A resource rent taxation scheme is based on the concept of taxing the rent or surplus profit generated from primary industry activity. Rent has been defined as profits that remain after deduction of company income which corresponds to the minimum return necessary to attract private investment to a new project.Rent taxation schemes on the mining industry within the Australasian region have been examined and widely discussed during the decades of the 1970s and 1980s. Forms of resource rent taxation schemes have been imposed on Papua New Guinea mining, some sectors of Australian petroleum, the Roxby Downs venture and are being discussed for the New South Wales coal industry. While no introduced applications have been pure rent taxation schemes, the concept has generally come to encompass arrangements which tax rent at a partial rate which may or may not vary with the level of profitability or return.An examination is made of a number of the more recent schemes. Aspects which should be considered in implementation of new forms of this taxation are discussed. It is concluded that there is an increased acceptance for this form of taxation on the Australian mining industry.

A discrete event computer simulation model was developed for two of the stoping methods currently used at the Z.C. Mines Broken Hill oper- ations. The objective in undertaking this project was to provide an effective tool for mine planning and design to allow comparisons of alternative extraction strategies and attempt to optimise the allocation of capital equipment and human resources. The Slam II simulation program was used in conjunction with ,a com- monly used data editor, text editor and graphics package to allow the simulation to be done on a personal computer with minimum training requirements. The computer hardware used was a portable computer cur- rently available using 80386/20MHz electronics. Specific logic techniques were developed to allow the Slam II language to simulate mining opera- tions because it was originally developed for manufacturing and com- mercial simulations. The design of the model was based on observations and a data collec- tion campaign. The model was designed with flexibility which allows simple editing of the input data which includes: - Insitu volumes - Development statistics -Loadout efficiencies -Loader speeds, availabilities and capacities -Chute numbers, volumes, distances and blockage statistics -Trucking statistics -Work schedules -Utility statistics

During the period 1981 - 1991, Esso Australia and their Joint Venture partners have discovered about 180 MB of liquids (crude and condensate), 60 MB natural gas liquids and 800 - 1000 GCF of gas. A total of 48 wildcat wells were drilled including 12 new pool discoveries drilled from platform facilities. Significant discoveries include the West Tuna, Kipper, Blackback and Terakihi fields. These four discoveries, contribute to 75 per cent of the total reserves discovered in the last decade and were all high-risk plays. The Kipper discovery, in the pre-Latrobe Golden Beach Group top sealed by volcanics, and the Blackback-Terakihi discoveries, located on the present day continental slope in water depths ranging from 300-700 metres are both the result of successful drilling outside the traditional exploration bounds for the basin. During the last decade, Esso and its partners have spent about A$400M on wildcat exploration activity. The exploration success rate, excluding platform based drilling, has been 50 per cent for wildcat wells. On a technical front, the last decade has heralded substantial improvements in seismic data quality. Peak frequency content in seismic data at the Latrobe Group target levels is now double that of the early 1980s. Significant advances have also been made in our understanding of sequence stratigraphy, geochemistry and geohistory of the basin.

Geometallurgy is not a mechanism designed to replace current geological and metallurgical deposit characterisation but an added component required to understand orebody variability. Current geological characterisation approaches focus on understanding deposit genesis aimed at identifying new mineralised regions and metallurgical characterisation determines parameters required for engineering design of processing plants. Geometallurgical integration has the task of drawing on aspects of each stream to enable spatial mapping of performance indices across a deposit. It is a complimentary activity to current practice and adds a new dimension to orebody knowledge. Although the notion of conducting an integrated geological and metallurgical analysis is not a new concept, limited publications exist in the field proposing integrated methods, with several technical issues existing in current geometallurgical integration approaches. An iterative method drawing on existing geological and metallurgical characterisation and new measurement tools and inputs is proposed. The integrated method comprises of discrete components dynamically linked together through iterative feedback loops with each component having a specific purpose achieved by applying a range of data acquisition technologies and statistical tests. The key outcomes of the method are:overcoming the lack of optimised geometallurgical domains relevant to processing performance,development of a rigorous approach to identifying parameters controlling processability,improved protocols for relevant metallurgical test data and sample selection, andability to generate greater data support to enable rigorous geostatistical modelling of geometallurgical attributes. This paper outlines the integrated mapping and modelling method developed and draws on multiple data acquisition technologies applied within the AMIRA P843 GeMIII Project.

Western Australian tin deposits are similar to those of other Precam- brian terrains in that they are mainly associated with rare-metal pegmatites, in which cassiterite is found with minerals containing any or all of the elements Ta, Nb, Be, Li, Cs, Rb and the rare earths.. They differ from Phanerozoic deposits where cassiterite occurs in quartz veins, greisens, dis- seminations in granite or sulphide lodes, and is associated with minerals containing W, Mo, Bi, Sb, As, Ag, or Cu. The main tin production in Western Australia has come from the Pilbara Block where the more important tin- bearing pegmatites are related to a younger granite phase, and from Green- bushes where large albite pegmatites intrude ?Proterozoic metamorphic rocks. The more important tin deposits in the Pilbara Block, and those in the Halls Creek and Murchison Provinces, are related to granites which are richer in Si and K and poorer in Ca, Mg, Fe and Ti than 'average granite'. The tin granites tend to have higher than average contents of Sn, Rb and Li.

The optimisation of slope angles, that is to say, increasing them, compared to the original design is always the subject of analysis of stability for geotechnical engineers and economic analysis for planning engineers. Questions to be answered include: What is the acceptable risk? What factor of safety? What probability of failure or reliability? The Rosario Open Pit has a history of failure, poor quality rocks and high pore pressures. It was decided to deepen the pit below the programmed design to test the practicality of different design approaches, which if successful, could be used to improve the economics of mining at Collahuasi. The revised slope design has factors of safety in the range of 1.0 to 1.2, probabilities of failure of ten to 38 per cent, and increased slope angles of between 3¦ and 5¦ with respect to the original design. The pit deepening with these design slopes will deliver an extra two million tonnes of ore which will have a significant positive impact on mining economics.

An exploratory study has been carried out on the applicability of pre-nucleated feed in pelletising operations. Measurements of the pellet quality parameters showed that iron ore pellets prepared in the above manner, generally meet the specifications required in international pellet traffic. Several potential economic advantages, such as reduced grinding power requirements, increased line productivity and shorter start-up periods, became apparent during the study.

Coal exploration and mine planning now use all the modem techniques to indicate geological hazards to a new or developing coal mine. Drilling, seismic and other sophisticated geophysical methods aim to increase the reliability of prediction of features which will inhibit mine development. But do they?. During the past 40 years, geological investigations for coal mines in New South Wales have ranged from the general observations of Eric Rudd, in the Southern Coalfield in the late 1940s to the very detailed examinations of roof strata by John Shepherd and others in the 1980s. Then, the large scale regional relationships between sedimentary and structural features often were ignored as the minute examination of seam roof strata became fashionable.

Today there is a vast amount of information available relative to the performance of tunnel boring machines, and associated systems. The data referred to here consists of project reports, manufacturer's equipment literature and papers concerning almost every aspect of the excavation process. Why is it then, that many projects that employ full face tunnel boring machines (TBMs), on average perform significantly less than the peak performances reported in this industry?

Since the mid-1990s, the Chino Mine Facility (Chino) located near Silver City, New Mexico has been developing a closure plan with financial assurance to protect water quality, as required by State regulations. In February 2002, Chino and the New Mexico Environment Department (NMED) reached agreement on a closure plan; a closure cost amount of approximately $US 394 million ($A 591 million) was finalised in April 2003. Both the New Mexico Water Quality Act Regulations (1977) and the New Mexico Mining Act Regulations (1993) guided development of the closure plan and financial assurance amount. The process incorporated many years of correspondence, studies, negotiations and administrative hearings. The major technical issues focused on regrading slopes of the leach ore stockpiles and waste rock piles; cover systems; water treatment systems; and abatement of ground water contamination. The proposed financial assurance amount covers all closure costs and provides for perpetual water treatment.

Net solar radiation is one of the key factors affecting evaporation from soil covers on waste rock dumps. While net solar radiation is normally taken as a uniform parameter over a site for modelling purposes, there can be significant variation in the radiation actually received on various portions of the dump. These variations are a function of the difference in the cover slope and direction of exposure. A predictive model has been developed to calculate the actual radiation received on the dump surfaces, based on the net radiation data measured at a weather station on a horizontal surface. The model has been designed for application at any mine site in the world, and can be used in conjunction with evaporative flux models to help estimate the effect of three-dimensional variations in the cover surface exposure. The waste rock dump at Equity Silver site (located in British Columbia, Canada) has a barrier-type soil cover system to limit oxygen entry and water infiltration. This cover has been monitored for the past nine years. The new net solar radiation model has been applied to this site and the predicted net radiation was compared to the values of actual net radiation measured on the site. The predicted variations in net radiation over the three-dimensional surface of the waste rock dump have been applied to calculate spatial variations in potential and actual evaporation (or evapotranspiration) from the site. Preliminary analyses indicate actual evaporation from a site at this latitude could vary by a factor of two for exposed versus shaded slopes. The implications of these variations for the site are considered.

Based on the cubic law, the hydraulic aperture of rock discontinuities has the most significant effect on the hydraulic conductivity of jointed rocks. The hydraulic aperture of rock discontinuities is a stress-dependant parameter and reduces with increasing applied stress. Furthermore, the rock stress increases with increasing depth. Therefore, hydraulic aperture is a depth-dependant parameter. In this paper, new empirical equations are introduced to calculate the hydraulic aperture of rock discontinuities at different depths. These equations were developed on the basis of back analysis of compiled packer tests from different actual cases. They provide the capability to calculate range of variation and average hydraulic aperture when the orientation of discontinuity and field stress tensor are given. Furthermore, it is possible to calculate the hydraulic aperture of rock discontinuities when its value is given for another depth. A hydraulic aperture of 7.7?µm was calculated by this method, comparing well with a reported site value of 8.3?µm for rock discontinuities at the Stripa mine project at a depth of 385?m. These new equations can be used by analytical or numerical methods to estimate the hydraulic conductivity of jointed rocks.CITATION:Zoorabadi, M, Saydam, S, Timms, W and Hebblewhite, B, 2014. Copper has been mined intermittently at Gunpowder, north of Mount Isa, since 1927. Most ventures have had some initial success but fluctuating copper prices, the small-scale of the operations and the remoteness of the site led to closures or sale. Processing routes have included direct sale of high grade ore, flotation of oxide and sulphide concentrate, and copper cement production from mine solutions. Copper cathode has been produced by heap and in-place leaching coupled with solvent extraction and electrowinning (SX/EW). Aberfoyle Limited recently purchased the Gunpowder operation and is expanding operations. An innovative high recovery tank leaching process, including a low temperature, low pressure autoclave, has been adopted. Copper cathode will be produced from an expanded solvent extraction/electrowinning plant at approximately 45 000 tonnes per year. The combination of expanded throughput and high metal recoveries will make Gunpowder a cost competitive producer.

The stratiform and vein-type pyritic silver-Iead-zinc-copper sulphide deposits of Sunny Corner, NSW are hosted by acid volcanic and clastic sedimentary rocks of Middle Silurian to Early Devonian age. The rocks have been subjected to low-grade regional metamorphism (prehnite-pumpellyite facies) and three phases of folding and four faulting events are recognised. Pyrite is intensely fractured, indicating brittle deformation. Chalcopyrite and galena exhibit deformation twins and slip planes indicating ductile deformation; sphalerite and chalcopyrite show straight and curved grain boundaries and dihedral angles of 120° as evidence of annealing recryslallisation. Sulphur isotope ratios for 22 samples from five deposits range from 1.7 to 10.7 per mil and average 7.4 per mil. Sulphur isotope data are similar to those from other stratiform sulphide deposits in acid volcanic rocks of Late Silurian age in the eastern Lachlan Fold Belt, especially Woodlawn and Captains Flat and together with other features of the mineralisation, suggest a volcanic exhalative origin for the Sunny Corner deposits.

The 1980's has seen a revolution in gold mine developments in Australasia. We are witnessing a near ten fold increase in all phases of gold mine development ranging from exploration through to production. Ounces produced have yet to mirror this activity but have increased from a low point of 600,000 in 1980 to 1,800,000 ounces in 1985 in Australia alone. In 1980 the region had less than 10 gold mines, yet 14 new mines started production in 1985 and as many as 28 might start up in the next 18 months. Developing gold mines in the 1980's in Australasia has not been the easiest of jobs, yet the great number of new developments suggest that we have entered a new era that will rank in history along with the 1850's, 1890's and 1930's as high points.Within- our Australasian region two very distinctive styles of gold deposits are being discovered and developed. On the Australian mainland the new mines are in geologically old rocks and are mostly the low grade haloes surrounding worked out high grade deposits. Most are limited life open pit operations depending on recent innovative carbon-in-pulp or heap leach technology. In the Pacific Islands region the style of discoveries are geologically recent, large bulk-low-grade deposits often geologically analogous to porphyry copper deposits. These deposits are typically 10 to 20 times larger than those being proved up on the Australian mainland.

Bulga prospect in central New South Wales is a small but well documented volcano- genic massive sulphide occurrence (450,000t of 0.8% Cu, 1.3% Pb, 5% Zn and 0.45 g/t Au) Cambrell and Kirk (1974), and Chisholm, (1976). Mineralization is localised near the interface of felsic pyroclastics with overlying silt- stones and along adjacent faults (Fig. 1). Operating metallurgists spend a significant part of their time running plant trials to compare two or more conditions in order to improve the process, such as a new reagent, flow sheet or piece of equipment. The best way to conduct such a trial is as a paired experiment when testing two conditions (eg 'old' and 'new') or a randomised block design when testing more than two conditions. These experimental designs should always be preferred over alternatives if their requirements can be met, because they block the effect of uncontrolled variables ('covariates') and are the most statistically efficient, ie they will lead to the required level of confidence in the outcome faster than other methods. Sometimes, however, it is not possible to switch condition easily, which is a prime requirement of these methods. In such cases the only option may be to switch condition once only, and compare the process performance before and after the switch. Examples are testing grinding media, large equipment, or long residence time processes such as leach trains or CCD thickeners. This paper considers some data analysis methods to deal with this situation. Modelling with intervention analysis (IA) uses regression models with a dummy variable to indicate the presence or absence of the test condition. IA with a time series model ensures that the residuals are uncorrelated. IA with a process model helps to deal with the problem of covariates. The reference distribution is a method free of any statistical assumptions but is less powerful than the other methods. Cusum charts are a helpful visual aid to interpreting time trends. A combination of these methods can help improve the confidence in the final decision. None are as good as a formal experimental design such as a paired trial.

With the burgeoning opportunities for new gold mines to be developed the opportunity now exists for a reassessment of the optimal processing path for these gold ores. Projects have traditionally followed the path of whole ore cyanidation with either Carbon In Pulp (CIP), Carbon In Leach (CIL) or Merrill Crowe. The challenge ahead is whether these traditional processing methods are the best option for stakeholders, or to go beyond CIP and use a combination of currently available technologies that can be used to provide gold recovery at a significantly reduced capital cost and minimal deleterious impact on the environment. Either stand alone or combinations of gravity concentration and flotation, can produce a gold bearing concentrate that can then be fed directly to a batch or continuous intensive cyanidation unit. Treatment of a gravity/flotation concentrate by intensive cyanidation may be processed by the InLine Leach Reactor (ILR) developed by Gekko Systems of Australia. The advantages of the technology combining gravity/flotation followed by intensive cyanidation are significantly reduced capital costs; improved safety due to reduced cyanide inventories; the majority of tailings un-contaminated by cyanide; less energy required due to an opportunity for an increase in grind size û reducing green house gas emissions; detoxification of concentrate tailings can minimise tailings disposal and containment requirements.

Magnesite and dolomite are two salt-type minerals. The surface characteristics of these two minerals are almost the same. It is very difficult to remove dolomite from magnesite ores by flotation process. The present study was performed to develop a new collector and a better flotation scheme for magnesite from dolomite. The flotation tests show that there exists a significant difference in flotability between magnesite and dolomite when dodecyl phosphate synthesised with dodecanol, phosphorus oxychloride and other chemicals is used as collector. Sodium silicate was used as the modifier to improve flotation selectivity. It was found that sodium silicate selectively depressed magnesite at pH 4.5 - 7.5. The separation of magnesite from dolomite was achieved in a reverse flotation which resulted in a 76.1 per cent yield of magnesite with a grade of 47.3 per cent at 100 ppm dodecyl phosphate and 75 ppm sodium silicate. The flotation mechanism was investigated by characterising surface electrical properties and measuring the adsorption density of the reagents on magnesite and dolomite.

Acidless and fluoless flotation is a new method for separating feldspar from quartz at the natural pH value of tap water in the absence of any acid and fluoride and other inorganic reagents. The paper introduces the production application of this method in plants and research results on the mechanism involved in the flotation method.
