The coal-bearing areas of Kansas cover approximately 18,800 square miles (23 percent of the state's total area). Coal in Kansas ranges from lignite to high volatile bituminous, located principally in the south-eastern part of the state. Kansas reserves are estimated to be 987,500,000 tons, approximately 0.2 percent of U.S. reserves. Coal beds generally occur in thin seams up to five feet thick. The overburden-to-coal stripping ratios in Kansas are among the highest in the nation, typically 20 to 1, with some ratios up to 35 to 1. The first commercial coal mining operation in Kansas opened in 1865 at Fort Scott in Bourbon County. As in other states, coal production in Kansas increased during the industrial revolution, and then fell as industry converted to alternative fuels. Production peaked in 1916 and 1917, with annual production of 7,250,000 tons. Coal production today is by surface mining methods. The Kansas regulatory program was approved April 14, 1982; the Abandoned Mine Land Program was approved February 1, 1982; and the emergency program authority was approved January 10,1989.

The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau of Mines to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau publications. According to the annual Bureau of Mines survey of refinery capacity, there were 343 petroleum refineries in the United States as of January 1, 1953, with a total daily crude-oil throughput capacity of 7,638,661 barrels. Compared with the previous year, this represents a decline of 7 in the total number of refineries, but a gain of 305,776 barrels in daily crude-oil throughput capacity. The capacity of the average refinery to process crude oil increased to 22,270 barrels, a gain of 1,319 barrels during 1952. All refining districts reported increases in installed capacity for the year, with Texas Gulf Coast accounting for 28 percent of the increase; California, 21 percent; and the Indiana-Illinois-Kentucky district, 18 percent. Additional crude-oil capacity under construction January 1, 1953, was 60 percent greater than at the beginning of 1952. The total reported, 509,721 barrels daily, is a record high for refinery expansion. In addition to the new facilities under way, facilities for 127,755 barrels daily are being installed to replace those that are obsolete. Four new refineries were under construction at the beginning of the year, and three of these are now in operation. Plans for five' new refineries have been announced, but actual construction has not been started.

This bulletin contains a statement of certain results that will be embodied in a report describing investigations of the combustion of fuel made by the United States Geological Survey and the Bureau of Mines in a specially constructed long furnace. The furnace forms part of the fuel-testing plant at Pittsburg, Pa., which was established and equipped by t.he Geological Survey, but passed under the control of the Bureau of Mines on July 1, 1910, when a t.ransfer of fuel-test.ing investjgations, authorized by act of Congress, became effective. The work discussed in this bulletin was done under the direction of the Geological Survey. The furnace was designed and built for an experimental study of the processes of combustiop, this study being part of a comprehensive plan for testing fuels to determine their heat value and the manner in which they can be used to best advantage. Although the main object of the researches made with the furnace by the Geological Survey was to examine critically the production of sensible heat by combustion along the path of the gases rising from the fuel, an interesting as well as important side problem developed in the study of the simultaneous dissipation of the heat through the walls and roof . of the furnace. Thus incidental data were collected on the temperature gradient through the walls at several places. These temperature data. (together with the heat conductivity of the material of the walls) formed the basis for calculating the heat dissipated through the walls. The object of this report is to present and discuss these temperature data. The discussion particularly concerns the air-space type of wall construction as compared with the solid brick wall or walls type, in which the air space is filled with some solid material of low heat conductivity. The conclusion of the authors, which perhaps will surprise some readers, is that, so far as loss of heat is concerned, a solid wall of brick or any ordinary material is preferable to a hollow wall of the same total thickness, especially if the air space in the hollow wall is near the furnace side. There is a general belief that l?ince air is a poor conductor of heat, air spaces built into the walls of a furnace will prevent or reduce heat dissipation through the wa.lls. Although there may be instances of furnace walls in which such construction reduces the rate of heat flow through them, yet as a rule the effect of the air space is just the opposite. While the heat does travel very slowly through the air by conduction, it leaps over the air space readily by radiation. Although this latter mode of heat propagation is common in nature, the laws governing it are not generall;y known and are seldom taken into consideration when furnace walls are being designed. It may be stated here that the quantity of heat passing through a. portion of a solid wall by conduction depends on the difference between the temperatures of the two planes limiting the portion of the wall. The quantity of heat that passes across the air space in the waH depends on the difference of the fourth powers of the absolute temperatUI: es of the surfaces inclosing Hie air space. It follows that, in case the heat. passes by conduction through the solid'portion of the wall, the loss remains approximately the same so long as the temperature of the two limiting planes remains constant, no matter what may be the temperature of the two planes. On the other hand, the heat passing across the air space by radiation increases rapidly with the temperatures of the inclosing surfaces, although the difference between these temperatures may remain constant. This feature will be shown by curves in the latter part of this paper and thoroughly discussed. The important point is that the air space, which is advantageous in the walls of a refrigerator because the temperatures are low, is objectionable in a furnace wall because the temperatures are high. It is customary to put air spaces in furnace walls between the firebrick linings and the common brick. Usually the fire-brick lining is only half a brick thick, which construction brings the air space too close to the furnace. The result is that the temperatures of the surfaces inclosing the air spaces are too high, and in consequence too much heat is radiated across the spaces. The heat passing through such walls would be much reduced if the air spaces were filled with brick, or, better, with some cheap nonconducting materials, such as ash, sand, mineral wool, etc. Even where the fire-brick lining is one brick thick (9 inches), the temperature in the furnace may be high enough to raise the temperatures of the air-space surfaces so much that the heat radiated across the space will amount to more than would the heat conducted through a filling, were the filling only common brick. This last statement is amply justified by the data here presented.

THE Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the com-position as shown by proximate analyses. To these, when required, are added the fusing temperature of ash, Hardgrove grindability index, and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 4 issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of delivered coal and "tipple" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) are valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Five lignites from the northern Great Plains province were carbonized at temperatures from 500° to 1,000° C in a bench-scale unit. A replicated Greco-Latin square experimental design was employed to allow testing of four independent variables at five levels. Independent variables investigated were temperature, source of lignite (mine), weight of charge, and moisture content of charge. Dependent variables were char yield, tar yield, light-oil yield, tar plus light-oil yield, carbonization gas yield, and carbonization gas heat yield. An analysis of variance indicated that, at the 99-percent confidence level, the independent variables of carbonization temperature, source of lignite, and weight of charge were significant for yields of char, tar plus light oil, and carbonization gas, whereas moisture content was only significant for carbonization gas yields. At the 95-percent confidence level, moisture content significantly influenced the carbonization gas heat yield per pound of lignite charge and the yields of dry tar plus light oil. All dependent variables were determined on a moisture- and ash-free basis. Multiple regression equations for predicting seven different factors of carbonization yields as functions of carbonization temperature and initial composition were developed using computer techniques. Equations for yields of char, tar plus light oil, and carbonization gas were compared with equations previously developed by others at the 500° C level.

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... Noise surveys conducted in underground coal mines have consistently indicated that auger mining machines subject the operator and helpers to excessive noise exposure. The machine cutting heads have been identified as the primary noise source. This report documents the research program conducted to (1) investigate the nature of the cutting head noise problem, (2) develop noise control concepts, (3) devise in-mine survivable techniques to implement the noise control concepts, and (4) build and demonstrate prototype reduced-noise auger miner cutting heads. The dynamic forces generated during coal cutting by the brittle fracture of coal are predominently low frequency. The low-frequency (less than 1500 Hz) structural response of the cutting head, therefore, determines the noise radiated by the cutting head. The most feasible methods of reducing the cutting head low-frequency response are to increase both the structural stiffness and the low-frequency damping. A technique was devised to achieve these goals. The standard plate helix was replaced by a sand-filled hollow helix of triangular cross section, and the core diameter was increased with an attendant reduction in helix depth. Extended in-mine tests demonstrated the operational capability of the reduced-noise auger cutting heads. The simple noise control concepts are valid for all continuous miner cutting heads. The sand-filled hollow helix technique, which achieved a 10 dB(A) noise reduction for the auger, can be used on any helix-bearing Cutting head.

This report, authorized under Contract Number H0220065, Amendment Number Six, documents the results of an investigation of lighting system modifications and designs for working place illumination in high and low coal entries of underground coal mines. The portable and machine mounted system designs, both modified and prototype, represent a continuation of work performed under Contract Number H0111403, Amendment Number One. See the Final Technical Report dated May 26, 1972 for detailed information concerning this prior Contract. All modified and prototype systems met the performance requirements of Bureau of Mines Specification 2G, as proved by test. In addition, the systems met the requirement for illumination, as specified in the Contract and in the proposed standards which were generated in response to Public Law 91-173.

This bulletin is the third of a series a showing the results of ment purchases of coal according to specifications as to its quality and giving typical forms of proposals for supplying coal and general information relating to government coal purchases . Numerous calls for authentic information concerning the purchase of coal according to its heat value attest a growing interest in the subject. Many of the commodities of life have long been purchased according to specifications requiring chemical or physical tests , or both, to determine whether the material delivered meets the requirements , the price to be paid depending on the results of the tests . Until recent years coal consumers purchased coal merely on the statement of the dealer as to its quality , relying on his integrity and on the reputation of the mine or district from which the coal was obtained. It is surprising that the important question whether value was being received for the money expended was not sooner seriously considered . The purchase of coal by specification is an important step toward the conservation of our national mineral resources , for it results in an increased use of the lower grades of coal. The poorer coals find a market by competing with the better grades , not as to the price per ton but as to the cost of an equal number of heat units. This paper gives in detail the results of government purchases of coal for the fiscal year 1908–9 and the list of contracts with abstracts of specifications for the fiscal year 1909–10 , and summarizes the information on this subject obtained by the Survey. It is hoped that this information will promote a better understanding of the specification method of purchasing coal and furnish data valuable alike to coal dealers and coal consumers , so that equitable contracts can be more readily made.

The rapid rise of industrial Los Angeles to international prominence has been accompanied by the natural corollary - a record influx of population - together with greatly increased production and fabrication of steel and nonferrous and light metals; industrial mineral processing; and high consumption of fuel oil, gasoline, and chemicals. These have resulted in the release of hundreds of tons of metallurgical and mineral dusts, fumes, and gases into the atmosphere daily. Los Angeles County, intrinsically, is no worse than other industrial centers in respect to the generation of atmospheric contamination. It is, in fact, more fortunate in that no coal is used, and it has no great primary metallurgical industries comparable to those of Chicago and Pittsburgh. Meteorologic and topographic peculiarities of the area, however, which result in poor drainage of the polluted air away from the Los Angeles Basin, serve periodically to greatly increase the intensity and frequency of industrial smog visitations. This combination of intense industrialization, population influx, climate, and topography has made mandatory control of air pollution necessary. The nonferrous pyrometallurgical industry of Los Angeles has three rather unusual characteristics that contribute to its difficulties in developing suitable fume control: It consists of a multiplicity of relatively small establishments subject to wide Variations in products and operating schedules; operations are largely of the secondary or reclaiming nature and, therefore, often work dirty scrap metals; and, unfortunately, much of the industry is concentrated, to a considerable extent, near the center of the city. A difficulty inherent in most nonferrous foundries, including the many brass-works melting alloys containing zinc, is the high volatility of zinc and the extremely small mean particle size of the resulting zinc oxide fume.

Boron compounds have been considered for many years as possible additions to iron and steel. A very recent use of boron-steel rods was for the control of neutron intensity in the graphite-uranium pile at the Clinton plutonium plant(130).4/ Norris(129) reports that slags containing boric oxide reduce the ferrous oxide content of steels and thereby the aluminum required for deoxidation. Boron is not considered an alloying element, but minute amounts produce what is often called a "needled" steel. The study of a series of iron-boron alloys by convenient steps, starting with iron containing no boron, indicated that boron was a hardening agent and made the iron very difficult if not impossible to forge. Then came the discovery that very minute traces of boron are quite different from the smallest amount previously thought worthy of study.

This paper is one of a series being prepared for and published by the United States Bureau of Mines on the quarrying, crushing, and grinding of limestone for cement manufacture. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total coats. It is recognized that publication of total costs might in many instances cause embarrassment to individual producers, as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. "The recent discovery and exploitation of petroleum territory have resulted in the enactment of new petroleum laws in most of the South American Republics. The activities in the discovery of these new fields were engendered by the knowledge of the fact that present producing fields must within well defined periods be exhausted. Oil operators were willing to take the initial steps in exploitation in the absence of legislation that applied strictly to petroleum operations. The enactment of modern legislation in many of these Republics encouraging and protect¬ing exploitations may cause tremendous oil activities in these countries, and the results may be comparable with the magnitude of the undertakings and the prestige of the companies now entering this territory.These, oil fields are admirably located for convenient distribution of petroleum by water to all the Nations using oil as fuel for shipping and industrial concerns. The oil markets of the western coast of South America will derive immense benefits from the Panama Canal. This navigation route brings these markets into direct ocean shipment with the Atlantic coasts of the Western and Eastern Hemispheres.One deterrent to oil production in the Republics of South America is the want of inland. transportation facilities, but the recent laws of these Republics without exception provide for acquiring rights of way for pipe lines and other modes of transportation; and doubtless the great interests and. syndicates already operating in these regions will, as production increases, provide ample pipe line transportation sufficient to convey to the coast the oil produced. It way be assumed, from the legal guarantees afforded, and from operating equipment and machinery that are now being concentrated that refineries will be erected at shipping points for the purpose of making these petroleum products accessible to the world."

[THE LITERATURE contains relatively few thermodynamic values for interoxidic compounds, and these often are unreliable. This is especially true of data for ferrites and aluminates for which heat of formation determinations may involve extreme experimental difficulties. This report contains the results of new experimental work for obtaining the heats of formation of five ferrites (Ca2Fe2O5, CaFe2O4, MgFe2O4,, NaFeO2, and LiFeO2) and one aluminate (CaAl4O7), and a review and revision of previous similar work of this laboratory on five aluminates (Ca3A12O6,, 12/7 CaO-Al2O3, CaAl2O4, NaA1O2, and LiAlO2), The results for the 11 compounds are combined with entropy and high-temperature heat content data to derive tables of heats and free energies of formation (both from the oxides and from the elements) for the temperature range 298° 1,800° K, The relative stabilities of the compounds are discussed. The presented data all have application to ceramic reactions, and those for the calcium and sodium aluminates are applicable in considering soda-lime sintering processes for extracting alumina from silicate minerals such as day and labradorite.]

The Bureau of Mines tested chromium-bearing waste slags from industrial stainless steel and other chrome alloy operations to determine their chromium leachability characteristics under acid precipitation conditions and to devise measures to prevent any pollution originating from this source. Two critical slag composition factors were found to control the chromium leachability: (1) CaO:Si02 ratio and (2) magnesium content. Above a 2.0 CaO:Si02 ratio, chromium exists in slag as CaO·Cr203, which can be vulnerable to leaching by acid precipitation especially if oxi-dized to CaCr04 when exposed to the environment over an extended period. Maximum chromium leachability from industrial slags occurred when the composition of the slag had about a 2.0 CaO:Si02 ratio. Between a 1.0 and 2.0 CaO:Si02 ratio, in the presence of sufficient magnesium, MgO ·Cr203 was formed, which is very resistant to oxidation and to dissolution by simulated acid precipitation. Addition of magnesium silicates to molten slag to fix the chromium in the MgO·Cr203 form was successful in preventing chromium leaching in simulated acid rain solutions. Experiments showed olivine and waste taconite tailings were suitable for this purpose. Olivine addition to a waste slag having a composition vulnerable to leaching (CaO:Si02 > 2) reduced the chromium leachability more than 80 pct.

The coal-bearing strata of Oklahoma occur in the eastern part of the state over an area of 14,500 square miles, 20.7 percent of the state's total area. Commercially valuable deposits of bituminous coal cover about 8,000 square miles in seams ranging from ten inches to five feet thick. Estimated reserves in Oklahoma are 1.6 billion tons, representing 0.3 percent of U.S. coal reserves. The vast majority of coal mined in Oklahoma used in a single power plant within the state. Oklahoma gained primacy when its regulatory program was conditionally approved January 19, 1981. Authority for the state to administer the Abandoned Mine Land program was granted January21,1982. On April 30,1984, the Office of Surface Mining substituted direct federal enforcement of the inspection and enforcement portions of the Oklahoma program. This substituted enforcement was based upon a finding by OSM that Oklahoma had not operated the inspection and enforcement portions of its program effectively. As of January 1, 1986, Oklahoma inspection and enforcement authority was reinstated. Full program authority was granted to Oklahoma on January 14, 1986.

The presence of salt in crude petroleum has been known for many years, but recently the percentage of chloride salts of calcium, magnesium, and sodium produced with some crude oils has increased to such an extent that the removal of the salty compounds is imperative for some refiners and their presence causes considerable apprehension for others. The exact reason for this increase of salts is not known definitely, but in all probability a combination of factors contributes to the condition. The most important are acidizing of wells, development of new fields producing crude oils of greater salt content, and the depletion of old fields with an attending increase in the production of emulsified brine. Data are presented for oil produced in 1971 from fields in 26 States that accounted for about 76 percent of total U.S. oil production; the foreign data cover fields in 24 foreign countries that accounted for about 64 percent of the total oil produced from these countries in 1971. Most of the data are presented in tabular form.
