At the East Sullivan site, pore-waters underlying a wood waste cover that prevents sulfide oxidation are characterized by an anoxic environment, abundance of dissolved organic substrates, and near neutral pHs. Such conditions favor sulfate reduction and base metals precipitation as sulfides, as well as carbonate-metal precipitation. Pore-water composition from 1992 to 1998 shows a significant Fe2+ decrease. Therefore, the restoration strategy of that site capitalizes on these alkaline and reductive properties. Since 1998, a novel treatment of acid effluents, based on the recirculation of water discharged around the impoundment through the organic cover, is tested on the site. Available data gathered in 1998 and 1999 shows that the pH of recirculated water flowing within the wood waste cover increases by 2 to 4 units and that Fe,, concentrations decrease by a factor greater than 6.

Most iron ores treated by the R-N direct reduction process yield metallic iron products considerably lower in titanium, manganese, and chromium oxides and alkaline metal sulfates/sulfides than were contained in the original ores. These metallic iron products are suitable as feed stock for the open hearth and electric steel-making furnaces. The elements which are rejected in part are acceptable in the product since the product is designed to by-pass the blast furnace. R-N reduction conditions (PCO+H2-1 atmosphere, 1830° to 2150° F.) are adjusted for each ore. The iron ore which is reduced to 90 to 95 percent metallic iron is then subjected to the conventional beneficiation techniques. Under these conditions, 55 to 80 percent of titanium oxides, 75 to 95 percent of manganese oxides, 60 to 90 percent of chromium oxides and up to 97 percent of alkaline metal sulfates contained in the ore are rejected with the gangue to the non- magnetic tailings. The metallic iron products illustrated in this work contained 89 to 96 percent total iron, one to five percent TiO2, 0.2 to one percent MnO, 0.3 to 1.6 percent Cr2O3 and/or up to one percent alkaline metal sulfide. Usually only one of these components was present. Recoveries ranged from 80 to 96 percent of the iron in ore.

The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency's (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It's difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They'll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.

At the risk of belaboring certain facts which have so often been stated in the past, please bear with me while I set the stage. What are the projected electrical power needs of the nation and of the Northwest during the next 15 to 20 years? No one who has researched the subject over its historical past has reached a substantially different result than the following simple conclusion: electrical power requirements are doubling every decade. There are some who question the necessity of a power company's need to install capacity every ten years equal to what it has done during its entire previous history; there are even those who would argue that such growth should be arbitrarily curtailed. We are not here today to decide who should have light, heat, jobs and comfort, for we know that a power company must, by law, meet its responsibilities of providing the energy the public expects when the switch is thrown. The Northwest area (the States of Oregon and Washington), for which I speak, has the same case history of electrical power need as does the nation as a whole, and the requirement boils down to roughly an average of a million kilowatts of new capacity each year over the next ten years and we can estimate an average two million kilowatts per year in the 1980's. This is simple arithmetic, but the problems of meeting this exhausting schedule are a real challenge. The subject to which I address this paper is the role that Western Coal will play in the 6 billion dollar investment in these power generation stations. That 6 billion dollar figure represents today's dollar value and you may wish to apply your own escalation - frankly, I haven't the courage.

This is an introductory paper on a new method of prospecting for mineral deposits which has been developed by Scintrex Limited. The method, which we call Luminex, for luminescent mineral exploration, is based on time- resolved mineral luminescence created by an ultraviolet light source. It has the ability to detect and resolve a group of key minerals which are either ore minerals themselves, or more often, are accessory or pathfinder minerals for certain types of economic ore deposits. Fortunately, these minerals are commonly found at the earth's surface, even in areas of considerable weathering. The method extends the range of mineral deposits which are remotely detectable from the air to include those such as tungsten, tin, molybdenum, gold and bedded lead-zinc deposits and, is therefore, a natural supplement to our three classical methods of airborne geophysics.

Water is one of the most important ressources of our planet. Unlike many other natural resources, water cannot be substituted by anything and must therefore be handled with the utmost care. Depending on the region and the possible shortage of water, the importance of water increases even further. Water consumption is not the only factor. In the construction industry, water pollution from auxiliary and operating materials and processes as well as other contaminants and their resulting load on wastewater play an important role. The sources for wastewater on tunneling construction sites are various: Washing water, seepage water accumulating in construction pits, tunnel water, water used in the slurry circuit in fluid-assisted tunneling methods or water from concrete work and stone cutting all these waters are contaminated with a range of pollutants like solids, hydrocarbons, heavy metals, etc. These contaminants can be removed or treated/reduced with the help of specifically designed wastewater treatment plants (WTPs). After the treatment the cleaned water can be either, in best case, reused on the construction site itself or discharged into water utilities like the available sewer or river pin respecting their discharge requirements. Due to dwindling water resources globally, the continuously rising discharge limits and the ever more important aspect of sustainability the use of WTPs on tunneling construction site will be indispensable. In this paper, it will be presented how these systems are designed and work, what advantages they offer environmentally as well as financially and what to look out for when planning and implementing such a system onto jobsite.

Laboratory testing for flotation circuit design is carried out on a routine basis in a large number of lab- oratories throughout the world. Usually a sample of ore, assumed to be characteristic of the material to be processed in a future plant, having a mass of the order of a few kilograms, is ground in a batch ball or rod mill, in the presence of water and some re- agents (for pH control, etc. .. ); after dilution to the adequate solid concentration, the resulting slurry is transferred into a laboratory batch flotation machine, having a volume which can vary from 0.5 to 8 10 -3m3. Various types of machines are in common use, manufactured by the same companies that market industrial size flotation machines. The operation of flotation in the laboratory is carried out by an experienced technician, who uses parameters such as impeller rotation speed, air flowrate addition, froth height, froth removal rate, in conjonction with reagent addition sequence, to "test" the ore. After flotation, the froth products ("concentrates"), and the solids remaining in the cell are filtered, dried, and analyzed for the various elements of interest. For flotation circuit design, a kinetic test is usually carried out, in which the froth products obtained at various times are collected to assess the time response of the ore in the laboratory machine with the combination of reagents used. Although this description is rather sketchy, it enables to outline some of the major difficulties in using laboratory data for flotation circuit design: 1. ore sample representatively 2. feed preparation procedure (laboratory compared to industrial scale) 3. laboratory procedures (type of ma- chine, type of operation, experimental errors. . . ) 4. flotation machine scale-up 5. flotation kinetic scale-up 6. flotation circuit design using laboratory data These various points will be discussed in the present paper, in order to stress the problem areas as well as possible solutions. My subject today is "Drilling-and-Blasting of Small Rock Tunnels". I am sure that there will be some people, primarily college students but perhaps Consulting Engineers, who will say: "Drilling-and-Blasting? I thought that went out with the invention of the Tunnel Boring Machine". A few years ago I talked to Dick Robbins and he told me that they did not try to sell a "Robbin's Mole" unless the tunnel was two miles long. For easy calculations I use 10,000-ft. (3km) A Mole today costs about $2 million which works out to $200 per lineal foot. This is "front money". You cannot place the order unless you are the uncontested low-bidder and then you must wait at least six months for delivery. Of course you can use that time to square up your portals, ready to turn-the-eye, or maybe you have shafts to sink to reach the tunnel grade. But this is "dead-time" and it is a heck of a feeling to have a job and cannot get started on it until you get the Mole. I do not have the American figures on lengths of tunnels but there was an article a few years ago in a British magazine: NEW CIVIL ENGINEER, on this subject. This stated that 75% of the jobs in Britain which were bid were for small tunnels, 10-ft x 10-ft (3m x 3m) or smaller, and that they were less than 5,000-ft (1.5km) in length. This does not mean that 75% of the footage in Britain was less than 10-ft in diameter. It means that 75% of the jobs being bid were less than a mile in length. From my experience in the U.S. I believe that we have substantially the same ratio: so many of the jobs with which I was associated were short, 1,000-ft, 2,000-ft and sometimes 3,000-ft and the bores

NTRODUCTION Surface subsidence monitoring is the most effective means for investigating the nature of, and developing the techniques for pre¬dicting the surface movement and deformation process. However, because of imperfection in survey equipment and field practices, the surface movement data collected from field survey are not error-free. Also due to lack of proper numerical techniques for computing surface deformation from the measured surface move¬ment data, a relatively large portion of the subsidence data col¬lected could not provide information other than surface movement. In a paper by Luo and Peng (1992), the sources and magnitude of errors in the measured surface movements using an electronic total station in subsidence survey are discussed. If the errors in the measured surface movement components are left untreated before calculation for deformation indices (i.e., slope, strain and curva¬ture), the errors will be carried over to the deformation indices and enlarged if improper numerical procedures are used in the calcu¬lation. It should be noticed that in protecting structures affected by ground subsidence, accurate surface deformation indices are much more important than surface movement. In order to improve the accuracy of the collected surface movement data and the calcu¬lated deformation indices, a number of numerical procedures are also proposed in the same paper. The proposed techniques include: a data smoothing technique for data pre-processing; and a number of numerical methods and/or procedures for calculating surface deformation indices from the measured surface movement data. DATA SMOOTHING Because of various factors, the measured surface movement data always contain errors, small or large. In order to better utilize the collected data, a data smoothing method is proposed to correct the errors in the measured movement data. The method uses the same concept as the influence function method (e.g., Knothe, 1957) on which many existing subsidence prediction methods are based. The data smoothing method makes necessary corrections on the measured movement for the point of interest according to not only the measured movement at this point but also those at the surrounding points. The contribution of a surrounding point in making the correction for the point of interest is inversely propor¬tional, in exponential form, to the distance between them. Water is a medium in which flotation takes place, and flotation efficiency is highly dependent on water quality. Of the total water resources on Earth, less than 2.5 percent is fresh water. This water is used in agriculture, by households and by industry. Among the industrial users of fresh water, the mining industry occupies an important position. Furthermore, mining operations are often located in arid areas with very limited access to fresh water. The demand for and shortage of water in these parts of the world, such as the Atacama Desert in Chile, makes the use of seawater by the mining industry the only sustainable solution.

Since time immemorial, Mother Nature has been transporting slurries with both air and water serving as the carrier medium. Consider for example the formation of the continental shelves off our coast lines which are being formed by rivers emptying erroded land surface and depositing it into bays and gulfs. As the erosion processes take place, the fines are suspended in water which flows in streams and rivers and deposits where the velocity of the flow reduces sufficiently to allow the fines to settle out. The same process in some crude form is provided when one hoses his driveway or patio and moves dirt so as to provide a cleaning action. These examples illustrate rather crudely how the formation of slurries allows for the transport of solids. In recent years, this mechanism has become fairly well understood and slurry pipelining of many materials is now a vivid reality. The movement of liquids in pipelines necessarily occasions the use of pumps for the purpose. Those of us who have had some rub with the petroleum industry are familiar with the transport of solids through mud pumps and cementing and fracturing pumps where the movement of slurries is an everyday matter. In the drilling of an oil well the circulating fluid utilized to remove chips which are cut by a drill bit from holes drilled deep in the earth is called drilling mud. This substance contrary to what the name might imply is usually a fairly sophisticated material designed to develop certain characteristics which are desirable in the drilling process. The particles which have been cut by the drill bit are suspended in the moving column of fluid and brought to the surface and deposited. The separation of the cuttings from the drilling fluids is accomplished by the use of shaker screens and settling pits. However, it is impractical to remove the fines completely from the drilling fluid and as a result they are pumped through the mud pumps back into the circulatory stream.

[Currently the cost of carrying out 'in situ' geotechnical investigation programmes or installing and operating monitoring systems at construction or mining sites is rising var." rapidly. This is primarily because of our ever increasing labour rates. As a result of this problem efforts are no,, being made develop techniques for the economical; collection of large quantities of geotechnical data relating, to such problems as done stability evaluation, the behaviour of underground openings, or 'in situ' testing procedures. The efforts to reduce the labour content. are particularly apparent in those procedures which have traditionally been manpower intensive e.g. 'in situ' permeability testing where an entire drilling crew and their associated eguipment have been on standby while testis has been carried out; or data collection in underground construction operations where much tine is typically wasted obtaining or maintaining access to instrument sites. In an attempt to illustrate one specialist consulting company's approach to the problem of reducing investigation costs, this rarer examines four recent developments in the field of geotechnical investigation and monitoring which have come about during the last two Years as a result of cur research and development programme. Although these techniques and devices have been developed for specific projects, they all have broad applications in the geotechnical field and they are indicative of the direction in which this company feels developments will take place.]

During last year's AIME meeting in New Orleans, Deepak Malhotra and I were discussing some of the topics that would be presented in this Symposium. It seemed appropriate that along with papers on specific reagent and flocculant types, we should address research management aspects of new product development. This development is a long, arduous task that requires a significant technical and fiscal commitment by the chemical company and potential users. A flow chart depicting the research process is shown in Figure 1. The sequence of events are plotted on an undefined time line. Our experience has shown that it takes 3-5 years to complete a typical reagent development project. A new project starts with an idea of how to do something better. The ideas range from relatively simple product modifications to opportunities created by technological change. An example of this is the use of flocculants in tailings operations to close the water recycle loop. The change was brought about by the need to conserve water and comply with environmental statutes. The result was the development and wide-spread use of synthetic polymers to help in solid-liquid separation. More recently the ups and downs of oil prices have led to development of coal water slurries as an alternative to fuel oil. The slurries contain high levels of chemicals (up to 3%) to insure proper stability and burn characteristics. There are technical changes under way right now that may lead to ideas for other new products. One exciting source of new technology is the ability to manipulate genetic material of microbes to select for specific capabilities. This has evolved by leaps and bounds over the past 5 years. Biologically assisted leaching and removal of wastewater impurities are two possible end uses. I'm sure that there are many others. The ideas can originate anywhere and are often half-baked at first, but to lead to new products they must be refined to provide project definition and eventually a research plan. A chemical ,development project cannot be started without approval to commit the company's resources. The internal selling job is often very difficult. The company must see clear financial benefits in order to launch efforts that may not pay off for many years. It is critical to project the total market, profitability, eventual market share, and timing of introduction of the new product. There is much uncertainty in this and the research manager is often skating on thin ice to retain his credibility. Once we obtain support from upper management, the research team is assembled to start the project. The teams generally consist of organic chemists, research metallurgists, and technicians. They have access to analytical scientists and technicians for surface and analytical chemistry. The projects are often augmented by help from university staff and consultants. This is particularly true where there is a need to develop fundamental understanding of the technology in addition to synthesis of chemicals. The project now proceeds along two lines. First, there is an emphasis on understanding the prior art. Extensive literature and patent searches are undertaken to provide research leads and to keep from "reinventing the wheel" and infringing on someone else's patent. The scientists and technologists are qualified to conduct computer-assisted library searches. This process usually uncovers 80-90% of the relevant information. The remainder is very much harder to get and requires the help of professional library search staff with scientific backgrounds. Along with literature searching, the team begins synthesis of new compounds. These are screened by use of techniques such as microflotation or filtration in a Buchner funnel. The scientists are looking for the direction of response as they modify structural features . Inevitably, a large number of candidates reach the next stage, a laboratory bench test. At this point it is possible to set up a research plan and use project management techniques to monitor progress. The bench tests are conducted in larger equipment, usually requiring 100-1000 grams of test substrate. Typical laboratory flotation tests are run in Denver or Wemco cells.

Steady state simulation has become a highly effective approach to the optimization of existing mineral processing plants and the design of new facilities. Accurate phenomenological models imbedded in user-friendly software packages make this advanced technology available to the mineral processing engineer. The new version 2.0 of the USIM PAC software package contains many improved features, and a new Windows 3 graphics interface. The main features include Objective-Driven Simulation, new fields of application, improved data processing algorithms and improvements in the design and optimization capabilities.

Introduction Most primary molybdenite producers use a selective flotation process in which molybdenite is floated from the ore while other sulfide and nonsulfide gangue minerals are depressed in the same step. The process was developed at the Climax mill. Reagents used in the rougher flotation stage include vapor oil (collector), syntex (surfactant), pine oil (frother), and occasionally sodium cyanide and Nokes reagent (depressant). Rougher concentrate is upgraded by cleaner flotation to produce market-grade molybdenite concentrates. Reagents used in the cleaner flotation stage are Dowfroth 250, vapor oil, sodium cyanide, and Nokes reagent. The development of the flotation reagent scheme at Climax and the role of the reagents have been well described by Born et al. (1976) and Malhotra et al. (1976, 1977a, 1977b, 1977c, 1980). The hydrocarbon collector, vapor oil, accounts for approximately 50% of the total molybdenite flotation reagent cost. Because vapor oil sources are limited, and the cost of vapor oil has increased significantly over the last decade, several studies have been done to evaluate alternate oil-based collectors and/or blends of collectors that would produce similar metallurgical results at a reduced cost, or increase the overall molybdenite recovery at the same cost (Smit and Bhasin, 1983; Hahn, 1969; Smith and Bhappu, 1971). The approach taken in the present study was to evaluate alternate nonoil-based collectors and collector systems that are less expensive than vapor oil. A series of potential nonoil-based collector classes were identified and evaluated in the laboratory against the current collector system. The metallurgical performance of these collector classes was related to their chemical structures. The results of this study are discussed. Collector classes A survey of sulfide mineral collectors was performed with the objective of identifying and selecting potential collectors for molybdenite flotation. The available reagents were categorized into 10 general classes. Table 1 summarizes these collector classes, their chemical formulas, the manufacturers, and selected commercial collectors in each class that were evaluated in the present study. Experimental procedure A Climax ore sample, assaying 0.3% MoS2, 2.2% FeS2, 0.007% Cu, 0.003% Pb, and 0.03 oz per ton Ag, was used for this study. Standard laboratory rougher flotation test procedure involved grinding a 2-kg ore charge in a rod mill at 60% solids. Reagents were added to the rod mill including a collector, syntex (0.005 kg/t), pine oil (0.03 kg/t), lime (to adjust pH to 8), and sodium silicate (0.15 kg/t). The ground pulp was transferred to a 1000-g cell, and flotation was performed at 35% solids and 1800 rpm using a Denver D-1 flotation machine. Concentrate was collected for a flotation time of six minutes. The general approach used in the present study was to substitute the nonoil-based collectors at two to three different dosage levels (0.01 to 0.15 kg/t) for vapor oil in the bench-scale, open-circuit rougher flotation tests

Before discussing minicomputer software for the mineral industry, it is helpful to explain some of the computer program terminology. Most of the terms are the same as those applied to large computers. A computer system consists of a machine (hardware) with electronic and mechanical components and instructions (software) that define its operational logic and sequence. This logic is described by sets of commands grouped into programs. Each program has specific objectives related to the computer's operation and to production information from computer data that are input and processed. Software, therefore, is a general term applied to any type of computer program. Instructions to the computer are communicated through languages that convert logical and arithmetic statements into machine operations. The languages may consist of statements resembling mathematical or logical phrases understandable by humans, or they may be coded statements with no apparent resemblance to spoken language but readily understandable by the computer. Computers also translate higher level languages such as FORTRAN or COBOL into machine languages using other programs called Compilers. Programs written in these higher level languages are generally called source code. However, programs written in computer assembly language may also be called source code. The compiled version of the program after it has been translated by the compiler software is called object code. Programs used to "instruct computers how to be computers" are generally called systems software. They relate more to computer operation than to producing externally usable results. Programs producing information for many users-engineers, accountants, managers-are termed applications software. For the most part, applications software is the principal concern of the mineral industry. Programs are developed to fit user requirements as interpreted by programmers. Programs vary in quality, precision, efficiency, accuracy, and complexity, depending on programmer skills and abilities and programming decisions forcing design tradeoffs. A well written program should have speed, efficient use of available hardware resources, accuracy, and an inherently logical structure that aids documentation and subsequent modifications. Programs developed to fit specific requirements are termed customized software. A program organized and prepared for general commercial use is called a package, or a software package, and includes documentation for program use. A form of customized software that takes an existing program or package as its starting point and modifies it is called a customized package. A minicomputer program can be stored on computer cards, standard magnetic tape, magnetic cassette tape, floppy disk, or hard disk. The software purchaser or lessee may select one or more of these media when specifying a program in a software contract. Supporting documentation may include a listing of the program instructions linkages, hardware and storage resource requiremnents, flow charts, and programmer and user manuals. The purchaser must carefully make and clearly understand specifications for media and format of program delivery. This assures that delivered software is compatible with the intended hardware. Mineral Industry Attitudes Toward Computer Software The mining industry has traditionally been conservative concerning computer applications. Furthermore, large computer costs have made these systems accessible only to large companies, for the most part. But in the past few years, mining software systems developed at schools such as Pennsylvania State University and Virginia Polytechnic Institute have gained wider acceptance in the mineral industry. More mining engineers now have academic training in computer application, and computer use is now more acceptable to the mining industry. Mining managers in decisionmaking positions are faced with a new generation of computer technology resulting from the rapid evolution of minicomputers. Not too long ago, manufacturers such as Digital Equipment Corp., Data General, and Hewlett-Packard were considered newcomers. They are now established companies. In addition, Apple, Radio Shack, Commodore, and others have emerged in the growing microcomputer industry. So the mine manager or mining executive now has more options. Mining Software is Limited Along with the rapid evolution in hardware development, much general purpose software is now being developed for minicomputers. The 1981 Apple Software Directory can be obtained for about $14; Radio Shack published the Application Software Source Book in three volumes for $1.95 each. Brochures describing software can be obtained for other minicomputer manufacturers by contacting local sales representatives. Hewlett-Packard software can be obtained and exchanged through HP user's groups. Manufacturers' programming staffs are generally concerned with developing applications software. In some instances, manufacturers will recommend software developed by their hardware users. Until now, however, software development for mining applications has been minimal. This should not be surprising, since software development traditionally lags hardware development by several years. Carbon dioxide (CO2) mineral carbonation is a carbon capture and storage (CCS) technique that can sequester CO2 permanently in the form of durable carbonate minerals. Extendable permanent storage capacity — onshore and offshore storage reservoirs — and the exothermic nature of the mineralization process make this technique attractive [1]. In the present study, maximum carbonation efficiency for aqueous mineral carbonation was achieved through two steps: optimization of calcium leaching from cement kiln dust followed by the reaction of pure CO2 with the calcium hydroxide precipitates formed by hydroxylation using sodium hydroxide (NaOH). Optimization of calcium leaching is highly important, as it is a rate-limiting reaction step in mineral carbonation and also influences and enhances the carbonation efficiency. To maximize the calcium leaching as well as carbonation efficiency, response surface methodology — with either Box-Behnken design or central composite design — was applied. It is the most well-known statistical, fully randomized and bias-free method for determining optimized conditions using quadratic regression models.

A hydrocyclone is a piece of equipment commonly used as a classifier in mill circuit operations. Traditionally, hydrocyclone performance is characterized by the classification efficiency parameter, such as cut size (d50c), sharpness of separation () and bypass (Rf ). A plethora of endeavors have already been made to develop parametric models to determine hydrocyclone performance that correlate design and process variables. In contrast to those studies, we made an attempt to develop an approach to derive required design parameters purely from hydrodynamic principles that provides a platform to optimize the operation of a hydrocyclone for a given application. In this selection methodology, we calculated the differential pressure at the air core, as well as the tangential velocity at the boundary of the air core from the vortex principle in a confined geometry at different operating regimes. A series of experiments were conducted using Weir’s Cavex® hydrocylone where process variables—such as solids concentration and feed flowrates—were experimentally studied to determine the key classification parameters. For the validation of the current approach we used the same process variables to derive design parameters and compared them with the existing design. The current approach can provide insights towards the selection of design parameters and can be useful for mining industry professionals to optimize different operating parameters of hydrocyclones to achieve the best performance.

Three years ago, at a reception given during the Steel Institute meeting in New York, I heard the remark, "A new formula must be found for foreign investment." This was immediately following the takeover of U. S. Steel's Matilde operation in Bolivia. Recently, at the World Mining Congress in Lima, Peru, the subject of foreign investment was still a lively topic of conversation. The nationalization of the copper mines in Chile and recent trends in the "Third World" have made all but a few extremely wary of investment anywhere other than in the ?stable? countries. Now, the fallibility of this philosophy has been demonstrated in such "stable" countries as Canada, Australia, and Ireland. Yet, nationalization is not new to us. The events in Chile were classified as disastrous to the affected companies, but so were the effects of nationalization to the majors in Bolivia in 1952. Mexicanization of the mining industry in Mexico was considered impractical by many. Now, those who accepted it are finding it to be workable.
