This is the fourth and final article in a series that discusses underground fire-fighting preparedness. As with the previous three articles, it is based on interviews with 214 miners at 7 underground coal mines (referred to as Mines ?A? through ?G?) conducted by researchers of the National Institute for Occupational Safety and Health?s(NIOSH) Pittsburgh Research Center[Vaught et al. 1996]. The first article presented an overview of the study conducted by NIOSH on mine fire response preparedness and provided a general perspective on underground mine fires. The second article discussed miners? preparedness to evacuate a fire and their experience with incipient fires. The third article described miners? experiences in fighting underground mine fires and presented their perceptions of training and readiness for fire-fighting. This final article in the series offers suggestions to improve mine fire-fighting preparedness.

PRODUCTION of carbon black decreased 4 percent in 1961. Output in the major producing States of Texas and Louisiana decreased 1 percent and 8 percent, respectively. Production of channel black continued downward, declining 10 percent in 1961 compared with 9 percent in 1960. Furnace black production also decreased 3 percent from 1960. Total domestic sales, however, increased 2 percent, Sales to most major consumers increased, but sales to the ink industry decreased 10 percent. Producer's stocks decreased 5,083,000 pounds during the year. Exports decreased 4 percent. SCOPE OF REPORT Carbon black is a very pure grade of quasi-graphitic carbon; particle diameters range from 50 to 5,000 angstrom units. Annual reports were submitted to the Bureau of Mines by operators of all commercial plants in the United States.

There are several well-recognized procedures for controlling exposure to hazardous atmospheres in industry. They include (a) substitution of less toxic material, (b) enclosure of processes, (c) wet methods, (d) local exhaust, (e) general ventilation, and (f) use of respiratory protective devices. In addition to their employment as a control measure in occupational exposures, respiratory protective devices also are essential in emergencies that may arise from failure or improper use of other control equipment. Respiratory protective devices usually are employed to supplement other methods of control, as temporary expedients, or when other methods are not readily applicable or practicable. It seems reasonable to assume, however, that where respirators are used consideration has been given to the factors involved and that the devices can provide satisfactory protection if used properly. Their use should not be arrived at simply by a process of elimination of other methods that are more difficult to apply.

Methane concentration peaks were measured by the Bureau of Mines at coal mine working faces during entry development. The statistical distribution of peaks was found to be normal or log normal depending on how well the methane was being mixed into the ventilation airstream. A normal distribution indicated good mixing, whereas a log-normal distribution indicated that mixing was poor. In addition, the "highest" peaks over selected intervals were found to fit a type I extreme-value distribution, a result similar to that obtained while mining longwall faces.

The series summarizing the prices of the major nonferrous metals on the stock exchanges of the United States and the United Kingdom has been continued this year in tables 23 and 24. As a result of the lack of availability of comprehensive data on the prices of metals in Canada, the table that had presented that information in past years in this chapter has been discontinued and the price series for nickel that had been in that table now appears in the table presenting metal prices in the United States.

 The amount of energy required to support a unit volume of industrial production appears to depend on the volume of industrial production, effi- ciency of utilization of fuel, the form of energy used, climate, and popula- tion served. Previous to the first World War, industries of the United States were learning how to use the vast resources of energy that were available. From 1895 to 1900 the total amount of energy produced was equivalent to 3.7 tons of 13,100 B.t.u. coal per capita, but from that period until 1920 the energy used increased steadily until it reached an average of 7.7 tons per capita. Since that time the amount used has fluctuated with business con- ditions and has averaged 6.9 tons per capita.

The series summarizing the prices of the major nonferrous metals on the stock exchanges of the United States and the United Kingdom (London Metal Exchange) has been continued this year in tables 22 and 23. Time constraints have prohibited preparation of other price information that has appeared in this study in previous years. Users are urged to consult the 1993 U. S. Bureau of Mines publication Metal Prices in the United States through 1992, which gives an analysis of historical price series and trends, or the 1993 edition of Mineral Commodity Summaries for current U.S. prices on non fuel commodities, and to utilize U.S. Department of Energy sources for information on fuel material costs.

"Field inspections and data relative to the use of rubber—sheathed trailing cables in mines show that much cable is ruined or its probable life shortened by being overheated in service.The length of cable required to make connection from a source of supply to a machine at the face workings may be 100 to 500 feet. As a rule, the cable is carried on a reel and unreeled as required; and thus in most cases some of the cable is not removed from the reel. The overheating generally occurs in that part of the cable which is left on the reel.Factors that determine the heating of trailing cables are:1. The size of the conductors in the cable.2. The maximum energy to be supplied through the cable, based upon the horsepower of the motor and the degree to which the motor is loaded.3. The voltage of the supply and the variation of the voltage at the receiving4. The time length of current flow and whether continuous or intermittent.5. The kind of current (direct or alternating).6. The amount of cable left on the reel.7. The type of cable used.8. Knowledge of fracture systems in oil or gas reservoirs is essential to the efficiency of both primary and secondary production operations. A relationship was established between structural features of the surface and both natural and induced fractures in oil and gas reservoirs, thus providing a method of predicting the direction of rock fracture prior to field development and well completion. Correlations between the surface features and under-ground fractures resulted from analysis of joint strike measurements, bottom-hole impression packer surveys, photographs of hydraulically fractured wells, fracture data from oriented cores, in situ strain measurements from formation outcrops, and lineament analyses from aerial photographs. The mean orientation of surface fractures, lineaments, and stress field directions ranged from N 53° E to N 73° E, compared with an average orientation of N 63° E for the hydraulically induced fractures. Tectonic stress field was shown to influence the direction of hydraulically induced fractures. This report presents the details and application of techniques to obtain the orientation of the principal horizontal compressive stress field component and thus the direction of induced fractures.

"The Miami-West Palm Beach belt of silica sand, which may be suitable for the manufacture of high-grade glass, extends 65 miles northward from the neighborhood of Miami to the vicinity of West Palm Beach, The sand presumably originated in the host rocks constituting the oceanward slope of the Appalachian Mountains and the Piedmont Plateau of Georgia and the Carolinas. The sand now lies in a long, narrow, and probably thin belt that forms a dune-capped terrace marking a previous stage of submergence. The highest dune crests appear to be no more than 30 feet above sea level, and the water table is about 10 or 15 feet below the general level of the terrace.The width of the belt in several places is known to be more than a mile, and the thickness of the clean glass sand sampled ranged from 4 to more than 7 feet. Visual inspection and the meager data indicate the existence of bodies of glass sand large enough to supply foreseeable markets.Analyses of three samples indicate that beneficiation would make the sand suitable for the better grades of ordinary and flint glass.The prospective grade and quantity of sand, an available market in Florida for glassware, and the expectation of postwar expansion of the new industry of glass producing justify more detailed exploratory work and beneficiation testing.U. S. Route No. 1, Old Dixie Highway, the Seaboard Railway, and the Florida East Coast Railway, all substantially parallel and usually within a width of a mile or two, run along parts of the belt or between it and the coast. In addition to many streets and unpaved roads, a paved road crosses the belt at right angles about every 5 miles. Numerous towns are situated within or near the belt. Any area selected for a mining, processing, and manufacturing plant would be near a railroad, a highway, and water and also accessible to public utilities.The subtropical climate, famous for its pleasantly warm winters, would preclude seasonal interruption of plant operations."

A nomographical approach is proposed as a fast, easy-to-use, and reason- ably accurate method for estimating expected discounted cash flow (DCF) rate of return and payout time for onshore development drilling and oil production. All costs pertaining to drilling, completing, and equipping development wells, annual expenses of operation, maintenance, and taxes incurred in producing properties, and crude oil prices were considered in developing the nomographs. This report briefly outlines the origin, derivation, and use of the nomographs.

The Bureau of Mines has developed a computer program for evaluating pit slope stability by the finite element stress analysis and limiting equilibrium method. The program includes the finite element method of stress analysis using triangular elements, finite-element model mesh generation, plotting of the model mesh and stress contours, calculation of a factor of safety along a circular or a plane failure surface, and location of a critical circular failure surface. Instructions for preparation of input data, an example problem, and the program listing are presented.

High-temperature thermodynamic data have, in recent years, become increasingly important for the extractive metallurgist. The extraction of metals from their ores previously was based on trial and error methods, involving hours of testing and often costly equipment fabrication. Using thermodynamic data it is frequently possible to predict the feasibility of a proposed metallurgical process as well as the optimum operating conditions for the process with reasonable accuracy. Such predictions can save consider-able tim~ and expense. Widespread use of thermodynamic analyses has been handicapped by lack of dependable experimental data. Investigators, notably K. K. Kelley (4)4. have devoted many years to determining and compiling such data. These investigators, although prolific in their production of thermodynamic values, have been unable to meet all the needs of industry and other branches of science. This becomes obvious when one considers the aeronautical and nuclear fields, in which previously unimportant, therefore uninvestigated, substances have become of prime importance.

Overexposure to noise remains a widespread, serious health hazard in the US mining and other industries despite 25 years of regulation. Most categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. The drilling of rock in a confined work environment contributes to high levels of noise exposure in mining. The National Institute for Occupational Safety and Health (NIOSH) is conducting research to reduce the noise exposures of jackleg drill operators and to prevent additional cases of noise induced hearing loss (NIHL) by developing and evaluating low-cost retrofit noise controls for equipment. This report describes the procedure for the measurement and reporting of noise from portable pneumatic tools such as jackleg drills. The technique used in this research allows for the determination of the source A-weighted sound power levels and the radiation patterns in octave and 1/3 octave bands. Overall sound power level is also determined. This paper also reports the results obtained by using this procedure to evaluate a SECO S215 standard production drill and a CSIR Miningtek prototype rock drill incorporating engineering noise control measures. It was found that by using the manufacture?s recommended operating pressure of 496 kPa (72 psi) that the CSIR prototype?s sound power was 10 dB(A) less then that of the SECO S215.

"The central rescue station maintained jointly by several mining com¬panies in a district, is gaining in popularity in a large number of mining districts throughout the country. A very efficient first-aid and mine rescue association, with rescue station, is in operation in 'the Globe-Miami, Arizona, district. This association, known as the ""Globe-Miami District Mine Rescue and First-Aid Association""; was organized on January 1, 1918. Due to the effective work of this organization, several incipient mine fires have been extinguished before the fire got under headway and before any severe damage was done.The mine rescue station, which is situated on the highway between the towns of Globe and Miami, Arizona, is centrally located with respect to the various mines in the district. The station was completed, and a full craw em-ployed for conducting it work on January 1, 1920.The directors and other officers of the association are selected from the mine officials whose properties are served by it. It includes seven large metal mining and metallurgical companies in the Globe-Miami district. The names of the companies, together with the number of men employed by each follows.A director is in charge of the station; he performs the executive work, and, is the managing head of all training in first aid and mine rescue. The director is assisted by three station attendants, one of whom takes the morning shift, another, the evening shift, and the third, the night shift. They exchange shifts every two weeks. As three shifts are maintained, an attendant is on duty at all times. He answers emergency calls in case of fires or accidents, assists with the first-aid and mine rescue training, the inspection of the first-aid boxes and supply bases that are located at the various mines, and attends to miscellaneous duties in connection with the operation and maintenance of the station."

This paper describing the mining practices at Mine No. 2 of the Marquette Range, Michigan is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various minim; districts of the United States. The publication, of this information should be of interest to the industry at large and the exchange of ideas thereby made possible should be of economic value to operators in all harts of the country. The National Institute for Occupational Safety and Health (NIOSH) is conducting research with the objective of preventing hearing loss in the mining industry. Longwall mining is one sector that has received considerable attention. Studies involving the monitoring of worker noise exposures, characterizing equipment sound levels and dominant noise sources, evaluating engineering noise controls, analyzing hearing protection device (HPD) effectiveness, and testing of improved sound level monitoring techniques specifically for longwall mining systems, are being conducted. The research efforts revealed that stageloader operators are the most exposed longwall workers, with the discharge end being the noisiest location along the stageloader. In addition, the studies have shown that using stationary dosimeters, coupled with observational data of the cutting cycle and worker habits, has the potential for improved monitoring of the effectiveness of engineering noise controls. To address the ineffective use of soft foam earplugs, a simplified 3-step method was developed for inserting soft foam earplugs. Results indicate a 9 dB greater attenuation after training subjects on the 3-step method. Finally, muff type HPDs are being evaluated for effects of speech intelligibility in noise. The combined results of these studies illustrates that much can and has been done to prevent noise-induced hearing loss (NIHL) in the mining industry, especially with respect to longwall mining workers. This paper presents an overview of ongoing studies, a progress report of results, and the implications for reducing worker noise exposures and preventing NIHL in longwall mining workers.

This report presents statistical data on individual plants in the fuel- briquet and packaged-fuel industries circularized by the Bureau of Mines, United States Department of the Interior, in its 1957 annual survey. This survey revealed that 17 briquet and 23 packaged-fuel plants were active part or throughout the year. The annual production capacity of the fuel-briquet industry was 3,088,000 net tons, a decrease of 17 percent from 1956. The decline in capacity was caused in part by the permanent retirement of 4 plants and also by the reduction in capacities of 4 other plants. The rate of production of briquet plants also decreased as the industry operated at 35.8 percent of capacity compared with 40.9 percent in 1956. Every operating plant in 1957 had an annual capacity exceeding 25,000 tons.

1. In the United States, the industrial application of centrifugal force for separating phase constituents has been confined almost entirely to aqueous systems at room temperature. This paper presents results for experimental tests on the use of centrifugal force for separating the liquid and solid phases in molten nonferrous alloys. 2. The development and use of a small centrifuge for treating molten metals is described. The centrifugal apparatus was, in essence, a 3-inch diameter spinner pot, which revolved, within -a gas -fired furnace, at speeds up to 3,000 r.p.m.

Because of U.S. dependency on imported critical metals, the Bureau of Mines has conducted research to evaluate the possible substitution of nitrided low-alloy steels for higher chromium-containing alloys. The corrosion data for nitrided steels are limited primarily to the Soviet literature. The objective of this study was to determine the corrosion properties of six commercially nitrided low-alloy steels in a 5-wt % NaCl solution at pH 4. Weight-loss tests indicated that, in deaerated test solutions, most of the nitrided steels were less corrosion resist-ant than nontreated steels. However, electrochemical tests indicated that under more oxidizing conditions, nitrided materials are converted to a passive state with a significantly reduced corrosion rate. Elec-trochemical tests performed in an aerated environment confirmed the passivity of the samples in an oxidizing environment.
