Emerging from discussions of U.S. energy policy: from the Project Independence Blueprint; from President Ford's statements to Congress; and from several independent appraisals of the situation; there is a clear objective to achieve an appropriate balance of supply and demand in the near term future (1) by developing more efficient ways of using energy and (2) by extending domestic sources of energy. More specifically, the strategy for achieving this goal has three parts (1) Conservation of energy through greater efficiencies in automobiles, appliances, lighting, heating, and industrial processes. (2) Increased domestic production of oil and gas through new sources such as the outer continental shelf and new efficiencies such as tertiary recovery. (3) Substitution of coal and uranium for oil and gas in utility power plants and industrial heating. The goal of energy research and development is to help achieve these goals and to help minimize the economic, environmental and social impact of our shift from imported energy to domestic sources. The focus of this paper is the implications of the expanded use of coal, and the research and development which may help achieve the above goals in so far as coal is concerned.

Appalachian kimberlites appear to be spatially distributed along two structure parallel trends running from Tennessee to New York. It is hypothesized that the kimberlites were emplaced at the intersection of structure parallel basement faults and cross- structural lineaments. The latter are expressed in potential field and remotely sensed data. The western trend follows the Rome Trough from eastern Kentucky to south central New York. The eastern trend parallels the edge of the Ridge and Valley in Virginia and Maryland.

The physical properties of an ore body require determination for virtually all mining projects, new and existing. The extent and regularity of such determinations being subject to the size and homogeneity of the orebody. Such properties have an impact at the design stage of new plants, with respect to equipment specification, and thus effects capital costs; and also impacts on the operating costs of new and existing plants, with respect to power consumption, production levels and part replacements. All of these can severely alter the bottom line and can be the determining factor in the economic viability of many projects. This paper examines some of the most common properties that are measured, the procedures utilised in determining these properties, and their variability under conditions of reproducibil­ity, and to a lesser extent repeatability. The properties looked at were Impact Crushing Work Index, Abrasion Index, Bond Rod Mill Work Index and Bond Ball Mill Work Index. A number of testing laboratories throughout Australia and the US were utilised in the survey. The results showed up some interesting and important features of the procedures used, all of which have become accepted industry standards, and which had varying effects on the final result. Tests such as the rod and ball mill indices would appear to have reasonably robust procedures which allowed for the determinations of the respective index without the introduction of significant variations, although there were indications that variations could occur. The other tests gave a sufficiently different picture to be able to suggest that an argument could be made for a more intensive investigation to be undertaken, with the possible outcome that a modified test procedure or an alternative test is required.

"The National Institute for Occupational Safety and Health (NIOSH) recently developed a series of validated models utilizing computational fluid dynamics (CFD) to study the effects of air-blocking shelves on airflows and respirable dust distribution associated with mediumsized surface blasthole drill shrouds as part of a dry dust collector system. Using validated CFD models, three different air-blocking shelves were included in the present study: a 15.2-cm (6-in.)-wide shelf; a 7.6-cm (3-in.)-wide shelf; and a 7.6-cm (3-in.)-wide shelf at four different shelf heights. In addition, the dust-collector-to-bailing airflow ratios of 1.75:1, 1.5:1, 1.25:1 and 1:1 were evaluated for the 15.2-cm (6-in.)-wide air-blocking shelf. This paper describes the methodology used to develop the CFD models. The effects of air-blocking shelves and dust collector-to-bailing airflow ratios were identified by the study, and problem regions were revealed under certain conditions. IntroductionSurface blasthole drilling can generate considerable amounts of respirable silica dust. These high dust concentrations can be exacerbated by the high silica content as drilling cuts through silica-bearing materials such as sandstone and shale, causing overexposures for miners to respirable silica dust. These overexposures can lead to silicosis, an occupational lung disease that has no cure and is often fatal. A review of the Mine Safety and Health Administration (MSHA) respirable silica dust sample database from 2010 to 2016 for metal/nonmetal mining shows the following overexposure rates for occupations related to blasthole drilling: • 14.1 percent of rotary air drillers were overexposed to respirable silica dust (22 out of 156 samples).• 5.8 percent of rotary drillers were overexposed to respirable silica dust (nine out of 155 samples).• 7.3 percent of drill helpers were overexposed to respirable silica dust (three out of 41 samples).• 7.5 percent of blasters/shotfirers were overexposed to respirable silica dust (three out of 40 samples)."

"Tunneling through an urban environment carries many inherent risks to the immediate local infrastructure and subsequently to the project stakeholders. On the CQ031 Contract of the East Side Access Project in Queens, New York, twin 22.5’ diameter Herrenknecht Slurry TBMs were mined within close proximity to many infrastructure assets, with cover of less than half a shield diameter at times. Multiple public bridges and critical railroad infrastructure including catenary poles and signal towers supporting the busiest rail interlocking in the United States required underpinning systems. The support program for these structures was refined over the course of the four tunnel drives. It is the intent of this paper to show how the interaction between the temporary structures, instrumentation monitoring plan, and risk assessment program melded to provide a system which the owner, contractor, and designer relied on as a tool to ensure the project success without impacting the public surroundings. PROJECT BACKGROUND The East Side Access (ESA) megaproject located in New York City, N.Y is a multi billion dollar program for the Metropolitan Transit Authority Capital Construction (MTACC) with the main goal of bringing the Long Island Railroad (LIRR) commuter rail to Grand Central Station located in the heart of Midtown Manhattan. When completed, the project will significantly reduce congestion both into and out of Penn Station, the current terminus of the LIRR. In order to accomplish this, multiple contracts of varying scope are required to operate simultaneously in both Queens, N.Y and Manhattan. In 2009, the CQ031 Queens Bored Tunnels Contract was awarded to the joint venture of Granite Construction Northeast, Traylor Bros. Inc., and Frontier Kemper (G.T.F). The main scope of this contract was to excavate four segmentally lined soft ground tunnels underneath the Sunnyside Rail Yard in Queens, New York. Additional scope of work included the construction of a tunnel approach structure, electrical substation, and multipurpose ventilation and egress facility."

The use of full face boring machines in underground mining has increased considerably in recent years and over 200 raise-boring machines are now in use in the Western World. Several tunnel-boring machines have been tested notably in America, West Germany, Britain and South Africa. A relatively new concept is the blindhole borer, where the machine stands on the lower level and bores a full diameter raise upwards without the use of a pilot hole. Four of these machines have been tested to date in South African quartzites with varying degrees of success. The development of boring technology has created new problems for ventilation engineers and exacerbated several existing ones. This challenge has been met in many varying ways and this paper attempts to provide a review of the current state of the art. Technology and methods are developing at great speed in this field and therefore no final and absolute solutions can be proposed, since each machine and site pose individual problems which are best handled by local knowledge and experience.

INTRODUCTION On April 14, 1994, the joint venture of Kiewit Construction Company and Kenny Construction Company was awarded a 76 million dollar contract for the construction of the New Hampshire Avenue Tunnels in Washington D.C. The Notice to Proceed was given on May16, 1994 and scheduled completion is September 1997. This project is one of five contracts for the Mid-City E Line as part of the Washington Metropolitan Area Transit Authority (WMATA)Greenbelt Route. Once completed, the Mid-City E Line subway tunnels will connect service between the U Street-Cardozo and Fort Totten stations (See Figure 1). The New Hampshire Avenue Tunnels project consists of approximately 6800 feet of twin single track subway tunnels, three vertical shafts, associated utility work and comprehensive restoration work. Section E4b involved two methods of tunneling along the project alignment. The first method consisted of the well known soft ground open face shield driven tunnel and the second method consisted of tunnels driven using the New Austrian Tunneling Method (NATM) . The NATM section of twin tunnels begins at the Buchanan Vent Shaft and proceeds approximately 2630 feet under Rock Creek Cemetery, including the Farragut Emergency Access Shaft and connects approximately 390 feet beyond to the existing Fort Totten running tunnels (See Figure 2). Special considerations had to be given to the portion of the tunnel alignment which passed beneath Rock Creek Cemetery. The analyses and subsequent selection of the tunnel support system were based on anticipated geological conditions and the sensitive tunnel alignment. The New Hampshire Avenue Tunnels project was the second soft ground NATM project in Washington D.C. The first, by no coincidence, was completed at the adjacent Fort Totten Station and Running Tunnels Project by Mergentime/Hochtief, AJV. Currently, on a nearby WMATA jobsite, the J.F. Shea Construction Company has started a third NATM soft ground tunnel. In parallel work, the cyanide/silver impregnated activated carbon system was studied for the purpose of developing an alternate cyanide removal system. It was found that free cyanide can be reduced from 20 ppm to below 10 ppb with a fixed bed of silver impregnated activated carbon, since such cyanide removal might be applicable to gold mill effluents, the investigation was extended to the cyanide/gold impregnated activated carbon (GIAC) system. Batch tests were conducted varying the gold content of activated carbon, carbon/CN ratio, stirring speed, pH of the initial solution, and the reaction temperature. The adsorption isotherm of cyanide/gold impregnated activated carbon system was also studied. The results of these batch tests show that the behaviour of the cyanide/GIAC system is very similar to the cyanide/silver impregnated activated carbon system variation of the gold content of the impregnated activated carbon has some influence on the cyanide adsorption rate. The latter is mainly increased, however, by increasing the GIAC/CN ratio. The activation energy was determined to be 3.12 kca1/mole (13.08 kj/mole) and the Au(CN)2 saturation at 194 µ M/g NORIT ROX O.B. The experimental results of reaction temperature and stirring speed show that the adsorption of free cyanide on such activated carbon is controlled by pore diffusion inside the activated carbon particle or by surface reaction. The adsorption isotherm follows the linear model and it is favourable for the cyanide/gold impregnated activated carbon system.

Those who have had an occasion to apply geostatistics to the estimation of ore reserves are familiar with the conventional approaches of estimating average grade of quality values for arrays of regular grid squares or blocks. Further, the technology to perform geostatistical analysis and prediction for irregular two-dimensional areas has been available in a practical, readily useable form for some time. However, the generalization of this technology into three dimensions has been hampered by lack of a suitable geometrical characterization for realistic, three dimensional shapes and volumes. The extension of these estimation techniques into three dimensions has now been made possible by a successful integration of the volume modelling capabilities of 3D Component Modelling with proven 3D Geostatistical Techniques. The result is a powerful new technique for mineral ore reserves estimation in a practical, useable form. The technique allows direct geostatistical estimation of grade and quality values for precisely defined, irregular, realistic, geological, and mining shapes or volumes. This paper describes the two technologies, their integration and their application in practice to the estimation of mineral ore reserves. The paper closes with a discussion of the benefits provided by the new approach, in terms of accuracy, efficiency and practicality.

Tool and cutterhead wear is a crucial issue in soft ground tunneling, especially because tool inspection, maintenance, and replacement are done under difficult conditions, and often under pressurized faces or under ?hyperbaric interventions?. Overall, tool inspection and changing is a time consuming and costly step, which needs to be quantified and the related costs accounted for in any construction contract for scheduling and costing of the tunnels at design stage or bid preparation. However, lack of a universally accepted index or measure for soil abrasivity in the geotechnical reports has made it difficult, if not impossible, to define cutter wear for this purpose. Soil abrasion and its impact on cutting tools for tunneling machines under dry or wet conditions have recently been under spot light due to construction claims in several of the recent tunneling projects. The objective of this paper is to examine soil?s physical, mechanical and tribological properties related to the interface of the soil and excavation tools and discuss ways to measure soil abrasivity in a quantitative and repeatable manner. The paper will discuss the efforts that are underway to develop a new soil abrasivity index and the fabrication of a new testing device for this purpose.

Mining of thin coal seams is both difficult and uneconomical. As a result, most of thin-seam coal reserves in the U. S. are not being mined. It is estimated that nearly 910 Gt (K. Unrug, 1985) of coal reserves exist in 355 to 710 mm thick seams. The Bureau is attempting to develop new techniques for mining 150 to 1065 mm thick coal seams. This paper summarizes the research work on existing thin-seam mining techniques, testing on small and full scale physical models of the Bureau slot mining concept, and computer modeling of the full-scale process.

Jamaica has extensive deposits of marble, gypsum, and limestone, offering prospects for commercial sales to nearby US markets, notably the Gulf Coast and Southeast. Stare-owned and private Jamaican industrial minerals producers have made limited sales to date but expect to increase exports during the balance of the 1980s. Restraints include Jamaican government controls on access to essential foreign exchange for new capital investments and distribution of profits. Jamaican efforts to identify market opportunities in the US are reviewed, and the outlook for further exports of carbonates is discussed.

The main purpose of mine ventilation design is to provide sufficient quantity and quality of air to the workers and to dilute methane and other contaminants. It is generally perceived that the additional air along the longwall face will improve methane dilution on the face and in the tailgate. However, computational fluid dynamics (CFD) modeling efforts at the Colorado School of Mines (CSM) under a National Institute for Occupational Safety and Health (NIOSH) funded research project have found that higher flow velocities along the longwall face are shown to increase the pressure differential between the gob and longwall face allowing more methane to be entrained in the active face and tailgate (TG) area, thereby negating the dilution effect. The increased face ventilation causes an increase in pressure along the headgate side which allows more oxygen to ingress into the gob area, thereby increasing the amount of oxygen available to form explosive methane air mixtures in the gob and to support spontaneous combustion of the coal. Two things are happening at two different locations along the longwall face, increase in pressure as the flow enters the active area cause an increase in pressure which forces more oxygen into the gob, but as the flow is developed along the longwall face, the higher velocities causes greater pressure drop allowing methane to enter the active face further downstream from the headgate (HG) towards the tailgate side. In this paper, a parametric study will be presented to discuss the effect that varying the face air quantity has on methane concentrations in the tailgate and formation of explosive gas zones (EGZs) in the gob. Counter to conventional wisdom, it appears that increased longwall face air quantities may increase the explosion hazard as they result in increased EGZ volumes in the gob, along with increased methane quantities in the tailgate return.

All of Canada's older uranium mining areas have been intensively prospected and known outcrops have been repeatedly examined. The only ground in these areas which has not been explored is that which is covered by water or other overburden. The discovery of new mines in these areas will, in the author's opinion, depend on the development of new geophysical or geochemical tools capable of locating uranium deposits which are-buried beneath tens to hundred of feet of overburden. Such tools would be extremely useful in Saskatchewan's Cluff Lake and Wollaston Lake areas. Uranium has recently been discovered in significant quantities in these regions but exploration is made extremely difficult and expensive by an almost uniform overburden cover. The author's experience has been confined to Canada but apparently a subsurface uranium prospecting method could be widely exployed in the western United States and Australia as well. Radon-222 measurements have been used for more than a decade on practically a worldwide basis in an attempt to obtain a useful method for subsurface uranium prospecting. It is well known that ha-222 produced by buried uranium deposits can diffuse through an overburden cover so that it can sometimes be detected at surface. An advantage of this method of prospecting is that Rn-222 can be detected with a simple scintillation, ionization or semiconductor detector. One of the essential weaknesses of the method is that the mean diffusion path length of Rn-222 is limited by its very short (3.8 days) half life. For a deeply buried deposit, vitually all of the Rn-222 atoms will decay before reaching surface and, therefore, such deposits cannot be expected to produce a detectable radon anomaly. Thus, except in unusual cases where groundwater or ground air flow assists the movement of radon towards surface, the depth of exploration is probably limited to ten or twenty feet of overburden cover. The high solubility of Rn-222 in water is also a source of difficulty. In an area where overburden covers bedrock with water saturation of the lower overburden levels, the radon will simply dissolve in the groundwater, and soil gas readings at surface will indicate falsely low

In reference to the section "Excess pyrite," the author discusses difficulties in separating chalcopyrite from pyrite. A technique does exist, and has been used commercially, for the flotation, separation, and recovery, if desired, of both chalcopyrite and pyrite. The method was described in Mining Engineering, March 1966, "An Improved Flotation Method for Cornwall Sulfides." While it was not used on a porphyry copper ore, it was used on a chalcopyrite- pyrite-containing ore and might well have application. Both sulfides, chalcopyrite and pyrite, were floated simultaneously using xanthate as a collector and MIBC frother to produce a cleaned sulfide product. This concentrate was then thickened and conditioned at high solids with aeration and lime to a pH above 12.0 for a period of 1.5 to 2 hr. A supplemental suppressant, such as cyanide, could be used if necessary to sharpen the subsequent separation; however, it was not required at Cornwall. The conditioned sulfides were floated with two stages of cleaning to produce a high- grade chalcopyrite froth product and a pyrite sink product barren in copper. The separation at Cornwall gave a 28.6% Cu grade chalcopyrite product and a pyrite analyzing 0.06% Cu. A desliming step on the raw ore initially used at Cornwall for a period of time was later discontinued. Advantages to be found in using a strong sulfide collector, such as a xanthate, is the rapid flotation it induces and, generally, an ability to float at a coarser grind. A following regrind circuit could be used to give maximum liberation and produce a clean sulfide concentration. The "differential" separation is concerned primarily with grade and with assuring a barren pyrite for maximum recovery.

It took me nearly nine months to make the move from Arizona to Berkeley, opening an office and planning our new home. While I was in Warren Dorothy had rented two rooms for my office In the new California Commercial Union Building at 315 Montgomery Street in San Francisco. She made such a good choice that this remained my address for more than 50 years Dorothy had also looked over many lots In Berkeley, and took an option on the one that pleased her the most. It was a beautiful lot, or rather three, as we took three lots to protect our view. The only possible drawback was that it was in a new district and there were only two houses within two blocks. No one could tell how the area would develop but we liked it so much that we bought the lots on the spot and signed a note to guarantee payment. Dorothy's good judgment was shown by the fact that after 50 years we are still glad to be living on the same property, at 168 Southampton Avenue. We arranged a meeting with the distinguished architect Bernard Maybeck-and employed him to design a house for us. Dorothy spent most of her time with Maybeck planning the house and an attached studio for her, and she later wrote an amusing essay on her dealings with Maybeck. They were so successful that even now we could not think of any changes we would have wanted. It took several months to design a house that suited Dorothy and would fit on our hilltop. I was glad to overcome some of Maybeck's scorn for "only an engineer" by showing how, by rotating the studio addition 45º, it would fit the lot without serious excavation. We finally signed a contract with Maybeck, borrowing so much money that it scared us. Bechtel Civil and Minerals, Inc., one of the Bechtel group of companies, is a large engineering and construction firm that services the mining industry, among others. The firm's head, S. D. Bechtel Jr., comments on how his E&C company is dealing with the recessionary economy. First, he offered a historical perspective. About a half century ago-in the middle of the Great Depression-W. A. Bechtel and several business partners drew up a fixed price bid to build the Hoover Dam. At that moment in history, the W. A. Bechtel Co. was a modest success, but the times were troubled and uncertain. Money was scarce and a lot of contractors across the country were one project ahead of bankruptcy. The bid for Hoover was a make-or-break proposition for Bechtel, and it turned out successfully. The Hoover Dam was a no-frills operation in an isolated and harsh environment. There was plenty of hard work, long hours, and not many amenities. Controlling costs was critical. Everyone knew what had to be done, and why and what the consequences were. Today's Challenge Bechtel is now a bigger, more complex organization whose management views the current economic recession as a challenge to be met in much the same way W. A. Bechtel met the challenge of the Hoover Dam: by pulling together with a sense of purpose and direction. In many respects, Bechtel's situation today has a number of parallels to that which faced my grandfather. The company is eminently successful, but times are tough and there are plenty of signs that they could get tougher. My grandfather bet on the Hoover Dam to insure the future health of his company and I think we can work together again in that same tradition, make some tough decisions together, and the company's future can be just as promising. The first and most important requirement is to make certain that everyone understands the situation. The Bechtel group of companies are in an excellent financial position now. Its workload hit an alltime high in 1982 and it is well positioned in its principal markets. But the next two years may be critical for the company. Traditionally, Bechtel's work load lags behind general developments in the economy. Although many of its clients continue to suffer serious business difficulties, Bechtel is only beginning to feel the impact. The worldwide market for basic metals remains soft; relatively low prices and abundant supplies of oil and gas have flattened the petroleum market and made once promising synfuels projects economically unattractive; utility clients are still caught in the vise between overregulation and escalating costs. And persistently high, long-term interest rates have made capital investments expensive and difficult to justify. The company maintained a healthy workload through 1982. In some areas it has had little new work and consequently has been forced to lay off some staff as projects have been canceled or concluded. In other areas new work has tided the company over and more people have been hired. But new work bookings have fallen off, creating some uncertainty for the near future. 1983 requirements are clear, although seemingly contradictory. Belt tightening and cost reduction are necessary for Bechtel to remain healthy and competitive, enabling it to handle a possible further downturn with a minimum of turmoil and dislocation. At the same time, we need to allocate resources and funds in areas that will keep us positioned for the turn-around marketplace.

Extractive industry (mining and quarrying operations), as other industrial activities, is subject to environment protection laws, regulation and standards such as the Environmental Impact Assessment directive, Natura 2000, Habitats & Birds directive, Water Framework directive etc The European Commission (EC) is aim to strengthen the EU environmental legislation to improve the (environmental and human) safety of mining activities. The mineral processing and the management of the mining waste will be covered by the new amendment of the Seveso II Directive, by a Best Available Techniques reference document (BREF) describing the Best Available Techniques of mining waste management and a new directive on the mining waste management. At the same time initiatives as the environmental liability, the energy taxation for environmental reasons and the natural resources management policy, which will have a positive impact on the protection of the environment, will affect the extractive industry operation procedures.

The application of conveyor belting in bulk materials handling is crucial to the success of most mining enterprise selection of the cover rubber grade and thickness has a direct bearing on the cost per ton conveyed. Current and future demands placed on belt covers by higher speeds, increase capacities and greater lifts means today's cover will not be adequate for tomorrow's applications. The simple selections of RMA Grade I and I1 and MSHA above and below ground need to be expanded upon. This paper describes various new approaches for selecting conveyor belt covers for specific applications. It also presents examples of material and compounding techniques available to the belt manufacturer to improve the performance of their covers.

Shortcut methods are commonly employed for estimating mining costs for prefeasibility studies. Most of these methods, however, are suitable for earliest stage studies or for internal discussion purposes only. The experts at InfoMine?s CostMine division recommend that any cost estimate completed for purposes of significant decisionmaking or for compliance with Canada?s NI 43-101 requirements be completed using a determinative itemized method. The same basic principles apply for an early stage, intermediate stage, or advanced stage estimate. The only difference is in the level of detail and effort employed. ? Based on the results of a completed resource estimate, an itemized cost estimate begins with development of a conceptual mine plan. Using a surface mine as an example, four elements are crucial no matter what level of study is initiated. Basic geometry of the ore deposit and waste material, with a determination of the expected ratio of waste to ore, a reasonable pit slope angle, possibly requiring the completion of geotechnical studies to predict the waste-to-ore ratio with certainty. ? Determination of the assumed ore and waste production rates. ? Locations of all ore stockpiles and waste dumps. ? Segmental haulage distances and gradients for ore and waste.
