UNDERGRADUATES in mining engineering may be prepared for work by giving them sound instruction in the courses generally considered essential to the profession. The industry is not deeply concerned about the details of those courses. The average man in the coal industry does not wish to insist upon a rigid program. Therefore, he differs little from those in the teaching profession-who evidently are not unanimous in their opinions, or all college catalogs would be alike. For the good of the profession, it is just as well that there should be differences in regard to details. It appears that students graduating in mining engineering from the accredited institutions receive similar instruction.

The literature of the occurrence of quicksilver-ore in the United States does not contain, so far as the writer is aware, any mention of the locality herein described. In the preliminary report * upon the resources of the transPecos region of Texas, von Streerwitz gives a long list of minerals observed as occurring there, but cinnabar is not mentioned. In the second report upon the same region † mention is made of the reported existence of cinnabarite in one of the mountain ranges north of the Sierra Carrizo and the Bofecillos, but the author adds: " In spite of my careful examination of the float, I have not yet found any traces of this metal (quicksilver) up to the present time." MOST PEOPLE think of peat as an inferior substitute for coal as a fuel, and will be surprised to learn that it is extensively mined in this country for use as fertilizer rather than as a fuel. Some years ago the Florida Humus Co. began producing it at Zellwood, Orange County, Fla., in a small way for local use. When, however, the company secured an Institute member, M. H. Cuise, to apply his wide experience in mining to the problems here it was found possible to decrease production costs 70 per cent and increase output tenfold. The obvious way in which to decrease costs was to replace shovel-and- horse methods with machinery, much of which, in order to keep down-invested capital, was improvised by remodeling second-hand equipment, changing the design where necessary to meet the special conditions involved.

DURING the closing days of the last Congress a resolution was passed, creating the Senate Com-mission of Gold and Silver Inquiry. The resolu-tion charges the Commission with the responsibility to investigate and report to the Congress on Jan. 1, 1924, upon the following subjects: 1. The causes of the continuing decrease in the production of gold and silver. 2. The causes of the depressed condition of the gold and silver industry in the United States. 3. The production, reduction, refining, transportation, mar-keting, sale, and uses of gold and silver in the United States and elsewhere. 4. The effect of the decreased production of gold and silver upon commerce, industry, exchange, and prices. The personnel of the Commission is as follows: Senators Pittman, Sterling, Goodling, Walsh and Oddie. At a meeting on May 8, H. N. Lawrie, a mining engi-neer and economist, was appointed as Assistant to the Commission. The present situation with respect to the gold and silver mining industries is well illustrated by the follow-ing data: The total world production of gold (in dollars) for 1915 was $468,724,918, and for 1921, $329,915,101; as shown by the reports of the U. S. Mint; and for the year 1922, $306,793,000, which is based oh a prelimi-nary estimate; this indicates a decrease of 34.5 per cent. between 1915 and 1922. The total world production of silver (in fine ounces) for 1915 was 178,850,000 oz.; for 1921, 175,268,234 oz., a decrease of 2 per cent.

THE wage rates and working conditions in the anthracite. region of Pennsylvania have been governed for nearly 20 years by the award of the Anthracite Coal Strike Commission, appointed Oct. 16, 1902, by President Roosevelt. The report of this com-mission, made in March, 1903, was accepted and, with eight modifications made at various dates, has had .almost the force of law, and has kept this great indus-trial region free from strikes for almost a generation. In 1920, President Wilson appointed an Anthracite Coal Commission, and its report, accepted Aug. 30, 1920, governed wage conditions to April 1, 1922. Actually, the agreements have been for terms of two to four years, and lately, in 1916 and 1920, the employ-ees have continued at work pending the negotiation of new agreements which were made retroactive, and which have all been modifications of the original 1903 award. With the expiration, April 1, 1922, of the 1920 award approaching, Mr. Lewis, president, of the United Mine Workers of America, addressed a letter, on Feb. 20, to the operators, suggesting a meeting on March 15; this date was accepted by the latter, with the notation that the time was short. At the meeting, the Mine Workers presented 19 demands, and advised that if a satisfactory agreement was not reached by April 1.a suspension of mining would occur, contrary to the practice since 1916 of continuing work with a retro-active adjustment.

AMIDST the tumult and the shouting of the times, there are perceptible certain tendencies, quiet though serious, to take stock of the situation with a view to putting our house in order, and of these none is more encouraging than the awakening, interest in the higher education, and especially in technical education. Various committees of the professional organizations have cast much light on the matter and have pointed the way to progress and reform, but their scope is necessarily restricted by the requirements of precision and any excursion beyond these bounds must be undertaken by the unfettered individual who is free to rush in where responsible committees fear to tread. A discussion of the bearing of the higher education on character scarcely lends itself to objective treatment and yet, fraught as it is with imponderables and abstractions, the theme cannot be escaped in any com-prehensive scheme of education. The question is being pressed with growing insist-ence, why these United States, relatively to Europe, are deficient in intellectual output, and the ready reply, "Because America is a new country and Americans are too intent on developing their natural resources," is too facile and too false to carry conviction.
