"With a total value to date of well over $200,000,000.00 for its ore production, the Tintic mining district, which is about 100 miles southwest of Salt Lake City, ranks as one of the three main ore producing areas of Utah. In it are located the biggest silver mines of the country, silver having been the chief metal produced in the camp since its start. Tintic's silver production to date has a total value of over $ 100,000,000, approximately half of the value of the camp's ore production, the balance being roughly divided among lead, gold and copper.Discovery of the camp was made in the late sixties. Lack of transportation and ore reduction facilities delayed extensive development of the area for nearly a decade.In recent years Tintic's ore production has ranged from 350,000 to 400,000 tons annually. In 1 924 the camp produced one-eighth of the silver produced in the nation with an output of 7,729,700 ounces. Its lead production was 77,765,000 pounds and its gold production 26,285 ounces.The known mineralized area of the district is found in a broad syncline striking north and south. The west limb plunges sharply and extends for a distance on its dip of approximately one and a half miles to the trough. The east limb raises gently through a distance of about two miles to the east limit of known mineralization. This general structure is broken by local faulting throughout the district, the local structural conditions playing an important part in the ore deposition. The north end of the fold is obscured by a rhyolite flow and the south end stops against a monzonite stock."

Safety work in mining at the Andes Copper Mining Company, Potrerillos, Chile, is divided into three parts: (1) accident prevention, (2) fire prevention and protection, and (3) silicosis prevention and control. In the company's operations a steady campaign has been waged to reduce accidents and silicosis, and to prevent fires. In the following pages the safety record for the past twelve years will be examined and the methods explained by which the accident rate was reduced. Table 1 contains yearly data pertaining to the scale of the mining operations and the accident record. Block caving is used for all ore production and the tonnage mined has aver- aged 30,000 short tons per day for the past seven years. Table 2 classifies 44 fatal accidents which have occurred since 1935. The leading causes of accidental death are transportation of ore and use of explosives, followed in order by per- sons falling, falls of ground, and by asphyxiation. Drilling in West Texas during 1942 was substantially less than in the previous year. In all. 1267 Wells were drilled, as compared with 2325 wells in 1941. Of these 1267 wells, 1052 oil wells, 10 gas wells and 69 dry holes were drilled in proven fields and 36 oil wells, one gas well and 99 dry holes were wildcat operations. Of the 36 wildcat wells completed as oil producers, 16 led to new field discoveries, three found new productive horizons in old fields, and 17 extended the productive limits of established fields. Where semiwildcat drilling took place along established productive trends, there was often no sharp demarcation between wildcat wells that extend field limits and normal development to fulfil lease obligations, other than the arbitrary classification of a well as a wildcat if it was drilled at a distance of 2 miles from a producing oil well. The dry hole drilled on the edge of a field may have proved a more hazardous operation than a semiwildcat drilled several miles from production but favorably located on structure. The percentage of successful wildcatting ranges from 26.5 down to 14 per cent, dependent upon the degree of inclusion of the semiwildcat operations. Irrespective of which figure was used, the West Texas area maintained its better than average exploratory position. No doubt a number of factors may have influenced the extent of the 1942 development. Among those arising from the economic dislocation attendant on the war effort, the following are worthy of note. Owing to inductions into the armed forces and shipyard competition for mechanically trained men, experienced drilling personnel was sharply reduced, thereby increasing drilling costs and well-completion hazards. Replacement labor has not met the same standard of responsibility or workmanship to which the oil industry has grown accustomed. Increased military consumption of aviation gasoline and other crude products, coupled with decreased domestic consumption of lower-octane gasoline, has stimulated the market demand for the types of sweet crude most readily processed with available refinery equipment to meet war requirements, and has depressed the market demand for the sour West Texas crudes. As a majority of the purchasers of West Texas crude normally ship a substantial portion of sour crude to the refineries on the Atlantic seaboard, the loss and diversion of tanker service between Gulf Coast and north Atlantic ports have further curtailed the market demand for this type of crude oil. As some purchasers of crude oil were able to move by pipe line their West Texas trunk-line capacity to Midwestern refining centers, they were not impelled to curtail purchases of West Texas crude. The varying ability of the purchasers of crude oil to market West Texas crude was reflected back to various fields to which they were connected, causing an unequal distribution of production as among fields and operators. COAL mining technique progressed slowly until the advent of mechanized mining. The cutting machine was a forward step, but had only a limited effect upon improving the percentage of coal recovery. Previously, the physical fitness of the loaders and the total output of the miners fixed mine production. The miner was an independent contractor and supervision over his working place was superficial. Rising costs and the inroads of substitute fuels demanded increased output per man to lower the unit production cost. Therefore, the amount of coal loaded mechanically in underground bituminous mines has risen from 0.3 per-cent in 1923 to 7.4 in 1929, to 20.2 in 1937, and to 48.9 percent in 1943. When loading devices were introduced it became necessary to adapt them to existing systems of mining, or to alter the mining system to fit the machine. An increased amount of supervision was required as output depended upon proper operation of the machine rather than on the physical fitness of the individual.

Zinc mining at Jefferson City began in 1854 with small scale production of oxidized ore from open pits. Significant production began in 1913 with the development of the Mascot Mine by the American Zinc Company. In 1965, four flotation mills were treating crude ore at the rate of about 12,000 tons per day and the Mascot-Jefferson City district currently is the largest zinc producing area in the United States. The producing mines, Mascot, Young, North Friends Station, New Market Zinc, Grasselli, Davis-Bible, Coy, and the Jefferson City, are 15 to 28 miles northeast of Knoxville in the Valley and Ridge physiographic province, an area of gentle relief lying between the more rugged Great Smoky Mountains and the Cumberland escarpment. The ore is strata bound, occurring essentially within a stratigraphic range of 200 feet in the Lower Kingsport and Upper Longview formations of Lower Ordovician age. In the lower strata of the mineralized section, the ore generally is found in coarsely crystalline elastic dolomite breccia containing silica and chert debris within a sequence of aphanitic limestones. The upper strata of the mineralized section are fine-grained primary dolomites that, in the ore zones, have been fragmented in mosaic patterns by solution collapse with the interfragmental space filled by white gangue dolomite and sphalerite. The mineralogy is unusually simple, sphalerite being the only important sulfide. Pyrite is very sparse. Dolomite gangue is abundant, silica was deposited in quite small amounts, calcite is minor, and fluorite and barite are very rare. The principal ore controlling structures are rubble breccia zones that were formed during the post-Lower Ordovician-pre-Middle Ordovician erosion interval by supergene solution as a phase of the development of a regional karst system of underground drainage that extended to' depths of at least 800 feet. The major Appalachian orogenic structures are post-ore and have been superimposed on the ore bodies. There is substantial evidence to support the current thinking of the writers that the ore deposits were formed at a depth not exc1~eding 800 feet.

By 1959 the milling plant of Bicr oft Uranium Mines Ltd. had been in operation for two years. During this time many changes, both physical and chemical, had been made in an effort to improve plant efficiency. Investigational work had been facilitated greatly by the fact that the Bicroft mill consists to a large extent of two parallel circuits; however, the number of interrelated variables is great, and it is difficult to measure, let alone control, all of them simultaneously. The Bicroft mill staff feels that much progress has been made, but there is much yet to be done and many questions still to be answered. The Addendum outlines noteworthy developments to the fall of 1960. The property of Bicroft Uranium Mines is located in Cardiff Township in the Highlands of Haliburton County, southeastern Ontario, some 140 miles northeast of the city of Toronto and 70 miles due north of Lake Ontario. The ore-bearing dikes are classed as mafic. nonsegregated, syenite and granite pegmatite. Microline, microline perthite, quartz, sodic plagioclase, and pyroxene or biotite are the main constituents with uraninite, uranothorite, fluorite, titanite, cryolite, calcite, pyrite, pyrrhotite, and molybdenite as important accessories. The mill was designed for a nominal capacity of 1000 tpd with all sections except grinding, leaching, and clarification capable of 1500 tons. Feed was entered to one mill unit on Oct. 29, 1956, and to the second parallel line on November 13. The total feed rate was at 1000 tpd on November 15. The first precipitate was produced on November 12. By August 1958 the average entry had been increased to 1410 tpd without the installation of any additional major equipment. The overall recovery has been greater than 93.0 pct on several months, but a recovery of 92.5 pct appears to be most economical. Operating time for eight months in 1958 has been 97.1 pct although all grinding mills were relined during this period. A generalized flowsheet is shown in Fig. 1 and the plant layout in Fig. 2. The ore is crushed in three stages to -3/8-in. and then is wet ground in two stages to approximately 50 pct -200 mesh. The pulp is thickened to 68 pct solids and agitated by air for 33 hr at a pH of 1.9 as maintained by the addition of 93 pct sulfuric acid. Separation of the uranium-bearing pregnant liquor from the residue is accomplished by five-stage countercurrent decantation (CCD), following which the liquor is clarified for removal of fine slimes. The clarified liquor is treated in the ion exchange equipment in which both the upgrading of the solution and the removal of some impurities is accomplished. Addition of magnesia to the high-grade eluate from ion exchange precipitates the uranium as sodium-magnesium diuranate. After being filtered and dried this precipitate is packaged in drums for shipment. The residue from CCD and the barren solution from ion exchange are neutralized by the addition of lime and pumped to the tailings disposal area. CRUSHING All crushing is done on surface in a conventional three-stage unit consisting of a 36x48-in. Birdsboro Buchanan jaw crusher, a 4 1/4-ft standard Symons cone crusher, and a 4-ft Symons shorthead. Both the two primary and the two secondary screens are 4X 8-ft Symons rod decks. Moisture content of the feed ranges from 3 to 4 pct. In the initial installation the primary screens were equipped with 5/16-in. rods at 1 1/4-in. spacing and the secondaries with 5/16-in. rods at 1/2-in. spacing. With this arrangement the average crushing rate was better than 180 tph. To reduce the work required of the grinding circuit as tonnage was increased, several changes were made in the crushing circuit. By September 1957, both secondary screens had been reduced to 3/8-in. spacing, and rod size had been reduced to 3/16-in. to provide increased open area. Average throughput was reduced to 160 tph. Later, 50 pct of one primary screen was decreased to 1/2-in. opening to better balance the load between the two cone crushers. In May 1958,

THE year 1923 started a few days after the Venezuelan Oil Concessions, Ltd., discovered a 140,000-bbl. well at. La Rosa and a well of between 2500 and 5000 bbl. at La Paz, on the opposite side of Lake Maracaibo. These nearly simultaneous events changed, overnight, the general aspect of oil affairs in Venezuela. Up to that time, big things had been expected by the companies then in the district, but many major companies had shown little interest in the country. Within a few weeks the Pure Oil. Co. and the Gulf Oil Corpn. entered the field and acquired large properties. The Texas Co. purchased several concessions and the Standard of California, Atlantic Refining Co., and Mexican Petroleum Co. established offices. Representatives of many other companies visited the district during the first few months of the year. The sudden influx of buyers naturally caused a great rise in prices and this, together with overproduction in the United States, doubtless caused the slowing up of concession transfers in the latter part of the year. The following property transfers occurred: (1) The Gulf Oil Corpn. contract with the Maracaibo Oil Exploration Corpn., whereby the Gulf acquired the right to select 100,000 acres from the Maracaibo's zones. (2) The Gulf Co. purchase of one-quarter interest in seven concessions of the New England Oil Corpn., Ltd. (3) The Gulf Oil Corpn. purchase of several concessions of Kunhardt and others in the Perija district. (4) The Gulf Oil Corpn. purchase of certain portions of the one-kilometer Lake zone that were not covered by parcels or Government reserves (namely the "sobrantes"). (5) Pure Oil Co. purchase of all Government reserves turned back by Maracaibo Oil Exploration Corpn. in the districts of Mara and Miranda. (6) Standard Oil Co.: of New Jersey deal with the British Controlled Oilfields, Ltd., for control of approxi-mately the eastern third of the .district of Buchivacoa, state of Falcon. (7) Royal Dutch deal with the British Controlled Oilfields, Ltd., for the control of the central third of the district of Buchivacoa, Falcon. (8) The Texas Co. purchase of several concessions in Perija and one west of Mene Grande on the east side of Lake Maracaibo. (9) Purchase by the British Equatorial Oil Co., Ltd., of Goverment reserves corresponding to certain Creole Syndicate parcels under the margin of Lake Maracaibo near La Paz. (10) The Lago Petroleum Co. acquired a concession on all of Lake Maracaibo except a 1-Km. strip along the shore.

GENERALLY speaking, the production of other metals in Mexico fluctuates with that of silver. The first commercial discovery of mineral was in Taxco, Guerrero, in 1552. Five years later, the patio process was introduced at Pachuca, by Bartolome de Medina. In 1884, the main line of the Mexican Central R. R. was completed and a few years later, the National railway. In 1907, the patio process, after 350 years of successful operation, was replaced by cyanidation. Soon after the completion of the railroads, smelters were built at various points and provided means of treating ores that could not be treated by any of the processes existing at that time, such as patio, lixiviation, or pan amalgamation. As a result, a number of mines were developed along the railroads and even far \ out in the mountains. In order to facilitate the shipment of this ore to the smelters, purchasing agencies were established, which for a time were very profitable; most of these agencies are now permanently closed.

Major William R. Grunow, in a brief account off his military services, says: "I take pleasure in informing you that since my return from France I have been stationed at Camp A. A. Humphreys, Va., and am now on duty as a Senior Instructor at the Engineer Officers' Training School. While in France, I served as a company commander in the 305th Engineers and was later ordered to return to the United States for assignment to new troops. Upon arrival in the United States, I received my majority." P. F. Rodegerdts gives us the following account of his military service: "I enlisted in the Naval Reserve Flying Corps in San Francisco on Feb. 12, 1918. On February 10, I was ordered to Cambridge, Mass., where I was enrolled for the course in technical aircraft construction given at Massachusetts Institute of Technology. After successfully completing the course of instruction, I spent six weeks in practical construction of seaplanes at the Curtiss aeroplane factory in Buffalo. Following this, I was assigned to active service at Akron, Ohio, on June 22, 1918. At the same time I received my commission of ensign U.S.N. R.F. THE existence of large saline deposits in that flat arid basin, known as the Great Salt Lake Desert, has long been recognized, but the extent and great commercial value of these deposits has not been generally appreciated. That a very considerable interest has recently developed is indicated by the fact that about 263 prospecting permits-each covering about 2560 acres of land in this Desert-have been issued under the Potash Leasing Act (Act of 0ct. 2, 1917-40 Stat. 297), and patents granted on approximately 40,000 acres. It is reported that patents and leases have, or will be applied for on an additional 80,000 acres in the basin. , Tests have been made on probably less than 10 per cent. of the total area of the basin, but these have proved a practically unlimited supply of brine available -sufficient, probably, to. furnish the potassium and magnesium chloride requirements of this country for at least a hundred years.

AN historical society of particular interest to mining engineers all over the world was born in Cornwall in 1935. A hundred-year-old winding engine then finished its long labors at the Levant mine on the cliffs near Lands End, England. The engine was to be dismantled and scrapped. A few men living near-by, appreciating that this event was one of the final acts in closing a long century of extraordinary mining and engineering evolution. armed a committee to prevent the destruction of the old mine hoist and succeeded in purchasing the engine. They restored the engine house and in time arranged with the Manor of Trewellard, owners of the land, for a 99-year ground lease on a peppercorn rental.

This brief resume of events, transpiring in Mexico, culled from the daily New York newspapers, since the last Bulletin went to press, does not indicate any degree of improvements in the situation. GENERAL ALVAREZ COURTMARTIALED AND SHOT General Francisco Alvarez of the anti-Government forces was captured in the battle in which General Aureliano Blanquet, Minister of War in the Huerta Cabinet, was killed, and was sentenced by a courtmartial and shot in spite of a specific order of the Supreme Court in Mexico City that the execution should not take place. General Alvarez was a member of the staff of Felix Diaz, and was a veteran of the old regular army of Mexico. MEXICO WILL NOT RECOGNIZE MONROE DOCTRINE Failure of the Allied Powers to invite Mexico to participate in the conference of neutrals at Paris aroused President Carranza to bitter resentment, which was enhanced by the incorporation of recognition of the Monroe Doctrine in the covenant of the League of Nations without consultation with Mexico. Statements were issued by the Mexican Foreign Office disavowing adherence to the Monroe Doctrine and announcing the withdrawal of the Mexican representative in France. Carranza had been awaiting an opportunity to get his agent away from Paris for the real reason that he had been unable to secure recognition from either the French or the British Government. Mexico announces, says the New York Times editorially, that "she has not recognized and will not recognize the Monroe Doctrine." "Nobody has asked her to recognize the Monroe Doctrine," continues the editorial. "The enforcement of the principles enunciated by President Monroe does not depend upon Mexico, upon anybody's recognition or non-recognition. The countries concerned in the Monroe Doctrine are the United States on the one hand, and countries not of this hemisphere on the other."

Numerous articles have been written about the coal miner ; he has been compared with brave men who have gone out to conquer some unknown hazard throughout the ages. Now, however, modern mining is no longer something to be avoided, but a vocation that anyone can be proud of, with remuneration equal to or above that of almost any industry. A concerted effort is being made each day by both the operators of most mines as well as the state and federal inspectors to see that coal mines are as safe or safer than work places in any other industry. However, it is true that mine fires and explosions have occurred in the mining industry since its inception. One of the earliest accurate references to such an occurrence is found in the transactions of the Royal Society of London. In the Colliery Managers' Handbook, 1898, Caleb Pamely writes of an explosion that occurred at Fatfield, England in August 1708, resulting in the deaths of 69 persons. He states: "Three of them, viz, two men and a woman, were blown quite up from the bottom of the shaft, fifty-seven fathoms deep, into the air, to a considerable distance from the mouth of the pit." It is interesting to note that women were employed as miners in England during that period. In the United States, the first record of coal mined was in 1702 by the Jamestown colonists. In 1786, about 20 years after Pittsburgh, PA was first settled, a charter was granted by William Penn to mine coal on the banks of the Monongahela River. Then in 1803, the first important coal company, the Lehigh Coal Co., was established. From this beginning, the mining industry continued to grow in importance and the first state mining law was formulated in 1870. The Pennsylvania state mining law was followed in 1873 by Ohio's, and in 1876 by Maryland's. A mine explosion at Avondale, PA in 1869 stimulated state legislatures to formulate these early laws. RECORDS OF 217 MEXICO KILLINGS SUBMITTED BY AMBASSADOR FLETCHER Henry P. Fletcher, the American Ambassador to Mexico, called as the first witness before the Rules Committee of the House which has begun a preliminary inquiry into conditions in Mexico, which, it, is believed, will lead to a thorough and far-reaching investigation by a joint Senate and House Committee of the entire Mexican problem, submitted a list of the names of Americans officially known to have been killed in Mexico, a majority of them murdered in cold blood, since the overthrow of Porfirio Diaz by Maderoin 1911. The list contains 217 names and in comparatively few instances do the records show that arrests were made by the particular Mexican faction that happened to be in power where the crime was committed. In only one instance, that of John B. McManus, who was killed in March, 1915, was reparation made. It is significant that McManus was killed by Zapatistas, and Zapata officials apologized for the crime and paid to Mrs. McManus a voluntary indemnity of $20,000 in gold. Of the 217 persons listed as victims of the Mexicans, .137 perished since Carranza came into power. The list, it was admitted, is not complete. It was evident, says the New York Times, that the Ambassador considered the situation very serious.

RECENT announcement of further restrictions on gasoline consumption in the Mid-West and Southwest has focused public attention on current discussions of an oil scarcity. Conflicting arguments are advanced on the one hand that we have plenty of oil and will not need to restrict consumption as soon as transportation facilities are adequate, and on the other hand that a great impending shortage will require most drastic reductions in civilian consumption in order to provide adequate supplies for military purposes. Data can be presented to support both views, the result being that the public is confused and uncertain of where the truth lies. For a nation with about half of the known crude-oil reserves of the world and two thirds of the total production it seems almost incredible to the layman that any shortage can exist. Those familiar with estimates of future demand. however. show increasing concern regarding our ability to meet military demands without further restrictions in civilian use or wasteful production from our remaining reserves. Only by considering such facts as are available and can be made public can a true appraisal be made of whether or not we are faced with a shortage that will amount to a crisis in crude oil.

Several high-temperature eutectics of cobalt and nickel alloys were modified by small additions of selected elements. Thes-e alloys were compared to unmodified melts for microstructural variations. A few modified compositions were selected on the basis of structure and their tensile and stress-rupture behavior determined. The results of stress-rupture tests in air at 1800 F and room-temperature tensile tests of four high-temperature eutectics showed modification capable of producing substantial improvements in properties. The microstructures were altered and mechanical properties improved by: a.) dispersing a subordinate phase more uniformly throughout the matrix; b) replacing large continuous -network or platelike constituents with small equiaxed discontinuous phases; and c) by forming new, finely divided phases. tHE term "modification" is most commonly used to describe the refinement in microstructure of the Al-Si eutectic that occurs as a result of rapid cooling from the melt or on slow cooling after treatment with small amounts of sodium.1 "Modification" has also been used to describe the change from flake to spheroidal graphite in the austenite-graphite eutectic of cast iron.2 This change of graphite shape is accomplished by small additions of cerium or magnesium.3 Other systems have also been shown to be capable of modification, for example: Pb-Sn by copper;4 Al-Cu by sodium;5 Al-Mn by sodium;5 and Pb-Sb by aluminum.5 Although modification of Al-Si alloys and cast irons is usually accompanied by improved mechanical properties, a general definition of modification has been suggested to include the effect of small quantities of impurity elements on the microstructures of all eutectic alloys, regardless of the effect on the mechanical properties.6 In this paper, the term "modification" is employed in a broad sense to include the formation of third phases or even the supplanting of one of the binary eutectic phases by a third phase. The mechanism of modification, as for any solidification phenomenon, must be considered primarily in terms of nucleation and growth. Although both nuclea-tion and growth mechanisms are required to explain all the phenomena observed in connection with the solidification of modified eutectics, various investigators have usually favored one or the other.7"16 It has been shown that modification of a binary eutectic can be effected by addition of a solute element that has greatly different distribution coefficients or k values in the two phases of the eutectic. Under these conditions, differences in the temperatures at the solid-liquid interfaces of the two phases retard the growth of one phase with respect to the other.4 It has also been shown that increased undercooling favors a transition from a rodlike eutectic to a globular eutectic.17 A mechanism proposed for the transition from lamellar to rodlike eutectics depends on the concept of constitutional super cooling.18 The modification of eutectic alloys may be of interest for high-temperature service as well as at room temperature. Although "high-temperature eutectic alloys" may appear to be a contradiction in terms, many eutectic systems, including those studied in this work, have melting points in excess of 2400°F. One of the mechanisms by which high-temperature alloys are strengthened is dispersion of a relatively brittle phase such as an oxide, carbide, or an inter-metallic compound throughout a ductile matrix. For a given volume fraction of dispersed phase, strength is increased by decreasing the size and spacing of the dispersed particles.19'20 Furthermore, room-temperature ductility may also be increased by changing the shape of a brittle dispersed phase from platelike to equiaxed or spheroidal.8 Overaging and redissolving of the secondary phase limit the maximum temperature to which precipitation-hardened alloys can be used. However, in a binary eutectic system, both phases coexist up to the melting point. Although all eutectic structures are not completely stable,21 a dispersion-hardened cast high-temperature alloy might result if a fine distribution of one of the eutectic phases could be obtained during solidification. An additional reason for interest in eutectic alloys is their excellent castability.22 Since eutectic alloys, like pure metals, freeze at a single temperature rather than over a range of temperatures, their castability is superior to solid-solution alloys with long liquidus to solidus ranges. The purpose of this research was to study the effects of small solute additions on the microstructure and mechanical properties of a number of high-melting-point eutectic compositions.

H. McD. Lorain says in regard to his son, Captain S. H. Lorain; "It might be of interest to you to know that, although but 23 years of age, my son is captain of Co. C 107th U. S. Engineers, Thirty-second Division. He landed in France about the middle of February, 1918, and was commissioned a captain on Sept. 5, 1918. He started for the front the latter part of June and was there continuously until the armi-stice was signed, on Nov. 11, being on the front lines in the Argonne at that time. He is, at present, in Coblenz, Germany, with the Army of Occupation. Although much of his work was clone under artillery and machine-blur fire, as well as airplane bombs and fire, he escaped without a scratch. Once, he was the only one of a group who escaped without a scratch from an exploding shell." Lieut. Bernard H. Lasky, on a post card received a short time ago, gave the following brief record of his military career. "I have been serving with the 316th Engineers in France and in Flanders and had the satisfaction of being in the last big drive in Belgium which sent the enemy beyond Avaenarde and did much to increase their gait on their way to Brussels. On Oct. 1, I received a commission as second lieutenant and was assigned to Co. C of the 316th Engineers."

This brief resume of the events transpiring in Mexico, culled from the daily New York newspapers since the last Bulletin went to press, does not show any degree of improvement in the situation. MEXICO SEEKS TO AVOID BLAME FOR BANDIT RAIDS All foreign passengers leaving Nogales for Mexico on the Southern Pacific or Mexico Railroad. whose business would take them through territory occupied by the Yaqui Indians or Mexican bandits were requested by Mexican Consul Emilio Tamez to sign a statement that they relieve the Mexican government of responsi-bility for anything which might happen to them while in that part of Mexico. The Mexican consul stated, says the N. Y. Tribune, that this was by order of Mexican Ambassador Ignacio Bon ill as, at Washington. When the State Department was advised of this activity Secretary Phillips, in a message to the consulate at Tampico, according to the N. Y. Tribune, asserted that "compliance with the waiver requirement will not interfere with the relation existing between the United States and its citizens and that Americans so complying will in no way lose the protection of this government."

In 1972, coal mine productivity was in steady decline and labor and maintenance costs were spiralling upward. Yet, despite this sad state of affairs, nowhere in the US at that time was there a comprehensive and coordinated coal research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. It was during this period that Bethlehem Steel Corp. determined that a new approach to coal mining research was needed for the industry as well as for the company itself. After studying Bethlehem's own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, a comprehensive research package was presented to company management in late 1972. The ideas and experience of many operating and management personnel in the company contributed to the formulation of the final plan as approved.
