After World War II the Bureau of Mines studied methods of producing synthesis gas including a plan to gasify coal in place. Consequently, under a cooperative agreement with the Alabama Power Co., Bureau engineers directed a series of experiments that were carried out on the property of the Alabama Power Co. at Gorgas, Ala. The purpose of underground gasification of coal, regardless of method used, is to obtain the energy contained in the fuel for use on the surface, without mining in the usual sense of the term. Underground gasification can be described as (1) a process where coal, in place, is consumed by partial combustion with air, oxygen, steam, or any combination of these to produce a low calorific value gas (80 to 300 Btu per cu ft) or (2) a complete combustion process in which air is used to produce a gas containing carbon dioxide, nitrogen, and considerable thermal energy.

"Introduction.Several hundred thousand open lights are daily carried in coal mines of the United States, each lamp being a menace to life and property through fire or explosion. They have been responsible for many disasters in the past, and will be again. Flame safety lamps have been available for over a hundred years, but during the last ten years safe and practical electric lamps have been perfected. These have eliminated many of the flame safety lamps, and in a few mines have replaced open flame lamps. But there are still more than twice as many open lamps as electric lamps in our mines, and the open lamps should be discarded in favor of an approved type of electric lamp. There are several electric miners' lamps which have been approved by the Bureau of Mines for safety and efficiency, give good light, and are easily maintained and carried, some flame safety lamps will always be used, hut mostly for detecting gas; although they might be supplanted if some simple, reliable, and cheap gas detector were developed.Explosion Hazards from Open Lights.An open light and gas*** constitute a vicious hazard; while if there be coal dust present in the vicinity the consequences are multiplied many times. An open light and black blasting powder also constitute an explosion hazard, vividly attested by several serious disasters."

For many years the Federal Bureau of Mines-in cooperation with other agencies-has been making investigations and compiling and publishing reports and statistics on accidents in the various branches of the mineral industry.4 Its assistance has been enlisted also in health, safety, and ventilation problems' incident to the driving of many large tunnels in the United States in recent years. As part of this work the Bureau has compiled considerable statistical and other information on accident experience in the tunneling branch of the heavy-construction industry. It has always been difficult to obtain up-to-date information on tunneling methods and tunnel accidents. Published accounts of tun¬nel construction furnish much interesting material of engineering, historical, or fiscal value, but usually little or no attempt is made to discuss and critically analyze the means taken to preserve the health and life of employees.

Tramp (undesirable) elements introduced into iron and steel castings via purchased ferrous scrap are evaluated as to their likely degree of future threat to the quality of castings. Conclusions are based on analysis of literature and on nonmail surveys of foundries, scrap processors, trade and technical associations, and others. The existing tramp-element problem is expected to be persistent, but amenable to improved control by foundries and their suppliers. Four recommendations for action are given.

"INTRODUCTION The Queen Mary copper property is in sec. 18, T. 12 N., R. 16 W., in the Clinton mining district of Missoula County, Mont. It was examined by an engineer 3/ of the Bureau of Mines, November 21, 1943. Upon the basis of his recommendations, a small trenching and diamond-drilling program was begun November 11, 1944. One diamond-drill hole was completed December 16, -944, but because of frozen ground trenching was postponed until June 1945 and then completed. This report describes the results of exploration.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyses samples and performs beneficiation tests. Both of these branthes are under the supervision of Dr. R. S. The Bureau of Mines investigated hot-rolling and forging characteristics of experimental ductile iron castings, both sand and permanent-mold, made with charges containing up to 70 pct foundry pig iron and 95 pct steelmaking pig iron. Between 1,550° and 1,950° F, most castings could be rolled to 90-pct reduction or forged to 70-pct reduction without serious cracking. Charge and composition have less bearing on workability than on subsequent properties. Permanent mold castings could be worked as readily as sand castings at 1,750° and 1,950° F. Plasticity improved with temperature. Small billets were also forged cold to 50-pct reduction without cracking. With equivalent nodularity, composition affects properties of wrought materials by altering matrix structure and strength. Properties vary with reduction and improve with increasing working temperature. Rolled material has high strength and anisotropy, and low ductility, particularly in the trans-verse direction. Annealing reduces strength and improves ductility, but anisotropy persists. At 70-pct reduction, impact resistance in the longitudinal direction is about twice that in the transverse. Annealing roughly doubles impact resistance. Deformation enhances damping capacity. The feasibility of die-forging and bar-rolling of ductile iron was evaluated in trial tests conducted under a Bureau contract. Although workability and ductility of ductile iron are inferior to those of steel, more advantage could be taken of ductile iron's plasticity to work rough shapes to final dimensions.

The United States is rapidly depleting many of its most important minerals and fuels. The first two Annual Reports by the Secretary of the Interior, under the Mining and Minerals Policy Act of 1970, made us acutely aware that the natural resources that enabled this Nation to attain an unprecedented growth in terms of economic well-being, and to set an example of independent strength through the democratic process, are finite. Once they are depleted, large imports will be required. Simultaneously, competition for available supplies, especially of petroleum, is increasing in the expanding European and Japanese industrial communities and in the underdeveloped nations of the world. Even before the crisis of late 1973, the oil-producing nations of the world, principally in the Middle East, but including Canada and Latin America, were recognizing that the worldwide need for crude oil, petroleum products, and natural gas could be translated into an unprecedented economic bargaining position. Thus, the members of the Organization of Petroleum Exporting Countries (OPEC) raised the price of their crude twice during the first 6 months of 1973. By yearend the energy situation had be-come acute, and it seemed probable that regardless of current political developments, the era of cheap energy was over.

This volume was prepared in support of an evaluation of the Advancing Oil Shale Mining Technology Program performed by The Aerospace Corporation under a Bureau of Mines contract. The evaluation is described in part within a companion volume entitled Benefit-Cost Analysis. The economic mine models outlined herein provide a quantitative basis for the assessment of program benefits. Reference is made to estimated oil shale mine costs to delineate the beneficial impacts that can be expected to accrue for the future implementation of program developed technology. Estimated mine cost data are provided for surface, underground, and modified in situ oil shale mining operations.

The organic act of Congress establishing the Bureau of Mines authorized tech- nologic investigations of all phases of mining, preparation, treatment, and utilization. It is necessary to continue research in order that increased output, greater recovery, and better quality can be main- tained under safe mining conditions. Coal comprises 98 percent of the known fuel reserves of the United States and ad eventually must take over much of the requirements now supplied by petroleum and natural gas.. The purpose of this report is to bring to the reader a resume of the work of the fiscal year. The material presented herein is based largely upon publications. In a few instances the results of research that would not otherwise be available in the immediate future are presented. For details concerning the research, it is suggested that the readers consult the publications given in the footnote references." These proceedings consist of papers presented at three Bureau of Mines Technology Transfer Seminars on ergonomics in the mining industry. These seminars were held in December 1981, and covered topics relating to ergonomics and mining in the areas of the man-machine interface, and design of the work environment. This area of research is directed toward reducing accidents traditionally associated with human error.

This bulletin traces the development of high-pressure, coal and tar hydrogenation technology, based on an intensive review of the pertinent literature. The bulletin was written as a part of the Bureau of Mines research program on synthetic liquid fuels. It covers the history and economics of the process; the chemical aspect of hydrogenation of coal, tar, and middle oil; the engineering aspect of converting coal and tar to liquid fuels, principally gasoline; and the equipment for the process. The literature covered includes documents of the United States and British Governments, journals, and other publications. Bureau results in the hydrogenation field are also incorporated.

RIGHT OF LIFE TENAN1' TO OPEN MINES. The common-law rule that a life tenant was not permitted to open or share in mines does not prevail in Michigan; but a life tenant by dower right is permitted to share in the royalties, as the strict common- law rule is not in harmony with the spirit of our institutions and the policy of our law and would often result in defeating the purposes of dower statutes. Poole v. Union Trust Co. (Michigan), 157 Northwestern 430, p. 432, March, 1916. SALE AND CONVEYANCE. PURCHASE OF ENTIRE ESTATE--FRAUD. A purchase of land where no exceptions or reservations of minerals were made and the land was bought as property, when nothing is excepted and no qualifications or reservations are embodied in the agreement, was presumptively and by common understanding a purchase of the property in its entirety; and the insertion in the deed of a reservation of mineral rights in violation of the contract of purchase and without the grantee's knowledge or consent was fraudulent. RESERVATION OF MINERALS--EXTENT AND EFFECL A reservation in a conveyance of land excepting and reserving to the grantor all coals and mines beneath the surface with the sole right and privilege to remove the same, is not as broad as the grant itself. A contract for the purchase of a mine recited that a deed had been executed by the owner and placed in escrow to so remain until the sum of $30,000 should be paid. The contract provided that $1,200 of the purchase price was to be paid in cash, $800 in 60 days, and the remainder out of 20 per cent of the gross output of the mine, such per cent to be paid in five years unless the vein and value of ore should not continue in depth, in which event the purchaser was to have two years longer to complete the payment of the purchase price. The contract contained other covenants to the effect that the purchasing corporation would fit up a certain specified mill and would continue development work at such rate as to keep the mill in operation if ores sufficiently valuable should be found and in the absence of unavoidable accident. The contract also provided 1/ that abandonment of work for a period of six months at anyone time, except as above, on said property," should operate as a forfeiture of the purchaser's right. In an action by the vendor to quiet the title to the land and to have the contract declared void, the court found that the purchaser failed to perform the work on the property and failed to place thereon the improvements as required by the contract and permitted debts to accumulate against the property, taxes to be levied thereon, and that for more than a year the purchaser had not done any work or labor of any sort upon the mine or premises, and that the contract contemplated development work from the time the purchaser took possession of the property, or at least promptly thereafter, and the fact that no machinery was in place for a year or more after the execution of the contract was a breach of the covenant of continued development, and that the clause in the contract" except as above" does not contemplate a delay in the development resulting from a failure to install machinery, but it means that unless prevented by unavoidable accidents the purchaser shouLdhave no valid excuses for neglecting the work for a period of six months or more.

The present rapid growth of coal stripping in the United States is a curious reversal of the tendency of mining to proceed from outcrop to depth. A combination of technical and economic factors bas stimulated the use of stripping methods until today many million tons of coal We being recovered by open cuts from sites that an earlier generation of engineers would have passed by as not commercially mineable or, if workable at all, only by underground methods. The total quantity of bituminous coal and lignite mined in the United States by stripping in 1928, the latest year for which detailed figures are available, was 19,789,000 short tons. Of this, 71,000 tons came from small workings not equipped with power shovels and 587,000 tons from properties in which stripping and underground work were carried on at the same mine; but as neither of these types is representative of modern stripping practice, they will be omitted in the discussion that follows. The total from strip pits proper in 1928 was 19,131,000 tons, produced by 176 pits employing 385 steam or electric shovels.3 Figures by States are given in Table 1. Gases and vapors given off by petroleum and its products have long been recognized as somewhat injurious, when inhaled in high enough concentrations. The petroleum industry has recognized these effects and has tried to minimize the possibility of employees encountering dangerous concentrations of the vapors. Petroleum gases and vapors have not, however, been considered as actively poisonous, in the sense that hydrocyanic (prussic) acid and phosgene are poisonous; men have been exposed to them repeatedly, and for long periods, without any marked ill effects. Light Mexican crude oil when first introduced into the United States for refining was handled in much the same way as was customary with other apparently similar crudes; but experience soon showed that some toxic substance escaped from the crude during production and transportation and in most of the refinery operations. After a preliminary investigation several of the larger companies decided that the gases from the petroleum were the source of trouble, and therefore took precautions, wherever possible, to protect the men from exposure to these gases. With the increasing use of Mexican crude, this problem has become important. The present report covers the work done on the subject by the Bureau of Mines and the Public Health Service under a cooperative agreement with the American Petroleum Institute.

The purpose of this study was to assess the various aspects of public safety related to the thousands of abandoned or inactive underground mines found throughout Western Colorado. Review of available published mine inventories yielded data on over 8,000 abandoned underground mines. A random sample of 200 mines was then selected for field visits representative of mining activity in Colorado. Inspections of the openings at two hundred abandoned underground mines were performed recording descriptive information regarding the opening, the mine site, the surrounding area, the primary opening hazard, secondary hazards related to structures or dumps, other openings to the same mi ne, available construction materials, possible safeguard methods, and any special observations such as apparent activity, previous closure attempts, environmental constraints on construction, and access problems. Of the 200 mines visited, twenty mine openings representative of varying geologic, environ-mental, access, and mining conditions were selected for detailed low-cost safeguard application. Description of these safeguards is presented in narrative, itemized labor-materials equipment tabulations, and illustrations. Research into the regulations of mine closure and safeguards was also undertaken to determine jurisdiction of public lands. Recommendations were suggested to improve the awareness and ability to continue this program into an implementation stage.

In the last several years, the coal mining industry has made significant changes in the design of longwall mining systems to make them more productive. Some changes, such as increasing the length of the coal faces and increasing the capacity of the face conveyors, have resulted in problems with achieving sufficient motor torque to start and operate the longwall face conveyors. Other changes, such as increasing the size and/or decreasing the percent impedance of longwall power center transformers, have resulted in problems with the short-circuit currents on the transformer secondaries exceeding the interrupting ratings of the molded case circuit breakers used to protect the secondary circuits. A survey of 24 longwall mining systems in northern West Virginia was conducted to investigate both problems. The results of the survey are presented and analyzed. Several recommended solutions to the problems are presented to enable the coal mining industry to design safe and productive longwall mining systems.

The objective of this study is to make a critical evaluation of the magnitude and extent of electrostatic hazards in typical U.S. mining operations and to assess the adequacy of techniques, materials, and equipment for detecting and minimizing these hazards. This was accomplished with an incident/accident survey, mine visits, literature search, and engineering analysis. It was concluded that it would be desirable to (1) utilize ground fault interrupters to minimize stray current from electrical utilities, (2) decrease the current and electrostatic sensitivity of electric detonators used in areas with a high incidence of lightning strikes or troublesome stray currents, (3) institute quality control and test standards for blasting material and protective devices, (4) establish an electrostatic monitoring program for loading ANFO in plastic lined holes, and (5) establish a risk criteria for operator exposure in mines.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.
