northwest of the Copperbelt town of Chingola. The mine has been in commercial operation since 2005. Prior to June 2009, Kansanshi mine treated only two ore types: oxide and sulphide. All transitional ores mined during the period leading up to 2009 were stockpiled. The treatment of the minerologically complex, transitional ores through a third train commenced in June 2009 but with numerous metallurgical challenges. This transitional ore (called mixed ores) could not be previously treated economically due to high gangue acid consumption (GAC) minerals association (making it unsuitable for the oxide float–leach circuit) and poor flotation response ruling out the conventional sulphide float circuit. The new novel circuit involved a conventional sulphide pre-float followed by flotation involving staged controlled potential sulphidisation (CPS)."

The Waterberg Coalfield has vast potential to become a significantmining and industrial centre in South Africa. Its future developmenthinges on a number of critical decisions that must be made jointly by government, power utilities and industry, and on some technical and economic challenges that must initially be overcome. Sufficient water is the primary key to enabling exploitation, together with an adequate market for the large volumes of low-grade coal. As the most likely consumer of this coal will be either a power station or a petrochemical complex, the need for additional energy will be a driving force in the development of this coalfield. Conventional mining methods can exploit the shallow coal resources in both the Grootegeluk and the Vryheid formations, but alternative technologies such as coalbed methane extraction and underground coal gasification are the only currently known technologies that may be able to exploit the deep Grootegeluk Formation resources. However, extensive research is still required into these procedures, particularly with respect to the Waterberg coals. Transport infrastructure to the region is currently not sufficiently well developed to support large-scale exploitation of the region?s coal resources. In particular, the railway line would have to be extensively upgraded to allow the increased export of coal. Alternative transport methods such as pipelines would also have to be pursued to serve a large Sasol-type petrochemical complex or coal gas extraction. The road network would also require improvement, as only the roads between the main commercial centres are currently tarred. Dr Con Fauconnier, Kumba CEO, concluded his presentation to the Investing in African Mining Conference 2004 with the words: Again, it?s all about infrastructure? when it?s there, it enables the development of bulk mining projects which attract the resultant economic benefits for the region and country as a whole. These words aptly sum up one of the stumbling blocks to the future development of the Waterberg Coalfield.

Mintek has been involved in numerous projects to remove Fe and Mn from dilute Co sulphate solutions by means of oxidative precipitation using air/SO2. Test work was done using a gas induction system, designed and supplied by Outotec. Various aspects, such as SO2 concentration, SO2 flowrate, impeller rotation speed and pH were investigated on a 2 m3 scale. Batch tests were performed using a residence time of 5 hours. Impeller rotation speeds of 0-220 rpm were tested, and it seemed that speeds of between 80 and 220 rpm gave similar Fe and Mn removal rates. Co and Cu losses were generally below 1% and 5% respectively at pH 3.

Mr K.R. Beard was born on 19th December, 1958. He attended Marist Brothers College, Observatory, and Marist Brothers College, Linmeyer. He was awarded a bursary by SEIFSA (Steel and Engineering Industries Federation of South Africa) and gained the degree of B.Sc. Eng. metallurgy at the University of the Witwatersrand in 1982. He is a member of the Engineers' Society of South Africa. Mr G.A. Brown was born on 27th June, 1934, and matriculated at St John's College. He obtained the degrees of RSc. Eng. (Met.) at the University of the Witwatersrand in 1957, and M. Met. at Sheffield University in 1959. He is a member of the Institution of Mining and Metallurgy (UK) and the Society of Mining Engineers (USA). Or LA. Cramer was born in the USA and, having received a B.Sc. degree in metallurgical engineering from the Colorado School of Mines, he emigrated to South Africa in 1971. He enrolled as a graduate student at the University of Natal and successfully completed both an M.Sc. and a Ph.D. degree in chemical engineering.

It is well documented that a significant amount of the new PGM (Platinum Group Minerals) production that is coming on stream now, and over the next few years, is to come from the UG-2 reef. Clearly the reservations, or perhaps the perceived reservations, attached to the processing of this ore are no longer there. What were the metallurgical issues that delayed the exploitation of the PGM values from this reef? Traditional furnaces treating Merensky concentrates were not able to accept the concentrate produced from a UG-2 plant due to the relatively high chromite content of this product. The chromite reports to an insoluble spinel phase that accretes in the furnace, resulting in the necessity to shutdown and dig the furnace out periodically. This was clearly not an attractive economic option, so producers stayed away from it in the early days. The Merensky ore had all higher base metal credits anyway, and you needed them to get a matte fall, so there was no driving force to look seriously at the UG-2 reef. Platinum demand at this time could be easily met from the Merensky ore, so the motivation to tackle more complex ores was not there. The low price of PGMs meant that these operations were not particularly profitable and there was little effort directed at improving the operations. Concentrators were generally not run very efficiently and the emphasis was on cost reduction through increasing milling rates.

This paper describes preliminary research on the application of Markov Decision Processes (MDP) to Real Option Valuation (ROV) and the optimisation of mine scheduling. The MDP framework is a novel approach to option valuation and scheduling in mining operations. A learning agent is introduced into the valuation process of an open pit, where prices and block ore grades have probabilistic values. The prices are modelled using a mean reverting diffusion process and the block grades using sequential Gaussian simulation. The agent is asked to learn which production parameters should be used in order to maximise the overall value of the project. The introduction of the agent permits a real option approach to mine valuation, such that the value associated with the robustness of a design to uncertainty can be measured. A simulated example is used in which there are ten blocks to be extracted under conditions of grade and price uncertainty. Using policy iteration, an optimal policy is generated and the value of production options is found. The potential financial gains from applying MDPs to mine valuation and optimisation are substantial and warrant further investigation.

"For effective steel refining in the ladle (secondary steelmaking) the amount of steelmaking slag that is transferred from primary steelmaking must be limited, because the steelmaking slag contains iron oxide, manganese oxide, and phosphorus oxide. Adverse effects of slag carry-over include increased consumption of deoxidizers, phosphorus pick-up by the steel, and increased ladle refractory wear. Infrared imaging at longer wavelengths is an effective non-contact method to detect slag in the tapping stream. Various devices are used to shut off the tapping stream rapidly. These include slag darts, pneumatic slag stoppers, and slide gates for steelmaking converters, and eccentric bottom tapping for electric arc furnaces. IntroductionOxygen converters and electric arc furnaces are used for primary steelmaking. For both process types, the product (liquid crude steel) has a similar composition: largely liquid iron, with around 800–1000 parts per million (ppm, by mass) dissolved oxygen and low but significant concentrations of carbon, nitrogen, and phosphorus. The steel is tapped into a ladle, which serves as the refining vessel to adjust the final steel composition and temperature before casting.Some steelmaking slag is inevitably tapped with the liquid steel. The mass of steelmaking slag tapped with the steel is termed ‘slag carry-over’. Controlling and limiting slag carry-over from steelmaking is a primary requirement for clean steel production (Fandrich, Lüngen, and Wuppermann, 2008). Steel cleanliness refers to limiting the concentrations of dissolved impurities (such as nitrogen, oxygen, phosphorus, and sulphur) and of nonmetallic inclusions (oxides, sulphides, and nitrides) in liquid steel and in the final solid steel product. Of these, the strongest effect of slag carry-over is on the content of dissolved phosphorus in the liquid steel"

This study deals with the presentation of the mechanized longwall mining project introduced some years ago to increase productivity and output of Aegean Lignite Establishment (ELI) owned by Turkish Coal Enterprises (TKI.) and the comparison of this method with a planned alternative new mining method called ?shortwall mining? where continuous miners will be introduced as primary coal excavation machines. Following the planning phase, production costs have been calculated for both mining methods on the basis of a panel having a height of 7.5 m. In addition to cost analysis, both methods have been evaluated using ?the multi-dimensional objective system?. In this evaluation the value synthesis has been carried out according to scoring models. Lastly, the advantages and disadvantages of both production methods have been stated by analysing them according to related criteria. In the light of outputs gathered from the analyses, it has been determined that the shortwall mining method will out perform the longwall method. Some years ago, the authors developed an analysis of non-Newtonian pipe flow based on enhanced turbulent microscale and associated sublayer thickening. This analysis, which can be used for various rheologic modelling equations, has in the past been applied to smooth-walled pipes. The present paper extends the analysis to rough walls, using the popular Bingham plastic equation as a representative rheological behaviour in order to prepare friction-factor plots for comparison with measured results. The conditions for laminar-turbulent transition for both smooth and rough walls are also considered, and comparisons are made with earlier correlations and with experimental data.

We present a novel hybrid algorithm for quantifying the ore grade variability that has central importance in ore reserve estimation. The proposed algorithm has three stages: (1) fuzzy clustering, (2) similarity measure, and (3) grade estimation. The method first considers data clustering, and then uses the clustering information for quantifying the ore grades by means of a cumulative point semimadogram function. The method provides a measure of similarity and gives an indication of the regional heterogeneity. In addition, grade estimations can be obtained at different levels of similarity using a weighting function, which is the standard regional dependence function (SRDF). The viscosities and the infrared spectra of the CaO-SiO2-MgO-CaF2(or Al2O3) slags were measured to enhance our understanding of the interrelationship among the thermophysical property, microscopic structure, and chemical thermodynamics of molten slags. The structural role of CaF2and Al2O3in the calcium silicate melts can be explained by a change of the degree of polymerization (DOP). The effect of CaF2on the viscous flow of molten slags is based on a decrease in the DOP by F-as well as by O2-ions and this was confirmed by the infrared (IR)spectra of the quenched slags. The effect of Al2O3on viscosity increase can be understood from an increase in the DOP by the incorporation of the [AlO4]-tetrahedra into the [SiO4]-tetrahedral units and this was also confirmed by the IR spectra. An amphoteric behaviour of Al2O3in the aluminosilicate melts could be correlated to the effect of ionic species of alumina, that is [AlO4]-tetrahedra and [AlO6]-octahedra, on the stability of silicate polyanions by taking the activity coefficients of slag components into account. Worldwide TiO2is extracted from natural ilmenite, rutile, and anatase minerals via the sulphateand chloride processes. The sulphate process generates large volumes of less toxic wastes, whereas the chloride process, including the ilmenite-chloride process of DuPont, yields much lower volume of wastes, which are highly toxic and hazardous. The treatment and disposal of such hazardous chloride wastes is both expensive and difficult in terms of long-term monitoring. Besides the waste management and disposal, there is also a shortage of high-grade titanium dioxide minerals in nature, which consequently yields much larger tonnages of sulphate and chloride wastes. In the present investigation we report the results of an alternative titaniferous mineral beneficiation process based on soda ash roasting of minerals. Compared to the conventional processes for beneficiation of TiO2- ores, the alkali roasting of titaniferous offers several advantages including the zero process wastes. In the soda ash roasting process, the mineral is mixed with sodium carbonate and heated above 1023 K in air. The oxidative roasting of ores yields several complex alkali compounds, some of which produce a liquid mixture above 1123 K. In this paper, we have attempted to characterize the composition and physical chemistry of alkali-rich liquid phase. The phase equilibria in the Ti-(M:Fe)-Na-O system are evaluated and compared with the phases formed as a result of roasting reaction. The experimental results revealed that the composition of complex alkali liquid at the reaction interface plays an important role in determining the transport of O2-ions and decomposition of ilmenite. The roles of the crystal structure of mineral phases and their energetics are also emphasized in controlling their decomposition during alkali roasting. The presence of molten alkali in controlling the partitioning of water-soluble alkali salts and insoluble sodium titanate is also explained. Rosh Pinah Zinc Corporation (RPZC) identified implementing a Mineral Resource Management (MRM) programme at the mine as a strategic incentive. The purpose of the programme is to optimize the economic value of the RPZC mineral resource, over the total value chain of the mine, taking expected macro economic conditions into consideration as well. With Mineral Resource Management still being a relatively young drive in the mining industry, information on the concept is relatively scarce. RPZC had several successes and problems with implementing such a concept and also still has a way to go before a complete Minerals Resource Management approach is implemented at the mine and entrenched as a working culture. The purpose of this paper is to: ?define a systems approach to implementing a Mineral Resource Management programme at a base metal mine ?indicate the specific MRM approaches taken at RPZC ?indicate the expected advantages of implementing a MRM approach ?measure the actions already taken against the systematic MRM approach, and indicate the advantages already captured ?indicate the way forward taking lessons learned into consideration ?indicate proposals to implement the MRM approach in the macro mining environment in South Africa.

Failed attempts at amalgamation of a gold/osmiridium concentrate, recovered behind pebble mill liners during re-lining, led to the discovery that the gold particles were coated and that nitric acid only could remove the coatings. Following this treatment amalgamation was rapid and resulted in a complete recovery of the gold that otherwise would have been lost in plant residues. Investigations into the nature and formation of the coatings led to the realization that the coatings were impregnations of harder elements, associated with the gold during grinding and driven into the softer gold surface by high pressure, impact and attrition. It was further realized that this phenomenon could be part of gold ore milling, world-wide. With these thoughts in mind the question is asked whether concentration down to micron sizes prior to cyanidation, should not play a greater role in gold recovery.

This paper traces the co-operative initiative undertaken by South Africa?s gold mining companies through the Chamber of Mines Research Organization (COMRO) in development of hydraulic technologies. After a brief description of the structure of these technologies? development under COMRO?s stewardship, the paper turns to an overview of the structure of innovation within which these hydraulic technologies were developed. A central focus of this paper is systematic review on whether similar technologies are likely to emerge in the present system of innovation and the role played by innovation policy.
