Rroundtable 2009, a Knight Piésold and Co.-hosted roundtable discussion on mine closure and cover design was held at the Red Lion Inn and Casino in Elko, NV on Feb. 12, 2009. Knight Piésold?s Bryan Ulrich and Steve Boyce, as well as Knight Piésold representatives Cynthia Parnow and Corey Conrad from Denver, CO, and Rick Frechette from the Tucson, AZ office were on hand to help facilitate the discussion. The meeting played host to approximately three-dozen attendees from four states. Attendees included personnel from seven mining properties and attendees from corporate offices. The majority of attendees were people directly involved with environmental work on a day-to-day basis. Other attendees were project managers whose jobs involve some level of environmental focus. The purpose of Roundtable 2009 was to exchange ideas and information pertaining to mine closure and cover design associated with almost any aspect of a mining operation. This type of forum provides a less inhibited format for discussion, when compared with traditional conferences and symposia. In the roundtable format, lively discussions are encouraged. This discussion was the fourth in the series of Elko Roundtable events. Previous roundtables pertained to heap leach pad design, construction and operation; design, construction and operation of tailings storage facilities and site-wide water considerations. The concept of sustainable development is not new to the mining industry. Many people involved with mining have argued that the industry throughout the world has always supported the communities where they operated. They say that the mining industry was employing sustainable development practices before the phrase became fashionable. The mines employed residents and supported the local economy through tax payments and the purchase of goods and services from local businesses. In many cases, mining companies have built medical facilities and contributed money, equipment and services to local schools. In modern times, mining companies have donated reclaimed land to the local communities for use as parks and recreational facilities.

Introduction Some uranium minerals are paramagnetic and hence are amenable to concentration by high gradient magnetic separation (HGMS). This paper describes effects of the HGMS parameters-pulp velocity, field strength, matrix loading, and magnetic field gradient-on the product recovery and grade. Unsatisfactory separation of uranium minerals by HGMS is related to ore-specific properties, such as lack of liberation, fine dissemination of uranium minerals, uniform distribution of magnetic minerals throughout the ore matrix, and interference of fine-sized slimes. Experimental techniques to identify and resolve some of these problems are outlined. HGMS of Uranium Ores The mechanism by which uranium minerals are attracted to a magnetic field is either due to its magnetic susceptibility or its association with other minerals that are magnetic. Data on magnetic susceptibility of uranium minerals are scarce. The only reported data are for uraninite at 2360 X 10-6 cm3/mole. Povarennykh (Andres, 1976) concluded that the magnetic properties of minerals depend on: • Structure of the outer electron shell in a mineral with electropositive atoms; • Valence of the atoms; • State of the chemical bonds; • Type of coordination; and • Proportion of magnetic atoms (Fe, Mn, Cr, and Ni) in the composition of the mineral. However, information on the magnetic susceptibilities of the constituent atoms of a mineral alone does not suffice for evaluating the mineral compound as a whole. Most often, uranium minerals can be beneficiated by HGMS if they are associated with other minerals that are magnetic. This appears to be a more predominant mechanism by which the uranium minerals are beneficiated. Experimental A Sala-HGMS (Malghan and Subramanian, 1981), model 10-15-20, separator was used in the experiments. The matrix material-ferromagnetic stainless steel in the form of expanded metal or steel wool-was packed into a 38-mm (1.5-in.) diameter by 360-mm (14-in.) long canister. The matrix material occupied only a 150-mm (6-in.) length. The experimental set-up and slurry flow direction are described elsewhere (lannicelli, 1976). The response of uranium ores in the HGMS was studied by feeding well-dispersed slurry at 10% solids and examining the influence of process variables on selectivity and overall uranium recovery. The chemical and mineralogical characteristics of the ores under study are presented in Table 1.

Microcomputeranalysis has long been a technique for engineering professionals to improve the theoretical and practical design of continuous mining systems. Such work has been typically composed of modeling observed events and then introducing a variety of known elements with predicted results to compare against the results of the model. Programs written in BASIC, Cobol, Fortran or other language dominated such efforts. These programs have taken years to develop and prove out. This article explores a new management tool used daily at Tanoma Mining Co. (TMC) to track and improve continuous mining systems through the use of microcomputers and Lotus l-2-3 software. Data provided by section foreman, shift foreman, and maintenance personnel are analyzed against predetermined goals. In this way, new production targets are developed, weaknesses in the current mining systems are identified, and the results of changes are measured. The current results of this system on the productive output of TMC systems is on the order of 10% improvement. Thin seam coal mining is an industry within the broader industry of coal mining. Thin seam mining faces the same cost pressures and engineering problems as its higher-seam competitors without the advantages of moving volume per foot of extracted material to stay at an economic parity with others requires additional creativity within the management teams to extract higher productivity gains from the existing workforce and mining systems. TMC operates a deep mine in Indiana bounty, PA, about one hour northeast of Pittsburgh.

A section of the largest Superfund site in the country has become a success story for engineering innovation and for cooperative problem solving. “Superfund site” and “success story” are phrases that are not commonly found in the same sentence. Yet, their use seems justified. The project’s certification of construction completion from the US Environmental Protection Agency (EPA) includes a commendation. It reads, “for completing the project nearly a year ahead of schedule, at a cost substantially less than estimated originally and without com-promising the requirements for protection of human health and safety or the environment.” The EPA director who issued that certification also referred to the project as “a positive example of cooperation among all who have a stake in the outcome.”

In mid-1991, the design/build contractor set to work on the Pergau HEP in a remote corner of Malaysia, armed with only a slim volume of conceptual drawings. The next five years saw roads, power lines, buildings, dams, and over 30 kilometers of tunnel constructed, followed by two years of E&M installation and commissioning. Along the way, the project overcame geothermal groundwater, faults, land disputes, monsoon rains, marauding tigers, and those most fearsome of foes, politicians and the press. This paper is a testament to the ingenuity, commitment, and persistence of the construction industry professionals who brought this massive project to fruition.

Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The U.S. National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two-phase implementation of an IoT-based intelligent machine monitoring system.

Since the mid-1970s, samples of airborne and waterborne fibrous particulates have been collected in the area of the Northshore Taconite Ore Processing Facility by the Minnesota Department of Health (MDH), the Minnesota Pollution Control Agency (PCA), and the University of Minnesota. Indirect sample preparation has consistently been used although other aspects of the sampling methods and sites have varied and analytical procedures were altered over time as more accurate and precise microscopy methods were developed (i.e., phase contrast optical microscopy, transmission electron microscopy, transmission electron microscopy with energy dispersive spectroscopy). In the mid-1970s, levels of airborne fibrous particulate in the Silver Bay area averaged from 0.00030 to 0.03 f/ml. This level was significantly greater than levels of similar particulates in the St. Paul, MN area, although two of the Silver Bay sampling sites, considered individually, did not indicate levels of fibrous particulate markedly different than that seen in St. Paul. More recent sampling data (i.e., 1990?2001) indicate mean concentration of airborne fibrous particulates (amphibole-like fibrous particulates) of 0.0020 f/ml with a range of values from 0.0001 to 0.0140 f/ml. Such levels are not significantly different from those seen in other non-urban environments in the US and Europe. Concentrations of fibrous particulates in water samples were higher in the mid-1970 when iron ore tailings were being deposited in Lake Superior, but since the tailings have been deposited on land waterborne levels of fibrous particulate in the Beaver River have remained relatively constant averaging in the range of 7.5 MFL. This level is only slightly in excess of the current EPA drinking water standard for fibrous particulates. Review and consideration of this data is important in determining the potential health risks associated with airborne and waterborne fibrous particulates in the areas of the Northshore Taconite Ore Processing Facility. © 2007 Elsevier Inc. A ventilation study using tracer gas was conducted at a western US coal mine. The objective of the study was to evaluate the movement of longwall face air exchanges between the face and worked-out area and to document the presence or absence of face airflow pathways between these locations. The mine operator uses a bleederless longwall ventilation system with a back return and a blowing mine ventilation system. The study was conducted on an active panel and included both underground and surface monitoring sites. The study used sulfur hexafluoride (SF6) released as a slug on the longwall face and in the front of the gob inby the face. The velocity of the tracer gas movement in the gob was 0.019 m/s (3.7 fpm). The rate of movement for the overall tracer gas slug averaged about 0.0091 m/s (1.8 fpm). A separate tracer gas test initiated with the release of SF6 into the legs of the first shield showed the existence of more than one pathway of face air in the general direction from the headgate towards the tailgate corner. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob. A more detailed characterization of longwall system air and gas movement allows a mine to better assess its ventilation design for controlling gas on the face and in the gob.

This paper presents real time photoacoustic measurements of diesel-soot black-carbon (BC or EC) and Dusttrak nephelometer total carbon (TC) concentrations in a Nevada gold mine. Comparisons with time-integrated filter-based measurements of EC and TC accomplished using the NIOSH 5040 method were found to be 50% smaller than the integrated real time measurements. This work was initiated primarily as a demonstration project for the usefulness of photoacoustic instruments in measuring BC in the mine environment. Real time black carbon measurements are very useful for determining miner exposure, for providing feedback in mine ventilation systems, and for quantifying machine specific emission rates to understand the operating conditions for specific machines that produce greatest black carbon concentrations. This paper reports real time measurements of DPM from a loaded and empty hauler as it is operated in a drift with a 12% grade. The photoacoustic instruments were demonstrated to be satisfactory for BC measurements in the mine environment.

Todays End of Life vehicles are shredded and their metal components recovered and recycled by standard methods. The remaining non-metallic fraction is shredder residue, and contains vast amounts of high value engineering plastics. None are today recovered. Discussed are the developmental approaches used in the first process to recover these valuable plastics. Examined are initial laboratory studies, pilot plant design and construction, product development, results, and flowchart explanations.

The kinetics of the dissolution of galena was studied by monitoring the mixed potential of a galena electrode in ferric sulfate solutions. The results show that the mixed potential of the galena electrode fluctuated with time in a regular pattern in a 0.1 mol/L Fe2(SO4)3 solution of pH 1.66 and in a 0.01 mol/L Fe2(SO4)3 solution of pH 2.33 at 35°C. The periodic accumulation and precipitation of lead ions at the galena electrode surface and the cyclical variation in pH at the galena electrode surface caused the oscillation phenomena.

"The objective of this research is to study the quality of blast-furnace iron ore pellets with binary basicity 1 fired on a pilot scale using the two main firing processes that are presently in use in the world and comparing them. Currently, the great majority of pellet producers use the traveling grate process because of its higher production capacity. In this study, the physical and chemical qualities of the pellet feed, limestone, anthracite and bentonite were determined and the amount of additives for a blast furnace pellet with the defined basicity was calculated. The physical properties of the green and dried pellets were determined accordingly. Produced pellets, after being fired on a pilot scale using traveling grate and grate kiln, were subjected to chemical analysis and physical testing. No significant difference was observed in the metallurgical quality — that is, reducibility index (RI), reducing disintegration index (RDI) and swelling index (SWI) — of the pellets produced by both processes. However, a comparison of cold physical tests — tumble and cold compression strength — shows improved quality of the pellets fired using the grate kiln process.IntroductionThe development of human civilization owes much to iron and steel (Sun et al., 2015). Iron is the most used metal in the world, and it is the main component of steel, which is present in materials for structural engineering, automotive and general industrial applications (Liu et al., 2014). Increased global demand has led to a decrease in the resources of ore with high iron content (Zhang et al., 2015), and currently 95 percent of the iron ore in China needs processing before smelting as its iron (Fe) content is only about 30 percent on average (Liu et al., 2014).Pelletizing is a process to economically agglomerate iron ore pellet feed into pellet form. After balling, green pellets are conveyed to the final step of the manufacturing process (Pena, 1982). The process is a multifaceted one, involving high temperatures, air flow gas turbulence and complex equipment geometry (Larsson et al., 2009). The pellets are fed into blast furnaces, which are now predominantly used in the extraction of iron. Ore processing also requires physical separation, including crushing, grinding and water removal (Sun et al., 2015).The increase in steel consumption favors the exploitation of low-concentration ores and the production of pellets (Halt and Kawatra, 2014). Pellet quality is affected by various factors, such as their physical and chemical characteristics and their temperatures and residence times in the furnace (Halt, Silva and Kawatra, 2015). Different geological settings lead to a wide range of different minerals (Graça et al., 2015).This work aims to generate important information for the pellet industry in the area of physical and metallurgical qualities of the agglomerates obtained by two processes: traveling grate and grate kiln."

"Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are at a “plateau” and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas Refinery disaster, organizations that have “exemplary” safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters, the BP’s Deepwater Horizon Rig disaster in the Gulf of Mexico. Looking into the causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset, or its culture? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there features that can be delineated? The research and review presented in this paper covers a period since1995, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions of near zero organizations (NZO) that suffered unexpected disasters, based on extensive research by the author. More recently, the massive West Fertilizer plant explosion in Texas, and the Train Disaster in Lac-Mégantic, Quebec, Canada underlined the same trends. Organizations may experience calamities not because they are bad, or unsafe, but because they have become “cult-like”. INTRODUCTION The train disaster of 6 July 2013, in the small town of Lac-Mégantic in Quebec, Canada, in which 47 people were killed, had many strange pre-cursorsso-called “black swan” events that have occurred in many different industries. Black swan events are so rare, that there is almost zero chance that they will ever occur again, but they are so calamitous that the responses to these are emotional and irrational, (but necessary) and in those responses, the seeds for other, different black swan events are put into place. It is not what we don’t do, or do wrong, that causes modern disasters, it is what we do. The same things in the culture that make us successful, may also cause the disasters. We slowly, incrementally and insidiously ‘float’ into disaster. One such Black Swan event: The Piper Alpha Oil Rig disaster, killing 167 men in the North Sea on the 6 September 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry."

In the first half of the year, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in the second half led to the Persian Gulf War in January and February 1991. This caused an oil shock that dampened the economy. So the US gross national product rose only 0.9% to $5,463 billion (US billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The Department of Defense continued to review stockpile goals and to upgrade several mineral materials. In addition, the Bureau of Mines continued to maintain the standby Emergency Minerals Administration. The Defense Production Act, which authorizes priorities, alloca¬tions and supply expansion, lapsed on Oct. 20. So the Selective Service Act of 1967 became the authority for assuring that orders of the armed forces and defense atomic-energy programs were given priority treatment. Consumer demand strongly affects mining worldwide. US citizens carry significant debt, and large stocks of housing and consumer goods are already in place. Some 250 million persons have 188 million licensed motor vehicles and 100 million dwelling units. Consequently, new car production fell 11 %, to 6.1 million units. Truck and bus production fell 8%, to 3.7 million units and new private housing starts fell 13% to 1.2 million units.

The Fifth International Heavy Minerals Conference (HMC) was held Oct. 16-19, 2005, at the Marriott Sawgrass Resort in Ponte Vedra, FL. With SME as sponsor, the 2005 conference marked the first time that the HMC was held in North America. The conference is held every two years and provides an important forum for professionals in the heavy minerals and related industries to meet and discuss issues related to heavy mineral exploration, mining, processing and marketing. Previous locations included Australia and South Africa. The conference consisted of technical presentations, field trips to heavy mineral operations, a trade show and social activities. It was appropriate that Ponte Vedra was selected as the location for the conference. Ponte Vedra, located on the Atlantic Coast 17 km (10 miles) southeast of Jacksonville, FL, is the birthplace of heavy minerals mining in North America. Ponte Vedra beaches were mined from 1916 to 1929 in what was then called Mineral City. Though Ponte Vedra is now a golf and beach resort, there are still four heavy mineral mines operating within an hour’s drive. Today the Ponte Vedra Country Club and Golf Course is situated in the center of the former mining site.

Vast improvement in methods of design and analysis of the long- term stability of overburden above room and pillar mines is needed. Improved methods are vital for planning and land development and for prediction above existing, presently stable, room and pillar mines. As shown on the flow chart in [Figure 1], the assessment of the long-term stability is an integral part of the site investigation process regarding mitigation of surface damage effects. In Illinois, flat farmlands with subjacent coal reserves cover vast areas. In some of these areas high extraction of the underlying coal layer(s) may not be possible since the resulting surf ace subsidence combined with a pre-existing shallow water table would make the land too wet. Thus recovery of this coal might only be accomplished by room and pillar mining where the ground surface does not subside and the hydraulics of the overburden are not significantly affected.

Editor’s note: This is the second part of a two-part series on how mine geologists added about 141t (4.53 million oz) at Newmont Mining’s gold operations in Nevada during 2003. Part one (ME, July2004, pp. 19-26) showed how cross-functional teamwork among mine geologists, engineers, metallurgists and operators added $65 million in revenues at Newmont’s Gold Quarry Mine. Part two deals with how this same cross-functional team added about 25.8 t (830,000 oz) of gold reserves and two years of life at the company’s LoneTree Mine. This was done through improved reconciliation methods, pit optimization designs and updated geotechnical parameters. Part two also discusses how Newmont’s Nevada mine personnel added about 62.2 t (2 million oz) of gold reserves at its Twin Creeks Mine, extending the mine’s life by several years. During the 1980’s, laboratories opened throughout the United States to serve the analysis needs of a rapidly growing asbestos abatement industry. The samples analyzed were either collected during the abatement of known asbestos-containing materials or were suspect asbestos-containing construction materials. Many asbestos analysts received minimal training and used analytical protocols that were industry specific. False positives (reporting a sample as containing asbestos when none is present) went unnoticed or had minor repercussions. The mindset of the industry was to err on the conservative side – it would be better to identify a non-asbestos fiber as asbestos than visa versa. With growing public awareness of the health hazards of asbestos, other materials began to be tested for asbestos content. Rock and ores began to be tested for naturally occurring asbestos by these laboratories using the same protocols or an in-house protocol. Analysts were given no additional training and accreditation, in most cases, it was not required. With no consistency in sample collection, testing protocol or expertise in analysis, significant discrepancies in final results can be expected. If we further complicate this scenario with misidentification of naturally occurring look-a-likes for asbestos, expensive false positives are likely. To avoid the repercussions of misidentification of naturally occurring chrysotile asbestos from look-a-like fibers in rock and ores, correct sampling and analysis protocols with more stringent scientific diagnostic criteria are needed.

Potential air emission impacts to federal Class I areas from distant sources are receiving increasing scrutiny by federal land managers (FLMs). This paper provides summary results of the impact analyses conducted for FLMs and PSD permitting of a proposed expansion for a taconite processing facility. Results from air quality increment, acid deposition, mercury deposition, and visibility analyses for Class I areas located 50 to 162 km from the facility showed the project would meet the respective regulatory and guideline values for the specific analyses. During the course of the air quality analyses, potential new requirements from the FLMs’ Air Quality Related Values Workgroup (FLAG) efforts and USEPA’s Regional Haze Program were brought into the PSD discussions. The implications for these future guidelines and regulations as they may affect future expansions at other mineral processing facilities are also discussed.
