The presence in air of combustible cases and vapors can constitute an extremely serious explosion hazard. This hazard is even greater when explosive mixtures are confined under high pressures, as the pressure can become tremendous immediately before the container is ruptured. Because of its interest in safety in mining and allied industries, the Federal Bureau of Mines has investigated the flammability (explosibility) of various types of combustible atmospheres and has published Its findings. 4/ The explosibility of ethane has been studied, and its limits of flammability have been determined and published. The development of secondary recovery methods of stimulating oil production has intensified interest in the effect of high pressure on the explosibility of natural gas-air mixtures. The limits of flammability of natural gas-air mixtures at pressures ranging from 50 mm. Hg to 350 p.s.i.a. have been determined and published. More recently, the limits have been determined at pressures up to 3,00C p.s.i. in mixtures of natural gas-air-nitrogen.

Real gross national product3 (GNP) grew at a seasonally adjusted annual rate of 4.2% in the fourth quarter compared with a revised 4.3% rate in the third quarter, according to the most recent estimates released by the U.S. Department of Commerce (table 1). Expanding inventories, Government purchases of goods and services, residential fixed investment, and a narrowing of the trade deficit fueled the growth. Significantly reduced consumer demand led to the heavy inventory growth. Almost half of the buildup in inventories consisted of automobiles because consumers reduced purchases when Detroit ceased most incentive programs in late summer. Reduced consumer demand also affected imports, however, and the narrowing of the trade deficit resumed after widening in the third quarter. Nonresi- [ ] dential fixed investment also declined after a strong gain in the third quarter. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 2.9%, the same as that of 1986. However, on a fourth-quarter-to-fourth-quarter basis, the real growth reached 3.8%, the highest growth since 19M, and exceeded the Reagan Administration's estimate of 3.4%. Rising merchandise exports accounted for about one-third of the growth in GNP for all of 1987 and are expected to continue to grow as domestic manufactures benefit from the lower value of the dollar vis-a-vis other major trading country currencies. Consumer demand became a less important factor of economic growth, but employment continued to grow (table 2), and civilian unemployment declined by 0.9 percentage points (December to December) as the industrial sector geared up to increase exports. Inflation, as measured by the fixed-weighted GNP price index, remained low at 3.4%.

This investigation was undertaken to assess the feasibility of processing an extensive deposit of iron ore near Palisades, Eureka County, Nev., previously penalized for high phosphorus content. The experiments described indicate a satisfactory accomplishment of objective. Chemical treatment will permit a high-phosphorus iron ore to be used. Leaching with acid solution effectively lowers the phosphorus content with a [gligible] loss of iron. The use of hydrochloric acid is preferred because [ ] does not contaminate the ore and the cost is lower. Minus-1/2-inch ore was satisfactorily leached in 24 hours, minus-1/4-inch ore, in 8 hours, and minus-10-mesh ore, in 3 hours. About 40 pounds of acid per ton of ore was consumed in each instance.

This paper describing the mining practices at a 100 per cent mechanized mine working the Pittsburgh or No. 8 coal bed in eastern Ohio is one of a series being prepared by the U. S. Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The purpose of assembling this data is to place before those interested in the mining industry the methods employed and the cost data on the items involved in the winning of the coal and its removal to the railroad car at the tipple. Mining costs are governed by the mining method used, which is selected for its adaptability to local natural physical conditions such as the nature and thickness of the coal, its dip, the character of the roof and floor, and the thickness of the overlying strata.

The carnotite deposits of western Colorado and adjacent sections of Utah and Arizona were formerly an important source of radium and uranium until displaced by the exploitation of foreign deposits in the Congo and northern Canada . Recently interest has been renewed in domestic carnotite ores as a source of vanadium . Carnotite is a canary - yellow, crystalline , pulverulent mineral occurring in sandstones in the Colorado - Utah district as an incrustation on the faces of joints and fractures and deposited around and between individual sand grains , often strongly adhering to the surface of the grains . Chemically, it is a variable combination of potassium, uranium , and vanadium oxides with water of crystallization . It is soft and friable , and occurs in fine - grained or earthy form . In spite of a specific gravity of 4.1 , gravity concentration has not proved practical as a means of beneficiation because of the earthy texture of the mineral . Vanadiferous sandstones occur with minerals ranging from roscoelite (vanadium mica) , containing little uranium , to high- uranium and low -vanadium carnotite . There is considerable local variation in the texture of the ores . The treatment of carnotite ores has been described previously , with attention directed to the elimination of waste in mining and the extraction of radium . The suggested methods included those suitable for the recovery of vanadium , since both radium and vanadium occur in the same minerals . Moore and Kithil suggested crushing from 40- to 80 - mesh with rolls , accompanied by a rubbing action to loosen the carnotite adhering to the sand grains . Lignite tar made by low-temperature Lurgi-Spülgas carbonization of North Dakota lignite was hydrocracked in single-pass, fixed-bed operation at 3,000 pounds per square inch over cobalt molybdate catalyst to produce gasoline, and at the same pressure, over zinc chromite catalyst to crack the high-boiling phenolic compounds to low-boiling phenolics. Hydrocracking the raw tar or the creosote-oil fraction from the tar over cobalt molybdate removed most of the oxygen, sulfur, and nitrogen in the forms of water, hydrogen sulfide, and ammonia, and produced gasoline yields from 31 to 59 volume-percent. The gasoline fractions contained from 0.1 to 7.7 volume-percent tar acids, but tar-base percentages were too low for reliable measurement; removal of these materials with dilute caustic and acid solutions also reduced the sulfur and nitrogen to 0.01 weight-percent or less.

Since 1941 the Federal Bureau of Mines has been conducting an intermit-tent program of placer and lode investigations to evaluate the potential tin resources of the western Seward Peninsula tin belt. Previous investigations were made in the Potato, Cape, Brooks (Lost River), and Ear Mountain areas. As part of this program the Bureau made a reconnaissance of reportedly tin-bearing stream gravels in areas adjacent to the previously worked tin deposits at Lost River and Potato Mountain. The objective of the reconnaissance was to determine if additional areas might be favorable for lode or placer exploration. The work was begun late in the fall of 1956 and completed during the following summer. The streams sampled were the Lost River and York Creek in the Brooks Mountain area and the Anikovik River and Kigezruk and Baituk Creeks in the York area. Samples were obtained by churn-drilling methods employing conventional placer-evaluation procedures. Holes were drilled at wide intervals at sites chosen as being representative of drainage areas rather than of individual gravel deposits. Minor to trace amounts of tin were found in the gravels of all these streams, but the highest grade was 0.35 pound of tin per cubic yard in the gravels of Lost River below the mouth of Tin Creek. Small amounts of gold were found on Baituk Creek and in one hole on the Anikovik River; the highest grade did not exceed 10 cents per cubic yard. Traces of scheelite and barite were found on York Creek, chromite was encountered in one hole on the Anikovik River, and minor amounts of titanium minerals (probably derived from basaltic intrusives) were found in the York area.

In 1989, the U.S. Bureau of Mines conducted a mineral investigation of the Mallard study area near Elk City, Idaho. The study area comprises most of the original Mallard RARE II area (1-847) plus some additional lands. The investigation is part of an ongoing, multi-year study of north-central Idaho that is being conducted in cooperation with the Idaho Geological Survey and the U.S. Geological Survey (USGS). The only identified resources are rock suitable for road metal. Five lode prospects and a pyrite-bearing rock quarry, which is operated by the Forest Service for aggregate, were examined for metals. One of the prospects warrants additional exploration for silver in quartz veins, but the chance of finding an economically minable deposit is limited. Several rock and stream sediment samples were anomalous in various metals. Two of the more promising localities for gold and/or other metals are adjacent to a unit of the Frank Church-River of No Return Wilderness that the USGS classified as having a moderate potential for gold deposits related to fossil hot springs.

The method for determining oil and water saturations described herein has been used successfully for several years in the core laboratories of the Bureau of Mines. The apparatus constructed according to the original specifications has proved very satisfactory; in fact, it has been widely adopted by core laboratories throughout the petroleum industry. The writers have found that the method gives reproducible results, the degree of accuracy depending largely on the attention to details given by the operator. The relative importance of these details of procedure and the design of the apparatus are discussed in this report. In September 1940, the Bureau of Mines published a report describing a method used in its laboratories for the determination of the water content of oil-field cores. The procedure was essentially the same as that adopted by the American Society for Testing Materials for the determination of the water content of petroleum products, although the apparatus and technique were altered slightly to increase the precision of the method and to adapt it to the characteristics of the material to be tested. The report also contained a description of the method used at that time in the Bureau’s core laboratories for measuring the oil content of a core, utilizing the sample on which the water-saturation determination had been made. The procedure involved the transfer of the weighed sample, from which the water had been distilled and measured, to a Soxhlet extractor and the removal of the remaining oil by means of a suitable solvent. Soon after the report was published, the water-determination apparatus described therein was modified so that both the oil and water contents of a core sample could be determined simultaneously. This method, which has been described by Yuster, is now widely used throughout the industry.

Contact with trolley wire in the mines of the United States has taken a considerable toll of life throughout the years that trolley locomotives have been employed as a means of' transportation. A study3/ of the records over a 15-year period for one State alone showed that, of 98 fatalities resulting from contacts with electrical circuits and equipment, 75 were caused by direct or indirect contact with unguarded trolley wire in coal mines. The law relating to guarding trolley wires in the mines of this particular State, as amended in 1935, reads in part as follows: "All trolley wires carrying 220 volts or more, and less than six feet six inches above top of rail, must be guarded at all points under which men and animals are required to pass***,'" The natural conclusion to be drawn from such records is that lack' of guards or shields must be held responsible for these fatalities. As a preventive measure, it has been advocated that every foot of trolley wire in mines should be guarded. Although some such drastic steps may appear to be amply justified, closer examination of the records nor this and other coal-mining States shows that absence of guards is not entirely responsible; but rather that other factors, such as carelessness and neglect it the observance of certain well-established simple rules concerning installation and location of trolley wires, also are responsible. In other words, if trolley wire is installed carelessly and its maintenance is neglected, it should not be expected that the mere installation of guards will overcome such carelessness and neglect. This publication discusses Various types of guards that have been used in Coal and metal mines of this country, together with related steps bearing upon the problem of 'preventing shock and fatalities from contacts with trolley wire. The material herein contained is taken largely from Information Circular 6577,4/ now out of print, and has been revised to include some types of guards that have been used in metal mines, together with a discussion of guard materials not covered in that publication.

The Iron Mountain investigations were part of a comprehensive program for making a national inventory of raw materials used in the production of steel. A tentative program of core drilling by the Bureau of Mines was set up for exploration of more promising iron deposits. Iron Mountain was selected as worthy of investigation because it could serve as a potential source of ore for the war-created steel plant at Fontana, Calif. The deposits were reported on by an engineer in October 1943. The purpose of the project was to determine the lateral and vertical extent of ore bodies and to obtain accurate material data on them.

This work was undertaken to determine the feasibility of making mixed diborides of two metals directly from the metal oxides , boron carbide and carbon . The diborides (Ti , V ) , B₂ , (Ti , Cb) B₂ , and ( Ti , Ta ) B₂ were prepared in a crucible resistance furnace at 2,100 ° C , and X- ray- diffraction analyses showed each was a homogeneous solid solution containing approximately equal molar contents of the given diborides . The diboride powders were cold - pressed ; sintered to 2,300 ° C , and evaluated for mechanical strength , rate of oxidation , and resistance to molten metals . The diboride ( Ti , Ta ) B₂ exhibited the best mechanical properties ; the diboride ( Ti , Cb ) B₂ , the lowest cumulative rate of oxidation . The mixtures were stable in the presence of molten aluminum and copper but were attacked by molten Ti , Zr , and Cr .

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. It is generally recognized that if the lose and contamination of the fluid content of a core specimen from an oil- and gas-bearing formation in a well were eliminated, the value of core analysis would be increased greatly. In an effort to obtain uncontaminated cores, extensive field tests were carried out in the Mercy field, San Jacinto County, Tex., with the Carter pressure core barrel and an oil-base drilling fluid having very low rates of filtration as measured by the standard A.P.I. drilling-fluid filter teat. A tracer was added to the drilling fluid filter test. A tracer was added to the drilling fluid to provide a means for quantitatively measuring the volume of oil filtrate in the cores. Unfortunately, as stated in the report on the Mercy tests, very little oil nand was penetrated in coring the well; and because the performance of the pressure core barrel was not entirely satisfactory, the tests did not provide a complete answer to the question: Does a filtrate from an oil-base drilling fluid enter cores., and how does it affect the results of the core analyses?

The solubility of anhydrous aluminum chloride in solutions of titanium tetrachloride and vanadium tetrachloride was determined as part of a re-search project-by the Bureau of Mines to make a homogeneous alloy sponge of titanium, vanadium, and aluminum. Solubility curves were established using an autoclave at 75°, 100°, 125°, and 150° C. The solubility of AJC13 in TiC14 is 0.2 wt pct at 75° C; it increases to 18.3 wt pct at 150° C. The data concur with data from earlier researchers of this bi-nary system for 75° to 125° C. For the VC14-AlC13 binary system the solubility of AlC13 is 0.1 wt pct at 75° C, increasing to 1.6 wt pct at 150° C. For the TiC14-AlClrVC14 ternary system the solubility of AlC13 decreases from the values found with a pure TiC14-AlC13 system to the lower values found with a pure VC14-AlC13 system at the respective temperatures.

The Bureau of Mines has developed a computer program for calculating the composition of gravimetric primary standard gas mixtures. The Fortran IV program applies corrections due to buoyancy variations of the cylinder and inaccuracies of the balance weights. The program also determines the statistical error due to the sensitivity and precision of the balance and applies the analytical error of the weighed gases.

In 1927 Coghill5 showed that there is considerable liberation of the iron oxide mineral from gangue when the Alabama red iron ores are ground to a size suitable for classification and tabling, but that there is not sufficient to make possible a high extraction and a high grade of concentrate. Coghill states: High extraction and high grade of concentrate cannot be obtained without grinding to a size comparable with flotation or cyanide practice. If grade of concentrate be sacrificed the grinding need not be so severe.

Laboratory batch flotation tests were conducted on copper converter slags to evaluate the relative merits of recovering copper from slow-cooled versus water-quenched slags. Three slags containing 1.6, 5.0, and 6.6 percent copper were used. More than 90 percent of the copper was recovered in a rougher concentrate leaving a 0.2- to 0.3-percent copper tailings when treating slow-cooled slag. Lower recoveries and higher copper tailings ranging from 0.5 to 0.6 percent copper were obtained from quenched slag. Grindability studies were made on the respective heat-treated slags. Quenched slags proved more difficult to grind than slow-cooled slags. Cost studies showed that quenched slags can be treated at slightly lower cost than slow-cooled slags. However, the cost advantage of processing quenched slags is more than offset by the higher copper recoveries obtained from slow-cooled slags.

The capital investment and operating costs of two methane-control systems used during longwall mining operations are compared in this Bureau of Mines report. Costs are given for a surface gob hole drainage system and an underground cross-measure borehole drainage system to control methane gas in gobs in four coal mining areas--central Pennsylvania, northern West Virginia, southern Virginia, and northern Alabama. Present-worth analysis is used to determine the more cost-effective alternative in each location. The alternatives have equal lives and provide the same service based on a minimum rate of return of 15 pet. In central Pennsylvania and northern West Virginia, the gob hole system is more cost effective than the cross-measure system, by 10 and 18 pet, respectively. In southern Virginia and northern Alabama, the cross-measure system is more cost effective, by 29 and 38 pet., respecitively. Costs for other locations must be developed on a case-by-case basis.

Information is presented on the pressure and rate of pressure development during a dust explosion . The data were obtained in laboratory studies in a 75- cubic inch vessel with mineral , agricultural and chemical dusts . The factors investigated include dust concentration , oxygen concentration of the atmosphere , admixed inert powder , and admixed moisture . Information is given also on the effects of these factors on the composition of the atmosphere after the explosion .
