"Like other operating mine sites, Placer Dome Inc. - Campbell Mine has taken important steps over the last few years to address environmental issues.This paper will provide specific insights into the implementation of an environmental management system at Campbell. In particular, it will focus on how Campbell developed its plan of action; the lessons that have been learned; the over-all steps that are being taken to enhance environmental stewardship and effectively manage relationships with key stakeholders.IntroductionThe development of an Environmental Management System at Campbell Mine has been part of a general development in management practices which has taken place at the mine during 1990. This paper will discuss the components of the management system in the topic areas of: direction setting; environmental organization; issue assessment; emergency response plan; training ; monitoring/verification; reporting and data management; and relationship management.Although this paper focuses on environmental management systems, the development of this system has partly been a function of responses to other issues which have been addressed concurrently with environmental concerns. These other issues include development of operations management, human resources practices, and safety management practices at the mine. As the Environmental Management System developed, various stakeholders associated with local environmental concerns were identified. This group of stakeholders include the local community; municipal, provincial and federal governments; government agencies; Campbell employees; and the Placer Dome Inc. Corporation."

"AS THE TITLE implies, this paper will deal with the unusual rather than the standard practices as employed . at the property of North Rankin Nickel Mines, Limited. Fortunately •the mining, with the exception of permafrost conditions, and the milling practices, are the normal approaches dictated by the size, type, and character of the orebody. The unusual aspects are linked directly or indirectly to the isolated location and are •principally ancillary requirements or services covering a broad range from climate to supplies and from finance to entertainment. It is our intent to cover the more salient points of interest together with a brief description of the general operation.To understand the primary motivation of the mine, it must be made clear that North Rankin was conceived as a foothold in the Canadian North, that region embracing 40 per cent of the Dominion which ex-tends north of the commercial tree-line and which includes nearly 50 per cent of the Precambrian Shield, our mainstay of Canadian mining. Secondly, this project was born in an atmosphere of premium sales in the nickel markets, assuring a rapid pay-back of the heavy •capital expenditures. And finally, it has •been coddled through the stark reality of a competitive metal market with the hope and trust that the experiences and achievements will lead over the bill to a bigger and better mine in this virgin territory. This is the briefest story of the mine's history, but it pays tribute to the many people who, in thirty years since .discovery, have championed this project."

"In the following report, Altonorte Smelter owned by Xstrata will explain its experience with its denominated furnace called ""Continuous Altonorte Reactor"" since started up in March 2002. The Reactor is the main and only smelting furnace since the operation of Reverb Furnace was stopped (15 days after the start up of the Reactor) and it can be operate with dry concentrate for injection by tuyere and wet concentrated via Garr Gun when the injection system fails. From the started up of the Reactor, three operational campaigns have been carried out where in each one they have been increased their smelting throughput and availability. The flexibility reached by the technology bath smelting has allowed a high level of smelting of concentrate and revert materials. The high availability of the Reactor and overcoming problems that were considered of high complexity like the extraction of white metal and slag, refractory campaign, etc. has allowed the Altonorte smelter to project to smelting 1,200,000 tonnes per year with its only Reactor in next year."

The program to increase production at Sherritt Gordon's Lynn Lake property, which began in 1956, included increasing the rope speed and the horsepower of the ore hoist at the "A" shaft. Because of the limited power sup-ply from the two 7,000-hp. hydroelectric plants, and the ? 3,600 hp. predicted for the combined hoisting requirements of the three production shafts, it was considered desirable to lessen the impact of this type of load on the relatively small power system by equipping all future hoisting arrangements with Ward Leonard direct-current drives. The manually operated 8-by 4-ft. hoist at the "A" shaft had a rope speed of 1000 f.p.m., and was driven by a 385-hp., 380-r.p.m. wound rotor motor with liquid rheostat control. This A.C. drive was replaced by a semi-automatic Ward Leonard direct-current drive with a 515-hp., 566-r.p.m., shunt wound motor, providing a rope speed of 1,500 f.p.m. During several months preceding the con-version, all possible preparations were carried out to keep the changeover period to a minimum, and this resulted in a total shutdown time of twelve days. The capability of the "A" Shaft hoist was increased from 109 tons per hour to 134 tons per hour, and both mechanical and electrical maintenance were reduced considerably. The total cost of the conversion amounted to $130,000. The hoistmen who had been required for the manual A.C. drive were transferred to the new Farley shaft, and the reduction in operating labour costs of the "A" Shaft hoist

Flotation is regarded as the best available method of upgrading coal and mineral fines in the mining industry. However, its efficiency deteriorates rapidly with decreasing particle size. Furthermore, ultrafine concentrates are difficult to be dewatered economically. Due to these technological problems, some operators are forced to discard at least part of the ultrafine materials to tailings (or refuse) ponds, causing significant losses of valuable resources and creating environmental concerns. To address these technological issues, a new separation process named hydrophobic-hydrophilic separation has been developed on the basis of the recent advances in the science of hydrophobic interactions. The results obtained to date show that the process can recover and dewater ultrafine particles simultaneously with high separation efficiencies. Following a series of extensive laboratory tests, the process has been scaled up to proof-of-concept and pilot-scale continuous tests. The results obtained with desliming cyclone overflows, screenbowl effluents, and by-zero coal flotation feeds can be cleaned to less than 4% ash and moisture with over 97% organic matter (or coal) recoveries. The results obtained with mineral fines also showed encouraging results.

A bow-tie analysis is a safety review methodology that uses a structured approach that can be qualitative or quantitative to document the potential risk of safety incidents. The bowtie diagram itself provides a powerful graphical representation of the threats barriers, events, and recovery measures which are readily understood by the "non-specialist". This presentation will discuss how mining operations can use this valuable tool within their operations to understand the risks and apply the appropriate safeguards toward reducing these risks to acceptable levels.

"The neutralization process of SO2 from coal burning plants is a well-defined technology using limestone to form CaSO4 according to the following reaction: CaCO3 + SO2(g) + 1/2O2(g) = CaSO4 This paper presents the results of a study carried out to validate the option of capturing SO2 using gases from a non-ferrous smelter; SO2 content was up to 12% using a three-stage fluidized bed reactor. The difference in SO2 content affects equilibrium conditions and kinetics, rendering a direct extrapolation of the high efficiency achieved for low SO2 content impossible. The R&D program consisted of a laboratory study using a semi-pilot operation of a one-stage fluidized bed reactor and the construction and operation of a three-step reactor prototype. Results show that the reaction proceeds according to the unreacted core model that imposes a compromise between CaCO3 conversion and SO2 capture. For high SO2 capture, the calcine from the reactor contained CaSO4 and CaO. A complete capture of SO2 from gases with 8 vol.% can be achieved with a mean reaction time of two hours at 800°C."

Success in implementing new technology for metallurgical processes is not a foregone conclusion: This paper includes a survey of 23 new technology-based metallurgical plant start-ups, in which the authors have identified 7 successes, 9 difficult start-ups, and 7 failures. Success is defined not only as meeting the schedule and budget to the end of mechanical completion; the key goal is a fast ramp up to the full design production level, with minimum plant and equipment modifications required after start-up. This paper sets out the key factors that underlie achievement of a quick production ramp up curve, as determined from the authors' project experiences and a quantitative analysis of over twenty metallurgical plant start-ups, both pyrometallurgical and hydrometallurgical. Thorough test-work and pilot plants, plus appropriate scale-up to the full commercial plant, are key determinants of success in implementing new technology in metallurgical processes. Another critical factor is the number of new elements and their interactions. Project phasing is also particularly important for new technology projects, with appropriate review after each phase to develop a risk mitigation plan for the subsequent phase. New technology projects need committed champions to advance the project in the face of sceptics, but also require dispassionate and unbiased experts to ask the hard questions. As a project evolves, it is important to periodically question the appropriateness of assumptions, as well as to re-assess the relevance and completeness of data from test-work I pilot plants I industrial analogues. Sufficient human and financial resources are required to complete the often arduous implementation phase. During the ramp-up period, the operation generates little positive cash flow; however, significant expertise and capital are required for the de-bottlenecking projects that are often necessary to reach the plant's design output level.

"A set of experimental batch leaching tests studied the effect of pH, time, temperature, and stirring speed on the relative Cu, Co, Ni, and Fe leaching yields of an oxidized copper-cobalt ore sample in an aqueous hydrochloric acid solution. The results were statistically analyzed and modelled using the structural equation modelling method. Models showed that Cu, Co, and Ni leaching yields were strong functions of the leaching time and leaching temperature, whereas the Fe leaching yield depended on the leaching temperature, stirring speed, and pH. Under optimum leaching conditions yields were 99.8% Cu, 82.4% Co, 91.3% Ni, and 30.6% Fe.RÉSUMÉ Une série d’essais expérimentaux de lixiviation en bâchée ont été menés pour étudier l’effet du pH, de la durée d’attaque, de la température et de la vitesse de brassage sur les rendements relatifs de lixiviation du cuivre (Cu), du cobalt (Co), du nickel (Ni) et du fer (Fe) d’un échantillon de minerai de cuivre-cobalt oxydé dans une solution aqueuse d’acide chlorhydrique. Les résultats ont été analysés et modélisés statistiquement à l’aide de la méthode de modélisation par équation structurelle (SEM, de l’anglais structural equation modelling). Les modèles ont montré que les rendements de lixiviation du Cu, du Co et du Ni dépendaient énormément de la durée d’attaque et de la température de la lixiviation ; le rendement de lixiviation du Fe, quant à lui, dépendait de la température de la lixiviation, de la vitesse de brassage et du pH. A major clay products industry in the Medicine Hat area since before 1910 has maintained a continued interest in the clays of the Cypress Hills. For the first forty years the materials used were local red-burning Cretaceous and Pleistocene clays and sands and high-quality stoneware clays of the Whitemud Formation at Eastend, Saskatchewan. Recently a much broader spectrum of raw materials has been brought into use. Including the exposures of the Eagle Butte structure, the Cypress Hills present a 1200 m section of clay-like sediments. Of this 1200 m about 94 per cent, the high montmorillonite shales of the Upper Cretaceous, can be considered useless, or nearly so; the remaining six per cent, all fresh-water beds, presents a wide variety of potentially useful materials. The development of these clay resources is complicated by deep surface creep on the south flank of the Cypress Hills, by largescale slumping on the north flank and by a structural complex in the Eagle Butte area.

A possible way to characterize (classify) frothers using gas holdup as a surrogate for bubble size was explored. Nine surfactants with a range in chemical structures were selected and tested in a bubble column instrumented to measure gas holdup and superficial gas velocity. A correlation between frother type and gas holdup was observed: for alcohols, gas holdup increases with hydrocarbon chain length and the effect is the same whether the chain is branched or straight; for polyglycols, gas holdup increased with number of propoxy groups. The ranking by gas holdup gave the same result as other frother characterization techniques.

The manufacture of sulphuric acid from the off-gas of pyrometallurgical processes in the production of heavy metals is one of the common methods of effective recycling of sulfuric anhydrite. The new Impact-Inertial Devices with the rectangular contact channels (IIRCh) and the internal circulation of liquid allow the injection of an absorber into the phase's interactive cell by utilizing the gas stream energy and by this way increasing the sulphuric acid yield and reducing the power consumption. These devices have the following advantages: simplicity of design, smaller size, low capital expenses, absence of irrigating system, high operational reliability, simultaneous cleaning of solid, gaseous and liquid impurities and also cooling of gases etc. The IIRCh efficiency is almost 18 % higher and they require 1.3-2 times lower energy when compared with Venturi Absorbers. Also the elevation of spraying nozzles or injectors is 1.5 times lower in the IIRCh case.

THE property of Buffalo Ankerite Gold Mines, Limited, is in Delora township, Porcupine area, Ontario. The southwestern part of the property is ground formerly owned by Marbuan Gold Mines, Limited, which was acquired by Buffalo Ankerite in January, 1936. Until 1938, the Ankerite (or North) mine and the Marbuan (or South) mine continued as separate operations, each developed through a surface shaft and winze to the 1050 level and each having its own mill. This meant high hoisting costs, which, in 1936 and 1937, amounted to 36 cents per ton. In 1938, the underground workings of the two mines were connected on the 1050 level, and ore from both mines was hoisted at the main, or No. 2, shaft of the North mine, location of which is shown in Figure l. This shaft was discontinued at a depth of 1150 feet because, owing to the soft nature of the talc (serpentine) rock in which it was sunk, it had to be concreted throughout, and also because of its great distance--1,100 feet and 1,400 feet, respectively-from the North and South orebodies.

For base metal sulphides, iron rejection starts in mineral processing. This review focuses on the changes in plant practice specifically to improve iron sulphide rejection by controlling contaminant ion effects and discusses selected innovations in mineral processing that can be expected to play a role in iron control. One change to control contaminant ions is size reduction (the use of stage grinding and inert stirred milling) and another is system chemistry (order of reagent addition and exploitation of the flexibility of sulphoxy species). Plant examples illustrate the successes, and indicate that there are several options available. The general innovations consider the new tools for measuring gas dispersion properties and quantifying froth characteristics from images. Examples of their application to improve concentrate quality illustrate the potential. Other innovations adapt geostatistics to model variations in ore flotation response to provide feed forward control and rigorously apply the statistical experimental methodology in plant test work. An example from one concentrator shows that significant improvements to reduce the iron content of concentrates can be achieved by applying these basic principles.

"Construction, equipping and planned operation of a new laboratory for engineering-teaching and research in coal and mineral processing is described. This facility will provide approximately 1860 m2 (20,000 ft. 2 ) of laboratory space with nearly half devoted to a new venture in coal preparation. Two high-bay, overhead crane-accessed areas will accommodate major unit operations for each of the ""coal"" and ""mineral"" laboratories. COAL PREPARATION FACILITIES:The coal facility provides three main functional areas:(1) Sample preparation (drying, blending, crushing, screening) and sink-float washability testing.(2) Unit operations U1igh-bay, serviced by crane).(3) Analytical laboratories.(l) Sample Preparation and Sink-Float TestingBreaking or comminution of coal will be accomplished using a rolls crusher, a hammer mill, a jaw crusher, or a pulverizer. Capacity to prepare coal at rates of up to approximately 4 tph will be provided by some of these units. Large diameter (~0.5m) baths of heavy organic liquids will be available for sink-float washability tests on coal samples of several kg. Particle sizes of up to 25 mm can be tested in these baths. Smaller scale washability tests on finer samples will be accelerated by centrifuges."

In 2002, Kennecott Utah Copper Copperton Concentrator installed an Expert Control system for optimization of their SAG and Ball milling circuits. The advanced process control has been well received and is utilized well over 95% of the time. In the years since, many lessons have been learned and many advances have been made. Improvements have produced millions of dollars of benefits and have included directly controlling feedrate with complex logic as opposed to using a bearing pressure controller, modifications to how sound is used for control, modifying logic for maximizing asset utilization and using advanced control for automating equipment restart.

Although there is no widely accepted rigorous definition of handleability, the handling coal characteristics often referred to as handleability define whether a coal has the ability to flow unhindered through the processing and transportation systems. The handleability may be severely affected if fine coal particles tend to aggregate. In the pelletization process, the rolling action of the drum is applied to bring the individual particles into proximity with each other so that they can aggregate and form pellets. Because of apparent similarities between these two processes, the pelletization tests are carried out in parallel to the handleability tests in this project, and the pelletization results are used to explain coal handleability properties.

This paper explores the financial impact of the initial version of the Saskatchewan Potash Reserve Tax; first, a one; and second, in conjunction with the other taxes affecting the industry's profitability. A though the introduction of the Reserve Tax is shown to lead to a substantia increase in a hypothetical firm's effective tax burden, the more unusual outcomes frequently attributed to this levy on y occur after the imposition of other non-provincial tax rulings. Despite this qualification, the results obtained suggest that the Reserve Tax undoubted y acted as a catalyst in the polarization of attitudes during the ear y period of industry/government confrontation

"Significant energy savings are often possible for centrifugal compressors operating in parallel by improved control strategy and improved instrumentation. Blow-off can usually be reduced by improved surge control combined with a better control strategy for loading and unloading the group of machines. More precise and stable pressure control then becomes possible. This improved control strategy will also decrease the frequency of operation near the dangerous limits of surge or overload or overspeed. A sample station of mixed centrifugal and reciprocating compressors is examined and a substantial energy saving with the recommended control strategy is projected from operating data. Present Operating Conditions of the Compressed Air StationThe Compressor StationThe compressor station described here has three centrifugal compressors and three reciprocating. It supplies a mine in New Brunswick.Compressed Air and Power ConsumptionFigure I and Figure 2 provide graphs of air consumption and pressure changes based on the owner's data.During the typical two-shift operating day (Fig . I) in the non-productive shift (midnight to 8:00 a.m.), the consumption stays at a level of 9,000 SCFM. This corresponds to a pressure of 110 PSIG. Then, after 8:00 a.m ., the air consumption starts to increase and th e pressure decreases. Around 10:00 a.m., the consumption reaches its maximum level at 97 PSIG. Around II :30 a.m., the air consumption starts to decrease because of the production drop during the lunch break of the first shift. Pressure increases again up to 109 PSIG. After the break, consumption rises to its maximum level over 16,000 SCFM andpressure drops to 97 PSIG.Around 2:30 p.m., the air consumption drops sharply to 9,000 SCFM because of the production decrease to zero level. This drop results from changing of shifts. The pressure at this time increases again up to 110 PSIG. The second shift (2:30 to II :30 p.m.) is an alogous to the first.During the three-shift operating day, the break around 4:00 . a.m . and the shift change around 6:30 a.m. cause sharp drops in air consumption. The pressure for almost the entire night shift stays near 110 PSIG because the station is working with blowing-off even under the maximum consumption. The analysis of Figures I and 2 shows that the pressure varies with the air consumption changes. During non -productive time (non-production shifts , shift changes and breaks) or during the night shift, the total station capacity is proportional to the discharge pressure.
