The labor policy of the Standard Oil Co. (New Jersey) is founded first of all on paying at least the prevailing scale of wages for similar work in the community; on the eight-hour day at the refinery, with time and one-half for overtime; one day's rest in seven; sanitary and up-to-date working conditions; just treatment assured each employee; opportunity for training and advancement; payment of accident benefits beyond the amount prescribed by the State compensation law; health supervision by a competent medical staff; payment of sickness benefits after one year's service; coöperation with employees in promoting thrift and better social and housing. conditions; and assurance of a generous annuity at the age of 65, guaranteed for life after 20 years of service. Most of these features have been a part of the company's policy for many years, but it is only during the past two years that the cooperation of employees in determining these matters has been definitely assured through industrial representation. Industrial representation, in the Standard Oil Co. (N. J.), is a principle rather than a procedure. It is built upon the belief that personal association of those interested in any problem leads to a mutual understanding and a fair decision as to what is right. Fully believing in this principle, representatives of employees and representatives of management evolved a simple plan, the basis of which is that it gives every individual employee representation at joint conferences on problems and fundamental principles affecting all those interested in the industry. It is based on cooperation, not antagonism; its operation makes perfectly clear both to management and to employees that their interests are identical, and not at variance with the interests of the stockholders, and that mutual understanding and cooperation insure progress and success for all. Furthermore, experience has definitely shown that representatives of the employees are not only alert for the employees' interests but are as keen as the representatives of the management in determining and insisting upon fairness to the employer. The activity in exploration and in the acquisition of prospective oil lands that reached such a high level in Colombia during 1936 gained momentum and reached unprecedented proportions during 1937. Both national and private lands were taken up. In the Magdalena Valley above Puerto Berrio, leases on large tracts of private lands are held by Richmond (Standard of California), Shell and Texas. Tropical also owns leases covering a block of acreage in this area near Honda. From Puerto Berrio to El Banco most of the acreage is of national ownership, and concessions covering parts of this area have been granted to Tropical, Socony Vacuum, Shell and others, while applications for additional concessions are pending. Latterly leases on private lands below the Lebrija River have been taken out by Shell and Richmond. In the drainage basins of the Meta and Guaviare Rivers of the Llanos region of eastern Colombia, several of the major companies have carried on geological exploration and it is understood that some private properties have been leased or optioned. Under Colombian law, subsoil rights are reserved to the nation on all lands that passed from Government ownership after Oct. 28, 1873. A Discussion of the papers of James Gayley, on "The Application of Dry-Air Blast to the Manufacture of Iron" (see Trans., XXXV., 746, 1022, also pp. 315 and 745 of the present volume, and of J. E. Johnson, Jr., on "The Physical Action of the Blast-Furnace," p. 454. Chas. B. Dudley, Altoona, Pa.:—I am not a blast-furnace man, and this always puts me at a disadvantage because I cannot go into the details of the making of iron and steel. I have not the experience, and have to take the statements of other people, so what I say regarding the subject of this paper is not in the sense of an expert. When I first heard of Mr. Gayley's experiments, I said to myself, a I fear they will result in failure, since, apparently, Mr. Gayley has forgotten one chemical fact, namely, that carbon does not combine with oxygen in the absence of mater-vapor." This fact which was so astonishing when it was first brought out some years ago, and which those who are interested may find in the Journal of the Chemical Society of London, for 1885, page 349, and 1894, page 611, led me to think that the drying of the air would be a mistake. The general subject of the influence of water-vapor on chemical action is a large one; but the special point in which we are, for the moment, interested, namely, the influence of water-vapor on the combustion of carbon, was especially treated by Mr. H. B. Baker, in the papers referred to. Apparently, however, as the result of Mr. Gayley's experiments, we are to learn that the amount of moisture still left in the desiccated air is sufficient to secure perfectly satisfactory combustion. In thinking over Mr. Gayley's paper, it occurred to me that there were two alternatives, either of which might be chosen, namely, we might dry the air as Mr. Gayley does, or possibly we might, in a very much easier way, simply saturate the air at a constant temperature, and thus get uniform working and

ChillaQoe is situated in latitude 17" S., about 138 miles from the port of Cairns, with which it is now connected by rail. A township has been established on the banks of Chillagoe creek, a perennial stream of irregular volume crossing the field almost at rightrangles, nearly midway between the mining-camps of Calcifer and Mungana, which have been formed at the southeastern and western extremes of the field respectively. This situation was selected because of the water-supply and its proximity to the site most suitable for the erection of reductionworks. By its central position it commands the whole of the mines. The altitude above sea-level is about 1200 ft., whereas that of Calcifer and Mungana is 1400 ft.—a difference sufficient to account for a materially higher temperature at Chillagoe. The surrounding limestone bluffis add by radiation to the heat, and, at the same time, prevent the cool breezes from passing freely through the town; consequently, the temper* ture, which is high throughout the year, and especially so during the summer months, is here ge~ierally very oppressive also. The general trend of the field is southeast and northwest, and its length about 18 miles, with an average width of 5 miles; the approximate area is thus 90 sq. miles. The surrounding mineral-district is, however, much more extensive, and numerous other mines, sprcad over wide areas and producing a variety of minerals, exist in the same or parallel belts of mineralized country, of which Chillagoe proper covers but a very small portion. Immense bluffs of limestone, wollastonite and conglomerate, rising in places to nearly 300 ft., and so~netimes nearly a quarter-mile across, give the field a very picturesque and interesting appearance. Industrialization is raising the standard of living of people everywhere. The common man is demanding and getting more of everything. Perhaps more markedly than most other things, he is consuming more water. A hundred years ago water for domestic use, in all but a few large centers, was lugged from wells in buckets. This still is true in many rural areas, even in the enlightened United States of America. but pumps and pressure systems are rapidly replacing the "old oaken bucket," even on farms and in isolated country homes. Nevertheless, many still fail to see water as a ?commodity? in the same sense that coal, lumber, fertilizer, and bread are considered as commosities. Water is too frequently taken for granted.

IN the belief that a critical study of its operating problems might be a sound investment, the Cuban American Manganese Corporation initiated an ore-treatment research in cooperation with the Massachusetts Institute of Technology One of the early objectives of this research naturally became the relationship of the microscopy of the Cuban ores of the Corporation to their flotation treatment The operations in Cuba have already been described by F S Norcross, Jr 7 and the laboratory study of manganese oxide flotation goes back a number of years 4 Broadly speaking, the difficulties encountered in the flotation of manganese ores are that the consumption of reagents is extremely high, the concentrate contains more silica than is desirable and the tailing losses are relatively high An appreciable betterment on any of these scores would achieve a definite betterment in costs, quantity of minable ores, and quality of product The microscope study discussed in this paper was made on samples from the Quinto mine, from the Ponupo mine, and from mill products at various stages of passage of the ore through the mill The writers have had access to Company records and in particular to the petrographic studies made on thin sections of ore by the late Professors R J Colony and Philip Krieger, of Columbia University They acknowledge their debt to both of these men for the help derived from the reports Manganese oxides are black, friable, smudging It is therefore, very difficult to judge operations by inspection The mineralogy of manganese compounds seems to be confused, and the authors believe that many more minerals have been described than actually exist Much of this difficulty is due to the prevalence of the structural conditions that will be discussed further in this paper, namely, the porosity and the friability of the ores, and the extremely intimate association of minute manganifeous mineral crystals with impurities of various sorts By all odds the most important manganese mineral in Cuba is the one that in this paper is called "psilomelane " The name "psilomelane" has been used in so many different ways that the choice of it for this ore may not be approved by all However, it seems to be the best under the circumstances This mineral accounts for about 97 per cent of the manganese in the ores of the Quinto and Ponupo mines and in the mill feed The remaining odd 3 per cent consists mostly of pyrolusite together with minor amounts of other manganese oxide minerals DESCRIPTION OF PSILOMELANE Aggregate Structure In grains or lumps, psilomelane has a characteristic fibrous appearance and seems

ThE literature of surface phenomena shows that, except for most of the rare-earth elements, surface tensions have now been determined for almost every liquid metal. The situation for liquid metal oxides is, in contrast, characterized by a great scarcity of surface-tension data. A surface-tension correlation between these two classes of substances has been found which provides a means of estimating unknown liquid-oxide surface tensions from the corresponding known liquid-metal surface tension. Lf the surface tension of the liquid metal is a(M) and that of the liquid metal oxide is o(M,Oy), then oxides of all stoichiometries can be brought into one correlation if is plotted against with the surface tensions taken at the respective melting points. The available data is displayed in this fashion in Fig. 1 where the relationship between the surface tensions of the two classes of liquids is found to be The correlation in Fig. 1 is based on data found for nine liquid metal oxides and the corre- sponding liquid metals In cases where several sur-face-tension determinations were available on the same substance, higher values were generally favored over lower ones because they usually indicate greater Sample purity. All of the metal-metal oxide pairs are in good agreement with Eq. [I] except for B-Bz03. The reason for the departure of this pair from the correlation is not understood. To estimate the surface tension of other liquid metal oxides the corresponding liquid-metal surface tension must be found. A nearly complete bibliography of the surface tension of liauid elements is available in the 46th edition of the Handbook of Chemistry and physics. It is also possible to estimate the surface tension of a solid metal oxide or metal from the corresponding liquid-state data. As a liquid material is cooled through its melting point the surface tension increases abruptly by an amount Ao. bondi' has estimated that the maximum value of Aa at the melting point is Ao = Ahf/A [2] where Alzf is the heat of fusion per atom and A is the area per atom in the interface. Thus with heat of fusion and crystallographic data the surface tension of a solid at the melting point can be estimated as o + Ao.

In the art of cementation a controversy has been going on for years as to whether solid or gaseous carbon is the active agent in carburizing steel. More recently opinion has crystallized into a compromise to the effect that carburizing is a gaseous cementation of steel in the presence of solid carbon. The importance of this theory has a particular bearing upon the work to be described. In the art of carburizing, use is commonly made of such words as '' Catalytic" "atomic," "nascent" and "activated," in an attempt to describe the process. These words are used indiscriminately. For instance, the gas is said to be "catalytic" and carbon to be "nascent," or vice versa. In using these expressions, investigators are confirming the acceptance in their minds of the active conditions of both gas and carbon in the cementation process. Reactions at Metal Surfaces For many years attention has been directed to the consideration of reactions that occur on metal surfaces. When heated under the influence of certain metals a complex gas will be broken down and one of the constituents thereof usually found to be very active chemically in combining with the metal. The process of nitriding is an example of this type of reaction. In this case ammonia (NH3) breaks down at the metal surface and the nitrogen which is thus liberated reacts with the surface to form a nitride whereas molecular nitrogen not so liberated is inert and will not react chemically with the metal. Whatever term or terms may be used to describe such reactions, the fact remains that they are highly important and valuable in their commercial applications. Since the metal surface plays so important a part in these reactions, it is evident that any accumulation of reaction products thereon interferes seriously with the progress of the reactions. For this reason it is desirable to remove all such products as rapidly as they are formed in order to bring active gas into contact with the surface and thus facilitate the desired reactions. INTRODUCTION Documentary complications arise from the risk apportionment in project financing which generally means that once the project is up and running and has satisfied the lender's completion test, the loan agreement specifically limits the lender's recourse to the project and its assets. It is the purpose of this paper to describe the special considerations which apply to industrial minerals projects and explore the reasons why so few project financings are negotiated in this industry. SIZE Small projects do not warrant the relatively high costs of negotiating and documenting project financing. The extent of the documentation is directly proportionate to either (a) the degree of risk apportionment, or (b) the amount of control given to lawyers to negotiate the documents. Although one would like to believe that project-finance documentation could be off-the-shelf, it is almost always necessary to tailor the documents to the mine development itself and the individual desires of the borrower. Accordingly, the documentation costs and initial expenses are seldom less than $40,000, and for complex projects can reach $400,000. In addition, banks often charge an up-front fee to partly compensate them for their staff time and partly to increase their yield on what is deemed to be a "riskier" loan asset. Another factor is the generally lower debt:equity ratio when bankers are uncertain of the accuracy of the cash flow projections. The ratio of the amount of cash flow left over after debt service to debt service itself is a key tool for project finance (debt service coverage). Bankers will require a higher coverage ratio for industrial minerals projects because of the relatively higher uncertainties in the following categories: Prices Markets Geology/Quality Transportation Environmental This, in turn, means that lower debt:equity ratios are the norm for new industrial minerals projects. INDUSTRY STRUCTURE It is hardly worthwhile to generalise about a field as diverse as industrial minerals, but there are four other structural reasons why project financing has not been widely applied. 1. The most obvious example is the predominance of small-sized operations, largely a function of transportation economics. Geological conditions also contribute to their dispersion. 2. Often, the product is only a small part of a company's business in contrast to many petroleum, metals, or coal companies whose sole business is the production of the raw material. The construction industry is a good example here for cement, gypsum, crushed stone, sand and gravel, and the drilling-mud services business for barite and bentonite. A company is unlikely to jeopardise its main business through the failure of a project financing on one of its key inputs. The corrollary is that the mined input is often regarded as a cost centre and not run on the sort of economic basis suitable for project financing. 3. There may be a reluctance to reveal key aspects of an industrial minerals venture to an outsider for purely competitive reasons. Gilpin County, the cradle of mining in Colorado and the Cornwall of North America, is too well known to need much introduction; get, for the benefit of those not familiar with the district, it may be well to premise that it comprises a tract of country of about 122 square miles, lying between the counties of Jefferson, Boulder and Clear Creek, and hounded on the west by the main range of the Colorado Rockies. It is located centrally in the State, 40 miles west from the city of Denver. During the 38 years since the first gold-discovery, Gilpin county has contributed about eighty million dollars in gold and silver to the world's supply of these metals. Many mining districts have had their rise and decline in half this time; but, very far from being exhausted, this mining district is still in the ascendant; its output is increasing (it was $3,600,000 for the year just closed), and it was never more prosperous nor productive than to-day. Taken generally, there does not exist anywhere in the world so great a number of permanent veins within so small an area as in this district. Gilpin is practically a " poor man's camp." Its veins, with few exceptions, outcrop at the surface. In the oarlier---days of the camp these outcrops were worked in many instances by sluice-mining; particularly is this the case with regard to the veins of the Russell gulch. Discoveries are still made in the heart of this district, and the productive area is every year extending its limits. The districts of Yankee Hill, Hawkeye and Pine Creek, which used to be isolated, are now part and portion of the one gold-field of Gilpin county. The conductivity of copper wire is of prime importance to the electrical industry and consequently to the copper refiner and wire manufacturer. Annealed copper wire has a higher conductivity than hard-drawn wire, but, on the other hand, its tensile strength is lower. In an attempt to explain the reasons for these changes in properry. or at least to study the conditions existing in these two types of copper wire, the experiments described here were carried on in the Department of Metallurgy of the Michigan College of Mining and Technology This is only a partial and preliminary report on some of the work done to date on a research program of which the object is an intensive study of copper. It is offered with the hope that, though it is not an exposition of the most rigorous of conclusions, the general trend of inferences which may be drawn will be of value and interest. Effect of Direction of Drawing In 1928 some work was done on hard-drawn copper wires to determine whether wire drawn in a continuous machine (that is, all in one direction) would have a different structure from wire that had a reversal in direction at some stage of the drawing process. The diffraction spectra obtained indicated that as the position of the wire rayed approached the core, a preferential crystal orientation existed, and that the closer to the core the more preferred was the orientation. WHILE the recrystallization properties of most of the practically important metals are known in considerable detail, those of lead are still relatively little known in spite of some valuable contributions in recent years. This condition probably is due to the difficulties involved in applying the usual methods of investigation. The microscopic method of discriminating between the elongated deformed grains of the familiar lenticular shape and the equiaxed recrys-tallized grains is not successful with fully refined lead: lenticular grains cannot be seen under the microscope with any amount of deformation whatever. The probable cause of this phenomenon was recognized long ago. With large deformation the time of recrystallization at room tem-perature is shorter than the period of preparation of the specimen for microscopic examination; with small deformation the deformed grains are not noticeably elongated in the first place. However, with small deformation the migration of the grain boundaries can be observed. The only systematic investigations yet published on the recrystallization of lead, those by R. S. Russell,1-3 make use of the conditions just described. Russell considered recrystallization completed when no further migration of boundaries could be observed. A serious objection to this method arises from the fact that there is no evidence to support the view that grain-boundary migration results only from recrystallization. If such migration does result from other sources after recrystallization is com-pleted-after the deformed grains have been replaced by new unde-formed grains-the "time of recrystallization" as determined by Russell may be too long. Furthermore, the method is subject to the above-mentioned limitation because of the unavoidable period of preparation of the sample. According to Russell, even with the fastest technique 5 min. elapsed before the deformed samples were ready for examination, and consequently no recrystallization time shorter than 5 min. could be measured.

Considerable interest has been shown, during recent years, in the possibilities of developing oil fields in the South American Republics, now that the exhaustion of our present fields can be seen in the not very distant future. The demand for fuel oil and its products has been increasing far more rapidly than our increment of production during the last few years. Increase of consumption has been largely curtailed by the lack of sufficient supply. The main factors that have contributed to our previous neglect of the southern fields have been as follows:, (a) Lack of sufficient demand for the product. (b) Competition with producing fields, having large production, low cost, and better geographical position, such as Tampico, Mexico. (c) Greater interest in home fields with ready market at hand. (d) Our ignorance of southern economic and geologic conditions, clue to the distance between those areas and our financial centers. (e) Economic conditions in the southern countries, necessitating high costs of exploration and exploitation of the fields.
