Demonstrating aquifer restoration is an essential component of regulatory approval needed to mine uranium, copper, and other minerals by in-situ recovery (ISR). A PHREEQC geochemical model provided a useful means of forecasting the time for restoration and predicting future groundwater quality following low pH mining at Strata Energy’s Ross ISR Project in northeast Wyoming. The model simulated groundwater quality at three phases of the process: at the end of mining; during restoration; and post- restoration. The model utilized the one-dimensional reactive transport and dual porosity features of PHREEQC. Mineral surface ion-exchange, dissolution/precipitation reactions, and adsorption processes were simulated to estimate water quality as the pH was shifted from circumneutral to acidic during mining and back to neutral during restoration. The model results showed that cost-effective management of mine water could meet regulatory requirements. Additionally, the model was used to interpret results from a field trial and inform operational decisions. The predictive approach and geochemical understanding developed have application in assessing aquifer restoration for other ISR projects.

Limestone neutralization of acid mine drainage has been proposed and examined as a method of treatment. However, limestones differ greatly in composition and structure. The reactivity of 14 selected limestones was studied, both by chemical and physical properties and by relative effectiveness in neutralizing synthetic and actual mine waters, and several guidelines for the choice of limestones are given. The particle size should be at least as small as 74 microns and preferably smaller. The most effective limestones are most nearly pure calcium carbonate. Stones which have a relatively low calcium con- tent but which contain calcite and have a large surface area are also effective neutralizers. Magnesite and dolomitic limestones are much less reactive. Disadvantages in using even the most reactive lime- stones for neutralization are indicated.

A study was made of the physical and chemical nature of silica minerals found as natural impurities in bentonites and montmorillonitic Fuller&apos;s earth clay products as well as in <10 micron dust from eight processing plants. The results show that the silica minerals present in these clay materials are totally encapsulated or encased in clay. No "free" silica minerals could be observed in SEM images of either granular or powder products or in dust samples collected for MSHA crystalline silica analysis. Silica minerals, such as quartz, are identifiable by SEM and EDS analysis only after removing the clay coatings by vigorous washing. After washing it can be observed that all crystalline quartz grains also have diagenetic overgrowths of what is probably opaline silica. The clay and opaline silica encapsulation of quartz plus the strongly hydro scopic nature of montmorillonite are believed to be responsible for there not being a single confirmed case of silicosis among workers in the subject plants after more than 65 years of production.

Asia has seen a fair amount of military action and revolt during the past year, not all of it unexpected There was the fighting in Laos, which resulted in the as yet unconcluded negotiations which will probably lead to the establishment of a neutralist regime. In April of 1961 another revolution occurred in South Korea, and the elected government was replaced by a military dictatorship.. Communist guerrilla activity in South Vietnam was stepped up, and uncertainty about the future of that area increased. Relations between Pakistan and Afghanistan became more strained, and while no fighting has broken out, diplomatic relations between the two countries were broken off. India was both the victim of further incursions of her territory by communist China and the perpetrator of the forcible seizure of territory from Portugal. Indonesia has been making preparations for an armed attack on the Dutch in New Guinea.

At the present time Climax Uranium Company recovers vanadium oxide from carnotite type uranium ores in the mill at Grand Junction, Colorado, The flowsheet of this mill is shown in Figure I. Vanadium is solubilized by a salt roast of the slime fraction of the ore and dissolution is accomplished by a water leach. The metal is precipitated from the pregnant liquor as sodium polyvanadate by heating to boiling and adjusting the pH to 3 with sulfuric acid. The sodium polyvanadate, commonly called, "red caken, is filtered, melted, and cast into thin flakes. This fused flaked vanadium oxide is the material which is packaged for sale. Fused vanadium oxide, marketed by Climax, contains approximately 87% V205, 7% alkali oxide, 0.08% sulfur, 0.03% phosphorus, and less than 0.5% Insoluble. This material is of a lower grade and has a higher alkali oxide content than other vanadium products offered for sale at this time. A typical analysis of a high grade vanadium oxide currently offered for sale by another company is 98% V205, 1 - 2% alkali oxide, less than 0.05% sulfur and less than 0.2% Insoluble. The only reagent consumed in the precipitation of the sodium polyvanadate is sulphuric acid. The total reagent cost is 0.58 cents per pound of vanadium oxide produced.

There is an ongoing battle to gain general acceptance of fossil fuel byproducts as safe, economical and useful agro-industrial materials. Despite that, the US ash industry is witnessing a steady growth in the volume of coal burned, along with the production of greatly refined, higher-quality ash particulates. There are two principal reasons for this. Economics have caused an increasing number of US electric utilities to convert from oil-burning to coal-burning. And the Federal government has tightened specifications on fly/bottom ash production quality. Hence, it must be noted that new and more stringent Federal regulations were implemented in 1980. The resultant ash particulates are finer, more compact, and less heavy than in previous years. Additionally, the first shift from oil to coal in the US was initiated in December, 1979 by the New England Power Co. in Massachusetts. Coal is the most widely-distributed fuel in the US. And it is found in 38 states. The wide availability of this fossil fuel and its general cost-efficiency, coupled with the undaunted move of US electric utilities toward nuclear power, are major factors affecting the current statistics on ash generation (65.4 x 106 million tons). Interest in the use of coal in power plants is creating a unique ash disposal and use situation for ash producers as well as the Federal government. There are growing quantities of fly/bottom ash residue. Ash producers must decide how this byproduct can be dealt with effectively and profitably. At the same time, government agencies such as the US Environmental Protection Agency (EPA), are commissioned by Congress to assure that solid, liquid, or gaseous material released into the environment is not harmful or offensive to human health and the environment. Additionally, the Federal government is often responsible for establishing and enforcing guidelines and standards governing the use of recycled materials. Several standards and guidelines governing the properties and use of ash in the US have been established by governmental agencies as well as by the ash industry itself. Of these, some have been developed for ash use by a specific federal agency. Others apply to the entire industry. The following is a brief identification of the major specifications for fossil fuel ash: • US Corps of Engineers - These specifications were first established in 1957. They delineate the physical and chemical requirement for pozzolans used in mass concrete. These specifications applied only to Corps of Engineers&apos; concrete construction projects for locks, dams, and other mass concrete projects until 1977. At that time, a joint effort between the American Society for Testing and Materials and the Federal government produced a modified specification that is now generally applied. The Corps of Engineers&apos; ash, however, retained certain aspects of its specifications for its own use, particularly in the area of handling and shipping fly ash to its own projects. Prior to transporting the fly ash to the corps, all potential sources for the ash must be inspected and approved as a supply source. All silos must be filled, sealed, and tested before the ash is released for shipment. The normal test period for the ash is seven days, although several testings may require up to 28 days. Once the fly ash has been released, it can only be shipped to US Corps of Engineers&apos; projects. All shipments are made with a government inspector present during loading. After a truck or railcar is loaded, the silo is resealed until the next shipment. This procedure requires three silos, and a minimum of 454 t (500 st) each should be considered for each storage unit. All silos are strictly committed to Corps of Engineers&apos; use and are not available for other commercial shipments. • US Bureau of Standards - This Federal agency maintains a standard testing sample of nearly every product used in the US. The accuracy of the fly ash chemical analysis is measured by a regular cement and concrete reference laboratory (CCRL) inspection and based on test results from a standard sample of cement. • US Bureau of Reclamation - This agency pioneered several projects using fly ash and required Federal Standard Certification for pozzolans. • American Society for Testing and Materials (ASTM) - This nongovernmental organization began preparing standards for fly ash sold and used in the cement and concrete industry in 1947, at the urging of ash marketing firms. Current standards define chemical and physical requirements and is entitled, "Fly Ash and Raw or Calcined Natural Pozzolan for Use as a Mineral Admixture in Portland Cement Concrete (C 618-80)." • State Highway Specifications - Led by Alabama, many states are moving toward permitting - and in some cases requiring-the use of fly ash in portland cement concrete and with lime for base stabilization projects for roads and highways. • Federal Aviation Administration (FAA) - The FAA acts in an advisory capacity. It has final approval on design specifications for airport construction projects. The agency has established a set of guidelines permitting the use of fly ash, and has approved several fly-ash-specific designs. The most current FAA fly ash projects

The Hampton Roads Bridge-Tunnel Expansion Project (HRBT), initiated by the Virginia Department of Transportation (VDOT), will add two new 1.5-mile TBM bored tunnels to the two existing immersed-tube tunnels between artificial islands, part of the connection between Norfolk and Hampton under the Hampton Roads Harbor in Virginia, USA. The new bored tunnels will be built by Hampton Roads Connector Partners (HRCP), a joint venture of Dragados USA, Vinci Construction, Flatiron Constructors and Dodin Campenon Bernard. This paper covers technical discussions that led HRCP to select a Variable Density TBM to address the challenges of this tunnel project, including but not limited to (i) the diameter of the bore: a 46 feet (14.04 m) diameter machine that constitutes the second-largest TBM ever used in the United States; (ii) shallow ground-cover under the water table; (iii) challenging and varying geology along the alignment, with mixed-face conditions and different types of ground modification zones; and (iv) the high TBM operating pressures required—all these and other challenges in a sensitive marine environment.

Concern about environmental pollution goes back many centuries, but until recently most efforts to control it have been perfunctory and spasmodic, aimed largely at coal smoke and other visible pollutants. Air pollution is to a large degree a byproduct of our economic development, and scientific knowledge of the causes and character of such pollution is more extensive than the technology to handle the waste byproducts of our industrial civilization. The removal of all constituents foreign to the air from the effluents produced by an industrialized society is obviously impractical at this time. There is widespread difference of opinion regarding acceptable ambient air concentration levels for the Various pollutants produced by combustion processes, but there is basic agreement that the pollution of the atmosphere must be controlled and eventually reduced. The magnitude of the air pollution problem has been increasing rapidly because our expanding economy calls for an ever-increasing consumption of energy, and fossil fuels are a principal source of energy. For example, the consumption of electricity has been increasing at an average annual rate of approximately 8 percent over the last 10 or 1.5 years. Table 1 shows the estimated emission of the principal pollutants into the atmosphere in 1966. The approximately 90 million automobiles, trucks, and buses on American highways contribute the largest proportion of pollutants to the atmosphere, but that fact does not alter the growing problems of the coal industry. You will note that sulfur oxides, particulates, and nitrogen oxides are all products of the combustion of coal. Of these air contaminants, sulfur oxides are now receiving major emphasis in terms of research to develop effective means for control, Table 2 shows that the combustion of coal produces approximately 60 percent of the sulfur oxides discharged to the atmosphere. While the utilization of coal is the principal source of particulate matter, this is not considered as serious a problem as it was in the early part of the century because of technological developments that have produced sound methods for the removal of particulates from waste gas streams.

The thickness of the laminated beam modeled in this study is based on bridging potential and TDR measurements. The laminated beam stiffness is based on the effective stiffness of an equivalent transformed section. The maximum deflection of this near-surface laminated beam is compared with the maximum measured surface subsidence. The spreadsheet provides a rational technique to graphically display the character of the overburden and potentially allows prediction of a subsidence factor based on boring logs and the proposed mine plan. The U.S. Department of the Interior, Bureau of Mines (Bureau), utilizes a commercially available computer spreadsheet program in combination with a modified version of Bieniawski&apos;s Rock Mass Rating (RMR) system to characterize the geology overlying high extraction coal mines. The spreadsheet program calculates a RMR for each bed based on the lithology, thickness, and engineering properties, which are determined from boring logs and laboratory tests. Once the RMR is calculated the spreadsheet has two major functions. First, the spreadsheet calculates values used to graphically represent the character of each individual bed in the overburden. It calculates an in situ deformation modulus using an empirical rela¬tionship between the modulus and the RMR and then uses this effective modulus along with additional parameters that are based on mine geometry to calculate the bending stiffness and bridging potential for each bed. Second, the spreadsheet creates a transformed section that allows groups of beds to be modeled as an elastic beam. It then calculates a bridging potential for the entire rock mass. The bridging potential of the rock mass is a single value that takes into account both the geology of the overburden and the geometry of the mine. It seems reasonable that there would be a strong correlation between the bridging potential, the overburden response to high extraction mining, and the subsidence ratio. The results presented in this paper focus on the relationship between the bridging potential of individual beds and the deformation measured using Time Domain Reflectometry (TOR). Subsurface displacements measured over seven high extraction coal mines in southern Illinois were correlated with the bed stiffness and bridging potential profiles. Based on these correlations it was evident that the process of caving and subsidence over these high extraction mines involved momentary bridging by individual beds or groups of beds and the ultimate development of a laminated beam near the surface.

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation&apos;s municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today&apos;s landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes. Introduction The Utah Copper Division of Kennecott Copper Corporation will present its contribution to the A. M. Gaudin Flotation Symposium in four parts. The first two segments will discuss briefly the historical development of the Utah Copper Division and describe the ore body. The third segment will review the facilities and operating procedures for the Utah Copper Division&apos;s newest plant, the Bonneville Concentrator. The fourth segment describes flotation process circuitry, including molybdenite recovery procedures, at the Arthur and Magna concentrators. (The Bonneville concentrator is a crushing and grinding unit and does not have its own flotation plant). 1. Historical Development Progress through change has been the key to the successful operation of the Utah Copper Division for more than 70 years. As the original low-grade copper operation, the pressures to remain competitive and profitable have dictated the timing and extent of each change. Much of the change has occurred through technological and economic advancements in the area of ore concentration. The Utah Copper Division of Kennecott Copper Corporation had its origin June 4, 1903, when the Utah Copper Company was organized. The initial mill of 300 tpd (tons per day) capacity was built at Copperton a few miles below the present Bingham Canyon mine site. From 1904 to 1910, the Copperton mill was expanded to a capacity of 1,000 tpd, and all of the known apparatus for gravity concentration were evaluated.

Longwall mining has not received a great deal of attention in the United States; however, this system offers many advantages over the conventional room-and-pillar methods now being used. In order to conserve the coal resources of this country, the U. S. Bureau of Mines has investi¬gated the feasibility of adapting European longwall mining methods to American coal seams. Their studies showed longwall mining to be well suited to thinner seams and, greater depths; and, in addition, permitted almost 100 percent recovery of the coal. Most, experiments with this method resulted in higher overall production-costs than were commonly obtained with highly mechanized room-and-pillar techniques This high cost-was largely due to the excessive amount of labor required to maintain adequate roof support with conventional longwall mining techniques. With the substitution of hydraulic-powered, self-advancing roof support systems for conventional supports, this excessive labor cost has been decreased, and longwall mining costs are now competitive with those of modern room-and-pillar mining.

Carbon dioxide capture from coal-fired power plant flue gas and subsequent sequestration is expected to play a vital role in mitigating global climate change. To meet the growing need for CO2 capture Technology, Michigan Technological University is researching CO2 capture and Utilization. We have successfully converted CO2 into oxalic acid using an electrochemical approach. If oxalic acid can be produced in bulk from CO2, it can be used to leach rare earth minerals at low cost. Electrochemical reduction of CO2 to hydrocarbons and other chemicals is a complex multistep reaction with adsorbed intermediates. The exact reaction mechanisms leading to various products are not clear from the literature to date and will likely change over the range of conditions like pH, electrode potential, electrolyte medium, catalyst, etc. In this paper, we will present an idea of how the factors mentioned above will effect the electrochemical reduction of CO2 to Oxalic acid. INTRODUCTION. CO2 is thermodynamically quite stable, as shown by its highly negative heat of formation. Thus, it is expected that the formation of any useful chemical from CO2 will require the input of at least as much energy as geological sequestration. However, to be more effective the resulting economic value of the chemical need only pass the cost of the additional energy required beyond geological sequestration. This lends itself to two extremes: one where the quantity of energy required is low and one where the economic value of the additional energy is low. It is expected that CO2 can be reduced via electrolysis to several compounds. Of particular interest are formic acid, oxalic acid, methanol, ethanol, formaldehyde, and carbon monoxide (as a component to syn-gas). These chemicals have been reported as electrolytic products previously in literature and have considerable potential for application. EXPERIMENTAL Electrocatalytic Production of Oxalate from CO2 We are using membrane electrolysis cell to produce oxalate from CO2. A membrane electrolysis cell is a 2-chamber electrolysis cell where the chambers are separated by a selectively permeable membrane. To produce oxalate, a cation exchange membrane (which selectively exchanges cations) was used. Previous literature suggests that in the cathode chamber an organic electrolyte, such as tetraethylammonium perchlorate or tetraethylammonium bromide in dimethylformamide, are preferred3. In the anode chamber, a sodium hydroxide solution water is used. Carbon dioxide is then bubbled into the cathode chamber as a current is applied.

The chemical reactions that occur within a copper-leach recovery system are discussed, and the impact on the overall acid balance is evaluated. Both oxide and sulfide mineralogy are addressed, and their effects on acid consumption, generation and solution buffering are presented. Two case studies that apply the discussed chemistry show the practicality of using a computer spreadsheet acid-balance model for the early planning and design of copper-leach systems.

The most economical method of reclaiming land that has been mined, whether it be in urban areas or in rural areas, is when the final configuration of the mining area is that which is required by the subsequent use. Surprisingly, there are a number of examples of this situation. In the arid southwest where water production for the expanding population is a problem, many urban sand & gravel excavation areas subsequently serve as holding basins for ground water recharge. In other areas of the county where water is not in short supply, sand and gravel excavations can be planned in such a way that subsequent land uses such as parks and homesites can be enhanced by utilizing the excavated areas as a water amenity. Reclaiming land for agriculture is another example of utilizing the excavated area for a subsequent use providing the excavated area has not been mined too deep. Other than replacing the layer of topsoil on the excavated area, the final configuration of the mining area is in many cases ready for the subsequent agricultural use.

Solution mining operations often encounter difficulty maintaining adequate leach solution flow into the ore formation because of loss of formation permeability near the injection well. Permeability loss caused by swelling and breakup of clays and fine particle migration can often be the cause of the problem. Combined permeability and leaching tests were done in the laboratory on samples of clay bearing ores to evaluate a clay-stabilizing polymer&apos;s effectiveness in preventing the problem. Test results indicate that treating the ores with cationic polymers could maintain permeabilities two to five times greater than the long-term permeabilities present in untreated ores. Both alkaline (pH 8.5) and acidic (pH 2.0) leaches were used in the permeability leaching tests. To determine the reasons for the success of the clay stabilizing polymer, clay swelling tests and zeta potential measurements were made on untreated ore samples and on ore samples treated with the cationic polymer. Test results indicate the cationic polymer could reduce the degree of negative charge on fine particles and their tendency to disperse, as well as reduce clay swelling. Test results indicate a potentially beneficial effect on operating parameters such as capacity and injection pressure during leaching, if clays and fines are kept stabilized. This may be done by treating the zone of high fluid velocity near injection wells with cationic polymers.
