Operational readiness is a commonly used term in mining and many other industry settings. However, translating this term into a coherent scope of work that is practical and meaningful is a challenge faced by many mining projects. This inhibits the allocation of resources to the work and its completion. The problem is with understanding how the terminology applies to establishing a mining operation. Resolving this problem requires clarity around what operational readiness means for a mining project’s transition to operations and who owns the tasks of completing operational readiness. The motivation for resolution of this problem is in appreciating the consequences arising from any lack of clarity in definition of this task, the timing of the work, and ownership for its completion. In broad terms, these consequences amount to an erosion of value at a critical time for both the new mine and the company and shareholders. This situation often arises where operational readiness is not adequately addressed in project’s study phases. As a result, neither time, resources nor money are adequately provided to complete the work required. In other cases, operational readiness is sometimes assimilated with the delivery of the project’s physical assets by the project’s construction team, rather than aligned with the establishment of the operating team to deliver the desired operational outputs. This paper argues that operational readiness starts in a project’s study phases and flows through into the start of operations. The definition of operational readiness is discussed as a task, and a model for its planning and completion is presented. This discussion includes assigning ownership for operational readiness planning and delivery to the General Manager of a new operation and the operations leadership team, who are central to the success of this work. After all, the reputations of this leadership team depend on the performance of the operation in its first few years. The author’s work over the last 20 years, leading operational readiness programs and the preparation of feasibility studies for mining projects, has provided the insights and evolution of ideas that are central to this paper. Operational readiness is fundamentally directed at ensuring a new mining operation gets away to a successful start and builds a solid foundation for the future of the mine/operation/province. It requires clarity of purpose, ownership and coordination by people in the operating team, and their preparation of the requisite process definition and establishment of the significant relationships required for operations. Without its successful completion, it is unlikely the new operation will meet and sustain its start-up targets. This paper discusses a practical approach to operational readiness for mining projects.

The development and optimisation of mill discharge trommels, and specifically their screen panels, can be a neglected area in the complex operation of a minerals processing plant. Trommels are often seen as a ‘set and forget’ component of the circuit, even when significant improvements in design are possible. A redesigned trommel and panel arrangement has simplified and added flexibility to the plant shutdown schedule at Kirkland Lake Gold’s Fosterville Gold Mine in Central Victoria.Prior to the trommel redesign, the shutdown frequency was determined by the expected life of trommel panels at 14 weeks. Planning downtime around this item led to higher maintenance costs and wastage in other areas of the plant. This was particularly disruptive with respect to mill lining change-outs, which were forced out of sequence and often changed prematurely. Fosterville Gold engaged Metso Australia Limited to propose a new trommel design that would better suit the site. The new trommel was engineered to balance simplicity with performance, and incorporated the latest in Modular trommel design, modelling and Finite Elemental Analysis (FEA). Modular Panels and Spiral Segments achieve significantly longer life, and allow in-situ panel change outs, flexibility in spiral and dam positioning and an improvement in classification performance. Trommel panel life has significantly increased from 14 to 71 weeks in the trommel’s highest wearing zone. The new design has eliminated some risks to safety by reducing manual labour and lifting requirements during shutdowns. There is greater flexibility with respect to shutdown requirements. The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

For metallurgical plant design, it is necessary to progress through successive phases of test work, piloting and process development before involving all the other engineering disciplines and “freezing” the process design criteria and flow sheet. This process usually relies upon the experience, skills and personal preferences of various technology providers, study and engineering entities, test work and metallurgical laboratories and, most importantly, the owner’s team and its operators. Current industry trends include lower grades, more complex orebodies, geometallurgy in defining orebody variation and design envelopes, more common “hybrid” plant processes and the market demands for more reliable, timely and predictable early plant performance.This paper will discuss interaction of these trends and provide guidelines for the level of detail and technical complexity required for a number of different “typical” examples. The paper will pay particular attention to the study definition level translated into the required detail and certainty needed by the overall process “owner” and original equipment manufacturer (OEM) equipment suppliers to ensure the best real plant performance. Some recent case studies will be discussed. In many projects, at a late stage of project definition, it has become common practice to undertake a “value engineering” phase. Although it could be argued that this should be undertaken earlier, it is largely driven by an overall need to reduce capex and “optimise” the perceived “fat” built into the project during the detailed design process. This value engineering can be very counterproductive to project timing and operational performance and warrants discussion.The paper is intended to promote discussion on a topic of wide interest. Grade control systems within Rio Tinto Iron Ore have proven to be robust, when mining full benches. The Hope Downs 1 operation hosting two Marra Mamba Iron Formation deposits (North and South Deposits) presents a new challenge, where increased mining selectivity due to moderately plunging N-verging folds has made flitch mining necessary in the South Deposit. Poor flitch blasthole sample duplicate results in South Deposit over a 12 month period, compared to North Deposit, have highlighted concerns with grade predictions. In contrast a new grade control methodology (grade splitting) was proposed to alleviate blasthole sampling bias, utilising geological mapping and mineralogical logging, currently practised throughout Rio Tinto Iron Ore Pilbara operations, to estimate theoretical grades for each flitch from a single blast cone assay. To assess this method, reverse circulation holes (RC) were twinned to blastholes establishing an ‘actual’ grade. These blastholes were assayed using current flitch sampling techniques where: flitch positions were estimated, flitch positions were marked with paint, and a full cone sample was taken for ‘grade splitting’. Using these data sets multiple grade predictions were produced, then analysed using Half Absolute Relative Difference (HARD) statistical analysis. In addition to testing these grade control methodologies two other findings were ascertained: an inherent bias in blasthole assays exists particularly in the top flitch, where an average absolute difference of 0.6 per cent in SiO2 and 0.42 per cent Al2O3 was measured; and assays derived where kaolin rich soft shales are intersected were less representative. This is likely to be due to these materials not being properly represented in blast cones. Grade splitting accurately estimated block chemistry, except for a slight under-prediction in Al2O3 and P compared to current grade control methodologies. This method is a viable alternative where grade distribution is stratigraphically controlled.

PT Freeport Indonesia (PTFI), operating in the Ertsberg Mining District in the Province of Papua, is developing the Grasberg Block Cave copper-gold mine. The site aims to output 160 000 t/d and will be located underneath the current Grasberg Open Pit. Initial studies of the potential to develop a block cave mine in the Grasberg orebody have revealed that the mine will require significant volumes of air. The Grasberg Block Cave (GBC) project requires four primary fans (3750 kW each) to support production at full capacity.Fan #1 commissioning was accomplished successfully on 9 February 2012. However, Fan #2 chamber, which is separated by a 20 m pillar, had not been completed. The main challenge was Fan #2 chamber still needed to be benched. The risk of damage to the critical infrastructure in Fan #1 chamber, including ground support, cracks in pedestals, and misalignment in the impeller shaft were considered. The challenges were blasting the bench without damaging the surrounding infrastructure, completing the work safely and meeting the schedule. This was achieved with the engineering control methodology. Olympic Dam is the eighth largest Cu deposit and the largest U deposit in the world, with approximately 35 million tonnes of contained Cu and 1.2 million tonnes of U. The most recent resource estimate was for 2.95 billion tonnes of mineralised material with average grades of 1.2 per cent Cu, 0.4 kg/t U, 0.5 g/t Au, 2.6 g/t Ag as contained mineral resources. Olympic Dam is expected to produce >200 000 tonnes of Cu and 4200 tonnes of U3O8 from 9.8 million tonnes of ore in 2004, making it the 12th largest Cu producer in the world. One of the impediments to achieving targeted rates of production has been oversize material (>0.9 m) reporting to stope draw points. A major contributor to oversize material may be overbreak along pre-existing structural weaknesses from stope walls and backs during the production life of a stope. Underbreaking to structures can also have a detrimental effect on the performance of a stope. In an effort to understand the influence of structural geology on stope performance, WMC Resources and SRK Consulting partnered during 2003 to refine the current system of structural mapping, and to use historical data to produce a structural interpretation covering a large part of the mining area. The interpretation has been wireframed in DATAMINETM into a three-dimensional structural framework model. To date, there are more than 600 structures of >50 m strike length incorporated into the structural framework model, which covers a study area 1500 m + 600 m + 350 m. A back-analysis exercise to assess the influence of interpreted structures on overbreak and underbreak was completed for laser-surveyed stopes.

Barcelona Metro Line 9 (Line 9) is an essential infrastructure, improving the transversal transport in Barcelona by connecting the greater part of the currently existing radial lines. The purpose of Line 9 is to create a peripheral line surrounding the city of 1.6 million people (metropolitan area exceeds five million), and includes 52 stations, of which a total of 32 are deep shafts and 19 transfer stations in a densely populated area with several geographical constraints.The tunnel has an inner diameter of 10.90 m, bored with an earth pressure balance (EPB) tunnel boring machine (TBM) in soil sections with precast concrete lining type universal ring and segments 40 cm thick.A single tunnel solution was adopted, driven by functionality and costs savings. The internal tunnel section is divided into two levels to allow for one way rail transit including the platforms in each station on each level in order to optimise the space created by the TBM excavation and comply with the operational needs. Through an ambitious but relatively low-cost program of marine fieldwork, laboratory investigations and technology-transfer and training activities, three Indonesia-Australia-led marine expeditions were undertaken aboard KR Baruna Jaya VIII between 2001 and 2003. These IASSHA (Indonesia-Australia Survey for Submarine Hydrothermal Activity) cruises have sought to discover and investigate a variety of potential ore forming hydrothermal systems in a range of tectonic settings. All cruises have been successful, both scientifically and from the point of view of training, creation of capabilities and capacity building for such research in Indonesia. Over 60 scientists and technicians from Indonesian and Australian institutions and agencies have been involved. Three new sites and a possible fourth site of hydrothermal activity were discovered in the Sangihe arc in northern Sulawesi. Surveys in the Tomini basin tested a hypothesis based on previous data which suggested this might be an isolated anoxic, brine-filled basin over 2000 m deep where igneous heat sources existed to generate hydrothermal mineralisation. The bay, however, was found to be open to adjacent deep ocean circulation, and there was no evidence of massive base metal sulfides. Subdued evidence of hydrothermal activity was found in the Sunda Strait associated with the famous Krakatau volcano and the extension of the seismically active Semangko Fault. The BANDAMIN program (Indonesia-Germany) covered a portion of the Banda arc in eastern Indonesia, and also found evidence of recent hydrothermal activity and epithermal sulfide mineralisation.

Most mine ventilation engineers are involved in ventilation planning and design in some capacity. Ventilation modelling software used by a competent experienced ventilation engineer is extremely useful in developing good ventilation designs by allowing assessment of a wide range of potential options. Unfortunately, ventilation modelling undertaken by persons who do not have sufficient experience or knowledge usually results in a façade that covers up a fundamentally unsatisfactory design. Ventilation models are produced for a wide variety of purposes including: fault-finding of a problem area in a mine and options analysis for resolution of such problems; a complete review or optimisation exercise of an entire mine’s ventilation system; or a much longer life-of-mine type of study. Models can be intended as the basis for studies with diverse purposes such as primary shaft or airway sizing, primary fan specification, examining re-entry times after blasting, resolving leakage or recirculation, or investigating the impact of fires or underground climate or cooling requirements. The concepts of ‘materiality’ and ‘fitness for purpose’ are essential to developing or using a ventilation model and serious mistakes have been made in wrongly using a ventilation model for purposes for which it was never intended, often because it is simply the most recent model on the mine site. Mistakes at this level often translate into faulty ventilation strategies and inefficient or ineffective use of scarce capital for ventilation projects. Validating a ventilation model is a time-consuming and expensive process and not every model must (or even should) be fully validated to meet the objectives at that time. This paper discusses the application of quality assurance in ventilation planning with particular respect to the ‘basis of design’ (BOD) as well as the standards for validating a ventilation model. It also provides a recommended way of dealing with non-conformances in measured versus modelled values of critical parameters in the model.CITATION:Brake, D J, 2015. Consolidated Rutile Limited (CRL) was one of the best performing mining stocks of the turbulent 1980s, having a very high payout of franked dividends. In contrast to some other mining groups, it was not highly involved in the speculative lead-up to the 1987 sharemarket crash. Its base was firmly laid through a succession of decisions that were taken in the period 1982-1985. These decisions and the rationale behind them are outlined in this paper. CRL began the 1980s in a highly favourable position. It had successfully pioneered the transition to high-throughput mining of the high dunes on North Stradbroke Island (NSI), commissioning its 2100 tph cutter suction dredge at the Bayside reserves in 1978 at the time of rising prices, such that it was able to pay off its modest bank loan within 18 months. The June 1980 results showed a record after-tax profit of $5.6M, from total assets fo $26.5M and sales tonnages of rutile and zircon of around 50,000 tonnes each.

The total number of tailings accidents has reduced from over 50/decade in the 1960s-1980s to less than 30/decade in the 2000s to 2010s. However, the rate of significant tailings dam failures has not been reduced. The significant tailings dam failures the mining industry experienced in the recent history include: Merriespruit, South Africa, 1994; Los Frails, Spain, 1998; Kolontár, Hungry, 2010; Mount Polley, Canada, 2014; and Samarco, Brazil, 2015. The conventional Factor of Safety approach itself may not be enough to further reduce the rate of significant tailings failures due to its limitations such as uncertainty. For example, the same factor of safety could have a vast range of annual probability of failure for different tailings dams, and insufficient consideration of failure consequence. This paper presents a risk based approach for design with the objective being to minimise tailings dam failures, especially those significant tailings failures with high consequence and low probability. This approach includes risk based design and risk management using bowtie tools. In the risk based design, quantitative analysis will be used to estimate the annual probability of failure and the tolerable failure criteria is linked to the consequence category. Bowtie analyses will be used to understand hazards and risks and identify and select independent controls that are effective in preventing and mitigating catastrophic failures. A series of petrological studies were carried out on the characteristics of alteration and mineralisation in mainly structural-controlled (Deep Star, Meikle, Deep Post) and predominantly lithological-controlled (Post-Betze-Screamer and West Leeville) gold deposits in the northern district of the Carlin trend, Nevada. Alteration and mineralisation in these deposits are hosted in a sequence of calcareous clastic units of the Devonian Popovich Formation, into which have been emplaced a number of Jurassic intrusions, and syn- to post-mineral Eocene dikes. Four hydrothermal events have been recognised in these deposits: an initial Devonian base metal system and early diagenesis; a Mississippian stage of alteration in conjunction with burial metamorphism; contact and hydrothermal alteration and base metal-gold mineralisation associated with the emplacement of the Jurassic intrusions; and a Carlin-style gold system related to Eocene magmatism.

St BarbaraÆs Marvel Loch operations have successfully used longhole open stoping as the primary mining method for a number of years. A transition to Core and Shell mining was implemented in 2009 to recover substantial ore grade resources remaining in sill and rib pillars. The transition to core and shell for the Exhibition lode required continuous waste filling of created voids and thus the removal of the crown pillar at the base of the Exhibition pit by blasting. Access to the top of pillar was denied as the pit was partially rock filled with waste rock from underground development.Beyond the technical challenges of the blasting project, a simple and transparent risk management process was developed to ensure appropriate controls and mitigating strategies were in place to minimise risk to personnel during the pillar removal process.Although failure of the crown pillar was anticipated but with the actual timing unknown, on 25 December 2011 the crown pillar yielded during normal mine operations. Engineered and isolation controls in place at the time were of a sufficiently high standard to ensure limited exposure of the underground workforce and minimal damage to mine infrastructure. Successful risk management through implementation of appropriate controls during the project lifecycle of two years and three months proved to be fundamental to the safe removal of the crown pillar.CITATION:Barrie, S C, 2012. This paper puts the view that, for one gold deposit in Victoria at least, the Australasian Code for the Reporting of Identified Mineral Resources is severely deficient. The author questions whether or not the Code constrains the proper dissemination of information relevant to resource valuation. The author offers a view about the estimation of inferred resources, and provides data believed pertinent to the proper valuation of Ballarat Goldfields Ltd Ballarat East Project.

Gold mineralisation was first noted in 1983 at the Wapolu Point area of Fergusson Island, Papua New Guinea (PNG) during a follow-up regional reconnaissance program. Subsequent exploration programs through to late 1987 completed 22,147m of costean trench sampling, 553 aircore/RC/diamond core drill holes (16,970.5m total) and metallurgical testwork, predominantly on the Wapolu grid in two mineralised areas.Subsequently in 1988, geostat-istical global and polygonal resources were calculated for the main mineral-ised zones, Didigayagaya and Dagwalala. In 1992, a 'probable total reserve' of 1.9Mf @ 2.4g/t with a 1.2g/t cut-off was calculated for these prospects.

The prediction of how waste materials will evolve geochemically within waste storage facilities has been the subject of hundreds of thousands of hours researched by geoscientists globally. Despite the quantity of research there are a number of significant areas of uncertainty that remain as partially resolved issues. One of the most significant issues is the applicability of scaling laboratory test results to field conditions, and the use of laboratory data for predictive calculations to determine geochemical evolution of waste materials in the field. This issue has arisen predominantly as a result of the relative paucity of field monitoring data from waste rock storage facilities (WRSFs) and the fact that laboratory test methods are not typically linked to specific field conditions; rather they are based on generic standardised methods and designed primarily to simulate accelerated weathering conditions that do not relate to field conditions in a linear manner.To address these specific issues the authors have in the last two years made significant progress in the development and deployment of advanced field monitoring equipment within numerous WRSFs. O’Kane Consultants (OKC) has previously reported the findings from data collected from these monitoring installations in a number of papers presented throughout 2013–2014. This valuable site data has subsequently been used by OKC as the basis to design and engineer advanced customisable site-specific kinetic leach columns at OKC’s geochemistry research laboratory. These columns represent an important advancement in kinetic column assessment methodology as they have been designed to replicate the field internal conditions within waste facilities.Key features of the columns include their capacity, size and technical specifications; including fully programmable solenoid-controlled air supply with variable flow and pressure control and in-line heating option, automated temperature control and monitoring, automated oxygen consumption and carbon dioxide production monitoring, and soil moisture/matric suction monitoring.This flexibility of the design not only allows for more accurate field-based assessment of pyrite oxidation rates (POR) but also assessment of the potential effectiveness of waste management options such as deposition within a reduced oxygen environment, for example, as simulations of reduced net percolation rates or oxygen ingress rates can be accommodated.CITATION:Pearce, S, Pearce, J and Barteaux, M, 2015.
