The Mine Safety and Health Administration (MSHA) defines an independent contractor as “any person, partnership, corporation, subsidiary of a cor-poration, firm, association or other organization that contracts to perform services or construction at a mine.” Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

"INTRODUCTION This report is one of a series. 4. 5. 6/ concerned with presenting historical development, and operating data on secondary-recovery projects in various States to stimulate interest in sound secondary-recovery programs. Preceding reports in this series have dealt exclusively with descriptions of and results obtained by water flooding in three states, but no recent publication of comparable purpose describes gas-injection 7/ practices. The authors intend to present material relevant to the development and operation of gas-injection projects in Illinois, with particular emphasis on those producing from oil-bearing horizons that had been depleted to a point near the economic limit of operation by past oil-recovery methods.Most operators realize that the energy expended on the movement of fluids through gas-expansion- or gas-cap-type oil reservoirs to producing wells must be supplemented to attain maximum recovery of the oil present. Under favorable conditions, many operators choose to maintain oil-propulsive forces at or near their original magnitude by injecting extraneous fluids into a reservoir or recycling produced fluids early in the life of a field. More common, and less desirable, is the practice of replenishing these forces after primary producing methods become unprofitable. The lattes practice has been adopted in many stripper fields in Illinois and most of the oil-producing States during the last 40 years, but other old oil fields, and oil properties within those fields which were partly exploited by secondary--recovery methods, also may offer favorable opportunity for further development. To encourage and, aid operators in the development of gas-injection projects in the old oil fields of the United States, four projects have been described in detail in this report."

A summary of Bureau of Mines research on recycling, reuse, and disposal of mineral-, metal-, and energy-based wastes is presented, accompanied by an extensive bibliography of related publications. The Bureau's waste recycling and disposal program is directed toward the following four main areas of research and development: (1) extraction of mineral, metal, and energy values from urban refuse; (2) upgrading and recycling of automotive and related ferrous and nonferrous scrap; (3) recovery, utilization, and stabilization of mine and mill processing wastes, and (4) recovery and reuse of values from industrial waste products. This publication updates Bureau of Mines Information Circular 8529, which was issued August 1971.

For the Purpose of standardizing important testing methods, an attempt has been made to develop a rationalized scheme for ore testing, starting with preliminary investigations to determine the physical and chemical properties of the ore, following this with a logical selection and trial of processing tests to find out how the ore may be most effectively treated, and concluding with a discussion of what interpretation may be placed on the results in terms of plant design and operation. A selection of Procedures that appear well-suited to the ore-dressing problems under investigation is included in the following paper of this report so that other experimenters may be enabled to verify our findings and to offer criticisms and suggestions for improving our practice. A tentative scheme for the evaluation of flotation reagents is being investigated, and some progress has been made in a study to determine the significance of small-scale testing. These projects have required 899 analyses. Papers on these and others on ore testing, such as testing for amalgamation and for cyanidation, will be included in future annual reports.

A system to continuously measure the concentration of radon in mine ventilating air has been developed and tested in a uranium mine. In use, the air/radon mixture to be monitored is pumped through filters into a scintillation cell where nuclear decay of the radon produces flashes of light. These are electronically counted, giving a quantitative measure of the radon present. Air is continuously drawn from the mine atmosphere into the radon sensor box. This air sample passes through two filters into the detector cell as shown in the schematic diagram. A portion of the radon in the detector cell will experience nuclear decay, producing polomium 218 and an alpha particle. The alpha particles from the fraction that decays strike a zinc-sulfide coating on the inside wall of the cell and produce flashes of light. These enter a photo-multiplier tube which records each flash as an electrical pulse. An amplifier increases the voltage of each pulse, allowing electronic screening to remove noise and other undesirable pulses. The remaining pulses are counted by a conventional data acquisition system.

The extent to which coal mines have installed various types of haulage systems and mining machines is a subject about which there is little definite information available in convenient form for the country as a whole . A few State mine inspectors include in their annual reports such information for their respective States , but uniform data for the United States have not until recently been compiled . Several years ago the Bureau of Mines compiled from one of the standard mining directories * a statement showing the kinds of machines and haulage used in coal mines . The first statement was prepared from the 1918 edition of the directory in which detailed descriptions of coal mines were given . The information presumably related to the calendar year 1917. Similar statements have been compiled from the directories for 1919 , 1920 , and 1922 , the statement for 1921 having been omitted because the directory for that year did not become available . The latest statement is given below and is based upon the directory for 1922. It relates to conditions prevailing in 1921 , and covers a total of 7,088 coal mines . Of these , 5,064 mines . or more than 71 per cent , were using animal haulage . As compared with the total number of all classes of mines , those in the animal - haul age group constituted 71.4 per cent , the percentage having remained practically stationary during the past four years , although the actual number of mines in the group has increased . Rope haulage was reported by 1,066 mines , or 15 per cent of the total , representing a larger number of mines than in 1918 , but a decrease of 2 in the percentage for the group as compared with all classes of mines . Electric haulage was reported by 3,274 mines (46.2 per cent ) , and the number of motors in use was 11,265 . The percentage of mines in this class has not changed materially, but the actual number of mines has shown a gain of about 900 during the past four years . Compressed-air locomotives have not increased either in actual or relative number , the percentage for the past year being but 1.2 . The number of mines using storage- battery locomotives has increased from 3.6 per cent of the total shown four years ago , to 9.8 per cent for last year, the latest figures showing 693 mines with 1,428

The National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted a joint survey to determine the range of coal particle sizes found in dust samples collected from intake airways of US coal mines. The last comprehensive survey of this type was performed in the 1920s. The size of the coal dust is relevant to the amount of rock dust required to inert the coal dust, with more rock dust needed to inert finer sizes of coal dust. Dust samples were collected by MSHA inspectors from several mines in each of MSHA's 10 bituminous Coal Mine Safety and Health Districts. Samples were normally collected in several intakes at each mine. The laboratory analysis procedures included acid leaching of the sample to remove the limestone rock dust, sonic sieving to determine the dust size, and low-temperature ashing of the sieved fractions to correct for any remaining incombustible matter. The results indicate that particle sizes of mine coal dust in intake airways are finer than those measured in the 1920s. This finer size coal dust in intake airways would require more incombustible matter to be effectively inerted than the 65% incombustible specified in current regulations.

"Research on the control of exposure to respirable contaminants in mine atmospheres is conducted in five areas; 1) control of dust generation, 2) dilution, dispersion and collection of dust in mine airways, 3) characterization of dust particles, 4) interaction of dust and lungs, 5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The distribution of research findings to the mining industry, to government agencies, and to scientists at other universities is accomplished in several ways.A data bank of respirable dust samples displaying a wide range of characteristics (low volatile, medium volatile, high volatile, silica fireclay, rockdust) has been established by the Center. This data bank is being utilized by Center researchers in a suite of medical, scientific, and engineering tests (FIGURE 26).The Center has honored requests for educational and informational materials from several sources, including MSHA and CANMET who received information on Center generated software and used the Center's expertise in developing a computer program for particle distribution model (DISFIT).The Generic Mineral Technology Center for Respirable Dust has organized two dust conferences on respirable dust, the Coal Mine Dust Conference, held at West VirginiaUniversity, Morgantown, West Virginia from October 8-10, 1984 and Respirable Dust in the Mineral Industries: Health Effects, Characterization and Control, an international symposium on Respirable Dust in the Mineral Industries held at The Pennsylvania State University, University Park, Pennsylvania from October 14-16. 1986. These conferences were co-sponsored by the U.S. Bureau of Mines, Mine Safety and Health Administration, National Institute for Occupational Safety and Health (NIOSH), and the American Conference of Governmental Industrial Hygienists (ACGIH). On August 23-26, 1988, the VIIth International Pnuemoconioses Conference was held in Pittsburgh, Pennsylvania. While not a sponsor of this conference, researchers in the Generic Mineral Technology Center for Respirable Dust had significant participation with sixteen (16) papers presented (see Volume 8 of this series for abstracts and papers). These conferences provided a significant forum for the exchange of ideas on dust research and the interchange of research findings. The proceedings from these conferences are available from NTIS and ACGIH.In sum, significant benefits to mine worker health have resulted and should continue to result from the synergistic scientific, engineering, and medical research in respirable dust (FIGURE 27). As always, an important objective is the rapid dissemination of the results of this research to industry. Video tapes and the Bureau's Technology News series have been a very effective means of USBM technology transfer. Work with hand-held power tools can be found in most industries all over the world. This type of work exposes the operators to different kind of loads like gripping-forces, feed-forces, exposure to vibration and noise, holding hot or cold surfaces and the exposure to dust. Designing a power tool with good ergonomics is a matter of finding the best compromise. As a simple example, increasing the mass is not acceptable because it will increase the forces needed to handle the tool. At the same time increased mass will in most cases reduce the vibrations. Vibration disorders related to the use of hand-held power tools has been known and reported since long. It is therefore essential that low vibrating tools are developed and used. The new vibration regulations in Europe, based on the Physical Agents (Vibration) Directive, have put increased focus on the vibration control in industry. Forces acting on the tool cause vibration Tools for industrial use must be of very robust design to withstand the very hard use they are exposed to. Industrial tools are therefore normally designed with the main parts made of metal. From a vibration point of view this means that most tools can be regarded as rigid bodies, especially because the dominating frequency normally is equal to the rotational frequency of the tool spindle or the blow frequency for a percussive tool. These frequencies are with few exceptions below 200 Hz. Handles however can not always be regarded as rigidly connected to the tool. There are several examples of weak suspensions designed to reduce vibration transmitted to the hands of the operator. There are also examples of designs where the handles just happened to be non-rigidly connected and in some cases even in resonance within the frequency region of interest. Oscillating forces act on the tool and the result is vibration. Design principals In all cases forces are the source of vibration. This leads to the three basic principles to control vibration: • Control the magnitude of the vibrating forces. Examples are the balancing unit on a grinder or the differential piston in a chipping hammer. • Make the tool less sensitive to the vibrating forces. Examples can be when the mass of the guard on a grinder is rigidly connected to the tool to increase the inertia of the tool. • Isolate the vibrations in the tool from the grip surfaces. Examples are vibration-dampening handles on grinders or pavement breakers, the air-spring behind the blow-mechanism in a riveting hammer or the mass spring system in a chipping hammer.

"The New Mexico potash exploration described herein was begun in February- 1944 by the Federal Bureau of Mines with the object of determining the amount of potash ore in the United States Potash Reserve in Eddy County, N. Mex., by exploring the deposit from the surface with vertical drill holes. The work was completed in October of the same year after 16 holes had been drilled on the reserve and in the immediate vicinity.The Potash Reserve is located in secs. 26, 27, 34, and 35, T. 20 S., R. 29 E., Eddy County, N. Mex., about 14 miles northeast of the city of Carlsbad. Drilling was done in secs. 26 and 35 of the reserve, in sec. 14 to the north, and secs. 25 and 36 to the east. All work was done on Government-owned, unleased land.The reserve may be reached from Carlsbad by traveling northeast by automobile for about 14 miles on paved U. S. Highway 62. This highway passes through the southern part of the reserve. Other parts may be reached by a State highway which passes along the eastern side of the area, then by poor dirt roads to various drilling sites. A branch of the Atchison, Topeka and Santa Fe Railroad also passes across the southern part of the reserve en route from Carlsbad to the plant and mine of the Potash Co. of America, a few miles northeast of the Project and 22 miles from Carlsbad.Work on the project was greatly facilitated by the help of Ralph H. King, associate geologist, R. K. Bailey, geochemist, H. C. Spicer, geophysicist, Hope Bunker, junior geologist, and R. H Allport, district mining supervisor, all of the Federal Geological Survey; and Charles H. Johnson, who at that time was district engineer for New Mexico for the Mining Branch of the Bureau of Mines."

During the second quarter of 1983, the economic recovery showed further strength abetted by the performances of consumer spending, residential investment, and the slowing down of inventory reductions. Real gross national product (GNP) increased from the first to second quarter at an annual rate of 9.2 percent, compared with 2.6 percent from the fourth quarter of 1982 to the first quarter of 1983 and an overall 1.9- percent decrease in 1982. Total industrial production increased 1.8 percent in July, and productivity as measured by output per man-hour increased 1.3 percent between 1982 and the first quarter of 1983 (table 1). Especially noteworthy .was the performance of real consumer durable goods expenditures, which increased at an annual rate of 32.0 percent from the first to the second quarter (about half of the increase consisted of automobile sales) and real consumer spending, which increased between these periods at an annual rate of 9.7 percent. Residential investment increased at an annual rate of 76.1 percent between the first and the second quarters,1/ and private housing starts by about 38,000 units in both March and May.

The value of Alabama's nonfuel mineral production in 1984 was $409.8 million, and established a new record high for value of nonfuel minerals in the State, at 13.4:% over the previous high of 1983. Output of nearly all nonfuel minerals increased; phosphate rock was one of the exceptions, with no recorded output in 1984. Cement, crushed stone, lime, sand and gravel, and clays were the major commodities produced in Alabama. Alabama led the Nation in the production of crushed marble; was second in bauxite; third in fire clay and kaolin; fourth in bentonite, ferroalloys, and dimension marble; fifth in masonry cement, lime, and recovered sulfur; and sixth in portland cement. Alabama ranked 22d in the Nation in value of nonfuel minerals produced.

There is a saying, ?If it moves, it vibrates.? This is especially true in our modern industrial environments, where workers use powered tools, machinery, vehicles, and heavy equipment. How workers are affected by these elements of the industrial working environment is a concern of health professionals, govern­ments, and scientists around the world. How to adequately assess the effects of human vibration exposure is an equally important issue. The human body comprises a dynamic structure that is living, intelligent, and complex. Consequently, it is not unreasonable to consider that exposing the body to an array of vibration environments would result in outcomes that are not necessarily simple or easily predictable. Sensations caused by vibration may include nausea, annoyance, discomfort or pain, and exhilaration or pleasure. Many factors contribute to the effects of vibration on humans, including the characteristics of the motion and the exposed indi­vidual, the activities of the exposed individual, and various elements of the environment. There have been attempts to summarize the effects of occupational vibration exposures by simply recommending the avoidance of certain frequencies of vibration or by providing a graphical method, i.e., a single curve displaying all human responses to all frequencies. However, such efforts have not withstood the scrutiny of scientific research and analysis. Thus, attendees and participants at this professional gathering now have the rare opportunity to benefit from the technological advances and new scientific research to enhance their understanding of human responses to vibration that suggest more than a simplistic approach. In the tradition of the First American Conference on Human Vibration (1st ACHV) held in Morgantown, WV, June 2006, the 2nd ACHV provides a forum for scientists, engineers, medical doctors, industrial hygienists, and educators to learn and advance research and education in the specialized area of human body vibration. The conference was organized by the Mechanical and Industrial Engineering Department, University of Illinois at Chicago, with support from the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory. As with the first conference, the 2nd ACHV provides the unique opportunity to learn about the current activities of peers and colleagues and to exchange information on topics of interest such as human response, human modeling, experimental design, sensors, new technologies, and epidemiological studies of human responses to hand-transmitted and whole-body vibration. The conference organizers hope that the publication of these conference proceedings continues to foster new research and technological advances to reduce health hazards associated with occupational vibration exposures.

Against the receding background of the October stock market crash and the December overhang of inventories, the economy began with a shaky start in 1988. As 1988 began, the Administration's estimate of real growth for 1988 had just been reduced from 3.5% to 2.4% and economists and other ob-servers were concerned that the expansion that was 5 years old might be near the end and that a recession might be around the corner. The ensuing moderately strong economic activity, however, belied all the negative signals that were evident earlier, and the real GNP continued to grow at an estimated 2.3% annual rate during the first quarter of 1988, extending the ongoing recovery into the sixth year (table 1.). The relatively accommodative policy of the Federal Reserve Board (the discount rate was cut by 0.25% in January), a strong performance by the export sector, and the revival of consumer spending were major forces underlying the economic strength. But as the quarter drew to a close, signs of tight capacity utilizations were apparent in many of the export and capital goods sectors, including textile, chemical, plastic, metal, and machinery. Employment was at a record high level while the unemployment rate was close to a historical low. Prices were rising at a faster pace than those of 1987, and the dollar resumed its slide after a brief recovery in January and February. These factors gave rise to the fears of higher inflation. Long-term interest rates increased, casting a pall over the prospect of a robust growth for the rest of the year.

Mineral resources of the Rice Valley Wilderness Study Area (WSA), in the Mojave Desert of southeastern California, were investigated by the U.S. Bureau of Mines and U.S. Geological Survey during 1980. The study consisted of an examination of mines, prospects, and mineralized areas by the Bureau: of Mines and geological, geochemical, and geophysical investigations by the Geological Survey. Little indicated potential for the presence of mineral resources exists in the valley floor segment of the study area. The Big Maria Mountains section of the study area has some potential for mineral resource development. Decorative building stone from both bedded quartzite deposits and weathered limestone surface rubble (driftwood stone) has been produced from the Big Maria Mountains segment of the study area. Total production is unrecorded but probably small. A 700,000 ton (640,000 t) quartzite resource was inferred and 4,500 tons (4,100 t) of driftwood stone within the study area was estimated. A relatively pure limestone deposit inside the study area contains an inferred resource of 14 million tons (13 million t). One prospect suggests a potential for the presence of manganese resources although none were estimated. The likelihood of discovering oil, gas, coal, uranium or geothermal energy is low; potential sources are not known to exist.

"Recently4/ it was shown that the total energy method5/ of spectrochemical analysis is suitable for the quantitative estimation of many of the elements of which ores are composed. It was shown how this method can be applied to the determination of germanium, tin, and lead. Continuing this work, the present report deals with analyses for beryllium, zinc, cadmium, and indium.There are three basic problems in these investigations. The first is to study the influence of those elements that make up the greater part of an ore sample on the spectral-line intensities of the elements for which analyses are being made, the latter generally being the minor constituents. The second is to develop proper methods for the preparation of standard spectrographic curves. Finally, we are concerned with improvement in equipment and procedure, so that greater accuracy can be achieved.As discussed previously, it is better to study as groups those elements that belong to the same group in the periodic table because their spectra are similar. Beryllium, zinc, and cadmium are thus related. Indium was included in this work because it is associated with zinc and cadmium in zinc ores.The authors wish to acknowledge the valuable assistance of the staff of the Bureau of Mines Analytical Laboratory who made the chemical analyses and supplied the ore samples used in this work.A brief description of the procedures followed in making the standard curves and analyses is given below; a detailed discussion will be found in an earlier paper.6/Basically, the procedure for determining a standard curve consists of two parts: (1) Choosing a suitable line in the spectrum of the element to be determined and (2) determining the variation in the intensity of this line with the amount of the element burned in the arc."

Brazil's gross domestic product (GDP) grew only slightly in 1988 to $277 billion at current prices.2 The growth rate was the smallest registered since 1983, when the rate was minus 2.8%. The economy's performance was strongly influenced by a 2% to 3% decrease in industrial production and civil construction. The mineral industry, however, countered the downward trend in the industrial sector and grew a modest 1.4%. In November, Brazil adopted a new Constitution that placed significant restrictions on foreign investment in the mineral industries. Under certain provisions of the new Constitution, foreign companies were prohibited from establishing new mining ventures in Brazil as sole or majority owners. They could now enter the mineral industry only as minority shareholders with Brazilian partners. Foreign companies already established in Brazil had a 4-year grace period to find majority Brazilian partners, or to establish vertically integrated processing operations (mining, processing, smelting, and refining). The new Constitution also prohibited foreign risk contracts for petroleum exploration.
