INTRODUCTION This paper report presents the general case history for the construction of the North Outfall Replacement Sewer (NORS) project. A 1982 City of Los Angeles Wastewater Facilities Plan recognized that a 19.3 km (12¬mile) section of the North Outfall Sewer (NOS), from Culver City to the Hyperion Treatment Plant, was deteriorating and had insufficient capacity. Built in the 1920s of unreinforced concrete and lined with vitreous clay tiles, the originally unventilated NOS suffered considerable corrosion by H2S gas. This caused roof tile and concrete to fall to the bottom of the pipe, which, over the years, reduced the 11.9 M3/S (420 cubic feet per second (cfs)) design capacity of the NOS to a current level of approximately 8.5 M3/S (300 cfs). This worsening condition, thereby contributing to the polluting of Santa Monica Bay. This situation culminated in the State of California Regional Water Quality Control Board, Los Angeles Region, issuing a Cease and Desist Order on January 27, 1986, which required the City of Los Angeles to eliminate such dry weather overflows through a number of prescribed actions. One of these was to construct the North Outfall Replacement Sewer (NORS) by April 1, 1993. PROJECT DESCRIPTION The NORS Project involved the construction of over eight miles of tunnel and related structures. "Once the primary fuel source for the United States and the economic backbone for communities from Appalachia to Wyoming, coal has been on a steady decline since the mid 1990s, and is now at the center of political debate in the United States.The political spectrum of the United States is divided on the future of coal and its place in the energy sector. The coal mining industry and the communities that rely on coal have increasingly been pitted against forces that wish to regulate coal to the history books.In 2008, President Obama launched what many have called his war on coal, and during his eight years in office, he pushed through numerous pieces of regulations and legislation and that he said were aimed at reducing carbon emissions, but that others viewed as direct assaults on the domestic coal industry. Obama led the United States delegation to Paris to sign the Paris Accord in 2016, a 196-country agreement pledging that the United States would do its part to reduce carbon emissions. His administration also instituted clean air, power and water regulations that added extra environmental burdens to many industries, but perhaps none more so than the coal industry.In this month’s lead feature, “A study of U.S. coal mine closures since 1994” (page 18), the impact of the war on coal, and other factors, can be seen in text and figures. Author Jacob Brinkman and coauthors Jay Schafler and Catherine Johnson scoured the data of the U.S. Energy Information Administration (EIA) and the U.S. Mine Safety and Health Administration (MSHA) to show how coal production and mines have been impacted since 1994 and how the years 1994 to 2000 and 2008 to 2016 were particularly hard on the industry.For example, in 1994 there were 2,354 coal mines in the United States. Currently, there are 1,035 mines in operation.In 2016, then candidate Donald Trump promised to end the war on coal and to put coal miners back to work. In 2017, President Trump has followed up on those promises. He announced plans to withdraw the United States from the Paris Accord, signed an executive order designed to undo the Clean Power Plan put in place by President Obama, halted the research on the health effects of mountaintop removal coal mining, directed the U.S. Environmental Protection Agency (EPA) to revise the guidelines of waste water from power plants and has touted that more than 1,000 coal miners have returned to work since he was elected."

This is the 12th year for this column and the 11th in which the royalty data have been tabulated. This year adds 20 to 30 new entries. There are, however, some deficiencies that the readership hopefully will fill. The most common mineral commodity is construction aggregates - either sand and gravel or crushed stone. There are several states where no royalty information was available for either commodity. Readers can help share information about these missing states, so next year there will be fewer states without information. Severn Brown again sent helpful information from the Prospectors and Developers Association of Canada (PDAC). The summer 1992 issue of PDAC Digest recommended"... the most useful technical paper ever published for economic geologists...." "Net smelter return models and their use in the exploration, evaluation and exploitation of polymetallic deposits" was written by R. Goldie and P. Tredger (Geoscience Canada, Vol. 18, No. 4, pp. 159-171). Last year's column described leasing practices in Russia. Some new information has been gathered since then. Kirill Kavun is the managing director of the International Geoeconomic Center in Moscow. He sent two publications from 1992-"Regulation on the procedure of licensing the use of the subsurface," and "Law of the Russian federation on the subsurface." Both are supplements to the magazine Mineral Re¬sources of Russia, Economics and Management.

Shovel operators are one step closer to having a better tool to operate and monitor their equipment. The development of a unified shovel interface is proceeding into phase three, focused on producing a standard application programming interface (API) for connecting onboard devices. This solution will positively impact safety, performance and productivity, and is the result of collaborative work driven by the Global Mining Standards and Guidelines Group (GMSG). Proof of concept revealed During the spring of 2013, Peck Tech Consulting was engaged to develop the working proof of concept (POC) software implementation, which integrates multiple vendors? systems into a single interface using one-to-two displays. As a result, the GMSG developed a functioning, manipulatable, unified shovel interface proof of concept and unveiled it at the World Mining Conference in August in Montreal. The proof of concept effectively provides a unified operator interface that pulls together the many divergent systems onboard large shovels.

The last few years have produced new methods of characterizing flow properties of bulk solids. Abrasive wear and particle attrition can now be accurately measured in a laboratory and scaled up to field condi¬tions. In addition, the effect of large par¬ticles on a material's flow properties (cohe¬sive strength, bulk density, wall friction) can be determined as well as the effects of var¬ious additives such as freeze conditioning agents. New developments have occurred with devices to improve the reliability of solids flow. Much attention has been paid to find¬ing ways, by using inserts, to provide a mass flow pattern with relatively shallow hopper walls. Such devices can also provide reli¬able in-bin gravity blending of bulk solids or completely nonsegregated discharge. Other developments have occurred in the area of belt-to-belt transfer chutes and sealing screws. The technology and hardware for running bench scale flow tests on bulk solids samples and transforming the results into reliable designs has been in existence for nearly 30 years (Jenike, 1964; Marinelli and Carson, 1986). It has been shown repeatedly that reliable materials handling systems can be designed to avoid the problems of no-flow due to arching or rat-holing, erratic flow, segregation, loss of capacity, or spontaneous combustion. Running flow properties tests and carefully designing a bulk handling system are not expensive, particularly when compared to downtime costs and continual flow problems. New developments in characterizing flow properties of bulk solids include: • a shear tester for measuring the properties of run-of-mine ores containing large par¬ticles; • attrition testers to simulate a wide range of flow conditions; • a tester to measure the wear rate of liners in bins, feeder parts, etc.; • a dustiness tester to measure the potential for dust and the effect of dust control meas¬ures; and • techniques for measuring the strength of frozen ores and the effect of freeze condi¬tioning agents. In the area of improving the flow of bulk solids, there are new techniques for ensuring reliable flow without using up excessive headroom. These include: • belt-to-belt transfer chutes to handle po¬tentially sticky, abrasive, and dusty ores; • designs for the interface between a bin/ hopper and apron or belt feeders to avoid hangups and minimize feeder loads; methods to feed solids reliably into a pres¬surized process; and designs for handling systems that will mini¬ mize attrition, avoid segregation, or auto¬matically blend materials together. Characterizing flow properties Large shear cell It has long been known that the cohesive strength of a bulk solid is due mainly to its fine fraction. However, the effect of the larger particles (that were assumed to re¬duce the strength) could not be measured. The development of larger scale (205 mm¬diam and 0.6 x 0.9 m or 8 in.-diam and 2 x 3 ft) shear testers has made it possible to measure the properties of a wider range of materials. Now cohesive strength measurements can be made with up to 100 mm (4 in.) particles. The results obtained from the large shear testers, together with the results of the nor¬mal shear tests on the fine fraction, are used in the design of reliable stockpile reclaim systems and crusher feed systems. A high percentage of large particles can reduce the measured shear strength of a bulk solid. As manufacturers and mine operators develop and implement proximity detection systems (PDSs), they need to be mindful of the systems’ compatibility with mineworkers’ tasks, and possible unintended consequences. Researchers at the U.S. National Institute for Occupational Safety and Health (NIOSH) interviewed mineworkers at mine sites that currently use or previously have used PDSs on mobile equipment, including shuttle cars, battery haulers and scoops. Mineworkers reported that mobile PDSs affect loading, tramming, section setup, maintenance and general work on the section. Mineworkers discussed the operational effects and increased burden, exposure and risk. Mineworkers also suggested that improved system task compatibility, training, logistics and PDS performance might help address these issues. Manufacturers and mine operators implementing this or similar technologies may also consider mitigating task incompatibilities up front, performing additional site-specific usability testing and restricting the use cases of the system to improve performance.

The construction mineral aggregates industry--the largest industry on a tonnage basis--is threatened with large shortages in the near future. Ironically, these common minerals which include sand, gravel, and stone are among the most plentiful in the earth's crust. However, as these minerals are low in value and used in large volumes, they are extremely sensitive to transport cost, e.g., a haul of 20 miles doubled the delivered cost of mineral aggregates. Consequently, these minerals must be located close to points of demand to have economic usefulness. But the development of new deposits is virtually impossible near many urban areas for legal, sociological and economic reasons. The spector of unfinished urban transport systems, curtailed residential construction, and a general deterioration of the physical urban plant, looms as a direct consequent of future mineral aggregate shortages in the U. S. metropolitan areas. The shortages of mineral aggregates in the Greater New York Metropolitan Area (G.N.Y.M.A.) are prototypical of the shortages faced by the U. S. Metropolitan areas. This paper presents an economic analysis of the consequences of not considering the broad aspects of conservation economics as a major component of resource management. The needless annual cost for the G.N.Y.M.A. is shown to be $30 million.

I'm glad this meeting is being held in New York. First, because the city is close to my home in New Jersey, only 35 minutes from Times Square ..... if I were to come to Times Square between two and three in the morning. Otherwise it takes two hours. But even more important is the fact that all of you good people from around the country and around the world will enjoy the unique experience of that warm friendly atmosphere in the greater metropolitan area, something that you won't see any place else on the face of the earth. Seriously, the greater metropolitan area has been a large part of my industrial, cultural and spiritual experience. There are many aspects of it which I find disagreeable but on net I would rather live in this area, at least for the time being, than any other area of the United States. As a consultant I find contact with financial institutions, corporate headquarters, information sources and a great many production and research facilities a valuable asset to my activity.

The “Building Our Future” project is a collaborative initiative between the UNC SME Student Chapter and the Water and Earth Museum (MAT) of Asociación Los Andes Cajamarca (ALAC), both corporate entities of Newmont Yanacocha. Its mission is to promote responsible and sustainable mining among new generations while fostering a culture of equality and respect. This comprehensive educational program integrates sustainable development goals and includes workshops led professionals and external experts who share their personal stories to inspire students from rural and urban educational institutions to follow their dreams. Additionally, for this year 2024, the project development and implemented an interactive mobile application that educates users about the use of minerals in everyday life through four levels: Minerals in the Home, Minerals in Medicine, Minerals in Transportation, and Minerals in Agriculture. This multi-faceted approach seeks to raise awareness about the importance of mining in Peru’s economic, environmental, and social development, ultimately fostering a new generation of informed and engaged citizens who understand the vital role of mining in a sustainable future.

During the last few years there has been a rapid increase in the development of the community or junior college throughout the United States, Some factors behind this development include the need for more college facilities to service the growing number of high school graduates, the desire of the public to provide some post high school education at reasonable costs, and the need to provide post high school educational opportunities not now provided by most of the universities and colleges. Many of the new community colleges provide at least three educational services including local opportunity to provide the first two years of a four year college program, two year technical-vocational programs of a terminal nature, and adult educational opportunities. The community college has the advantage of not being saddled with years of academic tradition which prevent it from changing to suit the educational needs of the community It serves. The flexibility of the community college in developing new programs, particularly in the technical areas, is going to provide industry with many of the badly needed technicians it is now unable to secure.

The lawyer's role in underground construction, certainly for the past 20 years, has been principally that of the advocate in disputes resolution. Disputes in underground construction have been steadily increasing, making the lawyer a more prominent participant in the underground construction process. It is widely believed, however, that this is not a salutory state of affairs. It is our thesis that lawyers ought not be eliminated from the process, but rather that their role should be changed. They should function as prophylactics rather than as swords, i.e., they should be used to prevent or reduce disputes rather than, after the fact, to champion their clients' causes. a. Mr. Rubin is a partner in the New York law firm of Postner & Rubin. He has litigated and arbitrated numerous complex construction disputes. He has also participated in efforts to improve contracting practices on committees of ASCE and the National Academy of Engineering. b. Ms. Banick holds a BS in Civil Engineering from the University of Virginia and is a law student at New York Law School. She is a law clerk at Postner & Rubin.

The new Tren Urbano heavy rail transit project in San Juan, Puerto Rico has one very significant part, the Río Piedras Contract, being constructed underground. This paper will give an overview of the tunneling work that started construction in1997. Design-Build procurement for tunneling is addressed. The new and modern transit system in San Juan will be 17.2 km (10.7 mi)long and have 16 stations in its first segment of construction, which is due to open in 2001. The line connects the city center district of Santurce to the outlying suburban municipality of Bayamón. All construction is being done under design-build contracts as a demonstration project funded by the Commonwealth of Puerto Rico and the Federal Transit Administration (FTA). The Río Piedras Contract is completely underground and involves practically all types of construction in soft ground. One station is built as cut-and-cover at the University of Puerto Rico. One portion has twin tunnels to be driven with an Earth Pressure Balance Machine (EPBM) and lined with one-pass precast concrete segments. Another has four short tunnel drives at a turnout that will be constructed with an initial support of shotcrete and lattice girders (i.e., the New Austrian Tunneling Method of construction). The most complex construction is the Río Piedras Station, which is being built as a stacked drift with a total of 15 individual tunnel drifts. After being sequentially excavated and concreted, they will form the arch of the 19 m (62 ft.) wide by 16 m (53 ft.) high cavern station. This structure is excavated in soil with less than 5 m (16 ft.) of cover to overlying historic buildings.

"In a very real sense, Butte, MT is where the copper came from that won two world wars. The price for that unrestricted mining and smelting of copper came due in 1983 when Butte was declared a Superfund site.One of the most complex remnants of this mining history is the Parrot Tailings site. The Parrot smelter operated from 1881 to 1910, moving Upper Silver Bow Creek to the south and depositing approximately 283,000 m3 (370,000 cu yd) of waste material adjacent to Upper Silver Bow Creek. Additional mixed waste from other processing sites deposited below the Parrot tailings at the Northside Tailings, Diggings East and Blacktail Creek Berm total approximately 171,000 m3 (224,000 cu yd) of contaminated material. As part of the Superfund remedy, the U.S. Environmental Protection Agency (EPA) proposed leaving all these wastes in place. This proposal prompted a detailed criticism by several geoscientists familiar with the site. The EPA’s 2006 Record of Decision (ROD) did in fact leave these wastes in place, which set the stage for a series of studies that continue to refine how best to protect extensive completed Superfund Remediation downstream of Upper Silver Bow Creek. History of the Parrott Mine and tailingsPlacer gold was discovered in Silver Bow Creek, the headwaters of the Clark Fork River only a few miles from the Continental Divide in 1864. This discovery led to a stampede of placer and lode claims. One of the first lode claims located was the Parrot lode, located in the fall of 1864. Progress for developing a mine at the Parrott was slow, and it was not until 1876 that one of the original locators encountered a rich vein of chalcocite. Butte had its first copper mine.The Parrott Mine was patented in 1879 and by 1881 the Parrot, having lost a “t”, concentrator and smelter were built. The smelter and concentrator were an immediate success with a considerable market for processing the district’s rich copper ore. In 1885, the employees of the Parrot smelter bought the Butte Reduction Works, another smelter. In 1885, dams were built on Silver Bow Creek to contain various tailings and related processing byproducts (Fig. 1).By 1890, the various smelters in Butte rendered Butte’s air quality as suffocating (Fig. 2). An 1889 funeral procession was rumored to have gotten lost in the thick smelter smoke and somehow ended up at the Centennial Brewery. A city ordinance was passed late in 1890 in an attempt to control smoke. The Parrot smelter employed approximately 500 men by 1890. Through the 1890s, the tailings produced grew from approximately 91 t/d (100 stpd) to more than 181 t/d (200 stpd). Copper values in the tailings were initially as high as 4 percent, but as the processing improved that was reduced to 1.5 percent."

During the past decade we have witnessed spectacular improvements in productivity of open pit mining equipment. Thousand-horsepower engines, 200-ton trucks and 15-yard electric shovels, which such a short time ago were just dreams on a drawing board, are now realities. More productive equipment and metal shortages have encouraged increased production at existing mines and the development of new larger tonnage operations. Operators and engineers have been able to employ computers and various other types of automation to "stay on top of things". The mine geologist, however, is merely faced with a bigger and more rapidly changing pit to pick in. Keeping geologic information current in these mines presents entirely new problems to mine geological staffs. To obtain adequate geologic information on the developing orebody requires enlargement of the staff to share the work load or revision of methods in keeping with the times. The former has the disadvantage of loss of the comprehensive knowledge of the pit that a chief geologist likes to have, not to mention management's usual lack of enthusiasm for force increases.

The most important event affecting the United States coal industry in 1993 was the strike by the United Mine Workers of America (UMWA). This was a series of selective strikes, beginning with a strike against four Peabody Holding affiliates on Feb. 2, following unsuccessful contract negotiations between the UMWA and the Bituminous Coal Operators' Association (BCOA). Although that strike ended on March 3, the failure to reach a new contract agreement led to walkouts at several Midwestern mines on May 10. During the summer, the strike expanded to include mines of 13 companies in seven states including Ohio, Pennsylvania, Illinois, Indiana, Kentucky, Virginia and West Virginia. About 17,000 miners were idled during the strike. As the prospects for a settlement diminished, the Secretary of Labor appointed a federal mediator. The mediation resulted in a five-year contract. In addition to increases in wages and pensions, it was agreed that 60% of new job openings would be filled by laid off and active UMWA miners. In return, companies won the right to establish more flexible work rules and scheduling of miners. While some health care benefits were expanded, the agreement established a new health care system that was designed to reduce costs. Preliminary Energy Information Administration (EIA) data indicate that US coal production fell by 5% in 1993, to 859 Mt (947 million st) (Table 1). The strike was one of the primary causes of the decline in production. Another significant cause was a 27% decline in coal exports. Also, a very small displacement of domestic coal production resulted from a rise in coal imports.

When considering alternative equipment choices in mill or process flowsheets, it is important to determine both capital and operating costs of such equipment as well as other possible savings related to downstream operations. This paper presents a few case studies and shows cursory guidelines for the selection of equipment for new installations or in the retrofitting of existing plants. Based upon recent plant experience, suggestions are given to improve the operation of clarifiers, thickeners and vacuum filters.

A brittle solid broken by crushing or impact, results in a mass size distribution curve having a straight line segment when plotted on log-log paper. Depending on the mineral, the slope of this straight line segment ranges from a maximum of one for materials like glass and quartz to values of one half or less. Theoretical derivations of the size distribution, such as the Gaudin-Meloy model, yield a slope of one and only one. When the Gaudin-Meloy model is modified to assume that not all cracks terminate on a preexisting surface, the new model predicts that size distribution slopes, depending on the type of brittle solid, will be less than one. There is a measurable physical parameter that will predict the slope. In addition the model predicts that particles from such a size distributions will have negative corners and peaks - indentations. Moreover the model predicts that particle shape will systematically change with decreasing particle size. Finally, this new physical model of comminution may be experimentally tested.

Hindered-bed separators are often used in the minerals processing industry to classify particles according to size and density. A new technology, known as the Eriez CrossFlow, was recently developed to overcome some of the limitations associated with hydraulic separators. The innovative feature of this unit is a novel feed presentation system that improves separation efficiency and capacity. In the present work, a detailed process engineering evaluation was conducted to determine the basis for the improved performance of this unit. The evaluation included controlled separation tests using well-characterized feeds, particle and liquid tracer experiments and mathematical modeling studies. Data obtained from this work show that the new separator is capable of maintaining good separation efficiencies at higher solid feed rates than traditional designs due to improved hydrodynamics in the separation zone. This paper reviews the operating principle of the Eriez CrossFlow separator, discusses the results of the tracer experiments and modeling studies and presents test data obtained from recent laboratory and plant trials.
