British Columbia's physiography - the mountains, valleys and watercourses - provides the basis for rich and varied plant and animal resources and for complex land uses. Mining alters the physical environment in a manner that may create a disproportionate impact on biological resources and land use systems. The object of environmental legislation is therefore largely the protection of the basic physical environment: land surface, water, and air. The pace of mineral exploration, placer mining, and underground and surface gold mining has recently quickened in British Columbia, testing the ability of both industry and regulatory agencies to respond to legislative requirements. Some parameters of mining activity have critical significance for environmental protection, for example: the area disturbed; the physical and chemical qualities of ore, waste and overburden; and the nature of materials handling. Acid mine drainage is a particular hazard. Provincial legislation that applies to mining includes the Mines Act, the Environment Management Act, the Waste Management Act, and the Water Act. Government of Canada legislation includes the Fisheries Act and the Metal Mining Liquid Effluent Regulations. Every new mine proposal in British Columbia is reviewed in the Mine Development Review Process, which receives its mandate from the Provincial Environment and Land Use Cabinet Committee. The proponent submits reports to the Mine Development Steering Committee in succeeding stages: Prospectus, Stage I (after which approval-in-principle may be granted by ELUC); and if necessary Stage 11. Mine and tunnel contractors face a complex environment-one in which economic risks are high, operating costs grow ever higher, ore grades are lower or recovery more difficult, and civil construction projects are intensely competitive on a world-wide scale. Within the context of this environment, the risks and rewards of proper machine selection for rock excavation have become proportionately large. Speed, depth and scope of analysis, and extensive supporting information are indispensable in the selection process. Equipment designs and their applications are also myriad and diverse. Several equipment alternatives and excavation techniques may have to be evaluated at once to choose the most cost-efficient approach. The following examples are typical of the current demand for more detailed equipment analysis: • An aggregate supplier starts a new quarry. He knows his targeted tonnage, blasting restrictions, and previous operating costs from other quarries. But he must improve on his old costs. What drill pattern, hole size, and bench height will give lowest cost per ton? How many crawler drills and what type will produce this tonnage most efficiently? • A mine is using a fleet of twin pneumatic ring drills for long hole drilling to initiate their cave. The mine is facing both air shortages and increasing operating costs with decreased efficiency in the ring drill fleet. If they invest in new hydraulic long hole drills, what impact will each drill unit have on production? Each twin drill unit? What configuration gives best operator efficiency and subsequent reduction in manpower? Which configuration gives the best return on investment? • A tunnel contractor is bidding a long straight water tunnel by conventional drill and blast methods. What is the optimum number of drill booms for the tunnel cross section and excavation schedule? How many rounds per day can he achieve? What are his total project drill, blast, and muck costs? In the past, such questions could be answered, but only approximately at best. One good prediction could involve many hours of laborious calculations that had to be repeated each time a new parameter was introduced or an existing parameter changed. In 1980, increasingly complex analysis, coupled with increasing need and quick response times demanded by industry, led Atlas Copco's project department to turn to the computer. New computer programs based on theoretical considerations and three decades of worksite performance data were developed for evaluating mine and tunnel contractors' equipment needs, productivity, and partial or total operating cost calculations for most conventional drill and blast excavation techniques-including shot rock loading and transportation. This Computerized Analysis of Rock Excavation-or CARE-program has since been available to the mining and construction industry. From each program specific results can be pre- dicted, including: • Productivity Calculations-Rock drill penetration rate for a given drill, hole size, and rock type, optimized for the best drill steel life; net machine productivity (drill-out time or drill meters-footage-per shift); total drill round time, including charging, blasting, loading, and haulage; suggested drill pattern, computer printed, including hole size for a given rock drill, rock type, and associated blasting restrictions for either drift rounds or benching applications; long-hole drill meters (ft) per drill shift; breasting down (upper drilling) drill meters (ft) per drill shift; and comparison between continuous loading machine capacity and LHD capacity. • Operating Cost Calculations-Operating costs expressed as cost per drill meter (ft), cost per cubic meter (cubic yard) of excavated rock, and cost per meter (ft) of tunnel advance. These costs may be calculated using as many cost centers as the mine, quarry, or tunneling contractor wishes. Specific operating costs may cover drill rig operating costs only, less capitalization; drill rig operating costs, including amortized equipment investment; drilling and blasting costs; drill, blast, load, and haulage operating costs; long-hole drilling operating costs per drill meter (ft) or per blasted cubic meter (cubic yard) of rock; and loading and transport operating costs. In all the above cases, any number of cost and capacity calculations may be run by simply changing important cost center variables to judge their net effect. Accuracy as a Function of Input Data and the Statistical Data Base Accuracy of a projection clearly depends heavily on the data base from which the projection is drawn.

The Inter-Island Tunnel is one of two undersea tunnels which are part of the Boston Harbor Clean-Up Program. The tunnel is 7.7 km (25,160 ft) long, bored to a 4.3 m (14 ft) diameter in the Cambridge Argillite Formation and was finished to a 3.5 m (11.5 ft) diameter final concrete lining. The owner is the Massachusetts Water Resources Authority (MWRA) who is a regional authority responsible for overall design and construction. The tunnel's primary purpose is the transport of untreated effluent from Nut Island facility in Quincy, MA to the new treatment plant at Deer Island. Two sludge lines are installed for the transport of sludge from Deer Island to Nut Island. During construction the contractor encountered fault zones, fractured strata, and soft ground tunnel sections which liberated more ground water than was originally anticipated by the project designer. Ground water was controlled during mining and the placing of the final lining. The final lining of cast-in-place concrete had to be backfill grouted to cut off water inflows and provide contact for equal tunnel loading which is critical in long-term design. This paper deals with an engineered backfill grouting system which was the first of its type to be used in North America. It discusses the geological conditions encountered, the design criteria used in the evaluation process, and an indepth review of the various system components. It demonstrates how contractors can use knowledgeable and professional industry suppliers to solve difficult construction problems.

Poland in time of transition had been dealing with the remnants of the previous regime ? particularly in the field of environmental protection. The burden left was tremendous and there was a need for fast and effective tools for improving the environment. The idea of environmental protection had been supported by the introduction of a new environmental policy that underlined the importance of sustainable development in industry in the beginning of 1990s. This policy introduced high environmental fees and fines ? a concept not very popular in Europe in that time ? and good only for a country in transition to boost the protection of the environment. While this policy had its role to play, its role is now completed. It is time to move forward, especially when these environmental charges affect the international competitiveness of industries so much, and at the same time have virtually no influence on environmental protection investments any more.

Introduction Geologic ore deposit models are key to any exploration program. In the search for ore deposits, the geologist first tries to understand the genesis of known ore bodies. During reconnaissance and evaluation of a prospect, a valid exploration model of a known ore body can help the explorationist focus on critical geologic attributes of the target area. Exploration models can conserve exploration funds that might otherwise be spent collecting data not critical to delineating an ore body. This article examines the benefits of using models, factors to be considered in developing models, and examples of the way recent models have evolved. New exploration concepts and techniques are developed in response to increased competition in the mining industry. New techniques can give an exploration group a slight edge that may translate into a discovery. Mine geology staffs may find previously unlooked for extensions to the ore body by applying new genetic concepts. When all appropriate techniques are applied to exploration and mining efforts, greater efficiency and increased profits may result. Before the 1950s, scientists speculated on the genesis of ore deposits and other natural phenomena. But they presented their results as if universal and final, even though they applied to only a few deposits. Because it did not provide sufficient criteria to distinguish the genetic processes, the classic conflict between hydrothermalists, epitomized by Lindgren, and nonhydrothermalists did not help the minerals explorationist much. Important information about individual ore deposits, such as age of the host rocks and mineralization, composition of the mineralizing fluids, and separation of mineralizing and nonmineralizing events in the paragenetic sequence, could not be gathered with past equipment and methods. But these early concepts of ore genesis contained excellent empirical observations, perhaps the most useful parts of these hypotheses. Through the years, prospectors have found most of the ore deposits in the world using direct observations and their collective empirical wisdom - an empirical model. The geologist's contribution becomes increasingly important after the more obvious surficial ore deposits have been discovered. In Europe and North America that time has arrived. With the introduction of sophisticated equipment and matching techniques in the 1950s in geochronology, geochemistry, geophysics, remote sensing, and computers, many previously equivocal genetic questions can be resolved. This proliferation of highly technical data has allowed the construction of many well-founded genetic models.

These pressures force the mineral industry to re-think not only the present models of exploitation of natural resources and production, but also their own model of techno- logical development. This paper outlines the model and the experience of Technology Strategic Planning (TSP) adopted by CVRD to face these demands, warranting and expanding its participation in the current markets and developing new businesses.

The decade of the 70?s saw a series of landmark environmental resource programs enacted by the Congress. Many states followed suit, so that by the end of the decade air quality, water pollution, and the conservation of other natural resources, including minerals, were the subject of a wide-ranging body of laws, policies, regulations, and procedures. Many of the actions required or permitted by this rule-making involved areas for which adequate information and substantial experience were not available. Moreover, goals and objectives were sometimes established which were enormously difficult to achieve technically, or of such formidable expense as to cause concern about their consequences in the marketplace. It is therefore hardly surprising that one product of all this activity has been a mass of litigation. Court dockets are crowded with suits and counter-suits involving both substantive and procedural aspects of environmental protection. Indeed, it is probably fair to say that the volume and range of environmentally-related disputes brought before the courts parallels that generated by the civil rights movement a decade ago. There were also some new dimensions to the environmental movement. For the first time, the national environmental policy act required agencies to prepare environmental impact statements when proposed projects or activities would have substantial impacts on environmental resources. Another requirement of many of the new programs mandated meaningful citizen participation in public decision-making. Here, as elsewhere, the purpose was admirable, but guidelines were vague, and the result often was inaction, polarization, and litigation.

Small tonnage ore bodies can be developed at a profit on a short life basis. Such is the case of the Bardon Mine in. the Big Indian Mining District in San Juan County. Utah. Faced with a small initial tonnage of high grade uranium ore, the Shattuck Denn Mining Corporation Engineers developed some new ideas for sinking the shaft and planned extraction to warrant the capital risk to mine a limited reserve. The Bardon Mine is located fifty miles southeast of Moab, Utah in the south end of the Big Indian Mining -district. Shattuck Denn Company, a wholly owned subsidiary of the Shattuck Denn Mining Corporation, manages and operates the property under an operating agreement with Kerr-McGee Oil Industries, Inc. of. Oklahoma City. Oklahoma, and Anderson Development Corporation of Albuquerque, New Mexico. Based. on Kerr-McGee drilling., a tabular ore body about 350 feet long by 250 feet wide with an average thickness in excess of seven feet was indicated.- The ore body strikes easterly-westerly and dips from nine to twelve degrees to the south. Uraninite is the dominant uranium ore mineral associated with vanadium. The ore occurs in an arkosic conglomeratic sandstone with some interfingering of mudstone and shale in the Mossback member of the Chinle formation in contact with the underlying Cutler formation. The ore horizon is overlain with 40 to 60 feet of mudstone and shale. Fortunately, the back. immediately over the ore is a reasonable competent shaley sandstone which has made a fairly good. environment for roof bolting.

A new, large mine is about to be born. Many years and millions of dollars have been invested in exploration. An orebody has been found and proven. All necessary political and legal work to establish rights and conditions for development are complete. The feasibility studies are favorable. Financing has been arranged. Board approval has been given to proceed. The time has come to engage a contractor to design and build the new facilities in a location, as is the common case today, far re¬moved from the centers of advanced technologic development where the minerals will ultimately be used. A select list of Engineering and Construction (E&C) companies is asked to prepare proposals. At this point the common viewpoint among mining companies is that the company's sole remaining problem, a major one to be sure, is to select qualified contractors to design and build the project at the lowest cost and shortest time possible so that production can start generating a return on investment. The purpose of this discussion is to explore the viewpoint of the large E&C contractor toward such projects. It differs in important ways from that of the client mining company and it is these differences and the reasons for them that must be understood by the client if severe difficulties and misunderstandings with the contractor, starting at the beginning of contract negotiation and continuing through design and construction to final startup are to be avoided or minimized. Often enough, the difference is in degree, not kind, which only serves to obscure the fact that a difference exists.

Fall of ground is a leading source of worker injury and fatality indicating a persistent need for ground monitoring technology. The HRTMM is an experimental convergence monitor utilizing a digital camera and custom software to track the position of one or more lasers across the target. Apparent laser movement is proportional to target convergence. The HRTMM was installed in an underground mine near active operations to test its response to the mining environment. This included intense blasting vibration and mine fog. Results and potential of the new monitoring technology will be discussed.

The tremendous growth in grinding mill size and horsepower during the 70s demanded advancements in gear cutting technology and equipment for the 80s. A new standard in gear cutting machines is now used to generate-cut large open gear sets to over 12.2 m (40 ft) in diameter at an AGMA quality level much higher than the accepted levels a short five years ago. The precision of the resulting gear set assures maximum tooth contact with the resultant longer gear set life.

The phosphate mining industry is confronted everywhere in the world with financial difficulties and low prices which prohibit further investments and development of new mines even in regions with a comparative cost advantage (North America/ North Africa/ and Middle East). But old mines are being progressively exhausted/ and if no replacement mines come on stream in the near future/ we may soon find ourselves (around the year 2000) with a global annual production capacity of 160 million tonnes of marketable phosphate rock instead of the capacity of 200 million tonnes existing today. Unless prices improve/ phosphate rock/ a non-renewable resource and a vital commodity to world agriculture/ may turn to be in short supply to world fertilizer industry. Whatever the extent of recovery of fertilizer demand/ the expected decline of the production capacity during the 1990 I s is bound to cause the disappearance by the year 2000 of the important surplus characterizing today the supply/demand balance.

Under a contract awarded by the U.S. DOE-PETC, the Pennsylvania Electric Company and New York. State Electric and Gas Corporation are conducting a test program to evaluate and optimize the performance of a two-inch air-sparged. hydrocyclone (ASH) for cleaning fine coal. The test program is being conducted at the Homer City EPRI Coal Quality Development Center, utilizing Upper Freeport coal classified to minus 0.15 mm as the process feed material. A matrix of experiments has been conducted to establish the influence of significant design and operating variables (including overflow and underflow orifices, inlet slurry pressure, airflow rate, and reagent dosage) on the production of deep cleaned coal. Performance of the ASH is being compared to conventional froth flotation, utilizing advanced techniques and selected flotation reagents. This paper focuses on work completed to-date to optimize the performance of the air-sparged hydrocyclone for cleaning fine coal. INTRODUCTION The Pennsylvania Electric Company (Penelec) and New York State Electric and Gas Corporation (NYSEG) have been evaluating advanced fine coal cleaning processes for the production of compliance grade coal (1.2 pounds S02/million Btu). Laboratory bench-scale froth flotation results were compared with results of advanced flotation processes as performed by various organizations, utilizing the same coal feed. Among the processes evaluated, the air-sparged hydrocyclone (ASH) - developed by Dr. Jan Miller at the University of Utah - was considered to offer the best potential for retrofitting into an existing coal preparation facility because of the increased capacity per unit volume. The ASH has been shown to process over 100 times the throughput of conventional froth flotation cells. In May of 1988, Penelec/NYSEG was awarded a contract from the Department of Energy's Pittsburgh Energy and Technology Center (DOE-PETC) to optimize the performance of a five cm (two inch) ASH for producing compliance grade coal from raw classified minus 0.150 mm (1.00 mesh) Upper Freeport coal, and to compare its performance with conventional froth flotation utilizing advanced techniques and selected flotation reagents. The test work is being conducted at EPRI's Coal Quality Development Center (CQDC) in Homer City, Pennsylvania, utilizing a circuit processing 0.10 to 0.25 tons of coal per hour. Other members of the Penelec/NYSEG contract team include the University of Utah, Advanced Processing Technologies, Inc., Davy Dravo, Kaiser Engineers, Ebasco Services, and Management and Technical Systems. ASH DESCRIPTION AND OPERATION The ASH-2 System is a five cm ID (actually 4.76 cm) air-sparged hydrocyclone manufactured by Advanced Processing Technologies, Inc., under license from the University of Utah, for the purpose of research, evaluation and development. A schematic drawing of the air-sparged hydrocyclone is presented in Figure 1. Basically the air-sparged hydrocyclone consists of two concentric right-vertical tubes, a conventional cyclone header at the top, and a froth pedestal at the bottom. The inner tube is a porous tube through which air is sparged radially. The outer nonporous tube simply serves as an air jacket to provide for even distribution of air through the porous inner tube. The slurry is fed tangentially through the conventional cyclone header to develop a swirl flow in the radial direction. Air is sparged through the jacketed, inner porous tube wall and is sheared into small bubbles by the swirl flow. Hydrophobic particles in the slurry collide with these bubbles and, after attachment, are transported radially into a froth phase which forms on the cyclone axis. The froth phase is stabilized and constrained by the froth pedestal, thus moving towards the vortex finder of the cyclone header and discharged as an overflow product. Hydrophilic particles generally remain centrifuged in the slurry phase and are discharged as an underflow product through the annulus created by the froth pedestal.

To accommodate the new Pier A expansion at BWI airport, a 1.8 m (6.0 ft)diameter stormwater pipe was constructed below active Runway 15R-33L. The jacked tunnel alignment runs east/west below the runway, and the depth the crown was 6.1 m(20 ft). Soil conditions consisted of very loose to medium sand and gravel, with some medium stiff clay and silt. Super Jet Grouting was selected as the ground treatment system, creating large diameter columns. All work was performed from the surface of the runway between the hours of 12 am and 6 am. Monitoring points along the tunnel in the grout zone indicated zero settlement during tunneling. Tunneling operations in front of and beyond the treatment zone experienced significant settlement. Super Jet Grouting in the treatment zone provided a low permeability continuous stable soilcrete that was readily mined while the runway remained in service.

Iron Mountain Mines, Inc., (IMMI) ore de- posits are located in the southeastern portion of the Klamath Mountains in the West Shasta copper/Zinc Mining District in Shasta County (Figure 1). The original massive sulfide ore deposits totaled 22,895,000 Mt (25 million st). The remaining ore deposits contain 12,875,000 Mt (14,183,000 st) of proven massive sulfides and 2,769,000 Mt (3,050,000 st) of proven gossan deposits. The addition of magnetite deposits and tailings (now marketable) brings the total of proven and probable reserves to 20,433,000 Mt (22,508,000 st). The massive sulfide ore bodies are generating a natural flow of acid mine water which has been slowly leaching minerals out of these deposits. This flow varies in volume, depending on rainfall, and contains variable concentrations of copper, zinc, iron and precious metals. This mine water has been treated for the past 50 years at the mine site to remove copper. The treatment process, utilizing scrap iron precipitation, continues at a production rate of approximately 54,430 Kg (120,000 pounds) of copper precipitate annually.

Specialty Devices, Inc. and the CMRET/NIUST, University of Mississippi, have collaborated in the design and development of a new class of Robotic Underwater Vehicle (ROV) focusing on efficient, low cost, deepwater operations. The need for such a vehicle was driven by special requirements encountered in the establishment of the Gulf of Mexico Gas Hydrates Research Observatory at a depth of 850m in Mississippi Canyon Block 118 on a restricted budget. Requirements included deployment and recovery of tools and sensors and the connection of underwater-mateable electric and fiber optic connectors at depth. The standard complement of equipment required included; high-resolution video with lighting, scanning sonar, robotic arm, precision positionin and thrusters for limited transit and maneuvering. Conventional deep water ROVs are lowered in a large cage with a buoyant tether between the cage and the ROV. The tether is wound on a winch in the cage deployed as the ROV swims out from the cage. This cage is lowered on a large diameter umbilical cable with strength elements and communications elements and conductors for electric power. With increasing water depth the umbilical cable must become ever larger to accommodate increased power transmission loads and strength demands, with corresponding increase in deck handling equipment size and in turn, vessel size and overall cost. The surface ship must include a dynamic positioning (DP) system to control ship propulsion to maintain the position of the ROV cage at a position relative to the sea floor. DP ships with this capability and the ability to carry the large umbilical cable and winch are expensive.

For the mining industry, such results provide a well-constrained regional framework and better understanding of tectonic processes which lead to the development of ore deposits. In mining camps, seismic reflection methods have proven effective in imaging shallow to moderately dipping litho logic contacts as well as structural features, and in some cases have been used for the direct detection of ore bodies. Here, short case histories are provided for the Abitibi greenstone belt (VMS deposits) in Quebec and the Thompson nickel belt in Manitoba.

The P/B collision and attachment interactions in fine particle flotation have been quantitatively analyzed. New models for attachment probability and kinetics of ‘true flotation’ have been developed. The results are given for both a single bubble and a bubble swarm. The mechanism of the attachment event is also examined. It is shown that (i) impact collision mechanism and rolling mechanism can be ignored in actual fine particle flotation and sliding mechanism is of importance for attachment of particle onto the bubble surface (ii) the attachment probability of fine particles is independent of bubble size and determined by the kinetic measure induction time of hydrophobicity. The theoretical predictions are also compared with the experimental data.

The ever increasing need for treating fine complex mineral bodies has led to the evolution and rapid development of advanced processing techniques for fine grinding, classification an if mineral separation and purification. With the introduction of these new technologies and understanding of underlying fundamental principles, mineral processing is now being applied to materials ranging from ceramics and composites to superconductors. In this review, current and potential applications of mineral engineering techniques to advanced materials processing are discussed. Particularly, material processing involving ultrafine grinding, dispersion and flocculation and thin film formation is examined. Novel techniques of solid/liquid separation involving manipulation of interfaces and use of high intensity high gradient superconductor magnetic equipment for solid/solid separation are discussed.
