Cyanide has been recognized for about a century as the most effective reagent for processing gold ores. Cyanide leaching has been adapted to various metallurgical settings and continues to be improved. However, in recent years attention has been directed to alternative lixiviants for treating refractory ores and concentrates, and to the development of less environmentally controversial substitutes for cyanide. This paper reviews some of the reagents considered as alternatives to cyanide and focuses on environmental implications for using these newer reagents.

Gold extraction from refractory ores as a percentage of total gold production is increasing. The processing technology options for treating difficult-to-process refractory ores are also increasing. The best processing option is dependent on many factors including feed grade and the cause for ore refractoriness. The causes for ore refractoriness are many foldCpreg-rob­bing, encapsulation in pyrite, arsenopyrite or silica, presence of cyanocides, presence of cyanide-insoluble gold compounds, etc.1. The first step in the process development of a refractory gold deposit is to determine the cause for ore refractoriness. The traditional approach of undertaking detailed mineralogical examination of ore types, major and minor mineral constituents and their association does not necessarily provide the metallur­gist all the information needed for characterization of gold-bear­ing ores. For process development programs it is desirable to complement traditional mineralogical methods with diagnostic leach testing, which attempts to quantify the deportation of gold in various mineral matrices. This paper briefly reviews the diagnostic leaching proce­dures and its applications for a wide range of gold-bearing refractory ores, both primary and by-product.

The preoccupation with cyanide as an environmental issue has been described as virtually an obsession for state and federal agencies enacting regulations for environmental protection. This seems likely to continue in legislative planning, as well. This is despite the fact that the only significant group of cyanide-related incidents has been the bird-mortality occurrences, predominantly in arid areas, and these have been greatly reduced by a concerted effort by operators. What follows is a brief list of areas for which the industry may need either additional information or plans for defensive strategies over the next two to five years.

Separating oil shale from waste material or into high- and low-grade fractions can have a major economic influence on the surface retorting process. Different shale rock components vary significantly in physical and surface chemical properties, such as specific gravity, color, and water wettability. Various techniques that use the differences in one or more of these properties have been proposed to preconcentrate oil shale before retorting. This article discusses some proposed techniques, such as gravity separation, sorting, and froth flotation. Retorting oil shale is the most common method for recovering oil from the rock. This process is accomplished either underground (in situ) or above ground (ex-situ or surface retorting). Both techniques have serious limitations, such as low recoveries in the underground method and the ability to process rich shales only in the above ground retorting method. Also, environmental problems are associated with both techniques. Some of these limitations could be overcome if feed to the retorts is of consistent grade. This could be achieved by selecting appropriate sites for in situ retorting and selective mining for surface oil shale retorting. Both of these, however, would have a serious economic impact on shale oil recovery. Obviously, little control can be exercised over preparing feed material in the in situ retorting process, but beneficiation of oil shale could definitely be advantageous in surface retorting, and should have positive influence on the overall economics of recovering oil from the shales. For example, preconcentration of mined shale could result not only in reduced costs for materials handling, but also in waste disposal costs, since waste characteristics before and after the retorting process are significantly different. Upgrading the oil shale might also allow substitution of alternate technology for retorting as well as extend the process to recover oil from marginal deposits. Also, the separated material may become a potential source for recovering other values from shale deposits. Overall, the incentives for preconcentration are to reduce costs and improve thermal efficiency of the recovery process. Oil Shale Properties Important to Preconcentration Oil shale is a carbonaceous rock assaying 5-30% organic material (kerogen) and 70-95% ash-forming minerals. The indirect method of drying coal fines is applied to filter cakes which ordinarily contain 22 to 30% moisture and are not readily transportable. The "Thermal Dryer", which operates on the mass transfer principle, has found wide use in coal preparation plants. The thermal dryer is penalized in operation by the necessity of adding coarse coal to the wet fines before entering the dryer body in order to produce a permeable bed, and thus enable hot gases to uniformly contact the wet mass. The ratio of coarse coal to fines varies from 2:1 to as much as 4:1, depending on the average particle size, moisture, and ash content of the fines.

Case histories are reported for several soft ground shafts ranging from 6' to 40' in diameter and 50' to 230' in overburden depth for which ground freezing was employed to provide temporary ground support and groundwater control during shaft sinking through the overburden. Cases reported emphasize dealing with difficult site and ground conditions such as working within existing buildings, through very soft, running and bouldery soils, in the presence of substantial lateral groundwater flows, and into salt dome deposits requiring special considerations. Construction procedures, schedule, and relative costs are discussed for each case.

Geosynthetic clay liners (GCLs) are manufactured barrier layers containing a high-quality sodium bentonite clay attached or adhered to geotextiles or a geomembrane. The GCL's low permeability and high strength make it an ideal replacement for low permeability soil or clay liners for mineral extraction and processing containment applications. This paper will discuss the advantages of utilizing a GCL versus compacted clay in containment applications. Some of the advantages include: the GCL's lower permeability (5 x 10-9 centimeters per second (cm/sec)) and corresponding better composite liner leakage protection, the GCL' s greater resistance to desiccation, differential subsidence and freeze­thaw, and lastly, the ease and speed of installing the GCL. This paper will also detail a number of important case studies related to the mineral extraction and processing industry. These case studies include using GCL in two large reclamation capping projects, as a secondary liner in two gold heap leach pads, as a composite liner in a dam for stormwater runoff control, and lastly, as a primary liner for a tailings runoff diversion channel.

Surface mining, from ore extraction to processing, requires many types of equipment to obtain the final product. Mine equipment often includes shovels, drills and haul trucks. Ore processing equipment, including plants, mills and concentrators, are also part of surface mining operations. Surface mining operations emphasize production. Production is where the bills are paid and fortunes are made. However, there must be support to keep the equipment operational. To most production people, equipment maintenance is a necessary evil. Maintenance is not glamorous work. It is often neglected when praise is being passed around. It is easy to recognize higher production, greater capacities, faster cycle times or more loads hauled. But who cares if an engine is replaced in 12 hours instead of 48? The answer is, everyone should - from the hourly miner to the mine manager. Surface mining equipment needs constant maintenance work. It must be lubricated, components replaced, electrical problems repaired and other problems addressed. Repair work for any surface equipment takes time away from production. It costs money. Maintenance costs cannot be avoided. However, they can be minimized. Minewide communication should include operations cooperating with maintenance. Traditionally, operations resist surrendering equipment to maintenance if it can continue to produce. The rationale is, every load that can be hauled today is money in the bank. If the unit is taken down, the money is lost. This thinking is prevalent in many surface mining areas, including the mill. "Not on my shift," the operator thinks. "Let the next crew worry about it. The problem with this thinking is in probability and statistics. The longer equipment goes without maintenance work, the higher the probability of equipment failure. When the failure does occur, it is certain to cause the equipment to remain down longer than if the maintenance department had been allowed to take it down. Many mining operations have closed early in their lives because of poor maintenance practices. This has become the industry standard because substandard levels of performance are acceptable. Management believes it gets five to six hours of work from maintenance people during an eight-hour shift. Actually, the industry average is less than two hours of work per shift. Real productivity levels of less than one hour are not unusual. There are few exceptions. However, a daily work schedule (DWS) will increase productivity at many properties by 50% to 100%. A 200% improvement is not unusual. The DWS will work. Maintenance people are among the most intelligent and motivated people on the property. They deserve the chance to be productive. [ ] In preparing a DWS, management needs to understand two productivity principles - the productivity spread and the real maintenance workday.

INTRODUCTION The small mining company faces the dilemma of how to finance the development of its properties because it doesn't have the financial resources to pay for the development costs from its own funds and doesn't have the financial strength which will enable it to borrow the money needed for development. However, with a little imagination and the right set of circumstances, a financing can be arranged for the small mining company. This paper is an attempt to describe the fundamental steps on how such financing can be obtained --in other words--what is required to provide ad- equate capital at a low cost for developing and bringing a mining property into production. Innovative financing follows from this. The basic keys for building and maintaining a successful mining company are "the four M's": Management, Market, Mine, and Money. The writer believes their order of importance is as presented and each is a building block required in order to obtain the type of financing that best suits the borrower and lender. MANAGEMENT Management must be experienced, highly organized, realistic, able to take advantage of opportunities and fulfill promises. Mine financing requires a variety of skills and concentration on the part of management. Management should have a thorough understanding derived from experience in geology, construction, mining and metallurgy and environment, marketing, and financial matters. Management must realistically visualize what will be produced at what cost and truly evaluate the risks associated so the proper security can be correctly designed. Since risk cannot be eliminated, the objective of management is to identify the risk which will be present in a given venture and assess the level of that risk which will be acceptable to the firm. Generally the risk which is present is subject to little or no modification. After management identifies and measures the acceptable risk the firm will proceed in a way that it will be least exposed. Management must determine its long-term objectives and strategies within the context of a constantly changing world. This question must be addressed before examining the sorts of risk which affect the development and operation of a specific property. The compilation and interpretation of "hard data" by competent people is good to a point but the experience and instinct of seasoned individuals are the important factors in management choosing a long-term direction for the corporation. The attitude towards risk greatly affects the goals of the corporation. Major risks in a mining project can be placed in four categories: 1. Market - Price, demand, substitution. 2. Costs - Capital, operating, financial. 3. Regulation. 4. Taxation. The feasibility study for a project is the fundamental tool used in the management of risk. Management should employ an experienced team with an established and well-understood set of ground rules for the preparation and assembly of a feasibility study. The necessary degree of realism is built into all levels of the study and if the project is technically feasible, the company's hurdle rate is then used to discount the base-case project cash flow in order to determine its financial viability. Understanding the geological significance of the mineral deposit is critical. There should be strong interplay among the pure regional geologist, the detailed mine geologist, the mining engineer, and the metallurgical engineer. The collaboration among these different disciplines will yield a feasibility study that is more reliable. The essence of this work must be appreciated and understood by the executives planning the financing. It is vital that they thoroughly understand the risks and make the proper risk assessments to cope with our rapidly changing market environment. Projecting future revenue values is paramount and is subject to much estimation. One way to mitigate fluctuations and the risk of falling prices is by selling production for future delivery. MARKET Since mining is a worldwide industry it is mandatory that bankers be aware of what is occurring in the marketplace, both foreign and domestic. This paper examines the process options available for treatment of "refractory" gold ores. As more and more of the easily leached oxidized gold ore zones are exhausted, the pressure is on to find more economical ways of treating refractory gold ore deposits. Historically, refractory ores were generally concentrated, e.g. to make a flotation concentrate that could be roasted. A major development is taking place in the USA in which ores from which gold cannot be concentrated well by flotation are being treated using whole ore oxidation processes prior to cyanidation. Refractory gold ore treatment processes are generally expensive to install and operate. Thus, for a refractory gold ore project to be economically viable, the grade must generally be higher than for free milling gold ores.

Waterjet assist of mechanical cutters has been demonstrated in a variety of laboratory studies as well as on field equipment. As this technique becomes more widely accepted, it will be necessary to develop methods of minimizing the horsepower and water requirements. In machines such as roadheaders, continuous miners, and longwall shearers, the use of waterjet assist can be optimized through the development of phasing valves. Phasing valves will allow only the cutters in contact with the rock to be assisted. Since only 30 - 40% of the cutters are in contact with the rock, the saving power is significant. Flow Industries has developed a phasing system for use on roadheading machines. This system allows the operator extensive control of the angle of assist as well as the quadrant being assisted. This system could be greatly simplified for production machines and adapted for use in continuous miners and longwall machines.

Newmont Gold operates the Carlin East underground, one of four underground gold mines the company operates in northeastern Nevada. Carlin East began full production in early 1995. The mine's current rate is 900 t/d (1,000 stpd), producing about 4.6 t/a (150,000 oz/year). About 125 hourly and salaried personnel are employed at the project for its estimated six-year mine life. Two mining methods are currently used at the Carlin East Mine. Longhole stoping with cemented backfill accounts for 70% of the total mine production. Conventional underhand drift and cemented fill accounts for the balance of the daily tonnage. In December 1996. Newmont purchased an AC-Eickhoff ET-210 roadheader. The machine went into service in mid-June 1997. It is used in longhole Stope topcut development and cut-and-fill production at a rate of 225 t/d (250 stpd)

INTRODUCTION A rail rapid transit system called the "Metro" system is presently under construction in the Nation's Capital area. The agency responsible for the design and construction of the Metro system is the Washington Metropolitan Area Transit Authority, an independent tristate organization set up under an Act of Congress and financed by federal, state, and local public funds supplemented by revenue bonds. When completed, the Metro system will comprise nearly 100 route miles. About fifteen percent of this mileage is now under construction, while designs for the-remainder are in progress. The system is scheduled for completion in about eight years at a cost of approximately 3 billion dollars. The Metro system will involve nearly all types of construction generally used for rapid rail transit projects. About half of the mileage will be underground, comprising approximately 16 miles of rock tunnels, 10 miles of earth tunnels, and nearly 21 miles of cut-and-cover construction in earth (see Figure 1.). The remaining 51 miles of the system is planned to be constructed on the surface as at-grade or elevated structures. The system includes 86 passenger stations, 53 of which will be underground structures. Twelve of the underground stations will be large size chambers in rock while other underground stations will be constructed in earth as cut-and-cover structures. Thus, about one-fifth of the system will be designed as underground structures, namely tunnels and stations, in rock. In this paper we are going to look at some things that may happen to the industrial minerals industry in the next decade. First, some concepts and definitions. What are industrial minerals? Not everyone agrees on an answer to this. So let's look at some of the opinions. Some say that industrial minerals are non-metallic minerals. As you well know, metallic minerals are used as a source material for metals. Copper, lead, and zinc are extracted from metallic minerals. But, some metallic minerals are also used for other reasons. Bauxite is used as a source of alumina and aluminum. It is also used as proppant in well drilling, as an abrasive, as a refractory material, and as a source of aluminum-based chemicals. So bauxite is both metallic and nonmetallic. There are other examples, too. Bastnasite is a source of rare earth metals and alloys but its concentrate is used in fluid cracking catalysts. Phosphate rock is an industrial mineral when used for fertilizer, but it is also the source of phosphorus. Ilmenite and rutile are sources for titanium dioxide pigments as well as titanium. So the nonmetallic designation is not adequate to define industrial minerals. Some say industrial minerals are called such because they are consumed in industry. How about your cat's litter box? Is that industry? Huge amounts of montmorillonite, attapulgite and other sorbtive minerals are pelletized and calcined to make animal litter. Doctors are trying to get people to cut down on their salt consumption. They are against people eating industrial minerals. When diamonds are a girl's best friend, they are not industrial minerals; when they are grinding and polishing media, they are. These examples show that industrial minerals are not exclusive to industry. Regardless, here is my list of industrial minerals: Abrasive Materials - Bentonite Antimony (Oxide) - Borates Asbestos - Calcium Carbonate Attapulgite - Diatomite Ball Clay - Dolomite Barite - Feldspar Bauxite (and Alumina) - Fire Clay Fluorspar - Pyrophyllite Fuller's Earth - Rare Earths Graphite - Salt Gypsum - Sand and Gravel Kaolin - Silica Sand Kyanite - Soda Ash Limestone - Sodium Sulfate Magnesite - Spodumene (Lithium) Magnetite - Sulfur Mica - Talc Nepheline Syenite - Titanium Dioxide Perlite - Vermiculite Phosphates - Wollastonite Potash - Zeolites Pumice There is some overlapping. Fuller's Earth takes in some attapulgite, bentonite, and other minerals, depending on the market. Some would like to distinguish industrial minerals by the market emphasis they receive compared to fuels, metallics, and precious metals. But even there, strict logic fails. Some industrial minerals are commodities. They are sold on a price basis against industry product specs, usually in large volumes. Phosphate rock, potash, sulfur, salt, soda ash, and other materials fit this category. Some are almost custom-designed for end-use and meet performance specs. These are sometimes called functional or specialty industrial minerals. Examples of these are ground calcium carbonate, water-washed kaolin, cosmetic grade talc, filtration grades of diatomite, perlite, and vermiculite. Mining engineers in charge of open pit mine planning very often face decision making situations dealing with the selection of the most economical method for the removal of overburden. Ripping versus conventional drilling and blasting are the options considered. The choice of a particular overburden removal method depends upon the physic-mechanical properties of the overburden material as well as the various cost factors involved in the process. The analysis of techno-economical factors involved in different methods of overburden removal needs detailed study and investigation by a technical expert. But the expert system "Fragmentation System Design" has been created in a way such that it will help and expedite the decision making process relating to overburden removal in surface mines. Furthermore, this expert system can be used for detailed design aspects of overburden removal in open pit mines.

Whether pursuing hedging or speculative strategies, gold miners can increase sales revenues 1 % to 6% by constantly pricing production forward. Unlike other commodities, gold futures prices are consistently higher than spot prices. A Colorado School of Mines study showed theoretically and empirically that in the 15 years since the price of gold was released from government control, the forward price for gold has been higher than the current price almost 100% of the time. The reason why Metal traders know that holders of metal earn a bonus selling forward when the metal is in "contango." "Contango" is a mysterious word that crept into the trading vocabulary a century ago. It designates a situation when the price of a metal on the futures markets is higher than the price in the immediate or spot market. If the spectrum of spot and futures prices remains static over time, the forward seller who has contracted at a higher than spot price can make a profit equal to the contango by redeeming his commitment at the lower spot price when the contract matures. Consequently, when a seller in a contango market hedges, he makes a profit on the transaction in addition to avoiding a price change risk. On the other hand, buyers of the metal who hedge in a contango situation will sustain a loss equal to the contango. Producers of gold, however, are sellers of gold. For most metals and oil, there is no inherent reason why futures prices should be higher than present prices. Buyers and sellers decide that the price of the commodity will be lower or higher than present values for a variety of reasons.

This is the 3rd Paper in a series by this author, the first two being published at the two previous International Conferences. Since the Aachen Conference, Rio Tinto has carried out an extensive benchmarking exercise to see how we are positioned with respect to other leading companies (in our sector and other sectors of major economic importance). We need to be sure that Rio Tinto is at the forefront of best practises in Sustainable Development (SD) and is using the most effective tools and methods. This paper will present key findings from this work. Rio Tinto Minerals, working as representatives of IMA-Europe was a leading contributor to the European Commission DG Enterprise Voluntary Reporting Scheme for SD Indicators in the Non-Energy Extractive Industry. In Rio Tinto Minerals we have been using these SDIs in the management of our business and the paper will report on how they contribute to the management of our business and the paper will report on how they contribute to business value in: deepening customer relationships, eco-efficiency of operations, land use planning and permitting for new and expanding facilities, community relations, policy engagement with government authorities and strengthening the bond between the company and employees. We continue to support the Voluntary SDI Reporting Scheme, considering it to be important in the expanding EU and as a model for other regions globally. For example we have ore suppliers in developing countries and we use these SDIs in assisting them to better their performance, for we have an obligation to use our influence for continuous improvement. The paper will describe this work. Over the last 12 months our company has created a new Industrial Minerals unit called Rio Tinto Minerals which brings together all the borates, talc and salt operations, R&D, marketing, sales and customer care worldwide. The paper will present also the new Sustainability Policy of Rio Tinto Minerals.

This paper examines the methods available to improve climatic conditions around a deep, high production longwall district of a British coal mine using results from a computer model. Such methods include the provision of increased ventilation quantities, the application of refrigeration, the reduction of heat input at source and the use of alternative ventilation systems. An approach to the solution of a climatic problem is explained with reference to other coal mine contaminants and a cooling strategy for deep high production British coal mines is described.

Within most of Canada and the northern third of the United States, the soils overlying bedrock are of glacial origin. Tunnelling in glacial soils presents numerous challenges to the contractor, including abrupt changes in soil type, boulders and glacial erratics, water bearing fine sands and silts, toxic or explosive gases, and glacial till. This paper examines the available techniques for geotechnical exploration in glacial soils; the relationship between subsurface conditions predicted by various techniques and conditions actually encountered during tunnel construction; and potential improvements in the planning and implementation of geotechnical explorations. Case histories of geotechnical exploration and tunnel construction in glacial soils are also reviewed.

The disposal of mine waste continues to be one of the main controlling factors in the economics and feasibility of project development. Particular to gold and precious metal mining, waste disposal is further complicated by the environmental and political implications of the use of cyanide. Regulatory compliance criteria have partially dictated and can be anticipated to further dictate the approach and methods of tailings disposal. To develop practical, economic, and environmentally acceptable tailings disposal systems within these criteria requires the use of common sense approaches and the application of available technology. Waste disposal is typically considered during the pre-feasibility stages of project evaluation. At this time, the main emphasis is on the economics and practicality of extracting the metal values from the ore. Frequently, the result of this is that the nature of the tailings and the ability to dispose of the tailings is prejudged. It is also frequently the case, however, that during the feasibility stage and project permitting, the requirements for tailings disposal become paramount.
