Mine dumps created in terms of the pre-MPRDA regime (old order mine dumps) are currently not regulated by the MPRDA, and the common law owners of such dumps are free to process them without the need to obtain the relevant rights. The MPRDA Amendment Act purports to change this position. However, the wording of the Amendment Act raises a number of problems which render the post-amendment position at best unclear and at worst absurd and unworkable. The primary concern with the Amendment Act is that, on one interpretation, material placed on the same dump at different times may be treated differently at law. Thus, parts of a dump may be subject to one person?s right while others may be subject to another?s right. Moreover, case law has generally regarded mine dumps as movable property and, by extending the MPRDA to apply to all mine dumps, the Legislature is extending the ambit of the Act to cover movable property, a scenario not contemplated by the wording of the Act (even after its amendment) in relation to applications for rights. The better interpretation of the amendments, which are not yet in force, is that they will not apply retrospectively to old order mine dumps.

In light of soaring commodity prices, Nkomati has investigated the potential of processing additional low grade nickel ores to add to their reserves. The Chromititic Peridotite Mineralised Zone (PCMZ) was identified as one ore type with the potential of producing a high grade nickel concentrate. In addition to the nickel, copper, cobalt and PGM?s, the ore also contains a significant amount of chromite which adds substantial value to the project. Pyrrhotite, pentlandite, chalcopyrite and chromite are the dominant minerals within the ore, which on average grades around 0.23% Ni and 12% Cr2O3. The PCMZ ore contains excessive amounts of fibrous silicates which makes it a challenging float, with gangue control as the key element to success. Extensive laboratory testwork, which eventually led to a pilot plant campaign, was undertaken with the aim of developing a process route for treating the PCMZ ore. Several flotation circuit configurations were tested and results from the optimal circuit indicated that a nickel concentrate grading at 8.5% is achievable at a recovery of 78%, with substantial recoveries for the copper, cobalt and PGM co-products. The chromite concentrate, grading at 45%, was extracted from the flotation rougher tailings via a spiral plant. These promising results were incorporated into the plant design and are currently being evaluated in a bankable feasibility study, which will see the current 100ktpm MMZ concentrator being upgraded to a 250ktpm PCMZ concentrator as part of Nkomati?s Phase II expansion.

Unbridled mining operations can have a serious negative impact on the surroundings. With the recent increased awareness of the need for environmental conservation and the resulting advances in environmental control, the mine planner has new tools at his disposal for the successful implementation of mining projects while avoiding negative environmental effects. This paper discusses the environmental strategies adopted in the planning and commissioning of a trial underground coal mine. The minimization of negative environmental effects is demonstrated and, where applicable, environmental benefits are examined.

This paper examine the optimization of a beneficiation plant for recovering marketable barites from crude ores of different characteristics. The plant, part of a mining complex in Sardinia, consists of a jig section integrated with a flotation line. The problem has been studied using a suitable model of the process, based upon experimental and field data pertaining to both the characteristics of the feed material and the performance of machinery. Data have been automatically processed with the aid of a computer to find the optimum setting of each section, in order to maximize profit for each kind of ore separately fed to the plant. Moreover, the advantages of blending the various concentrates - not all of them individually marketable - are also demonstrated. The overall economic result can be improved provided suitable proportions of each kind of ore are fed to the plant. Such information is fundamental for the long-term planning of exploitation of available reserves, and provides guidelines for further prospecting. The paper illustrates the washability characteristics of the ore's and describes in detail the model adopted. The results of data processing are then presented in the form of computer graphs and discussed. Finally, conclusions are drawn regarding the advantages of resorting to Operations Research as an aid to management.

Geologists in some underground gold mines collect grab samples from broken ore piles or trucks as a method of grade control. It is often known as muck sampling. Generally, the goal of grab sampling is to try and reconcile the mined grade at the ore source to the predicted grade and/or predict the mill feed grade. The mass of the sample collected is limited by health and safety issues, as well as the capacity of the laboratory to process the samples within a given timeframe. In general terms, grab sampling is known to be problematic because samplers tend to over sample the fines, and/or pick out high-grade fragments; surface sampling of piles does not test material within the pile; muck piles in development drives/faces are likely to be zoned due to the blasting sequence; high or low-grade material may preferentially segregate in the pile during mucking; the five percent mass reject size of the material in muck piles is very large from underground blasting; some correlation usually exists whereby the larger fragments are enriched or depleted in the critical component of value; and the average error made in estimating the true stockpile grade is likely to be high. The method is prone to chronic fundamental sampling, grouping and segregation, delimitation, and extraction errors. Substantial warnings must be given with respect to the use of grab sampling for grade control in gold mines. The method may appear to work sometimes, which can be attributed to a fine gold particle sizing and more disseminated distribution. As with all sampling methods, its appropriateness must be determined by ore characterization and heterogeneity testing to ensure the method suits the ore type.

The use of fill in deep-level gold mining presents the possibility of achieving considerable economic and operational benefits if conventional support can be eliminated. Unfortunately, the combination of the properties of tailings from gold reduction plants and the narrow, flat, tabular reefs being exploited make conventional hydraulic filling very unpractical. Laboratory tests indicate that, with careful control of water content, these tailings can provide an adequate fill material. A variety of bonding agents have been investigated, and the most practical seems to be ordinary Portland cement. Even at very low cement contents some cohesion is achieved. The design and layout for a complete fill support system using hydraulic transport, dewatering, and pneumatic placement are discussed, and a surface field trial indicated that the principles involved are correct and that acceptable results can be achieved. This system and material would completely eliminate conventional timber and brick support, and a preliminary economic analysis indicates that filling is cost competitive on a direct replacement basis. All the operations for a full-scale operation are available or have been developed to a stage sufficient to indicate that the system is practical, although certain operations require further refinement.

Underground mining and particularly dipping narrow tabular orebodies are difficult to mechanize appropriately, given the low gold price and other external factors. Particularly in the deep level mines in South Africa, there is little choice left but to mechanize if the industry is to remain competitive and a significant global player. This paper presents a design philosophy for appropriate mechanization intended to generate solutions that can be implemented using the people currently employed in South Africa mines. The design philosophy is based on the ability of high-pressure water (hydropower technology) to deliver enhanced performance to users and on simplicity in the eyes of the user. Four examples of systems and equipment are described to illustrate the approach to Appropriate Mechanization. These include: • The Development End System, • The Monorail Raise Climber, • Automatic Pump Control Valves, and • The Energy Recovery Pump. The equipment is presented with the following critical issues foremost in mind: Safety, Working Environment, Performance, Cost effectiveness and Implementation. Although the appropriate mechanization approach is described in the context of the South African underground mining industry, much of the Appropriate Mechanization equipment has worldwide applications. Tests were conducted during the middle of this year to evaluate techniques and the equipment used in a novel continuous mining system for use in narrow reef tabular orebodies. Equipment was designed and supplied to test a mechanized drilling rig, a selection of rock breaking techniques and an integrated rock removal system, mounted on a self-advancing reciprocating flight conveyer. As the rock breaking techniques do not depend on the use of large quantities of conventional explosive the systems and equipment employed here have the potential to run continuously for 24hours per day. Whilst the tests carried out use simple prototype equipment employing established technologies, the long-term objective remains the use of sophisticated machinery capable of running continuously and un-manned, only interrupted by brief service intervals. Although stainless steels have been used to a limited extent in the South African mining industry, the metallurgical development of 3CRI2 has presented materials engineers with a viable alternative for certain materials-handling applications. The various types of wear involved in these operations are described, and an explanation is given of how 3CRI2 is able to offer advantages, particularly in wet sliding applications. Certain applications result in various types of abrasive wear, and the performance of 3CRI2 in these areas is described.

This paper describes the operating practice and design features of an intensive-cyanidation plant at the East Gold Plant of Vaal Reefs Exploration and Mining Company Limited (V.R.E.M.). After the development oh cyanidation route for the treatment of gold-plant gravity concentrates by the Anglo American Research laboratories (A.A.R.L.), a full scale plant was commissioned at Western Holdings (Welkom Division) Gold Mine in March 1977, and the V.R.E.M. plant was commissioned in August 1981. Although the gravity-concentration route does not now enjoy the prominence of former times, in an existing conventional plant the intensive-cyanidation route can successfully replace mercury amalgamation.

The Chamber of Mines Research Organization has been evaluating three membrane-desalination processes for use within the South African mining industry. These processes are electrodialysis reversal (EDR), tubular reverse osmosis (IRO), and slurry precipitation and recycle reverse osmosis (SPARRO). The evaluation of EDR and TRO is complete, and the operating costs (1988) associated with each process are expected to be about 50 cents per kilolitre for a plant of 50 l/s (4 Ml/d) installed capacity. The SPARRO process is still being evaluated. Pilot plant results, water Qualities, and expected capital costs are presented where appropriate.

A contactor has been designed that avoids solvent loss due to coalescence and other causes. This consists of a column packed with grids. Slurry enters at the top and flows as films down the inclined surfaces of the grids. The solvent, which fills the column, flows counter currently to the slurry. Tests on, and modifications to the contactor are described. '

The paper describes the issues that should be considered when introducing mechanization to a mining operation. In South Africa, traditional methods of mining are well entrenched after more than a century of mining. To successfully change from these methods requires an integrated holistic approach that considers all aspects of a mining operation including setting of objectives, selection of personnel, recruitment, training and remuneration policies, organizational design, mine design, equipment selection, maintenance philosophy, standards and procedures, and monitoring and control. The paper makes reference to experience gained during a variety of on-mine case studies in drawing generic conclusions and making recommendations.
