The practice of impounding mine water and liquid fine waste in underground mines is increasing. Often these underground impoundments are created by constructing seals or bulkheads designed to withstand the expected hydraulic pressures. Occasionally seals are built for another purpose, usually to act as explosion-resistant ventilation barriers. Due to factors such as clogged drain pipes or unexpectedly high inflow rates, these explosion-resistant seals sometimes become subjected to hydraulic pressures. The incidence of seal failures due to inadequate design and/or construction is also on the increase. Fortunately, to date, no lives have been lost by water seal failures, but a clearer understanding of the design and construction considerations specific to water seals is vital to keep this from occurring in the future. This paper presents technical considerations for the design and construction of seals which will specifically be required to withstand hydraulic pressures in underground mines.

Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in there two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section 1 of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the anti¬trust laws is entitled to recover treble damages plus costs.

Between 1996 and 1999, a high-performance Robbins TBM [235-282] excavated a 5 mile long, 23´2? wide, and ~700´ deep tunnel through the subsurface of southwestern Queens. Low penetration rates (~6´/hr [actual] vs. ~9´/hr [anticipated])resulted from changed rock mass conditions mostly attributable to high-grade metamorphism of the rocks. Over a three-year period, as-built circumferential geologic mapping (scale 1?=10´) and digital imagery of the tunnel, fracture and fault analysis, structural, lithologic, and petrographic studies have shown that the rocks of the Queens Tunnel consist of orthogneiss of mesocratic, leucocratic, and mafic composition. These metaigneous rocks developed coarse-grained fabrics during Grenvillian (~1.0 Ga) granulite facies metamorphism, and retained their nearly anhydrous, poorly foliated character during subsequent high-grade Ordoviciande formation. Lacking a penetrative foliation, the coarse granoblastic rock texture and extraordinary garnet content (up to 50% in some zones) together proved animpediment to efficient chip production and resulted in bimodal production of blocks and excessive fines. TBM excavation of the Queens Tunnel was also hindered by geological conditions that included unexpected lithology and rock fabric orientation, a zone of crosscutting hypabyssal rhyodacite dikes, and unanticipated extent of brittle faults. The dikes and brittle faults produced blocky ground conditions and a collapsing face condition that produced cutter damage and decreased utilization. Such fundamental textural, mineralogic, and lithologic control over hard-rock TBM penetration can be predicted by careful pre-bid geological analysis. To determine the causes of lower than anticipated TBM performance, a detailed investigation was carried out that included analysis of operational data from the TBM data logger and an extensive laboratory test program on cores retrieved from tunnel walls. Integrated laboratory testing included punch, point load, tensile strength, Cerchar abrasivity, and linear cutting tests, independent petrographic analysis and machine performance analysis. These allied investigations have provided quantification that the rock mass exhibited an unusually high degree of toughness and rock directional properties and established geological causes for decreased TBM penetration rates.

Introduction The Sleeper mine is a near-surface gold mine located in a remote area 56 km (35 air miles) northwest of Winnemucca, NV (Fig. 1). The deposit was discovered in 1984 by an Amax exploration geologist. Favorable drilling results led to feasibility studies and metallurgical testwork. Final evaluation of the mine potential proceeded very quickly. The project received Amax board approval in July 1985. Eight months later, the process plant was fully operational. The first gold ($1 million) was shipped one month later, in March 1986. Total plant capital was $27 million. Payback was achieved in six months. The Sleeper mine was expected to produce 1.6 t (53,000 oz) of gold and 1.3 t (41,000 oz) of silver annually. However, the ore body exceeded all expectations. Production for the first 10 months of operation amounted to 4 t (128,000 oz) of gold and 2.9 t (94,000 oz) of silver. Direct cash operating costs are in the $1.77/g ($55 per oz) range. Amax is actively conducting exploration nearby for additional reserves to extend the mine's life. (See update on page 242.) Geology The Sleeper gold deposit is located on the northwestern flank of the Slumbering Hills and in the Awakening Mining District. Rocks exposed in the vicinity of the deposit are interbedded siltstones, sandstones, and limestones of Triassic age. They are overlain by latite lava flows and tuffs of Tertiary age. Dikes and sills of latite and andesite intrude the sedimentary rocks. Quaternary deposits of mostly sand with minor gravel and clay cover a pediment containing the gold deposit. The sedimentary and volcanic rock units have been transsected and offset by extensive north- northeast trending faults and less abundant northwest trending faults. Both fault systems fractured and prepared the ground for subsequent invasions of mineral-bearing hot spring geothermal waters. The hot spring systems produced widespread hydrothermal alteration and gold mineralization at silicified centers near feeder fault structures. The deposit is hosted by siltstone and latite that have been hydrothermally brecciated. The main breccia is elongated north-northeasterly. The hydrothermal breccia zones appear to dip steeply to the west. Gold mineralization consists of native gold and electrum deposited in two or more high-grade quartz-breccia veins. When Ralph Banks called and asked if I would agree to present a paper on environmental health in the coal industry, I was reluctant because I have not been actively involved in coal mine dust control on a day-to-day basis for a number of years. Ralph reminded me that I am one of the few industry people with an industrial health background who remembers the pre-1969 Federal Coal Mine Health and Safety era. This marks the second time within the past year that I have had a similar request based on the same basic reasons. While I was pleased to have been remembered, I'm beginning to feel like the football player who has played one too many games. In responding to Ralph's request to present an overview of the past, present and future of environmental health in the coal industry, I have attempted to take the broad approach of someone who, having been intimately involved in an area of endeavor for a number of years and then leaves, has an opportunity to revisit that area at a later date to see what has changed and what remains the same, what have been the successes and the failures. Since none of us can foresee the future, trying to project too far ahead is fraught with frivolity, except that unless one is foolish enough to accept a future invitation to review those predictions compared to actual events, no one will recall how accurate or inaccurate those projections might have been. I can assure you that I will not ask to accept that challenge, so you can rest comfortably that five years from today you will not be asked to sit through a similar presentation by me - and that's a promise.

Although the role of the collector has long been thought to play a predominant role in coal flotation, recent investigations by the authors show that the frother plays an equally important role. These investigations have included extensive testwork in several coal preparation plants and in the laboratory. The factors which were investigated include the absolute level of collector and frother addition, the ratio of frother to collector additions, the type of frother, and the particle size distribution of the feed. Results from this testwork reveal strong interactions between these factors as well as the necessity of considering these factors in order to optimize the reagent regime.

A pilot scale study was performed to evaluate the potential for gravity concentration of gold from -13 mm (-1/2"), crushed ore from Ester Dome, Alaska. 9.04 tonnes (9.94 tons) of crushed ore were sampled and processed through a Pan-American jig -Wifley table pilot plant. Plant products were sampled for assay and material balance calculations. Gold recovery through one stage of jigging and two stages of tabling was 17.4% at a concentration ratio of 615:1. Concentrate grade was 766.3 g/tonne (22.4 oz/ton). The feed grade to the plant was calculated at 1.71 g/tonne (0.050z/ton). Jig tailings, primary table tailings and secondary table tailings grades were 1.44 g/tonne (0.042), 1.30 g/tonne (0.038), and 5.47 g/tonne (0.16 oz/ton) respectively. Significant, coarse, free milling gold values were shown to remain in the jig tailings. Concentrate mineralogy is discussed.

Due to disturbance of their traditional roosts, caves and tree hollows, more than half of the 44 bat species found in the United States and Canada now live in abandoned and inactive underground mines. The North American Bats and Mines Project was created two years ago by Bat Conservation International Inc. (BCI) in Austin, TX and the Bureau of Land Management (BLM) in response to the issue of mine closure and bat habitat. The partnership provides national coordination among government and private agencies and the mining industry to minimize the loss of bats living in mines. It also trains land managers on how to conduct cost-effective mine assessment and closure to protect both bats and people.

Mining practices at the Sunnyside Mines, Sunnyside Coal Company, Sunnyside, UT, have been documented by U.S. Bureau of Mines researchers to preserve the extensive history of yield pillar-based longwall gateroad system evolution on the property. An overview of the historical mining conditions, practices, and innovations that resulted in the evolution of the two-entry yield pillar gateroad system currently employed at Sunnyside was developed from interviews of 30 long-time Sunnyside employees. Employing yielding chain pillars at Sunnyside virtually eliminates tailgate pillar bumps and contributes to reducing face bumps. Limiting the overall width of the gateroad system benefits bump control and especially, roof and floor stability.

In this paper I use the term "industrial minerals" in its broad general sense, and I distinguish two main groups. The first consists of the bulk materials, characterized by low unit price, nearness of deposits to markets, relatively simple methods of extraction and processing, and a tendency to be closely related to the construction industries. The second group includes those materials valued for exceptional purity, or for some special property such as hardness, immunity to acids, or dielectric strength. These materials are produced in smaller amounts, at high unit values, from deposits notably restricted in. distribution; and they require more or less sophisticated methods of production and beneficiation. The applications of this second group are not closely tied to any particular part of the economy. From the way in which the commodity committees of the Industrial Minerals Division are set up, I take it that the chief interest of most members is with the first group of materials mentioned above. Hence this paper will deal mainly, though not exclusively, with such bulk commodities as sand and gravel, clay, and stone. The first word in the title of the paper also requires brief explanation. It is here given a threefold interpretation. First is the role of the industrial minerals themselves in industry; this would probably be taken as the conventional meaning of the title* The second is the role of the industrial-mineral producers as citizens of the community. The third is what may be called the scientific role of these producers.

Transportation tunnels are highly sensitive to ground movements and are required to be stable and secure for safe operation. In urban areas, the interaction between tunnels and adjacent piles, which are widely used to support buildings and other structures, requires careful consideration. The seismic response of tunnels may vary depending on the lateral stiffness and strength of the tunnel walls, while the axial loading and seismic impact of adjacent piles may cause soil displacement and stress changes that can damage the tunnel lining. As a result, tunnel owners often impose strict limits on the design of new piles lying close to existing tunnels including maximum allowable tunnel deformation, stress change limits, and minimum tunnel to pile separation distances. This paper describes a numerical analysis of the inuence of the axial loading and seismic impact of bored pile foundations on subway tunnels, undertaen using the nite element software laxis D. ased on the results of the numerical analysis, the paper suggests a more realistic and less conservative approach for designing piles in close proximity to transportation tunnels. INTRODUCTION The interaction between tunnels and adjacent piles can cause stress changes and displacements in the soil and structures which may adversely impact structural performance and tunnel safety. With the rapidly rising cost for electrical energy and the long range pre¬dictions for continued rising costs and even possible energy shortages, operation of rod, ball, autogenous and partial autogenous grinding circuits to efficiently utilize the power delivered to the mills will be demanded. This calls for a method to evaluate grinding circuit performance that is accurate, reliable and readily usable as an operating tool by supervisory, technical and operating personnel. Neither the Rittinger and Kick theories of comminution,(1) which preceded the Bond Theory by more than 50 years, had a mathematical means that could be used to predict and evaluate the performance of crushers and grinding mills used to comminute ores and rocks. This severly limited the practical use of these two theories, which were contradictory to each other. They have been superseded by the Bond Third Theory of Commnution.(1)

In the Frick District of U, So Steel Corporation, we have had more than 37 years of experience in the use of multiple-fan ventilation systems, in our coal mines. In our Colonial field, with a long belt installation, we have mined 85 million tons of coal with the use of the multiple fan system of ventilation. In our Palmer field, with the use of the same arrangement, we have mined 90 million tons of coal--a total of 175 million tons without one accident attributable to improper mine ventilation. The same system, fundamentally, has been installed in our expanding Robena operations and at its present stage of development we are using eight fans to ventilate this area. To date we have mined 55 million tons of coal with very encouraging results and again without any accidents attributable to ventilation.

A description is given of an experimental ventilation control system designed, built, and tested by WVU under United States Bureau of Mines sponsorship. A description is given of the control, system used and the mine-wide microcomputer-based ventilation monitoring system used with it. Test results of experiments conducted with this system at Eastern Associated Coal Corporation's Federal No. 2 underground coal mine are presented. In addition, a brief description is given of a new microprocessor based system presently being tested.

Many longwall operators experience difficulty complying with the federal regulation limiting average dust exposure. Others are currently in compliance, but the dust exposure limit keeps then from increasing their production. Spray water is a major means of dust control. Excess water can cause problems in the transportation system and the cleaning plant, and reduces the Btu value of the run of mine coal. Thus, the dust exposure reduction per unit of water sprayed must be maximized. This paper discusses underground tests recently completed as part of a Bureau of Mines research program to determine the effects of variations in spray water flow rate, pressure, proportioning and spray orientation on longwall shearers.

"During the mid to late 1960’s, the underground potash industry in Saskatchewan was born. For the next four decades the industry operated at a steady pace supporting a large part of the world demand; until 2008 when the potash market heightened. Operators were motivated to capitalize on this increased demand, new mines were proposed while existing mines were planning upgrades. Potash Corporation of Saskatchewan (PCS) was one of the major producers planning upgrades to their production facilities quickly, including modifying the existing headframe and shaft at the PCS Cory Site to accommodate a new 1500 tonne per hour hoisting plant. Upon completion of the project, the innovative operations group continuously reviewed methods to increase production and reduce operating costs, allowing PCS to continue being competitive on the world market. This paper will describe the design challenges encountered during the development of the infrastructure around an operating facility whilst minimizing down time, schedule, capital and construction costs. This paper will also explore the strategy to increase capacity of the newly commissioned hoisting plant. BACKGROUND Potash production is a major Saskatchewan industry, and has played a significant role in the economy for over 40 years. Production commenced in 1962 when water problems were overcome at the International Minerals and Chemical (IMC) mine near Esterhazy, Saskatchewan. A surge of development by other companies resulted in twelve companies opening ten mines by 1970. In 1975 Potash Corporation of Saskatchewan was created by the government of Saskatchewan and shortly thereafter purchased several mines in Saskatchewan, including the Cory Mine (Cory), near Saskatoon. Cory has been in operation since 1968 and is located 12 km (7.5 mi) west of Saskatoon in central Saskatchewan. The mine is located in the center of the world’s largest potash deposit, 1,000 m (3300 feet) below surface. PCS has embarked on sizable capital expansions of more than CDN $7 billion. The Cory CDN $1.6 billion expansion was expected to raise operational capability of the site to 2.7 million tonnes per year, an increase of 1.9 million tonnes per year (MTPY). To achieve 2.7 MTPY of finished product and considering the 22.6% average production recovery1, 12 MTPY of ore must be hoisted to surface for processing. To deliver this rate required upgrading of the hoisting plant to 1500 tonne per hour (TPH). To accomplish this ambitious challenge, creative thinking, careful planning and a cohesive team was needed to work together to ensure the schedule, budget and most importantly the work was completed safely"

Dredging and Flooding was completed on the Falconbridge Limited "New Tailings Area" in the period from 1996 through 1998, as part of their site closure measures. Part of the decision making process and closure planning was water quality prediction, including oxidation and diffusion modelling. The purpose of this modeling was to define the potential water quality that would result during and after dredging. A significant body of research on the geochemistry and oxidation kinetics of this site had been compiled. The results of the modeling provide practical insight on the potential water quality that may be expected. Water quality in the pond has steadily improved since flooding was completed with the exception of short term peaks during spring runoff. Aquatic vegetation is appearing through natural recovery and transplanting of local species, and colonies of minnows are now observed in the ponds.

In some parts of the world, silver chloride occurs naturally in deposits of cerargyrite (1) (i.e. horn silver). In other cases, silver chloride is produced and exploited for its well- known photographic or electrochemical properties. In this case, it is a valuable commodity needing no further refinement. However, silver chloride is frequently encountered in precious metals refining. In most cases, it is a by-product that occurs in small amounts. For example, it is a common occurrence in gold refining when using the Miller and Wohlwill refining processes or when parting fire assay beads. As such, the mode of reduction to elemental silver is of little impact on the overall refining economics. Thus, a variety of reduction methods are employed all enjoying varying degrees of popularity (2). On the other hand, silver chloride serves as a key intermediate in the production of fine silver by nitrogen species catalyzed acid pressure leaching of refractory silver concentrates. This has most recently been practiced at the Sunshine Mining & Refining plant located in Kellogg, Idaho. Thus, efficient methods of reduction, precipitation and materials handling on an industrial scale are of the utmost importance. In this presentation, the evolution of these methods will be detailed.

A major bauxite belt was discovered and evaluated from 1969 to 1974 by P. T. Alcoa Minerals of Indonesia in West Kalimantan, Indonesia. The proven reserves of beneficiated bauxite are 800 million tons averaging 38.6% AA1203 and 3.0% RSiO2. Inferred reserves of washed bauxite are in excess of 2 billion tons. The bauxite occurs as capping of low lying hills which were formed during the post Paleogene peneplaination stage. The overburden varies from 0.6 to 3.8 meters and the nodular bauxite horizon from 2.2 to 5.2 meters. The deposits were formed by the in situ weathering of predominantly acidic and basic intrusive rocks.
