This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. Batch and continuous - circuit flotation , leaching , precipitation , and electrodeposition studies were made by the Bureau of Mines to determine optimum conditions for treatment of complex mercury - antimony sulfide and mercury- arsenic sulfide ores and concentrates . On the Red Devil ore sample over 95 percent of both the mercury and antimony sulfides were recovered in a flotation concentrate containing 35.6 percent mercury and 21.0 percent antimony . By selective flotation a mercury concentrate containing 71.0 percent mercury and 2.9 percent antimony was obtained with a mercury recovery of 90.4 percent . Leaching results show that , with 150 grams per liter of sodium sulfide and 50 grams per liter of sodium hydroxide , 95 to 99 percent of the mercury , antimony , and arsenic sulfides could be extracted from the concentrates treated . Sodium hydroxide reagent consumption was based on the sulfides generated in the dissolution of the sulfide minerals and on the method of metal recovery used . Selective leaching of the antimony and arsenic sulfides with potassium sulfide dissolved more than 95 percent of either of these two sulfides and 0.5 to 5 percent of the mercury sulfide present . Methods for recovering mercury and antimony from solution were electrodeposition of mercury followed by electrodeposition of antimony , aluminum precipitation of both mercury and antimony , or antimony precipitation of mercury followed by antimony electrodeposition . This is the first in a series of progress reports on the longwall subsidence research program at the Bureau of Mines Denver Research Center. As part of this program, the Bureau and the Utah Power and Light Co. are cooperating on a study conducted at the Deer Creek Mine, which is directed toward developing the capability to estimate the surface subsidence resulting from longwall mining in a geologic, topographic, and mining environment common to coalfields in the Western United States. A monitoring network has been established at the Deer Creek Mine to measure subsidence over four adjacent longwall panels. To date, two panels have been mined. Subsidence began as the first panel was mined and continued for 1 year following completion of the panel, during which time the adjacent panel was mined" A maximum of 2.7 feet of subsidence occurred over the two longwall panels mined at a depth of 1,500 feet. Because of the length of time that subsidence continued after mining, the final subsidence profiles and angle of draw have not yet been determined.

Despits its high melting point (2,135° C.), resistance to attack by molten metals, and its hardness (8), spinel (MgO?Al203) synthesized by the fusion of alumina (Al 2 0.) and magnesia (MgO) is not used on a large scale as a commercial furnace lining, mainly because of the prohibitive cost. This investigation by the Federal Bureau of Mines was prompted by the possibility of producing synthetic spinel from inexpensive raw materials by methods outlined in U.S. Patent 2,029,773, "Process for Obtaining Products Containing Spinets," dated February 4, 1936. In this patent Ture B. Haglund described a process for recovering crystalline spinels from melts in the system Mg0?Al203-2CaO-SiO2, a system well suited to the use of starting materials such as dolomite CaMg(C03)2, olivine [2(Mg?Fe)0.Si02], and bauxite (Al203?2H20) which are abundant in the southeastern United States. Compositions, ranging from a low content in the eutectic mixture of 35 percent spinal and 65 percent dicalcium silicate (2 CaO?SiO2) to a high of 75 percent spinel and 25 percent dicalcium silicate, were fused in electric furnaces of the arc-resistance and internal-resistance types. So long as members of the system were in proper chemical balance, "dusting" slags could be produced over the entire range of spinel concentration.

During studies of the various methods for determining and specifying the factors that indicate whether a particular coke is better or worse than other cokes for metallurgical uses, questions arose as to the precision of screen-analysis tests on coke. Although the usual index of precision, the standard deviation of the test result, gives a measure of the precision of these data, the experimental determination of the standard deviation for a particular set of conditions requires tests on a large number of duplicate samples. Because this procedure necessaily involves a great deal of labor, an equation for predicting standard deviations from theoretical considerations has been developed. Results predicted with this equation agree satisfactorily with the experimental values and are applicable to tests on coal, coke, gravel, and other bulk materials.

Domestic bismuth supply was projected from production figures for the ores in which it occurs--copper, lead, zinc, and tungsten. Published and unpublished data concerning host ores were examined to determine bismuth reserves and resources, and mine production. Potential recoverable bismuth occurring with reserves and resources of copper, lead, and zinc was estimated to be 36.3 million pounds. A bismuth availability diagram was developed from quantity estimates and ratios of production cost to value for these host ores. Additional recoverable bismuth occurring with domestic tungsten reserves was estimated to be 1.5 million pounds. Domestic byproduct production of bismuth will approximate 1.3 million pounds annually by 1980. This quantity will provide about 37 percent of the 3.5-million-pound estimated requirement for that year. Known world supply of bismuth appears to be sufficient for world demand to the end of this century. The study indicates that bismuth reserves and potential resources in the rest of the world have not been adequately reported.

This experimental research was performed to determine rate - of - reaction constants on the MnO - C and Mn , C₂ - 3MnO systems at 1,100 ° , 1,150 ° , and 1,185 ° C. Reactions were conducted at atmospheric pressure under controlled flow of purified helium through the furnace chamber . The weight - loss method defined reduction percentages , and reaction products were identified by X- ray methods . The system Mn0 - C followed a linear reaction rate , and experimental results produced an apparent activation energy of 55.8 kcal per mole of Mn0 . The system Mn, C - 3Mn0 followed a parabolic rate of reaction law and yielded an apparent activation energy of 114.4 kcal per mole for the reaction .

"INTRODUCTION As a part of the investigation of domestic manganese deposits, examining engineers of the Bureau of Mines collected samples of ore from three from three properties in the general vicinity of Tracy, Calif.The Buckeye mine is 23 miles of Tracy, just inside the northeast boundary of Stanislaus County. The mine is owned by K.O. Winship estate of San Francisco and is leased by Verner Allen, also of San Francisco.The ore is principally manganese carbonate occurring in interbedded layers in white chert, with the original,carbonate mineral altered in place. Four samples, representing four types of ore, were submitted, as follows: A, black oxide; B, pink carbonate; C, gray carbonate.The Wilfred Murphy property (also known as the Murmac claims) is approximately 30 airline miles south of Tracy. The property can be reached by road from either Livermore or Patterson and is on the divide separating Santa Clara and Stanislaua Counties Calif. The ore occurs in lenses along a white-chert formation. A 2-ton sample of ore for testing was taken from a dump accumulated from assessment and development work. The Ladd mine, 13 miles from Tracy in San Joaquin County is owned by Pat J. Connolly of Tracy and is leased by Mack C. Lake of San Francisco. The ore is essentially a chert impregnated with manganese oxides and the association is therefore exceedingly intimate and complex. Samples from each of the three adit levels of the mine were submitted for ore-dressing study.As the samples differed widely in physical character and response to ore-dressing methods of treatment, beneficiation of ores from each property was considered as a separate problem. Hence results of the investigations will be prescribed in separate sections of this report."

Uniaxial testing was performed on coal specimens to determine the time-dependent response. The testing was carried out on coal from six mine sites throughout the Western United States and Pennsylvania. Testing configurations were varied to allow analysis of moisture dependency, stress level and specimen orientation. Several theories were presented for the behavior of coal due to moisture diffusion. Experimental results showed the correlation between the theories and the actual material response. Coal deformation was found to be highly dependent on the moisture level of the testing environment. Moisture migration causes drying and shrinkage which lead to progressive degradation of the material. The coal tested experienced a rebound if saturated after a period of drying. This type of time-dependent behavior overshadows the dependence on the applied stress level, which, however, still produces a noticeable creep behavior. Analysis of one series of creep test results was performed. A relationship was developed on the basis of a simplified rheological model to describe the coal response to uniaxial stress. Previous empirical formulations in the form of power laws were compared and their deficiencies pointed out.

As a part of the program of promoting the conservation and efficient utilization of petroleum, studies are being made by engineers of the Bureau of Mines on secondary oil-recovery projects throughout the United States. In furthering that aim, engineering data concerning the reservoirs, methods of stimulating the production of oil, and other pertinent facts are collected, studied, and subsequently published so that others may profit by the experience gained. This report presents the results of a study made by engineers of the Franklin, Pa., office of the Bureau of Mines of secondary oil-recovery operations in the Boggs field, Spencer district, Roane County, W. Va., whore natural gas is injected into the reservoir to stimulate the production of oil from a so-called stripper field. The Boggs field, like most others in the Appalachian region, is one in which the major part of the natural energy that caused oil to flow through the reservoir to the producing wells during the primary stage of oil production has been dissipated. For all practical purposes, most of the oil produced in the Appalachian region at the present time can be considered to be from stripper fields. Consequently, secondary recovery methods are being used extensively in the oil-producing areas of New York, Pennsylvania, West Virginia, Ohio, and Kentucky for recovering some of the oil that was not produced by primary production methods.

Coal for coke production is fundamentally necessary for the manufacture of pig iron , and pig iron must be had for making steel - a vital element in our modern industrial economy . In both World Wars , special effort by Government and industry was required to meet the emergency of greatly increased demands . In the first World War , lack of coke - oven capacity , rather than lack of coking coals , was the principal problem ; but in the second World War both oven capacity and coking -coal mining capacity were pushed to the utmost . Because of inadequate supply , it became necessary to allocate a part of the production of these coals from other fuel use to coke production . This was done by the Solid Fuels Administration . These experiences raised a question , during and after the war, as to the nature and amount of the minable reserves of coking coal suitable for the manufacture of metallurgical coke ; and to what extent the lower -rank and lowergrade coals could be utilized by improving preparation and by appropriately blonding different coals . Obviously , much investigation and research are required to find answers to these questions . Somo work was done by Governmental and industrial agencies during the war , and , fortunately , more has been undertaken since the close of It is the purpose of this paper to review briefly our fuel reserves , with special reference to coking coal , and to discuss the problems of utiliz . ing progressively poorer coking coals as the reserves of high - quality coals approach depletion .

The motor gasoline that is being marketed in the United States this winter is in general, more volatile than that sold a year ago. This increase in volatility is shown by a lowering of the distillation temperatures, ranging from 2°F. at the average initial boiling point to 5°F. at the average end point. During the past eight and. one half years the Bureau of Mines has made semi-annual surveys of the gasoline marketed in the United States, the survey Just completed being the seventeenth in the series. The cities in which samples have been collected, have been chosen as representative of the more important marketing territories, as it is obviously impracticable to obtain a sample of every gasoline sold in the entire country. Samples were collected in Boston for the first time since 1919. It was believed advisable to include samples from that district in order to give a better balance to the survey for the country as a whole.

Shale specific - gravity to oil - yield relationships were developed for black shales of the New Albany Formation of Kentucky from data collected on core samples representing the complete section of the formation in three counties . Linear equations for estimating oil yield from measured specific gravity and for estimating specific gravity from measured oil yield were shown to be applicable within small error limits to all the sites tested . Variation in pyrite content is the largest source of error .

In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied a 12,564-acre portion of the 34,795-acre Rockhouse Wilderness Study Area (CA-010-029) in order to evaluate its identified mineral resources. The study area is located in Kern and Tulare Counties, CA, about 60 air mi northeast of Bakersfield at the south end of the Sierra Nevada. A review of the geologic and mining literature, and a field examination identified a turquoise and a gold prospect in the study area, and another gold prospect and a feldspar prospect within a mile of the study area boundary. Thirty-three rock and 16 alluvial samples were taken.

This report on the properties of motor fuels sold through service stations in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. This paper is a continuation of a series made in cooperation with the Coordinating Fuel Research (CPR) Committee of the Coordinating Research Council (CRC), Inc. The first of this series of reports presented data on motor gasolines sold during the winter of 1935-36, and succeeding reports described motor gasolines sold during the summers and winters to and including the summer of 1941. No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed.

This report contains the results of an analysis of the Logan oilfield, Hocking County, Ohio, and predicts the recovery of oil from the Clinton sand by waterflooding. Core analyses, electrical and radioactivity well-survey logs, reservoir-fluid analysis, and geologic and production data were used for this study. Considered in the evaluation were the reservoir geometry, depth, lithology, continuity of the rock properties, fluid saturations, fluid characteristics, rock wettability, and relative permeability-fluid saturation relationships. The study indicates that a properly engineered waterflood should recover approximately 135 barrels per acre-foot of effective sand. The predicted recovery warrants the initiation of a pilot waterflood in this field.

As part of the important program of promoting conservation and efficient utilization of petroleum, Bureau of Mines engineers are making studies of secondary oil-recovery projects throughout the United states and publishing reports setting forth the pertinent facts so that others may profit by the experience gained. This report presents the results of a study by engineers of the Bureau of Mines, stationed at Franklin, Pa., of secondary oil recovery in a part of the Cabin Creek field, Kanawha and Boone Counties, W. Va., where natural gas is injected into the reservoir to stimulate oil production. Most oil produced in the Appalachian region at present is obtained from stripper fields in which almost all natural energy has been dissipated. Secondary-recovery methods are used extensively in many oil-producing areas of New York, Pennsylvania, West Virginia, Ohio, and Kentucky for recovering oil not produced by primary-production methods. The part of the Cabin Creek field reported in this study is shown in figure 1 and has been designated by the operator as project 4. In 1944 the developed area of the entire field was approximately 4,200 acres, and the area of project 4 was about 600 acres. In the developed area of the project the oil reservoir is in the Berea sandstone and occurs at 2,914 to 3,410 feet.

This report describes the design, and development work performed to reduce the volume and weight of the miners caplamp battery, as well as a headpiece with a swivel mechanism containing a halogen bulb with two filaments. Work was also conducted in the development of a maintenance free battery. The design concept is based on non-sintered Ni-Cd technology, with an energy density of 22 Wh/lb. The cap lamp system developed has been approved by the Mine Safety and Health Administration (MSHA) and can be manufactured for mine use.

The Bureau of Mines conducted bench-scale leaching tests with recycled spent copper electrolytes and copper-nickel mattes produced from the Minnesota Duluth Complex concentrates. This report describes the first stage of an overall two-stage leach operation. The objective of this research was to determine the matte-leach technology required to convert spent copper electrolyte into an enriched nickel liquor suitable for a nickel refinery and there-fore essentially free of copper, iron, and sulfuric acid. The experimental variables investigated were matte composition, particle size, spent electrolyte content, pulp concentration, oxygenation, temperature, and time. The time required to produce an enriched purified nickel liquor decreased with increasing pulp concentration, temperature, and oxygenation, but increased with increasing particle size and electrolyte copper and acid content. Nickel-rich (about 50 g/l) liquors at a pH of about 4 and containing less than 1 g/l of copper and iron were produced at 70° C by leaching minus 325-mesh low-iron (less than 5 pct) matte for 8 hours with spent electrolyte containing 22.4 g/l Cu, 28.9 g/l Ni, less than 0.1 g/l Fe, and 50 g/l H2S04 at a pulp concentration of 1 kg of matte per liter of spent electrolyteo Varying the nickel content of the spent electrolyte from 11 to 101 g/l appeared to have no appreciable influence on the matte leaching characteristics.

This report on the physical and chemical properties of typical crude oils of California is the 'eighth in a series on the producing districts of the United States. It includes discussion of results, tabulated data, and individual analyses of typical California crudes. Additional analyses of crude oils from the fields of Fresno, Kern, Los Angeles, Orange, end Ventura Counties will be published later in another Serial of the Bureau, but the summary tabulations are presented here. The samples represented in this report were collected over a rather wide interval of tine, the early samples having been obtained during the fall of 1919, and the most recent ones dating from the summer of 1923. It is thought that the samples are fairly representative, both of the older settled production and of the new flush production of the southern California fields.
