"INTRODUCTION The Central District of the Florida phosphate industry is located in southwest Polk and southeast Hillsborough Counties, with the Southern Extension lying in western Hardee, eastern Manatee and northwest De Soto Counties. (Lawver, 1983) Figure 1 shows the major phosphate formations in Florida. Almost all Florida phosphate production has been in the Central district with additional production from a mine in the Northern District. The Central District is comprised of the Bone Valley Deposit, a relatively thin layer of high grade ore which has been the main source of phosphate mining for decades, and the Hawthorn formation, a thick but low grade formation which covers most of peninsular Florida. (Lawver, 1983) Florida phosphate producers use the Crago process where calcium phosphate is floated with anionic, fatty acid type collectors followed by cationic reverse flotation of silica with amine type collectors. The phosphate matrix is put through various size separation techniques to obtain a typical -28 Mesh (< 700 µm) particle size for fine flotation and a -16 mesh (< 1190 µm) to +28 mesh (> 700 µm) particle size for coarse flotation. In some cases this coarse fraction can be sent to shipping as an intermediate product. The +16 mesh (>1190 µm) to – ¾“ (19 mm) fraction is sent to shipping as a final product called pebble. Figure 2 demonstrates a simplified diagram of the mining and processing of calcium phosphate (matrix) through a Central Florida mine. Particle size and mineralogy are important considerations in the Crago process for two main reasons, the mass of the particle and the particle surface area. Both of which are dependent on the coordination of the anionic collector to available Ca2+ sites on the minerals’ surface. The increased surface area, and available Ca2+, of the smaller apatite particles will allow for more fatty acid molecules to coordinate than the larger particles, with a lower availability of Ca2+. So, the larger particle would require more collector to be introduced in the system to sufficiently cover the apatite particles to produce a surface sufficiently hydrophobic to attach to air bubbles allowing flotation to occur. (Guan, 2009) The Bone Valley deposit has very favorable flotation characteristics when compared to other mining ores around the world. The matrix of the Bone Valley is relatively high grade, BPL (Bone Phosphate in Lime) values typically range from 6-18%, BPL recoveries, from such a matrix, can often be achieved above 85+% with fatty acid based collectors dosed below 1 #/ton. As mentioned, the sizing is an important step as there is also high grade apatite in the +16 mesh (1mm) that is screened to a final product grade, 60-65% BPL. The lack of quartz in the larger size fraction has allowed the Central District to produce high quality, low cost phosphate product, called pebble, through effective screening with no further beneficiation. Stoppings are necessary ventilation control devices for effective air distribution underground. However, one of the major problems underground mining has is that every stopping is a potential leaking source. Since air always flows from a point of high pressure to one of lower pressure, and the total pressure at every point in intake airways is higher than that in the return airways, air will always tend to leak from intake to return (Tien, 1996). In many mines, less than half of the air entering the mine actually gets to the working areas; the rest of it simply short-circuits directly to return airways through leaky stoppings instead (Timko and Thimons, 1983). Leakage through a stopping occurs because of pressure drops across the stopping and available leaky path in stoppings. Empirical equation has been widely used to characterize the relation the amount of leakage and variables that affect leakage. However the use of this equation requires accurate information for constants which are not always readily available. It is the attempt of this paper to derive an equation similar to the Atkinson Equation that can readily be applied to characterize pressure-leakage relationship for any given stopping.

Assessment of the potential for mining induced subsidence and determination of ultimate design requirements for a mining operation should be based on a number of assessment approaches. Although the rock mechanics engineer has a variety of limit equilibrium and numerical modeling tools available for assessment and prediction of subsidence effects, empirical approaches based on precedent experience provide a powerful tool for calibration/verification of analytical models and prediction of subsidence. Three separate analyses approaches have been applied to the assessment of potential subsidence for a proposed block caving mine in eastern Canada. The investigations have included an assessment of documented historical information from previous block cave mining at the site, deterministic analyses using limit equilibrium approaches to assess kinematically possible failure mechanisms, and three-dimensional numerical modeling techniques. Analyses results have been used and compared with precedent experience and documentation of subsidence behavior from previous mining to optimize the subsidence predictions for the proposed mine.

A spatial modeling technique based on the Bayesian neural network (BNN) is proposed. Incorporation of the Bayesian method for posterior probability of the output parameter helps calculate the uncertainty associated with the estimate. Parameters of the BNN model were selected using a grid search algorithm. The expected value and the variance of block support were calculated by Markov chain Monte Carlo sampling of the posterior distribution at discretized points within the block. The BNN model was validated by applying it to the Walker Lake data set and comparing the results with ordinary kriging results. The comparison revealed that the proposed BNN method performs marginally better than ordinary kriging. The variance map is less smooth than with ordinary kriging, and the proportional effect is less in the BNN-based model than in the ordinary kriging model. The developed BNN model was applied to the Coho block of a placer gold deposit in Nome, AK. Results reveal that the BNN model is globally biased for the Coho block and underestimates the sample mean. The grade volume curve was developed by calculating the block mean and block variance after discretizing the block into a number of points and applying the BNN model to each discretized point.

During the next 15 years, US coal production is expected to double, with the increased production evenly divided between the East and the West. Along with greater production, coal export markets should increase dramatically from East, West, and Gulf Coast ports. The annual overseas export capacity of US coal-loading terminals is expected to rise from 147.1 Mt (162.1 million st) in 1981 to a minimum of 278.1 Mt (306.6 million st) in 1985, according to the US Maritime Administration. Increased coal production and use will lead to more development of import and export terminals, a vital link in the coal transportation chain. With continually escalating capital costs and the competitive markets that the terminals will serve, a well designed and efficient terminal is necessary. This article begins a two-part series that presents concepts presently used in coal export terminal design. Part I looks at site selection factors and equipment needs, while Part II will examine environmental considerations in building a terminal as well as typical capital and operating costs. The world is nearing the end of the oil era. In a few years oil will not be available to sustain the growth rate and increasing standard of living we have known in our lifetime. The big question is what energy era are we moving into? With the decline of readily available oil reserves and rapidly increasing prices, many countries are trying to switch to alternate energy forms. While intensive efforts to find new oil reserves continue, alternate energy sources such as natural gas, coal, synthetic fuels, nuclear, hydroelectric, solar, and wind power are being developed. Recent indications are that coal is expected to bridge the energy gap over the next 25-30 years until the technology and economics of the alternate energy forms reach satisfactory levels. Use of coal for energy is receiving strong attention due to its long-term availability (200-300 years minimum), relative ease of development, and its low cost per unit of power produced. By the year 2000, it is expected that 25% of world energy supply will be met by direct coal combustion and possibly another 5-10% by synthetic fuel from coal. Coal&apos;s expanding share in the world energy market, along with an increase in coking coal requirements, will result in a large increase in the world&apos;s seaborne coal trade. Recent statistics and projections for the future are shown in Table 1. This phenomenal development rate includes increases in both coking and thermal coal requirements. Because of the rapid increase of seaborne coal trade during the last 10 years and the even greater projected increase of trade to 2000, various sectors of the coal industry are faced with enormous technical challenges and huge investments in equipment, land, transportation systems, and port facilities. Very large bulk terminals are under development throughout the world. Latest surveys indicate that there are about 30 new coal export and import terminals under consideration and at least 30 existing terminals have expansion programs planned or underway. With the high cost of borrowed capital and rapid inflation rates there is great emphasis on new planning and design techniques to minimize capital and operating costs of coal transportation systems. Terminals A total coal supply system can be considered to consist of one or more mines; a train, barge, truck, or other haulage system; an export terminal; a fleet of bulk carriers; a receiving terminal; and possibly, local inland distribution networks that include barges and railways. Terminals, though only a small link in the total transportation system, play a key role in overall system efficiency. At ports or inland distribution centers, terminals act as transportation links bringing trains, ships, barges, or trucks together for cargo transfer and temporary storage. A well-designed terminal can provide maximum independence between two modes of transportation and optimum freedom for intermodal interference. A terminal acts as a buffer between the two transportation modes by providing sufficient storage capacity so a ship need not wait for its cargo on, for example, a train-by-train basis, but can load immediately from the ready stock. Similarly, a train need not wait for a ship to unload its contents but can dump immediately into storage. A terminal also can be used to properly mix various types of coal to satisfy a buyer&apos;s requirements. Semi-autogenous grinding mills play a critical role in the processing stage of many mining operations. They are also one of the most intensive energy consumers of the entire process. Current forecasting techniques of energy consumption base their inferences on feeding ore mineralogical features, SAG dimensions, and operational variables. Experts recognize their capabilities to provide adequate guidelines but also their lack of accuracy when real-time forecasting is desired. As an alternative, we propose the use of real-time operational variables (feed tonnage, bearing pressure, and spindle speed) to forecast the upcoming energy consumption via machine learning and deep learning techniques. Several predictive methods were studied: polynomial regression, k-nearest neighbor, support vector machine, multilayer perceptron, long short-term memory, and gated recurrent units. A step-by-step workflow on how to deal with real datasets, and how to find optimum models and final model selection is presented. In particular, recurrent neural networks achieved the best forecasting metrics in the energy consumption prediction task. The workflow has the potential of being extended to any other temporal and multivariate mineral processing datasets.

Tests were conducted to investigate the potential for recovering anthracite from preparation plant tailings. Samples were collected from tailings streams or slurry ponds of several anthracite cleaning plants. A washability analysis was conducted on each sample. The use of gravity-and surface-based cleaning processes for treating the 28x200 mesh tailings material was examined. Simulations were performed for various cyclone staging arrangements using published partition data for both water-only and dense-medium cyclones. Froth flotation testing was done on both precleaned anthracite and tailings material. Grade-yield curves were determined for various conditions.

In September 1992, mining in Mexico was opened again to foreign investment by President Salinas-de Gortari, after thirty years of "Mexicanization" of mining industry which limited foreign participation up to a 49 % (or 34 % in case of national reserves) on a Mexican mining corporation. During said period mining in Mexico was controlled by four or five big mining companies and besides mining production was focused mainly on silver, lead, zinc, copper and fluorspar. Suddenly in middle of a big crisis on Mexican mining industry due to low prices of minerals in the world and also in a period on which it seems that mining industry in the United States and Canada has been condemned to die for environmental reasons, it appears a new Mexican Mining Law to permit foreigners to participate in mining in Mexico&apos; trough Mexican mining corporations that they may control up to 100 %

Japan&apos;s coal reserves are estimated at 8,583 million tons (according to the materials on X World Energy Conference,. 1976). Japan is a long island country in the shape of an elongated cashew nut whose top is pointing to the north and its lower tip is pointing to the west. And her major coal fields are located in the two extreme far parts of Hokkaido in the north and Kyushu in the south. On the other hand, Japan&apos;s major industrial center are located in the central part of the country far from either coal-producing areas. This fact places coal a great geographical disadvantage in comparison with petroleum whose refining bases are concentrated on the coastal regions virtually next to major industrial centers.

Regulations on sulfur emissions have caused the electric utilities to evaluate various methods of meeting them. Low-sulfur, low-volatile coals can be burned alone or blended with high-volatile? coals. This option may be a cost-effective alternative to the installation of scrubbers on coal-fired combustion systems. In some blending applications, problems may be encountered because the low sulfur content and high calorific value of the low-volatile or other clean coal allow it to economically upgrade extremely poor quality coal. While this is done to meet specification purposes, actual boiler performance may be dominated by the poorer quality coal. Thus, the reputation of the low-volatile or other clean coal suffers. As a result of laboratory and full scale testing, conducted over the last five years, a model has been developed to evaluate the relative combustion characteristics of various coals and coal blends. A database for different coals has been gathered. This paper presents the model and shows how power plants and coal mine personnel can use it to evaluate their coals from different sources. It can be used to blend two or more coals from different sources so that thee blended coal has flame stability characteristics which are similar to those of the baseline coal.

Kaolin-based pigments are the most widely used pigments in the paper industry. Several types are available and include standard hydrous, delaminated, calcined, chemically-structured, and most recently, composite pigments. Within each category, a spectrum of products is available to satisfy the application requirements of paper producers. The paper industry has a broad range of applications including fillers in woodfree and groundwood-containing papers, pigmented size press applications, ultra-lightweight and lightweight coated papers, coated merchant papers, cast coated papers and coated paperboard. Each application has its own set of performance criteria and suppliers must work with mills to identify appropriate product(s) to fulfill these requirements.

The Bureau of Mines has developed a process to improve the leaching kinetics of diffusion controlled systems. The system features the Bureau-developed turbomill, an attrition grinder which scrubs the reaction product coating away from the unreacted mineral grains during leaching. The system can be continuously operated at any temperature up to the boiling point of the leaching agent. This paper describes the research on the dissolution of chalcopyrite with acidified ferric sulfate which forms a sulfur product on the unreacted chalcopyrite surface. This method is a hydrometallurgical alternative to chalcopyrite smelter technology which eliminates S)2 emission problems with its associated costs. Batch testing at 90? C with the chalcopyrite/ferric sulfate system resulted in better than 99-pct extraction of copper. At an optimal energy consumption of 1,520 kW h/st, 95 pct of the copper was extracted. Recent work has been directed to development of a continuous system and SX/EW treatment of the resulting pregnant liquor from the chalcopyrite/ferric sulfate leach.

We present an algorithm to integrate the uncertainties of mean activity rate and magnitude cumulative distribution function in the interval estimation of the primary seismic hazard parameters: the exceedance probability and the mean return period. The algorithm is applicable for both the parametric and nonparametric modeling of magnitude distribution. When the Gutenberg-Richter relation-based parametric model of magnitude distribution is used, the interval estimation of its parameters is based on the asymptotic normality of the maximum likelihood estimators. When the nonparametric kernel estimation of magnitude distribution is used, we apply the iterated bias-corrected and accelerated method for the interval estimation, based on the smoothed bootstrap and second-order bootstrap samples. Previous studies indicated that the uncertainty of mean activity rate significantly affects the interval estimates of hazard functions only when the activity rate is low and the inference period is not long (Orlecka-Sikora & Lasocki 2017). With increasing mean activity rate, the uncertainty of magnitude distribution dominates over the uncertainty of mean activity rate in the aggregated uncertainty of the hazard functions. The provided algorithm is generic and can be applied to capture the uncertainty of any multiparameter function from the uncertainties of its parameters. Here we present a further development of the algorithm developed by Orlecka-Sikora & Lasocki (2017) by presenting its implementation in the Traffic Light System approach. As an example of use, we present the confidence intervals estimation of hazard parameters for the datasets related to induced seismicity accompanying underground exploitation of copper ore in the Legnica-Głogów Copper District (LGCD) in Poland. The algorithm is under implementation to the EPISODES platform (https://tcs.ah-epos.eu/) - an IT platform that provides access to integrated research infrastructures of the Thematic Core Service of Anthropogenic Hazards (TCS AH) of EPOS (European Plate Observing System). The algorithm is also a component of the pilot developed within the EPOS SP project (No 871121), which aims to strengthen the interaction with the private sector and the added value for society. The pilot demonstrates the potential of the IS-EPOS platform software applications for the technology-related probabilistic assessment of time-dependent seismic hazard. The pilot supports a Traffic Light System approach. The current seismic hazard is compared to threshold values based on the exceedance probability for a given magnitude.

This paper will describe the benefits of utilizing the decision support system, DSS to support the methodology of structured decision-making in the mining environment. It will outline the layers of the mining related decision making – 1. Creation of “one truth” situational awareness utilizing 2. existing planning, ERP, operational and monitoring agents, a. Expressing plan verse performance across mining phases and functions compared with the actual and trends to evaluate performance. b. Creating alternate courses of action and the implications up and downstream. 3. It will review the current condition were although a multitude of technologies resolve multi variable issues they do not interact in a way that assists decision makers throughout the organization in making high-quality decisions that will push the overall performance envelope. 4. The paper will show the benefits of integrating military methodologies to resolve multi variable complexed issues (operational, financial and other), operating in changing environments in order to meet time sensitive objectives with restricted resources. This is achieved by creating a shared situational awareness thru incorporating information from a multitude of data generating agents, creating COA, selecting the appropriate and turning it into a plan. The paper will discuss the implementation and suggest a path.

For the commercial production of iron ore pellets from hematite ores, as it is practiced in various pellet plants, the addition of lime has shown to be an efficient means with a view to improving cold compression and abrasive strength of the indurated pellets considerably. Unfortunately, it has also been shown at the same time, that the metallurgical properties as, for instance, swelling behavior, softening during reduction under load and disintegration of the grain, can be adversely affected to a high degree. In the course of smelting tests carried out by renowned steelworks, blast furnace operation was heavily disturbed by the swelling and early softening of the pellets, also by their disintegration in the low-temperature range, which altogether led to a considerable lowering of the smelting rate (1, 2, 3).

DOUG HALBE: I&apos;ve decided that we&apos;re going to change tactics here and we&apos;re going to be nice to people from now on. [Co-chair makes gesture of intense disbelief; laughter] I&apos;ve also decided who&apos;s not going to be a co-chair next year. [laughter] We thought we&apos;d get a couple of experts for our next presentation: some people with a lot of experience. We&apos;ve asked them to tell us some of the things that all of you operators out there might be able to apply immediately to your plant. Our next two speakers have a tremendous amount of experience, and I think you&apos;ll find what they&apos;re going to say is highly pertinent to most plants. I looked through their paper and found some things that I could have used in the plants I operated in the past. Our first speaker is Terry McNulty. A lot of you know Terry. He was with Anaconda for a number of years as director of research. He then was president of Hazen Research. I&apos;m going to continue with our new custom of saying nice things. Terry is the guy that I call when I don&apos;t know something, and he&apos;s always got the answer. SPEAKER: Who do you work for, Doug? [laughter] DOUG HALBE: Remember that we&apos;re being nice to people here, Joe. I know that&apos;s a stretch. [laughter] TERRY McNULTY: Thank you, Doug. I&apos;m a little bit mystified by this sudden switch of tactics just before I get to the podium. Doug&apos;s been a good friend for a lot of years so I guess I do have to be nice. I won&apos;t say anything deprecatory about him, but I would have to comment that the observations made by earlier speakers have been far too generous. [laughter] During nine years of consulting as a mineral processor and extractive metallurgist, I have often conducted audits of the performance of client&apos;s plants. The industrial processing of ores containing precious metals such as gold is generally very mining site specific, e. g. McQuiston and Shoemaker (1985), vanZyl et. a1. (1988), Fuerstenau and Hendrix (1990), and Hausen et. a1. (1990). The variety of various mineral processing techniques employed is extensive and includes size reduction, size classification, gravity separation, roasting, cyanidation, chemical and/or bacterial leaching, ion exchange and/or solvent extraction, and froth flotation. Gold occurs in the earth&apos;s crust on the average in very low concentration estimated by various sources to be between two and five parts per billion. For a specific ore deposit to be considered as an economic source of gold, generally a concentration of near one part-per million (one gram / Mton) or more is required. From a mineralogical viewpoint, gold often occurs in its native or free form. However, it can also occur as gold compounds of telluride, antimony, and selenium contained within either sulfide minerals such as pyrite, arsenopyrite. and pyrrhotite or, to a less extent, within silicate, oxide, and carbonate minerals. In many locations, alloying of gold with silver is found. The optimal processing method for recovering gold is determined by many factors such as the mineralogy of the gold bearing minerals as well as the associated mineralogy of the gangue minerals, the type of liberation profile of the gold bearing minerals upon&apos; size reduction, and the particle size of the gold itself. Free or native gold particles can vary in size from the extreme of large nuggets to very finely disseminated gold associated in a complex sulfide mineral matrix. Typically free gold particles of several hundred microns or larger are efficiently recovered by one or more of a number of gravity based techniques due to the large specific gravity differential of gold (19.3 to 15) versus typical gangue minerals (5 to 2.7). When gold is associated with a sulfide (usually pyrite) matrix, historically most industrial plants involving size reduction and subsequent liberation have operated in a size range of 50 to 80 percent less than 75 microns. Grinding finer than this has been normally not economical unless the ore has a high gold content in the feed ore.

Marco Polo reported that the Chinese used "black rocks" for fuel, and recent studies indicate that the Chinese may have used coal in small amounts for two or three millennia previously. The use of coal as a major source of energy however, did not begin until about the twelfth century, when the inhabitants of the northeast coast of England discovered that certain black rocks found along the seashore--and thereafter known as "sea soles" would burn. Since this initial discovery, coal has been mined continuously, first in England and shortly thereafter in present Belgium, France, and Western Germany, and finally in all coal-bearing areas of the world, in ever increasing amounts. The production of coal in the United States began about 1820, when 14 tons were reportedly mined. Since that time the production of coal increased steadily until about 1907, after which the rate has fluctuated between the extremes of about 400 and 700 million tons per year. Bituminous coal and lignite production was 590 million tons in 1974. Value of production was $8. 9 billion. Anthracite production was b.3 million tons with a value of $157.5 million.

CYCLING WITH CEMENT "THE WHEEL IS COME FULL CIRCLE" Shakespeare&apos;s King Lear Act V, Scene 3, Line 176 The time clock of the cement industry has been turned back to the early 1950s. After the trials and tribulations of the decade of the Sixties, the hands now stand where they did just over twenty years ago. Cement shipments have steadily increased, with a record 419 million barrel level (78.8 million tons) being reached last year. Plants are operating at average utilization rates in excess of 85 percent of rated capacity. The spread between supply and demand has narrowed to where a definite shortage of cement now exists within the industry. The notable and unfortunate difference between the two periods however is that, back then, cement&apos;s returns were a respectable 14 to 18 percent, whereas today they stand at less than half those levels. Insufficient return forms the present foundation of the U.S. cement industry. This lack is destined to have a cumulative effect. Just as the industry&apos;s balance between supply and demand is returning to favorable proportions, promising a period that has historically and now should generate those profit levels required to modernize and provide for capacity addition, cement instead finds itself frozen by federal price controls into the semi-depressed condition that has existed for over a decade and from which it was just starting to emerge. Capital is not attracted to continued low returns, and increasingly restrictive pollution control measures are necessitating great non-productive expenditures be made as definite costs to stay in business. Even a clouded crystal ball would reveal that additional cement plant closings can be expected.

A salt dome appears to provide the basic medium requirements for the excavation of the 315 foot diameter, unsupported spherical cavity at a depth of 2700 feet required by the AEC in a proposed "decoupling" experiment. Tatum Salt Dome was a natural choice for a site because more geological and hydrological information has been accumulated on Tatum than any other salt dome on the Gulf Coast. The Tatum Dome is a mile in diameter, roughly flat topped, nearly cylindrical in shape and has some overhang at the top. The salt stock has nearly vertical layering of alternating bands of salt and anhydrite. In the vicinity of the dome, adequate fresh water for solution mining is available in surface streams and in subsurface aquifers. A saline aquifer is available for brine disposal. A tentative cavity location was selected near the center of the dome which meets the design criteria established by the AEC.
